The meeting agenda and the attendance list are affixed as Exhibits A and B, respectively; and individual statements and minority opinions as Exhibits C and D, respectively. The meeting presentations are posted in a separate file at OC Presentations. OC Chair David Zwergel convened the meeting at 1:00 p.m. ET on Tuesday, December 10, 2019. Stephen Crutchfield announced that a quorum was present, read the Notice of Public Meeting, Participant Conduct Policy and referred the committee to the NERC Antitrust Compliance Guidelines. Chair’s Opening Remarks Chair Zwergel welcomed members and observers to the meeting. Consent Agenda (Item 2) Chair Zwergel noted that there were no revisions to the September 10-11, 2019 minutes and he requested a motion to approve. David Cullum made the motion to approve the minutes. By consent, the committee approved the minutes of the September 10-11, 2019 meeting. Chair’s Remarks and MRC/Board Report (Items 3a, and 3b) Chair Zwergel reported on the November 5, 2019 Member Representatives Committee (MRC) Meeting and the November 5, 2019 Board of Trustees (Board) Meeting. Chair Zwergel noted that the main topics were the approval of the 2019 RISC report as well as the approval of the Reliability and Security Technical Committee along with the new Chair and Vice Chair. OC Action Item Review (Item 4) Meeting Highlights 1. Dan Taft, Consolidated Edison, provided a review of the July 13, 2019 West Side Outage in New York City. 2. The OC approved or retired the following documents: GMD Monitoring Reference Document; Time Error Monitoring Reference Document; Dynamic Transfer Reference Document; Dynamic Tag Exclusion Reference Document (retiring); Pseudo-Tie Coordination Reference Document (retiring) 3. The OC approved revisions to Reliability Guideline: Integrating Reporting ACE with the NERC Reliability Standards. 4. A regular meeting of the NERC Operating Committee (OC) was held on December 10-11, 2019, in Atlanta, GA. 3. The OC approved revisions to Reliability Guideline: Integrating Reporting ACE with the NERC Reliability Standards.

4. Chair Zwergel appointed Sandip Sharma (ERCOT) as chair and Greg Park (NWPP) as vice chair of the Resources Subcommittee.

5. The OC approved the ERO Event Analysis Process Document Version 4.0.

6. Chair Zwergel appointed Vinit Gupta (ITC) and Ralph Rufrano (NPCC) as chair and vice chair respectively of the Events Analysis Subcommittee.

7. The OC approved moving the credential maintenance program from the Personnel Subcommittee (PS) to the Personnel Certification Governance Committee (PCGC) pending revisions to the NERC Rules of Procedure.

8. The OC approved the revised PS Scope Document.

Vice Chair Hils reviewed the list of action items and reported that all three are on track. The revised action item list is attached as Exhibit E. July 13, 2019 West Side Outage (NYC) (Item 5) Dan Taft, Consolidated Edison, presented info an event that occurred in July, 2019. The event impacted areas on the west side of Manhattan and half of the service to Times Square. Operating Reliability Subcommittee (ORS) Status Report (Items 6a, 6ai, 6aii and 6aiii)

ORS Chair Chris Pilong summarized the subcommittee’s status report which was included in the agenda package. Highlights of the report include: Items for OC Approval:

Darrel Yohnk made a motion to approve and retire the documents shown above. The motion passed without dissent. Key Issues for OC Information:

The ORS endorsed minor changes to the MISO Reliability Plan effective on December 1, 2019. Updated GridLiance (formerly EEI) transition to March 1, 2020 (coordinated with the TVA Reliability Plan)

The ORS endorsed minor changes to the VACAR South Reliability Plan. Replaced South Carolina Electric & Gas (SCE&G) with Dominion Energy South Carolina (DESC). Additional Minor edits made throughout Section I. Facilities

The ORS endorsed minor changes to the SPP Reliability Plan. Updated with additional information on loss of necessary applications, weather, Cyber Attack, and SPS/RAS. Updated AZPS (under CAISO RC) to AEPC (under SPP RC).

The ORS endorsed minor changes to the TVA Reliability Plan. Removed references to APGI and EEI as member effective March 1, 2020 (coordinated with the MISO Reliability Plan). Other minor clean up edits throughout.

The ORS was briefed by RC West, SPP West RC and BC Hydro on their activities and coordination of RC operations in the Western Interconnection.

BC Hydro became the RC of record for their footprint on September 2, 2019.

RC West became the RC of record for their entire RC footprint on November 1, 2019.

SPP West remains in shadow operations and is scheduled to go live on December 3, 2019 for SPP West RC expanded footprint.

The Chairs of ORS and RS presented overviews of the activities of their respective Subcommittees at each other’s recent meetings. The groups will continue to look at ways to assist each other with their work plans.

