Message from the Chairman

Dear Friends,

India Power has seen a very satisfactory beginning to the new fiscal year. The company is making great progress in its generation and distribution business, thanks to the hard work and dedication of all of you.

At the outset, I would like to point out something remarkable: in a recent interview, Union Power Minister Piyush Goyal said that India is now a power surplus country. In two years, the country has commissioned 45 GW of power generating plants – a 22% increase in thermal installed capacity. Along with planned replacements of older, inefficient power plants with more modern production units and massive increases in production by Coal India, the future looks bright for the traditional power sector.

The renewable sector is also seeing a lot of interest, especially among foreign investors. Plans have been floated for a $ 1 billion dollar investment in 1 GW of solar power over the next five years. As our need for energy grows, our ability to harness renewable will become ever more crucial.

In the short term, however, we can still make large differences to our energy consumption simply by making the traditional power sector more efficient. A case in point is our Gaya distribution franchisee, which has dramatically improved performance by reducing T&D losses from 60% to 46% in a single year. We have also seen a 26% jump in consumer base, and now meet the needs of more than 150,000 consumers in these areas.

Another significant milestone we achieved on November 1, 2015 was the charging of the 220/33 kV substation at J K Nagar in the Asansol subdivision, which connects us to the state and national power grid. The substation will also reinforce our distribution capacity and help to meet the rising demand of supply of reliable and cost effective power in the Asansol-Durgapur industrial belt.

Finally, I am proud to announce that our 450 MW coal-based power plant at Haldia will also become operational later this year. This new plant will help us further meet the power needs of West Bengal in the conventional sector, even as we advance our renewable sector offerings.

The new fiscal year has begun very well for us, and I have every confidence that we will once again set new records and new milestones for others to aspire to.

Transmission & Distribution performance - A perspective

For decades now, augmenting generation capacity to cope with the burgeoning demand has been the fulcrum of activity in the power sector, with

all eggs going into the production basket. However, it seems we largely forgot to heed a vital link in this ecosys-tem, which is addressing the inadequate power evacu-ation infrastructure that has always dragged the Indian power sector down.This has opened up a huge chasm between the beefed up generation capacity and the quantum of electricity that can be evacuated and supplied to the last-mile consumer. The inadequate evacuation infrastructure has also hamstrung us in the realm of balancing the grid by feeding deficient regions like the South from surplus

zones like the East.Distribution is the final link in the chain of electric power, connecting the transmission system to the consumers, and we have ignored it at our own peril. Historically, power distribution has been a monopoly of government-owned utilities, and is actually in the realm of 29 state governments, with the private sector playing only a limited part. The abysmal financial health of the state electricity discoms, which are perennially plagued by subsidised tariffs, is a major roadblock towards improving evacuation efficiency.It is estimated that these discoms are bleeding annual losses to the tune of about Rs 60,000 crore, which has also adversely impacted public sector banks. The

government has rolled out a financial restructuring plan of Rs 2 lakh crore for the beleaguered discoms, which comes in the wake of a Rs. 10,000-crore bailout package in 2002. The time has probably come to pop the question, ‘how much succour can we afford for the discoms?’Given the ground reality that the state discoms hardly have the wherewithal to cater to the country’s need for electricity on their collective strength and financial resources, the idea of a national power distribution company has also been mooted in some quarters. This may not seem such a utopian concept if we consider that the Centre’s vision of achieving the goal of 24x7 power supply is primarily imperilled by the poor financial health of discoms across the country, with their collective dues now pegged at a whopping Rs. 15,700 crore.If it’s any silver lining, there has been some recent progress towards privatisation of power distribution. Till date, 255 towns have been identified by the Shunglu Committee for the implementation of distribution franchises, and the B.K. Chaturvedi report has introduced the PPP as a viable model.Indeed, the distribution franchisee (DF) model has emerged as a key solution for cash-strapped and loss-making utilities, who can tie up with private players with strong

management skills in the distribution business as well as the financial muscle to incur the capex required for infrastructure. This will surely result in a reduction of AT&C losses, improved collection and higher customer satisfaction, it is hoped.As a thumb rule, for every megawatt of power generated, an evacuation capacity of approximately 7 MVA is required. Taking the current installed capacity of 275 GW, we would need an equivalent power distribution infrastructure, and there’s a gaping hole here. To plug this gap and make the 24X7 power for all vision a reality, the need of the hour is to plug this huge deficiency in distribution infrastructure and be ready to accommodate the augmented generation capabilities.

