Activities of the Ministry of Home Affairs The Ministry of Home Affairs (MHA) has multifarious responsibilities, the important among them being - internal security, border management, Centre-State relations, administration of Union Territories, management of Central Armed Police Forces, disaster management, etc. Though in terms of Entries 1 and 2 of List II – ‘State List’ – in the Seventh Schedule to the Constitution of India, ‘public order’ and ‘police’ are the responsibilities of States, Article 355 of the Constitution enjoins the Union to protect every State against external aggression and internal disturbance and ensure that the Governance of every State is carried on in accordance with the provisions of the Constitution. In pursuance of these obligations, the Ministry of Home Affairs continuously monitors the internal security situation, issues appropriate advisories, shares intelligence inputs, extends manpower, financial support, guidance and expertise to the State Governments for maintenance of security, peace and harmony without encroaching upon the constitutional rights of the States.

Department of Internal Security, dealing with the Indian Police Service, Central Armed Police Forces, internal security and law & order, insurgency, terrorism, Left Wing Extremism, activities of inimical foreign agencies, terrorist financing, rehabilitation, grant of visas and other immigration matters, security clearances, etc.;

Department of States, dealing with Centre-State relations, Inter-State relations, administration of Union Territories, Freedom Fighters’ pension, Human Rights, Prison Reforms, Police Reforms, etc. ;

Department of Home, dealing with the notification of assumption of office by the President of India and the Vice-President of India, notification of appointments/ resignation of the Prime Minister, Ministers, Governors, nomination to Rajya Sabha/ Lok Sabha, Census of population, registration of births and deaths, etc.;

Department of Jammu and Kashmir (J&K) Affairs, entrusted with the matters connected with constitutional provisions with respect to the State of Jammu and Kashmir; all matters relating to the State of Jammu and Kashmir, including counter terrorism within Jammu and Kashmir; coordination in respect of subjects/matters specifically allotted to any other Ministry/Department like coordination with Ministry of Defence as regards manning and managing the line of control between India and Pakistan, but excluding those with which the Ministry of External Affairs is concerned; and administration of the Armed Forces (J&K) Special Powers Act,1990.

Department of Border Management, dealing with management of international borders, including coastal borders, strengthening of border guarding and creation of related infrastructure, border areas development, etc.; and

Department of Official Language, dealing with the implementation of the provisions of the Constitution relating to official languages and the provisions of the Official Languages Act, 1963.

1.3 The Department of Internal Security, the Department of States, the Department of Home, the Department of Jammu and Kashmir Affairs and the Department of Border Management do not function in watertight compartments. They all function under the Union Home Secretary and are inter-linked. There is a designated Secretary for the Department of Border Management also. The Department of Official Language has a separate Secretary and functions independently. 1.4 The Ministry is headed by Shri Rajnath Singh, Hon’ble Minister of Home Affairs. He is assisted by two Ministers of State namely Shri Kiren Rijiju and Shri Haribhai Parthibhai Chaudhary. The Ministers are assisted by Shri Rajiv Mehrishi, Home Secretary and other Additional Secretaries and Joint Secretaries. 1.5 The different Divisions of the Ministry of Home Affairs and the major areas of their responsibility are as below: Administration Division 1.6 The Administration Division is responsible for handling all administrative and vigilance matters, allocation of work among various Divisions of the Ministry and matters relating to the warrant of Precedence, Padma Awards, Jeevan Raksha Padak, National Flag, National Anthem, State Emblem of India and the Secretariat Security Organization. Administration is also the Nodal Division for matters relating to Right to Information Act, 2005.

Border Management Division 1.7 The Division deals with matters relating to coordination and concerted action by the administrative, diplomatic, security, intelligence, legal, regulatory and economic agencies of the country for the management of international borders, including coastal borders, creation of infrastructure like Integrated Check Posts, Border-Out-Posts (BOPs), roads/fencing and floodlighting of borders and the Border Areas Development Program.

Coordination Division 1.8 The Division deals with intra-Ministry coordination work, Parliamentary matters, public grievances (PGs), publication of Annual Report of the Ministry, record retention schedule, custody of classified and non-classified records of the Ministry, Internal Work Study, furnishing of various reports relating to employment of SCs/STs and Persons with Disabilities to the Department of Personnel and Training, etc.

Centre-State Division

1.9 The Division deals with Centre–State relations, including working of the constitutional provisions governing such relations, appointment of Governors, creation of new States, nominations to the RajyaSabha/LokSabha, Inter-State boundary disputes, over-seeing the crime situation in States, imposition of President’s Rule, etc.

Disaster Management Division

1.10 The Division is responsible for legislation, policy, capacity building, prevention, mitigation, long term rehabilitation, response, relief and preparedness for natural calamities and man-made disasters (except drought and epidemics). Finance Division 1.11 The Division is responsible for formulating, operating and controlling the budget of the Ministry and other matters pertaining to expenditure control & monitoring and financial advice, etc.

Foreigners Division 1.12 The Division deals with all matters relating to visa, Protected Area Permit (PAP)/Restricted Area Permit (RAP) regimes, immigration, citizenship, overseas citizenship of India, acceptance of foreign contribution and hospitality.

