LDAF officials want to make sure Louisiana is prepared. How do they do that? Practice, practice, practice. “The threat of an avian influenza outbreak remains a major concern and animal health officials want to be certain all personnel are proper- ly trained in case of a contagion,” said Dr. Henry Moreau, LDAF state veterinarian. To be prepared, Animal Health Services recently hosted an Avian Influenza Response Tabletop Exercise at the East Baton Rouge Parish Office of Homeland Security and Emergency Preparedness. More than 45 participants repre- senting multiple agencies and industry, including the LDAF’s Livestock Sanitary Board, state veterinary medical officers, Animal Health Barn supervisors, Animal Health technicians and Brand Enforcement personnel attended. Additionally, the Louisiana Animal Disease Diagnostic Lab at the LSU School of Veterinary Medicine, LSU AgCenter and Louisiana Office of Public Health’s Public Health Veterinarian also took part in the drill. Rounding out the list of attendees was industry’s Pilgrim’s Pride poultry plant representatives and USDA Animal and Plant Health Inspection Service, Veterinary Services branch and Centers for Epidemiology and Animal Health personnel. The exercise was facilitated by instructors from the Agricultural Preparedness Center of Kirkwood Community College of Cedar Rapids, Iowa who also evaluated the response according to Homeland Security Exercise Evaluation Program guidelines. The exercise ended with a demonstration by LDAF personnel performing response tasks while dressed in personal protective Equipment. The exercise tested the capability of the LDAF’s Foreign Animal Disease Rapid Response Team to respond to an outbreak of highly pathogenic avian influenza (HPAI). Veterinarian Diane Stacy, the LDAF’s emergency response train- ing coordinator, said the personal protection equipment responders must wear creates its own set of problems for the South. “In Louisiana’s heat, working in Tyvek suits and respirators will be quite challenging,” Stacy said. “We even had safety personnel on hand to monitor the responders.” The exercise was specific for avian influenza, but the team has trained to respond to all foreign animal diseases such as Foot and Mouth Disease and Classical Swine Fever, Moreau said. “This was the first exercise for the team that involved a simulated outbreak of H5N1 Avian Influenza at a local fair,” Moreau said. “This practice is essential for the team in order to hone the skills necessary to respond to an actual disease out- break.” Moreau said the H5N1 strain of HPAI has not yet been found in the U.S., but the disease has been found in Europe, the United Kingdom, Asia, the Mideast, and Africa. The rapid spread of the disease, especially in Asia, has public health officials in the U.S. con- cerned. Commissioner Mike Strain,D.V.M., celebrated his first 100days in office recently at a break-fast and coffee meeting with staffand other well-wishers.

The gathering was held in theLouisiana Department ofAgriculture and Forestry’sVeterans Memorial Auditorium.

Strain said the refurbishing ofthe auditorium and public natureof the breakfast meeting is sym-bolic of his overall vision for theLDAF.

“We are conducting all our pub-lic hearings and commission meet-ings in this room,” Strain said.“Everything about this administra-

tion will be above board, open tothe public and transparent.”

Strain said his first weeks inoffice were hectic.

“I hit the road running andhaven’t stopped since,” Strain said.“I’ve traveled the state makingspeeches and LDAF presentationsto 68 organizations in 100 days.

“I’ve told the farmers, foresters,parish farm bureaus, consumergroups, everyone I possibly can,how much agriculture and forestrytouches almost every aspect oftheir lives.”

Strain said he created an envi-ronment of reform within theLDAF and is proud of the work-force and their dedication.

“It’s important for the citizens ofLouisiana to know that their LDAFemployees are here to serve theneeds of the public,” he said.

One of the immediate changesStrain instituted was the halt of allbuilding construction using LDAFoffice staff and others not trainedfor industrial work.

“Remember, we are going to beas transparent as possible,” Strainsaid. “We’ve gone to great lengthsto make sure each employee isdoing the job he or she is trained todo.”

Strain said other noteworthyachievements of his administra-tion’s first 100 days include:

- required statutory oaths of

office for all appointed positions- revised purchasing procedures- reduced fleet inventory and fuel

costs- implemented employee training

and development programs- revised personnel and sub-

stance abuse policies- launched an information-

packed Web site.Strain reiterated his pledge to

keep Louisiana agriculture andforestry strong.

“I came into this job knowing Iwas facing the challenge of balanc-ing the department’s budget, butthe staff and I are rolling up oursleeves to get the job done,” hesaid.

Strain said the team’s online and classroom trainingin FEMA’s National Incident Management System-Incident Command System and USDA’s NationalAnimal Health Emergency Management Systemguidelines provided the team with the basic informa-tion to control an avian flu out break.

“We’re always thinking positive, but preparing forthe worse,” Strain said. “Let’s hope they never have touse their training.”

Strain stressed the importance of proper biosecurityon poultry farms and in backyard and hobbyist flocks.

“New birds represent a risk to your established flockso quarantining them is always a good idea,” Strainsaid. “Avoid putting new birds, including baby chicks,in contact with droppings and feathers of leftoverflocks.

