GRAM SWARAJ ABHIYAN (GSA) 2018- SPECIAL INITIATIVE FOR 16850 VILLAGES WITH LARGE NUMBER OF POOR HOUSEHOLDS FOR SATURATION DURING 14.04.2018 TO 05.05.2018

The Director, Financial Inclusion Section, Department of Financial Services (DFS), MOF, GOI, New Delhi vide their communication dated 6th

April, 2018 informed that Govt. of India has launched a Special Initiative for 16850 Villages with large number of poor households for saturation during 14.04.2018 to 05.05.2018 under Gram Swaraj Abhiyan. Under the Abhiyan 235 villages of Haryana State have been identified by the Govt. of India.

A Video Conference meeting under the Chairmanship of Convener SLBC Haryana was held on 11.04.2018 in which all LDMs and representatives of banks also participated.

The following activities have been undertaken under Gram Swaraj Abhiyan in the identified villages of the State:-

i) Opening of banking outlets (branch or fixed point Business Correspondent) within 5 km distance from each of these villages.

ii) Opening of Jan-Dhan Accounts for every unbanked adult in the villages.

iii) Distribution of Rupay Cards to 100% PMJDY account holders.iv) Providing financial literacy to activate and use the Rupay Card.v) Enrolment for Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)

for the period 01.06.2018-31.05.2019.vi)Enrolment for Pradhan Mantri Suraksha Bima Yojana (PMSBY) for

the period 01.06.2018-31.05.2019.2.i OPENING OF BANKING OUTLETS (BRANCH OR FIXED POINT BUSINESS CORRESPONDENT) WITHIN 5 KM DISTANCE FROM EACH OF THESE VILLAGES-

The list of 235 villages identified by the DFS, was forwarded to Lead District Managers of Haryana to further allocate the villages to the banks according to their Service Area and inform the status of providing banking service to these villages through a bank branch/Fixed Location Business Correspondent within 5 km of the identified village.

It is informed that Fixed Point Business Correspondent outlets have been opened in 16 villages whereas 2 Fixed Point Business Correspondent outlets are yet to be opened by HDFC Bank in its allocated villages. b) Status on saturation of identified villages under PMJDY, PMSBY and PMJJBY

With the concerted efforts of Lead District Managers, field functionaries of banks and with support from the District Administration all 235 identified villages of Haryana have been saturated under the activities identified by the DFS, MoF, GOI, New Delhi.

AADHAAR SEEDING IN THE ACCOUNTS OF MGNREGA WORKERS IN THE STATE OF HARYANA

As per the report received from Rural Development Department, Haryana, out of 6,20,488 active MGNREGA workers in the State, Aadhaar has been entered in the accounts of 6,17,565 workers (99.5%) at MGNREGA portal whereas Aadhaar has been seeded in the bank accounts of 5,20,691 workers i.e. 84% of the active MGNREGA workers.District wise Progress is given on Annexure No.6 (P-105).

Performance of District Mewat (54%), Sonipat (66%), Jhajjar (78%), Kurukshetra & Panchkula (79%), M.Garh & Ambala (80%) is low. All LDMs, particularly LDMs of above districts are advised to make concerted efforts to improve the performance of their district significantly so as to achieve the target of 100% seeding of Aadhaar in bank account of the MGNREGA workers to enable them to avail the benefits of DBT.

The representative of Rural Development Department may apprise the house in this regard.

UIDAI, vide Notification dated 14th July, 2017 had informed that it has been decided that every Scheduled Commercial Bank is to set up Aadhaar enrolment and update facility inside its bank premises at a minimum of 1 out of their every 10 branches by 30th August, 2017.

UIDAI vide circular dated 25th April, 2018 has extended the date upto 31st May, 2018. It has also been informed that those banks who attain the target of setting up of enrolment/Updation centres by 31st May, 2018 will be exempted from financial disincentive payable as per circular dated 23.02.2018. Financial disincentive in respect of uncovered branches will be levied from Ist April, 2018 onwards as on last day of previous month.

Bank wise position of Aadhaar enrolment and update facility to be set up by banks conveyed by UIDAI is given on Annexure No7.1 (P-106) for information of the SLBC member banks.As per data received from UIDAI, RO, Chandigarh 367 centres have been set up in the State. Out of these, 46 centres are with Zero enrolment/Updation. Bank wise and district wise position is given on Annexure 7.2 (P-107).

During the review of progress in 1st meeting of Steering Committee to SLBC Haryana held on 3rd May, 2018 Deputy Director, UIDAI requested the representatives of banks present in the meeting to activate their zero enrolment centres at the earliest.

He further informed the house that UIDAI had issued Circular dated 24.10.2017 on exception handling to ensure that no beneficiary is denied benefits for want of Aadhaar.  It has also been clearly mentioned in the circular that in cases where Aadhaar authentication fails, the following mechanism may be adopted:-(i) Departments and Bank Branches may make provisions for IRIS scanners along with fingerprints scanners, wherever feasible.(ii) In cases of failure due to lack of connectivity, offline authentication system such as QR code based coupons, mobile based OTP or TOTP may be explored.

In all cases where online authentication is not feasible, the benefit/service may be provided on the basis of possession of Aadhaar, after duly recording the transaction in register to be reviewed and audited periodically.

In view of above, SLBC has been requested to issue instructions to all banks to implement proper exception handling mechanism in conformity with the Aadhaar Act 2016 and subsequent regulations and guidelines issued from time to time.

As such controlling heads of banks are requested to impart necessary instructions to their field functionaries to ensure compliance of the above guidelines issued by UIDAI.Further, Controlling heads of banks are also requested to ensure that the Aadhaar Enrolment and Updation Centers are set up in the remaining identified branches of their bank and information in this regard is submitted to SLBC Haryana Secretariat.AGENDA ITEM NO. 3.10

MICRO ATMs

Upto 31st March, 2018, banks have provided 2452 Micro ATMs to their BCAs. Convener bank has also provided 502 Micro ATMs to its BCAs. This will enable the account holders to swipe their ATM Cards at BCA locations and they will not have to go to the far flung areas for swiping the ATM

DEPLOYMENT AND WORKING OF BCAs

In Haryana at all 3244 SSAs (Sub Service Area), the banking service is being provided either by the branches or by BCAs. Out of 3244 SSAs, 1252 SSAs are covered by branches and 1992 by BCAs. In the State of Haryana 2275 BCAs have been appointed against the requirement of 1992 BCAs. Bank wise status of providing of BCAs is given on Annex.No. 8 (P-108).

of 42535 (Shishu Category) i.e 38% of total Shishu loans sanctioned.

Out of total 186623 accounts sanctioned under PMMY 71529 loans amounting to Rs. 569 crore have been sanctioned to women beneficiaries i.e. 38% of the total loans sanctioned under the scheme during the year ended March, 2018 (2017-18).

Similarly, 43087 accounts of SC/ST beneficiaries have been sanctioned out of total 186623 accounts sanctioned under PMMY amounting to Rs.224 Cr. i.e. 23% of the total loans sanctioned under the scheme during the year ended March, 2018 (2017-18). The house may review.

