BY-LAWS OF THE METROPOLITAN LIBRARY SERVICE AGENCY (MELSA)

ADVISORY BOARD

The MELSA Library Advisory Board will act in the capacity of Advisors to the Board of Trustees of the Metropolitan Library Service Agency, sharing their professional library experience and knowledge for the benefit of MELSA, and for the improvement of public library services through the cooperation of the member libraries. ARTICLE I – BOARD OF TRUSTEES The direction, operation and management of MELSA shall be under the jurisdiction of the MELSA Board of Trustees as set forth under the terms of the Joint Power Agreement that created MELSA. ARTICLE II – ADVISORY BOARD 1. The Advisory Board shall consist of the Library Director of each member library, or the designee of

such Library Director. The Advisory Board shall be advisory to the MELSA Board of Trustees. The Advisory Board shall be responsible for administrative and policy recommendations and shall perform such duties and responsibilities pertinent to library matters as may be delegated to it by the Board of Trustees.

2. At all meetings of the Advisory Board a majority of the members shall be necessary and sufficient to

constitute a quorum for the transaction of business. Actions of the Advisory Board at any meeting at which there is a quorum shall constitute official actions of the Advisory Board.

3. All books, records and proceedings of the Advisory Board shall be kept in the MELSA office unless

otherwise specified by these By-Laws. ARTICLE III – OFFICERS OF THE ADVISORY BOARD 1. At the annual meeting, the Advisory Board shall elect, from their members, a Chair and a Vice-

Chair. A rotation schedule of the annual officers may be agreed upon by the members of the Advisory Board.

2. The Chair shall preside at all regular and special meetings of the Advisory Board. In the absence of

the Chair, the Vice-Chair shall preside. 3. In the case of the absence of the Chair or Vice-Chair, the Advisory Board may elect an officer pro

tem. 4. If the office of Chair or Vice-Chair shall become vacant, the Members shall fill the vacancy at the

next regularly scheduled meeting of the Advisory Board.

5. The Chair shall appoint all Advisory Board committees not otherwise ordered by the Advisory

Board or the Trustees. 6. It shall be the duty of the MELSA Executive Director to notify the members of all meetings of the

Advisory Board, to give notice of all meetings of committees, and to keep true records of the votes at the elections and of all other meetings.

7. The MELSA Executive Director shall see that all orders and resolutions of the Advisory Board are

carried into effect and faithfully transmitted to the Trustees. ARTICLE IV – ANNUAL MEETNG 1. An annual meeting will be held yearly to elect Advisory Board officers, review these By-Laws,

adopt the date and time of meetings, and transact such other business as may come before the Advisory Board. If there is not a quorum present at the annual meeting, then it shall be recessed to another day as soon as practicable thereafter.

2. Notice of the annual meeting shall be written and mailed or emailed at least 10 days before the

meeting date. ARTICLE V – MEETINGS 1. Regular meetings of the Advisory Board shall be held at least six times per year on days and at times

selected by the Advisory Board. Joint meetings of the Advisory Board and the MELSA Trustees may be scheduled upon the agreement of both bodies.

2. Notices of regular meetings shall be mailed or emailed not less than seven days before the meeting

and shall include the place of the meeting, the agenda, financial information, papers, charts, and/or reports pertaining to new business that would require action or recommendation.

3. Special meetings may be called by the Chair or any two Advisors, by written notice stating the time,

place and object of the meeting, to be delivered at least twenty-four hours before such meeting in person, by mail, by phone/fax or email to all members and the Executive Director.

4. All meetings of the Advisory Board may be recessed or adjourned upon the majority vote of these

members present. 5. All voting at meetings of the Advisory Board shall be viva voce unless a member shall demand a

ballot and record it in the record of the proceedings of the Advisory Board.

6. If a quorum shall be lacking at any meeting, the majority of the Members present may adjourn the meeting and may schedule a new meeting, but notices of such meeting shall again be sent to all Members.

