number of sod-turning ceremonies before but this one is special. It gives me great pleasure to be part of a moving vehicle, a project that is already off the ground. ETHEKWINI Mayor Councillor Mxolisi Kaunda has condemned the killing of Metro Police Inspector Nhlanhla Maphumulo. Maphumulo was driving

along R 102 South Bound between Canelands and Verulam, North of Durban on 3 February, when he was gunned down. It is alleged that an

unknown vehicle driving in the same direction opened

fi re on Maphumulo’s vehicle and he was certifi ed dead on the scene. Maphumulo, 44, joined

eThekwini Municipality in 2000 and was based at the Verulam Metro Police Station.

Mayor Kaunda has urged the police to speed up investigations into the killing and bring those responsible to book. “Anyone who kills a police

offi cer is attacking the authority of the state. We

Isiphingo team shuts down illegal businesses THE Isiphingo regeneration enforcement task team is tak-ing a zero-tolerance stance against businesses who fl out City bylaws. The new year saw the team successfully shut down fi ve food outlets. A fi ne was also issued to an illegal tavern for various offences. Peter Roberts, Senior Envi-ronmental Health Manager said businesses, especially food outlets, must adhere to health bylaws. “These busi-nesses have to meet certain criteria in order to ensure that the food they serve is safe for public consumption.” The re-generation programme aims to rejuvenate the Isiphingo area to a thriving and viable business district.

Metro Police spokesperson Senior Superintendent Par-boo Sewpersad said offi cers were conducting patrols on 2 February when they stopped to assist a motorist on the N2 south after the Winkelspruit on ramp north bound. “Police offi cers noticed that the vehicle had goats and sheep. They questioned the driver about the animals. The driver claimed to have bought them from some farm in the south areas but failed to produce proof of purchase,” Sewper-sad said. The driver was arrested.

THE measures implemented by the City to improve consequence management was highlighted by the Auditor General of South Africa (AGSA) during a presentation on the City and its entities performance during the 2018/19 fi nancial year at a Full Council meeting held on 30 January.This was supported by an

Audit Committee report tabled at an Executive Committee held on 28 January which noted the slight improvement in consequence management.EThekwini Mayor

Councillor Mxolisi Kaunda said this was an indication that the City was moving in the right direction.“We welcome the

presentation by AGSA which shows that while there has been progress there is still a lot more that needs to be done. Going forward we should work from the foundation achieved thus far and build on it.”Senior Manager from

undertaken by the City during her presentation.Sampson said

recommendations to improve the audit outcome for the City included management improving controls over demand management and planning to ensure that a competitive bidding process is followed. She further said the accounting offi cer should implement effective consequence management structures within the Municipality to ensure offi cials are held accountable for their actions.The tabled report noted

the increase in irregular expenditure in the 2018/19 fi nancial year. Sampson said the root

causes delaying good governance need to be addressed. These include the lack of effective consequence management for transgressions with prescribed SCM regulations, policies and procedures and the often slow response from management in implementing action plans and addressing control defi ciencies.

centres to other parts of the City ,” he said. Councillor Sithole said the

centre will provide new op-portunities for the youth. Nzuza said the centre will

THE contracts of participants of the Expanded Public Works Programme (EPWP) will be extended by an additional seven months, from December 2019 to June 2020. This follows the tabling of a report at a Full Council meeting held on 30 January.The report also requested

additional funding of R166 million following the extension of contracts.The EPWP is part of

the City’s Integrated Development Plan with the objective of decreasing the number of unemployed people within eThekwini.The programme currently

has 4 806 participants who are all on month to month contracts.The report highlighted

OSS Mayoral Outreach Programme strengthens service delivery

City brings technology to Umnini residents

THE City will be spending almost R330 million on community infrastructure projects (CIP) during the 2019/2020 financial year. This was announced by the Deputy City Manager for Human Settlements, Engineering Services and Transport Beryl Mphakathi. The CIP, popularly known

as the blocksum budget, is envisaged for all 110 eThekwini wards, with each ward receiving an equal budget split of R3 million. The R330 million was sourced from the Urban Settlement Development Grant (USDG) which is a supplementary grant used to bolster local

government’s efforts to install and upgrade much needed infrastructure. The grant comes from national Treasury and the national Department of Human Settlements.Mphakathi said the grant

subsidises annual revenue and is expected to improve infrastructure and services within the City.“The grant assists the

