Part I

Introduction

Through the McKinney-Vento Education for Homeless Children and Youth Act, as amended by the Every Student Succeeds Act, Title IX, Part A of Public Law 114-95, federal funds are available to each state to support programs that facilitate the academic success of students experiencing homelessness, and guaranteeing access to all appropriate educational opportunities and services. The Nevada Department of Education (NDE) will receive approximately $434,465 annually to be distributed as grants to local educational agencies (LEAs) for the establishment of programs that promote the enrollment, attendance and success of homeless children and youths in school and preschool.

Application RequirementsProposals should be no more than 20 pages in length (double spaced), not including the McKinney-Vento Strategic Plan, budget information, risk assessment, and attachments (i.e., contracts, letters of support, etc.). All attachments must be added to the end of the application. No student or participant names may be included.

APPLICATION NARRATIVE (0% total)

Provide no more than a one-page application narrative summarizing your program. The application narrative should include a brief description of the project, and should briefly indicate ways in which the project will increase student academic success and go beyond the requirements of McKinney-Vento.

I. Needs Assessment (10 points total)

(1) Provide information on the total number of homeless children and youth, broken down by grade level, within the attendance area of the school district. Please provide information as to how this number was obtained. (NOTE: This number must reflect an actual count, and not a general estimate or guess). (5 pts)

(2) Describe the needs of homeless children and youths unique to your school’s service area (including barriers to enrollment, attendance, and school success), and your ability to meet those needs. (5 pts)

II. Project Description (30 points total)

(1) Provide a brief description of your program and anticipated outcomes. (10 pts)

(2) Describe how you envision your program increasing the academic success of students experiencing homelessness and high mobility. Please include SMART goals. (10pts)

(3) Describe steps that are currently taken by the applicant to ensure that it is in compliance with McKinney-Vento law and applicable state laws related to homelessness. (5pts)

(4) Describe current policies and procedures that the district already has in place to ensure that homeless children and youth are informed of their rights, and are not isolated or stigmatized. (NOTE: To receive points for this section, you MUST include a copy of your school district’s notice of rights for homeless students and their families AND your district’s written dispute resolution process in the Appendix.) (5 pts)

III. Project Management Plan (45 points total)

(1) Describe how homeless children and youth will be identified and recruited for the program. (5pts)

(2) Describe how the project will enable and assist parents to be involved in their child’s education. (5pts)

(3) Specify how the school will coordinate with agencies such as shelters, local motels, hotels, other temporary shelter places, and other agencies or programs providing services to homeless children and youths. (10pts)

(4) Describe in detail how the McKinney-Vento project personnel have collaborated and will collaborate with the school district’s Title I office, special education office, transportation office, and other federal and state programs administered by the school district to maximize services to students experiencing homelessness. Identify the total homeless allocation set aside from Title I, Part A funds that will be used to serve homeless students. The allocation must be the actual dollar amount and is not eligible for carry forward into the following fiscal year. (10pts)

(5) Provide a brief description of key personnel who will be involved, including qualifications and anticipated responsibilities. If you intend to hire staff as part of your proposal, indicate the qualifications that you will be looking for and the planned responsibilities for those individuals. If an agency outside of the school will be providing direct services, include a brief contract agreement for those services. Describe what services will be provided and by whom. (5pts)

(6) Please complete the McKinney-Vento Strategic Plan on Page 20. An example is provided on Page 19. Please note that “short-term” outcomes should reflect outcomes expected during the first year of implementation, and “long-term” outcomes should reflect outcomes expected during the second or third year of implementation and beyond. If a McKinney-Vento grant was awarded during the past grant period indicate whether the anticipated outcomes were met and adjustments, if any, will be made in the upcoming grant period. (10pts)

IV. Evaluation (15 points total)

(1) Describe the process you will undertake (including methodology) to determine: (a) Whether all steps of the project have been fully implemented;(b) Whether project goals and outcomes have been met; and

(c) How you know that the project has been effective. (10 pts) Please ensure that you address each component.

(2) Describe the process you will use to adjust and enhance current and future project activities based on data collected from program evaluation. (5pts)

V. Budget (0% total) (separate link on NDE website)

(1) Complete a Budget Expenditure Summary Supplemental Schedule Detail page that clearly identifies anticipated expenditures for each fiscal year 2017, 2018, and 2019. The budget plan must include realistic costs. The budget must be adequate to implement the proposed plan. BUDGETS MAY NOT REFLECT REQUESTS FOR MORE THAN THE MAXIMUM AWARD AMOUNT ($100,000).

(2) The budget must include the total homeless allocation set aside from Title I, Part A funds for the district to serve homeless students. The allocation must be an actual dollar amount; in-kind contributions do not meet this requirement. Applications that do not meet this requirement will NOT be considered for funding.

VI. Risk Assessment (0% total)SEAs must evaluate each sub-recipient’s risk of noncompliance with Federal statutes, regulations, and the terms and conditions of the subaward for purposes of determining the appropriate sub-recipient monitoring.