7. All meetings shall be open to the public with notices of the meetings to be posted on the MELSA

website. 8. The Executive Director of MELSA, in coordination with the Chair of the Advisory Board, shall

prepare an agenda for each meeting of the Advisory Board and its committees. 9. Robert’s Rules of Order shall govern the parliamentary procedure of the meetings. ARTICLE VI – COMMITTEES OF THE ADVISORY BOARD 1. The Chair, with the concurrence of the Advisory Board, may appoint committees to serve at the

pleasure of the Advisory Board. The Committee Chair shall be elected by the committee members and shall preside at all meetings of the committee at which present and shall have a full vote on matters at such committee meetings.

2. Recommendations to all committees shall be reported in writing prior to the next meeting unless

otherwise directed by the Advisory Board. 3. Each committee shall fix its own rules of procedure and shall meet where and as provided by such

rules or by resolution of the Advisory Board. A quorum shall consist of a majority of the committee members.

4. In every case, the affirmative vote of a majority of all members of a committee present at the

meeting shall be necessary for its adoption of any recommendation.

ARTICLE VII – AMENDMENTS 1. The Advisory Board, by majority vote thereof, shall have the power to make, alter, amend or repeal

the By-Laws at any regular or special meeting of the Advisory Board, the notice of which shall have stated the amendment of the By-Laws as one of the agenda items and a copy of the By-Laws then in force be mailed or emailed with said notice to each Member.

2. Within ten days after the adoption of a resolution amending these By-Laws in any respect, a copy of

the amended By-Laws shall be mailed or emailed to each Member.

Agenda Number:  IV. A. CRPLSA/MELSA Joint Committee on Funding Formula 

Meeting Date:  January 6, 2014 

 

Mark Ranum and Nick Dimassis, Council of Regional Public Library System Administrators and 

MELSA Chairs respectively, appointed the following members to the Ad Hoc Funding 

Committee:  Liz Lynch, Jim Weikum and Peg Werner as CRPLSA representatives and Ken 

Behringer, Marlene Moulton Janssen; and Lois Langer Thompson as MELSA representatives. 

 

The Committee charge was:  to discuss, in a single meeting, issues, ideas, and formula‐related 

solutions for the problems resulting from the substantial, erratic swings in RLBSS funding over 

the past five years.  According to Ranum and Dimassis:  “Both CRPLSA and MELSA Directors 

have struggled with RLBSS funding changes with the need for stability/predictability being key 

issues.  The issues include both predictable amounts of funding and adequate amounts of 

funding to keep all regions stable and able to provide strong infrastructure for local services.  

Strong local library infrastructure means equity in statewide provision of seamless library 

services for patrons.” 

 

The committee met on Monday, November 4, 2013 at the Northtown Library, Anoka County 

Library System, Blaine, MN. 

 

Attached are several documents that further explanation the group’s discussion. 

 

Behringer, Moulton‐Janssen and Thompson will give an overview of the joint committee’s 

conclusions to the MELSA ADVISORY Board at this meeting.   The CRPLSA directors have heard a 

summary of the meeting and have made several suggestions for the group to consider. 

 

CRPLSA has asked that the MELSA Advisory Board take no action on this report at this time.

CRPLSA/MELSA Ad Hoc Funding Committee 

Recommendation and Report 

November 4, 2013 

 

The issues identified by committee members included: insuring the income stability of all regional public library systems; volatility of the equalization factor in the present RLBSS formula; political salability of any proposed solution; and the insufficiency of the basic systems services factor due to limited increases to the overall formula. 

Ideas agreed upon as basic underlying points included:  the need for strong systems across the state; the existence of core services that need to be identified and funded as part of the formula; the importance of statewide collaboration which results in significant benefits for Minnesota library patrons. 

Ideas to be discussed and developed as the library community moves forward include: gradually minimizing the equalization factor of the formula; increasing the funding emphasis on three formula factors – population, area, and basic system services; focusing the planning and discussion on future services and functions of public libraries in their communities.   

