    COMPANY CERTIFICATION

    This MEL has been developed in accordance with the following documents: - JAA Master Minimum Equipment List - Revision 9 dated 11/03/2013 was typed in and formatted in the Transport Canada format as per Transport Canada document “TP9155”. - Any reference to regulations were changed to CAR references and the appropriate CAR reference added. - Maintenance & Operating procedures were added from Dassault Aviation supplied procedures. Reference Document – Falcon 2000EX-EASy Maintenance and Operating Procedures (Revision 9 dated 11/03/2013). - The MEL was developed to the standards as shown in the Transport Canada document “MMEL Guidance Book, Revision 7, issued 27 April 2009” and “Minimum Equipment List Policy and Procedures Manual, Second Edition, issued January 2006”. A Standard Preamble and definitions section was added.     PREAMBLE

    All equipment installed on an aircraft in compliance with the Airworthiness Standards and the Operating Rules must be operative. However, CAR 605.07, permits the publication of a Master Minimum Equipment List (MMEL) where compliance with certain equipment requirements is not necessary under all operating conditions. Experience has shown that with the various levels of redundancy designed into aircraft, operation of every system or installed component may not be necessary when the remaining operative equipment can provide the required level of safety.

    A Master Minimum Equipment List (MMEL) is developed by Transport Canada, with participation by the aviation industry, to improve aircraft utilization and thereby provide more

    NOTES AND DEFINITIONS

    1. Systems Definitions: Systems numbers are based on the Air Transport Association (ATA) Specification Number 100 and items are numbered sequentially.

    “Item” (Column 1) means the equipment, system, component, or function listed in the “Item” column.

    “Number Installed” (Column 2) is the number (quantity) of items normally installed in the aircraft. This number represents the aircraft configuration considered in developing this MMEL. Should the number be a variable (e.g., passenger cabin items) a number is not required.

    “” symbol in Column 1 indicates an item which is not required by regulation but which may have been installed on some models of aircraft covered by this MMEL. This item may be included on the operator's MEL after the approving office has determined that the item has been installed on one or more of the operator's aircraft. The symbol, however, shall not be carried forward into the operator's MEL. It should be noted that neither this policy nor the use of this symbol provide authority to install or remove an item from an aircraft. The “” symbol may be considered equivalent to the term “if installed”.

    USE OF FAULT GUIDE FOR DISPATCH ASSISTANCE (FGDA)

    The FGDA has been designed by Dassault Aviation to provide Falcon 2000 LX operators with assistance when dispatch decision is to be considered in operation.

    Introduction

    With regard to regulation the input(s) of this MEL must be a piece of equipment, a system or a function.

    In all cases it remains operator's responsibility to determine the faulty piece of equipment, system or function.

    In addition to the MEL and associated M&O procedures referenced hereafter, the FGDA provides dispatch assistance when a failure effect occurs in the flight deck of the aircraft (mainly computers fault codes); dispatch decision is always given by MEL.

    When the FGDA addresses an item of the MEL, the operator has to consider the dispatch cases of this item itself, and not the dispatch cases related to its sub-item(s) if any.

    When the FGDA addresses a sub-item of the MMEL, the operator may consider the dispatch cases of this sub-item itself, or the dispatch cases related to its item, if any.

    Although any page of thie FGDA document undergoes a careful and strict correction process to ensure that the data contained within the document and those contained in the airplane certified documents (AFM and MMEL) are in coherence, the Airplane Flight Manual and this Transp[ort Canada approved MEL are the final authority in case of differences.

    If a Fault code is triggered but is not referenced in this document, it is NO GO unless a dedicated troubleshooting is performed to determine the faulty piece of equipment, system or function which is in the MEL. If needed, contact Dassault Aviation Technical Support.

    AMENDING PROCEDURES AND DISTRIBUTION LIST

    Amending Procedures

    Manual amendments will be promulgated as required by the Operations Manager. After approval by the Department of Transport, they will be issued to manual holders. Each amended page shall show the appropriate amendment number and date. All changes will be indicated by a vertical black bar adjacent to the item that has been changed. When a manual is amended, a copy of the amendment is to be forwarded to the Transport Canada along with the appropriate amendment instructions. Amendment instructions shall include a "Remove Pages" and "Insert Pages" and "Reason for Change" list. The amended text shall be identified by a vertical line in the right-hand margin. When a manual or amendments thereto are superseded, instructions should be issued to all manual holders to destroy the superseded copies.

    Minimum Equipment List Distribution and Control

    The Operations Manager will maintain a master list of manual holders and control their distribution. The following operational personnel will hold copies of this Minimum Equipment List and will be responsible for its amendment: Transport Canada, Operations Manager, Chief Pilot and Maintenance Manager. A manual will also be assigned to each aircraft and will be amended by the Operations Manager or his representative.

    Manuals may be issued as eManuals or hardcopy manuals.

    21 AIR CONDITIONING

    21-1 Cabin Pressure Controller (CPC)

    B 1 0 (M#) May be inoperative provided:

    - UP-DN manual regulator and DUMP mode are verified operative before each departure,

    - CABIN ALTITUDE red CAS message and "Cabin..." voice warning are operative,

    - UP-DN manual regulator is set to the middle of white range,

    - MAN is correctly displayed on ECS synoptic page,

    - Cabin altitude, Cabin rate of change and Cabin differential pressure Δp indications are operative,

    - Pressurization indications on ECS synoptic page are regulary monitored,

    - Destination airfield landing elevation and current airfield altitude are below 8,000 ft.
