The Alliance of Downriver Watersheds held a joint Public Education/ Technical Committee meeting on February 3, 2016. Attendance:

The group took part of the meeting time to hear and discuss the following items:

Collaborative PEP/PPP/IDEP The ARC is working through drafts with the MDEQ in order to meet their April 2016 permit submittal date. The ADW is waiting to see the results of the ARC efforts before proceeding. ADW permits are due April 2017 and the MDEQ will then have 18 months to review.

Green Infrastructure Outreach – Stream Table Vouchers In 2016, instead of giving Wayne County Green Schools trees, the ADW is going to work with the UofM Natural History Stream Team to bring the Stream Table to several 2016 Green Schools. The 2016 budget for this Task is $8000 with the goal of providing 1-day vouchers to 5-6 schools to use to bring the program to their school(s). The following summarizes a timeline of activities and action items:

o Pam will contact UofM to discuss more details and logistics related to the program, vouchers, payment, coordination, etc.

o Wayne County will know the 2016 Green Schools by mid-March.

o April – communicate opportunity with green schools (starting with Emerald schools) and indicate number of vouchers available, commitment by school if accepted, and awarded on first come, first serve basis. Leah and Pam get info to Wayne County.

o April/May – create “voucher” and award/distribute to selected schools. Leah/Pam get info to Wayne County.

o April/May – establish communication between selected schools and UofM so that together they can take ownership of coordinating schedule.

o June – follow up with UofM to ensure all schools have scheduled their workshop. o Fall 2016 – have photographer at several of the workshops to document. Create follow

up survey to see how the process went, should anything be changed, should ADW do this again? Have large ADW map created for UofM to use at workshop events. Schedule for traveling display to be at the Stream Table schools as well.

Public Education Survey Research and Design RFP HRWC has developed draft RFP language. Working with Wayne County to gather database of addresses and property owners so that it can be used to get sample to mail survey to. Looking to send to 1500 people and get 800 responses.

o Over the next several months, HRWC will narrow down the provider list, clarify mailing list details, hire provider and develop questionnaire with selected provider.

o Summer 2016 – survey will go out to the ADW sample. o Analysis and review will be completed in late summer 2016 to inform the 2017 ADW

budget and the ADW PEP.

ADW Traveling Display HRWC has worked with a graphic designer to develop the 6 panels. They are nearing completion. The final set will be emailed to the Committee for one last look. Panels will be 7 ½’ tall and 3’ wide with a metal base and structure with fabric sleeves that slide over the base. Can add a lighting component to it. Will include a separate stand for tip cards, calendars, etc.

o Fabricate a set of panels and one set of stickers by the end of February. o Do test case of panels and stickers – ie. Put panels up at Brownstown Township and

stickers up at Woodhaven BRT HighSchool. See how they work, take pictures of them and note any issues.

o After test cases are complete, present to the ADW and determine how many members would like the sticker panels prior to ordering additional.

o Create a calendar of rotating sign ups and event coordination for Full ADW. o Pam – get amount of 2015 $$ effort that needs to be carried over to 2016 budget. Break

down into management and fabrication. Get to Vicki as soon as possible. o Get .pdf of final panels out to Green Schools and UofM for their use. Post to website.

Invasive Species Grant $15,000 scope of work item for the ADW. Still waiting on inter-agency agreement- will be done after overall ADW contract is executed with facilitation team. However, progress is moving forward. As of now, 2 days are scheduled in July at Elizabeth Park to work with the Student Conservation Association to identify invasive species. Will also be generating a map of areas with invasive species in ADW on public properties.

