Dear friends,

2008 has been a period of consolidation and development of the work that RES-CATE carries out both in the national and the international area, in spite of or thanks to having faced several difficulties which affected our projects activities, such as internal conflicts in some countries where we are present, changes on the laws which have an impact on the populations we work with in Spain and Europe, and the social happenings which arise everyday and make our mission necessary.

Some of the activities carried out in 2008 to be highlighted are those correspon-ding to Public Awareness and Development Education projects which aim was to inform and make society aware of the serious situation of accessing to water in Ethiopia, make the Media be acquainted with and properly inform about the people facing immigration and refuge, and give information about the value of intercultural education in classrooms.

In 2008 it is also important to point out the collaboration of RESCATE with other NGO, such as Resettlement Group, Net Against Human Trafficking, those com-mitted to supporting asylum seekers, both in legal and psychosocial matters, and those corresponding to CONGD whose we are members of.

In the international area, 2008 has marked an increase in the efforts to conso-lidate the best work conditions in the countries where we carry out cooperation projects, despite all the unexpected changes, in order to properly respond to the needs of the beneficiary populations. Such is the case of D.R. of Congo, specially in North Kivu, affected by an internal conflict, where RESCATE participates in the construction of health care centers, and Ethiopia, where our projects have been delayed by internal problems in the region and the country. Thanks to the team efforts every diffi culty has been solved and the projects will continue in 2009.

Now that the year is ended we feel satisfi ed about our hard work and RESCATE´s continuous improvement of its general management, the transparency of its ac-tivities and the fulfillment of its aims.

We hope this Annual Report will give you a clear and close vision on what we are.

NGO RESCATE International works since 1960 on behalf of refugees and displaced people, taking a special in-terest in children and women.

Currently our activities fall into three categories:

1. Social Action in Spain.

2. International Cooperation in countries which are suffering and/or have suffered wars and/or with refugees and displaced popula-tions, and/or affected by conflicts.

3. Public Awareness and Educa-

tion for Development.

In all its activities, RESCATE pays special attention to the quality servi-ce and the continuous training of the staff. Therefore, every department participates in specific training cour-ses and adopts new procedures in or-der to improve the daily work.

In this way, RESCATE fulfills all the principles of Transparency and Good Practices set out by the Fundación

Lealtad since 2005; it has been de-clared an Association of Public Utility in 2002 and qualified for the multi-annual Agreements signing with the International Cooperation Spanish Agency for Development (AECID).

In 2008 RESCATE´s projects have benefited 669.377 people, in 11 coun-tries, of 4 continents.

RESCATE was founded in 1960 as a delegation in Spain of a north ameri-can organization, IRC (International Rescue Committee). After 50 years in operation, RESCATE has evolved into the NGO it is today.

1933

Albert Einstein

sets up a su-pport network to help Europeans escape from the Nazis. That is how Interna-tional Rescue Committee (IRC was born).

1960

IRC opens a delegation in Spain, IRC-Spain, as a resettlement office for re-fugees in our country who wanted to go to United States, Canada and Aus-tralia.

1980

IRC Spain collaborates with UNHCR implementing projects. This collabo-ration continued until 1995.

1985

With the Asylum Law (1984), IRC-Spain starts giving Legal Advice to asylum seekers and working in Family Reuni-

fi cation and Voluntary Return.

1992

IRC-Spain evolves into an indepen-

dent Spanish NGO. The organization continues giving legal advice and put into action Integration Programs for asylum seekers, refugees and displa-ced people.

1996

We start working on Emergency In-

ternational Programs, Rehabilitation and Cooperation for Development, supporting populations under con-flicts or natural disaster situations.

2002

RESCATE is declared an Association

of Public Utility.

2005

RESCATE fulfills all the principles in Transparency and Good Practices set out by the Fundación Lealtad.

2007

RESCATE obtains the status of Deve-

lopment NGO qualifi ed by the Inter-national Cooperation Spanish Agency for Development (AECID), for the mul-ti-annual Cooperation Agreements signing.

The Social Action Department carries out our Direct Services program to as-

sist our target community within Spain, specifically: refugees, asylum seekers (in whatever stage of the process they might be, whether admitted, not admitted, be-ing processed, or denied), stateless per-sons, immigrants, and beneficiaries of certain types of international protection.

The Department is made up of two parts: the Legal Area and the Psychosocial Area. Its mission is to be “a social agent to promote change and development, working towards integration and pro-blem resolution as well as to determine and identify the social problems and ne-cessities”.

The methodology that we employ in our work is a multidisciplinary and gender-

focused approach.