Freedom Fighters and Rehabilitation Division 1.13 The Division frames and implements the Freedom Fighters’ Pension Scheme and the schemes for rehabilitation of migrants from former West Pakistan/East Pakistan and provision of relief to Sri Lankan and Tibetan refugees. The Division also deals with the Enemy Property Act, 1968 which provides for continuous vesting of movable & immovable enemy property spread across the country in the Custodian of Enemy Property of India

Human Rights Division 1.14 The Division deals with matters relating to the Protection of Human Rights Act and also matters relating to national integration, communal harmony and Ayodhya.

Internal Security Divisions 1.15 Internal Security-I Division deals with matters relating to internal security and law & order, including anti-national and subversive activities of various groups/extremist organizations, terror financing, policy and operational issues on terrorism, security clearances, monitoring of ISI activities, Home Secretary-level talks with Pakistan on counter terrorism, etc.

1.16 1.16 Internal Security-II Division deals with matters relating to arms and explosives, extradition, Letters Rogatory (Letter of Request) and Mutual Legal Assistance in Criminal Matters, narcotics & Narcotics Control Bureau and the National Security Act, 1980.

Jammu & Kashmir Division 1.17 The Division deals with constitutional matters including Article 370 of the Constitution of India and general policy matters in respect of the State of Jammu & Kashmir and terrorism/militancy in that State.

Judicial Division 1.18 The Division deals with all matters relating to the legislative aspects of the Indian Penal Code (IPC), Code of Criminal Procedure (Cr.P.C.) and also the Commission of Inquiry Act. It also handles matters relating to the State legislations which require the assent of the President of India under the Constitution, political pension to erstwhile rulers before independence and mercy petitions under Article 72 of the Constitution of India.

Left Wing Extremism (LWE) Division 1.19 The Division was created on October 19, 2006 in the Ministry to effectively tackle the LWE menace from both security and development angles. It monitors the LWE situation and the counter-measures being taken by the affected States with the objective of improving ground-level policing and development response as per the location specific action plans formulated/to be formulated by the affected States. It also reviews proper implementation of various developmental schemes of the Ministries/ Departments of Government of India in LWE affected States.

North East Division 1.20 The Division deals with the internal security and law & order situation in the North-Eastern States, including matters relating to insurgency and talks with various extremist groups operating in that region.

Police Divisions 1.21 Police-I Division functions as the cadre controlling authority in respect of the Indian Police Service (IPS). Domestic and foreign trainings for police personnel are also coordinated in this Division. This Division handles the Police Medals, President Police Medal (PPM), Indian Police Medal for Meritorious Service (IPM) and Gallantry Medals awarded to Police personnel. This Division is the administrative Division for Sardar Vallabhbhai Patel National Police Academy, Hyderabad, North Eastern Police Academy, Shillong and Bureau of Police Research & Development, New Delhi.

1.22 Police-II Division deals with all matters relating to Central Armed Police Forces (CAPFs), including their deployment.

Police Modernization Division 1.23 The Division handles the work relating to modernization of State Police Forces, provisioning of various items for modernization of Central Armed Police Forces, administration of Central Armed Police Forces (CFSL) & police reforms, etc.

International Cooperation Division 1.24 The Division deals with the meetings of the SAARC Interior/Home Ministers, matters relating to policy formulation in respect of internal security issues, international cooperation on counter-terrorism, international covenants, bilateral assistance treaties and related items of work and security of VIPs/vital installations.

Union Territories Division 1.25 The Division deals with all legislative and constitutional matters relating to Union Territories, including National Capital Territory of Delhi. It also functions as the cadre controlling authority of the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre of Indian Administrative Service (IAS)/Indian Police Service (IPS) as also Delhi-Andaman and Nicobar Island Civil Service (DANICS)/ Delhi-Andaman and Nicobar Island Police Service (DANIPS). It is also responsible for over-seeing the crime and law & order situation in the Union Territories.

1. The overall internal security situation in the country remained under

control. Only one major incident of terror attack occurred in the hinterland of

the country at Dinanagar, Distt. Gurdaspur in 2015 which was successfully

foiled by the security forces. All the terrorists were neutralized by security

forces in this incident. The Government has declared the Islamic State as

terrorist organization under Unlawful Activities (Prevention) Act, 1967 and

also busted a module planning terror attacks in different places in India. There

is significant improvement in the overall security situation in the hinterland,

the North-Eastern States and Left Wing Extremism (LWE) affected States. This

has been made possible through sustained efforts and measures taken by the

central security forces and agencies in collaboration with the State

Governments concerned.

2. The security forces successfully foiled the recent attack at the

Pathankot air base by the terrorists.

3. India and Bangladesh signed a historic agreement in June 2015 as a

result of which 111 Indian enclaves in Bangladesh and 51 Bangladeshi

enclaves in India were physically exchanged on 31st July, 2015. This has

resolved a long pending complex issue between the two countries for their

mutual benefits. The Government has also sanctioned a package of

Rs.1,005.99 crores for rehabilitation of the returnees and creation/up-

gradation of infrastructure in the enclaves transferred to India. Similar

improvements in infrastructure and operational capabilities have also been

approved in respect of Indo-China border.

4. The Government lays special emphasis on modernization of the Police

forces. To improve striking capabilities of the forces, there is a strong need to

provide them with superior arms and ammunition, state of the art

communication and surveillance system, mobility, etc. We also need to keep

our forces effectively trained and operationally fit at all times. Towards

meeting these objectives the Make in India project is addressing the entire

eco system of simplifying the processes, enabling legislation and attracting

investments for indigenous manufacturing of arms and ammunition.

