OVERVIEW OF THE MDP PROJECT The MDP is required to be updated every five
(5) years. The current MDP was adopted in 2011
and was required to be reviewed and updated in
2016. Updating an MDP is a significant process
requiring the dedication of stakeholders,
including but not limited to County residents and
business owners, public administration and
County. A successful public consultation allows
these key players to work effectively in
partnership to develop a common vision for the
County. A successful MDP turns vision into
actions and results. The public engagement
evolved over 18 months, through four (4)
distinct phases.
PHASE 1 – SETTING THE STAGE August – December 2016
Phase 1 of the MDP began August 2016 and ended December 2016. This Phase focused
on background research to ensure we built the foundation for the MDP. This information
was shared at public events and staff began getting feedback through surveys and
interactive posters set up at the County office. This Phase also included education around
the MDP update, to ensure the community understood the project and how they could get
involved. This included newsletter pieces throughout the fall and winter of 2016 and
updates on the County’s website, Twitter and Facebook.
Survey # 1 – Introduction to the Municipal Development Plan The first survey of the MDP update was circulated to the public in September 2016 and
was open until December 2016. It was posted onto the surveymonkey website and the
link was shared on the County website, Facebook and newsletters. Paper copies were
made available at the County office and distributed at community events. A summary of
this survey is provided in Appendix A.
Public Engagement Land Use Bylaw Open Houses
May 16, June 2, 2016
At the open houses held for the Land Use Bylaw review, copies of the survey were
distributed and information was provided to attendees about the MDP project and how to
get involved.
County Annual General Meeting September 8, 2016
At the Annual General Meeting copies of the survey were provided along with general
information about the MDP project.

Advertising The MDP project was advertised using the County Newsletter, website, Facebook and
Twitter. Information about the project, a link to the survey, how to contact the MDP team
and other ways to get involved were highlighted.
PHASE 2 – SETTING THE DIRECTION January – April 2017
The goal of this phase was to engage the public and establish the future policy direction for the
MDP. To achieve this goal, we distributed a survey, set up an MDP table at public events such as
the Farmers Market and ALUS Open House, advertised in a variety of ways, posted MDP videos
and distributed backgrounder reports on the nine (9) MDP policy areas.
Survey #2 – Priorities and Values of the Community The second survey distributed for the MDP update was released in January 2017 and was
open until the end of April. Copies were distributed at public events, were available at the
County office and online via the County website and Facebook. We also had surveys
available at the Omni-Plex and Park Valley Pool. A total of 83 responses were received.
Responses indicated a priority of preserving prime agricultural land, encouraging
appropriate growth in County hamlets and directing commercial and industrial growth to
existing planned areas. A summary of the responses from survey #2 are provided in
Appendix B.
Public Engagement Farmers Market
January 25, February 25 & March 22, 2017
The MDP team set up a table at three (3) farmers’ market events from January – March to
distribute surveys, obtain feedback and provide information about how to get involved in
the update of the MDP. A priority of attending these events was to promote awareness
about what an MDP is, how it affects our community and how individuals can become
involved in the update of the MDP. Interactive posters were set up asking what their
favourite things to do in the County are and invitations were handed out to the MDP
Charrette. This face-to-face interaction with the community was vital to the success of the
MDP Charrette and obtaining meaningful input for the update of the MDP.
Alternative Land Use Services (ALUS) Open House March 9, 2017
Information about the MDP Update, the MDP Charrette and copies of the survey were
given to our Planning staff to bring to the ALUS Open House at Funnel Hall.
Drayton Valley 55+ Club Pancake Breakfast
March 12, 2017
The MDP team set up a table at the Drayton Valley 55+ Club pancake breakfast and
distributed surveys, gave out information regarding the MDP Charrette and received
contact information from stakeholders wanting to participant in the event.

