Gillet Dear Law Enforcement Official: It is my pleasure to present to you the Winter/Spring 2017 Middlesex County Police Training Center Course Catalog which is provided on behalf of the Middlesex County Prosecutor’s Office, the Middlesex County Board of Chosen Freeholders, and the Middlesex County Association of Chiefs of Police. This catalog is the result of the dedication of the members of the MCPO and others to provide quality training and education to the honorable men and women of law enforcement. The range of course offerings addresses the training needs of police personnel who are equipped with varying degrees of experience and skill. The catalog provides a wide variety of courses in such areas as tactical skills, investigative techniques, ethics, and interrogation and interview techniques. With multiple classrooms outfitted with high-tech audio-visual equipment, a FATS machine (firearms training simulator), driving simulator, ample parking, and a central New Jersey location, the Middlesex County Police Training Center is the optimal location to provide quality classroom training to law enforcement. Furthermore, the Middlesex County Police Range is located nearby. In addition to providing valuable hands-on firearms training, the range has on-site temperature-controlled trailers which can be used for classroom instruction throughout the year. We are grateful to the Middlesex County Board of Chosen Freeholders for their continued financial support which allows us to offer state-of-the-art training opportunities taught by experienced and knowledgeable instructors. We encourage members of the law enforcement community to take advantage of these opportunities in order to best serve the community, and ensure and maintain the safety and security of all citizens of Middlesex County.

The approving authority certifies that the students enrolled do not have any physical and/or other conditions which would prevent them from actively participating in all portions of this course. The approving authority also certifies that all personnel enrolled in the above course are covered by Workman’s Compensation and Liability Insurance, or are otherwise insured, as indicated by a copy of such insurance attached to the current Authorized Signature form on file.

General Information, Rules and Regulations Class information:

• Classes are generally scheduled to start at 9:00 am and run until 4:00 pm, unless noted otherwise in the course description.

• It is suggested that attending officers arrive minimally 15 minutes prior to any scheduled training.

• Classes are held at the Middlesex County Police Training Center unless stated otherwise in the course description.

• All Live Fire/Firearms Courses are held at the Middlesex County Police Range. • Directions to all the Middlesex County facilities utilized for training are located in the

back of this catalog

Dress code:

• Proper attire for all students is either a department uniform or minimally a collared shirt and dress slacks/trousers. Dress may be modified according to class requirements as indicated on the specific course description or the instructor’s guidance on the first day of a multi-day training program.

• Non-uniformed personnel wearing weapons should ensure their weapons are concealed at all times upon leaving the classroom.

Class Attendance:

• Class attendance is required in order to obtain a course completion certificate. • If you are unable to attend a class that you are registered for, you should notify the

Training Center.

Order:

• All students are expected to set the example for appropriate law enforcement conduct by refraining from using profane, loud or offensive language while in a training environment.

• All students are expected to treat instructors as well as other training participants and Training Center Staff with courtesy and respect; fostering a positive educational environment for all participants.

NJ LEARN SUPERVISOR TRAINING

NJ Learn is a complete Learning Management System, managed by the Office of Homeland Security and Preparedness, at no cost to State, County, and Local First Responder Agencies. It is available to sworn Law Enforcement Officers, Certified Emergency Medical Technicians, and Level One Certified Firefighters. Its capabilities include web accessible Standardized Training of Online courses, Course Catalog Registration process, a Digital Resource Repository, Communications capability, and a Reporting Management System. This half day training is designed for NJ Learn Coordinators who are in charge of NJ Learn for their respective agencies. There will be training for new coordinators as well as training that will serve as an update and refresher course.

MONADNOCK DEFENSIVE TACTICS INSTRUCTOR COURSE

The Monadnock Defensive Tactics System is a principle based defensive tactics program. MDTS was created to give the officer a base system for Personal Defense and Restraint Techniques that easily “transitions” into handcuffing. The “principle based” concept identifies a problem, and then concentrates on easily identified principles to solve the problem. It is designed to accentuate the Monadnock Expandable Baton (MEB) and PR-24 control baton programs. The MDTS Program will cover basic blocking skills, counter-strikes, control holds, handcuffing and weapon awareness/retention. This course provides an ideal foundation for departments initiating a defensive tactics program for their officers Officers attending should wear tactical uniform or suitable athletic clothing, duty gear with practice firearm, handcuffs and key. Current MDTS Instructors mat also re-certify on the below dates.