5. The Central Government also provides funds for equipment, vehicle,

housing, weaponry etc. for strengthening of State Police Forces. The

Directorate Coordination of Police Wireless has finalized the concept of

Polnet Project which will start in March 2016. “A Compilation of Best

Practices and SMART Policing initiatives” was released by Bureau of Police

Research and Development (BPR&D) in the DGs/IGsP conference held on

December 19-20, 2015 in Bhuj, Gujarat. Further, all the States/UTs have

been requested to identify positive stories/ good work being done at the

Police Station level or by any other Police office at the district level or below

and put the same in public domain on a website in the office of District

SSP/SP and Commissioner of Police.

6. The New Umbrella Scheme of Modernization of Police Force with the

following components – A-Center Sector (1) Crime and Criminal Tracking

Network & System (CCTNS), (2) Inter-State Police Wireless, (3) National

Intelligence Grid (NATGRID) (4) Assistance to Naxal Management, (5)

Strengthening of Criminology and Forensic Science; B – State Sector: (1)

Modernization of State Police, (2) Security Related Expenditure, (3) Special

Infrastructure Scheme, (4) India Reserve Battalions, (5) Jail. Fire and other

emergency services, is being proposed.

7. Further, the 12th Five Year Plan Scheme “Upgradation and

modernization of existing Central Forensic Science Laboratories (CFSLs) and

opening of new CFSLs at Pune, Bhopal and Guwahati with an outlay of

Rs.279.90 crore” has been implemented. The NBCC is the Construction

Agency & as on date NBCC has completed 35% of construction work at

Bhopal, 46% at Pune and 42% at Guwahati. Indira Gandhi High Tech

Computer Forensic Laboratory (IGHCL) at Hanoi, Vietnam is being set up by

Government of India.

8. New Forensic initiative undertaken: Digital Forensic Division

(Forensics Electronics), Forensic Deoxyribonucleic Acid (DNA) Division,

Forensic Engineering Division, Forensic Intelligence Division, Forensic

Psychology Division, Narcotics Drug Division.

9. Significant progress has been made for implementation of Information

and communications technology (ICT) Roadmap for all the forces. For this

purpose a Programme Management Unit (PMU) has been established. A new

ICT Project, named HIMVEER, has been sanctioned for ITBP.

11. Women security and increase in cyber-crime are the new challenges

facing the country. The Government assists the States to set up investigative

units for crime against women utilizing the ‘Nirbhya Fund’. The Government

has also recently extended the revamped Crime and Criminal Targeting Network

System (CCTNS) project with an objective of fully computerising the functioning

of Police Stations, interlinking and sharing of data amongst police, courts,

prisons, prosecution and forensic laboratories. The project will be fully

implemented by March 2017 and bring in significant improvement in the

criminal justice system in India.

12. Modernization and upgradation of immigration services have been

included as one of the Mission Mode project to be undertaken under national e-

governance plan. The e-tourist visa scheme was launched on 27th Nov., 2014 for

43 countries at 9 Indian airports. The scheme has been extended to 113

countries at 16 Indian airports, it is proposed to extend the scheme to 150

countries by March, 2016, Since the Launch of scheme approx 6,50,000.00 visas

have been issued under the scheme.

13. The country had to face severe drought and floods in some States.

The Government is supportive in terms of supplementation of physical and

financial resources of the States to handle such disaster. An amount of

Rs.16,441.22 crores has been released under the State and National disaster

response fund for management of relief necessitated by the natural

disaster in the affected areas.

14. Levels of infiltration along the Indo-Pak border in J&K have gone

down significantly in 2015 as compared to 2014. Besides the level of

terrorist violence in J&K was also kept under control. There was also a

significant reduction in death of civilians and security forces in cross border

firing and terrorist violence against a significant increase in the number of

militants including top commanders of militant outfits being neutralised.

15. The Government has approved (December, 2015) an increase in honorarium of Special Police Officers (SPOs) from Rs. 3000 per month up to Rs. 6000 per month with effect from 01.01.2016 in order to boost the morale of these SPOs who have played a major role in combating militancy.

16. The Government has sanctioned (November 18, 2015) a package of

Rs. 2,000 crore providing for additional 3,000 State Government jobs and

6,000 transit accommodations for Kashmiri migrants and relief to the

migrants of the hilly areas of Jammu Division at par with the Kashmiri

migrants i.e. cash relief of Rs. 2,500 per head per month (maximum

Rs.10,000 per family per month) plus relief for ration/fodder, involving a

total estimated expenditure of Rs.13.45 crore per annum.

17. As part of its ease-of-doing business policy, the Ministry of Home

Affairs has liberalized policy for National Security Clearance on 01.07.2015

for sensitive sectors of the economy by codifying all existing practices with

the objective to evaluate potential threats, visible or embedded in

proposals received by the MHA and to provide a national risk assessment

from the point of view of threats falling within the above said scope. In the

year 2015, a total number of 1,744 security clearances were conveyed by

the MHA compared to 815 in 2014 and 712 in 2013.