As part of the 2019 ORS Work Plan, the ORS reviewed:

Time Monitoring and GMD Reference Documents – The task team provided a final draft of changes that the ORS reviewed and expects to endorse at the November meeting. The documents will be provided to the NERC OC for endorsement at the next OC meeting

Dynamic Transfer Reference Document – The ORS and RS presented a final revision of the document which the ORS endorsed. The Pseudo Tie Coordination Reference Document and Dynamic Tag Exclusion Reference Documents have be incorporated into this single Reference Document. The document will be provided to the NERC OC for endorsement at the next OC meeting

In addition to the initial Work Plan, the following documents were also drafted and endorsed as indicated by the ORS:

Endorsed: Revisions to the NERC RC Hotline protocols to account for the additional RCs in the Western Interconnection

Endorsed: A new NERC Emergency Conference Call procedure. The procedure will serve as a mechanism to initiate a conference call with RC management in the event of significant and unexpected system conditions to allow for strategic discussions and information sharing.

Drafted revisions to the RCIS Reference Document. The document is being reviewed and updated to ensure consistent and relevant information sharing practices amongst the RCs and tailored appropriately for each Interconnection.

The ORS added new members Tim Beach (RC West), Darren Wilkie (AESO) and John Norden (ISONE) to the ORS Executive Committee.

ORS continues to receive updates from the EIDSN Steering Committee pertaining to the IDC Tool enhancements. Specifically, the Parallel Flow Visualization (PFV) project, which is intended to improve the data quality used by the IDC during curtailment of Eastern Interconnection transactions. For next steps, ORS anticipates that OC approval will be sought in early to mid-2020 for go-live of PFV in October of 2020 following additional parallel operations and testing of PFV.

The group discussed the role of the Eastern Interconnection Frequency Monitor. TVA has filled this role for many years. ORS will review the TVA procedure and consider at the February meeting whether the monitoring is providing a reliability value and should continue or if it should cease. If

it will continue, the ORS will determine a methodology to rotate the responsibility annually, as is done with Time Error and GMD monitoring.

Tim Beach provided an overview of the Public Safety Power Shutoff procedure in the RC West footprint

The ORS confirmed and is providing notice to the OC that Southeastern RC will take over the Time Error Monitor and GMD Monitor responsibilities from SaskPower on February 1, 2020. RC West has taken over these responsibilities for the Western Interconnection as of December 3, 2019.

The ORS recognized the work and contributions that Mike McMullen (MISO) has made to the group and to reliability over the past 10 plus years. This was his last ORS meeting before retirement.

Resources Subcommittee (RS) Status Report (Item 6b and 6bi)

RS Chair Tom Pruitt provided an overview of subcommittee’s status report which was included in the agenda package. Highlights of the report include: Pending OC Approval Items:

Reliability Guideline: Integrating Reporting ACE with the NERC Reliability Standards – The RS seeks OC approval of the revised guideline. David Cullum made a motion to approve the guideline. The motion passed without dissent.

Key Issues for OC Information Subcommittee Leadership Changes – Pending OC approval, Sandip Sharma (ERCOT) will succeed Tom Pruitt as chair and Greg Park (NWPP) will succeed Sandip as vice-chair. Chair Zwergel approved this change in leadership and thanked Chair Pruitt for his leadership of the RS over the past two years. Balancing and Frequency Control Technical Document – The document has been sent to NERC publications for review and format change to a reference document. Upon completion, the RS will present it to the OC for approval. Time Monitoring Reference Document – The RS provided recommended edits as requested by the ORS. Eastern and Western Interconnection Generator Operator 2019 Survey – Industry webinars for both interconnections were held on 9/19 and 9/26. Data collection continues with a due date of 12/22 for BA submittals.

RS Frequency Working Group (FWG) – The FWG selected M4 and BAL-003-1 frequency events for June through August 2019 for the interconnections were selected at the October RS meeting. RS Inadvertent Interchange Working Group (IIWG) – The interconnection inadvertent interchange update shows a return to the downward trend after an uptick in Eastern Interconnection (EI) balances.

The EI fast time error trend continues. Several investigation actions were discussed and started to improve performance. Reserves Working Group (RWG) —Additional changes to the voluntary DCS submittal form to accommodate BA and RSG footprint changes were reviewed. Changes in BA Area Footprints – In the EI, a partial merge of EEI into MISO and a full merge of New Smyrna Beach into FP&L is targeted for Q1 of 2020. In the WI, a re-establishment of a retired BA (Harquahala) is planned. Quarterly Reviews

BA Performance Data – CPS1/BAAL and DCS data submitted for the 3rd quarter of 2019 was reviewed. No significant issues were noted. Time Error – Time error reports for 3rd quarter of 2019 were reviewed. Other than items noted in the IIWG section above, no significant issues were noted. ERS Measures – Measures 1, 2, 4, and 6 were reviewed. Additional refinements in analysis and possible additional sub-measures are being considered.

