STC Chair Wyett called the meeting to order at 9:05 a.m.

Chair Wyett asked for a moment of silence in memory of MDOT associates Dory Drouillard

and Gregg Plenar.

He recognized and congratulated Director Steudle for being named one of Crain’s Detroit

Business Newsmaker of the Year for 2016.

Michigan Aeronautics Commissioner – Russ Kavalhuna, Chairman

MAC Chair Kavalhuna welcomed everyone and noted that the joint meeting is a good

interaction between the two commissions and hopes to continue the tradition. Each MAC

and STC commissioner introduced themselves, along with other staff members.

II. PRESENTATIONS

Michigan Department of Transportation Director’s Report – Kirk Steudle

Director Steudle welcomed everyone and began by reporting on the recently released

21st Century Infrastructure Commission Report. The report includes roads, bridges,

airports, ports, transit, water, wastewater, energy, and broadband and can be found at

www.miinfrastructurecommission.com/.

He spoke about the recently signed into law SB 992, the Unmanned Aerial Systems (UAS)

Act. Public Act 436 of 2016 establishes a task force chaired by MDOT to develop

statewide policy recommendations on the operation, use, and regulation of UAS.

Director Steudle gave an overview of the Planet M promotion for autonomous vehicle

research and development in Michigan. Infrastructure is being installed at the Willow Run

plant where the American Center for Mobility is being built for the testing and certification

of autonomous cars.

In closing, the Director cited a quote by the governor: “Michigan is the global center for

automotive technology and development. By establishing guidelines and standards for self-

driving vehicles, we’re continuing that tradition.”

Office of Aeronautics Report – Michael Trout

Mr. Trout welcomed everyone and thanked Director Steudle for his presentation and

highlighting the newly enacted UAS bill. The task force will be an opportunity to create

synergy, along with the autonomous vehicle research and development in Michigan.

Mr. Trout spoke about the MAC Annual Report to the governor. The report highlights

programs administered by the Office of Aeronautics, such as the Airport Improvement

Program, All-Weather Airport Access Program, Airport Loan Program, Air Service Program,

and more. Reference was made to the list of statistics showcasing some of the many

activities that the office is involved with. Also, mentioned in the report is the recently

updated Policy Plan for Michigan Air Service. The plan supports primary airports across the

state in terms of training needs and capital investments. The MAC Annual Report can be

found at www.michigan.gov/aero, select Aeronautics Commission.

Mr. Trout talked about the Michigan Aviation System Plan (MASP) that is currently being

updated. The plan consists of a study of the system of airports in the state, which is

recommended in the transportation section under aviation in the 21st Century Infrastructure

Commission Report. Another important element of the plan is the economic benefit

component where the MASP will capture the value of aviation in Michigan. The

consultant (Mead & Hunt) and staff have reached out to airports obtaining information

regarding businesses, services, employment, etc. Realizing the impact is in the billions of

dollars, the Office of Aeronautics is looking to have a firm dollar amount and basis for such

a figure. The target date for completion of the MASP is late spring/early summer.

Mr. Trout highlighted two upcoming events:

Michigan Airport Conference – February 22-23, East Lansing

Michigan Business Aviation Association Legislative Day – March 14, State Capitol

MAC Chair Kavalhuna asked if anyone would like to make a public comment. There were

no public comments.

Chair Wyett announced for next year 2018 joint meeting MDOT will meet first and the joint

meeting will follow with lunch being provided so the two groups can get to know each other.

II. COMMISSION BUSINESS

Minutes of September 22, 2016, Commission Meeting

Chair Wyett requested a motion regarding approval of the minutes for the last State

Transportation Commission meeting. Commissioner Hayes made a motion to approve and

Commissioner Moser supported. Chair Wyett led a voice vote; all members present voted

in favor; motion to approve carried.

Office of Commission Audits (OCA) Update – Jack Cotter

Mr. Cotter congratulated Chair Wyett and Commissioner Moser on their seventh year of

service with the State of Michigan. He welcomed ShuKeyna Thurman as the new senior

executive management assistant (SEMA) for OCA/STC, and thanked Mike Trout along with

his team for their help with the joint STC/MAC meeting. Mr. Cotter proceeded to give an

overview of OCA continuance to provide review efforts regarding agreements, proposals,

compliance by selected MDOT vendors, and knowledge as to how well MDOT is meeting

expectations in MDOT-selected higher risk areas. No motion required.

