INVITATION FOR BIDS (IFB)
Date: [of issue of invitation] from the publication of Tender Notice through DGPR/PPRA website at
29-09-2021 up to 2:00 pm.

1. The Metropolitan Corporation Gujranwala has approved funds under Repair /Maintenance head
/ ADP 2019-20for this development project and intends to apply part of the funds to cover eligible
payments under the Contract for_________________________________. Bidding is open to all bidders
from eligible Contractor/Bidder who have registered in relevant category in Metropolitan Corporation
Gujranwala or any other Local Government of Gujranwala Division and as per conditions mentioned in
the tender notice.
2. The Metropolitan Corporation Gujranwala invites sealed bids from eligible bidders for the Laying of asphaltic / PCC/RCC Patch Works, repair of Gully Grating/ Manholes including all required items as per site conditions
/ requirement, on items execution / rate basis, on Different Roads / streets of Metropolitan Corporation Gujranwala.(Need Based,
Framework contract).
3. Bidding documents (and additional copies) may be purchased from the office of Metropolitan
Officer (Infra.)during the office hours for a nonrefundable fee of Two Thousands(Rs. 10,000/-)Pak
rupees for each set of tender document/each scheme in accordance with C&W notification for tender
fee(s). Interested bidders may obtain further information from the office of Metropolitan Officer
(Infra.), Metropolitan Corporation Gujranwala.
4. The application for issuance of Tender Bidding Document up to dated 29-09-2021, up to
2:00 pm and will be received on 30-09-2021 at 2:00 PM and opened on same day at 2:30 PM in the
Hall of Metropolitan Corporation, Gujranwala.
5. Bids shall be valid for a period of Sixty (60) days after bid opening and must be accompanied
with bid security of 5% of estimated amount in shape of CDR in favor of Administrator, MC
Gujranwala and shall be delivered to the office of Metropolitan Officer (Infra.), Gujranwala along with
tenders. The same will be opened in the presence of the bidders who wish to attend.
6. All bidders shall be required to submit their qualification information i.e. valid registration
certificate in the relevant category, registration of Contractor/Bidder in the Local Governments
Gujranwala Division, Gujranwala, valid PEC certificates, at the time of issuance of tenders in relevant
categories as specified in the bidding documents. This information shall be used to establish through
qualification whether the bidder is qualified to perform the work. Moreover,

Metropolitan Corporation Gujranwala along with their bids, as mentioned in the Bidding Documents. If
the bid submitted by the bidders did not include the Bid Security in the correct format, for the specified
amount or with the required validity, the Bid will be declared as non-responsive and will not be
considered for further Financial Evaluation and codal formalities.
8. Bids are required to be submitted on item rates / percentage at par or below on approved
estimated amount in case of schedule rates (on the basis of Composite Market Rates System by Finance
Department, Govt. of the Punjab with percentage at par or below the estimated cost) and the rates and
amounts (in Rupees) must be filled by the bidder in figure as well as in words for each item in the Bill of
Quantities (Bid Schedule) and provide a total price. Non-compliance may result in rejection of bid.
9. Bidders should give their best and final price in their bids as no negotiations are allowed as
PPRA guidelines.