Interconnection Frequency Performance - performance for all the interconnections was reviewed. No significant issues were noted. Event Analysis Subcommittee (EAS) Status Report (Items 6c and 6ci)

EAS Chair Rich Hydzik summarized the subcommittee’s status report which was included in the agenda package. He highlighted the following topics: Pending OC Approval Items:

The 2019 Monitoring and Situational Awareness Technical Conference was held September 24-25, 2019 at Southwest Power Pool in Little Rock, AR. The theme of this year’s conference was “Solutions for Emerging Changes.”. The conference brought together more than 120 Operations and EMS experts from registered entities, government regulators, and a variety of vendors and consultants from all regions and Canada. The conference presentations have been posted to the NERC website.

EAS is conducting outreach to drive lessons learned submittals through not only the ERO EA Process but through other occurrences or near occurrences experienced by entities.

Personnel Subcommittee (PS) Status Report (Item 6d, 6di and 6dii)

Vice Chair Leslie Sink summarized the subcommittee’s status report which was included in the agenda package. *The PS has suspended all work on the guideline development and approval for the CE manual re-write 5.0 at this time based on the PCGC proposal to move the credential maintenance program from the PS to the PCGC.

Since June 2018, PS members have been meeting twice a week (via Web-Ex) to revise the Continuing Education Administrative manual. The members have completed the revision of the manual with emphasis on Provider, Course, and Audit requirements. Additionally, the manual now addresses the process for dispute resolution. The CE Program Manual 5.0 (Major Revision/Rewrite) is complete and ready for approval. In an effort to bolster and facilitate adherence to program requirements, the group is now in the process of constructing guidelines which will contain suggested practices, examples, and templates. These guidelines focus on administrative requirements, the design, development, and assessment of structured learning activities, along with instructional fundamentals and strategies. Members of the PS are continuing to meet twice a week until such time that the guidelines are complete.

The PS is working on a comprehensive evaluation of adult learning principles and instructional design concepts in order to develop program criteria that result in quality learning events.

Vice chair Sink requested a Motion for approval for the credential maintenance program to be moved from the PS to the PCGC pending revisions to the NERC Rules of Procedure. Peter Brandien made the motion and it was approved without dissent. Chair Zwergel thanked vice chair Sink for her work shepherding this change to the PS Scope. Reliability and Security Technical Committee Update and Transition Plan (Item 7)

David Zwergel, RSTC Vice Chair reviewed the information presented at the Joint Meeting regarding the RSTC. Sector elections run through December 20, 2019 and At Large nominations will open December 30 through January 10, 2019. He noted that there are a lot of questions to be considered? What will be the length of meetings? Frequency of meetings? What do the report outs look like? Will each subcommittee report at each RSTC meeting? Do we need any forums? Do we need to have closed sessions for sensitive date/reports? He opened the floor for input from the OC on the transition plan and RSTC related questions/comments:

Vice Chair Sink noted that the PS work plan will significantly change with the transition of PS Activities to the PCGC. The OC will table this work plan. The motion passed without dissent. Reliability Issues Steering Committee (RISC) Status Report (Item 10) Chair Zwergel presented an update on the activities of the RISC. The RISC presented its 2019 report to the NERC Board in November, 2019. The report was accepted by the Board. He noted that the RISC identified current and future risks to the BPS. They had a reliability summit earlier this year and conducted a survey