There is a very high level of involvement on the part of our technical team; therefo-re, to professionalize and specialize our performance to the greatest extent pos-sible is one of the principal motivators. To accomplish this, our team is often attending various conferences, forums, courses, etc. and actively participates in various European work groups as well as state, municipal and local work groups that are related to our target community (Asylum Group, Psychology Group spe-cializing in asylum matters, Foreign Le-gal Group, etc.).

The Integration Line

VOLUNTARY RETURN FOR IMMI-

GRANTS WHO ARE VULNERABLE:

Information and orientation on voluntary return, as well as going through the pro-cedure for certain selected cases. Total number of returns accomplished: 15

Voluntary Return Line: We have projects aimed at those who have made an informed decision to voluntarily return to their country of origin. These projects make it possi-ble for these people to count on all the

information with regard to the effects of their return, the alternatives they have, and what it will be like for them in their country of origin. In 2008 we developed two different programs:

VOLUNTARY RETURN FOR ASYLUM

SEEKERS:

Information and orientation on volun-tary return, as well as going through the procedure for certain selected cases for asylum seekers (those not admitted, denies and/or being pro-cessed, etc.) who applied in this way.

In the framework of the project, we edited a publication “Colombia: Ma-

nual on enterprising” for colombian

The Department of International Coo-peration carries out the projects deve-loped in countries which have suffered

and/or currently suffer from confl icts

or natural disasters, with refugees, displaced or returning population, fo-cusing on the most vulnerable victims: women, children and ethnic minorities.

The department is composed of a team of professionals in Spain and expa-

triates who work in the field with the local partners (or counterparts). Du-ring 2008, RESCATE has been working in ten countries in 4 continents, Africa, Latin America, Asia and Central Euro-pe, continuing with the development of the tasks started in 2007.

This year, for the first time, the de-partment has implemented four Coo-

peration Agreements (or group of pro-jects) lasting for several years, signed with the Spanish Agency for Internatio-nal Development Cooperation (AECID) in Colombia, Middle East, Ethiopia and the Balkans.

Furthermore, 27 projects on Coopera-

tion, Humanitarian Aid and Emergen-

cy Aid have been carried out, aimed at supporting refugees, displaced or re-turning populations, or, simply, the lo-cal communities whose means of life have been affected by a conflict or a de-vastating incident.

The projects developed in 2008 con-sisted, principally, in the material, economic and social reconstruction of countries in a post-conflict rehabilita-tion stage, such as Albania and Bosnia-Herzegovina. This year, RESCATE has

started to work in Angola –after 30 years of civil war- developing a project of sustainable agriculture and training of the rural population.

Moreover, RESCATE has implemented projects aimed at satisfying the basic social needs –i.e. housing, health and hygiene, education, food sovereignty, etc.- of populations suffering from cu-rrent conflicts, such as Colombia or the D.R. of Congo.

ETHIOPIA. RESCATE continued wor-king in the northern area of the Federal State of Somali and has expanded his framework for action to Sidamo and the Oromia region, with projects related to the promotion of food sovereignty and access to drinkable water for the rural population.

The nomad agro-shepherd communi-ties affected by the internal conflicts, economic and social exclusion and drought, are the main beneficiaries of our programs. RESCATE’s strategy is based on the “environmental restora-tion” in order to prevent natural disas-ters and conflicts caused by the control of natural resources.

D.R. of CONGO. RESCATE develops its ac-tivities in North Kivu, one of the most da-maged areas by war. At the end of august 2008, a new violence outbreak took place and thousands of people had to escape

from their homes, adding to the more than 1.4 million displaced population.

In 2008, we have developed three assis-tance projects focused on the displaced population, especially women and chil-dren: Reconstruction of two schools, training of the teachers, construction of a Health Center and give support to the basic health services as well as social

insertion of women victims of war.

ANGOLA. This year, RESCATE has initia-ted its activities in Angola, particularly, in the Bié province, an area highly da-maged by war. It is estimated that 67% of the province population were internal displaced.

Nowadays, Bié is one of the provinces with the highest food insecurity in the country. Thus, RESCATE has opted to operate in two different manners: pro-

motion of agricultural development

LATIN AMERICA: 2008 projects table

COLOMBIA. According to data from the United Nations High Commissio-ner for Refugees (UNHCR), Colombia continues to be the country with the second greatest population of dis-

placed people in the world, 4 million

people. In 2008 alone there were more than 380,000 displacements, greater than the 2007 figure.

