MESSAGE

I am glad that Rashtriya Krishi Vikash Yojna(RKVY) has immensely contributed to the agricultural sector of the state since its inception in 2007-08. Many innovative projects have been taken up in the agriculture and allied sectors that have been benefi cial to the farmers of our state.

The Government in the agriculture and allied departments is taking adequate steps to increase the production and productivity which lead to improve livelihood and economic status of our farmers.

I appreciate the efforts of the RKVY Cell for bringing out a book focusing on its achievements in Odisha during 11th Five year plan period. This will guide the planners, administrators and other stake holders in the successful implementation of RKVY schemes.

MESSAGE

Rashtriya Krishi Vikash Yojna (RKVY) a centrally assisted State Plan based mega scheme intended for development of agriculture with integration of allied sectors is being implemented in the state in a successful manner; the outcome of which are stepping towards livelihood development of the farming community in a holistic manner.

I appreciate the participation of agriculture and all allied sectors for successful implementation of RKVY projects in our State which promotes for economic development of the farmers. I hope this programme will bring out agricultural prosperities in the State in near future.

I am extremely glad to offer thanks to the offi cials of RKVY cell for bringing out a publication of compendium of highlights of works accomplished in the State during 11th Five year plan period which indeed refl ects successful performance of our state.

FOREWARD

Rapid strides have been made in the fi eld of agriculture in Odisha, thanks to successful implementation of certain fl ag ship programmes like “Rashtriya Krishi Vikash Yojna” (RKVY). The focused approach of RKVY with high levels of fl exibility to the states, including approvals at the level of the state governments have been its strength.

Under RKVY, various infrastructural assets have been created apart from other interventions which have imparted growth in agriculture. The sub schemes like Bringing Green Revolution in Eastern India (BGREI), Vegetable Initiatives for Urban Clusters (VIUC) and NMPS etc. have widened the scope for enhancing agricultural production and improving the livelihood of the farming community and economy of our state.

In the present context, still there is an imperative need to develop a holistic plan and work for the improvement of livelihood of the farming community of our state with an integrated approach. The technological advances in respect of agriculture and allied sectors need to be accorded priority.

We must thank the GoI authorities for their support to the state. Also my sincere thanks to the implementers who have actually toiled hard to execute such a mega project successfully.

I am delighted to know that the Agriculture Deptt(RKVY Cell) is bringing out a publication “RKVY in Odisha- a leading path for agricultural development” containing highlights of achievements under RKVY during 11th fi ve year plan period which will serve as a ready reckoner for success of the programme.I sincerely congratulate the offi cials of RKVY Cell who have put in their effort in compilation and preparation of this document.

The implementation of “Rashtriya Krishi Vikash Yojna”(RKVY) is bringing out some successful outcome in the state. Undoubtedly, it has got convergence effect in development of agriculture and allied sector with improvement of livelihood support to the farming community. It is a matter of pride that Odisha could get the recognition of Krishi Karman Award at the national level for being the best performing state in tier II category in food grain production during 2010-11.

PREFACE

Odisha is an agrarian State providing employment directly to around 70 % of the total work force. Therefore, agriculture plays a vital role in the economy of the State and the livelihood of majority of its populace. As a sequel to recommendations of 29th May, 2007 in the 53rd National Development Council (NDC) meeting “Rashtriya Krishi Vikas Yojana” (RKVY) has been launched to address the slow growth in the Agriculture and allied sectors and is being implemented as an Additional Central Assistance to State Plan Scheme in all States.

The implementation of RKVY in the State has widened the dimension of developmental perspective in respect of agriculture and allied sectors. With much care and vision, the programme has been implemented ensuring a holistic development of Agriculture and allied sectors. The sub schemes under RKVY like BGREI, Sixty thousand pulses villages, INSIMP, NMPS, VIUC, Oilpalm and RADP have been implemented successfully resulting in improvement of major food crop production and productivity and livelihood support of the farming community. During 11th fi ve year plan period, signifi cant progress has been accomplished and the growth rate in agriculture sector of the State has crossed the target of 4 %.

We are greatly obliged and thankful to GoI offi cials of Ministry of Agriculture, DAC, for their moral support and active cooperation in providing the State a handful amount of fi nancial assistance under RKVY. We are extremely grateful to Dr. R.N. INTRODUCTION

Agricultural Development in Indian context is at crossroad even after six decades of Independence. As a sequel to recommendations of 29th May, 2007 in the 53rd National Development Council (NDC) meeting, a special Additional Central Assistance Scheme namely Rashtriya Krishi Vikas Yojana (RKVY) has been launched to address the slow growth in the Agriculture and allied sectors. Department of Agriculture, in compliance of the above resolution and in consultation with the Planning Commission, has prepared the guidelines for the RKVY scheme, to be known as NADP (RKVY).

This Programme envisages incentivizing the States to draw up more comprehensive plans taking into confi dence the agro-climatic conditions, natural resource issues and technology. In Odisha, the scheme came into operation from 2007-08 and continuing aiming to achieve 4% inclusive growth rate in agriculture during the 11th 5 Year Plan Period in line with National Objective.

Background1. Agriculture is the mainstay of State’s economy and substance of life for the people. The

State Odisha is an agrarian state with Agriculture & Animal Husbandry Sector contributing more than 22.46 % to the Net State Domestic Product (NSDP) in 2006-07 at 1999-2000 prices and providing employment, directly or indirectly to 65 % of the total work force. The share of Gross State Domestic Product (GSDP) from Agriculture during 2004-05 at constant price (1993-94) and at current price (2004-05) are 21.4% & 26.4% respectively. Evidently, agriculture plays a critical role in the economy of the state and the livelihood of majority of its populace. During 10th Plan period,, the growth rate achieved in agriculture and allied sectors in the state stands at about 2 % per annum. Therefore, the RKVY scheme became a supportive boon for Odisha state.

Basic Features & Aims of the RKVY2. It is a State Plan scheme and 100% funded by Central Government and aims at achieving 4% annual growth in the agriculture sector during the 11th Plan period, by ensuring a holistic development of agriculture and allied sectors.

It is based on the foundation of the District and State Agriculture Plans

It is an incentive scheme – allocations are not automatic.

It gives high levels of fl exibility to the states including approvals at the level of the state governments.

Projects with defi nite time-lines are highly encouraged.

For the innovative implementation of the scheme, the following institutional interventions and arrangements were taken up in Odisha.

State Level Project Monitoring Committee4.1

A State Level Project Monitoring Committee (SLMC) has been constituted under the Chairmanship of Agriculture Production Commissioner for scrutiny of the project proposals submitted by various Implementing Agencies before sanctioning the project proposals by the State Level Sanctioning Committee (SLSC).The committee sits time to time for smooth monitoring and implementation of the projects in the state.