to get input on the report. The goal was to make the report more concise and actionable. It is anticipated that the RSTC will work on mitigating the risks identified in the RISC report. Lessons Learned – Rime Ice (Item 11) Wayne Guttormson, Sask Power, gave a presentation on their December 4, 2018 Islanding Event for the OC. Several grid transmission lines, generating units, and bulk delivery points tripped off as part of this event, due to extreme and widespread rime ice conditions. Heavy fog, no sun, mild temperatures and light wind conditions persisted across Saskatchewan for days. The intensity and persistence of these conditions resulted in the formation of large amounts of rime ice on transmission lines, through gradual accretion. Rime ice forms when water droplets in fog freeze onto cold surfaces. Rime ice is more brittle that clear ice and is typically knocked off by movement of the conductors due to wind. Overhead shield wires on transmission lines are more susceptible to rime ice build-up compared to phase conductors, since they do not carry power. Heavy accumulation of rime ice on a shield wire can cause it to sag down to the phase conductors. Outages typically occur due to contacts between the shield wires and the phase conductors. These outages are often temporary and the line may be restored to service once the line is de-energized and fault is cleared. However, transmission line structures can also be damaged when shield wires break, due to force exerted on the structure when the tension of the wire is suddenly released and this resulted in multiple permanent transmission line outages. The SaskPower system remained stable, with external interconnections and most bulk delivery points restored within hours. The intensity and persistence of this rime ice condition is rare for such a widespread area, and is beyond what industry would consider. Transmission line shield wires are at risk to fail, especially for older lines, and storm damage to wires increases future risk of breakage. Effective emergency response and preparedness plans are critical. SaskPower’s corporate process that is used to manage the response to emergency incidents proved to be extremely beneficial. Effective communication (internal and external) is a key to success, and material availability is crucial. 1 - Relaying and Protection Systems January 11, 2019 Oscillation Event (Item 13) Tim Fritch, TVA provided an overview of the oscillation event. On January 11, 2019, a steam turbine at a combined cycle power plant in Florida experienced a faulty voltage measurement to its turbine control system that resulted in oscillations that persisted for around 18 minutes before the plant operator manually removed the unit from service. The turbine experienced oscillatory behavior that occurred near a 0.25 Hz frequency (a four-second periodic behavior) that interacted with the natural system modes of the Eastern Interconnection (EI). For this reason, the oscillation propagated through the entire EI and was observed by Reliability Coordinators across the EI. This disturbance report documents the analysis of this disturbance and provides key findings and recommendations for industry moving forward.

OC Strategic Plan review team (Item 16) Vice Chair Hils reviewed the updated OC Strategic Plan document. Bill Chambliss made a motion to approve the updated document. The motion passed without dissent. NERC Operating Reliability Data (ORD) Confidentiality Agreement and Data Confidentiality (Item 17) Keith Carman discussed the origins of the ORD and reminded the OC that there were many issues that the Western Interconnection entities worked out years ago in the development of the Peak RC administered Universal Data Sharing Agreement (UDSA). With Peak now dissolved the UDSA has also dissolved. In the development of a replacement agreement for the UDSA the Western Interconnection entities evaluated the ORD as a replacement for the UDSA, but the WECC entities saw issues/gaps with the ORD. A request was made to NERC to modify the ORD to address any perceived gaps and on a parallel path the Western entities began work on a UDSA replacement agreement The Western Interconnection entities developed a replacement agreement called the Western Interconnection Sharing Agreement (WIDSA), the WIDSA is held by the California ISO and all Western TOP’s and BA’s have executed the WIDSA. Candice (NERC Legal) is seeking guidance on whether or not the ORD needs to be updated in light of the fact that the WIDSA has been finalized. Cyber security is important and the ORD may not sufficiently address the issues. Keith recommends that we document what we have done/observed and pass this on to the RSTC

Project 2019-02 SDT ( BCSI in Cloud) is working on making changes to CIP-004-6 and CIP-011-2

In order to prevent confusion between changes proposed by these two SDTs, Project 2016-02 SDT will not make any postings until after the other SDTs post for final ballot (Tentative June/ July 2020) and then make whatever conforming changes are required

Battery Energy Storage Systems (BESS) will be installed in much greater numbers as Hybrid systems – where BESS is paired with a solar or wind site to store the excess energy that can be generated during peak irradiance or peak wind.

White Paper: Terminology for Fast Frequency Response and Low Inertia Systems – NERC IRPTF Perspectives

As the BPS transitions to higher penetrations of IBR’s, synchronous inertia will decrease. The high initial rate of change of frequency (ROCOF) caused by decreasing system inertia drives the need for fast frequency response (FFR).

The IRPTF developed a whitepaper to provide fundamental reference materials related to lower system inertia conditions, the increasing ROCOF observed during high inverter-based resource conditions, the need for FFR in some interconnections, and the interrelationship between all factors that affect BPS frequency control.

White Paper: Coordinated Review of NERC Reliability Standards, and Applicability and Clarity of Standards to Inverter-Based Resources

The IRPTF undertook an effort to perform a comprehensive review of all other NERC Reliability Standards to determine if there are any potential gaps or improvements needed related to inverter-based resources. IRPTF volunteers reviewed all of the current and future enforceable reliability standards, identified potential gaps or improvements, and presented findings to the entire IRPTF. The IRPTF reviewed these findings and finalized a set of recommendations. These findings and recommendations are documented in the subject whitepaper.

The IRPTF requested to have OC reviewers for the two White Papers listed above. David Cullum, Darrel Yohnk, Jeff Harrison, Tom Pruitt and Luke Weber volunteered to review the documents and provide comments. The review team will provide comments by the end of January, 2020. December 2018 – The team continues to develop Implementation Guidance to address quality. The team is targeting the March 2019 OC meeting for approval. March 2019 – The RTAQTF is about 80% done with a draft Compliance Implementation Guidance document. The TF plans to provide a draft version to the NERC OC for review in April/Early May for potential endorsement by the OC at the June meeting.