Big capital expenditure would be required to create the additional power distribution Infrastructure over the next five years and investment in the transmission sector could touch $80-100 billion, according to reports.The spinoffs of such projects to augment transmission and distribution infrastructure would also be significant, propelling demand for power conductors, insulators, transmission towers, substation equipment (power transformers, switchgears/panels), IT/OT technologies, etc.So, clearly, companies engaged in the manufacture of these products will need to firm up their business strategy to make hay while the sun shines, because an enormous amount of opportunities are going to unfold on the back of the megabucks being pumped into the T&D sector by public and private companies.A big setback for the T&D segment was the abject failure of the Accelerated Power Development & Reform Programme (APDRP), which was launched in 2001 to strengthen the transmission and distribution network and whittle down AT&C (aggregate technical and commercial) losses to below 15% in five years in urban and high-density areas. This was to be achieved by automating and integrating IT. But the programme never had its desired effect.

A more modern and effective approach would be an MV & LV network to stem the AT&C losses, involving vehicles like self-healing distribution grid, addition of distribution transformers, introducing smart meters, feeder segregation, moving from overhead to underground network, etc.

At India Power, we have pared the T&D losses in our system from an already low 3.5% to 2.7%, which is among the best in the country. With our ring-main system along with back-up power supply sources, we are able to maintain an interruption-free distribution system for supplying power to 250MVA of connected

load.We are working simultaneously on several fronts to ensure technical upgrade of the existing distribution network to ensure safety of consumers and stability of power supply.

In the beginning of the year the business faced the first challenge with series of disconnection of services from its major client ECL. The disconnection continued till the end of the year at the year-end -Connections of ECL were disconnected we had lost -MU of business.In the meantime another challenge surfaced in the form of several of our consumers demanding a reduction

in tariff to the levels of competitor. As the days went by the shouts grew louder and assumed threatening propositions. The loss was tremendous but the team put it’s thought together and it was ultimately decided the panacea to the above issues is to increase the consumer base by providing competitive tariff. For this we needed to link our network to the national grid. The obstacle was completion of J K Nagar Transmission Project.J K Nagar Transmission Project was facing Right of Way issues. The right of way issues were sorted with

negotiations and quick response, the project saw light of the day on November -16 and the power started to flow in December-16. This resulted in huge saving as most of the power was through short term purchase through exchange that brought down the cost of power consequently the tariffs.With innovative pricing of 33 kV Consumers were held back into IPCL fold, the influx of consumers from competitors also started. This was a morale booster for the team who after this have started connecting LT Domestic and High End Commercial and Industrial consumers were brought into our fold.

India Power took over reins of Bodhgaya, Gaya and Manpur town and adjoining areas Distribution Franchisee on behalf of South Bihar Power

Distribution Company (SBPDCL) on 1st June 2014. From then on began an eventful journey to transform a multi pilgrimage towns of Bodhgaya, Gaya where both Hindu and Buddhist religions have deep roots.The task was daunting so was our spirit to excel. A young and vibrant team was formed from the existing workforce at Asansol and power distribution experts, engineers from various parts of India. Truly representing the “INDIA POWER”. We at India Power believe “if One Can, We only Can”, the first few days were nightmarish, supply interruptions, legacy billing issues, consumer database challenges etc. All these seemed surmountable if we had the support of our consumers, so as part of overall strategy, we started aiming at reducing interruptions, giving reliable and adequate power to the consumers.The strategy worked, the consumers noticed the changes a few months down the line, there was no major interruptions, the supply was reliable, our staff at consumer care showed warmth, there was a silent revolution and underline goodwill being created. The call centre was responding to the complaints, the engineers were available and visible and most importantly, people started noticing the transparency and non-corrupt regime where every consumer was being handled with care and belongingness.This transformation could not happen in a day it was a slow and steady process wherein each of our employee had role to play. Once the initial bonding had been established then came the hard things to arrest the Transmission and Distribution Losses which was eating away our profits.To arrest the Transmission and Distribution losses multi-pronged strategy was adopted by the team – The team noticed that technical losses were visible however Commercial losses needed focus as it would help in bringing down the losses drastically

• Building survey was undertaken to identify the genuine and theft consumers, it was noticed that around 20 K Consumers were not in the billing net.

