Following are the minutes of the Board of Education meeting held February 11, 2016, at the District Offi ce, Delta, Utah.

Meeting convened at 1:00 p.m.

The Vice-President of the Board called the meeting to order at 1:00 p.m. The Business Administrator was directed to call the roll which indicated the Board Members shown below were present. The Vice-President stated that the meet-ing was a regularly called meeting and that notice of the time, place, and agen-da of the meeting had been posted to Utah Public Notice website, the Millard School District Webpage, found under BoardDocs. The local news media, each member of the governing body, the Millard County Commission Chair and the mayor of each incorporated city within Millard County, have been notifi ed of where the electronic notice and agenda can be found within BoardDocs with a copy being evidenced by a true and correct copy thereof being attached thereto.Exhibit 18.

Superintendent Styler’s Report

1. Superintendent Styler reported on the school closure on Monday, February 1, 2016 because of bad weather. The District used PowerSchool Power Announcement to notify the District’s employees, parents, and students. There was an 87% success rate in notifying those involved of the closure. Power Announcement uses phone calls, text messages, and e-mail, if the infor-mation is in PowerSchool. The notifi cation was completed to all numbers in fourteen minutes. The school closure notifi cation was also posted on Face-Book, with 1,739 hits to this site.It has been suggested that the District professional employees use March 28, 2016 (Snow Day) for the professional development scheduled for March 29, 2016 and that the school day be made up with the students attending school on Tuesday, March 29, 2016.

Request for Easement - Delta Properties

Delta Properties, formally Resort Properties, owns fi ve (5) acres of property that borders the property that Fillmore Elementary School and Millard High School baseball fi eld sits on in Fillmore. An easement was requested so that access could be obtained to this acreage.A follow-up request was for the Board of Education to consider purchasing this property, as it is listed for sale at this time.This easement would run on the North side of the property going West by the Millard High School baseball fi eld and then run South on the West end of the property owned by Millard School District.In the January Board of Education meeting, Board Member Britt indicated that would look this over and research where the existing easement runs, with Mem-ber Britt having a plot map of the area.

Member Britt reported that there is an existing easement running on the South side of the Millard School property by the IHC Hospital facility. This ease-ment would need to be extended to Highway 91, which the Board of Education would consider, with an legal description needing to be determined.

GRADUATION EXPENSES: Students wishing to participate in graduation exercises will be required to obtain

the approved cap and gown. Cost for the cap and gown is approximately $25.00. BAND INSTRUMENTS:

A rental fee may be charged on small school band or orchestra instruments, such as clarinets, trumpets, saxophones, which are school property.

FEE WAIVERS:

All fees listed, which are not identified as optional, are subject to the policy on Waiver of Fees.

CLASS CHANGE FEES:

Class change fees are not subject to waiver. There will be a $5.00 class change fee immediately following the 3-day registration. Non-essential class schedule changes will cost a student $5.00 per class change. No charge will be made if the change is the result of school error, is necessary to keep a student on schedule to graduate, is initiated by the school for balancing class loads, is initiated so that the student is properly placed in classes geared to his/her ability or is a recommendation of counselor or administrator initiated to place the student in a special program.

Delta High School FFA Science Lab - Proposal for Farm Ground

The Millard School District owns thirty-four acres of farm ground with water that is known as the Shepherd farm. This acreage is currently leased by Bunker and Sons, Inc. Mr. Chad Warnick, Delta High School FFA Advisor presented to the Board, in a letter, information that he is currently working with Utah State University Extension Service in obtaining a grant that would allow the students to do research studying with crop fi elds on this farm acreage. The grant would be approximately $50,000.Mr. Warnick asked that there be an option to lease this acreage if the Delta High School FFA receives the grant and that lease with the current individuals be terminated at the end of this calendar year growing season.The timeline for the grant would be to apply in mid-March, with the announce-ment made in the summer, if successful, the funds would be released early fall. The Delta High School FFA would take over the farm acreage in the Spring of 2017.

The Millard School District Financial Statements for the period ending June 30, 2015, Millard School District Single Audit and State of Utah Legal Compliance Reports for the period ending June 30, 2015, and the Millard School District Letter to Management and Those Charged with Governance for the period end-ing June 30, 2015, were presented to the Members of the Board for review and consideration, with acceptance suggested in the March (March 10, 2016) Board of Education meeting.These Financial Statements from the Millard School District Auditor, Gilbert and Stewart, can be found on the District’s webpage.

Information from Millard High School Governing Youth Council

Taylor Crosland and Sarah Kimarak, with the MHS Governing Youth Council, met with the Members of the Board to request their support of a proposed, yet unnumbered bill, which deals with Electronic Cigarettes.This bill would: 1) tax electronic cigarettes at the same level of Utah tax for other tobacco products (86% of Manufacturer’s Price), which will signifi cantly increase their price. 2) Extend internet sales prohibition to electronic cigarettes. and 3) Extend advertising restrictions for cigarettes and tobacco to electronic cigarettes, electronic cigarettes cartridges, liquids, and electronic cigarette para-phernalia.

