Welcome! Thank you for joining us at our 29th Anniversary Gala.

From our humble beginnings in October 1984 as the Young Korean American Service and Education Center (YKASEC), we have come a long way in the past three decades. Since then, the MinKwon Center for Community Action has empowered the Korean American, Asian American, and larger immigrant commu-nity through education, service, and advocacy and organizing.

This year’s gala theme is “Together, Marching Towards a Stron-ger America”. We chose this theme because we believe that, as our nation has reached a critical juncture over social reform agendas including immigration reform and economic justice issues, collaborative action with other organizations and com-munities is crucial to enduring, fundamental social change and progress. As we reflect back on 2013 and look forward to 2014, the MinKwon Center renews its commitment to working hand-in-hand with our partners -- marching together to strengthen our local community, and thus, our nation.

In keeping with this year’s theme, we are thrilled to honor our Standing Up For Justice awardees of the night. Both the hon-orees – the New York Community Trust and Freedom Universi-ty – exemplify MinKwon’s commitment to and engagement in immigrants’ rights, especially for the most marginalized members of our society. We congratulate our recipients for their valuable support and courageous involvement in strengthening the immi-grant community.

We believe that we are stronger when we work together. That is why community action is such an integral part of what we do at MinKwon. This year, we played a leading role in mobilizing our community and that of our partners to push for immigration reform, a fair budget for most vulnerable New Yorkers including low income families and Asian Americans, and more affordable housing. We have built upon our existing strengths in civic en-gagement, leading a comprehensive civic engagement campaign and reaching a historic 60,000 new immigrant voter registrations since 2004. Moreover, in the first half of this year, MinKwon Center served over 2,000 low-income community members in the areas of public benefits and legal service, including over forty percent of all Korean-American Deferred Action for Childhood Arrivals (DACA) applicants in the entire state.

In 2013, the MinKwon Center prioritized the fight for comprehen-sive immigration reform and organized our base of active com-munity members – including youth, DREAMers, young adults, and the elderly. Because of our efforts, local, state, and national leaders have heard our collective voice – but much work remains during this critical pivot point in our nation’s history.

As we begin our 30th year, we celebrate our past and look forward to what we will accomplish together in 2014. Thank you all very much for your support – we are able to do what we do because of your partnership with us. We hope that you will continue to march with us towards a stronger America – next year and beyond.

민권센터 29주년 기념 만찬에 참석하신 여러분을 환영합니다!

1984년 ‘뉴욕청년봉사교육원’이란 이름으로 처음 단체를 시작한 이후 민권센터는 30년에 가까운 세월을 달려왔습니다. 설립이래로 민권센터는 권익옹호, 사회봉사, 교육 활동을 중심으로 한인과 아시안, 이민자 커뮤니티의 역량강화에 매진해 왔습니다.

금년 만찬의 주제는 “보다 강한 미국을 향한 연대의 행진(To-gether, Marching Towards a Stronger America)”입니다. 현재 미국은 이민개혁, 경제정의를 비롯한 사회개혁의 중요한 시점에 직면해 있습니다. 따라서 지속가능한 근원적 사회변화와 진전을 이루기 위해선 여러 단체와 커뮤니티의 연대와 협력이 절대 필요합니다. 20113년을 돌아보고 2014년을 맞이하며 민권센터는 우리의 이웃과 미국을 보다 강하게 만들도록 여러분과 손에 손을 맞잡고 함께 전진해 나가리라 다짐합니다.

금년도 행사의 ‘정의 구현상’은 바로 이러한 만찬주제에 걸맞는 분들에게 수여합니다. 수상단체인 NYCT-New York Community Trust와 Freedom University는 사회 소외계층을 향한 남다른 애정을 바탕으로 이민자 권리 증진에 헌신해 왔습니다. 드높은 공헌과 용기있는 행동으로 이민자 커뮤니를 강화하는 역할을 한 두 수상단체에 축하와 감사의 인사를 전합니다.

금년에 민권센터는 협력단체들과 함께 커뮤니티의 힘을 결집해 이민개혁, 저소득층과 아시안을 포함한 사회 소외계층을 위한 평등한 예산입안, 서민용 주택 증설 등의 중요한 현안을 대두하고 활동했습니다. 또한 종합적인 정치력 신장 활동을 전개하고 2004년부터 시작한 신규 이민 유권자 등록이 60,000명을 돌파했습니다. 더 나아가 민권센터는 금년 상반기동안 이민자 권리 법률 클리닉과 재정혜택 서비스를 통해 2,000명이 넘는 주민들에게 봉사했습니다. 특히 작년부터 시작한 서류미비 청소년 추방유예(DACA) 신청대행 서비스는 뉴욕주 전체 한인 신청인의 40%가 넘는 숫자를 기록했습니다.

민권센터는 2013년에 이민개혁 운동에 총력을 기울였습니다. 각계각층 커뮤니티 주민들의 힘을 모아 지역과 전국 차원에서 정책입안자들이 이민개혁을 열망하는 우리들의 목소리를 경청하도록 목소리를 드높였습니다. 이제 미국역사의 중요한 분기점인 지금 이민개혁이 반드시 이루어지도록 더욱 노력해야겠습니다.

민권센터 활동 30년을 맞이하며 지나온 활동성과를 나누면서 오는 2014년에도 여러분과 함께하길 희망합니다. 여러분의 후원과 참여로 민권센터는 활동을 지속해 나갈 수 있었습니다. 2014년과 그 이후에도 민권센터는 보다 강한 미국을 건설하는 연대의 전진을 계속하겠습니다.

Standing Up for Justice Award | 정의 구현상


Since 1924, The New York Community Trust has been the home of charitable New Yorkers who share a passion for the City and the suburbs—and who are committed to improving them. With its donors, The Trust supports effective nonprofits that help make the City and suburbs vital and secure places to live and work for all New Yorkers, while building permanent resources for the future. The New York Community Trust ended 2012 with assets of $2.1 billion in more than 2,000 charitable funds, and made grants totaling $137 million.

Advisors to more than 1,200 funds in The Trust support a wide va-riety of nonprofits in the City and across the country. Most of their grants are for operating support, and many are to major New York organizations. This is good news for the City’s nonprof-its, many of which are starved for unrestricted money to run their organizations, generally not included in government contracts or covered by foundations. It also gives The Trust the flexibility to use our permanent funds—those left to us by previous generations of caring New Yorkers—to focus on less travelled boroughs and make grants to tackle complex, and sometimes unpopular, issues.

We are all proud of our city and share a fierce desire to make it better. Together, we are able to fund everything from museums to mobile food kitchens, Alzheimer’s research to health clinics, immigrants’ rights to voter registration—and so much more.Much of what we achieve is also the result of our daily work with our colleagues in nonprofits, government, and business.