• New Service Connections and Meter Replacement was taken up

• Billing Efficiency was improved through inducting professional vendors into the system

• In the Distribution Franchisee Area we came across many Governmental establishments are without meters, this had continued unabated since SBPDCL and the establishment were both government. However we insisted on meter being installed and billing as per the meter.

• Ring fencing the boundaries of Distribution Franchisee Area have resulted in saving of 1-1.5 MU per month.

Assocham meet on HydropowerMr. Shrirang Karandikar, CEO, India Power Corporation Limited (IPCL), addressed Assocham’s conference on ‘Hydropower @ Crossroads’ held at the Regal Room, Hotel Lalit, New Delhi, on May 3, 2016. IPCL also supported the conference with a sponsorship amount of Rs. 1 lakh.Hydropower’s critical role in our nation’s energy security is based on the elements of sustainability, availability and affordability. The conference aimed to highlight the industry’s collective concerns and issues impacting the development of the hydropower sector. Assocham’s knowledge partner PWC prepared a paper to suggest a roadmap to accelerate hydropower development in the country.India is blessed with significant hydropower potential and can meet a demand of around 85 GW at 60% load factor. However, till date, only 41 GW of hydropower capacity has been installed, which is a mere 28% of the total potential. Countries like Canada and Brazil have harnessed around 69% and 48% of the economically feasible potential back in 2009.In order to increase hydropower capacity, the Centre

has planned to add capacity of 10,897 MW in the 12th Five‐Year Plan, almost 25% of the total hydro installed capacity.

The Council of IPM Sri Lanka presented the prestigious National HR Conference held on 21st and 22nd June, 2016 at Bandaranaike Memorial International Confer-ence Hall (BMICH), Colombo, Sri Lanka.This was the flagship event of the country’s foremost Institution synonymous with Human Resource Manage-ment and Development: Institute of Personnel Manage-ment (IPM) Sri Lanka. NIPM seminars in Nashik & National HR Conference in Colombo

Our President (Corporate Affairs & Admin), Mr. Somesh Dasgupta, who is also the National President of NIPM, spoke at a seminar on Corporate Social Responsibility in Nashik on 21st April, 2016, attended by HR and Admin professionals from around the country. The seminar, or-ganised by the Nashik chapter of NIPM, was themed on ‘CSR - Initivatives & Implementations’.

India Power Celebrates-Poila Baisakh 1423

Poila Baisakh, is the first day of the Bengali calendar, celebrated on 14 April. The traditional greeting for Bengali New Year is “Shubho Noboborsho” which

is literally “Happy New Year”. The Power Rangers had planned some fun at work on April 13, as a build up to this auspicious occasion the next day. We started with creating some excitement through constant emails to all employees at HO.All people were asked to dress up in “traditional poshaak” and we had planned for awards for the best dressed male and female. The day started with quite a turnout by all people in traditional attire. The judges for the competition made their rounds amongst the employees and shortlisted the contenders for the award. A unanimous decision was taken to organize voting by all employees from among the shortlisted individuals. We did plan to spread the cheer among the employees of group companies. To do so, we planned a quiz among everybody having lunch at the cafeteria. The quiz was hosted by Tandra Mohanty. The quiz was themed around eateries in Kolkata and their delicacies, and our colleagues knowledge about them. With every right answer, the contestant was rewarded with an authentic “Jalbhara Sandesh”. Along with India Power, other group

companies also participated in this event. The mood was set for the evening event.We commenced the event with an opening address by Bonnya Bose on the essence of Poila Baisakh and wishing everybody a prosperous year ahead. Thereafter we played out the snaps of the shortlisted employees for the Best Dressed award and commenced with voting by all employees. We were among the lucky few to cast our votes on two instances in a month(PUN INTENDED). While the votes were counted, there was a cultural presentation by our colleagues with a few songs and a poetry recital. By such time, the results of the votes were determined and Hirak Mukherjee and Shreyasi Das were chosen as the Best Dressed Male and Female for the event. We concluded the event with Gorom Singara, Rosogolla, Cold Drinks and the quintessential Bengali Adda.