City to improve household access to basic services through the provision of infrastructure projects with a focus on the poor,” she said.She said the USDG covers

both operational and capital needs with the purpose of supplementing capital revenue as the needs at a

ward level usually supersede the financial budget.The projects are divided

into five regions and consists of the appointment of five managing contractors. The managing contractors will undertake the scope of work with five professional service providers who will be responsible for the project management component. The programme is also designed with a minimum of 50 percent meant for community participation goals where about 700 ward-based contractors are expected to benefit. The implementation of the ward-based community infrastructure projects will be over 24 months.

Infrastructure Committee Councillor Thanduxolo Sabelo also revealed during the visit that six families whose houses were destroyed by torrential rains will receive new houses. Councillor Sabelo said the invasion of houses in Philani and vacant land in various areas will not be tolerated because the land is earmarked for future developments. “UMlazi Infill Housing Project part six is at the planning stage. About 600 housing units will be built to assist relocate families who are living in shacks,” he said.Ward 84 Councillor

THE first #NoLitterInMyArea clean-up campaign kicked off in Chatsworth with the community rallying together with officials from Durban Solid Waste (DSW) as they took a stand against litter and illegal dumping on 24 January.

The community of Ekupholeni informal settlement in ward 71 joined the City’s clean-up campaign leaders DSW, the Parks, Recreation and Culture Unit and the Roads and Storm Water Department for the first clean-up of the year.

The clean-up largely focused on clearing the illegal dumpsites on Crossmore, Cashew and Link roads.

The clean-up was also part of the ongoing campaign #NoLitterInMyArea which takes place every Friday in different communities throughout the year.

Acting Deputy Head of Strategic and New Development Simphiwe Makhanya said City leadership remained determined to work with war rooms to keep communities clean and environmentally friendly.

“The message from eThekwini Mayor Councillor Mxolisi Kaunda is for us to have the common goal of achieving a clean City.

Therefore, all units should be ready to pull their weight and lend a helping hand during clean-up campaigns,” said Makhanya.

Ward 71 Councillor Previn Vedan said keeping the community clean is among the top priority for his ward.

“Last year the war room started a door to door educational campaign that educates the community about the correct ways of waste disposal.

This campaign also included distributing flyers that specifies the dos and don’ts of waste disposal.”

Community member Zime Mdabe said illegal dumping was a major problem in the area. She said it is important for residents to be at the forefront of cleaning their community.

She called for stricter bylaw enforcement for those found breaking the law.

THE Gandhi Settlement was a hive of activity on 30 January when the City, stakeholders and community organisations held a fruitful site inspection to identify areas to clean up and conduct an awareness programme. The team visited places riddled with rubble, building waste and hazardous chemicals. Anita Govender from the

Inanda, Ntuzuma and KwaMashu Area Based Management Office said the clean-up was an important initiative for the area. “The

clean-up programme is also about sustainability. We aim to ensure that the community is involved and that they must pledge to take care of their environment.” Ela Gandhi, granddaughter

of the late peace activist, Mahatma Gandhi, was optimistic that the programme will yield positive results. “We are happy to work with the Municipality to see our surrounding areas in a clean and safe condition. Many children play in these open spaces and are exposed to numerous hazards that

could affect their health and well-being.” Coincidentally, the site

visit was held on the death anniversary of Mahatma Gandhi and a prayer and tree planting ceremony was held to commemorate his contribution. Satish Dhupelia, a

community activist and a relative of the Gandhis, said: “We are celebrating and observing the legacy that Mahatma Gandhi left with us. We have not only planted trees, we have planted seeds of peace and diversity.”

