Kichloo referred to the demands of the agitating Patwaris, which inter alia include enhance- ment of grade pay from Rs 2400 to Rs 2800 for graduates, timely departmental promotion of Patwaris and Girdawaris, creation of GQ circles, ban on direct recruitment of Naib Tehsildar, construction of Patwar Khanas, creation of New Patwar Halqas and suitable accommodation etc. He added that instead of looking into issues, the insensitive coali- tion dispensation is only making promises and giving assurances. He strongly pitched for redressing the grievances of the striking Patwaris and said the Government cannot remain a mute spectator. He said that due to the strike the people are facing lot of prob- lems, especially on account of state subject certificates (PRC), category certificates and other documents or information related to the land records or revenue doc- uments. He said the ongoing strike has paralyzed the working of the Revenue Department at ground zero, putting the common people to inconvenience. Kichloo urged the Government to initiate a dialogue with the striking Patwaris, their associations and representatives in particular, to have the issues solved in a time bound manner. He cautioned the Government against further delay, saying that the indefinite strike will leave the Revenue Department defunct, resulting in increased hardships to the people. Excelsior Correspondent SRINAGAR, May 31: Government will soon set up an underground fish aquarium and aqua park at Botanical Garden Srinagar at a cost of Rs 100 crore with an aim to provide another place of leisure and knowledge for locals and tourists alike. This was stated by the Minister of State for Forest, PHE, I&FC and Fisheries Mir Zahoor Ahmad, while chairing first meeting of officers convened to discuss the measures for setting up the prestigious project. The Minister said that this would be a first of its kind modern fish aquarium in Kashmir valley on the banks of Dal Lake which will promote pisciculture besides providing an added tourist attrac- tion in the vicinity of the Dal Lake, Mughal Gardens and world- famous Tulip Garden in the foothills of Zabarwan Mountain. The Minister said that fish aquarium will be set up under- ground near Botanical Garden and on the surface, a beautiful aqua park will also be set up. He said that an amount of Rs 35 crore will be spent on the project in the first phase. He said that it will be a centrally heated aquarium to with- stand extreme low temperature during the harsh winter. Zahoor said the aquarium, once completed, will not only provide employment opportuni- ties to local youth but will also generate huge revenue for the State. He also directed the authorities to conduct a visit of the site and start work to obtain no objection certificates from the concerned departments before the start of ground work. The Director Fisheries, P. N. Pandita gave a detailed presenta- tion about the setting up of aquarium and aqua park. He apprised the meeting that the area being green belt, it was decided to build the aquarium entirely underground so that the environment is not affected. Bukhari reviews progress of Law Deptt projects Excelsior Correspondent SRINAGAR, May 31: Minister for Law, Justice and Parliamentary Affairs, Syed Basharat Bukhari today convened a meeting to review the progress of various construction projects, schemes and works pertaining to department being executed across the State. Secretary Law Abdul Majid Bhat, Managing Director JKPCC, MD Housing Board, Chief Engineer R&B Kashmir & Jammu, besides concerned offi- cers from JKPHC, High Court and Law Department attended the meeting. During the meeting, the Minister took stock of the physi- cal and financial status of projects and works of Law Department being taken-up across State by executing agencies viz Housing Board, R&B, JKPCC. The works include construction of District Court Complexes and Munisif Court Complexes at various loca- tions, filling of ICT infrastructure gaps at High Court Srinagar and Jammu, besides security infra- structure augmentation works for High Court Complexes. Directing all executing agen- cies for time bound completion of ongoing projects, the Minister asked the Deputy Commissioners concerned including DC Leh, Bandipora and Budgam for an early resolution on land acquisi- tion, other disputes leading to undue delays in execution of these projects. With regards to the pace of work on construction of new Assembly Complex, supporting infra at Jammu, Bukhari directed for constitution of a technical committee to oversee the procure- ment and installation of electric systems, PA systems at the com- plex. Media can play effective role in curbing tobacco use: Manyal Excelsior Correspondent SRINAGAR, May 31: Expressing concern on the trend of smoking among youth, Minister for Health and Medical Education, Dr Davinder Kumar Manyal today said that smoking puts indi- vidual at multiple health risks and it not only affects active smokers but passive smokers are equally affected. Dr Manyal was speaking at an event on World No Tobacco Day organized by State Health and Medical Education Department and JK Voluntary Health Association, here today. The Minister said that there is a need for public awareness and community engagement to high- light the ill-effects of smoking. “So, it is moral and social respon- sibility of everyone to spread the message in the society,” he added. This year the theme of the World No Tobacco Day is “Tobacco and heart disease.” On the occasion, Dr Manyal called for concerted efforts to sensitize peo- ple about the disastrous effects of tobacco consumption. The Minister said that tobacco has been clinically proved as the main cause of cancer which affects millions across the world, adding tobacco is considered as one of the major threat to public health in 21st century, Manyal said that print and electronic media can play a major role in curbing the consumption of tobacco among youth. Govt working to resolve SSA teachers’ problems: Zulfkar Excelsior Correspondent SRINAGAR, May 31: Minister for School Education, Haj and Auqaf and Tribal Affairs Chowdhary Zulfkar Ali today assured that the Government is working on a solution to resolve the problems faced by the teachers working under centrally sponsored scheme Sarva Shiksha Abhiyan (SSA). The Minister expressed these views during a meeting held with the representatives of employees’ unions, including Employees Joint Action Committee (EJAC), J&K Rehbar-e-Taleem (ReT) Form, SSA Teachers Association Forum. During the meeting, the employees’ representative expressed their gratitude to the Minister for not only listening to their problems but also forming a committee to redress them. The representatives acknowl- edged that this is for the first time a step in this direction to meet their demands has been taken. Assuring the Government’s seriousness towards resolving their issues, the Minister said, everyone from Chief