Kudos to the entire Gaya Team

A big ‘congratulations’ to the entire India Power Corporation (Bodhgaya) Limited team who handled the tremendous hailstorm which hit the Gaya and Manpur areas on May 25 2016. Several locations in Gaya and Manpur like Road No. 10, Karmanchak, Chaparda, Lakhanpur, Kenarchatti, Sondhi, and Paharpur, among others, were affected with breakdowns caused by heavy wind, snapped HT conductor, falling trees, strangled conductors, jumper dislocations or conductor shorts. These locations were from Manpur Chandauti, Fatepur Kejhar Sarai or Tikuna Substation areas. All these break downs were addressed within 24 to 48 hours, to much applause from the consumers of India Power Corporation (Bodhgaya) Limited.

Mohalla cleaning drive builds bridges with consumers

As a new initiative, India Power Corporation (Bodhgaya) Limited recently started a Mohalla cleaning drive. The broader objective of this drive is to create mutual benefit for the consumer as well as the company. There are various activities undertaken through this drive, including:

1. Replacement of electro-mechanical energy meters by static electronic energy meters for proper energy accounting.

2. Sanitation of distribution transformers, accompanied by activities such as the earthing of neutral bushing (if not available/disconnected), oil filling in DTRs, eradication of structural defects like fixing jumpers, adjusting loose sag, replacing broken insulators etc.

3. Strengthening of LT infrastructure like erecting continuous neutral wire leading to resolution of voltage-related issues, if any.

4. Fixing loose service connections to ensure consumer safety.

5. Identifying hazardous locations, if any, and attending to it to make it safe for

consumers.

6. Resolving technical/commercial consumer grievances on the spot, such as replacing defective meters, revamping service connections, addressing bill-related complaints, and issuing new connections, by making door-to-door visits.

7. Load balancing distribution transformers in order to reduce failure caused by overloading.

In a nutshell, IPC(B)L is putting in every possible effort to create a win-win situation for consumers as well as the company and consequently, bringing smiles to consumers’ faces.

THE ANNUAL RESULT

IPCL reports Rs 43.54 cr PBTIndia Power Corporation Limited (IPCL), announced its annual results for the financial year 2015-16 on 14th May, 2016. The Gross Revenue for FY 15-16 is Rs 586 crore against Rs 618 crore last year. PBT improved to Rs 43.54 crore during FY 15-16 as compared to last year’s PBT of Rs 36.60 crore. PAT improved to Rs 31.9 crore during FY 15-16 as compared to last year’s PAT of Rs 24.18 crore.

The Board of Directors approved the company’s audited financial accounts for the year ended March 31, 2016 and recommended a dividend of 5% to the shareholders. Mr. Hemant Kanoria, Chairman of the company, said: “IPCL will focus on generating and distributing electricity at the lowest cost to its consumers, whether the source is from thermal or renewable. Due to continuous improvement in our network, we have achieved T&D losses of 2.31%, far lower compared to the industry average of around 25%. We are now focusing on growth and backward integration.”

Performance at a glance:• IPCL has clocked a remarkable all-round performance during the last financial year, excelling on multiple fronts and buoying the enthusiasm of all its stakeholders.• The company has always aimed at optimising its distribution assets and creating benchmarks in efficiency by exceeding industry standards. So, the T&D (transmission and distribution) loss figure stands at

2.31% against the industry average of 25% or above, and this was maintained in the period.

• A significant milestone achieved was charging of the 220/33 kV substation at J K Nagar in the Asansol subdivision on 1st November, 2015. The J K Nagar substation connects IPCL to the national grid and provides flexibility to source power for its customers at the most competitive rates. The substation will also reinforce the distribution capacity of IPCL by receiving power at 220 kV level and help to meet the rising demand for power in the Asansol-Durgapur industrial belt.