PRADHAN MANTRI MUDRA YOJANA (PMMY)- COVERAGE OF “ACTIVITIES ALLIED TO AGRICULTURE (UPTO RS.10.00 LAKH)”(EXCLUDING CROP LOANS, LAND IMPROVEMENT SUCH AS CANALS, IRRIGATION , WELLS) AND SERVICES SUPPORTING THESE.

The Ministry of Finance, Govt. of India has enlarged the scope of MUDRA and “Activities allied to Agriculture (upto Rs.10.00 lakh) ”(excluding crop loans, land improvement such as canals, irrigation , wells) and services supporting these, which promote livelihood or are income generating shall be eligible for coverage under PMMY w.e.f. 2016-17.Activities allied to agriculture include pisciculture, beekeeping, poultry, livestock rearing, grading, sorting, aggregation agro industries, dairy, fishery, Agri-Clinics and Agribusiness Centers, Food & Agro Processing etc.Further, we have received a copy of D.O. No. 25-1 (15)/2016-17/AHD (Coord.) dated 19.01.2017 through the office of Director General, Animal Husbandry & Dairying, Haryana vide their letter dated 29th June, 2017 with the request to ensure to provide the benefits of PMMY to farmers as per the guidelines issued by MOF, GOI, in this regard.SLBC Secretariat vide its letter dated 12th April, 2017 has requested the controlling heads of banks to advise their field functionaries in the State of Haryana to ensure compliance of the instructions of MOF with regard

PROGRESS UNDER STAND-UP INDIA SCHEME DURING THE FINANCIAL YEAR ENDED MARCH, 2018 (2017-18)

Stand-Up India Scheme was launched by the Hon’ble Prime Minister on 5th April, 2016 with the objective of facilitating bank loans between Rs.10 lakh and Rs. 100 lakh to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and at least one woman borrower per bank branch of all scheduled commercial banks for setting up a green field enterprise. This enterprise may be in manufacturing, service or trading sector. In case of non-individual enterprises at least 51% of the shareholding and controlling stake should be held by either an SC/ST or Woman Entrepreneur.An interactive portal (www.standupmitra.in) has also been launched by the Hon’ble Prime Minister which hosts information about various entities providing handholding support to the borrower. It has been advised to route the loan applications through the portal.

As per Govt. of India instructions, every branch of a scheduled commercial bank is mandated to finance at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and at least one woman borrower under Stand Up India Scheme. While going through the progress of banks under the scheme, it has been observed that out of 4718 branches of scheduled commercial banks in the State of Haryana, only 736 branches have participated in the scheme. Controlling heads of banks are requested to impart necessary instructions to their field functionaries to achieve the allocated target of financing at least One SC/ST borrower and One Women borrower. AGENDA ITEM NO. 3.15

IMPLEMENTATION OF MEASURES FOR PROMOTION & PROLIFERATION OF DIGITAL PAYMENTS IN THE STATE-PROGRESS DURING THE YEAR ENDED MARCH, 2018 (2017-18)

The State Government has constituted a State Level Committee comprising of Chief Secretary, Haryana (Chairman), Administrative Secretaries to Govt. of Haryana, Revenue, Finance & Planning, Women & Child Development, Development & Panchayats, Transport, School Education, Food, Civil Supplies & Consumer Affairs, Health, Public Health Engineering, Electronics & Information Technology, Urban Local Bodies, Agriculture and Farmers’ Welfare, Skill Development and Industrial Training and Power Departments as members for the promotion and proliferation of digital payments to achieve the target of 72 crore digital transactions allocated by the Govt. of India to the State of Haryana. Out of target of 72 crore digital transactions allocated to the State of Haryana, a target of 43.05 crore digital transactions has been allocated to the banks of Haryana. PRADHAN MANTRI AWAS YOJANA (PMAY)-CREDIT LINKED SUBSIDY SCHEME (CLSS)-PROGRESS DURING THE FY 2017-18

Pradhan Mantri Awas Yojana-Housing for all (Urban) Mission of the Ministry of Housing and Urban Poverty Alleviation was launched on 25th

June, 2015. The Mission is being implemented through four verticals inter alia includes affordable Housing through Credit Linked Subsidy Scheme (CLSS). CLSS is an important component of the Scheme.The progress under the scheme was not showing improvement. As such the Government of India decided to extend the scheme for Middle Income Group beneficiaries as well.

- During the year ended March, 2018 (2017-18), 828 cases amounting to Rs.11810 lakh have been sanctioned, out of which 760 cases amounting to Rs.9387 lakh have been disbursed.

- Out of 828 cases, 89 cases amounting to Rs.821 lakh have been sanctioned to SC/ST beneficiaries and disbursement has been made in 81 cases amounting to Rs.679 lacs.

- Similarly, 176 cases amounting to Rs.1821 lakh have been sanctioned to women and disbursement amounting to Rs.1671 lakh has been made in 180 cases (including the cases sanctioned last year).

The State Urban Development Authority, Haryana, Panchkula have provided District wise/Town wise details of 14670 identified beneficiaries under PMMY to SLBC Haryana Secretariat. The same has been forwarded to the concerned Lead District Managers as per Annexure No.17.1-17.2 (P 127-128), with an advice to provide the same to the bank branches operating in the area to contact the beneficiaries for providing them housing loans for constructions of houses under Housing Finance Scheme of their respective bank.

As advised by ACS Finance & Planning Haryana during the 143rd meeting of SLBC Haryana held on 16th Feb., 2018, camps were organized by the LDMs in coordination with Municipal Corporations/Communities of the respective towns. LDMs are requested to apprise the house about the progress made in this regard.

As advised by Principal Secretary, Finance & Planning, Govt. of Haryana, a working group consisting of representatives from Finance Department, Urban Local Bodies and LDMs of Hisar, Sonipat and Palwal has already been formed to discuss the measures and suggest the alternate solutions of the problems/issues of the bankers. The group has been advised to submit its report on the measures and suggestions taken to resolve all the issues.

IMPLEMENTATION OF PRADHAN MANTRI FASAL BIMA YOJANA (PMFBY)-KHARIF 2018 & RABI 2018-19

Govt. of Haryana has issued notification on 30.03.2018 for implementation of Pradhan Mantri Fasal Bima Yojana (PMFBY) in the State of Haryana for Kharif 2018 and Rabi 2018-19 Seasons. A copy of the notification has already been sent to the Controlling Heads of SLBC member banks in the State of Haryana.

The following stages of the crop and risks leading to crop loss will be covered under the scheme:-i) Prevented Sowing/Planting Risk: Coverage of risk in case the insured area is prevented from sowing/plan ting due to deficit rainfall or adverse seasonal conditions.ii) Standing Crop (Sowing to harvesting): Comprehensive risk insurance will be provided to cover yield losses due to non preventable risks, viz. Drought, Dry spells, Flood, Inundation, Pests and Diseases, Landslides, Natural Fire and Lightening, Storm, Hailstorm, Cyclone, Typhoon, Tempest, Hurricane and Tornado.iii) Post-Harvest Losses: Coverage will be available only up to a maximum period of two weeks from harvesting for those crops which are allowed to dry in cut and spread condition in the field after harvesting against specific perils of cyclone, cyclonic rains and unseasonal rains.iv) Localized Calamities: Loss/damage resulting from occurrence of identified localized risks of hailstorm, landslide, and inundation affecting isolated farms will be covered.v) Risk inception date - The risk under PMFBY will commence from the date of notification of the Scheme or date of commencement of season whichever is earlier.vi) Seasonal Discipline:- Crop period for Sunflower will begin for Jan to June.vii) General Exclusions: Losses arising out of war and nuclear risks, malicious damage and other preventable risks (refer Para IV.2 of OGs of PMFBY).