“Always wash your hands after handling poultry. It’sjust good common sense measures. If everybody prac-tices good biosecurity then Louisiana shouldn’t haveany problems.”

Natalie inspects and conductsreviews of all retail establishments,restaurants and wholesalers thatsell eggs to the public, ensuring thesafety, wholesomeness and correctlabeling and packaging of eggs andegg products.

Glover also helps industry andthe public improve its understand-ing of USDA and LDAF policiesand programs. She actively partici-pates in promotional activities ofthe Louisiana Egg Commission.

2 dozen eggs, boiled1 pound crawfish tails, peeled1 cup crab, crawfish or shrimp

boil powder¾ - 1 cup mayonnaiseSalt and black pepper to tasteGranulated garlic to tastePaprika to garnish

Place peeled crawfish tails in amedium pot and add enough waterto cover. Stir in crab boil powderthen bring to a boil over mediumheat. Boil for approximately 10minutes then remove from heatand allow crawfish to soak in liq-uid for 10-15 minutes. Whilecrawfish are soaking, cut eggs inhalf lengthwise and carefullyremove yolks. Place yolks in amixing bowl and mash with a forkthen set aside. Drain crawfish butdo not rinse. To the mashed yolks,add crawfish and enough mayon-naise to hold mixture together. Ifdesired, season to taste with salt,pepper and granulated garlic. Stuffegg white halves with crawfishmixture and garnish with paprika.Serve warm or chill for at least 1hour to serve cold.

organize the cattle rescue effort and was very interested in learning how the new corralswould work in a real life situation.

“The new pens will be a great tool in rescuing lost or stranded animals in times ofemergencies, and the more we get acquainted with operating the pens the more efficientwe’ll be in rescuing animals,” Moreau said.

The cattle rescue began with an early morning pre-planning session to coordinate themultiple agencies involved in the rescue.

Pointe Coupee Parish Sheriff deputies stationed several patrol cars near the levee onHwy. 1. Two Wildlife and Fisheries enforcement agents, along with their flatboats, wereon stand-by in order to help drive the cattle down the levee.

Robillard also employed the services of several neighbors and nearby cattlemen tofacilitate the rescue.

“The cattle were definitely spooked,” Robillard said. “We knew that going in and wewere trying to be patient.

“One cow jumped into the water just as we were penning her, then about three dozenhead followed her into the water. We let them settle a bit and eventually recovered themall.”

Several bags of cattle pellets were also used to lure the cattle into the pens. According to Gill and Moreau, the pens proved valuable in the cattle rescue effort. “The pens served to corral and funnel the cows into waiting trailers,” Gill said. “They

worked as designed and will be a real asset to the department and to cattlemen across thestate.”

Rising waters from the nearby MississippiRiver prompted the Louisiana Departmentof Agriculture and Forestry’s Office ofAnimal Health Services into action as partof “Operation Cattle Rescue.”

The situation turned dire in Pointe CoupeeParish as nearly 200 head of cattle werequickly running out of pasture atop aMorganza Spillway levee.

In early April, rising water from theMississippi River flooded about 1,500 acresof winter wheat within the forebay area of

the Morganza Spillway. Local farmers,working alongside U.S. Army Corps ofEngineers crews, tried to stave off the tideby filling large sandbags and placing themon top a low crop-protection levee withinthe spillway.

The crop-protection levee usually protectsbottomland fields from the normal spillwaywater but this year the Mississippi River

crested higher than normal and funneledmore water into the Morganza Spillway.

Unfortunately for the farmers’ wheatcrops, the low levee was overtopped.

But the stranded cattle were spared thesame fate as the wheat crop, thanks in largepart to the Louisiana Department ofAgriculture and Forestry’s Office of AnimalHealth Services and a supply of newportable livestock pens,

Pointe Coupee Parish cattleman BrettRobillard notified the local Office of

Emergency Preparedness when he realizedhis cattle might be in danger.

By late April, the Mississippi River hadyet to crest and Robillard’s Brahman-crosscattle were losing ground to flood water.His herd migrated atop the Morganza leveeswhen the nearby levee was breeched inearly April.

“The cattle were getting scared and hun-

gry and I knew I needed some assistancewith moving the cattle to higher ground,”Robillard said.

Several local and state agencies wereinvolved following the initial request forassistance including the LDAF, the PointeCoupee Parish Sheriff’s office and theLouisiana Department of Wildlife andFisheries.

Joshua Gill of the LDAF’s Office ofAnimal Health Services is the AgriculturalEmergency Support Coordinator who initi-ated the department’s “Incident ActionPlan.”

“I got the call late Sunday afternoon andby early Tuesday morning all the people andagencies were in place and ready for thecattle rescue,” Gill said.

In addition to rescuing cattle, the eventalso served as a training session for LDAFpersonnel to get acquainted with the mov-

able livestock pens. The pens were acquiredthrough a grant from Homeland Securityand are used to corral cattle and horses dur-ing crisis or emergency situations.
