The project installed new water meters on approximately 3640 existing

residential and commercial water services. The project consisted on furnishing

and installing water meters at the residential and commercial properties.

Existing services were retrofit with a meter. Services included in this project

are serviced by an existing water main located in the street right of way or

alley. The work performed included excavation, backfill, surface restoration,

and water meter installation on existing water services. Each water service

included a meter box in the front yard installed within existing sidewalk or

immediately behind the curb where no sidewalk exists.

installation will be completed first, followed by backyard retrofits, and last will be backyard main replacements. To determine if abandonment and

replacement of backyard mains would be recommended or if backyard retrofits

would be recommended, the City evaluated the following criteria: existing

easements in backyards, capacity of the existing water mains (flow testing), leak

history, and encroachments in existing easements. Once the automated meter

PROJECT:East Sacramento Water Main Replacement -

PROJECT BACKGROUND: PIPE INFORMATION:

Cast-Iron, Transite

58 - 75 years

Per the February 24, 2015, council report, the meter acceleration program will

prioritize projects to be constructed per the following: Front yard meter

installation will be completed first, followed by backyard retrofits, and last will

be backyard main replacements. To determine if abandonment and replacement of backyard mains would be recommended or if backyard retrofits

would be recommended, the City evaluated the following criteria: existing easements in backyards, capacity of the existing water mains (flow testing), leak

history, and encroachments in existing easements. Once the automated meter reading infrastructure (AMI) unit is installed on each meter, a door hanger is

left with information regarding water savings tips and information to schedule a Free Water Wise house call. Once the AMI is activated, customers will

receive tracking information on their Utility Service Bill for one year before the

water bill is billed on the metered rate.

Updated:

Water mains will be placed in City streets, and new services and meters will be

installed. Some meters will be retrofit on existing water services. Water

meters encourage water conservation, and help detect leaks. Replacing the

aging infrastructure will help prevent pipeline failure. Fire rotection will also be

improved. The project abandons the aging water mains that are mostly located

in backyards. Placing new mains in the street will allow easier access to the

water main and meters for future maintenance and service.

CONSTRUCTION IMPACTS:Construction impacts may include the following: Maximum 4 hour water

interruption, streets closured to through traffic, temporary parking

restrictions, minor dust and noise, returning private property to pre-

construction condition, and equipment & material storage on the street.

PROGRAM INFORMATION:

Not Available

The project installs new meters on approximately 1300 water services. The

project consists of retrofitting water meters and replacing substandard

services. The retrofit work includes excavation, backfill, surface restoration,

and water installation on existing water services. Each water service retrofit

includes a meter box in the front yard, which is installed behind the sidewalk

or within existing sidewalk if insufficient easement or encroachments exist.

BENEFITS:

This project will include installation of water meters on existing water services

within the project area. Residential water services constructed prior to 1992

were not required to be constructed with water meters. Assembly Bill 2572

requires all water services within the City to be metered. On February 24,

2015, City Council approved a utilities plan to accelerate the water metering

so that all meters will be installed by the end of 2020. This project will include

installation of new water meters on existing water services within the project

area.