7. INDEMNITY LEVEL

The indemnity level will be 90% in case of all the notified crops.Controlling heads of banks are requested to confirm that the Haryana Govt. Notification dated 30th March, 2018 has been provided to all field functionaries of their bank for meticulous compliance of the same so as to avoid the complaints arising out of it.

RESOLUTION OF COMPLAINTS UNDER PRADHAN MANTRI FASAL BIMA YOJANA (PMFBY)

During a meeting held under the Chairmanship of the then ACS, Finance & Planning, Govt. of Haryana while referring to complaints of farmers under PMFBY the house was informed that a meeting was convened on 06.02.2018 under the Chairmanship of Principal Secretary, Agriculture & Farmers’ Welfare. The ACS F&P during the deliberations of 143rd SLBC Haryana meeting held on 16.02.2018 had advised the Department to convene a meeting immediately for resolution of all complaints by the month end. As such, a meeting was convened by the office of ACS, F&P, Govt. of Haryana on 15.03.2018.While updating the progress, Shri Jagraj Dandi, Joint Director (Stat) Department of Agriculture & Farmers’ Welfare informed that insurance companies have since honoured most of the claims and majority of complaints have since been resolved, but in 250-odd cases involving amount of approx Rs 3.00 crore, where bankers have wrongly entered name of villages/blocks/unit, the claims are pending and in these cases insurance companies will reverse the premium amount to the concerned bank branch for crediting to farmers’ accounts. CGM NABARD suggested that a certificate be got signed by concerned branch Manager for correcting the mistake and for clearly specifying the beneficiary farmers with all the detail from whose account the premium has been deducted and then insurance companies should honour the claims.

The ACS F&P advised the concerned Department to take up with Central Govt in this regard and ensure to resolve the issue by paying 50% claim amount each by State Govt. and Central Govt and move through Chief

EASE BANKING (ENHANCED ACCESS & SERVICE EXCELLENCE)-BANKING WITHIN 5 KMS. OF EVERY VILLAGE

The massive recapitalization of PSBs was approved by the Govt. of India in October 2017. In this context, Ministry of Finance has sent a Public Sector Banks (PSBs) reforms Agenda for Responsive & Responsible PSBs, with item-wise time frames for implementation of the same. Capital infusion in the banks as announced by the Govt. of India would be dependents on banks committing to the reforms and their performance on the reforms Agenda.One of the agenda of EASE (Enhanced Access & Service Excellence) is Near HomeBanking by providing banking outlet within 5 Kms of every village as approved by SLBCs. It depicts that all the villages where banking outlets are not available within 5 Km reach are to be identified and these villages are to be allotted to the concerned banks for opening the banking outlets.SLBC Haryana had advised the Lead District Managers of Haryana to identify the villages where banking services are not available within 5 km of each village of their respective district. It has been observed that 154 villages have been identified in District Hisar, Jhajjar, Karnal, Kurukshetra, Mahendergarh, Sirsa and Sonipat. Remaining LDMs have confirmed that banking services (bank branch/BCA Network) are available within 5kms of each village of their district.

Besides, SBI (28) and HDFC Bank (3) are yet to confirm that banking outlets are as per RBI Circular dated 18.05.2017.

Progress made by rural branches of banks in organizing Financial Literacy Camps during the quarter ended March, 18 is given below for information of the house:-

2116 rural branches of banks have conducted 12704 Financial Literacy Camps during the quarter ended March, 2018.

Financial Literacy plays a pivotal role towards achieving 100% Financial Inclusion. The controlling heads of banks are requested to advise their rural branches to organize more and more financial literacy camps for different target groups with the assistance of Financial Literacy Counselor of their bank/area to ensure that 100% Financial Inclusion could be achieved.Bank wise/District wise Progress is given on Annexure No.19.1 & 19.2 (P 132-133).

FINANCIAL ASSITANCE TO COBBLERS UNDER DRI SCHEME

As per the advice of Hon’ble Chief Minister of Haryana bankers were requested to extend DRI loans to all cobblers in the State of Haryana for making of their khokhas. Deptt of Finance, Govt. of Haryana had also advised all Deputy Commissioners to prepare list of cobblers and circulate the same to all banks operating in their respective districts in order to ensure that required finance under DRI is provided to them.

The controlling heads were advised to issue necessary instructions to their field functionaries to consider loan applications of cobblers on merits.

SLBC Secretariat has also advised all LDMs of Haryana to coordinate with the Deputy Commissioner/Additional Deputy Commissioner of their respective district and identify the cobblers who are in need of financial assistance so that DRI Loans could be extended to them by the banks for their Khokhas (work place).

As per the progress received from LDMs 304 loans amounting to Rs.34 lakh have been sanctioned to cobblers and disbursement amounting to Rs.23 lakh has been made in 205 cases. Bank wise/District wise Progress is given on Annexure No.20.1 & 20.2 (P 134-135).

No progress has been received from District Faridabad, Gurugram, Mewat and Palwal in this regard. LDMs of these districts are requested to apprise the house about the progress made in this regard.

& EMPOWERMENT DEPARTMENT, HARYANAThe issue of non-payment of commission to banks on account of disbursement of social security pensions & non- signing of MOU by Social Justice & Empowerment Department, Haryana was discussed in 143rd meeting of SLBC Haryana held on 16th Feb., 2018. In his key-note address, Principal Secretary, Social Justice & Empowerment, Haryana took up this issue in detail and Shri P. Raghavendra Rao, IAS, the then Additional Chief Secretary suggested to hold separate meeting in order to resolve the matter.Thereafter, a number of meetings have been held but the issue still remains unresolved. SLBC Member banks are repeatedly requesting SLBC to take up the issue with the State Government for immediate payment of upto date commission due to their bank.

In the meeting convened by SLBC on 26th March, 2018 Convener SLBC was unanimously requested by all participants that SLBC should take up with the Govt. of Haryana to resolve the long pending issue within one month and MoU must be got signed between SJE Deptt and respective banks within this period else the department may like to make alternate arrangements. As such, Convener SLBC on behalf of all banks participating in disbursement of Social Security Pensions in the State vide its letter dated 9th May, 2018 has requested Principal Secretary to Govt. of Haryana, SJE to intervene in the matter so that the MOU is signed at the earliest and the arrear of commission due to banks is released without further delay as deliberated in the 143rd SLBC meeting. FINANCING OF DEVELOPMENTAL CHARGES LEVIED BY THE STATE GOVERNMENT ON ACCOUNT OF LEGALIZING UNAUTHORIZED COLONIES OF FARIDABAD AND GURUGRAM DISTRICTS

Government of Haryana is in the process of providing relief to general public residing in unauthorized colonies such as civic amenities and infrastructure deficient areas, under the Haryana Management of Civic

Amenities and Infrastructure Deficient Municipal Areas (Special Provisions) Act, 2016 by way of gazette notification. The objective of the Act is to provide basic amenities and services like water supply, sewerage and drainage, road and street lighting. Along with the notification, the development charges to be levied will also be notified. Recently, colonies of MC Gurugram and Faridabad have been notified vide notification dated 06.12.2017. The Hon’ble Chief Minister, Haryana, convened a special meeting on 03.01.2018 with all the stake-holders including Convener, SLBC Haryana and LDMs of Gurugram and Faridabad to discuss the possibility and action plan for financing the developmental charges by the banks at all places where these unauthorized colonies have been authorized by the State Govt. In the meeting, the Hon’ble Chief Minister of Haryana desired that this fund may be financed by banks to the residents of these colonies who are unable to pay the developmental charges from their own sources.Being a policy matter for all banks, to discuss various aspects in financing to the public for payment of developmental charges to the State Government a meeting was convened by Convener SLBC Haryana on 11th January, 2018.After detailed deliberations over the issue, the following main features emerged for the proposed scheme to finance the development charges:-

The borrower should not be defaulter of any bank/financial institution.