18. A Memorandum of Understanding (MoU) has been signed

between India and Bangladesh on 06.06.2015, to prevent and counter

smuggling and circulation of fake currency notes, during the Hon’ble

Prime Minister’s visit to Bangladesh

19. Decline in LWE violence continues, killing of civilians and security

forces decreased by 26% and 33% respectively in 2015 over the

corresponding period of 2014. On anti-LWE front, killing of LWE cadres

increased by 33% over the corresponding period of 2014. Many top

leaders arrested in 2015.

20. The Procedure for Security Clearance of proposals relating to Defence/ Infrastructure Projects was finalized.

21. Rates of Ration Money Allowance for CAPFs (Central Armed Police Forces) have been increased by 27%.

22. The Maintenance Policy for the Border Infrastructure (i.e. Border Roads, Flood Lights, Border Fencing and Border Outposts) has been finalized.

23. Notification issued on 30th September 2014 amending the PIO Card scheme making the PIO Card valid for the entire life time and also exempting PIO card holders from police registration.

24. The Two Day Round table meeting on Innovations in Technologies for Disaster Rescue Efforts amongst Asia Europe Meeting (ASEM) countries and inauguration of the Virtual Knowledge Portal (VKP) as well as Meeting of the 24X7 Point of Contact (POCs) of East Asia Summit (EAS) member countries was held in New Delhi during 4-5th December, 2014.

25. Notification issued to address the needs of Sportspersons (Shooters).

26. To streamline and expedite the modernisation of CAPFs, the

Government, on 16.10.2014, issued orders for the enhancement of

delegated powers to DGs (of CAPFs) up to Rs.20 crores.

27. To provide better forensic sciences facility in the North Eastern

region, on 29.11.2014 the Hon’ble Home Minister laid the foundation

stone for a new Central Forensic Science Laboratory at Guwahati. NBCC

has started construction work.

28. Tibetan Rehabilitation Policy has been finalized.

29. Detailed Policy Guidelines governing Central Samman Pension,

have been issued and circulated to the disbursing authorities.

30. Agreement on Transfer of Sentenced persons between India and

Australia was signed on 18th November, 2014 and ratified by the

Government.

31. The Sixth Meeting of SAARC Ministers of Interior/Home, the Sixth

Meeting of SAARC Secretaries of Interior/Home and the Sixth Meeting of

SAARC Immigration Authorities were held in Kathmandu, Nepal from 17th

to 19th September, 2014.

32. A GoI Delegation, led by Hon’ble Home Minister visited Israel from

5-7 November, 2014 and met Hon’ble Prime Minister of Israel Hon’ble

Defence Minister of Israel and Hon’ble Minister of Public Security of Israel.

Wide ranging issues relating to bilateral security relations between the two

countries were discussed.

33. 19th National Level Meeting on security and border management

related issues between India and Myanmar was held at Yangon from 17th –

18th November, 2014.

34. A meeting between Hon’ble Union Home Minister and Deputy

Secretary of State, Government of USA was held in New Delhi. The meeting

discussed security cooperation areas between India and USA including

issues relating to cyber crime, illegal immigration, technology etc.

35. The Prime Minister’s Reconstruction Programme (PMRP)

Nimoo Bazgo and Chutak Hydel Power Projects in Ladakh, J&K were Commissioned (August, 2014).

Work on Leh – Srinagar Transmission line started. 36. Cabinet approved the grant of enhanced relief of Rs. 5 lakh to the next of kin of each deceased person who was killed in the 1984 Anti Sikh Riots. 37. Bus service between Delhi and Kathmandu was started. 38. Govt. has approved treatment of hospitalization period ‘as duty’ in respect of all CAPFs troops injured in action while on duty vide MHA order dated 25.09.2014. 39. Raising of 3 Mahila Bns. of CRPF have been approved. 40. State Government of Gujarat has transferred 247 acres of land for the establishment of a Marine Police Training Institute. 41. The Cargo Complex at Immigration Check Post (ICP), Agartala

was inaugurated on 06.12.2014.

42. The MoU on Combating Crime between India and Saudi Arabia

has been renewed till July, 2017 on 24th June, 2014.

43. The Memorandum of Understanding (MoU) between the

Government of India and the Government of Australia on Combating

Narcotics Trafficking and Developing Police Cooperation was signed on

18th November, 2014 in Canberra.

44. The MLAT Agreement between Oman and India, was signed on

29.10.2014. The Agreement has been ratified by the Government of

India on 28.11.2014.

45. Two Counter Insurgency and Anti-Terrorists (CIAT) Schools were

sanctioned for the newly created States of Telangana and Andhra

Pradesh.

46. “You Tube” Channel of MHA started in the Ministry in which 3

documentary films on Left Wing Extremism uploaded to wean the local

population away from the menace of naxalism.

47. National Database of Arms Licensees (NDAL) was created in

October, 2012. Since May, 2014 concerted efforts were made to reach

out to 720 licensing authorities across the States and UTs. Due to this

approximately 26 lakhs records could be uploaded from May, 2014 till

December, 2015.

48. To curb the proliferation of arms and give a boost to the

indigenous manufacturing of arms and ammunition under the ‘Make in

India’ Project of the Government, “Arms Rules” formed in 1962 under the

Arms Act. 1959 are being amended

49. During the period from May, 2014 to Dec, 2015, Narcotics Control

Bureau (NCB) conducted 1532 awareness programmes against drug

abuse in various States/ UTs in the country.

50. Law & Order in the North Eastern Region has been improving

substantially in terms of reduction in violent incidents and lower civilian

casualties.