Shawn Morehead manages the Education and Human Justice grantmaking programs at The New York Community Trust. Prior to coming to the Trust, Shawn collaborated on recommendations to the Chancellor of the New York City Department of Education to improve services for students with disabilities and prior to that was the Litigation Director at Advocates for Children of New York, where she managed a docket of systemic reform cases concerning education and civil rights on behalf of New York City public school students. Shawn received her J.D. from Stanford Law School and clerked for the Honorable Michael B. Mukasey, then Chief Judge of the Southern District of New York.

뉴욕 커뮤니티 트러스트(NYCT , The New York Community Trust)는 1924년부터 운영된 뉴욕 지역의 발전에 헌신하려는 열정을 공유하는 후원인들의 보금자리입니다. 이들 후원인들과 함께 NYCT는 미래를 위한 항구적인 재원을 구축해, 모든 뉴욕 주민들이 일을하고 살아가도록 뉴욕 지역을 활력있고 안정적으로 만드는데 효과적으로 기여하는 비영리 단체들을 지원합니다. NYCT는 2012년말 기준 2,000여 종류의 자선기금하에 21억 달러의 자산을 보유하고 총 1억 3천 7천만 달러의 기금을 지원했습니다.

NYCT의 120여 종류 기금을 관장하는 고문단은 뉴욕시와 전국의 광범위한 비영리 단체들을 후원합니다. 대부분의 기금은 각 단체의 운영에 쓰이며 뉴욕의 주요 단체들이 기금을 제공받습니다. 이는 일반 재단이나 정부기금엔 대체로 포함되지 않는 사용처 제한이 없는 운영기금을 확보하는데 어려움을 겪고있는 단체들에겐 희소식이 되고 있습니다. 또한 NYCT는 뉴욕의 발전에 공헌했던 전 세대의 유산을 기부받아 운용하는 기금을 소외지역에 위치하거나 관심도가 적은 사안으로 일하는 단체들에게도 제공하고 있습니다.

NYCT는 뉴욕시에 긍지를 가지고 보다 살기 좋은 곳으로 만들고 싶은 모든 주민들의 강한 열망을 이해합니다. 이들 주민들과 공동의 노력으로 NYCT는 박물관부터 음식지원 이동차량 운영, 의료단체의 연구, 이민자 권익옹호, 유권자 등록을 비롯한 보다 많은 활동이 가능하도록 기금을 지원합니다. NYCT의 성과는 비영리 단체, 정부기관과 경제계의 협력인들과 함께 매일 활동하며 일군 결과입니다.

NYCT를 대표해 정의 구현상을 수상하는 션 모어헤드(Shawn More�-head)씨는 NYCT의 교육과 인권 기금제공 프로그램을 관장하고 있습니다. 모어헤드씨는 뉴욕시 교육감에게 장애 학생들을 위한 서비스를 증진하도록 요구하는 활동을 했으며 ‘뉴욕아동권익옹호위원회’의 소송담당 국장으로 학생들의 교육, 인권과 관련된 법률소송에서 뉴욕시 공립학교 학생들을 대변하기도 했습니다. 모어헤드씨는 스탠포드 법대에서 법학박사 학위를 이수했으며 뉴욕 남부지원의 선임판사를 역임했습니다.

FREEDOM UNIVERSITY

Founded in 2011, Freedom University is a volunteer-driven organization that provides rigorous, college-level instruction to all academically qualified students regardless of their immigration status. Our faculties are fully committed to providing our students with college courses equivalent to those taught at the state’s most selective universities. We believe that all Georgians have an equal right to a quality education. Separate and unequal access to higher education contravenes this country’s most cherished principles of equality and justice for all.

With the wave of anti-immigrant laws following Arizona SB1070, the state of Georgia banned undocumented students from attending the five most competitive universities, including the University of Georgia. In response, activists and professors who saw the plight of undocumented youth crated Freedom University, holding classes every Sunday for undocumented students.

Since fall 2011 we have offered five college level courses and numerous workshops. Our students, volunteers and supporters have participated in many conferences and rallies to condemn the segregation of our public schools.

Last year, five students supported by Freedom University were accepted and offered generous scholarships by top private colleges in and out of state. This year, we have four students who have re-ceived full scholarships and two students with partial scholarships.

Keish Kim, an alumna and one of the founders of Freedom University came to the US at the age of 8 from South Korea. In dealing with her undocumented status, she became involved with advocating immigrant rights after her goals of attending college in Georgia was blocked. She has organized around immigrant rights in Georgia through the Georgia Undocumented Youth Alliance and Freedom University, particularly around access to higher education. She is currently at Syracuse University pursuing her undergraduate degree.

프리덤 대학(Freedom University)은 대학 수업 이수 자격을 갖춘 학생들에게 이민신분에 상관없이 정식 대학수업을 제공하는 자원활동가들이 운영하는 단체입니다.

2010년 애리조나 반이민법(S.B. 1070)을 필두로 여러 주에서 반이민적인 각종 단속과 규제법을 제정하는 열풍이 일어났습니다. 2011년 조지아주는 조지아 대학을 비롯한 경쟁률이 가장 높은 상위 5개 대학에 서류미비 학생들의 입학을 불허하는 정책을 시작했습니다. 그러자 뜻있는 교수들과 활동가들은 프리덤 대학을 창립해 매주 일요일마다 서류미비 학생들에게 대학수업을 제공하기 시작했습니다.

프리덤 대학은 참여한 교수들과 활동가들의 열정으로 조지아주의 주요 명문대학의 수준에 못지않은 수업과정을 갖추고 있습니다. 이들은 조지아주의 모든 학생들이 동등한 교육의 기회를 가져야 한다고 믿으며, 교육에서의 차별은 모든 이를 위한 평등과 정의를 규정한 미국의 가장 중요한 정신에 위배되는 사태라고 생각합니다.

지금까지 프리덤 대학은 5개의 대학수업 과정을 제공했으며 수많은 워크샵도 개최했습니다. 관계자들과 학생들은 조지아주 공립학교에서 발생하는 분리와 차별에 반대하는 행동에도 적극 참여했습니다.

작년에 프리덤 대학이 지원하는 5명의 학생들이 조지아와 타주의 명문 사립 대학교들로부터 입학허가와 함께 장학금을 제공받았으며, 금년에는 4명의 학생들이 전액 장학금을 2명의 학생들이 부분 장학금을 수여받았습니다.

프리덤 대학을 대표해 오늘 정의구현상은 김은진(Keish Kim)씨가 수상합니다. 김씨는 8세에 미국으로 이민했으며 프리덤 대학의 창립 멤버중 한 명입니다. 서류미비인 본인의 이민신분 때문에 목표였던 대학입학이 불허되면서 김씨는 본격적으로 이민자 권익옹호 활동가의 길을 걷기 시작했습니다. 김씨는’조지아 서류미비청소년위원회(Georgia Undocumented Youth Alliance)’를 조직해 조지아주의 반이민 정책에 대항하고 특히 학생들의 평등한 교육기회를 주장하는 활동을 활발히 펼쳤습니다. 현재는 시라큐스 대학에서 이루지 못한 꿈인 대학 학위 이수를 위해 공부하고 있습니다.