The quantum of loan shall be minimum Rs 0.50 lakh and maximum Rs 2.50 lakhs.

The borrower will submit ITR/salary slip/Affidavit of income, as proof of income.

The repayment period shall remain 5 to 7 years. The repaying capacity of the borrower shall be examined by

Branch Manager while financing. Property/house shall be numbered/identifiable and property

area should be mentioned in the registry.

The banks will create equitable mortgage of the house for which development charges are being financed.

The title-deed will be got prepared by borrower and shall be submitted with the Bank for creating equitable mortgage and Permission to Mortgage the property shall be given by Govt of Haryana by way of Notification in all the cases collectively.

All these loans will be guaranteed by Government of Haryana by way of Notification to be issued by State Government.

The rate of interest applicable to these loans shall be rate applicable to Housing Loan accounts by the respective bank which may differ from bank to bank.

Any other term or condition which is necessarily required by the bank to enforce from legal point of view.

In view of the above requirements of the banks, Department of Urban Local Bodies, Haryana Panchkula vide their communication dated 28th

Feb., 2018 have informed that Govt. has approved the policy mechanism for the areas already declared/to be declared as Civic Amenities and Infrastructure Deficient Areas under the Haryana Management of Civic Amenities and Infrastructure Deficient Municipal Areas (Special Provision) Act, 2016.

The banks have been empowered to perform following actions while granting loan/finance:-

1. The banks may create equitable mortgage of the house for which development charges are being financed.

2. In case of default of payment by the applicant, the bank shall not take immediate action under SARFAESI Act but inform the municipality. The municipality shall take punitive action within 3 months against the applicant by temporary disconnection of water and sewerage, electricity etc. Thereafter, if need arises, the concerned bank may proceed under SARFAESI Act after informing the District Administration.

3. The banks will create equitable mortgage of the house for which development charges are being financed.

4. The branch manager shall examine the borrowing capacity of the applicant based on the following documents and fulfilling the conditions while approving loan/finance :-

i) The applicant shall not be defaulter of any bank/financial institution.

ii) The quantum of loan provided shall be upto a maximum of Rs. 3.00 lakh.

iii) The applicant shall submit ITR/Salary Slip/Affidavit of Income as proof of income.

iv) The repayment period shall remain 5-7 years.v) The applicant shall get prepared title deed of the property

and shall submit to the bank for creating equitable mortgage. The property document shall inform property area in the registry.

5. The rate of interest applicable to these loans shall be at appropriate rate applicable to housing loan.

6. Any other terms and conditions which is necessarily required by bank to enforce from legal point of view.

The approved policy mechanism has already been sent to all SLBC member banks vide Convener Bank letter dated 19.03.2018 with a request take up the matter with their respective Corporate Office for approval of the same for implementation of the scheme by their bank branches in the State of Haryana accordingly. AGENDA ITEM NO. 11 SWACHH VIDYALAYA CAMPAIGN Under the “SWACHH VIDYALAYA CAMPAIGN” launched by Govt. of India, the CSR activities like construction of Toilets for girl students, provision of Library & Sports Kit in Govt. Schools etc. in the adopted villages of banks are to be undertaken.As per report received from banks, upto March 2018, 209 toilets have been constructed in 181 schools of 155 villages of Haryana, besides

12.9 DRI ADVANCES-REVIEW OF PROGRESS After taking into account the data correction of a bank, the DRI advances have decreased by Rs.10.42 Crore from Rs.24.66 crore as at March 2017 to Rs.14.24 Crore as at March 2018, registering a negative YoY growth of 42%.

Banks in the State of Haryana have sanctioned 3931 loans amounting to Rs.5.59 crore under DRI Scheme during the financial year ended March, 2018.

Bank-wise position is available at Annexure No 22.8 (P-144).Further, under DRI scheme, 304 loans amounting to Rs.34 lakh have been sanctioned by banks to cobblers and disbursement amounting to Rs.23 lakh has been made in 205 cases.

Under Priority Sector, the performance of the banking system is 66%, which is above the prescribed National goal of 40%.

Similarly, under Agriculture Sector, the achievement is 25%, which is also above the National goal of 18%.

The ratio of WS Advances to total advances is 13% as against the National Goal of 10%.

Likewise, under Small & Marginal Farmers the achievement is 9% against the target of 8%.

Further, under Micro Enterprises the achievement is 12% as against target of 7.5%.

Export Credit is 0.11% against the target of 2%.OVERALL CD RATIOWhile calculating the overall CD ratio, member banks are requested to adhere to the instructions of RBI contained in their circular no RPCDLDS.BC No 47/2.13.03/2005-06 dated 9.11.2005 which, inter alia states that the CD Ratio at State Level should be calculated with the credit at the place of utilization.

Observations:Overall CD Ratio of Banks in State of Haryana as at March 2018 has improved by 4 pps when compared to the position as at March 2017.The CD ratio of Bank of Baroda (51%), IDBI Bank (36%), Indian Bank (55%), Oriental Bank of Commerce (47%), Union Bank of India (52%), United Bank of India (59%), DCB Bank (49%), Ratnakar Bank Ltd. (36%), South Indian Bank (39%) and Yes Bank (25%) which needs considerable improvement as the same is very low. The Bank-wise CD Ratio has been given at Annexure No. 22.2 (P-138).As at March, 2018 No District was having CD Ratio less than 40%.However, CD Ratio of Financial System (excluding Cooperative Banks) in District Ambala (51%), Faridabad (57%), Gurugram (49%), Jhajjar (45%), Mewat (46%), Narnaul (45%), Palwal (61%), Rewari (43%), Rohtak (41%), Sonepat (50%) and Yamuna Nagar (58%) is still below the stipulated level of 60%, which needs concerted efforts to be made by the banks and LDMs of these districts for further improvement.

CREDIT+INVESTMENT IN STATE GOVT. BONDS TO DEPOSIT RATIO

After adding the figures of Rs 9619 Crore of investment made by banks in the State Govt. Bonds with total credit of Rs.237187 Crore (excluding Cooperative banks) the credit + investment to deposit ratio works out to 73%.This indicates that besides credit deployment, large funds have also been invested by the banking system in State Government securities, which are ultimately utilized for the economic development of the State. Bank-wise/Achievement vis-à-vis Targets under ACP during the period ended March 2018 are given on Annexure No.26.1-26.3 (P 150-152). Observations:-

%age Achievement under Agriculture, MSME, Other Priority Sector and Total Priority Sector as at March 2018 against the annual targets has been 85%, 101%,68% and 86% respectively.