• The performance of India Power’s Gaya distribution franchisee, which serves Gaya, Bodhgaya, Manpur and its adjoining areas under The South Bihar Power Distribution Company Limited, has also improved dramatically, reflecting in the 26% jump in consumer base. India Power Corporation (Bodhgaya) Limited was set up to meet the needs of more than 150,000 consumers in these areas, with varied requirements including agricultural, commercial and domestic loads. India Power Corporation (Bodhgaya) Limited has reduced the T&D losses from 60% (March 2015) to 46% (March 2016) by taking various loss-reduction steps.

• In yet another landmark development, India Power Green Energy Utility Private Limited, a wholly-owned subsidiary of IPCL, was incorporated on 30th December, 2015 with an objective of foraying into developing and/or acquiring green assets to build a sizable portfolio of green energy.

• Work on the 450 MW (3x150 MW) coal-based power plant at Haldia by India Power Corporation (Haldia) Limited is also on in full swing and Phase 1 commissioning is on schedule.

Haldia Project Update Departmental Presentations- A look back & steps aheadDepartment wise presentations were arranged for India Power Distribution Business on 10th May, 2016 at the conference room of Central Office at Asansol, Sanctoria. The schedules comprised of presentations and discussion of Distribution Business DPS Circle and SPS Circle alongwith the other departments such as Business Development, Customer Care, Billing & Commercial, DPS Generation , Engineering, Projects, Testing & Quality Control , PR , Branding & CSR for Asansol and Gaya DF Business (Plan & Strategy), Technical Services & Vigilance, Commercial & Customer Care, Performance (Business Unit I, II & III) , Meter Management Group, New Service Connection & Safety, Vigilance, Projects, PR Media & Communication & HR for Gaya. The prerogative behind the above was to highlight the The Business Performance/Activities/Achievements/Challenges– FY2015-16 & Business Plans/Goals of

Individual department/ Proposed activities–FY 2016-17. At the said platforms all concerned HODs gave brilliant display of their valuable inputs and insights to excel in the coming days, to make India Power as a benchmark in the power industry. The outcome of the discussions were startling and informative to take precautionary measures. They not only provided with inputs but also emphasized on holistic growth of every individual associated with India Power, subsequently contributing for the growth of India Power in the upcoming days. The HODs also stressed upon the facts which came up while the issues were being addressed. The discussion were presided by Mr. Shrirang Karandikar, CEO, India Power Corporation Limited, Mr. Raghav Raj Kanoria, Director, India Power Corporation (Bodh Gaya) Limited & Mr. Somesh Dasgupta, President, Corporate Affairs & Administration.

Participation in Joint Audit ConclaveMr. Ashish Bose, IPCL attended the “Joint Audit Conclave on the Theme: Audit in Motion- The Continuous Monitoring” on 15th June, 2016 held at The Lalit Great Eastern, Kolkata. It was organised by The Institute of Internal Auditors India-Calcutta Chapter.

WOMEN’S EMPOWERMENT

Women’s awareness programme bears fruit

We have mentioned in our earlier issues of Powerteam how we work with non-profit SRREOSHI (Society for Research & Rudimentary Education on Social & Health Issues) to carry out capacity-building & life-management training activities in the Asansol-Raniganj region. The programmes we do with SRREOSHI usually focus on interventions with adolescent girls (school-going and otherwise) in backward areas to create awareness, increase knowledge and build capacities in a rights-based mode on issues of violence against women and gender discrimination.Here are a couple of more heart-warming examples of the real impact such intervention has on the ground:• Fourteen year old Kusum Bauri studies in Class VIII at Jamunamoy School, Raniganj. Both her parents work as domestic helps to earn a living. She has three sisters and a brother, the latter a mason. Kusum wants to continue with her academics, and simultaneously receive vocational training in tailoring, or any other skills. In future, she wants to be self-reliant, both economically and psychologically.

She attended these life skills training programmes, and is now more aware of her right to sexual and reproductive health. These awareness sessions have provided her with a ray of hope for a better future. With SRREOSHI and India Power’s push, she wants to carve out a career path for herself.• Pushpa Bauri is 20 and also hails from a Raniganj slum. She lost her parents at a young age and could study only till Class V. Pushpa has 3 brothers and 2 sisters. She has learnt tailoring, and takes orders to stitch salwar suits, etc, and also teaches tailoring to a few others in her slum. She dreams of a better future, where she can earn more and support herself and her family.The intervention programmes of India Power with SRREOSHI have given her hope. She is now better aware of her right to sexual and reproductive health. Pushpa now has the confidence to stride forward and make her dreams come true, using all the learning she has received at these workshops.The future seems bright for both Kusum and Pushpa.