Advocacy and Community OrganizingThe MinKwon Center based its advocacy and community organizing activities around policies that protect the rights and improve the quality of life of immigrants. We especially focused our efforts on immigration reform which would result in real prosperity and security for all communities. We also led grassroots community organizing efforts at the state and local levels.

Campaign for Comprehensive Immigration Reform: The MinKwon Center prioritized the fight for Comprehensive Immigration Reform, as the 2012 elections made the political environment fertile for immigration reform. As a result of our efforts, a bill has passed in the Senate, and now the focus is on the U.S. House of Representatives.

• Formation of “New Yorkers for Real Immigration Reform” (NYRIR): At the start of the year, the MinKwon Center and the New York Immigrant Coalition formed the New Yorkers for Real Immigration Reform (NYRIR), a coalition of immigrant and community organizations in New York. NYRIR has been participating in the national campaign for immigration reform while overseeing the New York campaign.

• Participation in #A10 Rally in Washington, DC: On April 10th, the MinKwon Center participated in a national rally in front of the U.S. Congress, mobilizing 5 buses of 250 members from Korean and Asian American communities in New York. MinKwon highlighted the Asian American community’s voice, calling for immigration reform, and met with legislators such as Senator Charles Schumer to demand real immigration reform.

• Postcard Campaign: As the debate for immigration reform started up in Congress, the MinKwon Center launched an extensive postcard campaign. MinKwon sent postcards to key senators urging them to maintain family unity in immigration reform and to representatives to call for an immigration reform bill.

• Emergency Call-In Campaigns: For every step of the immigration reform in Congress, the MinKwon Center had emergency call-in campaigns. MinKwon urged community members to call members of Congress in support of pathway to citizenship, family unity, and an expedited passage of immigration reform.

• Participation in Direct Actions: The MinKwon Center lent its strength at a Civil Disobedience action in Washington, D.C. Along with other activists from around the nation, MinKwon demanded the House representatives to act. MinKwon also played a supporting role in a civil disobedience action in front of Varick Street Detention Center.

• Participation in Rallies: The MinKwon Center participated in rallies at federal buildings, churches, detention centers, and the Staten Island Whitehall Ferry Terminal in order to represent the Korean and Asian American community’s voice for immigration reform.

• Preparation for New Yorkers for Real Immigration Reform March & Rally: The MinKwon Center is preparing for a rally for immigration reform along with other immigrant and civic organizations that will be held on October 5th. At this rally, we will show the power of community and press the House of Representatives to pass real immigration reform.

New York State DREAM Act Campaign: The MinKwon Center also participated in a campaign to pass the New York State DREAM Act, a legislation that would provide DREAMers with state financial aid. Our Advocacy & Organizing Team and DREAMers made legislative visits to state legislators in Albany as well as in-district visits. MinKwon also participated in rallies, held a press conference, and organized on the grassroots efforts for the New York State DREAM Act.


MinKwon Center 2013 Activity Higlights


Advocating for Fair Budget Policy: 13% and Growing, a coalition of 45 Asian American organizations co-led by the MinKwon Center, held its fifth annual Asian American Advocacy Day. To advocate for fairness in city budget, 13% and Growing held a rally and a press conference while community members made legislative visits to 25 city councilmembers.

Advocacy for Tenants: The MinKwon Center co-led the Queens Housing Coalition in its advocacy for tenants’ rights. The Coalition also made significant efforts to ensure that affordable housing would be included in the Willets Points Development through meetings with elected officials and developers, petition drives, and rallies.

DREAMer Group KORE: Last year, the MinKwon Center helped organize KORE (Korean Americans for Reform & Equality), a group of DREAMers who received Deferred Action for Childhood Arrivals (DACA). The group has been meeting regularly since, and they have actively participated in MinKwon’s campaign for immigration reform as well as other efforts.

• Meeting With President Obama: On May 21st, KORE member Angie Kim met with President Barack Obama and Vice President Joe Biden. At the invitation by the White House, with other youth who have received DACA, Angie Kim shared her own family’s story and expressed that immigration reform would provide relief and hope to her family and to the immigrant community as DACA has done for her.

• DREAM Benefit Concert: On January 30th, KORE hosted a scholarship benefit concert for DREAMers in collaboration with 10 performers. The funds raised from this concert, held with the help with dozen performers, were distributed to two DREAMers pursuing higher education.

• "Naturalization Ceremony": On July 10th, KORE participated in a mock “naturalization ceremony” along with 500 DREAMers and their families in Washington, D.C. This symbolic ceremony showed that the community was ready for citizenship and pressured the House Republicans to put forth comprehensive immigration reform bill.

• KORE members also testified at immigration reform conferences and led the campaign for New York State DREAM Campaign. KORE members are also working at the MinKwon Center as Youth Organizer and Social Services Paralegal and are an integral part of immigrants’ rights activities.

Community Organizing: Our work on organizing our community has continued from the previous years. We have firmly established a monthly community meeting for our active senior community members and reinvigorated our tenants’ meetings.

Civic ParticipationThe Korean and Asian American immigrant communities are among the fastest growing in America. However, they still lack political representation and face many barriers to fully participating in the democratic process. Over the last year, the MinKwon Center has continued its work to increase our communities’ political power and civic participation.

Election Activities: With the New York City elections on the horizon, the MinKwon Center implemented a multi-faceted, comprehensive voter engagement campaign. This included coalition-building, candidate forums, voter registration, voter education, Get-Out-the-Vote (GOTV) initiatives, and voter assistance and protection.


• Coalition Leadership and Candidate Forums: MinKwon continued its leading role in the city’s only pan-Asian coalition on voter rights and engagement, and also in organizing jointly-sponsored candidate forums for mayor, borough president and city council. The coalition’s campaign, called “Your Vote, Your Voice,” is in its second year.

• With its partners, MinKwon developed multi-lingual voter education materials for Asian American voters, and incorporated these into extensive door-to-door canvasses and computerized phone banks targeting Asian Americans and Asian American neighborhoods. In the 2012 elections, Asian voters contacted by the campaign turned out 69% - over double the rate of the city’s Asian voters at large, and 17% higher than the city average.

• Election-Day Voter Assistance: MinKwon also worked closely with New York City’s Board of Elections to increase the number of interpreters available for Korean, Chinese and South Asian languages to voters with limited English proficiency on Primary Election Day. MinKwon’s volunteers served as both poll workers and official interpreters. Korean is the most severely under-staffed language for the Board of Elections.

• Voter Hotline: On the eve and the day of the elections, MinKwon operated a bi-lingual voter hotline, providing voters with information about their poll sites and voter registration statuses, registering complaints, and answering various elections-related questions.

New York City Council Redistricting: Through the spring, MinKwon continued its multi-year campaign to put communities and neighborhoods above partisan and incumbent interests in the redistricting process. MinKwon led the Asian American Community Coalition on Redistricting and Democracy (ACCORD) in demanding fairness for Flushing, Bayside, Chinatown, Richmond Hill, Bensonhurst and other key Asian American neighborhoods. ACCORD mobilized for public hearings, press conferences at City Hall, authored joint statements and letters, and led multiple meetings with Commissioners.