As against the annual target of Priority Sector advances of Rs.111342 Crore, Banks have disbursed loans to the tune of Rs.95887 Crore up to March 2018. The achievement comes to 86%.

Against the target of Rs.111342 Crore, the banks have disbursed loans amounting to Rs.95887 Crore under Total Priority Sector during the year ended March, 2018. The achievement works out to be 86%.

As against the target of Rs.86522 Crore, Public & Private Sector Banks have disbursed loans amounting to Rs.74781 Crore. The achievement works out to be 86%.

Sarva Haryana Gramin Bank has disbursed loans amounting to Rs.8576 Crore under Priority Sector as against the annual target of Rs.9243 Crore thus showing achievement of 93%. Whereas, the Cooperative Banks & others have disbursed loans amounting to Rs.12530 Crore against the annual target of Rs.15577 Crore. The achievement comes to 80%.

Micro, Small & Medium Enterprises/Non-Farm Sector Against the annual target of Rs.24516 Crore, the banks

have disbursed loans amounting to Rs.24801 Crore under MSME Sector. The achievement works out to be 101%.

As against the target of Rs.22622 Crore under this sector, Public & Private Sector Banks have disbursed loans amounting to Rs.23401 Crore. The achievement comes to 103%.

Sarva Haryana Gramin Bank has disbursed loans amounting to Rs.774 Crore under this sector as against the target of Rs.685 Crore; the achievement comes to 113%.

The Cooperative Banks & others have disbursed loans amounting to Rs.626 Crore against the target of Rs.1209 Crore; the achievement works out to 52%.

Other Priority Sector Against the annual target of Rs.15822 Crore, the banks

have disbursed loans amounting to Rs.10736 Crore. The achievement works out to be 68%.

As against the target of Rs.14623 Crore under this sector, the Public & Private Sector Banks have disbursed loans amounting to Rs.9644 Crore. The achievement works out to 66%.

Sarva Haryana Gramin Bank has disbursed loans amounting to Rs.222 Crore under Other Priority Sector as against the target of Rs.789 Crore, thereby showing achievement of 27%.

Regional Office Chandigarh and communication dated 8th May, 2018 have informed that Area Development Scheme (ADS) of Commercial Dairy for 22 districts of the State of Haryana has been finalized with the help of LDMs/line departments. Under the scheme a target for financing of 24343 units amounting to Rs.20691 lacs has been finalized for 5 years i.e. 2018-19 to 2022-23. Bank wise and District wise target is given on Annexure No.28.1 & 28.2 (P 159-160).

Controlling heads of banks are requested to allocate the target amongst their branches and advise them to make strenuous efforts to achieve the allocated target.

AREA DEVELOPMENT SCHEMES (ADS) (8 ACTIVITIES) IN THE STATE OF HARYANA-TARGETS FOR 5 YEARS (2018-19 TO 2022-23)

Similarly, NABARD, Haryana Regional Office Chandigarh vide their communication dated 8th May, 2018 have informed that in order to boost the term lending portfolio in the State, 44 district specific Area Development Schemes (2 per district) covering 8 activities for 5 years i.e. FY 2018-19 to FY 2022-23) have also been formulated. One consolidated Area Development Scheme covering all 44 plans has also been prepared. Under the scheme a target for financing of 110405 units amounting to Rs. 268569 lakhs has been allocated. Scheme wise/Area wise details of physical and financial targets i.e. bank loans have been given on Annexure No. 29.1-29.3 (P 161-163).

NABARD, Haryana Regional Office, Chandigarh is requested to provide bank wise targets under the ADS to SLBC Haryana Secretariat for further communication to the concerned banks accordingly.

With a view to bring the farmers out of the clutches of money lenders/ non institutional lending agencies, a target of 3% of agriculture disbursement has been fixed for banks under the scheme. From the above, it is observed that an amount of Rs.21622 Lac has been granted as loan under the scheme during the year ended March 2018, which is only 12% of the target. The Bank wise position is available in Annexure No. 30 (P-164)

AGENDAITEM NO. 17.2

ADOPTION OF VILLAGES UNDER DEBT SWAP SCHEME

Upto the period ended March 2018 banks have reported adoption of only 227 villages (Andhra Bank-60, Bank of India-11, Canara Bank-3, Dena Bank-6, Indian Bank-8, IOB-18, OBC-19, PNB-57, SBI-12, Syndicate Bank-3, Union Bank of India-1 and Sarva Haryana Gramin Bank 29).The Controlling Heads of Banks are once again requested to advise their field functionaries to adopt one village in each district (in coordination with the LDMs of their respective district) where they are having branch and lend liberally under the scheme to get the farmers out of clutches of money lenders so that the target allocated to their bank could be achieved. LDMs are also advised to coordinate with banks and finalize Bank-wise adoption of villages.The house may deliberate.

DOUBLING THE FARMERS’ INCOME BY 2022

Joint Director (Stat.), Agriculture & Farmers’ Welfare Department, Haryana vide their letter dated 24th April, 2018 have informed that a State-wise Coordination Committee on Doubling Farmers’ Income by 2022 has been constituted by Indian Council of Agriculture Research (ICR), GOI, Krishi Bhawan, New Delhi under the Chairmanship of Vice Chancellor, CCSHAU, Hisar. Director, National Dairy Research Institute, Karnal has been appointed Convener of the committee. Completed details of the committee are given on Annexure No.31.1-31.2 (P 165-166).

During the deliberations held in the meeting of Sub Committee held on 29.01.2018 it was also resolved that:-

SLBC will hold quarterly sub-committee meetings and the points raised by the above-said committee shall be discussed.

Dy. Director, Fisheries Department, Govt. of Haryana suggested that Govt. should encourage setting up of food processing centers for value addition resulting in enhancement of farmers’ income.

Department of Agriculture & Farmers’ Welfare, Govt. of Haryana will prepare a book-let containing all agriculture & allied activities schemes run by various Departments of Govt. of Haryana for distribution amongst farmers during Kisan Melas/Kisan Goshties organized by their Department from time to time for creating awareness amongst farmers for optimum utilization of the farmers’ centric schemes.

The Department of Agriculture & Farmers’ Welfare Haryana is requested to take up the matter with the State Coordination Committee (SCC) for convening the meeting of the committee at the earliest so that the next meeting of Sub Committee to SLBC Haryana on Doubling Farmers’ Income could be convened by

AGENDA ITEM NO. 19.1

PROGRESS OF RURAL SELF EMPLOYMENT TRAINING INSTITUTES (RSETIs)–MARCH 2018

 In the State of Haryana, RSETIs are functioning in 21 districts of the state. From the progress report of RSETIs upto March 2018, it has been observed that:-

- 3831 training programmes of Skill Development have been organized upto March, 2018 wherein 102442 trainees participated.

- 18785 trainees have been financed by the banks to start their Enterprises, 41723 trainees have set up enterprise with their owned funds and 6582 trainees got wage employment.

