October 9 Make-Up School Day: MOTION by J. Vig, seconded by D. Vig and carried to change the October 9 teacher in- service day to a student instruction day. Additional Pandem- ic Funding: Brett Burditt explained the additional COVID funding for school districts. It will be on a per student basis at $500. At this time, the funds are required to be spent by December 31, 2020. Mr. Kirkegaard gave a more detailed explanation. Ac- tion will take place at the next school board meeting. Back to School Update: Mr. Kirkegaard gave a Back to School update. It was decided to hold a special board meeting on Monday, September 21, 2020 for the district to come back to the board with other recommenda- tions on student and staff quarantines. Schools will remain with the current courses that are in place and make a determination on Monday. Payroll Tax Deferral: Brett Burditt gave an ex- planation on the payroll tax that President Trump has put in place. He rec- ommends that the district does not participate in the payroll tax deferral. Parent/Teacher Confer- ences – Zoom, Phone Call or Individual: Mr. Kirkeg- aard explained to the board that there will be a combi- nation of ways to hold Par- ent/Teacher Conferences via zoom, phone call and/ or scheduled appoint- ments. If parents/teachers choose to attend via face to face, masks are required. Reports: Brett Burditt gave an update on the lockers in Sturgis Williams Middle School. Board Members, Joe Urbaniak purchased St- urgis Scooper masks for all board members. Mr. Kirkegaard will schedule a time to tour all schools in the district in the next six months. Mr. Kirke- gaard will contact the ASBSD to schedule gavel training. Mr. Kirkegaard visited with Ross Lam- phere and will reach out to the committee members to schedule a September meeting. Harlow’s and Mr. Kirkegaard discussed the shortage of bus drivers and are concerned about bus routes. Charlie Wheeler stated that BHSSC entered into a contract with the Depart- ment of Health to hire ad- ditional staff. A detailed report thereon, containing additional information, is filed with the City of Stur- gis and the Department of Legislative Audit in Pierre, South Dakota for public inspection. The following findings and recommendations re- ferred to in the report are hereby listed in accor- dance with the provisions of SDCL 4-11-12. CURRENT AUDIT FINDINGS AND RECOMMENDA- TIONS Finding: We were requested to draft the audited financial statements and related footnote disclosures, as part of our regular audit services. Auditing stan- dards require auditors to communicate this situation to the City Council as an internal control deficiency. Ultimately, it is manage- ment’s responsibility to provide for the preparation of the City’s statements and footnotes and the re- sponsibility of the auditor to determine the fairness and presentation of those statements. From a practi- cal standpoint, we do both for the City at the same time in connection with our audit. This is not un- usual for municipalities of your size. Recommendation: As in prior years, we have instructed manage- ment to review a draft of the auditor prepared finan- cials in detail for their ac- curacy; we have answered any questions they might have, and have encouraged research of any accounting guidance in connection with the adequacy and appropriateness of classi- fication and disclosure in the City’s statements. We are satisfied that the ap- propriate steps have been taken to provide the City with the completed finan- cial statements. It is the responsibility of manage- ment and those charged with governance to make the decision whether to accept the degree of risk associated with this con- dition because of cost or other considerations.