The committee further suggests that a future ad hoc committee look at the possibility of renaming Basic System Services to Core Services which could be expanded to include: delivery, interlibrary loan staff, basic administrative staff functions and other services that support the statewide infrastructure for library services.  

The recommendation of the CRPLSA/MELSA Ad Hoc Funding Committee is:  

1.  In a request to the 2015 Legislature – to add $1.2 million to the RLBSS formula; to reduce the Equalization factor of the RLBSS Formula to 17.5%, and to increase the Basic System Services factor to 12.5%.  This proposal begins to lessen the volatility of the formula and adds dollars to the Basic System Services concept. Current calculations show that this proposal will hold all systems harmless to FY2014 levels of RLBSS. 

Note:  While calculations on the FY2014 RLBSS factors result in hold harmless numbers, the Ad Hoc Committee recognizes the need to check the FY2015 RLBSS numbers and, if necessary, increase the additional dollar amount requested in order to guarantee FY2014 levels of funding under the current formula. 

2.  To continue periodic review of the RLBSS formula to monitor volatility and to improve the ability of all systems to meet Basic System Services, seeking additional funding from the Legislature as needed to meet these goals.     

3.  To form a CRPLSA/MELSA Ad Hoc Committee to discuss and develop the concept of Core Services including funding and possible changes to statutory language. 

4.  To develop a framework for the legislative proposal focused on future library services and the changing nature of public libraries.

The attached spreadsheet exhibits the results of the recommendation for the 2015 Legislative proposal. This recommendation ensures increased funding for all systems based on a formula that relies less on the equalization factor and more on basic system services.

The Advisory Board began its discussion of potential collaborative projects at its December 

meeting.  These projects have two funding sources:  unassigned dollars currently available in the 

adopted CY2014 budget (recurring funds, if funding remains the same); and carry‐over funds from 

the CY2013 budget now residing in the MELSA fund balance (one‐time use funds). 

 

From the CY2014 Budget ($226,140 available): 

Upon recommendation from the Advisory Board, prices for the potential e‐resource purchases 

were finalized and the e‐Resources team was asked to rank the priorities of their suggestions. 

The team suggests: 

1)  Purchase BookFlix:  $79,900.   (Includes pro‐rated reimbursements to HCL, RCL, SPPL, and 

WCL for their existing subscriptions) 

2) Increase Zinio Titles from current 47 to the Top 100:  $60,000 

In addition, it is suggested that $50,000 be earmarked for the Cultural Pass program, an additional 

$25,000 be added to the youth services programming budget for new STEM‐related programming 

in libraries; and an additional $10,000 be added to purchase Science Museum Computer classes for 

library programs. 

 

From the Fund Balance/CY2013 Carryover (Approximately $850,000): 

While there is not a recommendation for specific amounts at this time, there are a number of 

projects under consideration for these funds, including:  additional resources for the 3M CloudLink 

collection (designated for either a one‐time purchase or to set‐aside over multiple years); to cover 

the costs of a common patron database;  Maker Spaces allocations for local libraries; campaigns to 

promote the BookLens project and/or the value of the 21st century library.   Several of the Advisory 

Board members were also interested in exploring the potential of a common ILS for the member 

library systems.  Further discussions are needed to identify the priorities for these funds.

Non‐Resident Fee Based Card Policy 

Metropolitan Library Service Agency (MELSA)  

1.   All MELSA member library systems may sell library cards to non‐residents. 

2.  A purchased card may be used only in the library system that issued the card. 

3.  Each library system will set the circulation and usage rules for a purchased card with the 

following exception(s): 

‐‐ 3M CloudLink collection will not be available using a purchased card. 

