1. Saddle Committee Yves Möri welcomed the numerous WFSGI members and informed them that about the situation with the Saddle Committee. Both chairpersons, Dave sChindler and Piet van der Velde have left their companies and are therefore not available as chairpersons anymore. The WFSGI asked interested persons for the task of the Saddle Committee chairmanship to contact the federation directly. The WFSGI itself will start discussions with potential candidates as well and hopes to present a new leadership for the committee soon. The two open topics of the Saddle Committee, the UCI saddle setback rule as well as the BRP & size measurement project are put on hold as long as no new chairperson is installed.

2. Wheel Committee 2.1. UCI Wheel Impact test

Mark Barfield informed about some changes in the wheel impact approval procedure.

The application for approval must contain the following documents: - Letter from the manufacturer - Confirmation of successful test, confirming the testing procedure complied with

o The document “Wheels approval application form o A complete report of the test containing:

Name of laboratory where the test has been made 2 pictures (from 2 different views) of the test installation 2 pictures (from 2 different views) of the wheel in place on the test

installation The values of the lateral and radial run out after the test

- A video of the test in which the reference of the wheel can easily be identified (to send

by email to [email protected])

On receipt of the application, the UCI will issue an invoice to the manufacturer for the cost of the procedure, which is 250.- CHF per wheel. This money will be used by the UCI to buy wheels in the market and test them on their own. It was requested what the process will be in case of a wheel failure in a test done by the UCI. Barfield answered that in a first stage the conversation with the manufacturer would be searched.

Mark Barfield also reported that there are currently no changes in terms of a potential digital application.

2.2. Wheel impact test in ISO 4210 The integration of the wheel impact test is currently still under discussions at CEN TC333 WG8 “Composite materials in cycling”. The planned coverage of wheels in ISO 4210 looks currently as follows: - Composite wheels: heat resistance followed by wheel impact test - Alloy wheels: Static strength test and drum test The detailed proposal can be found here. Since the proposed tests do not yet cover all types of wheels it was agreed that for the time being both, the ISO standards as well as the UCI wheel impact test remains in place. The CEN working group will continue to work on a further development of the wheel tests to finally replace the UCI test.

2.3. ISO TC31 SC10 WG16 – Tires and Rims

A short update on the work at ISO TC31 SC10 WG16 was shared. Three companies (DT Swiss, Sram, Trek) handed in proposals which are currently being reviewed by the ETRTO part of the group. The second meeting which was originally scheduled for February 16, 2017 was postponed to a later stage. The meeting date and location should be communicated shortly. Stefan Berggren and Karl Hall did request all WFSGI members which have an interest in the topic and are not yet part of the ISO group to get involved through their national organisations since the topic is very crucial.

3. Technical Committee 3.1. Changes in UCI regulations by January 1, 2017

Yves Möri shortly presented the four changes in the UCI technical regulations that became effect by January 1, 2017. A detailed summary on all changes can be reviewed here. On the input that riders on lower level UCI races got prohibited from starting the race for the usage of their cockpit which was in fact in conformity with the UCI rules, Mark Barfield answered that the UCI’s goal is to simplify the rules to also make the work of the Commissaries easier.

3.2. Disc brakes in road racing WFSGI statement: The statement that the WFSGI shared publicly on February 28, 2017 on the two incidents with F. Ventoso in 2016 as well as Owain Doull in February 2017 was presented and discussed briefly. The feedback on the tests done so far was positive in general, no proved incidents with disc brakes happened so far. Report UCI: Mark Barfield reported from the UCI’s side that they feel that the resistence in teams became less. From his point of view only experience can change emotions and therefore he asks for some patience. On the request for a more open and pro-active communication from the UCI’s side he answered that the UCI’s policy is to say less and stay neutral in the discussion. The UCI is not pro or contra disc brakes, but pro innovation. UCI Working Group:

The UCI Working Group on disc brakes will meet for their second meeting on April 4 in Belgium. The main topics on the agenda will be a second review on the tests done so far, brake performance testing and a potential repetition of the riders survey which was already done by the CPA. Presentation potential legal actions: WFSGI Legal Counsel Jochen Schaefer presented possible concrete counter-actions by the bicycle industry towards riders and the CPA on speculative and unfounded statements as done in the past. J. Schaefer presented a three phase plan which includes a warning to the CPA/riders directly, an enforcing of the legal rights notice and concrete legal steps. The group thanked for the information about these possibilities, but agreed that for the time being no such action should be undertaken especially since the situation calmed down after the clarification that neither the accident of Ventoso nor the one with Doull was caused by a disc brake. Outlook/next steps: The outlook on the upcoming Spring Classics promises to be positive as well since more teams (fully equipped or with few riders) announced to use disc brakes in Tour of Flanders or Paris-Roubaix. Mark Barfield also presented the time scale for the next steps to get disc brakes finally approved in road racing. Since the Management Commission does meet in September, the Equipment Commission proposal must be ready by End of July. Barfield mentioned that a higher number of riders must be using disc brakes in racing than currently in order to allow the UCI to prepare a proposal for a final rule change for the Equipment Commission. The WFSGI itself could forward a proposal to change the rule by January 2018 to the UCI Equipment Commission. The success of such a proposal without the support of the UCI is critical indeed. National championships: The decision of disc brakes are allowed at national championships remain with the national federations.

3.3. Bicycle Safety requirements – replacement 6.8kg weight limitation

Current proposal: The proposal for bicycle safety requirements which was worked out by the WFSGI together with the UCI was presented as an introduction to the discussion. The proposal can be found here. The feedback that there is still the loophole in the proposal that unconform combinations could be used. This fact is definitely valid, but the counter-argument was that the presented proposal would still be an improvement towards the weight limitation which is in place currently for guaranteeing safety. The goal would be to take the current proposal and improve the ISO standards step by step in order to close potential loopholes. The proposal will be shared again with all WFSGI members for giving inputs until April 10. Weight limitation: The current proposal did not include any weight limitation. Since a weight limitation would not only protect from superlight bicycles, but would also support the usage of innovative products

such as powermeters, disc brakes etc. The UCI is willing to accept a weight limitation as long as there is a reason for its existence as well as a clear reason for the number is provided. The WFSGI will work on such a proposal immediately. Responsibility: According to the UCI the responsibility for using a conform bicycle lies with the rider and not the manufacturer. The challenge therefore will not be to control the conformity on professional, but much more on amateur level. Mark Barfield will investigate in this topic. Timing: A draft timing of the upcoming steps was presented and can be reviewed in the presentation. Mark Barfield requests to receive the final proposal by end of April 2017.

3.4. Aerodynamics – bicycle design

Proposal by Specialized: The proposal drafted by Specialized was presented together with the two points of feedback by the UCI: 1. The proposal should simplify the regulations not just change the size of the existing boxes. 2. The head unit of the bicycle is critical for acceptance by the UCI. Next steps: The WFSGI will ask other members to draft other proposals which should than be discussed within the working group.

4. Miscellaneous 4.1. WFSGI Website / Download Center

4.2. World Cycling Forum The WFSGI in collaboration with Bike Europe does organize on June 7-8, 2017 for the first time the World Cycling Forum. The event which focuses on the topics of “consumer centricity and increasing speed to market” will take place in Porto, Portugal. All information about agenda, speakers, venue etc. can be found on www.worldcyclingforum.org.

4.3. WFSGI Internal News The WFSGI has adjusted its internal structure. Robbert De Kock, formerly Secretary General became President / CEO and Marc Magnus as well as Stefanie Burkert got elected as Vice-Presidents. Yves Möri who was leading the bicycle committee for the last five years will leave the WFSGI by end of June 2017. The federation is already looking for a replacement and will communicate as soon as a new Bicycle Manager is hired.