TACTICAL INTERVIEWING PROGRAM® featuring Psycho Logic

The Tactical Interviewing Program is a three day course on Interviewing and Interrogation, which emphasizes techniques that get confessions. Lt. Jerry Lewis (retired) has combined thirty- six years of experience as a polygraph examiner with the study of psychology specifically applied to interrogation. As a result, he has developed PSYCHO LOGIC, the easiest and most accurate method of determining deception and obtaining confessions. Lt. Lewis believes that we give liars way too much credit and don’t give ourselves enough. PSYCHO LOGIC explains how all human minds work – how they process information and arrive at a decision to tell the truth or deny. Armed with this knowledge, interviewers understand how the Tactical Interviewing Program is the best approach, the only approach, to use with all people, regardless of their upbringing or background.

The Tactical Interviewing Program contains no filler. The concepts presented are Advanced due to their uniqueness, but are easily applied by both experienced and inexperienced interviewers alike. The Interviewing process is broken down to its most basic elements. Many of these techniques were developed by the instructor after he debriefed every person that admitted the truth. He found out why they confessed when they did and why they hadn’t admitted it previously. Lt. Lewis discovered that many interviewers utilize techniques which inadvertently work against their own efforts and keep people from telling the truth!

Jerry Lewis retired from the New Jersey State Police after 25 years of service, supervising the Polygraph and the Violent Crime Analysis Unit. In 1988 he developed the New Jersey State Police 5-day Interviewing and Interrogation course. He has conducted interviews in all types of cases. He was instrumental in identifying the killer of Megan Kanka (Megan’s Law) and in solving the Ice Man case (3 HBO specials have aired on this serial killer). He has trained more than 30,000 law enforcement officers throughout the United States and Canada in Interviewing and Interrogation. He earned a Master’s Degree in Education from Seton Hall University.

BASIC SEX CRIMES INVESTIGATIONS This training is being conducted by the Middlesex County Prosecutor’s Office. The training is designed for investigators and detectives who have been newly assigned to investigate crimes involving sexual assault. Topics include interviewing of victims and witnesses, interrogation of the suspect; use of a telephonic consensual interception, crime scene search and drug induced sexual assault. In addition, specific case studies involving sexual assault will be discussed.

TASER INTERNATIONAL INSTRUCTOR

This course provides the basic operational theory and practical training to instruct users to reasonably safely and effectively operate TASER CEWs. This course covers the TASER X26, X26P and X2 CEWs, and will certify those who successfully complete the course as TASER instructors for a period of 2 years. This course is open to sworn law enforcement officers, military personnel, and licensed professional security employees. Part 1 of the courses is completed online. New instructors will spend approximately 4 hours online before participating in 16 hours of practical training (Day 1 and Day 2). Recertifying instructors will spend approximately 8 hours online before participating in 8 hours of practical training (Day 2).

Students should be in good physical condition and must advise the Master Instructor of any preexisting injuries or physical limitations. As of January 1, 2016, the NEW certification fee is $435 per person, and the recertification fee is $225 per person. Certification period: 2 years

The TASER Evidence Collection & Analysis (ECA) Course is designed to provide students with critical information regarding TASER-related investigations. METHODS OF INSTRUCTION

This class is a Police Training Commission approved course designed for officers who plan to teach at commission approved police academies and/or in their respective departments. The course is designed to develop teaching and public speaking skills through planned presentations. The participants learn to select appropriate teaching methods, establish goals, prepare performance objectives, and develop and use lesson plans. An overview of the principles of learning, classroom management, and the selection and use of training aids will be discussed. Students are required to successfully complete their presentations to receive certifications. Presentations will be evaluated. Jacket and tie dress code for men and business attire for women are strictly enforced in this class and full attendance of all seven days is mandatory. All students must bring a 8GB USB Drive.

GLOCK ARMORER COURSE This one day course (8 hours) will sanction officers as Certified GLOCK Armorers for all GLOCK Model Pistols (except G18/C select-fire models). Training includes Safe Action System Design, Detail Disassembly & Reassembly of Slide and Receiver, Fire Control Component Configurations/Engagement, Diagnostics and Troubleshooting guides. NEW OFFICER SUPPLEMENTAL TRAINING This three (3) day course is mandatory (but not limited ll police to) a officers hired in Middlesex County retroactive to January 1, 2010. It is recommended that the officer have at least six (6) months experience prior to attending. Satisfactory completion of this course by new officers must be confirmed and documented within two years of appointment. The respective police department is responsible for certifying completion of training. Written notification including officer’s name, date of hire and date of course completion will be supplied to the Middlesex County Prosecutor’s Office at the close of the calendar year. The New Officer Supplemental Training includes the following blocks of instruction: Gang Awareness; Intelligence; Investigative; Cops in Crisis; Crime Scene Investigation and Attorney General Guidelines.