10. As provided in the bidding documents, bidders engaged in corrupt or fraudulent practices will be
declared ineligible/blacklisted, either on indefinitely period or for
a period of time declared by the Administrator, MCS for a contract awarded, financed by the
Metropolitan Corporation Gujranwala and all other department(s) through notifications by MC
Gujranwala and Pakistan Engineering Council in accordance with PPRA guidelines.
11. Tender documents can be obtained from the date of publication of invitation to Bids in the
Newspaper / PPRA Website from the office of Metropolitan Officer (Infra.) on written request
accompanied with attested copies of enlistment / up to date renewal letter, PEC License of
relevant clause relating to the above works, Identity Card of Contractor/Bidder Director of the
firm along with registered power of attorney and on payment of prescribed tender fee in the form
of CDR/Bank Draft from any scheduled Banks.
12. Signature of Contractor/Bidder must be affixed on BOQ/Bid Schedule issued by MC Gujranwala
and tender rates and amounts should be filled in figures as well as in words. Tenders should be
signed as per general directions given in the bid documents. No negotiation on tender rates will
be acceptable after the opening of tenders.
13. Tenders will be received in the office of Metropolitan Officer (Infra.), Metropolitan Corporation
Gujranwala and will be opened simultaneously on fix date and time by the respective tender
opening committee at the above venue in the presence of intending Contractor/Bidder who wish
to participate/present or their representatives at the time of opening of tenders.
14. Conditional tenders and tenders not accompanied with; earnest money at 5% of the estimated
cost in shape of CDR of any schedule Bank and will not be entertained.
15. The procuring agency may reject all bids or proposals at any time prior to the acceptance of bid.
The procuring agency shall upon request communicate to any bidder, the grounds for its
rejection of all bids or proposal, but shall not be required to justify those grounds. In case of any
clerical mistake the tender will be review as per PPRA Rules, 2014.
16. The Contractor/Bidder/Bidders having registration with the Federal Board of Revenue& Punjab
Revenue Authority having valid NTN & PRA Numbers can only participate in Tender process.
17. Fake / doubtful / conditional & over written Tenders will not be acceptable.
18. All the prevailing taxes levied in country like PST, Income Tax, etc. as per prevailing will be
deducted from the bill of Contractor/Bidder/Bidder, accordingly.
19. The execution / completion of work will be strictly in accordance with the specification approved
design / drawing and requirement of contract agreement to the entire Estimate (satisfaction) of
Metropolitan Corporation Gujranwala which shall be whole responsibility of the contactor. The
work shall be executed in accordance with the PLG Works Rules, 2017 wherever these rules
(PLGA Works Rules, 2017) remain silent; the B&R code will prevail. The lowest
Contractor/Bidder/Bidder who shall awarded the contract after completion of codal formalities
shall bound to submit invoices, gate passes, requisite laboratory tests of tuff tiles, sewerage pipes
and water supply pipes before submitting payments for his work before MC Gujranwala, in case
any earthwork shall involve the requisite compaction test from any govt. approved laboratory
shall must be accompanied with the submission of bills by the Contractor/Bidder.
Contractor/Bidder shall liable to provide all type of machinery at the time of construction
required, no payment for the machinery and the test(s) shall be made to the Contractor/Bidder
against machinery and test(s) for the work.
20. Furthermore, the bid documents can be obtained from the office of Metropolitan Officer (Infra.)
immediately, after publication of this tender notice till the closure of office time as mentioned
through wide publication in newspapers and PPRA website.

Instructions to Bidders Clause Reference
(1.1) The Administrator, Metropolitan Corporation Gujranwala, is
Competent Authority.
(1.2) The “Metropolitan Corporation Gujranwala” means Local Government
established under PLG Act, 2019 which, as of the date of issue of the
bidding documents has approved by the Competent Authority of
Metropolitan Corporation Gujranwala.
(1.3) The Project is ADP of Metropolitan Corporation Gujranwala for the year
2019-20. The project is focused on strengthening of systems and
governance improvement for enhanced service delivery.
(1.7)
The original bidding document are required to be completed and
submitted to office within prescribe schedule and time.
(1.8) The Contract is not subject to price adjustment in accordance with of the
Conditions of Contract.
(1.9) The period of Bid validity shall be sixty (60) days after the deadline for
Bid submission specified in the Bidding Data.
(1.10) The amount of Bid Security shall be 5% of Estimated Cost.
(1.11) Alternative proposals to the requirements of the bidding documents will
not be permitted.

above the 05 million and shall be refunded after the expiry of the defect liability
period, on satisfaction of work is in good condition.