Expanding Voting Rights: MinKwon participated in the campaign to expand voting rights to non-citizen voters, a key issue in this year’s New York City elections. MinKwon was one of the organizations advocating for expanding voting rights to taxpaying legal residents in City elections, thus bringing fairness and representation to those heavily immigrant neighborhoods with fewer citizens.

Over 60,000 New Immigrant Voters Registered!: Since 2004, MinKwon has registered more than 60,000 newly-naturalized citizens, as a lead organization within the New York Immigration Coalition’s campaign to empower the Newest New Yorkers and build a base of active and informed voters.

Social ServicesWith the economic recession showing no signs of ending, the working class families are facing hardships, and the immigrant community are facing challenges in protecting their legal rights. In light of the situation, the MinKwon Center's Social Services program provided direct services to ensure the well-being of our community members. In the first half of 2013, MinKwon served 2,200 clients and provided a total of $2,402,919 in benefits through our Legal Clinics and Financial Benefits services.

Immigrants Rights Legal Clinic: The MinKwon Center attorneys provided comprehensive services consisting of legal consultation and representation in the areas of immigration, housing, and labor laws. In immigration law, our staff provided services in application assistance for naturalization applications, Green Card renewals, and consultations, while in housing law, our staff assisted with various tenants' issues as well providing application assistance for SCRIE (Senior Citizen Rent Increase Exemption). Lastly, our staff provided legal help in applying for Unemployment Insurance and dealt with wage and hour violations.



Deferred Action for Childhood Arrivals (DACA) Application Assistance: In 2013, MinKwon continued to assist DREAMers applying for DACA administrative relief announced last year. With more than 400 applicants since last year, over 300 DREAMers were able to receive deferred action and work permits. MinKwon has represented more than 40 percent of Korean American applications from New York.

Financial Benefits: MinKwon has assisted low income and senior citizens applying for SNAP (Supplemental Nutrition Assistance Program) and HEAP (Home Energy Assistance Program) benefits to improve their quality of life.

Low Income Tax Clinic: As with last year, MinKwon held a free tax clinic for low income community members, helping them prepare their tax reports. In 2013, MinKwon helped more than 400 community members.

Educational Workshops: MinKwon Social Service staff, in order to provide useful information and to educate the community about their legal rights, held several workshops throughout the year. Some of the topics included preparation for naturalization exam, workplace safety and health, housing laws, and other issues.

Youth Empowerment ProjectThe MinKwon Center's Youth Empowerment Project had the opportunities for civic engagement, leadership development, and community issues education. With 100 different youth participating, the Youth Empowerment Program provided much help to MinKwon's activities.

Youth Education: Participants of the Youth Empowerment Project learned about the current issues in the communities through discussions and presentations by MinKwon staff and outside speakers. Along with that, the youth practiced public speaking and debate.

Youth Activities: The youth participated in campaigns for immigrants' rights, immigration reform, and voter engagement and brought their youthful energy and contributed greatly to MinKwon activities.

CultureThe MinKwon Center's poongmul troupe, Binari, continued its cultural activities. Our cultural activities consisted of regular practices to maintain the poongmul traditions and participation in rallies for immigrants' rights, inspiring the rally participants.

권익옹호 / 커뮤니티 조직화

민권센터는 이민자의 인권보호와 삶의 질을 향상시키는 정책현안을 기조로 권익옹호 활동을 전개했습니다. 특히 미국사회와 이민자 커뮤니

티의 번영과 안전을 위해 가장 핵심적인 현안인 이민개혁이 이루어지도록 노력했습니다. 아울러 뉴욕주와 시차원에서 이민자의 권익향상에

힘쓰고 풀뿌리 차원의 참여를 이끌어내고자 각급 단위의 커뮤니티 조직화 노력도 꾸준히 이어갔습니다.

포괄적 이민개혁 캠페인: 2013년을 맞아 이민개혁이 이루어질 정치적 환경이 조성되고 연방의회가 본격 심의에 들어감에 따라 민권센터는

이민개혁 캠페인에 다시금 총력을 기울였습니다. 그 결과 이민개혁 법안의 상원통과를 일구었고 이제 하원에서의 법안 상정과 통과를 위해

땀흘리고 있습니다.

•'진정한 이민개혁을 위한 뉴욕연맹(NYRIR)’결성: 민권센터는 연초에 뉴욕이민자연맹를 비롯한 이민자, 사회단체들과 ‘진정한 이민개혁

을 위한 뉴욕연맹(NYRIR)’을 결성해 주관단체로 연맹활동을 주도했습니다. 뉴욕연맹은 전국 이민개혁 운동 연합체와 연계해 전국 단위의 활

동에 동참하는 한편 뉴욕지역 캠페인을 총괄하고 시행했습니다.

•워싱턴 디시 전국집회 참가: 한인과 아시안 커뮤니티 주민 250여 명을 조직해 5대의 버스에 나눠타고 4월 10일 국회의사당앞에서 개최된

전국 이민자 집회에 참석했습니다. 이날 집회에선 이민개혁을 촉구하는 아시안 커뮤니티의 목소리를 드높였으며 찰스 슈머 의원등을 면담

해 올바른 이민개혁 법안 상정을 요구했습니다.

•엽서 보내기 운동: 이민개혁 논의가 의회에서 본격 시작되면서 엽서 보내기 운동을 진행했습니다. 상원을 대상으로 가족초청 축소방안에

반대하고 올바른 이민개혁 법안 작성을 촉구하는 내용의 엽서를 이민개혁 법안상정을 주도하는 의원들에게 보냈으며 이후 하원의원들에겐

법안의 조속한 상정과 통과를 요구하는 엽서를 보냈습니다.

•아시안 타운홀 미팅 개최: 아시안단체들과 공동으로 이민개혁 주제 아시안아메리칸 타운홀 미팅을 개최했습니다. 아시안아메리칸 단체들

과 주민 200여 명이 참석한 행사에선 잘못된 이민시스템에 의해 고통받고 있는 학생, 일반주민, 노조원 등 다양한 아시안계 주민들이 본인의

사례를 소개하고 정치권에 가족 재결합 조속 추진, 이민자 인권보장, 가족초청 유지 등이 제대로 포함된 이민개혁을 요구했습니다.

•의원 방문: 뉴욕지역의 연방의원 사무실에서 의원들을 면담해 이민개혁안 내용에 관한 커뮤니티의 입장을 전달했으며 법안의 의회통과에

필요한 전략도 숙의했습니다.

•긴급 전화걸기 운동: 이민개혁 법안 심의와 표결이 진행되는 고비길마다 긴급 전화걸기 운동을 전개했습니다. 커뮤니티 주민들이 상원의

이민개혁 주도 의원들과 뉴욕지역 공화당 하원의원들에게 서류미비자의 시민권 취득 보장과 가족초청 축소 방안 반대, 하원에서의 조속한

이민개혁 법안 상정과 통과를 요구하는 전화를 걸도록 수 차레에 걸쳐 실행했습니다.