Chair Wyett congratulated Mr. Cotter on the improvement he’s observed within MDOT and

OCA in the six years he’s been commissioner.

Tribute Resolution

Chair Wyett read a resolution tribute to Randel VanPortfliet to recognize him for 39-and-a-

half years of valuable contributions to State transportation. [The resolution is posted on the

Commission website, www.michigan.gov/transcommission.] Chair Wyett requested a

motion regarding approval of the resolution. Commissioner Hayes made a motion to approve

and Commissioner Moser supported. Chair Wyett led a voice vote; all members present

voted in favor; motion to approve carried.

Exhibit A: Contract Agreements – Myron Frierson

Mr. Frierson presented information on 4 agreements. Pending any questions, Mr. Frierson

asked for approval of Exhibit A.

Exhibit A-1: Bid Letting Pre-Approvals – Myron Frierson

Mr. Frierson presented information about Letting Statistics and Exhibit A-1. Projections thru

January 2017 consist of 101 state jobs and a total construction cost estimate of $473 million.

Compared to a similar period last year 2016; 98 state projects were bid and take low bids of

$255 million. The difference between those two numbers were two projects, I-75 Rouge

River Bridge was $149 million and US-23 project was $91 million. MDOT is still receiving

a lot of competition on projects, averaging about five bids per project. In terms of delivery,

Mr. Frierson stated they’re on schedule by 98 percent of what’s planned to be let through

January has been let compared to the same pace as this time in 2016. Upcoming February

lettings are currently advertising 64 projects at a total value of $146 million. Exhibit A-1

lists 48 projects. Pending any questions, Mr. Frierson asked for approval of Exhibit A-1.

Chair Wyett complimented Myron on all the great feedback he’s received from the people

of the state of Michigan regarding the work on I-275.

Exhibit A-2: Letting Exceptions – Brad Wieferich

Mr. Wieferich provided information on 4 projects that were over the engineer’s estimate or

had only one bidder. Justification memos were provided also for 4 these projects where/as

the low bid exceeded the engineer’s estimate by more than ten percent; the Office of

Commission Audits has reviewed. Pending any questions, Mr. Wieferich asked for approval

of Exhibit A-2.

Chair Wyett requested a motion regarding approval of Exhibit A-2. Commissioner Moser

made a motion to approve and Commissioner Heartwell supported. Chair Wyett led a voice

vote; all members present voted in favor; motion to approve carried.

Exhibit A-3: Information for the Commission – Myron Frierson

Mr. Frierson provided information on a rejected low bid regarding findings of an unbalanced

low bid. Mr. Frierson said they’ll move forward with a new low

bidder. Chair Wyett inquired what the meaning of an “unbalanced” low bid is. Mr. Frierson

replied in terms of the actual bid, the quantities are inaccurate or the contractor has front

loaded their bid prices so they can get their cash earlier in the project. Bids can be

mathematically unbalance or materially unbalanced. The department has an unbalanced bid

review process where bids over $5 million and randomly selected bids are reviewed. MDOT

calculates the risk to the department and whether or not it’s a situation where that bid isn’t

truly the low bid or the bid will create a situation where project management staff may have

to exhort a lot more effort trying to manage that bid. Mr. Frierson stated this was a process

they adopted several years ago. Chair Wyett thanked Myron for his explanation. No motion

required.

Exhibit B: Construction Contracts – Jason Gutting

Mr. Gutting presented information about Exhibit B, which included cost comparison

information about contracts that were recently finalized.

For MDOT projects in September thru December, 117 projects totaling $224 million

were finalized; 10 of those were more than 10 percent over original contract amounts,

and 68 projects came in under original contract amounts. For September, October,

November and December, final contract costs respectively averaged 2.77, -5.57, -1.52,

and 12.31 percent over the original contract amounts. In calendar year 2016, closed out

MDOT projects have totaled $704 million and averaged 2.04 percent over original

contract amounts.

For local agency projects in September thru December, 47 projects totaling $108 million

were finalized; 12 of those were more than 10 percent over original contract amounts,

and 90 projects came in under original contract amounts.

Reasons for additional project costs were provided in the meeting materials for 5 MDOT and

12 local agency projects that exceeded their original contract amounts by more than 10

percent. No motion required.