- Settlement rate is 65%.- Out of the total 1,02,442 trainees, 35763 were from SC/ ST

category, 28337 from OBC, 6728 from Minority and 31614 were from other categories.

- 52,704 women & 559 Handicapped persons have also been provided training for self-employment.

- 7718 trainees have also been sponsored by KVIC/KVIB/DIC for EDP Training under PMEGP. Out of which, 1740 were women and 15 handicapped persons.

Performance of the RSETIs functioning in the State up to March 2018 is given on Annex. No.32.1 (P-167).

DISPOSAL OF LOAN APPLICATIONS SPONSORED/REFERRED BY RSETIs OPERATING IN THE STATE OF HARYANA

In order to improve the settlement rate of RSETI trained candidates, bank wise details of loan applications of RSETI trained candidates forwarded to various banks in the State and applications pending with various bank branches has been collected from RSETIs and compiled by SLBC Secretariat. From the progress report upto the period ended March, 2018, it has been observed that:-

- Upto March, 2018, 14157 loan applications of RSETI trained candidates have been sponsored to various banks operating in the State of Haryana.

- Out of 14157 applications, 6193 loan applications have been sanctioned and disbursement has been made to 5911 applicants.

- 3011 applications have been rejected by banks.- 4432 Applications were still lying pending for disposal with various

branches of banks in the State as at March, 2018. Bank wise and District wise progress along with the pendency is given on Annex. No.32.2-32.3 (P 168-169).Bank wise pendency has already been sent to the controlling heads of banks by SLBC Secretariat on 29.04.2018 with a request to impart necessary instructions to their DCOs/branches in the State to ensure disposal of the pending applications within one month from the receipt of application at theirs. They should also be advised not to keep the loan applications pending beyond the prescribe time limit.The following action is required from banks in this regard:-

1. Loan applications of RSETI trained persons are disposed of within 15days from the receipt of application at the branch.

2. Loan application of RSETI trained person should be rejected by the next higher authority at Controlling Office level.

3. Branches of different banks in the area to motivate rural masses and send them for training to RSETI functioning in their respective district.

Controlling heads of banks are requested to issue suitable directions to their field functionaries in this regard under copy to SLBC Haryana Secretariat for further necessary action.The Lead District Managers are also advised to get the pendency cleared from the concerned banks operating in their respective district.

ISSUES HINDERING THE CONSTRUCTION OF RURAL SELF EMPLOYMENT TRAINING INSTITUTES (RSETIs) BUILDING

As advised by ACS, Finance & Planning, Govt. of Haryana during the deliberations of 143rd meeting of SLBC Haryana held on 16th Feb., 2018 a meeting was held under the Chairmanship of the then ACS, Finance & Planning, Govt. of Haryana on 15th March, 2018. All related issues of RSETIs were discussed with the representatives of concerned departments present in the meeting. Expressing gratitude towards the State Govt. for facilitating construction of RSETIs in 11 districts, Chief Manager, SLBC Haryana informed the house that PNB CRDT vide letter dated 14.03.2018 has informed that they have decided to drop various sites for construction of RSETI buildings where issues to be resolved  are still pending at various State Govt Authorities level.

Issues relating to remaining 5 PNB RSETIs at District Jhajjar, Sirsa, Kurukshetra, Yamuna Nagar and Jind pertaining to allocation of one acre land without any encumbrance relating to CLU and other approvals of State Govt. hindering construction of RSETI buildings have not yet been resolved. Keeping in view, date (30.06.2018) stipulated by MORD for completion of construction of RSETI buildings, PNB CRDT has observed to drop construction of these RSETI buildings of the above 5 districts. District wise Status of the issues is as under:-

1. Yamunanagar–Action may be considered on the recommendations of DC Yamunanagar as under:-

DC Yamunanagar vide his letter dated 16-1-18 has forwarded a request addressed to ACP (FINANCE & PLANNING) GOH, Chandigarh for exemption/relaxation on the following points:-i) To relax for construction in the area measuring 1200 square meter also following in 30 meter restricted belt of Jagadhri - Bilaspur- Sadhaura , Scheduled road (SH-I) and relaxation for setback also.

ii) Relaxation for Rs 85000 demanded by XEN, Jagadhri,PWD, BR Branch Yamunanagar vide memo no. 7861 dated 16-11-17 for issue of access permission at village Peeruwala, Tehsil Chhachhrauli, Distt, Yamunanagar.

iii) Relaxation for sanction of electricity load and water supply on domestic rates instead of commercial rates.--No progress2. Jind-The house was informed that due to non-availability of link road of 33 ft (6 karam) issue was pending and this land was available with Panchayat and Rs 2.50 lakh fee is required to be paid to NHAI for seeking their approval for giving permission for procuring new access from road to building for which DDPO Jind informed that a letter has already been issued by them to NHAI authorities for which an amount of Rs 2.50 lakhs is required to be deposited, which is not available with Panchayat and the same may be given by PNB.  On this Shri SD Sharma Chief Manager, SLBC Haryana said that since PNB has already been spending so much amount on the construction of RSETI, which is a social noble cause, therefore this amount may be contributed by the State Govt.  The ACS F&P endorsed the view and agreed to sanction grant of the respective amount i.e. Rs 2.50 lakhs to the DDPO Jind for making payment to NHAI. No progress. 

3. Sirsa–The house was informed that in Village Sikandarpur as per Town & Country Planning Department, 33 ft link rasta is required. The district administration/State Govt has already agreed to give additional 3 karam for rasta. The issue will be resolved within 1-1 ½ months as the matter has already been sent to CMO for approval by the Cabinet as it is a case of gifting of land as informed by District Administration. No progress.

4. Jhajjar–The ADC Jhajjar informed that the land has already been identified and MoU will be got signed by him very soon. No progress.

5. Kurukshetra-Approval in relaxation of minimum FAR with 68 has been given and District Town Planner, Kurukshetra was accordingly contacted but he expressed some limitations contradicting the relaxations granted. Further, he also observed that if map is approved at this stage, it is to be completed within 2 years of sanction of CLU which expires in October, 18.

Principal Secretary, Finance & Planning, Govt. of Haryana, is once again requested that to resolve the remaining issues of RSETIs, a separate meeting under his Chairmanship may please be convened at the earliest.

DEENDAYAL ANTYODAYA YOJANA-NATIONAL RURAL LIVELIHOOD MISSION (DAY-NRLM)

Progress under Deendayal Antyodaya National Rural Livelihood Mission (DAY-NRLM) for the period ended March 2018 was reviewed in 1st

meeting of Steering Committee to SLBC Haryana on 03.05.2018.

During the review it was observed that against the target of financing 4850 SHGs during the year ended March, 2018 loans to 3724 SHGs amounting to Rs. 3446 lakh have been sanctioned and disbursement amounting to Rs.3369 lakh has been made to 3627 SHGs. Bank wise progress is given on Annexure No.34.1 (P-174).

Further, from the District wise/Bank wise pendency report provided by HSRLM it has been observed that as at 31st March, 2018 1253 loan applications for Ist Dose of credit and 358 applications for 2nd Dose of credit were lying pending with the bank branches in the State of Haryana. The same has been provided to the concerned banks by SLBC Haryana Secretariat on 28th April, 2018 with a request to ensure disposal of the same within one month from the receipt of application at theirs. Pendency report is also given on Annexure No.34.2 (P-175) for reference of the member banks.