The Members of the Board were in support of allowing a Petition to Protect Utah’s Youth from Exposure to and Use of Electronic Nicotine Delivery Sys-tems to be presented to the studentbody of Millard High School in an assembly.This petition was initiated by the Students Against Electronic Vaping Coalition (SAEV) - Utah.The Members of the Board suggested this information would also be good for the Delta High School studentbody.

The Members of the Board were willing to support and sign the Petition to Protect Utah’s Youth From Exposure to and Use of Electronic Nicotine Vap-ing Delivery Systems, as well as supporting this inforamtion being given to the Millard High School studentbody.

Motion was seconded by Member Lund and carried unanimously by the Mem-bers of the Board.

The following proposal was presented to the Members of the Board for the Summer School Salary schedule and Fee/Tuition schedule:

Summer School will begin on Wednesday, June 1, 2016 and conclude on Thurs-day, June 30, 2016 for a total of 18 days instruction. Summer School will be held Monday through Thursday during the above time. Preschool through 6th grades students in the Delta area will attend Delta South Elementary School. Preschool through 6th grade students in the Fillmore area will attend Fillmore Elementary School. Students 7th -12th grades from Delta area will attend at Delta High School. All students in the Fillmore area will attend Fillmore El-ementary School. A special 9th-12th grade credit recovery program will be of-fered at both Delta and Fillmore if 10 or more students sign up at each location.

Youth Custodians: Two youth workers (1 for Delta, 1 for Fillmore) at minimum wage ($7.50)

Elementary Instructional Assistants: 19 days of work at 5 hours per day (Lane 1, up to Step 3) Step 1: $10.04 Step 2: $11.31 Step 3: $12.71

Revision to Delta North Elementary Schools’ LAND Trust Plan

Mrs. Delna Bliss, Principal of the Delta North Elementary School, met with the Members of the Board to present revisions to the Delta North Elementary School’s LAND Trust Plan.With the reconfi guration of the Delta area schools, the bringing of the fi ft h grade to the Delta North Elementary School and additional funding for the LAND Trust program, it is necessary to make revisions to the goals of their LAND Trust program. Th e original LAND Trust Plan called for training for the “Th inking Maps” pro-gram, however, this training has been provided by Spalding and the Utah State Offi ce of Education and is not needed.It was proposed that Delta North Elementary School’s LAND Trust Plan be modifi ed to use the Accelerated Reader (AR) program, at a cost of $5,378 and Scholastic’s “Story Works” program, at a cost of $1,076.Th ese changes can be made within the existing LAND Trust funding, with leav-ing a small carry-over.

Member Lund made a motion to approve the revisions for the Delta North El-ementary School’s LAND Trust Plan, as identifi ed above, seconded by Member Schena and carried unanimously by the Members of the Board.

A request was presented from Mrs. Jamie Harem 4-H Coordinator with Utah State University for the use of the Fillmore Elementary School’s kitchen on Saturday, July 9, 2016 for a “Baking Challenge Camp” and having the rental fee waived. Th is date may change and be moved to a week day to better accommo-date those participating. USU 4-H would pay for Millard School District per-sonnel to be present when using the kitchen.

Member Schena made a motion to waive any rental fees for the use of the Fill-more Elementary School’s kitchen for a USU 4-H Baking Challenge Camp, with the USU 4-H being responsible for all personnel (custodian and food service) costs and liability insurance, seconded by Member Lund and carried unani-mously by the Members of the Board.

Out-of-State Travel Request

Mr. Kevin Chapman - Millard School District Technology Director National CoSN Technology Conference Washington, DC April 1-7, 2016

Mr. Chapman has been invited to the National CoSN Technology Conference as part of a State coalition to support Senator Orrin Hatch as he receives the CoSN’s Public Service Outstanding Achievement Award.As part of the Conference, Mr. Chapman will be able to take the CETL (Certi-fi ed Education Technology Leader) exam.SEDC and USOE will pay the cost of the CETL exam ($1,500). Th e Millard School District would be responsible for the Conference registration fees, meals, travel, and accommodations costs (approximately $2,500).

Member Lund made a motion to approve and support Mr. Kevin Chapman attending the National CoSN Technology Conference, as outlined above, sec-onded by Member Schena and carried unanimously the Members of the Board.

Board Member Comments

1. Member Schena indicated that with the announcement of Mrs. Teresa Thompson, Principal of Delta High School, that the graduation will be moved from the Delta High School Palladium to the Delta High School auditorium, the comments be channeled to Mrs. Thompson, as this is a Delta High School and Senior class decision. This change was not directed by the Board of Education.

2. Member Lund expressed his appreciation for the welcome that he has felt and the mentoring that is taking place with his appointment to serve on the Millard School District Board of Education.

3. Member Britt expressed appreciation and thanks for the custodians and their support staffs for all that they do. Member Schena echoed this com-ment, as everyone is so important to the educating of our children.

The next regular scheduled meeting of the Millard School District Board of Education will be held on Thursday, March 10, 2016, at 1:00 p.m., at the Dis-trict Offi ce, 285 East 450 North, Delta, Utah.