THE City’s Parks, Recreation and Culture Unit has intensified its beach clean-up campaign, partnering with residents and businesses to declare war on litter.The unit, working with volunteers from various stakeholders, regularly team up to hold clean-up operations on various beaches in the City.A team of volunteers led by the Head of the Parks, Recreation and Culture Unit Thembinkosi Ngcobo recently cleaned the Blue

Lagoon Beach.Ngcobo said heavy rain in November and December last year caused an avalanche of litter from inland to make its way into the ocean with Blue Lagoon Beach being on the receiving end of this threat. He said the City cannot win the war on litter alone.“During the festive season the Durban beachfront attracted over 500 000 bathers. We need each bather to be an ambassador of the City as we declare war on litter. We want our beaches to be pristine so when people visit them,

they have only good things to say. However, we cannot win this war alone, we need communities, the business sector and everyone else to come on board,” said Ngcobo.Plastic bottles and bags were among the rubbish collected during the clean-up at the lagoon, which is located at the Umngeni River mouth. With such initiatives, the City is optimistic that most, if not all of its beaches will achieve blue flag status eventually. Rivers in communities were also part of the clean-up.

Councillor Jean-Pierre Prinsloo, the WFE programme is funded by eThekwini Municipality and is the innovative brainchild of the Environmental Planning and Climate Protection Department. Councillor Prinsloo said

six residents from ward 66 have already been employed and more employment opportunities will be created as the project progresses. “The six residents will add to the already 12 skilled employees. They will receive as much training and development as possible with the resources available.” The Municipality, in

partnership with the Ward Committee’s Small Business Development Committee, has a strong focus on small, medium and micro-sized enterprises developments and aims to equip residents with business skills. People appointed to work on the project will be assisted in terms of registration and operation as cooperatives in the Bluff community. This includes registration on the Municipality’s procurement database which is essential if co-ops are tendering for work offered by the Municipality.Errol Douwes, the

Municipality’s Senior Manager for Biodiversity and Climate Change said the expansion of the Working for Ecosystems programme into the Van Riebeeck Park’s Ecological and Recreational Park will see the removal of 18,3 hectares of various invasive alien plants currently

infesting the park. He said this is because invasive alien plants are considered one of the biggest threats to indigenous biodiversity and to the supply of free ecosystem services, within the Municipal area. He added that ecosystem services are important not only for human livelihoods, but also for societal

adaptation to climate change.“Addressing threats to

these ecosystem services saves money and ensures improved service delivery to local people. Controlling invasive alien plants not only improves water fl ow and reduces soil erosion but ensures direct benefi ts to local people, livestock

and biodiversity” added Douwes. Furthermore, Councillor

Prinsloo said once the invasive alien plants have been removed, phase three of the project will start with the construction of formal walkways, recreational spots and other environmentally-friendly attractions. He also mentioned that

all ward structures are working closely with this project. This will ensure the City’s long-term strategy in dealing with alien invasive plants in and around the park is implemented appropriately and that issues of safety and security are addressed. Councillor Prinsloo

The Van Riebeeck ecological and recreational park will breathe new life into an old and unused landfi ll site, making it a tourist attraction. This comes after the City’s Full Council endorsed phase two of the park restoration, which is located on the Bluff, ward 66. Work on phase two began in January. MY NEIGHBOUR and I received our utility bills and were shocked at the exorbitant amount we were asked to pay. This amount was almost ten times higher than our usual amount. We were told that this could be due to a leak at our houses but this is not the case. Can you please look into this matter urgently?.

An investigation into the matter has revealed that both meters were over-read by the contractor. Adjust-ments for both accounts were done and authorised on 22 January. In order to ensure that this never

happens again, the behaviour of contractors will be monitored closely. New contractors will begin work in February and as a measure to mitigate such instances, the new contractors will be required to take photographs of all readings taken in their respective routes daily while using the HHT’s to capture readings. Pictures will be used to cross reference reading accuracy when the meter reading audits are done, hence, we are hopeful that we will eliminate these issues and give our customers piece of mind. I HAVE been contacting stores that we normally buy our blue refuse bags from, but have been repeatedly informed that they are out of stock. I know that other residents had the same issue and have opted to pay the Municipality directly, as they had not received orange, transparent or blue bags in recent months. I would like to know if there is an issue with deliveries.

well over the past fi -nancial year accord-ing to the 2018/19 Annual Report. The City has delivered houses, electrifi ed homes and provided water to residents despite numerous challenges including the poor growth of rev-enue and rapid urbanisation. The City leadership is committed to accelerating service delivery and ensuring an improved standard of life for all.