Agri-Trade Fair Tack Sale
April 2, 2017
The Agri-Trade Fair Tack Sale provided the opportunity to promote the upcoming MDP
Charrette to County residents, business owners and those who enjoy recreational
activities in our County.
Drayton Valley Gun Show
April 8, 2017
The MDP team set up a table at the Drayton Valley Gun Show and provided information
to the public about the upcoming MDP Charrette, distributed surveys and received
responses to the interactive poster displayed.
MDP Charrette Kick-Off BBQ
April 19, 2017 at the Downtown Old Stetson Building 50th St and 50th Ave
The week before the MDP Charrette, a Kick-Off BBQ was held at the location the
Charrette would be held. Approximately 160 people attended the event and were able to
learn more about the MDP update, the County planning process, and how to give their
input. This event helped to familiarize the community with what a charrette is, how it was
going to work and ensure they felt they had an opportunity to contribute to the MDP
update. FireSmart Canada partnered with the County and contributed their interactive
trailer to showcase FireSmart principles to the community.
MDP Charrette Event
April 25-28, 2017 at the Downtown Old Stetson Building 50th St and 50th Ave
The MDP Charrette was the major public engagement event held to obtain feedback
regarding the MDP update. It covered nine (9) policies areas including Agriculture,
Residential, Hamlets, Employment Lands, Recreation and Tourism, Ecosystem Goods &
Services, Intergovernmental Cooperation, Natural Resource Development and Municipal
Services. These policy areas were covered over the span of four (4) days. In the morning,
one 90 minute session introduced the policy area and asked 2-4 key questions about that
policy area. Then the next policy area workshop began while staff collected the responses
and translated it into draft policy direction for the same group to review in an afternoon
session. In the 90 minute afternoon session, stakeholders were asked “if we got it right”.
At this time, the group considered how their input translated into policy and could
confirm it was the correct direction they intended, or they could take the opportunity to
clarify their position.
The main entrance area of the venue was set up for those who dropped in and wanted to
contribute to the update of the MDP, however didn’t sign up for the MDP Charrette
workshops. Interactive posters, copies of the background reports, many information
handouts and a Council Goals Survey were available for those who dropped in as well as
Charrette attendees. Results from the Council Goals Survey are provided in Appendix C.

Advertising Brazeau County Newsletter
The County newsletter was utilized to provide information about what an MDP is, why it
was being updated and how to be involved in this update. In addition, it provided
information about upcoming engagement events and how to contact the MDP team for
more information.
Website
A page on the County website was dedicated to the MDP project and was updated
regularly. The web page showed a summary of what an MDP is, why the County is
updating the MDP, with places to find the MDP team in the community, contact
information and changing highlights such as a link to the survey and information about
the photo contest.
Radio
In the morning news for the month of April, the MDP Charrette was highlighted.
Location, time and why the community should attend was mentioned each morning.
Western Review Newspaper
An article about the MDP Charrette was featured in the Wester Review as well as a
follow up article after the Charrette. It was important to ensure the MDP update was
advertised using a variety of media outlets.

Educational Videos Short animated videos were posted to the County’s
website and Facebook page outlining what an MDP
is and how to get involved in its update. These
videos were used to explain complex topics such as
the future of agriculture, employment lands and
recreation and tourism in the County as well as
explain how to have their say.
Background Reports Background reports were prepared for each of the
nine (9) policy sections of the MDP. These concise,
two page reports outlined each policy area,
summarized key statistics and context, and posed
questions to consider in the update of the MDP.
These were posted on to the County website, sent
out to Charrette attendees and made available to the
public prior to the Charrette.
Photo Contest The community was asked to capture the beauty of
Brazeau County and submit their favourite photos to
the MDP Photo Contest. The contest was open from
January to April and 39 entries were received. All
photos were posted to the County’s Facebook page and at the MDP Charrette. Votes
included number of likes on Facebook as well as the votes casted at the MDP Charrette.
The top three (3) winners, featured below, were announced at the May 16th MDP “What
we Heard” event and awarded prizes.
PHASE 3 – SHARING THE RESULTS May – August 2017
On May 16, 2017 a “What we Heard” public event was held at the County office to
present the input received from stakeholders during the MDP Charrette. These updates to
the MDP were presented by staff and the attendees were able to instantly vote on if they