Our work is concentrated in the De-

partment of Cauca, one of the areas most affected by conflict and where the population is greatly diverse in terms of ethnicity, with large indige-nous and afro-colombian communi-ties.

RESCATE’s projects have principally included development in rural areas,

food security, work training, medical and health establishments, and reor-ganization, all towards the end goal of guaranteeing human rights as well as economic, social, and cultural rights for the indigenous and afro-colombian communities.

AFGHANISTAN. In 2008 we have taken up again our work in Afghanistan which, because of security reasons, has been intermittent. The situation keeps on being very unstable after de-cades of conflicts and civil wars. One of the most urgent problems is the lack of educational infrastructures, since the three quarters of the facili-ties have been destroyed.

This year we have put into action the reconstruction of a school in the Zare District, in the north of the country, which will be equipped with school material. Also, the teaching staff will be trained, specially the female tea-chers.

MIDDLE EAST. This year we have star-ted up a four year Agreement in Syria and Jordan aimed to cover the basic necessities of the most vulnerable

women in both countries: the Palesti-nian, Iraqi, rural peasant women, and those who live in poverty areas of the most populated urban zones.

Syria. This year we have completed the rehabilitation of a mother-infant Health Center at the refugee camp of Yarmuk, which has turned into a big neighborhood in the outskirts of Damascus. There are 100 000 Pales-tinian refugees and 400 000 Syrians with minimal resources living crow-ded together.

Jordan. This year we have set up the creation of an oil mill in Kufranjah (dis-trict of Ajloun) to make olive oil and, with the production leftovers, bring in an alternative source of energy.

On the other hand, we have kept wor-king on the Certification for Ecological

Farm Products, thanks to which, in 2008, the Jordan Government appro-ved a Regulation which will guarantee the quality of the cultivated produce with organic agricultural methods in Jordan.

BOSNIA-HERZEGOVINA. 2008 marks the tenth anniversary of RESCATE in Bosnia-Herzegovina Its head office is lo-cated in Mostar when we have five mem-bers working. RESCATE has undertaken the final phase of the reconstruction of Gimnazija, one of the most representa-tive buildings of the city where students from different ethnic groups took classes before the war.

In addition we have developed a strategy to cover the necessities of the handica-

pped or disabled groups both from bir-th or victims of conflicts. RESCATE has

started the reconstruction of a Residen-tial and Interethnic Assistance Center in Stolac (BiH).

KOSOVO. RESCATE is building a Toy Center for disabled minors from the old confronted ethnic groups.

ALBANIA RESCATE has continued with its projects of reconstruction of Pri-

mary Education Schools and training teachers. Additionally we have launched a campaign for the prevention of child trafficking, among the local communities and the Media.

One of the priorities of the Public Awareness and Education for Deve-lopment Department during this year has been -after a process of transfor-mation and analysis- to create a new

strategy for the next years. Besides, in 2008 the department has expanded its staff with a new member in Casti-lla-La Mancha Community.

Changing the strategy has been mar-ked by the prevailing necessity of ha-ving a more efficient perspective on refugees, displaced people, and vic-tims of conflicts and natural disas-ters.

The Public Awareness Department new approach is based on:

1. Transversality: RESCATE activities are several (Direct Services, Inter-national Cooperation and Public Awareness) and they are carried out in different geographical areas (international, national, local), that´s why it is necessary that the Public Awareness activities show the global identity of the entity and the coordinated experience of the rest of the departments.

2. Diversifying the “target groups”: Up to now the Public Awareness

activities were focused on the edu-cational sector, the new strategy is intended to diversify the target groups, after having detected that the refugees reality keeps on being unknown to most of the adult po-pulation.

3. New tools and topics: In order to expand our objectives and get to the different public, we are aware of the need to use new tools such as information new technologies and the net. Also, the Department has expanded its topics including matters such as: human traffic-king, fostering and promoting eco-nomic, social and cultural rights, training in “right to asylum”, edu-cation for cooperation, social res-ponsibility, etc.

1. EDUCATION FOR INTEGRATION

Thanks to the “Interculturalidad en el Aula II. Education for Integration” project, we have realized a diag-

nosis of the realities in schools

in Castilla-La Mancha y Castilla y

León (Spain), regarding the arrival of students of different nationali-ties.

The tools used for the analysis have been: questionnaires for teachers, students and parents, dynamics, interviews, visiting centers, direct observation, etc. Volunteers, non - profit entities and members of several educational communities have participated in this investiga-tion.

The results of the diagnosis have been collected in a useful and prac-

tical publication, distributed to centers of both communities and benefiting 2.500 peoples in Castilla-La Mancha and 1.500 in Castilla y León.

