review/ re-structuring of ISOPOM
A meeting was held under the Chairpersonship of Shri Ashish Bahuguna,
Additional Secretary, Department of Agriculture & Cooperation (DAC), Govt. of
India in Room No. 142, Krishi Bhavan, New Delhi to discuss the need for re-structuring of ISOPOM in order to increase the production and productivity of
oilseeds and oil palm to achieve greater self sufficiency in edible oil.
A list of participants is at Annexure-I.
ISOPOM is being implemented as a Centrally Sponsored Integrated Scheme
for Oilseeds, Pulses, Oil Palm and Maize since 2004-05 with the objective of
increasing production and productivity of these crops. The scheme was modified in
2007 to provide greater flexibility to the States and increase the assistance for certain
components. Pulses have been included under NFSM w.e.f. April 2010 hence
ISOPOM now supports only 3 crops viz. oilseed, oil palm and maize.
It was informed that the Department is considering launch of a Mission on
Oilseeds and Oil palm in the 12th
Plan Period. GOI was keen to pursue a process of
consultation with various stake holders in developing the Mission on Oilseeds and Oil
palm. The stake holders were asked to provide specific comments on the following
issues with reference to the proposed Mission:-
1. Crops to be covered2. Interventions3. Areas to be covered: the current area of operation covers 14 States for
oilseeds and pulses; 15 States of Maize and 12 States for oil palm (though
4 States (Assam, Tripura, Maharashtra and West Bengal) are not
implementing the oil palm development programme).
4. Unit of implementation: ISOPOM is implemented at the State level. It isnot focused on targeted areas that are particularly suitable for oilseeds and
oil palm. On the other hand, other Mission such as NFSM, NHM etc. are
implemented only in such districts which have a clear potential for a given
crop.
Views and suggestions were expressed by States, seed producing agencies,
Directorates of ICAR, scientists, etc. The major suggestions emerging from theSession are summarized below:
a. A Mission on Oilseeds and Oil palm was seen by all participants as atimely response to the pressing and felt need of increasing national self-
sufficiency in edible oils.
b. It was felt that maize should continue to receive support under theMission. Alternatively, maize may be covered under other existing DAC
programmes.
c. Priority and increased investment should be ensured for oil palmconsidering its potential and high oil yield. However, planning for oil
palm needs to shift from an annual budget based exercise to a long termstrategy as the crop has a life of 30-35 years with a minimum gestation

period of 4 years and requires an integrated/holistic approach towards crop
production.
d. Though ISOPOM is an integrated scheme, it needs urgent re-structuring toensure increase in production and yield within a specified time frame.
Several existing interventions need modifications and new interventions
need to be brought within the scope of the proposed Mission.e. Government investment in oilseeds and oil palm needs to be increased
substantially and progressively over the years to yield higher domestic
production of oil.
f. The district was generally favoured as the unit for implementation of theMission.
The following decisions were taken in the meeting in terms of future work to
develop the Mission:
i. The concerned Directorates of ICAR will identify States/ areas/regions tobe brought under the proposed Mission. This exercise will be completedby November.
ii. The Directorate of Oilseeds Research, Hyderabad will propose a templatefor delivery of information by the States to determine area, production and
yield to be targeted under the Mission. Directorate of Groundnut Research
will in turn obtain inputs from other concerned Directorates of ICAR.
iii. Four Regional workshops will be conducted by DAC to cover statesimplementing ISOPOM and other potential states identified by ICAR.
iv. The states will present the proposed line of action including the area,production and yield proposed to be achieved under oilseed and oil palm
during 12th
Plan period alongwith the interventions and support required to
achieve the same.
All stakeholders viz. states, concerned organizations, seed producing agencies,
private sector, industry representatives, farmers, dealers, distributors etc. will
participate in the Regional Workshops.
Based on the above, the Department will develop a Mission on Oilseeds and
Oil palm by April 2011 so that sufficient time is available for the EFC process and
subsequent approvals.