•직접 행동 참가: 워싱턴 디시에서 벌어진 이민개혁 촉구 시민불복종행동에도 힘을 보탰습니다. 전국에서 집결한 참가자들과 함게 하원의

장 사무실앞과 연방의회 의사당에서 의원들의 책임있는 행동을 요구했습니다. 또한 맨하탄 추방대기소앞에서 열린 시민불복종행동에도 후

원단체로 참여해 뜻을 함께했습니다.

•이민개혁 촉구 집회 참가: 이민개혁 캠페인을 실행하는 내내 맨하탄 연방청사, 교회, 추방대기소, 스태튼 아일랜드 페리 스테이션 등지에

서 개최된 이민개혁 촉구 집회에 계속 참석해 한인과 아시안 커뮤니티의 의지를 피력했습니다.

•뉴욕 이민자 대행진 준비: 오는 10월 5일 개최되는 이민개혁 촉구 뉴욕 이민자 대행진의 주관단체로 타 이민자, 사회단체들과 함께 행사를

준비하고 있습니다. 이민자 대행진에선 이민개혁을 열망하는 커뮤니티의 결집된 힘을 발현해 이민개혁 법안 상정과 통과를 지연시키고 있

는 연방하원에 최대한의 압력을 행사하려고 합니다.



뉴욕주 드림액트 캠페인: 드리머들에게 주정부 학비지원 기금 제공을 골자로 한 뉴욕주 드림액트를 주의회에 상정하고 통과시키기위한 활

동에도 적극 참여했습니다. 권익옹호 활동 실무진과 드리머들은 올바니 주청사와 주의회 의사당에서 주정부 관계자와 주의원들에게 드림액

트의 통과를 요구했습니다. 지역차원에서도 주의원 사무실을 방문해 풀뿌리 로비활동을 벌이고 집회와 기자회견에 참가했습니다.

평등한 재정정책 요구: 민권센터가 주도하는 45개 아시안단체 연합인 13% and Growing Coalition은 4월 24일 제 5회 연례 아시안아메리칸 권

익옹호의 날 행사를 개최했습니다. 집회 및 기자회견과 시의원 방문활동으로 이어진 이날 행사에서 25여 명의 시의원들을 방문해 공평한

복지예산의 입안을 요구했습니다.

세입자 권익옹호: 아파트 수리, 강제퇴거 등의 세입자 권리와 관련된 문제를 가진 세입자들의 권익옹호를 꾸준히 실행하는 한편 퀸즈세입자

연맹(QHC)의 주도단체 역할도 수행했습니다. 특히 윌렛츠 포인트 재개발 사업 추진에서 서민용 적정형 주택건설을 보장받기 위해 정치인과

개발업자 면담, 서명운동, 집회 등 전방위적인 노력을 기울였습니다.

드리머 활동그룹 KORE: 민권센터는 지난해 드리머 추방유예 행정조치(DACA) 신청대행 서비스를 통해 만난 드리머들을 조직해 활동그룹

'KORE(Korean Americans Organized for Reform and Equality)’를 결성했습니다. 이후 소속 드리머들은 정기모임을 지속하며 이민개혁 캠페인

에 적극 동참하고 민권센터의 커뮤니티 활동에도 일익을 담당했습니다.

•오바마 대통령 면담: 'KORE' 앤지 김씨가 5월 21일 백악관 초청으로 바락 오바마 대통령과 조 바이든 부통령을 면담했습니다. 행정부의 추

방유예 조치(DACA)를 받은 전국 각지에서 모인 다른 드리머들과 대통령을 면담한 김씨는, 본인 가정의 이민사연을 소개하고 DACA가 서류미

비 학생들에 희망을 주었듯이 포괄적 이민개혁이 반드시 이루어져 수 많은 이민자들이 걱정없이 살 수 있기를 바란다는 희망사항을 대통령

에게 전달했습니다.

•드리머 장학기금 모금 콘서트: 대학진학을 앞둔 드리머 학생들을 위한 장학기금 마련 콘서트를 1월 30일에 개최했습니다. 10여 명의 예술

인들의 협조하에 개최된 이날 콘서트로 모아진 기금을 두 명의 드리머들에게 장학금으로 지급했습니다.

•이민개혁 촉구 '시민권 선서식' 참가': 'KORE' 소속 드리머들은 7월 10일 전국 각지에서 모인 500여명의 드리머와 부모들이 참석한 가운데

개최된 '시민권 선서식' 행사에 참가했습니다. 이날 참가자들은 상징적인 “시민권 선서식”형태의 행사를 진행하며 모든 서류미비자들에게

시민권 신청의 기회를 제공하는 내용으로 반드시 이민개혁 법안이 마련되야 함을 강조했습니다.

이밖에도 'KORE' 멤버들은 이민개혁 주제 컨퍼런스에서의 증언, 유스 오거나이저, 봉사 서비스 실무진으로 민권센터에서 일하며 민권단체의

한 주역으로 당당하게 활동했습니다.

커뮤니티 조직화: 커뮤니티 조직화 활동도 예년과 마찬가지로 계속 이어나갔습니다. 장년 활동가들이 참여하는 월례 커뮤니티 모임을 정착

시켰고 세입자 모임도 정기적으로 진행했습니다,

정치력 신장

한인과 아시안, 이민자는 미국 사회에서 빠르게 성장하며 발전에 기여하는 커뮤니티입니다. 하지만 공헌도에 걸맞는 정치적 대표성을 충분

히 보장받지 못하고 주민들은 미국의 민주주의 과정에 완전히 참여하지 못하는 현실입니다. 2013년에도 한인과 이민자 커뮤니티의 정치력

을 신장하고 시민참여를 활성화하는 민권센터의 활동은 계속 이어졌습니다.

선거 대응 활동: 뉴욕시 선거의 해를 맞아 유권자 조직, 교육, 투표참여 촉진, 권리보호에 이르기까지 종합적인 선거 대응 활동을 전방위로

펼쳤습니다.



•후보 토론회 개최: 시민단체, 지역 커뮤니티 단체와 공동으로 퀸즈 보로청장과 뉴욕시의원 19 선거구 후보 토론회를 개최했습니다. 이를

통해 커뮤니티에 당면한 주요 정책현안을 후보들에게 교육시키고 유권자들에겐 올바른 정견을 갖춘 적합한 후보를 선택하는 기회를 제공했

습니다.

• 투표참여 독려와 유권자 안내 활동: 유권자 조직화의 일환으로 유권자 가정방문과 전화걸기를 여러 차레 실행했습니다. 유권자들에게 선

거에 관한 일반정보와 주요 아시안 밀집 지역 시의원 후보 및 뉴욕시장을 비롯한 후보들을 인지시키고 투표에 적극 참여하도록 유도했습니

다.