TARGETS FOR SAVING & CREDIT LINKAGE OF SELF HELP GROUPS (SHGs) FOR THE FINANCIAL YEAR 2018-19

A target for saving linkage of 7000 SHGs and credit linkage of 10000 SHGs for the financial year 2018-19 has been allocated to the State of Haryana by NABARD, Haryana Regional Office Chandigarh. District wise allocation has been conveyed to all LDMs of Haryana with a request to allocate the same amongst various banks operating in their respective district and send a copy of the bank wise allocation of targets to SLBC Haryana Secretariat for compilation of bank wise targets for the State as a whole. District wise allocation has been placed at Annexure No.35.1 (P-176)

All LDMs are advised to do the needful as advised above.

AGENDA ITEM NO. 21.3

SAVING & CREDIT LINKAGE OF SELF HELP GROUPS (SHGs)-PROGRESS DURING THE PERIOD ENDED MARCH 2018 (2017-18)

From the progress report of Self Help Groups (SHGs) for the period ended March 2018 (2017-18), it has been observed that against the target of Saving Linkage of 10000 SHGs, banks have saving linked 4045 SHGs and 48327 SHGs have been reported saving linked since inception of the scheme. Out of these, 19650 SHGs are NRLM compliant.Similarly, against the target of Credit Linkage of 10000 SHGs, banks have credit linked only 2481 SHGs during the year ended March 2018 (2017-18) and 33345 SHGs have been reported credit linked since inception of the scheme. Out of these, 13518 SHGs are NRLM compliant.Bank wise progress under Saving and Credit Linkage of Self Help Groups (SHGs) is given on Annexure No. 35.2 (P-177).

While participating in the discussions held in Ist meeting of Steering Committee to SLBC Haryana on 3rd May, 2018, AGM, NABARD highlighted the digitization of SHGs in the State and its broad achievements under E-Shakti project in four districts i.e. Ambala, Karnal, Sonipat & Sirsa. The house was informed that under E-Shakti project the data is being updated every day and it will be available on Mobile app as well as E-Shakti Portal. The house was also apprised that due to digitization of SHGs in District Ambala under 2nd phase, more than 400 SHGs got credit-linked within a span of 8-9 months only.

From the progress report received from banks, it has been observed that against the target of financing of 5000 JLGs, 14840 (7002 Farm Based & 7838 others) JLGs have been financed during the year ended March 2018. Out of 14840 JLGs, 14363 (6842 Farm Based & 7521 others) have been financed by HDFC Bank and Yes Bank only.

PROTECTED CULTIVATION IN HARYANA- BANKABLE PLAN FOR 2017-2018

From the progress report received from banks, it has been observed that during the period ended March 2018, 68 units amounting to Rs.2199 lacs have been financed against the target of 1007 units with an amount of Rs.2346 lacs respectively under Naturally Ventilated Poly House Model (NVPH). Under Walk in Tunnel (WIT) Model only 3 cases amounting to Rs.24 lacs have been financed during the period ended March 2018 against the target of 371 units with an amount of 557 lacs respectively.Thus, total (Under Both Models) 71 cases amounting to Rs.2223 lacs have been financed by the banks during the period ended March 2018 (2017-18) against the target of 1378 units with an amount of 2903 lacs respectively. OBSERVATIONS: 18247 Recovery Certificate cases amounting to Rs.666.98 crore

were pending as at 31.03.2018 as against 18002 cases involving Rs.674.07 crore as at March, 2017.

During the year ended March 2018 (01.04.17-31.03.2018), banks have filed 5166 Recovery Certificate Cases amounting to Rs.180.09 Crore. As many as 4921 cases amounting to Rs.187.18 Crore have been disposed of during the year ended March 2018 (01.04.17-31.03.2018).

2349 Cases involving an amount of Rs.80.21 crore were pending for more than three years as on 31.03.2018.

Controlling heads of banks & LDMs are requested to initiate necessary steps so that pendency could be brought to minimum level.

The State Govt. is also requested to advise the concerned Revenue Officials in the field to help the bankers in recovery of their dues and bringing the pendency level to minimum.

The above data reveals that the recovery position of banking system under overall Priority Sector, Agriculture sector, MSME and Other Priority Sector as well has decreased by 4pps, 5pps, 4pps and 4pps respectively during the period under review.

Andhra Bank, Corporation Bank, Indian Bank, Indian Overseas Bank, Axis Bank, Federal Bank, ICICI Bank, Kotak Mahindra Bank, Yes Bank and Sarva Haryana Gramin Bank have not provided recovery position of their bank.

As per the report received from banks for the period ended March 2018, 186 cases were lying pending for disposal in District Ambala (21), Bhiwani (1), Faridabad (77), Fatehabad (1), Gurugram (1), Hisar (4), Jind (10), Kaithal (3), Karnal (8), Kurukshetra (2), M.Garh (3), Panchkula (2), Panipat (7), Sirsa (6), Sonepat (1) and Yamuna Nagar (39).

The Deputy Commissioners of the concerned districts have been requested to ensure disposal of the pending applications at the earliest. Summary of the same is given at Annexure No.44 (P-202).

In the State of Haryana, banks as at March 2018 have provided credit to 438515 Micro Enterprises as against 437041 units as at March 2017 thus registering annual growth of only 0.34% against the target of 10%.

The share of micro enterprise advances to total MSE advances as at March 2018 is 49% against stipulated level of 60%.

The State has surpassed the target of 20% YoY growth in credit to MSEs as at March 2018, stipulated by the Prime Minister’s Task Force on MSMEs.

Bank wise information is as per Annexure No. 46.7 (P-212) From the above data it has been observed that banks have disbursed loans up to Rs.10 lakh to 130609 MSE units during the year ended March 2018 against 125019 units during the corresponding period last year. Similarly, the collateral free loans have been provided to 124956 units (96% of the total units) amounting to Rs.416482 lac (94% of the total amount financed) during the period ended March 2018.Controlling heads of Andhra Bank, Bank of Baroda, Bank of Maharashtra, Canara Bank, Corporation Bank, Dena Bank, OBC, Syndicate Bank, Union Bank of India, UCO Bank, United Bank of India, J&K Bank Ltd. and Ratnakar Bank Ltd are requested to ensure that 100% collateral free MSE loans upto Rs.10.00 lakh are granted by all branches of their bank.

An amount of Rs.3975 crore has been disbursed to 159698 persons during the period ended March 2018 (2017-18). YOY growth is 6% and %age of amount advanced to minority communities to total priority sector advances is 9% which needs strenuous efforts by banks for considerable improvement.Member Banks are requested to advise the branches in the State to extend more credit to minority community for their economic development as Govt. of India wants that at least 15% of the Priority Sector Advances should go to Minority Communities. The RBI has identified 121 districts with concentration of Minority Communities, out of which, 2 districts of Haryana i.e. Mewat and Sirsa have been identified for this purpose. As advised by the ACS, SJE, Haryana, Data on financing to Minority Communities in the minority concentrated districts of Haryana i.e. District Mewat, Sirsa, Fatehabad, Yamuna Nagar, Kaithal and Palwal has been compiled by SLBC Secretariat and has been given on Annexure No. 48.1-48.2 (P 215-216).