2. ETHIOPIA AND THE MILLENNIUM

DEVELOPMENT GOALS

The objective of this project, which started in 2007 and finished in 2008, has been to show the children how the environmental deterioration affects a country which has suffe-red war, starvation and drought.

The tools used have been, on one hand, performing several Puppet Shows, and on the other hand, pu-blishing a Pocket Guide on the

(ODM), with images of the projects that RESCATE develops in Ethiopia.

3. THE WATER MANAGEMENT IN ETHIOPIA

“The Water Management in Ethiopia. Images to understand” is an itinerant Photographic Exhibition which shows the challenges that the inhabitants of the Somali region (Ethiopia) have to face to survive in a zone suffering se-vere droughts and affected by border conflicts.

The images taken by the valencian photographer, Paco Jimenez, show the strategies that the inhabitants use to manage such a vital resource as water is.

During 2008, the photographs have been exhibited at two Cultural Centers in Castellón and a local center, and at the University of Valencia. Also, we have released 600 CD with the photo-graphic exhibition in a digital format.

4. IMMIGRATION AND REFUGE IN THE

MEDIA

Within the frame of this project we have published a Guide entitled “Im-

migration and Refuge in the Media.

Knowing for understanding” aimed at providing the Media professionals with a useful tool to clarify their concepts about immigration and refuge.

We also produced a documentary fi lm (included in a CD along with a digital version of the Guide) where experts, journalists and people in general, sha-re their views on the complex relation existing between the Media and the arrival of immigrants, who left their countries of origin to improve their li-ves or escaping from conflicts. After the presentation of the Guide and the documentary film in a Press Confe-rence, we have given four talks at the Universities of Valencia and Castellón for Journalism, Audiovisual Communi-cations and Advertising students.

World Refugee Day, June

20th

The objective of the World Refugee Day, June 20th –established by the Ge-neral Assembly of the United Nations- is to make the people aware, in this case the spanish people, of the reality of conflicts, wars and forced displace-ment affecting persons in many places of the world.

RESCATE, as usual, commemorated in 2008 the World Refugee Day jointly with other bodies working in this same field in order to help asylum seekers and refugees.

RESCATE was in Madrid at the Rain-bow Festival presenting an informative table. This event take place every year at the Refugee Welcome Center (CAR), located in Alcobendas (Madrid).

RESCATE was also in the Comunidad Valenciana (Spain) presenting the Pho-to Exhibition “The Water Management in Ethiopia”, during the event organized by the CAR of Mislata (Valencia) with other NGOs and the UNHCR. Several activities, some of them sportive, some others cultural, including workshops and concerts, took place.

Forums

Invited by several bodies in 2008, the RESCATE team for Awareness and Education for the Development has given lectures and organized works-hops addressed to different groups of people. A workshop on the “Present situation of the refugees and displaced people in the world. The case of the children” was held in La Casa Encen-dida, an outstanding cultural center in Madrid (Spain).

RESCATE-Comunitat Valenciana has presented a communication at the V Festival of Cinema and Human Rights at the University of Alicante, and also at the Seminar on “Media, Inmigration and Cultural Diversity” held at the Uni-versity Cardenal Herrera-CEU, Valen-cia.

In Castilla-La Mancha, RESCATE orga-nized a workshop in the Center for Uni-versity Studies of Talavera de la Reina (Toledo). An agreement has been sig-ned with the University of Castilla-La Mancha to provide practical activities to the students.

Beside these activities, the RESCATE team has actively participated in the Networks and Forums of the Comu-nidad de Madrid (FONGDCAM and FE-VOCAM) and the Comunidad Valencia-na (CVONGD and the Valencia Platform against Poverty), jointly with other

NGOs sharing common objectives.

A new strategy started in 2008 in this field stablishing contacts with new so-cial actors like the companies keeping areas of CSR. An example of this ac-tivity was the distribution of the “ODM Handbook” to the workers of the buil-

The RESCATE activities to help as-ylum seekers, refugees, displaced persons, beneficiaries of certain types of international protection and immigrants could be possible because the economical support, trust and collaboration of our:

MEMBERS: The RESCATE mem-bers are those persons who sha-ring our objectives decide to beco-me members and participate in the General Assembly.

In 2008, three groups of members have been considered: regular

member, donor member –contri-buting economically- and member

10 –making important contribu-tions.

Presently RESCATE has 137 regu-lar members and 20 donor mem-bers. A main challenge for the next

years is to increase the number of

members in the three groups in order to achieve greater support by the civil society to the refugees and the displaced people.