IPCL support inspires schools to lend helping handFollowing the publication of the news of IPCL’s support (in the form of books and computers) extended to the Mother Teresa Academy in Domohani Bazar, Asansol in the Bengali daily Bartaman, two local schools have come forward to support the Mother Teresa Academy. St. Mathews School in Ukhra town (CBSE Board) and St. Anthony School of Asansol (ICSE Board) have both

evinced keen interest to work with Mother Teresa Academy to give priority to the students from the school for admission to these reputed schools. This positive development gladdens all our hearts at India Power and we wish all the students every success in their academic careers.

To mark World Environment Day on June 4th, 2016, India Power organised various drives accross all its locations. Saplings provided by Dr. H P Kanoria were planted in all premises. Mr. Raghav Raj Kanoria, Director, India Power Corporation (Bodhgaya) Limited, planted sapling at IPCL office premises in Salt Lake, along with other executives. The event also saw a large turnout from group companies. The celebration of the day concluded with the screening of the film ‘The Day After Tomorrow’ at the convergence centre.

Rehabilitation & development programmes of leprosy effected communitiesMedical assistance is an integral part of the CSR initiatives of India Power. On June 13, 2016, IPCL announced its intention to provide medical assistance for the Leprosy Colony Development Programme in our licensed area of the Asansol subdivision of the Burdwan district of West Bengal. CSR INITIATIVES

India Power lends a hand to the farmers of HaldiaIndia Power’s sustainable agriculture programme aims to develop and strengthen the existing infrastructure for the production and distribution of certified /quality seeds to farmers. As part of this programme, India Power Corporation Limited (IPCL) had planned an informative session between farmers undertaking their CSR programmes and the NGO Samikshon. Supported by Debhog Gram Panchayat, this event was held at Kismat Sibranagar (West) Jana Chetana Kendra, Devog Gram Panchayat, Purba Medinipur on June 27, 2016.IPCL distributed fruit trees to a hundred farmers. The beneficiaries were guided in caring for and harvesting them. This activity also ensures the maintenance of green cover and prevents soil erosion. In all, 200 trees were distributed, along with higher quality seeds to farmers in Haldia and adjacent villages in Purba Medinipur District.Mr. Sushil Kr. Verma, Head of Construction, Mr. Somesh.

Water cooler distribution in Vishnupad and Mahabodhi TempleIndia Power has taken up a new CSR initiative in Bodh Gaya. On June 16 2016, IPC(B)L installed water coolers near the Vishnupad Mandir and BTMC offices in the city.With summer now upon us, people are being subjected to intense heat on the streets. With these coolers readily available, the people of Bodh Gaya will now have some succor. IPCL President, Corporate Affairs & Admin, Somesh Dasgupta, IPCL DGM Bonnya Bose and DGM Rakesh Ranjan joined Vishnupad Mandir management committee secretary Gajadhar Lal Pathak and councilor Shashi Kishor Shishu dedicated the water cooler to the devotees visiting the temple at the inauguration ceremony.Officers from India Power joined BTMC secretary N Dorjee, head priest of the Mahabodhi Mahavihar Mandir- Bhikhu

Chalinda and BTMC member Dr. A K Singh in inaugurating the water cooler near the BTMC office and dedicated the cooler to tourists visiting Bodhgaya. Bhikhu Chalinda read a prayer to mark the occasion.

With cellular phones having fast becoming a necessity of modern life and power-hungry smartphones becoming the new norm, a new problem has become commonplace: the challenge of keeping their phone battery charged.To help the people of Asansol stay connected, IPCL has installed a number of mobile charging kiosks in

high footfall areas:• Centrum Mall (near the movie hall)• Galaxy Hall (near the movie hall)• ADDA office• HLG Nursing Home•Asansol Commisionerate Office.Through this small endeavour, IPCL hope to relieve some of the background stress that builds up in people’s lives when their phone battery is about to be exhausted.