State Level Sanctioning Committee (SLSC)4.2

To oversee the implementation, a State Level Sanctioning Committee (SLSC) has been constituted under RKVY under the Chairmanship of the Chief Secretary to Govt. of Odisha with representation of Secretaries/ Directors of line departments, SAU, MOA, GOI vide Govt. Resolution No. Ag. PRE (NADP)-21/07-33648/Ag. dated 24.10.2007. Till date 10 number of SLSC meetings have been convened on 28.11.2007, 3.01.2008, 18.10.2008, 08.10.2009, 21.05.2010, 21.10.2010, 31.01.2011, 23.05.2011, 04.02.2012 and 18.07.2012 for sanction of projects of agriculture & allied sectors of the State under the Scheme.

State Nodal Offi cer4.3

State Department of Agriculture is the Nodal Department and IMAGE has been notifi ed as the Nodal Agency. Presently, Addl. Secretary to Govt., Agriculture Department has been designated as State Nodal Offi cer for implementation of RKVY in the State and ATMA has been assigned as the District Planning Unit at the District level vide Govt. Resolution No.- PRE(NADP)-21/07(Pt-I)-35842/Ag.Dated 17.11.2007 for implementing the programme.

RKVY Cell4.4

For effective coordination and smooth monitoring of execution of different projects launched in the state, the Agriculture Department has formed an RKVY Cell which has been started functioning from April 2010. One Depttl Offi cer and three State Consultants have been assigned to look after the monitoring and updating information related to RKVY projects in RDMIS designed by Ministry of Agriculture (MoA), Govt. of India. Monthly reviews on progress of RKVY projects is made by the Principal Secretary, Agriculture Department being the nodal deptt. and assess the progress, horizontal sharing and addressing the issues.

Preparation of DAPs 5.

All the 30 districts have formulated a District Agriculture Plan (DAP) by including the resources available from other existing schemes of line departments, District, State, or Central schemes such as BRGF, SGSY, NREGS and Bharat Nirman, etc. and keeping in view the agro ecological situations, natural resources and technological possibilities in each district. DAP was Formulated through respective District ATMA in collaboration with designated TSI.

Unique Features Comprehensive District Agriculture Plan (C-DAP)

Bottom to Top Approach.

Establishment of Agriculture Planning Unit at Village, Block and District level. Integration of Village Agriculture Plan into Block into District into State Agriculture Plan.

Active involvement of PRIs, local dignitaries and think-tanks at all levels in preparation and approval of the Comprehensive District Agriculture Plan (C-DAP).

Ensuring inter-linkage of C-DAP with (SREP)/ (ATMA), (PLP) and (TSI).

Preparation of SAP6.

A comprehensive State Agricultural Plan (SAP) has been developed by integrating the District Plans. For such exercise, M/s D.J. Research & Consultancy Pvt. Ltd. Bhubaneswar has been appointed by vide Government Order No. 13230/ Ag., date 07.05.09.

Convergence7. Steps are being taken for convergence of programmes as envisaged under RKVY

objectives.

The District level functionaries have been sensitized to work on such convergence and conduct fi eld visits and symposia/workshops on inter disciplinary mode.

PRI representatives have been involved since from planning phase of C-DAP through implementation of various programmes.

Energisations of PLIPs are being encouraged through Biju Gramya Jyoti Yojana i.e. supply of subsidized diesel / electric Pumpsets.

Convergence with other programmes such as NREGS, Watershed Mission.

Fund Flow Mechanism8. (As per the directives of GOI, the State will become eligible to receive allocation on

the condition that the base line share of Agriculture and allied sectors in its total State Plan (excluding RKVY funds) is at least maintained and have been formulated.)

The SAMETI, Odisha (IMAGE, Bhubaneswar) has been designated as Nodal Custodian for receiving funds from GOI and release the funds to various implementing agencies as per the directives of State Nodal Department Head i.e, Principal Secretary, Agriculture Deptt., GoO, Bhubaneswar. Effect of RKVY on Productivity and Production in the State11.1

RKVY projects being implemented in the state are all aimed at enhancing production and productivity of different crops at large besides strengthening infrastructure, supporting all these endeavor to be more fruitful. Despite aberrant weather during 2008-09 and 2011-12 mainly severe fl ood, drought and unseasonal rain during harvesting period, there have been a signifi cant growth observed in production and productivity of crops in general and food grains in particular. Oilseeds have also exhibited an increase in production and these stand a testimony to the benefi cial effect of RKVY in the post implementation era. Overally, there has been remarkable achievement of food grain production during 2010-11 for which the state has received Krishi Karman Award at national level.

In the present scenario, agricultural mechanization plays a signifi cant role in accelerating the production and productivity in agricultural sector.

Popularization of Farm machineries and agricultural implements12.1.1

The Government of Odisha is encouraging the farmers to adopt improved farm machinery & equipments by providing fi nancial assistance in form of subsidies under RKVY. Different agricultural machineries & accessories have been procured through OAIC and other approved

dealers and supplied to the farmers in subsidy under RKVY which are quite helpful in taking up agricultural operations in time resulting in increase in production.

During 11th Plan period, the state has supplied 1,07,781 Nos. of different agricultural implements which resulted in yield improvement and reduced cost of cultivation, generation of self employment and increase of farm power to the tune of 283911 H.P. Besides, increase in cropping intensity has been achieved as a result of implementation of the project “Popularization of Farm Implements, Machineries and Equipments”. With the successful outcome of Popularization of farm machineries under RKVY, the farm power input touched 1.23 KWh/ ha by 2011-12. The subsidized supply of different farm machineries to the benefi ciaries are being done through online system operated by the Directorate of Agriculture, Odisha

Strengthening of Farm Machinery Development and Research Center (OFMRDC, 12.1.2 Bhubaneswar)

The Agriculture Directorate is equipped with a Farm Machinery Development and Research Center (OFMRDC, Bhubaneswar) which designs, and manufactures popular implements for supply to farmers.

It also indulges in training, testing and modifying the equipments as per the farmers’ requirement. Prototype of 550 nos of different implements both mannual and power operated has been developed by this centre..It also provides capacity building and skill upgradation of both unemployed youth and farmers.

OFMRDC earlier known as “Govt.Implement Factory” was running with age old machinery which needed to be up-graded and strengthened so that the capacity of prototype development and batch production be enhanced. The research and development, testing, demonstration and training programs will accordingly gain momentum. In order to achieve the above objective, under RKVY (stream-II) scheme, funds to the tune of `440 lakh has been received for strengthening of Implement Factory, which has been fully utilized. Crop Development12.2

These projects are mainly production growth based and some important projects taken up under RKVY during 11th plan period pertinent to Crop development are as follows.

System of Rice Intensifi cation (SRI)12.2.1

SRI, methodology of rice production and popularisation of the resource conservation technology has been well disseminated and being practiced all through the State. Capacity enhancement through demonstrations, FFS and popularization of cost reduction methodology.

During 11th plan period, 80000 ha of SRI methodology demonstrations have been conducted covering 3,03,000 benefi ciaries in the state.

30 SRI Villages one in each district have been promoted during 2008-09 and 10 acres of SRI demonstration in 6234 G.P.s of the state have been conducted in 2009-10 which resulted yield increase up to 47- 50% over the control. Thus, it has been well accepted by the farming

community because of low consumption of water, fewer requirement of seed (2 kg. per acre), high tillering potentiality and less labour input in comparison to traditional method of paddy cultivation.