4.         All cards issued prior to the policy adoption start date, will remain unchanged until

Jen Nelson Named State Librarian 

As many of you have heard, interim State Librarian  Jennifer Nelson has been named to serve as 

the permanent replacement for retired librarian Nancy Walton.   From Assistant Commissioner 

Kevin McHenry’s announcement, “With more than 25 years working in libraries, Jen is 

committed to ensuring that Minnesota libraries are well supported by State Library Services 

and the Minnesota Department of Education.  From her early days as an assistant in a university 

archives to her role in moving forward technology programming for teens at the Minneapolis 

Public Library and throughout the United States, she has developed an innovative approach to 

helping libraries serve their communities that resonates with changing environments. She holds 

a Masters in Library and Information Studies and a Masters in Political Science from the 

University of Wisconsin‐Madison. Jen is the author of Technology and Literacy: 21st century 

library programming for children and teens (ALA Editions, 2012) and is an adjunct faculty at St. 

Catherine’s University teaching a class in grant and proposal writing for public libraries. “    

 

Jennifer is no stranger to MELSA.  She previously worked in several positions at both 

Minneapolis Public and Hennepin County Library.  She served as chair of MELSA’s e‐Resources 

team for numerous years.   

 

23 Mobile Things 

Metronet, along with the other multitype library systems in the state, are offering an online 

learning series for Minnesota library staff beginning in January.  23 Mobile Things is a self‐paced 

learning program to help participants explore the potential of mobile devices for professional 

and personal learning.   Registration begins January 15 and the program runs through June 15,

Mark Your Calendars – Tentative 

CRPLSA will be holding its spring meeting in the Twin Cities from March 26 – 28, 2014.  I suggest 

that you tentatively mark your calendar for the afternoon of Thursday, March 27, for a joint 

meeting of the two groups.  Discussions may include the funding formula and other potential 

projects.  Place and time are still to be determined.

2014 Legislative Day Set for March 5. 

MELSA and Metronet will again be organizing visits to legislators on Wednesday, March 5, as 

part of the MLA/MEMO Legislative Day on the Hill.  If you (or your staff) are interested in 

joining in these team visits, feel free to let me know – and/or watch for announcements in 

MetroBriefs. 

 

Opportunities for Collaboration with State Services for the Blind 

I have been meeting with Lisa Larges, Training and Outreach Coordinator with the Minnesota 

State Services for the Blind in the Department of Employment and Economic Development, to 

talk about promoting their services to local librarians and library users.   As part of the 

discussion, the idea of having a librarian‐representative on their Communication Center 

Development Advisory Committee was suggested.  Would you consider potential staff 

members that might have this interest?   I would be happy to forward additional information 

from Lisa to these individuals for their consideration. 

 

MELSA Board of Trustees 

At this time, I have heard of only one new appointment to the MELSA Board of Trustees.  

Autumn Lehrke will be returning to the Board as the representative from Washington County.  

Lehrke previously served two years on the Board (CY2011 and 2012) and replaces 

Commissioner Gary Kriesel. 

 

2014 MELSA Projects Overview 

As we begin the new year, there are a number of projects that the Advisory Board will need to 

consider.   1)  The 2014 – 2017 Strategic Plan will need to be adopted by the MELSA Board of 

Trustees and submitted to the Department of Education by June 30, 2014.  The results of the 

Edge’s assessment for each of the member systems may serve as a foundation to goals in the 

new plan.  2)  As part of MELSA’s rotating evaluation schedule, we have assigned a 

review/evaluation of the current Phase program.  It has been a number of years since the 

purpose and guidelines for this technology‐based program were developed.   3)   The Advisory 

Board subgroup working on the Associate Library Policy needs to take up where it last left the 

discussions and formally present a new document to the Advisory Board and Trustees.    

 

In addition, several of the existing projects will continue to need attention, including Legacy, 

the 3M e‐book project, the newly formed e‐Government group.   The potential of BookLens and 

new Cultural Pass will also provide opportunities for partnerships.   It looks to be a busy and 

exciting year for all of us.
