Did you know the first chamber of commerce was founded in 1599 in Marseille, France? The world's oldest English-speaking chamber of commerce was established in 1768 in New York City. Achieving longevity that dates back to the 16th century is not easy. Today, chambers are very different from those of long ago. Chambers have and will always be faced with severe economic swings, rapidly changing technology, demographic shifts and unexpected new events. The chambers that separate themselves from the rest are those that successfully survive and thrive by responding to their environment and the changing times with innovative ideas and programs.

Seth Godin, a marketing expert who spoke at a recent Association of Chamber of Commerce Executives (ACCE) meeting, says that innovative chambers will work to create “a group of people, a community, connected to one another with a shared idea and a leader.” Our Tri-City Regional Chamber, with Lori Mattson as its strong leader and an outstanding staff, is demonstrating this type of creativity and drive that will continue to make our relatively young chamber (compared to Marseille, France) very successful.

The Regional Chamber’s response to the unexpected “obesity” news event of March 2012 is a perfect example of what Godin talked about at the ACCE meeting. With the leadership of Lori and John Crook (the Board Chair at the time) the Chamber reacted quickly by turning a negative into a positive. By the fall of 2012, Good Health is Good Business (GHGB) was launched to promote exercise and wellness across the Tri-Cities. The first program was completed on paper and the friendly competition had to be manually tallied. Through continuous improvement, the spring 2015 GHGB wellness challenge that ends on June 21 (there are now two per year), set a record for participation with more than 400 participants and more than 50 competing teams! From the 2012 paper approach, GHGB now has an online portal system and mobile app to easily track exercise and wellness activities. Using social media, GHGB now has live leader boards and online chat to create a fun and competition-friendly environment for all. Yet, there is more! To Godin’s point, GHGB has influenced our entire community. People and businesses across our community are thinking wellness and health. Godin would be proud.

The next GHGB wellness challenge begins in September so become part of the trend and form a team for your company or sign-up as an individual. I hope to see you all at Badger Mountain on Thursdays for the weekly “Business on the Go!” hikes, heading to the gym or getting that wellness check-up.

The Economic Gardening program I mentioned last month has the potential, in a very different way, to become the next innovative program for the chamber, like GHGB. The Economic Gardening program is already gaining interest and attention well beyond what the chamber expected. Please also take this as a reminder to learn about and apply for Economic Gardening today. Businesses will be selected throughout 2015 until all of the five available slots have been filled. two federal issues - renewing the Trade Promotion Authority which drives economic growth and job creation, and the Federal Permitting Improvement Act which provides for streamlined processes for developers to obtain environmental permits in a timely and efficient manner.

T he Chamber welcomes two new staff members to our team – Chad Utecht,

Sales Manager and DiAnne Voegtle, Administration Manager.

recently appointed to our Board of Directors!

The Washington State Legislature concluded its 2015 Regular Session on April 24 with work on the 2015-17 biennium budget incomplete. The governor called legislators back to Olympia for Special Session on April 29. Since then, budget negotiators have been hard at work trying to reach a compromise on a budget solution.

A major point of contention between the Democratic-controlled House and Republican-controlled Senate is the issue of new revenue. The latest projects show the state will have an additional $3 billion in new revenue as a result of recent economic improvement. The Senate’s budget proposal would not raise any additional revenue, while the House has looked at a variety of methods, such as a capital gains tax or cap-and-trade plan, to raise an additional $1 billion in new taxes.

At the time of this publication, negotiators have not reached a compromise and it is expected that discussions will continue into June. Washington’s fiscal year ends on June 30 and if no budget agreement is reached by then, a government shutdown is very likely.

Transportation:

During the Special Session, both the House and Senate are continuing negotiations on a transportation reforms and revenue package that would provide a long term in the state’s infrastructure. A transportation package this year has been a top priority for the Regional Chamber and the Association of Washington Business’ Local Chamber Grassroots Alliance. The Regional Chamber strongly supports a package that includes meaningful reforms and invests in projects all across Washington, including five priority projects in the Tri-Cities: the U.S. 395/Ridgeline Intersection in Kennewick, Lewis Street Overpass in Pasco, Duportail Bridge in Richland, Red Mountain I-82 Interchange in West Richland/Benton City and completion of the U.S. 12 Corridor between the Tri-Cities and Walla Walla.

Drought Emergency:

In May, Governor Jay Inslee declared a statewide drought emergency for Washington. With snowpack levels at historic lows, rivers and irrigation districts across the state are facing significant shortfalls for the coming summer. The Washington State Department of Agriculture is already projecting $1.2 billion in crop loss this year due to drought conditions. In an attempt to extend water supplies longer into the summer, irrigation districts in the Yakima Basin will be turned off for weeks at a time.

“We have some tough, challenging months ahead of us. We’re ready to bring support and relief to the hardest hit areas of the state,” Governor Inslee said in a statement. “We’re going to do everything we can to get through this.”

A request for more than $9 million in drought relief funds for this year has already been submitted to the Legislature.

Is your team prepared to save a life? By Kelsey LaPierre, American Heart Association Training Center Coordinator, Trios Health

Sudden health issues don’t discriminate — they strike anytime, anywhere you are. There are a handful of situations in which you may need to act before access to medical care is available. Cardiac arrest is a big one, because in the absence of immediate intervention, death is imminent for the victim. What if it happened at work? How many of your colleagues have been trained to help in such an emergency?

“A customer experienced cardiac arrest while wandering around a business property recently,” said Matthew Worman, City of Kennewick Fire Department Captain Paramedic and life-saving skills course instructor at Trios Health. “Luckily, it was at a business that requires employees to take a CPR [cardiopulmonary resuscitation] course. The employees administered chest compressions until help arrived. Because they knew the basics, the man had a chance, and survived.”

“They don’t all go that way,” Worman said. He recounted another story about a man who collapsed outside a home, where multiple bystanders who stopped to help were unable to tell the emergency dispatcher whether he had a pulse, and didn’t know how to administer CPR. Paramedics arrived from across town seven minutes after the 911 call, but it was too late.

According to Worman, a person suffering from cardiac arrest is at risk for brain damage after four minutes without oxygen, and brain death after five. With an average emergency response time of six to seven minutes depending on call volumes — very fast considering the logistics of a sudden call for help — something needs to happen in the meantime to enable survival, whether it’s CPR, use of an automated external defibrillator (AED), or both.

“Cardiac and stroke-related issues are the top cause of death in our state,” said Worman. “What if it was your spouse, child, or parent who needed help? We can save and positively change a lot of lives by getting more of our citizens proper training.”

Trios Health offers a variety of courses designed for community members and health professionals, including Heartsaver First Aid and CPR options that can prepare people of all prior skill levels to administer interim help to a person with compromised health.