• 투표소 활동: 언어장벽으로 투표참여에 어려움을 겪는 한인과 중국계 유권자들을 돕고자 실무진들이 투표소 통역원 역할을 수행했습니

다. 또한 이전에 선거행정상의 문제로 아시안계 유권자들이 투표참여가 원할하지 못했던 일부 투표소에선 정치력 신장 활동 실무자가 감시

원으로 활동하기도 했습니다.

• 유권자 핫라인 운용: 선거 직전과 당일엔 선거 핫라인을 가동해 유권자들에게 투표소, 유권자 등록 여부 등을 안내하고 투표 불편사항을

접수하며 기타 투표관련 질문에 응답했습니다.

뉴욕시의원 선거구 재조정: 인구조사의 결과로 추진되는 선거구 재조정 과정에도 적극 개입해 커뮤니티의 요구가 최대한 반영되도록 했

습니다. 작년의 연방하원, 주의원 선거구 재조정에 이어 금년에는 시의원 선거구 재조정의 중요한 과정마다 아시안선거구재조정협의회

(ACCORD)의 주관단체로서 공청회 출석, 시청앞 기자회견, 선거구 재조정 위원회 위원 면담, 공식 서한 발송 등의 다방면의 노력으로 선거구

재조정이 정치인의 이해가 아닌 커뮤니티의 입장에서 확정되도록 압력을 가했습니다.

투표권 확대 운동 참여: 뉴욕시 선거의 중요 현안 중의 하나인 비시민권자 투표권 보장 캠페인에도 협조했습니다. 세금을 납부하고 뉴욕시

의 발전에 공헌하는 합법 체류 주민들에게 시선거의 투표권을 부여하는 방안을 담은 법안을 시의회에서 통과시키려는 캠페인에 협력단체로

일조했습니다.

이민 유권자 등록 6만명 돌파!: 2004년 대선 직후부터 시민권 선서식이 열리는 브룩클린 법원에서 실시해 온 신규 이민 유권자 등록활동으

로 현재까지 총 60,000명의 신규 유권자를 등록시키는 성과를 거두었습니다. 앞으로 이들 이민 유권자들은 이민자의 정의와 권익이 관철되

사회봉사

경기침체가 장기화되고 저소득층은 생활유지에 곤란을 겪고 있으며 이민자들은 법적 권리를 제대로 보호받기 힘든 현실에서 민권센터의 사

회봉사 프로그램은 직접 서비스를 통해 주민들의 삶을 보살폈습니다. 2013년 상반기에만 약 2,200여 명의 주민들에게 봉사했으며 법률 클리

닉과 재정 서비스를 통해 주민들이 총 $2,402,919에 달하는 재정혜택을 수혜하도록 했습니다.

이민자 권리 법률 클리닉: 민권센터 소속 변호사들은 이민법, 주택법, 노동법 분야에서 법률상담과 법적 대변을 포괄하는 전문 법률 서비스

를 주민들에게 제공했습니다. 이민법 분야에선 시민권 신청과 영주권 갱신 및 일반 상담, 주택법 분야에선 세입자 권리와 연관된 각종 사안

과 노인층 대상 렌트비 인상 면제 프로그램 신청 대행과 그리고 노동법 분야에선 실업수당 신청과 임금규정에 관한 공익 법률 활동을 수행

했습니다.

추방유예(DACA) 신청 대행: 작년부터 실행된 드리머(서류미비 청(소)년) 추방유예(DACA) 신청대행 서비스는 연령 자격요견을 갗추게 된 신규

신청인들이 발생함에 따라 2013년에도 이어졌습니다. 민권센터는 작년부터 총 400여 명의 드리머들의 신청을 대행해 현재까지300명이 넘

는 드리머들이 최종 추방유예 판정이 확정되고 노동허가증도 받도록 했습니다. 이는 뉴욕주 전체 한인 신청인의 50%에 육박하는 성과입니

다.



재정 서비스: 저소득층과 노년층 주민들의 푸드 스탬프과 난방비 보조(HEAP) 프로그램 신청을 다수 대행해 생활의 편의를 기하도록 도왔습

니다.

저소득층 무료 세금보고 대행: 금년 상반기엔 예년처럼 저소득층 주민들에게 무료 세금보고 대행 서비스를 제공하느라 분주했습니다. 2013

년에는 총 400여 명의 주민들의 세금보고를 대행했습니다.

교육 워크샵 개최: 사회봉사 실무진들은 커뮤니티에 유용한 정보를 제공하고 주민들의 법적 권리에 대해 알리는 교육 워크샵을 수시로 개최

했습니다. 워크샵은 시민권 시험 준비, 직장 안전과 보건, 주택법 규정 등의 다양한 주제로 열렸습니다.

청소년 프로젝트

커뮤니티 미래의 주역인 청소년들의 사회활동 참여와 리더십 함양, 커뮤니티 이슈 학습의 기회가 되는 청소년 프로젝트도 활발히 진행됐습

니다. 봄, 가을 학기와 여름방학 기간으로 나뉘어 연인원 100여 명이 참가하는 청소년 프로젝트 학생들은 민권센터의 각종 활동에 큰 도움이

되었습니다.

청소년 교육: 청소년 프로젝트에 참가한 학생들은 민권센터 실무진과 외부 강사를 초빙해 커뮤니티 현안을 공부하고 토론했습니다. 아울러

공개연설과 주제 토론 방법 등에 관해서도 익혔습니다.

청소년 활동: 청소년들은 이민자 권익옹호, 이민개혁 캠페인, 유권자 투표참여 독려 활동에도 적극 참여해 특유의 활달한 기운을 불어넣으

며 활동의 진행에 크게 공헌했습니다.

문화

민권센터 산하 문화패 ‘비나리’의 주도로 문화활동도 꾸준히 이어졌습니다. 문화활동은 풍물 계승을 위한 정기 강습을 주최하고 또한 이

민자 권익옹호 집회에도 참여해 참석자들을 고무하는 역할도 담당했습니다.