MONADNOCK EXPANDABLE BATON INSTRUCTOR COURSE

This two-day course will provide instructor certification and training options for the expandable baton. These techniques can be quickly mastered and performed under stress, including baton-assisted subject control skills. MEB certification programs are recognized for straightforward organization, tactical practicality, comprehensive research, defensibility in court and most importantly, consistent technical support. Officers should wear tactical uniforms or suitable athletic clothing, duty belt, baton and holder. Course material will be provided through the Monadnock Police Training Council. DOCUMENT FRAUD FOR LAW ENFORCEMENT OFFICERS This course will assist law enforcement (Patrol Officers as well as Detectives) with training that will enhance their ability to recognize and identify the universe of identity-related documents issued by and relied upon by the MVC and the factors that motivate fraudsters. With emerging technology it has become increasingly difficult to identify fraudulent documents. Students will learn what tools are available to assist them in identifying counterfeit documents by providing “hands on” training and experience in the recognition of fraud as it pertains to documents such as: driver licenses, green cards, passports, birth certificates and social security cards. Participants will learn the newest trends in counterfeiting of drivers licenses by “on-line” manufacturers, which has becoming increasingly common due to the ease in obtaining access to technologies. This course will also review counterfeit as well as genuine NJ inspection stickers, temporary registrations and certificates of title. In addition, this class will review facial recognition technology as it is used by the Motor Vehicle Commission on all images captured as well as the process that is used with the submission of a photo for a “manual upload”. This course will inform students of a cutting edge investigative tool available at the New Jersey Regional Operations Intelligence Center (ROIC). Known as the “Facial Recognition Initiative”, this technology utilizes the Photo Imaging Mugshot System maintained in the New York/New Jersey “HIDTA” program. The repository consists of images from arrested individuals submitted by various law enforcement agencies from New Jersey, New York and Pennsylvania. Currently, MVC staff highly trained in the field of facial recognition has been assigned to the ROIC to assist in this endeavor. In October of 2011, Attorney General Paula T. Dow authorized police departments in New Jersey to purchase and deploy Conducted Energy Devices (CEDs). Attorney General Dow developed the policy for CEDs and approved a training program for law enforcement officers through out New Jersey. Representatives from state and county law enforcement agencies throughout the state have received training to train end users on how to effectively operate the TASER X2. The TASER X2 is the approved CED, which is manufactured by Taser International, Inc. and on the New Jersey Conducted Energy Device (CED) Certification Course which includes instruction on the Use of Force. CLASS SIZE IS LIMITED TO 20 PARTICIPANTS. MIDDLESEX COUNTY ONLY!!! I have fielded several questions from agency executives as well as their respective training coordinators. To adequately train at the “train the trainer” level the student to instructor ratio must remain manageable. This initial standardization is slotted for one (1) officer from each member agency. This brings the class size to thirty (30), which is relatively large for a Senior (Train the Trainer) level course that covers two separate and distinct curriculums and an additional Oleoresin Capsicum (OC) Instructor Course. I am aware of the need for many agencies to add more than the additional one (1) Senior Instructor, this same of course of instruction will be offered multiple times in 2017 to accommodate each agencies training needs. I ask for your patience and understanding as this project takes foothold and we begin the building blocks of training success. MIDDLESEX COUNTY PROSECUTOR’S OFFICE TACTICAL HANDGUN TRAINING CHALLENGE

On Saturday, September 9, 2017, the Middlesex County Prosecutor’s Office will host the Tactical Handgun Challenge at the Police Range in Keasbey, NJ.

Superior firearms training will mean the difference between life and death for a law enforcement officer faced with a deadly force situation. The event will enhance a shooter’s skill set and training through timed fire stages involving accuracy, movement, speed and decision making while under the stresses of competition.

The Challenge will include six different courses of fire. Courses of fire will be broken down into three categories: speed, accuracy and decision making. Each course will be relevant to what a Law Enforcement Officer may encounter during their daily duties.

Scores will be kept for each course of fire. Awards will be given at the end of the day for high score Top Shot (in county municipal competitors), high score Top Shot (State/Federal agencies competitors), and Top Shot Team (combined score of two competitors from the same agency who entered as a team). Team competitors are also eligible for individual Top Shot awards.