IV. INFORMATIONAL REPORTS

Director’s Agenda, January 12, 2017 – Myron Frierson

State Administrative Board Agenda, September 12, 2016 – Myron Frierson

The Director’s Agenda covers memos of understanding with no dollar amounts, revenue

agreements, and small dollar amount agreements. The State Administrative Board (SAB)

Agenda covers service contracts in excess of $250,000 and construction contracts in excess

of $500,000. Some items on the SAB agenda, primarily in the area of construction contacts,

have previously been submitted to and approved by STC. These two documents are included

in the meeting packet, which is posted on the Commission website, in order to inform the

public about all types of MDOT bidding activity. No motion required.

V. PRESENTATIONS

MDOT Tribal Government Liaison – Stuart Lindsay

Mr. Lindsay presented the 2016 Tribal Update Report to the Commission. In his summary

presentation of this annual report Mr. Lindsay highlighted the 2016 Michigan

Intergovernmental Transportation Meeting with Tribal, federal, state, regional and local

transportation planners and engineers, and Tribal government participation in developing

the 2040 State Long Range Transportation Plan; as well as, collaborative project work with

Tribal governments on road infrastructure, non-motorized and environmental projects. Mr.

Lindsay also noted ongoing cultural enrichment initiatives with the Tribes, Pure Michigan

and Michigan Department of Natural Resources to support the traveling public’s interest the

culture and history of Michigan’s travel routes and recreational destinations.

Transportation Asset Management Council Chairman – Joanna Johnson

Mrs. Johnson presented an update of Transportation Asset Management, which highlighted

some projects and activities that the Council has been involved in and plans for the future.

Ms. Johnson gave an overview of the Councils budget, which she stated has remained the

same. She also thanked Roger Belknap, Asset Management Coordinator, who was in

attendance along with Asset Management Council members Brad and Dave. Ms. Johnson

stated Roger has been very instrumental in improving the council’s communication efforts.

Commissioner Hayes inquired does all cities and villages have approved asset management

plans. Ms. Johnson answered no, they just have to be in compliance but all do not have an

asset management plan. Commissioner Hayes is there a role for MDOT in providing or

encouraging the use of asset management plan. Ms. Johnson replied the templates are

available and her office will be increasing that education this year showing how it works.

VI. PUBLIC COMMENTS

Bruce Driven, Monroe County

Interested in finding out more information regarding the I-75 Rouge River Bridge project.

Director Steudle informed Mr. Driven, MDOT personnel will connect him with Metro

Region personnel. Commission Advisor Browne will follow-up to make sure the

information is handed off to Mr. Driven.

The following contracts are being submitted for approval. The appropriate documents will be approved by the

Attorney General and comply with all legal and fiscal requirements prior to award.

CONTRACTS

1. HIGHWAYS (Development Services) – Resolution “A” (Release of Limited Access)

Tract 1468, Control Section 77024, Parcel 523, Part A.

The subject tract is located in Township of Mussey, St. Clair County, Michigan, and contains

approximately 53.91 lineal feet. The property was appraised by Mark Bollinger on December 8, 2016,

at $100,000. The appraisal was reviewed by Dave Ricard on January 17, 2017, at the amount of

$100,000. The tract was approved for sale by Teresa Vanis, Program and Property Management Unit

Supervisor, Development Services Division, on January 18, 2017, at the amount of $100,000. Love’s

Travel Stops and Country Stores, Inc., the abutting owners, have requested that MDOT release limited

access for access to their new location. They have submitted an Application to Purchase and Agreement

of Sale and a check in the amount of $10,000, which represents a 10 percent bid deposit. The release of

limited access was approved by MDOT and the Federal Highway Administration.

13. PASSENGER TRANSPORTATION - Section 5307 Program

Project Authorization (32) Revision (6) under Master Agreement (2007-0162) between MDOT and the

Ann Arbor Area Transportation Authority (AAATA) will extend the authorization term by six months to

provide sufficient time for AAATA to complete the last project. The federal grant requires that one

percent of the funds be spent on transit enhancement projects. The planned transit enhancement projects

came in under budget, so another project has been added to the grant. This project, an art mobile for the

Blake Center lobby, has been sent out for a request for proposals and should be completed in the next six

months. The original authorization provides state matching funds for AAATA’s FY 2011 Federal