宣傳倡導與社區組織: 民權中心努力不懈地透過我們的社區組織活動來宣傳倡導社區一起保障移民的權利，同時也積極改善社區的生活品質。我們致力於移民改革：一個可以真正為美國及移民社區帶來繁榮及安全改革。與此同時，我們持續發展及領導州及地方的草根性社區組織運動，為更長遠的努力建立堅實的基礎。

全面性移民改革運動

• 組織”紐約客為真正移民改革” (NYRIR): 2013年初，民權中心及紐約移民聯盟成立了”紐約客為真正移民改革” (NYRIR)：這是一個紐約移民及社區組織聯盟。NYRIR積極參與全國性的移民改革運動，同時監督及管理紐約區的移民改革活動。

• 參與華盛頓DC #A10集會: 今年4月10日，民權中心動員紐約韓裔及華裔社區250位民眾，共5輛巴士，齊聚國會大廈前，參與全國性的大集會。民權中心代表亞裔社區發聲，強力要求移民改革，並且面會立法人員，例如：查爾斯• 舒默(Charles Schumer)，向他們提出”真正移民改革”的需求。

• 明信片行動: 當移民改革議題於國會上激辯的同時，民權中心宣布展開大規模明信片行動。我們希冀透過把明信片郵寄予主要的參議員，催促他們在移民改革中保障家庭的完整性，進而將明信片寄予眾議會，急呼眾議員能通過移民改革法案。

• 緊急Call-in行動: 民權中心針對在國會議會裡每項移民改革的過程，都會發起緊急Call-in行動。我們催促社區民眾撥打至國會議員辦公室，要求他們確保公民入籍途徑、保障家庭的完整性及加速通過移民改革。

• 參與直接活動(Direct Actions)：民權中心於華盛頓DC的公民抗爭行動(Civil Disobedience)中，充分展現我們對移民改革的決心。同時，隨著其他全國性的行動，民權中心強力要求眾議員站出來回應我們訴求。我們也在艾瑞克(Varick)街遣返中心前的公民抗爭行動，扮演支持者的角色。

• 參加集會：民權中心積極參與在聯邦大樓、教會、遣返中心及史丹頓島渡輪站前的集會遊行，傳達韓裔及亞裔社區支持移民改革聲音。

• 參加”紐約客為真正的移民改革”集會及遊行：民權中心及其他移民及公民相關社區組織，正如火如荼在籌備移民改革大集會。這集會將會在10月5日舉行。我們希望藉此展現社區的力量‧並催促眾議員盡速通過移民改革法案。

亞太裔市民大會: 今年3月28日，民權中心及其他亞裔組織針對移民改革議題，聯合舉辦亞裔市民大會，有超過200位民眾出席參加。來自不同背景的社區居民分享現有的移民制度缺失是如何影響他們，並且提出全面性移民改革的要求，包括：加速親屬移民等待時間、保障移民權利，及保持家庭的完整性。

爭取公平的財政預算: 民權中心協同帶領由45個亞裔社區組織成的“13%增長聯盟”（13% and Growing Coalition），在今年舉辦了第五屆年度亞裔倡導日。為了爭取公平的財政預算，“13%增長聯盟”舉行了大型集會及記者會，同時間，社區居民會見了25位市議員，並且提出他們的訴求。

房客權利宣導: 民權中心帶領皇后區房屋聯盟(Queens Housing Coalition)，共同宣導房客權利。同時，聯盟更致力推動：威利點發展需含括可負擔住宅的興建，透過會見政府官員及建商、名信片訴求活動及舉辦集會，為社區發聲。

夢想法案團體KORE

• 去年，民權中心協助成立KORE(韓裔居民為改革及平等)：是由一群因夢想法案受惠的年青人所組成的團體。這群年青人都已經獲准兒時入美人員暫缓遣返（DACA）的申請。成立至今，此團體定期聚會，並且積極參與民權中心各項移改革相關運動。

2013年民權中心重要活動花絮• 會見歐巴馬總統：今年5月21日，‘KORE’成員Angie Kim會見歐巴馬總統及喬•拜登喬•拜登副總統。Angie Kim與其

他獲准兒時入美人員暫缓遣返(DACA)的年青人接受白宮之邀，分享她自身的經歷，並代表家人及社區表達對移民改革的支持。

• 夢想法案義演音樂會：今年1月30日，‘KORE’成員為夢想法案團體舉辦獎學金募款義演音樂會，多達10多位表演者出演。所有募得款項金額，將捐贈予二位夢想法案年青人，幫助他們追求夢想，獲得更高學歷。

• 今年7月10日，‘KORE’參與了模擬”入籍歸化典禮”，500位夢想法案年青人及其家人於華盛頓DC齊聚一堂。這象徵性的典禮明顯顯示我們的社區已經做好入籍公民的準備，並且急呼眾議院共和黨議員支持通過全面性移民改革法案。

• ‘KORE’成員更於移民改革相關的會議上作證，領導所有紐約州夢想法案相關行動。‘KORE’成員也與民權中心有密切合作關係：他們是青年社區組織者、法律助理及移民改革團員。

社區組織: 民權中心仍持續不懈地加強我們社區組織。我們定期每月舉辦會議，與我們的社區民眾會面。同時，重新舉行房客會議。

市政參與: 在美國，韓裔及亞裔移民是成長最快速的族群。然而我們的社區對政治代表觀念仍舊缺乏，並且無法全面參與民主法制過程。2013年，民權中心仍會持續我們以往的工作，希冀提昇民眾的政治力量並鼓勵市政參與。

選舉活動: 紐約市的選舉如火如荼展開的同時，民權中心多面向並全面性的參與選舉活動，像是：選民投入、選民教育、“起身投票”( Get-Out-the-Vote)動員，及選民權利保障。

• 候選人論壇: 民權中心與其他市政及社區組織舉辦了一場候選人論壇-第19選區市議員候選人論壇。透過論壇，我們得以向候選人傳達目前社區重要的議題，並且協助選民了解候選人不同的政見，選出心目中最適人選。

• “起身投票”動員及選民教育: 民權中心針對選民舉行多次登門拜訪及電話宣導的行動，希望選民能投入選舉活動。民權中心並針對亞裔選區，提供選民一般選舉資訊，及市長、市議員候選人資訊。

• -投票所活動:為了協助英文有限的韓裔及華裔選民，民權中心員工積極參與選務，於投票所為民眾提供翻譯服務。民權中心市政參與聯絡代表也親自投身選務，於投票所現場為亞裔選民指出選務問題所在。

• 選民熱線: 民權中心在選舉日及前夕提供選民熱線，回答及提供選舉相關的問題及資訊，像是：投票所地點、選民登記、登記投訴，及其選舉相關的問題。

紐約市選區重劃: 民權中心一直以來致力於確保選區重劃過程可以符合社區的需求，同時也須反映每十年人口普查的結果。隨著去年國會及紐約州立法選區重劃過程的影響，民權中心持續領導亞裔組織聯盟(ACCORD)。我們與ACCORD積極參與公聽會、於市政府前舉行記者會、會見選區重劃委員，及發送公開信。民權中心從多面向著手，希冀社區聲音能在重劃的過程中正確的被傳達。

擴展投票權利: 民權中心為紐約市非公民選民發聲，希望藉由參與行動，要求拓展他們的權利。民權中心為其一組織，為合法納稅居民要求拓展他們的選舉權利。

超過六萬名新移民登記投票!: 從2004年總統大選開始，民權中心在每年歸化入籍典禮之後，於布碌倫地區法院前協助選民註冊登記，迄今已有超過六萬名新選民登記完成。新移民選民是我們草根移民政治權利增強的基礎，同時，也是一項雄厚的資產，因為他們能選出一個負責任的官員。


社會服務: 經濟衰退還未有復甦的跡象，勞動階層家庭的生活面臨困難，如何保護他們的合法權利，是移民社區面對的挑戰。有鑒于此，民權中心社會服務項目提供了直接服務，保證社區成員的福利。2013年上半年，透過法律診所和財務救濟，民權中心幫助2200位客戶爭取了總計$2,402,919的補助金。

