MESSAGE BY IR. KHOR CHAI HUAT, Managing Director of Angkasa Consulting Services Sdn Bhd. Over the years the activities of the company have increased and the project offices have spread over various regions of Malaysia and oversea. There is a need to improve the level of connectivity amongst the staff in the headoffice, project offices and our clients. ACS Newsletter is one of the means to bridge the gap. Most of the staff feel it is meaningful to publish the newsletter regularly on a quarterly interval for circulation to the site offices and our clients . It is a good way to inform each other what we are doing and what we wish to accomplish. There is a general desire amongst the staff to be connected with others and share their views on works and company matters that concerns them . It is hope that all our staff read the newsletter and find time to contribute ideas and articles for

COMPLETION OF SG. PERTING MINI HYDROPOWER PROJECT UNDER THE SMALL RENEWABLE ENERGY POWER (SREP) PROGRAMME Sg Perting mini hydropower project is one of the schemes implemented under the Small Renewable Energy Power Programme (SREP). The Concessionaire is AMDB Berhad. ACS completed the feasibility study and detailed design of the mini hydropower scheme at Sg Perting in 2006. The construction of the scheme commenced in February 2007 and is now completed. The scheme consists of an intake weir, settling tank, 4km length of 1.4m penstock and a 4.2MW powerplant. The electricity generated from the powerhouse is injected to TNB SSU at Kampung Baru via a 12km of transmission line and supplied to the local grid of Bentong town, Pahang.

ACS was honoured to be invited by PSDC to organise a presentation to the delegates from Kenya, Lao Pdr, Uganda, Vietnam and Yemen. PSDC, is an established by the government machinery established by the Government of Malaysia to accelerate the capacity of Malaysian Professional Service providers towards meeting the challengers of liberalization and globalization. The event started with the arrival and registration of delegates from the five countries (13 delegates) and MTCP‐PSDC’s secretariat, En. Mohd Harzizzi and Cik Nurul Hayati at approximately 2.30 p.m. Mr. Chang Chan Yang addressed the delegates by giving a short welcome speech followed by Mr. Khor Chai Huat with an introduction of Angkasa Consulting Services Sdn. Bhd. and the services provided for water
resources, water supply, dam, stormwater and wetlands and coastal engineering. Mr Chang CY gave a talk on Planning and Design of Putrajaya Wetlands and Stormwater Management. Mr. Lee SC gave a talk on the development of water supply in Malaysia before and after independence. The evolution of water supply system and the design of Water Treatment Plant and Water distribution. Lessons learnt: appropriate technology, Environment concerns, energy efficiency and green building must be taken into consideration. Ms Esther Teh covered the topic of the Integrated Water Resources Management (IWRM). The last speaker of the day was Mr. Lee of WET, he briefly introduced WET on the construction of water treatment plant and distribution system. At approximately 5.30p.m. the seminar was adjourned and the delegates were ushered to visit the wetlands, lakes and drainage system. The site visit was completed at the Upper Bisa Wetland where the delegates could watch the beautiful sun‐set and we bid farewell at 7.00 p.m. We hope that they return home with fond memory of the time spent together with us.

GREEN TECHNOLOGY & WATER VISITS TO MENGKUANG DAM, PENANG.

The federal government has reinstated the Mengkuang
Dam expansion project in the Ninth Malaysian Plan. The
project was shelved during the mid‐term review in June
last year because of global economic slowdown. Our
Managing Director, Mr. Khor Chai Huat was invited to give
a briefing to the Minister at the Hotel Equatorial, Penang.
The Energy, Green Technology and Water Minister, Datuk
Peter Chin Fah Kui said that the project was expected to
begin in 2009 and completed by 2013. He further added
that the project will be carried out in 2 phases ‐ the first
phase would cover the principal work to widen and
increase the dam’s height, while the second stage
involved the construction of a 13km long dual flow steel
pipe between the dam and Sg. Dua water treatment plant.
This project is very vital for Penangites as it increases the
state’s water capacity, which was fast approaching critical
stage. The expansion program will increase the dam’s
gross storage capacity from 23 million cubic metres now
to 78 million cubic metres, which would meet the state’s
water needs until 2020.
MANGANESE PROBLEM IN SG KINTA WATER TREATMENT PLANT
Report by Low Yoke Ping Sg Kinta Water Treatment developed under Greater Ipoh Water Supply Project Phase II has been commissioned successfully and handed over to Lembaga Air Perak (LAP) in August 2009. The plant is supplying 120Mld safe drinking water to consumer. The raw water is supplied from the Sg. Kinta Reservoir. The plant’s output capacity is 227Mld. The treatment processes consist of aeration, coagulation/ flocculation, dissolved air flotation (DAF), follows by filtration, chlorination and fluoridation. Additional oxidation process with potassium permanganate is provided for iron and manganese removal. During the plant commissioning, the reservoir water has been contaminated with high sediment load due to incidents of landslide along the Pos Slim‐Cameron Highlands road. This resulted in high turbid water (which exceeded treatable limit of DAF system) enters into water treatment plant. However with the fine‐tuning of air‐water saturation system and careful operation, the plant was able to produce safe drinking water with half design capacity.
Another problem faced is the high manganese
concentration in the reservoir water. ACS’s water
treatment engineer Ms Low Yoke Ping played an active
part in the investigation and finding solution to
overcome the manganese problem.

SUCCESSFUL COMPLETION OF SG. MUDA WATER SCHEME PHASE 4A
The Sg. Muda Water Scheme Phase 4A has been
completed. The project consists of two new pump
stations and upgrading of Sg. Dua Canal and a new 115
Mld water treatment plant. The upgraded water supply
scheme will benefit 80% of the Penang state’s
population which is expected to increase to 1.73
million by 2020.
Package 2A – Upgraded Canal Section
Upgrading of the existing 14km Sg. Dua Canal involves
demolishing 33 number of concrete structures along
the canal and the construction of 19 new structures
including bridges and siphon works.
Package 3 ‐ Overview of DAF Tanks
Our Resident Engineer, Engr. Lee Chee Lim said the
construction of siphon is a challenging works as both
the conveyance of water in the existing canal and
irrigation water supply canal must be maintained at all
times while the canal widening works is in progress.
The design of temporary diversion works by our design
engineers were well conceived and is effective in
minimizing the risk of water supply interruption to
Penang state. The management wish to express their appreciation to the site staff for their hardworks to ensure the successful completion of the project.

REHABILITATION AND BEAUTIFICATION OF TELUK TEKEK BEACH IN PULAU TIOMAN
ACS prepared design and supervised the construction
works to restore the Teluk Tekek beach to a high
standard recreational beach in Pulau Tioman which is
dubbed one of the ten most beautiful islands in the
world. This includes hydraulic study, design of coastal
structures, beach nourishment and river rehabilitation
works. The total project cost is approximately RM130
million.

Quality Audit Lloyds’ auditors carried out a surveillance audit on our
ISO system on 21 July 2009. Both the head office and
the Kuala Pahang site office were audited concurrently.
The ISO committee is pleased to inform that no NCR
was issued. The company was a beehive of activities in
the days leading to the external audit. Mr. CY Chang
and En. Ariff, QMR and Lead Auditor respectively, wish
to extend sincere thanks to all internal auditors and
document controller. The next audit by Lloyds is
scheduled for end 2009 or early 2010.