Section 5307 Urbanized Area Formula Capital Program grant for revenue vehicles, capital maintenance

equipment, computer equipment, support vehicles, capital cost of contracting, preventative maintenance,

enhancement, planning, and facility renovation. The revised authorization term will be

September 20, 2011, through September 19, 2017. The authorization amount remains unchanged at

$19,633,589. The toll credit amount remains unchanged at $39,529. The term of the master agreement

is from October 1, 2006, until the last obligation between the parties has been fulfilled. The master

agreement includes authorizations for program years FY 2007 through FY 2011. Source of Funds:

14. PASSENGER TRANSPORTATION - Section 5310 Program

Project Authorization (16) Revision (4) under Master Agreement (2012-0129) between MDOT and the

Mass Transportation Authority (MTA), in Genesee County, will provide an additional $1,382 in federal

funds and $345 in state matching funds for the purchase of a replacement bus. MTA reallocated federal

funds from an operating project, for which the state does not provide a match, to a replacement bus. The

original authorization provides state matching funds for MTA’s FY 2013 Federal Section 5310 Elderly

and Persons with Disabilities Program grant for the purchase of a bus and bus equipment. The

authorization term remains unchanged, September 25, 2015, through September 24, 2019. The revised

authorization amount will be $787,466. The term of the master agreement is from October 1, 2011, until

the last obligation between the parties has been fulfilled. The master agreement includes authorizations

for program years FY 2012 through FY 2016. Source of Funds: Federal Transit Administration Funds -

15. PASSENGER TRANSPORTATION - Section 5307 and Section 5339 Programs

Project Authorization (28) Revision (2) under Master Agreement (2012-0129) between MDOT and the

Mass Transportation Authority (MTA), in Genesee County, will provide additional state funds of

$550,000 from the Michigan Department of Talent and Economic Development (MDTED) and

$550,000 from the Michigan Department of Health and Human Services (MDHHS) for the Job Access

and Reverse Commute (JARC) line item and will add required authorization language. The original

authorization provides state matching funds for MTA’s FY 2016 Federal Section 5307 Urbanized Area

Formula Program and FY 2016 Federal Section 5339 Bus and Bus Facilities Formula Program grant for

buses, facility renovation, hardware, software, spare parts, shop equipment, preventive maintenance, bus

shelters, signage, security equipment, and transportation to work operating assistance. The JARC line

item provides work-related transportation to Genesee County residents accessing jobs in the counties of

Oakland, Livingston, Lapeer, Saginaw, Washtenaw, and Genesee. The authorization term remains

unchanged, July 25, 2016, through July 24, 2020. The revised authorization amount will be

$10,369,669. The term of the master agreement is from October 1, 2011, until the last obligation

between the parties has been fulfilled. The master agreement includes authorizations for program years

FY 2012 through FY 2016. Source of Funds: Federal Transit Administration Funds - $7,253,735;

FY 2016 State Restricted Comprehensive Transportation Funds - $2,015,934; MDTED Funds -

$550,000; MDHHS Funds - $550,000.

16. *PASSENGER TRANSPORTATION - Increase Services and Amount, Extend Term

Amendatory Contract (2015-0313/A4) between MDOT and Indian Trails, Inc., in Owosso, Michigan,

will extend the contract term by one year and will increase the contract amount by $2,800,000, including

$1,400,000 in federal funds and $1,400,000 in state funds, for the continued operation of five intercity

bus routes. The revised contract term will be August 1, 2015, through July 31, 2018. The revised

contract amount will be $6,885,260. Source of Funds: Federal Transit Administration Funds -

17. PASSENGER TRANSPORTATION - Marine Capital

Project Authorization (1) under Master Agreement (2017-0018) between MDOT and the Beaver Island

Transportation Authority (BITA) will provide 90 percent state marine capital funds for improvements to

the Beaver Island Ferry System, which provides marine passenger service between Charlevoix and

Beaver Island. Project items will include the purchase of a cutaway bus, facility improvements, tunnel

and bow thruster redesign, docking lights, security cameras, fault and slave bearings, and interior and

exterior improvements. The authorization will be in effect from the date of award through three years.

The authorization amount will be $222,222. The term of the master agreement is from October 1, 2017,

until the last obligation between the parties has been fulfilled. The master agreement includes

authorizations for program years FY 2017 through FY 2021. Source of Funds: FY 2017 State

Restricted Comprehensive Transportation Funds - $200,000; BITA Funds - $22,222.