51. ANVC [Achik National Volunteers’ Council] and ANVC/B, militant

outfits of Meghalaya, signed Memorandum of Settlement (MoS) with

the Governments and dissolved themselves on 15.12.2014 and 161 UG

Cadres and 236 over ground workers of ANVC and 277 cadres of ANVC/B

alongwith huge quantity of arms and ammunition have surrendered.

52. In Assam, Suspension of Operation (SoO) agreements signed with National Democratic Front of Bodoland/Progressive [NDFB/P] and National Democratic Front of Bodoland/ Ranjan Daimary [NDFB/RD] have been extended for a further period of six months up to 30.6.2016. Besides, SoO agreement signed between Karbi Longri NC Hills Liberation Front (KLNLF) and Government of Assam since 2010 has been extended upto 30.6.2016.

53. A total of 25 UG outfits of Manipur, under two conglomerates

(United Progressive Front[UPF] -8, Kuki National Organisation [KNO] -17)

are presently under Suspension of Operation with the

Government. Talks with these outfits are continuing and SoO

agreements signed with these groups have been further extended for a

further period of one year upto 08.06.2016 and 21.7.2016 respectively.

54. In Nagaland, Ceasefire agreement signed with National Socialist

Council of Nagaland/Reformation [NSCN/R] on 28.04.2015 for a period

of one year. Ceasefire with NSCN (Khole-Kitovi) extended for further one

year upto 28.04.2016. MHA’s Interlocutor entered into a framework

agreement with NSCN (Isak Muviah) on 30.08.2015.

55. Bilateral security & border management related talks with

Myanmar held in Myanmar on 17th – 18th November, 2014 and in

Mumbai on 12th – 14th May, 2015.

56. Home Secretary level talks on security and border management

related issues between India and Bangladesh held on :-

i) 2nd -4th September, 2014 at Dhaka

ii) 16th – 17th February, 2015 at New Delhi.

iii) 16th - 17th November, 2015 at Dhaka.

For strengthening bilateral relation, Rs.8.90 Crore provided as

financial aid for IT Centre to Bangladesh Police Academy.

57. In Order to strengthen the Victim Compensation Scheme

launched by States/UTs, ‘Central Victim Compensation Fund (CVCF)’ has

been sanctioned and Guidelines for Operating CVCF have been

circulated among the States/ UTs.

58. A decision has been taken to assist victims of acid attack by

giving them additional upto Rs.5.00 lakh for treatment purpose through

the CVCF. A cashless treatment scheme for victims of acid attack is

being worked out.

59. A decision to assist the States to set up-dedicated Investigative

Units to tackle crime against women in 564 districts in the country has

been taken. These units will be specialized in nature having 1/3rd

women investigators and will be funded by the Centre and States on

50:50 sharing basis. For augmenting the investigative capacity of the

States to tackle crimes against women, this particular initiative has been

taken. Government of India will spend approximately Rs.324 crore for

supporting these Units over the next two years.

60. MHA has initiated steps for setting up Nationwide emergency

Response System (NERS) having “112” as the emergency number which

can be dialed from anywhere in the country by anyone to seek police

assistance. People from any geographic region in the country will be

able to access this emergency system through number of channels like

landline phone, mobile phone, e-mail, SMS, chatting, Voice over

Internet, etc., which will give them a range of options suitable to the

people in different situations. Request for proposal for selection of IT

Service provider to implement National Emergency Response system

(NERS) funded under Nirbhaya fund was issued. DOT allocated

emergency number ‘112’ for this service. Guidelines for implementing

of NERS by the States/UTs have been issued. Government of Gujarat,

Chhattisgarh and Telengana have signed MoU for implementation of

NERS project.

61. A comprehensive advisory ‘comprehensive approach towards

crime against women’ was issued to all the States and UTs

62. Government on March 20, 2015 approved 33% reservation for

women in direct recruitment in Non-Gazetted posts from Constable to

Sub-Inspector in the CAPFs & police forces of all the UTs including Delhi

Police.

63. Home Ministry in close coordination with the State

Governments took up two specific campaigns ‘Operation Smile’ during

January 2015 and ‘Operation Muskaan’ in July, 2015 to rescue missing

children and reunite them with their parents. Both the campaigns

resulted in rescue of more 28,000 missing children. A large number of

police personnel got trained and sensitized about this important social

problem. All the States have been requested to take up Operation

Smile-II during January 2016.

64. In order to motivate the police personnel engaged in

searching missing children MHA for the first time recognized their

contribution in the National Conference on Human Trafficking

organized last year and 44 such Police Officers were rewarded.

65. A national Conference on Human Trafficking was organized

on 7th October, 2015 involving all concerned stakeholders to discuss

various issues related to human trafficking.

66. Web Portal Mysecurity.gov.in was launched by HM on 7th

October, 2015. This web portal is a platform for individuals,

companies, students, NGOs etc. to develop and deploy security

applications which may be useful to people.

67. A memorandum of Understanding between India and Bangladesh on Bi-lateral Cooperation for Prevention of Human Trafficking in Women and Children, Rescue, Recovery, Repatriation and Re-integration of Victims of Trafficking was signed during the visit of Hon’ble Prime Minister to Bangladesh in the month of June, 2015.

68. Negotiations have been completed with Bahrain and UAE to

sign Memorandum of Understanding for prevention of human

trafficking in all forms.