agreed or disagreed with each specific policy change. The results from this presentation
can be found in Appendix D.
The input received throughout Phase 1 and 2 was compiled and reflected in the update of
the MDP. This public engagement summary, as well as the update of the MDP was
posted to the County website, Facebook page and emailed to stakeholders. First Reading
of the MDP was scheduled for August 15, 2017 and at this time the update of the MDP
was posted to the County website and Facebook page and emailed to stakeholders.
PHASE 4 – FINALIZING THE PLAN September – October 2017
Second and Third Reading of the MDP and the Public Hearing was scheduled for
September 19, 2017. The Public Hearing provided a final opportunity for stakeholder
input.
SUMMARY OF PUBLIC INPUT Throughout all phases of the MDP project, key themes emerged from public input such
as the importance of supporting our agricultural community, allowing for opportunities to
expand and diversify agricultural operations and to promote growth of all the County’s
hamlets. Below is a summary of the key changes to each policy area of the MDP:
Hamlets All Hamlets in Brazeau County shall be encouraged to maximize their respective capacity
for growth and seek to accommodate a variety of residential density and affordability
options, local commercial services, needed institutional uses and appropriate employment
uses. The expansion of services or introduction of new services to hamlets will be based
on projected growth and desired housing or industry compositions as set out within its
Area Structure Plan.
Agriculture The north east portion of the County containing the highest quality of farmland shall be
designated as the Priority Agricultural Area. This area supports farming-related
commercial activities to diversify and expand agricultural operations and supports further
fragmentation of land for associated agri-business.
Residential Fragmentation of agricultural lands will be supported outside of the Agricultural Priority
Area of up to four (4) parcels before an Area Structure Plan is required. Stakeholders
identified the need for cost effective residential growth that utilizes existing County
infrastructure, while limiting fragmentation to prime agricultural land. Providing a variety
of housing options was also important to the community and as such, the MDP supports
tiny houses as the primary or secondary dwelling on a property and allows for the
formation of tiny home district communities.

Employment Lands The location of future employment lands in the County were supported if they were
located within or adjacent to existing planned employment areas such as the Poplar Ridge
and Lauer Industrial Parks. While not all employment can occur in planned areas, the
MDP allows for opportunities for home occupations, agri-business operations or tourism
related businesses to locate in appropriate locations of the County.
Natural Resource Development The extraction of natural resources in the County should be done in a responsible manner
and ensure the environmental and offsite impacts are managed. The community identified
the need for an aggregate study to determine location and amount of aggregate reserves
as well as provide for a long term management study. The MDP also reflects the
importance of mitigating offsite impacts and discourages haul routes from passing
residential subdivisions and public institutions. The need for additional public
consultation when new natural resource development uses are proposed is also reflected
in the MDP by allowing Council to require public open houses prior to the resignation of
land.
Recreation and Tourism As Brazeau County provides a high quality of recreational opportunities and open spaces,
the community strongly supported the need to continue this level of recreational services.
The Brazeau County Outdoor Recreation and Open Spaces Master Plan is identified as a
key guide to developing additional trails, open spaces and recreational opportunities in
the County and the MDP supports the initiatives found within this Recreation Plan.
Ecosystem Goods & Services To ensure the County is able to retain and improve environmentally significant areas,
stakeholders identified the need for an environmental assessment. This would allow for
an inventory to be taken of the wetlands, wildlife corridors, environmentally significant
areas, habitat connectivity and other ecological considerations found within the County.
Once these areas are identified, the County can prioritize environmental management
towards areas that are under-protected or contain vulnerable resources, or resources that
have rare qualities.
Municipal Services Services provided by the County, including transportation, water, waste water and storm
water services, are vital to providing a high quality of life for residents and the potential
for economic development. Where municipal services are available, the County will
promote a concentrated development pattern to reduce the cost of development and
maximize efficiency.
Intergovernmental Cooperation Brazeau County will continue to work with neighbouring municipalities, Indigenous
communities and other levels of government for regional issues including land use,
transportation, utilities, recreation, health and safety and social servicing. Strengthening

intermunicipal cooperation improves the efficiency and effectiveness of the County’s
plans, programs and services for residents.