18. PASSENGER TRANSPORTATION - Marine Capital

Project Authorization (3) under Master Agreement (2017-0047) between MDOT and the Eastern Upper

Peninsula Transit Authority (EUPTA), in Chippewa County, will provide 90 percent state marine capital

funds for vessel system upgrades to the St. Mary’s River Ferry System, which provides marine

passenger service between Sault Ste. Marie and Sugar Island, between Barbeau and Neebish Island, and

between DeTour and Drummond Island. Project items will include a replacement service truck, a

replacement administrative vehicle, equipment upgrades for all ferries, dock repairs and maintenance,

and marine support and shop equipment items as needed. The authorization will be in effect from the

date of award through three years. The authorization amount will be $222,222. The term of the master

agreement is from October 1, 2016, until the last obligation between the parties has been fulfilled. The

master agreement includes authorizations for program years FY 2017 through FY 2021.

Source of Funds: FY 2017 State Restricted Comprehensive Transportation Funds - $200,000; EUPTA

Funds - $22,222.

19. PASSENGER TRANSPORTATION - Section 5339 Discretionary Program

Project Authorization (4) under Master Agreement (2017-0092) between MDOT and the Mass

Transportation Authority, in Genesee County, will provide state matching funds for the FY 2016 Federal

Section 5339 Bus and Bus Facilities Discretionary Program grant for the purchase of up to 32 large

buses, for education, and for training of staff. The authorization will be in effect from January 6, 2017,

through January 5, 2021. The authorization amount will be $16,000,000. The term of the master

agreement is from October 1, 2016, until the last obligation between the parties has been fulfilled. The

master agreement includes authorizations for program years FY 2017 through FY 2021. Source of

Funds: Federal Transit Administration - $12,800,000; FY 2017 State Restricted Comprehensive

Transportation Funds - $3,200,000.

20. RAIL –Time Extension

Amendatory Contract (2012-0237/A2) between MDOT and the City of Ann Arbor will extend the

contract term by 21 months to provide sufficient time for the City to complete the National

Environmental Policy Act (NEPA) work on this project and proceed with the preliminary engineering

work outlined in the statement of work. The original contract provides federal funding under the

American Recovery and Reinvestment Act of 2009 (ARRA) and local matching funds for the

performance of preliminary engineering work and the preparation of environmental documentation for

the new Ann Arbor Intermodal Passenger Station. The revised contract term will be June 28, 2012,

through December 31, 2017. The contract amount remains unchanged at $3,508,000. Source of Funds:

21. *RAIL - Increase Amount

Amendatory Contract (2016-0415/Al) between MDOT and the National Railroad Passenger Corporation

(Amtrak) will provide additional funds in the amount of $17,642,132 to provide for the continued

operation of intercity rail passenger service for the continuation period of October 1, 2016, through

June 30, 2017. The original contract provided financial assistance for the use of Amtrak equipment

pursuant to Section 209 of the Passenger Rail Investment and Improvement Act of 2008 (PRIIA), and

for the daily operation of intercity rail passenger service between Port Huron, Lapeer, Flint, Durand,

Lansing/East Lansing, Battle Creek, Kalamazoo, Dowagiac, and Niles, Michigan, and Chicago, Illinois;

between Grand Rapids, Holland, Bangor, St. Joseph/Benton Harbor, and New Buffalo, Michigan, and

Chicago, Illinois; and between Pontiac, Birmingham, Royal Oak, Detroit, Dearborn, Ann Arbor,

Jackson, Albion, Battle Creek, Kalamazoo, Dowagiac, Niles, and New Buffalo, Michigan, and Michigan

City, Indiana, Hammond-Whiting, Indiana, and Chicago, Illinois. The contract term is October 1, 2015,

through September 30, 2016. The continuation period is from October 1, 2016, through June 30, 2017.

The revised contract amount will be $26,013,008. Source of Funds: FY 2016 State Restricted

Comprehensive Transportation Funds - $8,370,876 and FY 2017 State Restricted Comprehensive

Transportation Funds - $17,642,132.