Farmers across the State have shown willingness to take up the SRI methodology of their own with backward linkage in form of supply/ arrangement of markers and Cono/ Mandwa weeders at subsidized cost. Spread effect is also note worthy Increase in Rice production has been reported in crop cutting experiments and through farmer- scientist interactions.

12.2.2 Popularization of Hybrid Maize cultivation in the state.

A special project “Development of Maize in Kandhamal District” has been implemented with the objective of uplifting the livelihood perspectives of the farmers of this hilly & socio-politically challenged district. The programme has been taken up with the sole aim of area expansion, replacement of local varieties adoption of hybrids with scientifi c methods of cultivation, intensive training and amelioration of soil fertility in agro-ecologically challenged region of the State. 2000 hectares of traditional/ new areas have been covered in 200 nos. of micro water sheds. The projected was successfully completed in 2008-09 with expenditure to the tune of ` 117.27 lakh.

During 2010-11& 2011-12, two projects on popularization of Hybrid Maize were implemented in PPP mode covering 15 districts indifferent agro climatic zones. Different critical inputs excepting the seeds were supplied to the farmers out of RKVY assistance and required quantities of Hybrid Maize seeds were purchased by the farmers from approved Hybrid seed Company at a negotiated affordable price fi xed by the state.

This has resulted replacement of local maize with Hybrid maize resulting good yield motivated the farmers for more coverage under Hybrid maize at an increasing rate in subsequent years. Thus within a span of three years, the state has popularized Hybrid maize cultivation in 37000 ha covering 1, 46,000 benefi ciaries.

Popularization of Hybrid Sunfl ower cultivation in P.P.P. endeavor.12.2.3

During 2010-11 and 2011-12, the Directorate of Agriculture has taken up projects for popularization of Hybrid Sunfl ower cultivation in the state by conducting demonstrations in 11800 ha covering 50000 benefi ciaries under P.P.P. mode. The seeds were purchased by the benefi ciary from seed company at a negotiated affordable price fi xed by the state and other critical inputs were supplied out of RKVY assistance. By this project, the domestic vegetable oil requirement was fulfi lled by the benefi ciaries.

This hybrid technology increased the yield up to 60 % which gives positive impact for adoption of hybrid Sunfl ower among the farmers in the state.

Popularization of new cultivars of Mustard in P.P.P. mode.12.2.4

This project aims at popularizing new cultivars of Mustard cultivation and replacement of traditional varieties for enhancement of yield. During 2010-11 & 2011-12 demonstrations of improved technology were conducted in 17610 ha benefi tting 32198 nos of farmers in P.P.P. mode. Different critical inputs were supplied to the farmers out of RKVY assistance excepting the seeds which were purchased by the farmers from approved seed Company. This demonstration resulted increase in yield of mustard up to 150 %. There by the domestic vegetable oil requirement was fulfi lled by the benefi ciaries and there is positive impact for adoption of different new cutivars of mustard by the farmers in the state.

Up scaling of pulses12.2.5

Under this project, 3 lakh number of input kit comprising of INM and IPM package were supplied to 3 lakh benefi ciaries for improvement of yield of pulse crops (Mung & Biri) in 60000 Ha. The results have impressed the pulse growers for adoption of proper package of practices for getting higher yield. The expenditure under this project was ` 1964.22 lakh.

Block demonstration of paddy12.2.6

This project mainly envisages technology demonstration of paddy similar to block demonstration under BGREI which was taken up during Rabi 2011-12 in 10000 ha conducted in 10 clusters in 6 districts under irrigated HYV ecosystem. The successful intervention like deep ploughing by tractor drawn M.B. Plough and line sowing by drum seeder, line transplanting by transplanter and marker or even manual line transplanting have got visible impact for adoption of the technology for getting higher yield.

Introduction and expansion of improved Pigeon pea Varieties in rainfed ecosystem 12.2.7 by ICRISAT

This project mainly aims at development of village level seed system to achieve self suffi ciency of farmer preferred improved high yielding/Hybrid disease resistant Pigeon pea varieties. Under this programme 597 qtls of Asha and Maruti and 2 qtls of Breeder seeds are supplied.Apart from these,5 varieties,i.e, ICPL-87119,ICPL-8863,ICPL-7035,ICPH-2671 &ICPH-2740 had been taken up under FPVT programme.In 1st year i,e. during 2011-12,the project was implemented in 3 districts Kalahandi,Nuapada and Rayagada. Three Workshop-cum- Trainings were conducted in 3 districts involving the benefi ciaries.

During 2011-12,3179.46 qtls of certifi ed pigeon pea seeds were produced by 1667 nos of farmers of 3 districts. Under this project, Foundation seeds production programme was taken up

Under this project, 11 participants (Department of Agriculture - 7, District Coordinators - 3, and a State Coordinator) attended the 1st international Specialized Training course on pigeon pea seed production and management on November 7-12, 2011 at ICRISAT, Hyderabad. The course was aimed to improve the production of pure seeds of pigeon pea varieties and hybrids and management systems with emphasis on effective practices such as proper collection and characterization of materials; suitable screening for pests, diseases, drought, water logging and salinity tolerance etc.

This project is ongoing for the year 2012-13 and extended to Kantamal block of Boudh and Bongamunda block of Bolangir district badditional districts

Frontline Demonstration of Rabi oilseeds and pulses12.2.8

This project was implemented by OUAT during 2010-11 in 28 KVKs in the state. 112 nos of training programme and 56 Field Days have been organized to train 960 benefi ciaries on scientifi c method of cultivation of Oilseeds and Pulses in 280 Ha by which the state has been benefi tted producing 9105 qtls of oilseeds (Groundnut ,Toria, Sunfl ower and Sesamum) and 2847.18 qtls of Pulses ( Green gram,Blackgram & Chickpea)

Through the sustained effort of Scientists, Regional Centre of Central Tuber Crops Research Institute and effective social mobilization by the NGO partner named “Pradan”, there has been signifi cant shift in terms of adopting scientifi c method of cultivation of tuber crops by the tribals of KBK Region. Extension12.4

Establishment and Strengthening of Infrastructure of Resource Centres12.4.1

Under extension sector, various projects related to establishment, strengthening and renovation of infrastructure of resource centre were implemented by different agencies under RKVY during 11th plan period of which the major achievements are listed below.

The information wing of Agriculture Directorate has been modernized with set up of up-to-date offset bicolour/single machines resulting quick and easy printing of various informative books to disseminate message to the farmers and extension personnel around 6 lakhs per annum. This has facilitated in timely delivery of IEC / training material and publications to the targeted clientele and internal consumption for capacity building.

Up gradation of Statistical wing in Agriculture Directorate including 13 range offi ces helped a great way in automation of data processing and management information service(MIS) which disseminate the up to date information to the farmers

3 nos of Regional Institute Training and Extension in agriculture(RITE) at Rangeilunda,Mahisapat,Bolangir and Minor Irrigation & Water Use (MIWU) training institute at Bhubaneswar were renovated with modern teaching facilities by which both in service & refreshers trainings could be made on different schemes and latest technical knowhow of fi eld functionaries (around 2500 nos) throughout the year.