80. Central Crime & Criminal database has been created. As a

result, Data from 21 States/UTs are being replicated.

81. Implementation of the provisions of the AP Reorganization

Act, 2014 is being closely monitored by the Ministry.

82. The Andhra Pradesh Reorganization Act, 2014 was notified on

July, 2014 through which certain areas of Khammam district of

Telengana were transferred to the Andhra Pradesh to facilitate

implementation of the Polavaram Irrigation Project.

83. The Andhra Pradesh Re-organization (Amendment) Bill, 2015 was notified in March, 2015 through which seats of the Legislative Council of Andhra Pradesh was raised from 50 to 58.

84. Several meetings were held at different levels and

deliberations with the representatives of various stake holders to

resolve the dispute between the States of Andhra Pradesh and

Telangana arising out of bifurcation of erstwhile State of Andhra

Pradesh.

85. Notification regarding inclusion of 35 institutions in schedule

10 of the Andhra Pradesh Reorganization Act was issued to facilitate

service to the other State till similar institutions are established there.

86. Removal of difficulty Orders were issued to (i) appropriately accommodate the transferred areas in the nearest assembly/Parliamentary constituencies of Andhra Pradesh and Telangana, (ii) undertake delimitation exercise for increasing the number of seats pertaining to local authorities in Legislative Council of Telangana from 11 to 14 and (iii) number of Members to be elected by the Members of the Legislative Assembly for the Legislative Council of Telangana.

87. An Expert Group has been constituted to prepare a Road Map for effectively tackling all the Cyber Crimes and give suitable recommendations on all facets of Cyber Crimes. The committee has submitted its report. The report has been approved by Hon’ble Home Minister.

69. Agreement on Transfer of Sentenced Persons has been signed

with Hong Kong, Australia, Nigeria, Qatar, Mongolia and Kazakhstan

during the year.

70. Cabinet approved the Proposal to accede to the multilateral

convention of the Council of Europe for transfer of sentenced persons.

71. Revised guidelines for repatriation of Indian prisoners from

abroad and foreigner prisoners from India issued on 10.08.2015.

72. Guidelines were issued for ‘allowing visit inside jails by

individuals/NGOs/company/Press for the purpose of undertaking

research, making documentary or interviewing the inmates’ and

‘repatriation of Indian prisoners from abroad and foreign prisoners from

India’.

73. Prison Advisories regarding Fire Safety, Security, Re-integration of

offenders and Corruption in Jails to States/UTs for adopting measures for

improvement of security of jails has been issued on 28.04.2015.

74. Revision of Model Prison Manual, 2003 has been completed.

75. Review of the Identification of Prisoners Act, 1920 has been initiated.

76. All India conference of Correctional Administrators Organized.

77. Government approved the extension of CCTNS project till March,

2017 and also revamped the Project to include computerisation of Prisons

and implementation of interoperable Criminal Justice System by linking

CCTNS, e-Prisons, e-Courts, Prosecution and Forensic laboratories.

78. Versions 4.0 and 4.1 of the Core Application Software (CAS) were

released to the States.

79. 78% (Approx 12000) Police stations are registering 100% FIR. An

advisory to ensure no discrimination in registering FIR was issued on

12.08.2015.

88. An Expert Committee on Cyber Laws and International Cyber Laws has also been constituted with the approval of Hon’ble Home Minister, to study and examine the existing Domestic Cyber Laws and International Cyber Laws. 89. It has been decided to set up an Indian Cyber crime Coordination Centre (14C) to tackle cyber crime in the country. 90. An advisory to providing adequate security arrangements during Civil Services Examination was issued to States/UTs on 14.08.2015. 91. An advisory was issued regarding road safety and accidents especially for strict enforcement of rules against violation of over speeding and rash driving on 18.12.2015. 92. The ban imposed by the Government of India, Ministry of Home Affairs vide GSR-883 dated 15.12.2011, on the sale of Government of Sikkim Lotteries in the State of Kerala was extended till further orders.

93. “Crime in India, Accidental Deaths & Suicides in India” and “Prison Statistics, 2014”were published by NCRB.

94. Five Zonal Council Meetings of the Inter State Council were organized by ISCS Secretariat. 95. Meeting of Joint Working Group between India and Nepal on

Border Management and Security matters was held in Nepal on 10-

11.02.2015.

96. First Meeting of India-Israel Joint Working Group on Border

Management and Security was held on 25th March, 2015.

97. A Secretary Level meeting on Border Management &

Security between India & Bhutan was held during 3-4 September,

2015 in Thimpu (Bhutan).

98. Modified Guidelines of the Border Area Development

Programme (BADP) have been issued in the month of June, 2015.

99. To strengthen the co-ordination between the Central and

the State agencies and to discuss the issues relating to Coastal

Security, the meeting of the Consultative committee for the

Ministry of Home Affairs was held under the Chairmanship of

Hon’ble Home Minister on 13th July, 2015 at Panaji, Goa.

74. A delegation led by DG, BSF comprising of IG, BSF and

Director (BM), MHA visited Mongolia during 17-21 August, 2015 for

implementation of MoU signed during recent visit of Hon’ble Prime

Minister to Mongolia.

100. A delegation led by Joint Secretary (BM), MHA and comprising of representations of BSF, SSB and IB visited Israel during 24th-27th August, 2015 to assess the performance, effectiveness and suitability of the various technological solutions deployed on the International Borders of Israel which were discussed in the Second Meeting of India-Israel Joint Working Group on Border Management and Security which was held in Israel during that period.

