Defence Airworthiness Authority

• The Defence Airworthiness Authority (DAA) is the General

Director of Armament and Material (DiGAM) and has maximum

executive control in the application of the relevant Regulations

(Royal Decree 2218/2004).

• He shall be assisted by the Airworthiness Board.

• Each Service (Army Corps and GC) are responsible of the

Continuing Airworthiness of their own fleet., following the RAD,

the associated Airworthiness Board procedures and internal

ones.

Airworthiness Board Functions

• To approve certification basis and provide reports prior to the issuance of

Type Certificates.

• To propose the necessary Airworthiness Directives to the DAA.

• To develop Regulations and facilitate the application of general directives

relating to airworthiness issued by the DAA.

• To support the DAA in his relations with Civil Aviation Authorities, in order

to unify criteria relating to airworthiness on a national scale, and in its

relations with international civil and military airworthiness organizations

and bodies.

• Following the applicable rules, the process for Type Certificate issuing

on military A/C has the following phases:

– Establish Certification Basis

– Trials, Tests & Calculations

– INTA Technical Certificate, including Data Sheet

– Type Certificate issue.

Airworthiness Certificate issuing process

To issue an Airworthiness Certificate the following documents are

needed:

– Aircraft’s Type Certificate.

– Manufacturer’s Certificate of Conformity.

– Documentation identifying the aircraft, Registration and

photographs.

– Applicant's statement of being in possession of the following

approved and updated items: flight manual, weight and balance

manual, maintenance manual, maintenance programme/plan and

illustrated parts catalogue.

Continuing Airworthiness

• Continuing Airworthiness is understood as the group of activities

performed to ensure that initial airworthiness of the individual a/c

is maintained, according to the procedures established and

protected by the Type Certificate.

• Any modification made to an a/c, engine or propeller, or to its

design data, must be defined in an authorised Service Bulletin,

Airworthiness Directive or Technical Order, before being sent to

the user. The official Regulation provides the corresponding

criteria to cover this kind of activities.

Considerations for implementation of EMARs

1.- Legal and Regulatory Impact: Assessment of Defense Airworthiness

Regulations and Enforcement Policy at the Ministry of Defense. Possible

amendment of Royal Decree, Ministerial Orders and Specific Publications.

2.- Organizations: Analysis of existing structures in the DGAM and the affected

organizations to suit the requirements of the new EMAR rules and control of their

implementation at all levels.

3.- Communication: Implementing strategies of promotion and communication

within and outside the Ministry of Defense to help organizations that must be

adapted to these rules, and overcome the inertia against changes.

4.- Human and Material Resources: Availability and Experience/Training of the

personnel concerned and/or necessary, in DGAM and the affected organizations,

and definition of roles and responsibilities. Analysis of associated costs and

sources of financing in collaboration with industry.

5.- Authorities Recognition: Implementation of a recognition process of

certificates issued by other authorities (civil and military).

Recognition between Authorities

DGAM has started the process for internal recognition by DSAÉ and MAA for the EMAR145 Spanish Maintenance Organizations approvals in the frame of the A400M program.

Next step will be mutual recognition, based on our needs.

All internal procedures already in place (DGAM/INSERT).

Four industrial PERAM 145 applications received and in process.

Two PERAM 147 applications received and in process

Proposal for changes

Proposals for changes to the RAD:

1. Expand the scope to foreign aircraft on which maintenance tasks are

performed, reviews or testing in Spain (experimental and restricted

certificates) and products obtained through international collaboration.

2. Inclusion of unmanned systems (UAS-RPAS)

3. Improved definition of Type Design.

4. New chapter for the definition and requirements of Supplemental Type

Certificates.

5. New chapter for the definition and requirements for Repairs.

6. New definitions and content of UAS-RPAS Data Sheets, engines and

propellers.

9. Inclusion of new definitions or modification of existing ones.