Strengthening of 2 nos of training institutes of Fisheries Department at Balugan and Paradip were made. Through these training institutes, large nos of unemployed youth are being trained to take up pisciculture as a lucrative livelihood option. Trained farmers have done culture of prawn in scientifi c manner& their economic conditions have been improved.

19 new and 2 renovated Resource Centres cum Training Halls have been constructed by Director, Soil Conservation with capacity of training 500 farmers per batch.

Construction of Farms Information Advisory Centre(FIAC) : During 2008-09,100 Numbers of FIAC buildings with investment of `25.00 lakh each have been constructed in 100 blocks to facilitate the farmers for dissemination of Latest technology and information related to Agriculture and allied sectors. 360 offi cers (group-A &B), have under gone training at these institutes and the input received has been refl ected in implementation of schemes and increased work ethics. 18 batches of technical personnel from Agriculture / Agri- Engineering and Home science wing across the State had been trained in an umbrella of areas at MANAGE, Hyderabad.

2720 Nos of extension personnel (Group-A,B &C) had been trained at leading training. institute outside and inside odisha

6234 Krushak Sathi had been trained at 3 RITEs and at district level there by the knowledge, skill and managerial ability of the trainees has been developed.

2600 grass root level extension functionaries & 80 offi cers were imparted knowledge on Market Led Extension at IMAGE which ultimately lead to disseminate knowledge on agricultural produce marketing to the farmers.

100 nos of extension personnel of Horticulture department, have gone for exposure visit by which the knowledge, skill and working effi ciency has been updated on different sectors.

57 seed certifi cation personnels and 65 nos of seed growers have been trained by OSSOPCA on advanced seed production technology and enriched knowledge, skill and attitude by which 15-25 % area raised under seed production.

This kind of training and exposure has not only boosted the techno-managerial acumen but also raised their morale and is being refl ected through the delivery of outputs.

Horticulture12.5

Under Horticulture sector, various projects related to infrastructure and assets creation have been implemented. Activities like establishment /Rejuvenation/Strengthening of Horticulture Farms and establishment of Green Houses /Poly Houses/ Shade Nets for Protected Cultivation were well taken up which have promoted for boosting up horticultural produce.

Strengthening of Old farms12.5.1

Under RKVY Horticulture Deptt. has made strengthening of old horticulture farms up to the area of 1181 acres with establishment of model nurseries with green house/poly house/net house resulting creation of additional Quality Planting Materials to the extent of 7.90 lakh per annum.

The Horticulture farm at Ekamrakanan is developed and transformed in to a model demonstrative farm with increased production capacity of excellency for visiting farmers and students.

By the development of mega nursery,at Kalinga,the QPM production is increased to manifold which will cater the need of QPM of Kandhamal and other districts of the state.

Establishment of Green Houses /Poly Houses/ Shade Nets for Protected 12.5.2 Cultivation

3 Nos of model nurseries have been established with Green Houses /Poly Houses/ Shade Nets for protected cultivation by which the production capacity of QPM have been increased to 2.72 lakh per annum per nursery which in turn will boost the area expansion in the state.

130 poly house/green house have been established by 130 nos of private entrepreneur in different district that will help in raising of seedlings and 1.6 lakh of planting materials per year.

Apart from these infrastructure projects, some projects based on production growth implemented by the Director, Horticulture under RKVY during 11th plan period are as follows.

Single line trellis system12.5.3

To increase the effi cacy of production of cucurbits, an innovative measures have been taken for establishment of 5000 nos of Single line trellis system by 5000 benefi ciaries of different district covering total 200 Ha, by which, the pest and disease intensities is reduced with increase in production of cucurbits like Pointed gourd, Spine gourd etc.

Distribution of vegetable minikits12.5.4

During 2009-10, ,two lakh nos of vegetable seed minikits intended to replace traditional varieties with improved and high yielding varieties of different vegetables have been distributed to 1,25,855 farmers of the state covering 1000 ha which resulted increase in vegetable the production of the state.

Integrated Onion Cultivation12.5.5

During 2010-11,3600 quintals of improved quality onion seeds were distributed to 10000 farmers of the state covering an area of 1000 ha which resulted increased yield in onion in the targeted area with introduction of better High Yielding Varieties and technical knowhow.

As a successful farmer, one Sri Subash Chandra Pradhan of Sukapalli village of Lunibahal G.P. of Harbhanga block has taken up integrated onion cultivation in an area of 1 acre under RKVY by Horticulture deptt. . The farmer has been supplied with Onion seeds and one Drip irrigation set by Horticulture deptt.One large scale Onion storage structure was constructed at G.P. Head quarter taking assistance from NABARD.

Tissue Culture banana cultivation12.5.6

This project with a project cost of `225.68 lakh was implemented by the Director, Horticulture, Odisha during 2011-12 which envisages to make the state self suffi cient in banana production and generate revenue for the farmers. Under this project, tissue culture banana cultivation was taken up in potential banana growing district of the state in 500 ha. The required planting materials were supplied to the farmers in a subsidised rate of `1/-per plantlet.

Animal Husbandry12.6

Under Animal Husbandry sector, different projects on creation of infrastructure and assets based on animal health and breed improvement were taken up during 11th plan period are as follows.

Setting up of 26 District Diagnostic Laboratories and strengthening of 4 Regional 12.6.1 Disease Investigation Laboratories

Installation of Travis 12.6.2

During 2009-10 & 2010-11,1024 nos of travis have been procured and installed in the VDs and LI Centres in the state with a project cost of `98.15 lakh which provide for safe and smooth veterinary service of the state.

Construction of Frozen Semen Lab 12.6.3

Under RKVY assistance, one frozen Semen laboratory with a project cost of `97.97 lakh has been established at Cuttack which has facilitated 10 lakh of quality semen for AI programme in the state.

Strengthening of live stock breeding 12.6.4 farms

2 Livestock breeding farms at Chipilima and Keonjhar have been strengthened under RKVY assistance.The construction work has been completed and 300 numbers of improved goat breeds have been inducted in Chipilima Farm for intensive goat farming in the state.

Improvement of poultry farm and establishment of hatchery12.6.5

Improvement of poultry farm and 20 numbers of hatcheries have been taken up under RKVY assistance during year 2008-09 and 2009-10 by which 6000 numbers of birds housed for producing 4.5 lakh of chicks per annum for supplying to the farmers in affordable price for livelihood support.

Mobile veterinary Service12.6.6

The Director, Animal Husbandry & Veterinary Services established mobile veterinary units to strengthen the service delivery mechanism to examine general health condition and treat the livestock on the spot on free diagnostic service as well as surveillance and monitoring of livestock and poultry diseases and popularize the use of herbal preparation for treatment and control of various livestock diseases.