TRAFFIC ACCIDENT RECONSTRUCTION This course is designed to enable a well-trained police officer to qualify as an expert and give expert testimony in a court of law relative to the causation factors in motor vehicle traffic crashes. METHODS OF INSTRUCTION This class is a Police Training Commission approved course designed for officers who plan to teach at commission approved police academies and/or in their respective departments. The course is designed to develop teaching and public speaking skills through planned presentations. The participants learn to select appropriate teaching methods, establish goals, prepare performance objectives, and develop and use lesson plans. An overview of the principles of learning, classroom management, and the selection and use of training aids will be discussed. Students are required to successfully complete their presentations to receive certifications. Presentations will be evaluated. MONADNOCK PR-24 INSTRUCTOR This two-day course will provide instructor certification and training options for the PR-24 side handle baton. This training will teach officers how to stop a punch or kick using a PR-24 baton block. Officers will also learn how to effectively restrain a subject using the assistance of the PR-24 baton. Thus, handcuffing a subject’s wrist is quick and safe, standing or prone on the ground. Baton counter-strikes are also taught, but not emphasized as in other baton training systems. PR-24 blocking skills and assisted restraint holds will be the main training focus. Officers should wear tactical uniforms or suitable athletic clothing, duty belt, baton and holder. Course material will be provided through the Monadnock Police Training Council. Current PR-24 Instructors may also re-certify on these dates.

NEW OFFICER SUPPLEMENTAL TRAINING

This three (3) day course is mandatory (but not limited to) all police officers hired in Middlesex County retroactive to January 1, 2010. It is recommended that the officer have at least six (6) months experience prior to attending. Satisfactory completion of this course by new officers must be confirmed and documented within two years of appointment. The respective police department is responsible for certifying completion of training. Written notification including officer’s name, date of hire and date of course completion will be supplied to the Middlesex County Prosecutor’s Office at the close of the calendar year. TACTICAL HANDGUN TRAINING This three day course offers the opportunity to enhance shooting skills and to focus on the dynamic tactical utilization of the handgun for all Law Enforcement Officers. This is an intense three days of hands-on training at the Middlesex County Firearms Range, learning shooting techniques, building confidence and developing tactical shooting skills. Participants must be certified to carry the weapon they use and they must provide their own ammunition. Course content will include strong and support hand shooting, sighted vs. unsighted shooting, engaging multiple threats, shooting on the move, using cover properly, standards drills and understanding ballistics. HIATT HANDCUFFING TECHNIQUES

This two-day course will reinforce the basics of handcuffing. Both top and bottom handcuffing application will be explored. INTRODUCTION TO PATROL RIFLE This four day course will teach students patrol rifle nomenclature, care and cleaning, zeroing of optics and iron sights, ballistics, and ammo selection. Various live fire drills will be conducted including shooting while moving, alternate shooting positions, proper use of cover, support side shooting, utilizing a hand held light with a long gun, reloading drills, malfunction clearing and transitions to a secondary weapon. DOCUMENT FRAUD FOR LAW ENFORCEMENT OFFICERS This course will assist law enforcement (Patrol Officers as well as Detectives) with training that will enhance their ability to recognize and identify the universe of identity-related documents issued by and relied upon by the MVC and the factors that motivate fraudsters. With emerging technology it has become increasingly difficult to identify fraudulent documents. Students will learn what tools are available to assist them in identifying counterfeit documents by providing “hands on” training and experience in the recognition of fraud as it pertains to documents such as: driver licenses, green cards, passports, birth certificates and social security cards. Participants will learn the newest trends in counterfeiting of drivers licenses by “on-line” manufacturers, which has becoming increasingly common due to the ease in obtaining access to technologies. This course will also review counterfeit as well as genuine NJ inspection stickers, temporary registrations and certificates of title. In addition, this class will review facial recognition technology as it is used by the Motor Vehicle Commission on all images captured as well as the process that is used with the submission of a photo for a “manual upload”. This course will inform students of a cutting edge investigative tool available at the New Jersey Regional Operations Intelligence Center (ROIC). Known as the “Facial Recognition Initiative”, this technology utilizes the Photo Imaging Mugshot System maintained in the New York/New Jersey “HIDTA” program. The repository consists of images from arrested individuals submitted by various law enforcement agencies from New Jersey, New York and Pennsylvania. Currently, MVC staff highly trained in the field of facial recognition has been assigned to the ROIC to assist in this endeavor. Along with the instruction, the students will receive reference material to assist in investigations.