101. The 1st meeting of the four working groups between India

and Israel was held on 25.03.2015 in New Delhi. Matters pertaining

to bilateral security cooperation including internal security, border

management, police modernization and capacity building were

discussed in the meetings.

102. A functional level meeting on India – US Homeland Security

Dialogue was held on 28.08.2015 between GoI Delegation and Govt.

of USA Delegation in New Delhi. Considerable progress was made

towards signing of the Homeland Security Presidential Directives -6

(HSPD-6) Agreement and issues relating to detection of Fake Indian

Currency Notes (FICN) and cyber security.

103. A Memorandum of Understanding (MoU) between the

Ministry of Home Affairs of the Republic of India and the Federal

Ministry of the Interior of the Federal Republic of Germany on

Security Cooperation was signed on 5th October, 2015.

104. A Government of India Delegation led by Hon’ble Union Home

Minister visited China from 18-24 November, 2015. The Delegation

met Premier Li Keqiang, Chinese Communist Party Politburo Member

and Secretary of the Central Political and Legal Affairs Commission

Mr. Meng Jianzhu and Mr. Guo Shengkun, State Councillor and

Minister of Public Security. Various important issues on security

matters and also security clearances for Chinese investments in India

were discussed.

105. On 2nd December, 2015, a Govt. of Bahrain Delegation led by

LT. GEN. Rashid bin Abdullah al Khalifa, Hon’ble Minister of Interior

met a GoI Delegation led by Hon’ble Union Home Minister. Matters of

mutual interest related to security cooperation were discussed. An

Agreement between the Government of the Republic of India and the

Government of the Kingdom of Bahrain on Cooperation in Combating

International Terrorism, Transnational Organized Crime and

Trafficking in Illicit Drugs, Narcotic and Psychotropic Substances and

Precursors Chemicals was signed between the two sides.

106. The Department-related Parliamentary Standing Committee

on Home Affairs had recommended that there should be

a comprehensive review of the Criminal Justice System in the country

by introducing a comprehensive legislation in the Parliament instead

of bringing amendment Bills in piecemeal. Accordingly, the Ministry

of Law was requested to ask the Law Commission of India to

examine and give a comprehensive report covering all aspects of

criminal law within one year so that comprehensive amendments can

be made in the various laws viz IPC and CrPC taking into consideration

the recommendations made by the Malimath Committee and

Madhava Menon Committee and other Commissions/Committees in

this regard. The matter is being pursued with the Law Commission.

107. During the period from May, 2014 to December, 2015, 127

State Legislations as received from the State Government have been

cleared/ finalized.

108. With a view to instilling confidence in women, to help women

in distress and to ensure their safety in Delhi, Ministry of Home

Affairs has approved launching of the Mobile App 'Himmat' by Delhi

Police on 1st January, 2015. This application helps women to raise

SOS alert in case of any emergency and the same gets reported along

with victim/ caller location in real time at Police control room and the

nearest PCR Van and local police can be rushed to the spot.

109. To address the issue of acute shortage in Central Armed Police

Forces (CAPFs), 25,389 posts of Constables have been upgraded into

Head Constables in BSF and CRPF on 29.05.2015.

110. To address the housing problem in the CAPFs, Government

has approved a proposal for construction of 13,072 houses and 113

barracks for CRPF, CISF & ITBP personnel at 68 sites at a total

estimated cost of Rs.3,090.98 crore.

111. Layout Plan for Central Armed Police Force Institute of

Medical Science (CAPFIMS) has been updated and revised based on

land availability at Maidan Garhi (New Delhi) and approved on

30.11.2015. Work has been assigned to CPWD and expenditure

sanction for Rs.1,219.21 crore issued on 30.11.2015.

112. An amount of Rs.364.8 crore has been sanctioned to the

CAPFs for acquisition of 1,704.98 acres of land and an amount of

Rs.3,181.2 crore has been sanctioned to CAPFs from May, 2014 to

Nov, 2015 for construction of office and residential buildings.

113. The Student Islamic Movement of India (SIMI) was declared as

unlawful Association under the provisions of the Unlawful Activities

(Prevention) Act, 1967 vide Notification dated 1st February, 2014 for a

period of 5 years.

114. A sum of Rs.7.54 Crore was released as assistance to 5,636

orphan children/beneficiaries throughout the country during the

period from May, 2014 to December, 2015.

115. During the 49th DGs/IGs Annual Conference on 30th November,

2014, Hon’ble Prime Minister introduced a concept of S.M.A.R.T

Police. It implies: S- Sensitive and Strict; M- Modern and Mobility; A-

Alert and Accountable; R-Reliable and Responsive and T- Trained and

Techno-savvy.

116. As follow up, a meeting was held under the Chairmanship of

Union Home Secretary on 31st March, 2015 at New Delhi.

117. In this regard, four Regional Workshops were successfully

organized on Smart Policing at Bangaluru, Bhopal, Guwahati &

Chandigarh in April-May, 2015.

118. The Master Plan 2031 of Chandigarh for guiding the

sustainable planned development of the city has been approved.