During 2011-12, 41 nos of mobile veterinary units were provided in 10 tribal dominated districts of the state namely Bolangir, Kalahandi, Keonjhar, Koraput, Mayurbhanj,Malkangiri, Nawarangpur,Nuapada, Rayagada and Sonepur. This system of diagnosis and disease management improved the productivity and livelihood support of the poor tribal farmers

Genetic up-gradation of Cattle and female cross bred calf rearing 12.6.7

Genetic up gradation and Calf Rearing Scheme is being implemented in 27 districts of our State covering 19090 female CB calves during 2010-11 and during 2011-12, 20345 calves have been covered under the scheme till date against the target of 20000 calves to be covered during the year. Dairying has become a medium for generation of assured income, among the farming community of the State.

Balanced feeding, deworming and insurance supports are being provided to the calves booked under the scheme and is widely appreciated by the farming community.

The scheme has motivated the farmers to take up dairy as a profi table means of livelihood support among rural poor and it has been observed that more farmers have been motivated for Artifi cial Insemination of their cows.

Due to the insurance coverage provided under the scheme, the farmer is not sustaining loss in case of death of animal and being encouraged to take up as a profi table means of livelihood.

It has motivated the farmers to produce Crossbred calves through Artifi cial insemination instead of natural indiscriminate breeding and in long run, it will not only enhance the livelihood support of the farmers but also help the state to be self suffi cient in milk production in future.

Animal Health Camp in Dairy Intensive GPs12.6.8

This project is intended to improve reproductive performance in dairy cattle and is running successfully under RKVY assistance. The Dairy Intensive GP Health camps are conducted in selected 1700 Dairy intensive GPs of the state only. All the districts except 4 districts namely Kandhamal, Deogarh, Jharsuguda and Sundargarh have been taken up under this programme. There will be two health camps in each Dairy intensive block in a year. The camp will provide health care services along with awareness and information to the people for promoting preventive, curative veterinary services. Special focus would be reducing infertility problems in dairy cows and to induce heat through controlled breeding programme. The farmers will get access to scientifi c treatment & AI services at their door step.

Dairy Development12.7

Under Dairy development sector, different projects based on creation of infrastructure and assets focusing on strengthening of dairy units and milk processing were taken up by OMFED during 11th plan period are as follows.

Strengthening Dairy Units12.7.1

Dairy development projects at Puri, Nayagarh, Khurda, Boudh, Balasore, Bhadrak, Sambalpur, Bargarh, Jharsuguda, Sonepur and Keonjhar have been taken up by OMFED during 11th plan period under RKVY assistance through which 215 nos of Primary Milk Producers Society have been formed comprising of 10784 members.Through these societies, around 13000 litres of milk are being procured daily. By this intervention, the rural farmers are encouraged to adopt dairy as an additional income generation activity and employment throughout the year with increased economic status.

Expansion of cattle feed plant12.7.2

Expansion of cattle feed plant at Radhamadhabpur; Khuntuni has been taken up under RKVY assistance with a project cost of `582.81 lakh which additional production capacity has been enhanced to 30000 MTs per annum

Strengthening Milk Processing Plant12.7.3

Establishment of Ice cream plant at Chandrasekharpur has been made by OMFED during 2009-10 with 50 % of fi nancial assistance under RKVY to the tune of `198.77 lakh. The

During 11th plan period, under fi sheries sector, few projects based on infrastructure and assets creation related to activities like improvement and strengthening of fi sh farms and hatcheries were taken up by the Director, Fisheries.

Improvement and Strengthening of Fish Farms12.8.1

Eight numbers of fi sh farms with project cost of `196.0 lakh have been upgraded and modernized under RKVY assistance as a result; these fi sh farms are able to supply 40 millions fi ngerlings value of `40 lakh per year which will substantially increase in fi sh production of the state.

Modernization of Chandrabhaga shrimp hatchery12.8.2

During 2008-09,Chandrabhaga shrimp hatchery was modernized under RKVY assistance of ̀ 270.0 lakh as a result, the hatchery is able to provide L. Vannamei seed for culture additional 100 Ha of water area yielding 1000 MTs of export quality shrimp to earn foreign exchange of to the tune of 300 lakh for annum.

Emplacement of artifi cial reef along Odisha at Puri Coast12.8.3

This is a pilot project for design, fabrication and emplacement of artifi cial reef along Odisha coast at Puri with a project cost of `74.90 lakh intended to provide shelter for breeding of fi shes along sea coast which ultimately help fi sherman for fi shing. The project has been completed during 2008-09.

Seed 12.9

Under seed sector, different projects based on creation of infrastructure and assets related to the activities like strengthening of govt. seed farms, construction of seed storage godowns, establishment/ strengthening of seed processing facilities, establishment/ strengthening of seed certifi cation and testing laboratories were taken up during 11th plan period are as follows.

Strengthening of Seed Multiplication Farms12.9.1

During 11th Plan period, 57 govt. seed farms in different districts of the state have been strengthened by which 29197 quintals of additional quantity of seeds has been produced resulting increase in SRR in the state.

Construction and expansion of seed storage godowns12.9.2

Construction of 17 nos of seeds storage godowns with storage capacity of 8500 MTs have been taken up by Director, Agriculture in newly created DDA,Ranges resulting increase in SRR in the state.

10 nos of seed storage godowns at Keonjhar,Mayurbhanj, Khurda, Puri Jagatsingpur, R ayagada,Sundargarh,Sambalpur,Bolangir,& Bhawanipatna were constructed by OSSC with storage capacity generated @ 525 MTs in each godown.

2 nos of dehumidifi ed refrigerated seeds storage units at Khurda ( Chandaka) & Bargarh were renovated by OSSC with storage capacity of 400 MTs of groundnuts seeds.

Establishment/ Strengthening of 12.9.3 Seed Processing Facilities

4 Nos of seed processing plants at Bolangir, Boudh, Nawarangpur & Kuchinda were installed with construction of building which created processing capacity of 2700 MTs. The projects were implemented by OSSC.

8 nos of mobile seed processing plants for groundnut seed were grounded by OSSC with seed processing capacity of 2400 MTs which in turn will increase SRR of the state.

Establishment/ strengthening of seed certifi cation and testing facilities:- 12.9.4

6 nos seed testing laboratories were established at Sambalpur,Balasore, Barchana, Bhawanipatna, Baripda and Jeypore by OSSOPCA under RKVY assistance to increase the seed testing facilities in the state.

Establishment of one organic certifi cation laboratory at Bhubaneswar has been made by OSSOPCA for promotion of organic farming and seed production in the state.

Establishment of gene bank for preservation of farmer’s varieties 12.9.5

Odisha is the centre of origin of rice having large nos of local cultivars which are going to be extinct. For preservation of these local germ plasm of farmer’s varieties, Director, Agriculture has taken a noble step to establish one gene bank at State Seed Testing Laboratory (SSTL), Bhubaneswar with a project cost of `200 lakh under RKVY assistance. The project is under progress.

Besides these infrastructure projects, some projects based on production growth implemented under RKVY during 11th plan period are as follows.