5. All the terms and condition of the tender/bid documents will be complied as part of
contract.
6. All the prevailing taxes levied in country like as Income Tax, etc. will be deducted

AGREEMENT

therein in conformity in all respects with the provisions of the Contract.
3. The MC Gujranwala hereby covenants to pay the Contractor/Bidder in consideration
of the execution and completion of the Works.
4. The 2nd party will provide / supply of the said items OR execute said work within
_____________, as per specifications provided in Estimate and Supply / Work order

advertisement.
5. The firm / 2nd party will be bound to abide by all the Govt. Laws, Rules and
Instructions on the subject concerned.
6. All the taxes, Income Taxes etc. will be the responsibility of 2nd party. The payment
of P.S.T, PRA tax and income tax as per Government procedure and practice in
vogue into account of concerned department will be the sole responsibility of Firm.
7. The Firm will supply the items/execute work as per approved specification and up to
entire satisfaction of authorities of M.C. Gujranwala. In case of sub-standard work /
supply, the payment will not be made till the correction of work at site. The bidder
shall have no right of payment in case of defective and sub-standard work.
8. In case of any excess payment due to calculation or any reason the firm will bound to
deposit amount of excess payment.

9. The terms and conditions of advertisement, bidding documents and supply / work
order issued by this office will be considered as an integrated part of this agreement.
10. The provision of Rules provided in Punjab Local Government Works Rules, 2017,
Punjab Local Government Contract Rules, 2017 and PPRA Rules, 2014 will deem to
be the part of this contract agreement.
11. All terms and conditions mentioned in contract document of Punjab Government
shall apply except, any advance to Contractor/Bidder and escalation clause.

Letter of Acceptance.

The Contractor/Bidder shall submit a work schedule Program for the
Work within fifteen (15) days of delivery of the Letter of Acceptance
keeping in view the gestation period/completion time as per work
order.
In case of any equipment, procured Contractor/Bidder will bound to
provide training and manuals.
Field test and quality of work where required will be verified by the
Top Supervision Consultant i.e. UET, PCSIR, PHED (Laboratory),
Highway (Laboratory), etc.
The Site Possession Date shall be Seven (7) days after issuance of the
Letter of Acceptance.
The Site is located at ____________________________________and
is defined in site plan.
The Defects Liability Period is06 month (180 days) if 60 days or 01
year depending upon the agreement cost, below 05 millions and
above 05 millions, respectively.
The language of the Contract documents is English.
The law that applies to the Contract is the law of Islamic Republic of
Pakistan which includes the following legislation:

The PPRA Rules-2014.
Institution whose arbitration procedures shall be used is the Court of
Law of Pakistan.
Appointing Authority for the Adjudicator/arbitrator: The
Administrator, MC Gujranwala.
Arbitration will take place in accordance with the Arbitration Act
under the law of Islamic Republic of Pakistan.

Following items may be included on the basis of units rates mentioned against each
items as required on site and whenever required depending upon the road site and
conditions of the roads/ streets.

Conditions: 1- Conditional tenders / rates will not be entertained. 2- The rates will be quoted inclusive all taxes and duty. 3- The Work should be executed in accordance with the availability of funds as required under rules 2.82 of B&R code, the department will not accept any other reason what so ever related for completion of work. 4- The execution / completion of work will be strictly in accordance with the specification approved design / drawing and requirement of contract agreement to the entire Estimate (satisfaction) of the Engineer In-charge which will be entire responsibility of the contactor. The work shall be executed in accordance with the PLG Works Rules, 2017 wherever these rules (PLGA Works Rules, 2017) remain silent, the B&R code will prevail. 5- As per sub Rule 9(9)(d) of PLG Works Rules 2017 successful bidder has to furnish additional performance security similar to the below rate of bidder according to the Estimated Cost in shape of cash / bank draft / cashier

6- The Contractor/Bidder wished to work shall provide PEC registration certificate of relevant category purely related to the work. Contractor/Bidder shall bound to submit attested copies of PEC Registration Certificate of relevant categories. 7- All terms and conditions mentioned in contract document of Punjab Government shall apply except, any advance to Contractor/Bidder and escalation clause.
8- Any quantities of this BOQ/Bid Schedule shall liable to change without any alteration of specifications mentioned in approved estimate subject to revise technical sanction. 9- The successful bidder shall liable to provide all requisite laboratory tests for earthwork, sub-base, base-course, sewerage & water supply pipes, tuff tile, bricks & PCC and steel etc. along with submission of their bills for payments from the UET, PCSIR Laboratories or any other approved government organization having the facility.