119. Centralized Visa Issuance System (C-Visa) has been

implemented in 23 Indian Missions abroad during the period. So far, a

total of 163 Indian Missions have been covered. Biometrics

enrollment software has been implemented in total 79 Indian

Missions, Citizenship Amendment Act, 2015 was enacted on

11.03.2015 facilitating merger of PIO and OCI cards and easier

acquisition of Indian Citizenship.

120. Various relaxations for long-term visa (LTV) holders of

Pakistani minorities have been approved. These include the

facilitation for studies of their children, visit to additional places and

employment in private sector, easy renewal of LTVs and renewal for

prolonged period.

121. New Foreign Contribution Regulation Act (FCRA) Portal has

been launched on 14th December, 2015 which provides complete

online processing of FCRA applications for Registration/ Prior

Permission/ Foreign hospitality.

122. A new 3-year Business Visa for Pakistan nationals fulfilling

certain eligibility criteria has been introduced on 7th July, 2015 in

pursuance of Hon’ble PM’s announcement at the SAARC Summit in

Kathmandu.

123. In pursuance of Hon’ble PM’s announcement at SAARC

Summit in Kathmandu of issuing Business Card to nationals of SAARC

countries, a new India Business Card has been introduced which will

be issued to those SAARC nationals who are granted Business Visa

for a period of 3 years or more.

124. Iran was under Prior Reference Category (PRC) category for

Business, Employment, Student, Research and Conference Visas.

Orders were issued on 13.08.2015 removing Iran from the Prior

Reference Category countries for all types of visas.

125. Centralised Foreigners Registration software (C-FRO) has

been implemented in 250 Foreigners registration offices during this

period. So far, total 545 Foreigners registration offices have been

implemented.

126. Peaceful conduct of Assembly Elections in J&K, - Five phased

poll conducted from 25th November, 2014 to 20th December, 2014

with high voter turnout of 66%.

127. On 18th November, Cabinet sanctioned additional 3,000

State Government jobs and 6,000 transit accommodations for

Kashmiri migrants and secondly relief of Rs.10,000 per family per

month for Jammu migrants,

128. An amount of Rs. 8128.75 crore to handle disaster of

different categories has been released to states towards the Central

share of State Disaster Response Fund (SDRF).

129. In pursuance of the announcement of Hon’ble Prime Minister,

the Government of India has released an amount of Rs. 552.00 crore

under Special Plan Assistance (SPA) to the Government of Tamil Nadu

on 23rd November, 2015.An additional assistance of Rs. 1,000 crore

from the NDRF was released on 3rd December, 2015 to Tamil Nadu for

flood relief and rehabilitation work.

130. Revised guidelines of SDRF/NDRF for the year 2015-2020 have

been issued.

131. An Asian Ministers Meeting for implementation of Sendai

Framework for Disaster Risk Reduction (SFDRR) 2015-2030 was held on

17th November, 2015. This meeting was attended by 120 key

dignitaries from Asian countries and Senior Ministers from China,

Indonesia, Japan, Malaysia, Mongolia, South Korea and Thailand.

132. South Asian Disaster Management Exercise (SAADMEx) 2015,

the annual SAARC Disaster Management Exercise was held for the first

time in India during 23-26th November, 2015, in which all the SAARC

countries participated. It was followed by the SAARC Regional

Workshop on sharing best practices and to deliberate upon the

outcomes of SAADMEx 2015 on 27th November, 2015.

133. NIDM has signed an MOU with the NBCC for the construction

activities to set up the Rohini Campus of NIDM @ Rs. 50.44 crore.

134. During, 3rd World Conference on Disaster Risk Reduction (3rd

WCDRR) held in Sendai, Japan from 14-18 March, 2015 it was

announced by the Hon'ble HM that India would host the next Asian

Ministerial Conference on DRR (AMCDRR) in 2016 to take the Sendai

Framework for Disaster Risk Reduction, which envisages 7 targets and 4

priorities for action further forward in Asia.

135. A Model Fire and Emergency Services Bill for the Stats/UTs

is under process to strengthen the Fire and Emergency Services in

the country. The Bill will include all the essential technological and

other measures required for Modernization of Fire Services.

136. The National Cyclone Risk Mitigation Project (NCRMP) Phase-II is

to be implemented in the six States of Goa, Gujarat, Maharashtra,

Karnataka, Kerala and West Bengal as phase-II of NCRMP at a cost of

Rs.2361.35 crore, with the World Bank assistance. An amount of Rs.71.98

crore has been released to 05 states except Goa during 2015-16.

137. The National Fire Service College (NFSC) is being upgraded at

total cost of Rs.205 crore to be implemented/completed by August 2016

with a view to make it a centre of Excellence for meeting the training

needs of the fire personnel of the country in the time to come. The NFSC

Nagpur has also started a 4 year BE Course in Fire Engineering from the

current academic year.

138. The Enemy Property (Amendment and Validation) Ordinance,

2016 has been promulgated by the President of India on 7 th January,

2016 to make amendments to the Enemy Property Act, 1968.

139. Digitisation of approximately 1.5 lakh files of historical

importance, pertaining to the freedom fighters has been done, out of

which approximately 1,30,000 have been uploaded/hosted on the NIC

server.

140. Electronic database of more than 1.2 billion persons created under National Population Register (NPR).

141. Biometrics have been captured for 19.23 crore out of total targeted population (5yr +) of 20.72 crore in ten out of twelve States/UTs allocated to Office of Registrar General of India (ORGI).