Production of Certifi ed Seeds12.9.6

The Odisha State Seed Corporation (OSSC) has taken up one project on “Production of Certifi ed Seeds (Pulses)” with project cost of `16.43 lakh during 2010-11 to increase the pulses production in the state. By this project, 723.085 MTs of pulses seeds like Mung, Biri and Field pea were produced out of 1440 Hect covering 2970 nos of benefi ciaries.

Popularization of hybrid and Stress tolerant HYV paddy minikits12.9.7

During the year 2010-11,4525 nos of paddy seed minikits of Ajay,Rajalaxmi (Hybrids) and Swarna Sub-1(submergence tolerant variety) were distributed among 4525 nos of benefi ciaries covering 477.08 ha by Director, Agriculture. This has resulted a positive swing among the farmers for adoption of different hybrid and submergence tolerant HYV rice in the state.

Irrigation12.10 To create and increase irrigation potential in the districts having less than 35% of irrigation,

different projects based on infrastructure and asset creation have been taken up by CADA as well as OLIC during 11th plan period under RKVY assistance.

Command area development and water management12.10.1

During 11th plan period, command area development and water management programme have been taken up by the JDA,CADA under RKVY assistance to increase the irrigation potential in the medium and minor irrigation projects in the state by construction of fi eld channel and distributory system in the irrigation projects. The works have been executed in the irrigation projects like Budhabudhiani,Salia, Pilasalki, Ghodahada Sarapgarh,Bhaskel along with improvement of CADWM in Salki command in Baba Goudabudha, Nuapali, BabaTrinath,Girisingha and Maa Khambeswari Mahila Pani Panchayat.

So far, under Budhabudhiani irrigation project, implementation of CADWM activities has generated the permanent assets like a) RCC linked channel-24680 mtrs, b) Onlined channel-89000mtrs, c) Field drains-8000 mtrs. Under CSD,374 hydraulic structures and 46 channel gates have been constructed. This will provide assured irrigation up to 4050 Ha.

In addition to these construction works,18 nos of Farmers Training. & 9 Nos of FFS and 300 ha of MCDP have been conducted to educate the farmers for effective use of water in cultivation. Other projects are in progress.

Extension of distribution of Lift Irrigation projects12.10.2

For effective use of water in the L.I.Point ayacuts, proper distribution system is essential. Keeping this in view, Odisha Lift Irrigation Corporation (OLIC) has taken up a pilot project for extension of distribution system during 11th Five Year Plan period under RKVY. Accordingly,

Construction of Pusa Zero energy cool chamber12.11.3

Zero energy cool chamber is an on-farm rural oriented storage structure which operates on the principle of evaporative cooling was developed at IARI, New Delhi. It needs locally available raw materials such as bricks, sand, bamboo, dry grass, jute cloth etc. The rise in relative humidity (90% or more) and fall in temperature (10–15°C) from the ambient condition could be achieved by watering the chamber twice a day.

600 nos of Pusa Zero energy cold chambers have been constructed by the farmers as a result; the farmers are able to store vegetables for a shorter period to have a good market price.

Fertilizer & INM 12.12

Establishment of Soil Testing Labs12.12.1

11 nos of laboratories located at Bhubaneswar, Cuttack, Balasore, Baripada, Sambalpur,Sundargarh,Bhawanipatna,Semiliguda,Bolangir, Berhampur and Phulbani with a capacity of testing 1,32,000 soil sample per year with facilities of modern equipments for testing micronutrients in addition to NPK.

Establishment/Strengthening of Micro-Nutrients Labs12.12.2

The soil fertility status in respect of secondary and micronutrients of the state will be prepared for which a project namely “Profi ling of secondary & micronutrients in soils of Odisha” was taken up under RKVY for studying the status of secondary and micronutrients of the soils of Odisha up to Gram Panchayat level. As per the programme 9 geo-referenced samples per G.P. (3 each from High, Medium and Low land) had been collected and analysed with reference to secondary nutrients like Ca, Mg and S and micronutrients like Fe, Mn, Zn, Cu, B and Mo.

This analysis work was taken up in 6 Nodal Laboratories namely, Bhubaneswar, Balasore, Baripada, Sambalpur, Berhampur and Semiliguda. The analysis was carried out with

the help of “Technical Support Team” (4 Analysts per Laboratory).OUAT and ORSAC were the two collaborative partners for the project. While ORSAC provided re geo-referenced sample collection points, the Soil Science Department of OUAT extended its support by way of imparting training to the Analysts, analysis monitoring and data validation. Both the agencies also helped in preparation of GIS based fertility maps. So far, based on analysis results soil fertility maps for 13 districts have been prepared and map preparation for rest 17 districts are under progress. Such maps will act as an indicative guideline in deciding the need based application of micronutrients to various crops thus arresting their defi ciency and promoting balanced use of fertilizers. By this, the farmers will be benefi tted for using optimum dose of micronutrients.

Establishment/Strengthening of Fertiliser Testing Labs12.12.3

One Fertilizer testing laboratory has been established at Bhubaneswar with a capacity of testing 400 samples.

Management of Acid Soils 12.12.4

Liming is a desirable practice when soil is acidic (pH < 5.5). Liming improves availability of Calcium and Magnesium, reduces fi xation of Phosphorus and Molybdenum, corrects the toxicity arising out of Aluminum and there by promote root growth. Out of the various liming materials, Paper mill sludge (PMS) is the cheapest available source in the state.

The PMS contains 25 to 35% Calcium. During the year 2007 – 08 & 2008 – 09, One lakh M.T. of paper mill

sludge has been supplied and utilized in 2.0 lakh hectares. In this regard, expenditure has been incurred to a tune of ̀ 1009 lakh. Improvement in yield of different Non Paddy crops ranging from 14 to 34 % over Avg. yield have been achieved.

Supply of Gypsum12.12.5

During 2008-09, 1300 MTs of Gypsum have been supplied to the 78155 nos of benefi ciaries for treatment of soil in 32066 ha in pulses and oilseeds especially in groundnut crops resulting 10-15 % increase in yield.

Organic Farming/ Bio fertilizer12.13

Establishment of Bio-fertiliser Production Units12.13.1

Popularisation, production & supply of Bio-fertiliser for Paddy crop through grounding of 41 nos BGA units with a capacity of 33 MTs of BGA was made which helped for cost optimization of Nitrogenous fertilizers and cost of production.

Establishment of Vermi Compost Units12.13.2

Vermi-composting is the biological degradation and stabilization of organic waste by earthworms and microorganisms to form vermin-compost. The organic carbon in vermi-compost releases the nutrients slowly and steadily into the system and enables the plant to absorb these nutrients. In order to popularize vermi-composting and promoting organic farming, vermi-compost units were established under RKVY.

19,270 nos of vermi compost units have been established creating capacity of production of 1,30,970 MTs of vermi compost per year.

Establishment of Vermi Hatchery Units12.13.3

Popularization, production and supply of quality earth worm & Compost have been made available through establishment of 713 nos. vermihatchery units in the state with a capacity for

production of 1514 MTs of verms per year at village level leading to produce of high quality organic matter and has shown a way for income generation and bio- recycling.