移民權利法律會診: 民權中心的律師對外提供綜合性法律諮詢服務，服務内容包括：移民、住房和勞工法領域的法律諮詢及代理。移民法律方面，我們提供入籍申請和綠卡更新方面的協助與諮詢。房屋法律方面，我們協助做好各類房客問題，並協助申請“老人免加租計劃”(SCRIE)。近來，我們也增加了申請失業補助金和處理工資和工時糾紛方面的法律協助。

兒時入美人員暫缓遣返”(DACA)申請協助: 2013年，民權中心持續幫助懷有“美國夢”的人們申請去年公佈的DACA行政緩釋。去年400多位申請人中，超過300名被批准“暫緩行動”，並獲得工作許可。民權中心代表近40%紐約地區的韓裔民眾提出申請. 。

財政福利: 民權中心協助低收入戶和年老公民申請“糧食券”(SNAP)和“家庭能源補助計劃”(HEAP)福利，以改善申請者的生活品質。

青年教育: 參加青年賦權項目的青少年透過與民權中心員工及其他專業演講者互相討論及對話，使他們從中獲知目前社區的重要議題。這群青年也可從青年教育項目中學習公共演講及辨論的技巧。

青年行動: 青年賦權項目的青少年積極參與移民權利、移民改革及選民投入行動，為民權中心的活動注入年輕的活力，並且貢獻其心力於所有活動。

文化: 民權中心的韓國文化團”Binari”也將持續其文化表演活動。我們的文化表演活動包含：例行” poongmul”( 韓國傳統民俗擊鼓舞蹈)的練習，並於任何移民相關的集會中鼓舞、激勵參與者士氣。

Special Performance | 특별공연

Tereza Lee | PianistBorn in Brazil and raised in Chicago, Tereza Lee started playing the piano when she was nine. At age 16, she was awarded a scholarship at the Merit School of Music, and won the first prize at the Chicago Symphony Or-chestra Youth Concerto Competition.

She eventually graduated from the Manhattan School of Music with both Bachelor’s and Master’s Degrees and performed at Carnegie Hall, Steinway Hall, Barge Music, and Lincoln Center. She is currently pursuing her Doctor of Musical Arts Degree at the Manhattan School of Music.

Tereza was once a DREAMer (undocumented youth). She was accepted into several of the country’s most prestigious music conservatories, but enrollment was all but impossible because she was out-of- status. Although there are no federal laws prohibiting schools from enrolling undocumented students, many are reluctant to do so. Ann Monaco, Merit’s Artistic Director, contacted Senator Dick Durbin, who began working on legislation which would later evolve, as more stories kept surfacing about exceptional but un-documented students, into the DREAM Act.

On September 11, 2001, she was preparing to fly to Washington, D.C. for a special performance the next day, in which she and other students would make their case for the DREAM Act, when all flights were cancelled due to the terrorist attacks. It would be a long time before immigration issues could again come to the fore, but she hasn’t given up the fight and continues to stand up for immigrants today.

피아니스트 테레자 이씨는 브라질에서 태어나 시카고에서 성장했습니다. 9세부터 피아노 연주를 시작해 16세에 메리트 음악학교의 장학생으로 선발되고 이듬해 시카고 심포니 오케스트라 청소년 연주대회에서 1등상을 수상했습니다. 이후 맨하탄 음대에서 석사학위를 이수하고 링컨센터를 비롯한 다수의 클래식 공연에서 연주했으며 현재 맨하탄 음대에서 박사학위 과정을 밟고있습니다.

이씨는 원래 드리머(서류미비 청소년)였습니다. 어려서부터 콩쿨에서 입상하고 뛰어난 재능을 보여 여러 유명 음악학교로부터 입학제의를 받았으나 본인의 이민신분때문

에 포기해야 했습니다. 이를 안타깝게 여긴 스승이자 메리트 음악학교 음악감독이었던 앤 모나코씨가 일리노이주 딕 더빈 연방상원 의원에게 연락했습니다. 딕 더빈 연방상원 의원은 서류미비 청소년 합법화 법안인 드림액트의 상정을 주도하며 이씨의 사연을 광범위하게 소개했습니다.

2001년 9월 11일, 이씨는 워싱턴 디시로 가 다음날 특별공연을 통해 그녀와 다른 드리머들의 사연을 정치권에 소개하려고 했으나 9.11사태로 비행기 운항이 취소되어 무산되기도 했습니다.테레자 이씨는 본인이 드리머임에도 좌절하지 않고 드림액트 캠페인에 적극 참여하며 음악인으로서의 경력도 착실히 쌓아온 당당한 이민자의 딸입니다.

Grace Shim, Esq. | Executive Director,MinKwon Center for Community Action

Grace Shim currently serves as the Executive Director of the MinKwon Center for Community Action. Grace was born in Seoul, South Korea, and immigrated to the U.S. at the age of nine with her family. As a bilingual 1.5 Korean American, she grew up in the San Francisco Bay Area and worked at her family’s small business from a young age.

Grace first came to the MinKwon Center as a law school intern in 2005. After graduating from law school, Grace litigated child abuse and neglect cases in the Bronx Family Court from 2006 to 2009, becoming the attorney in charge of for sexual abuses cases in 2007. She joined the MinKwon Center as a Staff Attorney in the summer of 2009 to provide legal services in the areas of labor law and housing law. Grace then became the Deputy Director of the MinKwon Center in April 2013, and was named the Executive Director in July 2013.

Grace received her B.A. from University of California at Berkeley with Honors, and received her J.D. from Columbia Law School.

오늘 행사의 사회를 맡은 그레이스 심씨는 현 민권센터 사무총장입니다. 심사무총장은 서울에서 태어났으며 9세에 부모님과 함께 미국으로 이민왔습니다. 이중언어를 구사하는 1.5세인 심사무총장은 샌프란시스코 인근지역에서 성장했고 소상인 업체를 운영했던 부모님을 도우며 이민생활을 시작했습니다.

심사무총장은 2005년 법률 프로그램 인턴으로 민권센터와 처음 인연을 맺었습니다. 변호사 자격증을 취득한 후엔 2006년부터 2009년까지 공익 변호사로 브롱스 가정법원에서 아동학대 사건 피해자를 위한 법적 대변활동을 수행하는 한편 2007년엔 성범죄 피해 아동 소송을 담당하

는 책임 변호사로 봉직했습니다.

2009년에 민권센터 소속 변호사로 활동을 시작해 주택법과 노동법 분야에서 커뮤니티 주민들의 법적 권리를 보호하고 신장하는데 탁월한 역량을 발휘했습니다. 2013년 4월에 민권센터 사무차장에 선임되고 지난 7월부터 사무총장으로서 단체의 실무를 이끌고 있습니다. 심사무총장은 버클리 대학을 졸업하고 컬럼비아 법대에서 법학을 전공했습니다.