MARCH 3 and 8, 2017

STATE PROJECTS OVERVIEW

The March 3 and 8, 2017, bid lettings, included 41 State trunkline projects with $99.0 million in total engineer

estimates. The low bids received totaled $87.9 million. The average low bid received for the State trunkline

projects let was $2.1 million and the median of $1.2 million. Of the State projects let, 21 included warranties

with $70.7 million as the low bid total. The 41 State projects received a total of 125 bids. In comparison to the

March 2016 letting totals, 47 State projects were let with total engineer estimates of $201.0 million and low bid

dollars of $184.4 million. The State projects of the March 2016 projects received a total of 135 bids.

For fiscal year 2017 to date, 176 State trunkline projects have been let with a low bid total of $662.97 million.

Compared to the same period last year, 177 State projects were let with the low bid total of $512.0 million.

PROJECTS BID SUMMARY

The total number of bids received for the 81 projects let on March 3 and 8, 2017, was 350. The average number

of bids received per project was 4.32. The March 15, 2017, letting has not been held yet.

There was one Local area project postponed from the March 3, letting and currently, there is currently one Local

project for which all bids have been rejected.

Of the 136 contracting companies eligible to submit bids for the March 3 and 8, lettings, 112 submitted at least

one bid.

JOB PROJECTIONS

Job projections are State trunkline jobs specific in category and are classified under the work groups of road,

bridge, and traffic and safety.

The list of jobs projected to be let during FY 2017 was updated on 03/14/2017 to include a total of 333 State jobs

with a total of $1,095.9 billion in construction cost estimates.

For fiscal year 2017 through March, 84.4% of State jobs anticipated for this period have been let using

75.5% of the projected cost estimates. For the same period of FY 2016, 98.2% of State jobs were let using

107.7% of the projected construction costs.

UPCOMING LETTING STATS

The March 15, 2017, Special Letting is advertising two Design|Build State projects with an estimated value of

$25.9 million. The two projects advertised for this special letting include warranties.

The letting scheduled for April 7, 2017, is currently advertising 17 State trunkline projects with a total engineer

estimate of $36.0 million. Of the 17 State projects, 10 include warranties with total engineers’ estimates of

$19.2 million. In addition to the State projects advertised for this bid letting, there are currently 25 Local area

projects scheduled to be let with an estimated total of $37.1 million.

There are no projects advertised for the April 12, 2017, Special Letting at this time.

Reason #1: CM #9 added the construction of a Multi-Use Lane (MUL) superstructure to the existing

bridge construction. At the time of letting, the MUL superstructure was designated on the plans as

future construction. The estimated cost for adding the MUL superstructure to the current contract,

using existing unit prices plus necessary adjustments, was $11.58 million. Adding the MUL to the

current contract saved MDOT added time and cost. The cost of letting a separate contract after the

current contract work has been completed, and the roadway and structure has been opened to traffic,

was estimated at $15.4 million. This is $3.8 million more than the current proposal and includes

additional remobilization, additional haul routes, and obtaining necessary permits. Completing the

MUL with the original plan allowed the work to be completed without additional haul route construction

and under the existing permits. In addition, MDOT’s customers would have incurred significant user

delay costs, on the order of $6 million, if MDOT were to build the facility after the bridge was opened to

traffic.

contractor.

Reason #1: CM #1 & #3 include increases of $53,206.65 for removal and replacement of existing

curb and gutter. Of this amount $8,471.60 was 100% funded by Ingham County Road

Commission to construct a new private commercial driveway approach per request of the property

owner. The remaining $44,735.05 was used to replace additional broken and/or settled curb and

gutter identified during construction that was not in the plans because it was unforeseen during

the design process.

Reason #2: CM #2 & #3 included increases of $55,558.66 for Subgrade Undercutting, Type I, and

Biaxial Geogrid used to correct failing subgrade conditions that developed during construction.

The existing HMA was crushed and shaped according to the plans but soft subgrade areas were

discovered as loaded trucks drove over it during construction.

condition was worse than anticipated. This work was necessary to correct all deep surface repair

areas and seal the bridge surface to prevent infiltration of salt and water to preserve the structure.

Reason #2: CM #1 includes an increase of $41,548.39 for the Addition of Beam Supports & CM

#2 includes an increase of $26,059.16 for Alternate Beam Support Fabrication. These items were

needed to address support and suspension beams that had severe section loss to the lower beam

flange. A new suspension system was needed to properly support the severely deteriorated

beams during pin and hanger replacement due to the section loss experienced after cleaning of

these beams.

Reasons 1-2 account for $120,107.55, or 73% of the total project cost increases.