FINANCIAL ASSISTANCE TO WOMEN BENEFICIARIES

The empowerment of women is one of the primary objectives of Government of India. RBI has already issued instructions to the banks to advance at least 5% of their Net Bank Credit to Women Beneficiaries. This aspect is being monitored both at DCC and SLBC levels. PROVIDING OF RUPAY DEBIT CUM ATM CARD TO KISAN CREDIT CARDS HOLDERS-PROGRESS UPTO MARCH 2018

Govt. of India had advised the banks to ensure issuance of RuPay ATM cum debit cards to 95% of the total eligible KCC holders by 31st Dec., 2016. It has been observed from the progress reports received from banks that out of 15,26,999 eligible KCC holders, banks have issued 13,22,534 Rupay ATM cum debit cards upto March 2018 i.e.87%. Out of these, 8,12,128 cards (61%) have been activated. Further, out of 6,10,000 eligible KCC holders, Harco Bank has issued 5,0,4,927 (83%) Rupay Debit cum ATM Cards and out of which only, 2,62,892 cards (52%) have been activated.

Controlling heads of banks specially, HARCO Bank are requested to ensure issuance of Rupay Cards to the remaining eligible KCC holders expeditiously and their activation as well at the earliest so as to enable them to avail the benefits of

All Banks are requested to form more such clubs and create awareness amongst farmers about the banking facilities and help them in becoming knowledgeable farmers. LOANS GRANTED TO DISABLED PERSONS AT NHFDC RATE UNDER TIE UP ARRANGEMENT

NHFDC functions as an apex institute for promoting economic development activities and self employment venture for the benefit of Persons with Disabilities (PWDs). The fund is channelized through State Channelizing Agencies (SCA) nominated by the respective state/ UT Government(s). NHFDC also provides grants for skill training of disabled persons. The detailed information on schemes and programmes of NHFDC is available on website www.nhfdc.nic.in.

With a view to make this segment of population economically independent in the state of Haryana, NHFDC has tied up with Sarva Haryana Gramin Bank and Haryana Gramin Bank for flow of collateral free concessional credit (interest rate of 4-8%p.a) to PWDs for self employment under credit guarantee scheme of Government of India. The bank will also extend education loan to eligible students with disabilities for higher education in India and abroad at an interest rate of 3.5-4% p.a only. The entire loan extended to PWDs for above purpose shall be refinanced by NHFDC to the concerned bank. Also the partner Banks will be able to earn 3% interest margin on above loans extended to PWDs.Any Bank interested to sign agreement with NHFDC for flow of concessional credit to PWDs may contact the office of Ministry of Social Justice and Empowerment, Govt. of India, Shastri Bhawan, New Delhi. From the data, it is observed that banks have disbursed Rs.2262 Lac to 1054 borrowers during the year ended March 2018.

SWAROZGAR CREDIT CARD SCHEME (SCC) – NODAL AGENCY: NABARD

The matter for allocation of targets under Swarozgar Credit Card Scheme for the financial year 2017-18 was taken up with NABARD, Regional Office, Chandigarh. It has been informed by NABARD Regional Office, Haryana that the scheme is under review and the targets shall be intimated at a later stage.The progress achieved in implementing Swarozgar Credit Card Scheme during the year ended March 2018 reveals that 3371 Swarozgar Credit Cards have been issued against the target of 23200 SCCs for the financial year 2017-18.

NABARD, Regional Office, Haryana is requested to convey the targets for the FY 2018-19 to SLBC Haryana Secretariat for onward communication to the member banks.

Bank wise Achievement vis-à-vis target during the year ended March 2018 (2017-18) has been given in Annexure No. 57 (P-230).

PERFORMANCE IN IMPLEMENTATION OF NAYAK COMMITTEE NORMS

During the current financial year ended March, 2018, Banks have sanctioned working capital limits to 14427 small manufacturing units amounting to Rs.3504 Crore out of which 14320 small manufacturing units with working capital limits amounting to Rs.3477 Crore were sanctioned as per Nayak Committee Norms. Thus, banks have sanctioned 99% cases as per Nayak Committee Norms during the period under review. Bank-wise data is given in Annexure No. 58 (P-231).

During the period ended March 2018 banks have disbursed loans amounting to Rs. 198 Crore to beneficiaries as compared to Rs.193 Crore disbursed to 2540 beneficiaries during same period of last year. Out of beneficiaries, the share of SC/ ST is 12%. Controlling heads of banks are requested to further increase the credit disbursement under this sector as loans are fully secured and percentage of Recovery is also satisfactory. As per the guidelines, banks should include all the housing loans made in rural areas under this scheme irrespective of the amount of loan advanced.

GENERAL PURPOSE CREDIT CARD SCHEME (GCC)

Banks have issued 2,58,884 cards amounting to Rs.12,06,067 Lacs upto 31.03.2018 since inception of the scheme. Since there is great thrust of Department of Financial Services, MOF, GOI and RBI on total Financial Inclusion, banks are requested to issue maximum number of GCCs to the people in the Rural Area having no land to start their income generating activity. GOVERNMENT SPONSORED SCHEMES BEING IMPLEMENTED THROUGH NABARD

FINANCING OF RURAL GODOWNS-PROGRESS AS AT MARCH, 2018

During the year ended March 2018, banks in the State of Haryana have financed 508 Rural Godowns amounting to Rs.807 crore, of which 225 Godowns amounting to Rs.140 crore have been sponsored by NABARD and remaining 283 involving Rs.667 crore have been directly financed by banks.Bank wise progress is given on Annexure No. 61 (P-234)

AGRI- BUSINESS CENTRES”(ACABC)During the year ended March 2018, banks have financed 45 Agri-Clinics and Agri- Business Centres amounting to Rs.574 lakh. An amount of Rs.886 lakh was outstanding in 235 accounts as at March, 2018. Bank wise progress is given on Annexure No.62 (P-235)

The Controlling Heads of the banks are requested to advise their branches in the state to clear the pendency to facilitate the trained candidates to establish Agri-Ventures by availing bank loan. LDMs are also requested to review the progress of financing under ACABC to trained students in DLRC meetings.

ARTISANS CREDIT CARD SCHEME (ACCs) PROGRESS UPTO MARCH, 2018

During the period ended March 2018, banks have issued 1576 Artisan Credit cards amounting to Rs.293 lac. The cumulative progress under ACC scheme since its inception is 9741 cards amounting to Rs.4482 Lakh of which 209 cards are covered under CGTMSE with an amount of Rs.193 lac. Major participating banks in the scheme are HARCO Bank (3661), PNB (2598), SBI (2359), Syndicate Bank (405), Bank of India (234), Bank of Baroda (134) and UCO Bank (92).Bank-wise position is given at Annexure No. 63 (P-236).AGENDA ITEM NO. 48

PROGRESS OF CASES FILED UNDER LOK ADALATS

It is observed that during the year ended March 2018, 64942 cases involving Rs.210391 Lac were filed before the Lok Adalats out of which 5092 cases amounting to Rs.7299 Lac were settled.Bank wise data is given on Annexure No.64 (P-237).