These kinds of intervention have stepped towards adoption of organic farming in the state.

Bio-fertilizer Application for Pulse and Oilseeds12.13.4

To popularize application of bio fertilizer,one project was implemented by Director, Agriculture for application of Bio fertilizers ( Rhizobium culture &P.S.B) in pulses during 2007-08 covering an area of 94558 ha benefi tting 189332 farmers of the state. Increase in crop yield of pulses and oilseeds to the extent of 10-15 % over the control have been reported and widely accepted by the farmers in the subsequent years.

Integrated Pest Management (IPM)12.14

e-Pest Surveillance12.14.1

One innovative project related to activities like e-Pest Surveillance and Pest management Programme was taken up during 2010-11(17 districts) and 2011-12 (13 districts) by the Director of Agriculture under RKVY to render pest surveillance and monitoring covering paddy and

non paddy crops with the help of Farmer Friends, scouts and pest monitor and Block level Technical Offi cer.

The web assistance was given by NCIPM and subsequently by NIC, Bhubaneswar through agrisnet. The pest monitoring was done through regular surveillance, mass awareness among the farmers by creating attention of pesticide industry, CRRI, OUAT and NCIPM. Advisory was sent through e-mail and auto SMS by mobile phone which checked the crop loss up to 5 %.

Integrated Pest Management through Farmers’ Field School12.14.2

Capacity enhancement in use of judicious chemicals and IPM measures. Empowerment has been the prime focus from the beginning which has enabled the farmers to adopt IPM techniques for maximizing production and arresting production costs and awareness on deleterious effects of non-judicious/ indiscriminate pesticide use.

Implementation of this project in the state during 2007-08 could able to improve technical knowhow of 7000 farmers on pest & diseases. By effective surveillance occurrence of disease & pest was minimized.

Agricultural Research 12.15

Establishment/Strengthening of KVKs 12.15.1

During 11th Plan period, the Director of Extension Education, OUAT has implemented the projects for strengthening of infrastructure in 28 KVKs of the state. Under this project,t 28 KVKs of the state have been strengthened with facilities of 108 units like Bore well, Poultry,Goatery,Dairy, Mushroom and Aquaculture unit,Vermi yard,Threshing fl oor, Poly house and mini processing plant developed in KVK to provide benefi ts to the farmers of 28 districts in the state.

Creation of ginning & pressing infrastructure of KCGCS mill ,Kesinga, 12.16.2 Kalahandi

KCGCS Mill, Kesinga has taken up a project namely creation of ginning and pressing infrastructures to develop the economic interest of the cotton cultivars of Kalahandi district with the fi nancial assistance under RKVY to the tune of `235 lakh during 2011-12.After creation of processing infrastructure the mill has processed 1.46 lakh quintals of Kapa as against the last year process of 0.79 lakh quintals. Due to increase in processing facilities farmers are more benefi tted by availing cotton processing at their door steps.

The major achievements due to the implementation of the projects has enabled the mill to produce contamination free lint cotton as per the requirement of national and international market by which the local farmers are benefi tted by getting better price.

Completion of cold storage at Rayagada12.16.3

During 2011-12, Odisha State Cooperative Marketing Federation Ltd. (OSCMF) established a 5000 MT capacity cold storage at Rayagada; a tribal district in the state for storage of tamarind, potato, fruits and vegetables being produced by them in and around Rayagada under RKVY assistance to the tune of `85..84 lakh.

Replacement/Renovation of equipments and machineries of Bargarh Co-op 12.16.4 Sugar Mill

During 2011-12, renovation & replacement of old and damaged equipments & machineries of Bargarh Sugar Mill were made out of RKVY assistance by which the mill is able to crush 55000 MTs of cane and stepping towards profi t. The following machineries have already been replaced and renovated.

“Bringing Green revolution to Eastern India”(BGREI)13.1

There is signifi cant gap between productivity potential and present level of productivity of rice. In order to bridge this gap, the Govt. of India emphatically reiterated the implementation of Green Revolution in major rice producing states more particularly the states of Eastern India considering the crucial importance of food security in the country.

The GOI accordingly started implementation of one special programme “Bringing Green Revolution to Eastern India” (BGREI) which is intended to address the constraints limiting the productivity of rice based cropping systems in eastern India comprising 7 states namely Assam,Bihar, Chhatisgarh, Jharkhand, Odisha,Eastern Uttar Pradesh and West Bengal so as to enhance and stabilize the agriculture productivity in these areas.Union Budget 2011 has allocated additional `400 crores under Rashtriya Krishi Vikas Yojana for extending green revolution to the Eastern Region of the country in continuation to the allocation made during 2010-11.

The mandate of the project was reduction of gap in between the actual and potential productivity of rice in the districts by 50% leading to an average increase of about 0.5 tons per hectare of crop yield for rice as well as wheat. The response obtained was much higher than the expectations in almost all ecological situations except rainfed uplands in Koraput and Baragarh districts which was due to the moisture stress conditions prevailed in the month of July and August. However the impacts of the interventions like line sowing/ transplanting is quite visible and has captured the minds of the farmers in the project and adjoining area as well for adoption in years to come. BGREI created a lot of hope among the farmers of the state to increase the production and productivity of rice and thereby strengthening the economy of the farming community.

“Sixty Thousand Pulses villages” 13.2

This was intended to accelerate Pulses Production Programme (A3P) with In-situ moisture conservation measures (Farm Pond).The total fund outlay for the state is `990.00 lakhs out of which `447.00 lakhs was spent for A3P block demonstration of 9000 ha in clusters of 250 Ha size and `543.00 lakhs was provided for construction of 585 Nos. of Farm Pond of size 20x20x3 M with polythene lining for in situ water conservation.

Initiatives for Nutritional Security through Integrated Millet Programme 13.3 (INSIMP)

This programme is intended to enhance millet production in the state. The programme was implemented in 3 districts ,i.e,Koraput, Rayagada and Ganjam in 7500 Ha benefi ting 8500 nos of farmers.The project cost is `295.0 lakh and the expenditure for the year is `246.65 lakh. Apart from demonstrations the farmers were also trained on improved technologies and scientifi c agronomic practices of millet cultivation.

The results of the block demonstration showed positive impact for adoption of proper input packages.the neighbouring farmers of the demonstration site will adopt the improved package of practices by observing the yield of demonstration plots.

Rain fed Area Development Programme (RADP)13.4

The programme namely “Rain fed Area Development programme”(RADP) aims at improving the quality of life of farmers’ especially small and marginal farmers by offering a complete package of activities to maximize the farm returns for enhancing his/her food and livelihood security This project is implemented by Director, Soil Conservation, Odisha

Area of Operation

All the rain fed areas (i.e. areas which are not covered under assured means of irrigation) having large extent of cultivable land and potential for increasing agriculture productivity are to be covered under RADP.

In Odisha,all the districts except Boudh are covered under this scheme with a total coverage of 3633.11 ha in 166 clusters of 172 villages benefi tting to 7869 nos of farmers in the state.