3. Monitoring Update

HRWC presented preliminary 2015 monitoring results. Ric will present these results at the March ADW meeting. The general plan for 2016 includes:

o Same long-term sites for water quality o Developing network of remotely controlled storm sampling sites – 1 will go in the ADW o Adding investigative site in Lower Huron River @ Huroc Park – but also looking for 3

additional investigative sites o March 19th – 1:00-3:00pm volunteer training. Also adding a little bit of IDEP Training for

volunteers this year. Noel will get Ric tip cards to use. Help advertising from ADW membership would be welcome.

o YCUA will continue to do lab work. o Friends of Detroit River – would like to talk to see if the 2 programs could combine and get

lab closer to downriver volunteers. o Have the ADW send YCUA a thank you card signed by Mark for lab services over the years.

4. Next Meeting

The next meeting is scheduled for February 24, 2016 from 2:00 – 4:00 pm at the Wayne County office. The meeting will be focused on the Collaborative PEP/PPP/IDEP only.

MS4 permits are due in April 2017

An updated schedule was distributed and discussed that addressed the general schedule to move the various permit activities/sections forward. All sections are scheduled to be completed by the end of February with most drafts completed by December/January. A few revisions were made to the schedule.

OHM will update the schedule and redistribute to the team.

Budget will be added to WT/livingLAB contract for 2017 in order for Leah to do a final review, formatting and pulling together of the various collaborative permit sections.

2. Updates on ADW PE/Monitoring Activities The group took part of the meeting time to hear and discuss the following items:

Public Education Survey o Public survey closes 11.5.16 o 11.22.16 is a webinar to present and discuss the survey results – all are welcome o Reports associated with the survey are on the ADW website o 11.30.16 @ 10:00 am – webinar brainstorming session of communications

techniques

Stream Table Vouchers/Green Schools o Barnes School in Flat Rock did stream table for one week o Bates School is scheduled for January 19th o Arno School is scheduled for January 24th o Seats Middle School is scheduled for February 23rd o Noel and Pam will discuss reporting and tracking of stream table o Pam and/or Nancy will follow up with UofM at the end of January

EAB Grant o 1 yr grant extension has been granted until December 2017 o 435 trees have been/will be planted – along County Roads and in Elizabeth Park o $9000 remains – planning to roll program out to communities to offer trees and

arrange for delivery. Approximately 90, 2” trees. o OHM will take on the task of buying the trees and coordinating communications

and offering of volunteer assistance with the ADW. o Ric will pass along volunteer waivers to OHM as a template o At January ADW meeting, let ADW know about trees available, type, size,

availability of volunteers for planting, process, etc.

Invasive Species Grant o 1 yr grant extension to March 1 of 2018 o Contractor did treatment at 40 sites for phragmites (5 in ADW) o OHM is trying to organize training sessions in March/April 2017 timeframe. Look

into: Targeting training to Metropark Friends Groups Tie to push out with spring cleanup at local parks Talk to Friends of Detroit River to do follow up/on-going International Wildlife Refuge groups

Monitoring o For 2017- HRWC

Challenging to find investigative sites with no water Challenging getting volunteers in the ADW area Is there more of a local lab in the ADW (as opposed to YCUA?) so volunteers

don’t have to drive so far? o Leah will get Stevi at HRWC the email list from ADW calendar distribution so Stevi

can add to list for call for volunteers o HRWC may look into Americorps volunteer hosting. Erin Quetell (OHM) will send

HRWC Americorp information o Wayne County – 12 sites of bug hunts completed with 119 students – all sites were

fair to good.

4. 2017 Contract Task Assignments – SAW Grant Work A list of Non-Permit SAW Grant Tasks was distributed and discussed. For each task, it was noted which year the work is scheduled to take place (2017, 2018 or 2019). Significant discussion took place surrounding the SAW B2 Task- ADW GIS database and map outfalls and discharge points. It was determined that OHM is going to do an initial task of trying to understand what data exists and then be able to move forward with understanding where the gaps are. To start, they will contact Andra Mealey at Wayne County as well as the handful of consultants that work in the ADW.

5. Next Meeting

The next meeting is scheduled for January 11, 2017 from 2:30 – 4:30 pm at the Wayne County office. The next full ADW meeting will be moved to January 25th at 1:30 at Wade Trim’s office.