SIG SAUER ARMORER’S COURSE This comprehensive multi-gun armorer certification course will prepare students to fully service the complete line of classic Sig Sauer Pistols (P220, P226, P228, P229 and P239) while maintaining the factory warranty. This hands-on program focuses on the mechanical functioning, complete disassembly/reassembly, maintenance, troubleshooting, and field repair of these pistols. Instructors will guide students through each step while encouraging active participation to ensure maximum retention of the material covered. LAW ENFORCEMENT TRAINER (L.E.T.) OPERATORS’*

The Training Center offers twenty-four hour training with the use of the Law Enforcement Trainer. In August 2013, the Middlesex County Chiefs’ of Police Association purchased a new Law Enforcement Trainer. Those departments currently enrolled as members of the Middlesex County Law Enforcement Trainer (L.E.T.) are afforded the opportunity to certify operators on the new equipment as well as utilize the system for supplemental firearms training for problem/difficult shooters. Every department must participate in the training before the department can use the equipment. *Formally referred to as F.A.T.S.

DRIVING SIMULATOR OPERATORS’

The Training Center offers twenty-four hour training with the use of the Driving Simulator. Middlesex County agencies have the opportunity to train individuals to operate the Doron 550 LE Driving Simulator. Those departments currently enrolled as Driving Simulator users are given the opportunity to certify operators as well as utilize the system for supplemental training for problem drivers. Every department must participate in the training before the department can use the equipment. Completion of operators’ training will allow participating agencies the opportunity to schedule and conduct their own driving simulator training at the Training Center. Training for the Driving Simulator and FATS system will be scheduled on an as needed basis. Agencies interested in training their personnel to operate the driving simulator/FATS machines should contact John Kruszka at 732-650-6705. Training will take approximately 3 hours with one hour utilized for instruction and 2 hours for newly trained operators to familiarize themselves with hands on operating of both.

NJ LEARN LEARNING MANAGEMENT SYSTEM

INFORMATION NJ Learn is a complete Learning Management System, managed by the Office of Homeland Security and Preparedness, at no cost to State, County, and Local First Responder Agencies. It is available to sworn Law Enforcement officers, certified Emergency Medical Technicians, and Level one certified Firefighters. Its capabilities include web accessible Standardized Training of Online courses, Course Catalog Registration process, a Digital Resource Repository, Communications capability, and a Reporting Management System. Permission based, users can request and take courses, tests, and surveys. The designation of supervisor in NJ Learn is generally given to agency training officers; specifically those who will manage user accounts in NJ Learn for others from the same jurisdiction. Supervisors can manage requests and approvals, course assignments, and training records of users assigned to them. Users are assigned to, and managed by one NJ Learn supervisor at a time. A supervisor cannot manage their own account. Any user can be assigned the supervisor permissions. The training for those permissions is composed of an introduction to NJ Learn and its capabilities, demonstration of the supervisor functionality, and hands on training in those functions. MANDATORY IN-SERVICE LAW ENFORCEMENT TRAINING THROUGH NJ LEARN

BLOODBORNE PATHOGENS

The following Bloodborne Pathogens Training meets the Federal Occupational Safety and Health Administration (OSHA) Standard, 29 CFR 1910.1030, which was adopted by the New Jersey State Public Employees Occupational Safety and Health (PEOSH) Program. Training must be provided at the time of the emergency responder’s initial employment and at least annually thereafter.

The standard requires that emergency responders have access to a qualified trainer while taking on-line training to allow for interactive questions and answers, if needed. This requirement can be met via telephone contact or through email only if the trainer is available to answer emailed questions at the time the questions arise (e.g., live chat). It is the responsibility of each department’s/agency’s chief executive to provide their members with the name, contact information and work hours of the qualified trainer designated to assist with any questions.

The standard also requires that emergency responders are provided with an explanation of the department’s/agency’s written exposure control plan, as well as the means by which members can obtain a written copy. It is the responsibility of each department’s/agency’s chief executive to provide this information to its members. It is critical that each emergency responder knows what to do in the event of an exposure and to be able to articulate their department’s/agency’s exposure control plan.

If the emergency responder has questions relating to any training or modifications made to existing procedures, they should consult with their designated qualified trainer, supervisor, and/or appropriate legal advisor.

MANDATORY IN-SERVICE LAW ENFORCEMENT TRAINING THROUGH NJ LEARN

DOMESTIC VIOLENCE The purpose of this program is to provide law enforcement officers with a general overview of laws and policies in the State of New Jersey. Taking this course satisfies the four-hour requirement annual domestic violence training requirements set forth in N.J.S.A. 2C:25-20. However, County Prosecutors may require police officers to participate in additional domestic violence training.

HAZARDOUS MATERIALS

This 2013 Hazardous Materials Awareness Refresher on-line training course is provided to fulfill the OHSA annual refresher mandate for first responder hazardous materials awareness.