The main focus of activities under the scheme are -

B) On farm development and value addition

Vegetables Initiatives in Urban Clusters(VIUC)13.5

Vegetable Initiative in Urban clusters (VIUC):a sub scheme of RKVY is implemented by the Director, Horticulture, Odisha which aims at ensuring virtuous cycle of production and productivity of vegetables in the state to enhance the income for the farmers and meet the consumer needs of urban areas. The Production and productivity of vegetables and profi tability of farmers can be enhanced by encouraging ‘off-season’ production under protected cultivation in green houses, shade net houses. etc for generating income round the year. This project focuses on several fronts like. production, logistics covering post harvest handling, storage, transportation, marketing, distribution and policy reform.

During 2011-12,in the fi rst phase, one cluster has been set up comprising of Bhubaneswar, Cuttack, Jajpur and Banki areas to meet the needs of consumers of Bhubaneswar and Cuttack city for which the following activities have been taken up.

Initially, a base line survey has been conducted to assess the supply chain to selected city & identify bottlenecks & growing clusters (Existing & Potential)

333 groups of Farmers Producer Organisation(FPO) has been formed with fi nancial assistance @ `2000/farmer

60 groups of FPOs have been trained @ `1500/ farmer.

2995 farmers have opened their accounts in the Bank and online payment has been facilitated.

4 nos of Vegetables Seedling Prodn. Unit have been set up @ `31.20 lakhs/each unit

An area of 505 ha has been taken up for vegetable cultivation around the periphery of Bhubaneswar and Cuttack city taking open pollinated (300 ha) and hybrid vegetables (205 ha) with IPM/INM package as well as with organic farming.

National Mission on protein Supplement(NMPS)13.6

This is a centrally assisted scheme launched by Ministry of Agriculture, GoI to take up activities to promote animal based protein production through livestock development i.e, , goatery, dairy farming and fi sheries in selected blocks.

Goatery

For the economic upliftment of the farmers and to generate employment, goat farming is being promoted under the sub scheme “NMPS”. The scheme envisages nutritional balance for consumers in terms of animal protein intake ensuring growth in meat production and holistic development of Animal Husbandry & Dairy sector.

Main objectives of the scheme are

To set up goat units with scientifi c management for better price realization

To promote better health care and management practices for higher productivity and higher returns.

To build the capacity of the local community member for undertaking goat production as a profi table enterprise.

To develop this project area as training, demonstration fi eld with an intention for expansion and replication by involving the people’s participation.

To meet the demand of goat meat by improving the total production

Dairy

Under NMPS,programme a special project for dairy development, GoI has allocated `618 lakh to Odisha state for the year 2011-12 .This programme is being implemented through Odisha State Co-operative Milk Producers’ Federation Ltd.(OMFED).The focus area under this programme is as follows.

Installation of bulk milk coolersA. Purchase of road milk tankers B.

In order to achieve the milk production target of 5 lakh Lit per day, OMFED has proposed 22 nos of Bulk Milk Coolers with 58000 Lit per day capacity and purchase of 2 nos of Road Milk Tankers to overcome the diffi culties of transport of milk from point to point.

As a matter of sample, a 5000 LPD capacity BMC installed at Adaspur Unit of Cuttack Milk Union in Cuttack District by which the additional milk procurement has gone up by 4000 LPD.

Fishery

This is a centrally assisted scheme launched by Ministry of Agriculture. Fisheries inter-alia constitutes one of the focus areas under this Scheme. The Government of India have suggested to improve the protein supplement of the country through the special scheme called as “National Mission for Protein Supplement” (NMPS), wherein the GoI has allocated a sum of `9.04 crore for Odisha state.

Reservoir Fisheries Development

Under the sub scheme“NMPS”,Reservoir Fisheries development is taken up at Upper Kolab reservoir covering 3500 ha water body with a fi nancial outlay of `334 lakh in coordination with Minakshi PFCS in consultation with different stake holders. By this time, all the members of PFCS have given orientation training for successful implementation of the programme.In this reservoir, 48 nos of cages of size 6X 4X4 m are to be installed as a result 480 MT of fi sh will be produced from 1 cage within a culture duration of 18 months.The development of cage culture is under progress.

Oil palm Area Expansion (OPAE)13.7

A special initiative has been taken under RKVY during 2011-12 for implementation of a special programme on Oil Palm Area Expansion (OPAE) in order to augment the production of palm oil by 2.5 to 3.00 lakh tonnes in the next 5 years across the country.

It is proposed to undertake area expansion in 4300 hectares during 2011-12 through Special Programme on Oil Palm Area Expansion (OPAE) under RKVY in the state. Priority was given to expand area under the purview of existing mills so as to increase the technical and economic viability of their operations. The scheme is intended to provide incentives to growers for identifi ed critical interventions viz; planting material, compensation for loss of income of the farmers during the gestation period, pump set, drip irrigation system, support for intercropping, vermi-compost pit, bore wells/water harvesting tanks/fertigation tanks, PP chemicals/INM/IPM/ fertigation/tree guards etc.

This scheme is implemented by the Director, Horticulture, Odisha.Under the special scheme, an allocation of `1776.00 lakh was made for the state against which `1157 lakh have been released to the implementing agencies and the expenditure has been incurred to the tune of `444 lakh and the progress is continuing.

SUMMARY

To reach the envisioned target of RKVY in the state, concerted efforts are put for ushering an era of more inclusive growth in line with the national agenda. A lot of priority is being bestowed upon input management, technology dissemination and adoption of scientifi c package of practices, marketing and value addition and infrastructure development on such lines. Seed storage godowns, Creation of farm power & mechanization, Development of prototypes of farm machineries, Farm Information Advisory Centers, Seed Processing Plants, Cold Storages, Soil and fertilizer testing laboratories, Bio fertilizer production centres, Disease diagnostic labs for animals, Frozen semen lab for A.I. in animals, Field channels and improvement of irrigation system, Training hall and Resource centres, Development of dairy and milk processing plants, Cattle feed production plant, Creation of ginning & pressing infrastructure of KCGCS mill ,Kesinga, Replacement and renovation of equipments and machineries of Bargarh Co-op Sugar Mill, Marketing Infrastructures and mandis for various agro horti produces by APMCs, Vending outlets so called “Udyan Fresh” ,Community threshing fl oors and Farm ponds for insitu moisture conservation are some of the infrastructures and assets created in the state under RKVY.

Besides, a lot of efforts are being put in the context of ICT. Online fund monitoring of RKVY by the Directorate of Agriculture, e-pest surveillance, on-line fertilizer licensing and registration for purchase of farm equipments and machineries, establishment of farm ponds and operation of telemarketing centre online purchase and payment to vegetable growers by the Directorate of Horticulture has been some of such interventions in the state.

The Government is giving more emphasis on the participatory mode of such developmental programmes involving all stake holders from formulation to implementation.The programmes are being made more pro-poor, the predominant section of the society. All these kinds of endeavour will certainly have synergistic effect in attaining the aim and objectives of the nation’s mission and in turn will develop the economy of our state as well as our country as a whole.