The City’s service delivery perfor-mance is contained in the 2018/19 Annual Report which refl ects the City’s performance over the past fi nancial year. It provides a de-tailed account of service delivery achievements, challenges and consolidated annual fi nancial statements. The report is open for comment until 29 February 2020.

The Municipality received an unqualifi ed audit report for the 2018/19 fi nancial year and con-tinues to be in a strong and stable fi nancial position underpinned mainly by a good cash collection and cost coverage rate, growth in

revenue, moderate gearing and strong liquidity.

The Municipal-ity continued its impressive track record in terms of service deliv-ery with a capital spend of R4.951 billion, which is 75 percent of the

approved capital budget. The electricity loss in distribu-

tion decreased to 6.48 percent in 2018/2019 from 7.1 percent pre-viously. Strategies are in place to reduce water and electricity losses in distribution further.

The City supplies electricity to more than 740 000 customers covering 2 000 kms and a weekly refuse removal service is provided to 1 063 624 households.

Highlights of the Annual Report indicate that the Municipality has delivered to the poorest of the poor. The City has successfully provided free basic electricity to 109 749 indigent households. Not-withstanding the shortage of land to build on, the City has ensured that the 200 000 houses built since 1994 are not remote from centres of economic activity.

The Annual Report is now open for public comment. The comments received from this process also inform the Integrated Development Plan and the budgets for upcoming fi nancial years.The Annual Report is available on the Municipality’s website at www.durban.gov.za. The MSDF is a spatial representation of the vision of the eThekwini Long Term Development Integrated Development Plan (IDP). It is concerned with the long-term future development of the eThekwini Municipal area, responding to community needs and identifying opportunities for growth and development so that land can be managed in the best interests of the public.

The Revised 2020/2021 MSDF report has been circulated to all Municipal Libraries and Sizakala Centres for viewing and comment from 28 February 2020 to 30 April 2020.

A REPORT outlining capital project reprioritisation and adjustments for stadia facil-ities in the City was tabled at an Executive Committee meeting held on 28 January. The reprioritisation of the Stadia Facilities Unit capital budget will allow urgent projects at stadia to be un-dertaken.The report stated that

THE delivery of one of eThekwini’s major catalytic infrastructure development

projects was set in full motion on 6 February. Thanks to eThekwini Mayor Councillor Mxolisi Kaunda who presided over a sod-turning ceremony of the multimillion upgrade of the Point Watermain. The project is worth R250 million and over 100 job opportunities are going to be created. The project is going to affect Mahatma Gandhi and Anton Lembede Streets.“I have performed a

number of sod-turning ceremonies before but this one is special. It gives me great pleasure to be part of a moving vehicle, a project that is already off the ground. The upgrade of infrastructure is the hallmark of any development. This is a clear demonstration that we want our City to attract much needed investment,” said Mayor Kaunda.The development is

ETHEKWINI Mayor Councillor Mxolisi Kaunda has condemned the killing of Metro Police Inspector Nhlanhla Maphumulo. Maphumulo was driving

along R 102 South Bound between Canelands and Verulam, North of Durban on 3 February, when he was gunned down. It is alleged that an

unknown vehicle driving in the same direction opened

fi re on Maphumulo’s vehicle and he was certifi ed dead on the scene. Maphumulo, 44, joined

eThekwini Municipality in 2000 and was based at the Verulam Metro Police Station.

Mayor Kaunda has urged the police to speed up investigations into the killing and bring those responsible to book. “Anyone who kills a police

offi cer is attacking the authority of the state. We