Minister to Finance Minister and he himself is very keen to resolve their issues at an earliest. Giving the background of the problem, the Minister said usually regularization is done against a post. However, in SSA teachers’ case, they were hired under central sponsored SSA scheme in a mis- sion mode. Explaining the process, the Minister said to make the SSA teachers permanent the Government has to create around 40,000 posts for equal number of SSA teachers. He said regulariza- tion of such a large number of teachers will have huge financial implications on the State budget, so it needs to be thoroughly looked into by planning and finance departments before taking any decision. He informed that his entire staff is working tirelessly on all the possibilities to find a workable solution and he along with his sec- retary and other high-level officers would soon be travelling to New Delhi to meet the Ministry of Human Resource Development to seek all possible help from them in this regard. The Minister assured that the Government will take all the stakeholders, including employ- ees’ union representatives on board before taking a final call. Anganwari workers stage protest, block road at Dogra Chowk Excelsior Correspondent JAMMU, May 31: Anganwari workers and helpers who have been on a strike for around four months in support of their demands which include release of their salaries and a hike in hono- rarium, today staged a dharna at Dogra Chowk. Under the banner of All J&K Anganwari Workers and helpers' Union (AWHU), hundreds of Anganwari workers and Helpers drawn from various districts of Jammu province, this morning assembled near Press Club from where amid shouting of slogans against the Jammu and Kashmir Government and ruling alliance partners BJP and PDP, they marched towards Dogra Chowk where they staged a sit-in protest and disrupted vehicular traffic for around one hour. During the protest, some of the women employees also fell uncon- scious due to blistering heat. Addressing the protesting work- ers, Suman Suri, president, AWHU, said that the Mission ICDS has become the biggest tool of gender discrimination and exploitation of women work force in post independence period. She alleged that Anganwari workers and helpers are being treated as bonded labourers in J&K. "We are made to perform a host of duties like that of a health worker, pre-school teacher, doing surveys and making preparation of list of beneficiaries from 0 to 6 years children and lactating as well as pregnant women, immuniza- tion, referral services, etc but in turn a meager amount of Rs 3600 and Rs 1800 per month is being paid to Anganwari workers and helpers, respectively", Suri said. She said that ICDS Mission has become a tool of violation of human rights of women workers, who are worst victims of this State sponsored exploitation for past about 43 years. She requested all social organizations, NGOs and others working in the field of women emancipation to come for- ward in their support. She warned to intensify the protest if their demands were not met. HC dismisses plea of Yousuf NEW DELHI, May 31: The Delhi High Court today rejected a plea by Syed Shahid Yousuf, son of Hizb-ul- Mujahideen founder and a ‘spe- cially designated global terrorist’ Syed Salahuddin, challenging an order dismissing his bail in a ter- ror funding case. A bench of Justices S Muralidhar and I S Mehta upheld two orders of a trial court, includ- ing one by which his plea for statutory bail was rejected, say- ing there was no illegality in them. “This court concurs with the trial court that once the period for completion of investigation stood extended up to April 21, 2018, the occasion for the appellant (Yousuf) to file an application for statutory bail under Section 167 CrPC did not arise unless there was a failure by the NIA to file a charge sheet before April 21, 2018,” the bench said. 42-year-old Yousuf was post- ed as agricultural assistant in Budgam of central Kashmir when he was arrested by the NIA on October 24 last year. The bail plea of Yousuf, currently in judi- cial custody, was dismissed by the trial court here on March 7. The High Court was informed by the counsel for the accused that his application seeking regu- lar bail was pending before the special court here. The bench clarified that noth- ing said in its today’s order will affect the independent considera- tion of such bail application on its merits by the special court. Yousuf had said he was enti- tled to statutory bail and the spe- cial court had erred in denying him the relief in its March 7 order. He had also challenged the special court’s February 5 order allowing the NIA’s plea for extension of time up to 180 days to complete investigation and remanding the accused to judi- cial custody. The NIA had earlier alleged that the accused had links with proscribed terrorist organisations like Hizb-ul-Mujahideen. It had alleged that the case was regis- tered on the basis of information about funds from Pakistan being sent to Jammu and Kashmir through hawala channels via Delhi to spread terrorism. The NIA had in 2011 arrested several persons, including Ghulam Mohd Bhat with Rs 21.2 lakh, and alleged that Yousuf was “one of the several Indian con- tacts of Bhat” who had been in touch with him for receiving money transfer codes. It had alleged that Yousuf’s involvement was found in collect- ing funds from a terrorist outfit in Saudi Arabia and from other accused on directions of his father Mohd Yousuf Shah alias Syed Salahuddin, the self-styled supreme commander of the Hizb- Ul-Mujahideen. Salahuddin was declared a Specially Designated Global Terrorist by the US Department of State in June last year. The NIA has claimed that Yousuf has received a total of nearly Rs 4.5 lakh through eight international wire transfers. It had also registered two other cases related to terror funding — one in November 2011 and the other in May 2017. It had filed a charge sheet against 10 people including Salahuddin in the April 2011 case. He took review in a meet- ing in which all the District Social Welfare officers of the Jammu Province participated. He enquired about the physical and financial achievements reg- istered under various schemes which are being implemented by the department. He said that Government has already released fifty percent budgetary allocation for the cur- rent financial year and there should not be any problem in the implementation of welfare schemes on the ground. He asked that District Social Welfare officers to immediately coordinate with respective Chief Education Officers so that the Pre-Martic Scholarships are pro- vided to the needy students well in time. He exhorted the officers to work in a missionary mode so that benefits of the department schemes aimed at uplifitment of weaker sections, old and infirm, differently abled persons and students percolate down to the masses. HC dismisses plea of YousufNEW DELHI, May 31:

The Delhi High Court todayrejected a plea by Syed ShahidYousuf, son of Hizb-ul-Mujahideen founder and a ‘spe-cially designated global terrorist’Syed Salahuddin, challenging anorder dismissing his bail in a ter-ror funding case.

A bench of Justices SMuralidhar and I S Mehta upheldtwo orders of a trial court, includ-ing one by which his plea forstatutory bail was rejected, say-ing there was no illegality inthem.

“This court concurs with thetrial court that once the period forcompletion of investigation stoodextended up to April 21, 2018,the occasion for the appellant(Yousuf) to file an application forstatutory bail under Section 167CrPC did not arise unless therewas a failure by the NIA to file acharge sheet before April 21,2018,” the bench said.

42-year-old Yousuf was post-ed as agricultural assistant inBudgam of central Kashmirwhen he was arrested by the NIAon October 24 last year. The bail

plea of Yousuf, currently in judi-cial custody, was dismissed by thetrial court here on March 7.

The High Court was informedby the counsel for the accusedthat his application seeking regu-lar bail was pending before thespecial court here.

The bench clarified that noth-ing said in its today’s order willaffect the independent considera-tion of such bail application onits merits by the special court.

Yousuf had said he was enti-tled to statutory bail and the spe-cial court had erred in denyinghim the relief in its March 7order. He had also challenged thespecial court’s February 5 orderallowing the NIA’s plea forextension of time up to 180 daysto complete investigation andremanding the accused to judi-cial custody.

The NIA had earlier allegedthat the accused had links withproscribed terrorist organisationslike Hizb-ul-Mujahideen. It hadalleged that the case was regis-tered on the basis of informationabout funds from Pakistan beingsent to Jammu and Kashmirthrough hawala channels via

Delhi to spread terrorism.The NIA had in 2011 arrested

several persons, includingGhulam Mohd Bhat with Rs 21.2lakh, and alleged that Yousuf was“one of the several Indian con-tacts of Bhat” who had been intouch with him for receivingmoney transfer codes.

It had alleged that Yousuf’sinvolvement was found in collect-ing funds from a terrorist outfit inSaudi Arabia and from otheraccused on directions of his fatherMohd Yousuf Shah alias SyedSalahuddin, the self-styledsupreme commander of the Hizb-Ul-Mujahideen.

Salahuddin was declared aSpecially Designated GlobalTerrorist by the US Departmentof State in June last year.

The NIA has claimed thatYousuf has received a total ofnearly Rs 4.5 lakh through eightinternational wire transfers. It hadalso registered two other casesrelated to terror funding — one inNovember 2011 and the other inMay 2017. It had filed a chargesheet against 10 people includingSalahuddin in the April 2011case. JAMMU, May 31: Director,Social Welfare Jammu Dr BharatBhushan today reviewed theimplementation of various socialwelfare schemes.

He took review in a meet-ing in which all the DistrictSocial Welfare officers of theJammu Province participated.He enquired about the physicaland financial achievements reg-istered under various schemeswhich are being implemented bythe department.

He said that Government hasalready released fifty percentbudgetary allocation for the cur-rent financial year and thereshould not be any problem in theimplementation of welfareschemes on the ground. Heasked that District SocialWelfare officers to immediatelycoordinate with respective ChiefEducation Officers so that thePre-Martic Scholarships are pro-vided to the needy students wellin time.

He exhorted the officers towork in a missionary mode sothat benefits of the departmentschemes aimed at uplifitment ofweaker sections, old and infirm,differently abled persons andstudents percolate down to themasses.

Deputy Director (Adminis-tration), Chief Accounts Officer,Senior Law officer, AssistantDirector (Administration),Assistant Director (Schemes)and all the District SocialWelfare officers of the provincewere present in the meeting.