VII. Appendix (0% total)

(1) Appendix A must include an Additional Funding Match form for Title I Set Aside Funds, and, if desired, funds available from supporting organizations. This form is available as a separate link on NDE website and may be duplicated as needed.

(2) Appendix B must include the Partner Organization form(s) from collaborating and supporting agencies, as well as contracts or memoranda of understanding.

(3) Appendix C must be your district’s official, written notice of rights for homeless students.

(4) Appendix D must be your district’s official written process for dispute resolutions.

(5) Appendix E must be your district’s homeless children school site advocate list.

No points will be given to the appendices, although documents included in the appendices may be used to provide support to other sections, and could therefore increase the overall score of an application.

GUIDANCE FOR APPLICANTS

Background The McKinney-Vento Education for Homeless Children and Youth Act was amended by the Every

Student Succeeds Act, Title IX, Part A of Public Law 114-95, in 2015. The purpose of these funds is to ensure that homeless children and youth have equal access to the

same free, appropriate public education, including a public preschool, as provided to other children and youth.

Educational programs and services may be provided on school grounds or at other facilities. If services are provided on school grounds, the district must give priority to homeless children and youth, but may include children who are at risk of failing or dropping out of school.

Districts are encouraged to develop their programs in collaboration with local homeless service providers.

Definition of Homelessness Section 725 of the McKinney-Vento Homeless Assistance Act defines a homeless individual as one who lacks a fixed, regular and adequate nighttime residence. Based on the McKinney-Vento definition, the following children and youths should be considered homeless:

Children and youths living in “doubled-up” accommodations, such as sharing housing with other families or individuals as a result of loss of housing or economic hardship.

Children and youths placed in foster homes for lack of shelter space, through 2017.

“Throwaway” children and youths (i.e., those whose parents or guardians will not permit them to live at home), if they live in shelters, abandoned buildings, on the streets, or in other transitional or inadequate accommodations.

School age unwed mothers or expectant mothers living in homes for unwed mothers and who have no other available living accommodations.

Children and youths who have run away from home and live in shelters, abandoned buildings, on the streets, or in other inadequate accommodations, even if their parents have provided and/or are willing to provide a home for them.

Children and youths remaining in a hospital because they have been abandoned by their families and have no other place to live.

Migratory children and youths, to the extent that they are staying in accommodations not fit for habitation. However, migratory children and youths should NOT be considered homeless simply because they are children of migratory families.

Children and youths living in motels, hotels, trailer parks or camping grounds because of lack of alternative adequate living accommodations.

Children and youths in transitional or emergency shelters or awaiting placement in a foster home or home for neglected children, through 2017.

General Requirements1. Districts must use Stewart B. McKinney Homeless Education funds to expand or improve educational

programs and services currently provided through the school’s regular academic program. 2. Districts must demonstrate coordination and collaboration among existing programs and services. 3. Districts must coordinate the programs and services provided through this grant with programs and

services provided under Title I, Part A.

4. Districts must be in compliance with the requirements for homeless education outlined in Title X, Part C of the Every Student Succeeds Act (ESSA).

5. Each participating district must list the amount of Title I, Part A funds set-aside that will be specifically targeted toward the Stewart B. McKinney Homeless Education program described in this application. The set-aside should reflect an appropriate amount to support and implement the activities outlined in the application. 

6. Districts may not use funds from this program to replace the regular academic program. 7. Districts may not use funds from this program to supplant funds from nonfederal sources. 8. Districts must maintain documentation that clearly demonstrates the supplementary nature of these

funds. The supplement, not supplant, provision also includes programs and services provided to all students through local family resource and youth services centers.

9. To the maximum extent practical, districts must provide services and programs that integrate homeless children and youth with those who are not homeless.

10. Districts may not use funds to provide services in settings within a school that segregate homeless children and youth from those who are not homeless except for short periods of time due to health and safety emergencies or for providing temporary, special, and supplementary services.

11. Districts must demonstrate program alignment with the Nevada Academic Content Standards.12. Funded programs will participate in on-going technical assistance during the 3-year grant period.

Programs will also have annual desktop monitoring and at least one on-site monitoring visit during the grant period.

Selection CriteriaGrants are awarded on a competitive basis. Awards will be made based on the proposed project’s quality, an assessment of the educational and related needs of students, and the ability of the applicant to meet these needs. Progress on project goals and objectives is also considered with regard to continuation funding. In order to receive an award, applicants must be in compliance with McKinney-Vento law and applicable state laws related to homelessness. The Nevada Department of Education will, however, only fund proposals of high quality that go beyond the basic requirements of the McKinney-Vento Act.

In addition, proposals must show a well-developed, feasible plan for meeting the needs of homeless children and youths, including but not limited to professional development opportunities for staff, an evaluation plan of the program’s effectiveness, strong collaboration with at least two community-based organizations, public agency or other nonprofit organization, and focused effort on reducing the achievement gap for students experiencing homelessness.

Additional Requirements for Selection

Collaboration: The McKinney-Vento Homeless Education Grant Program is designed to promote collaboration between and within LEAs and community-based human service organizations. In order to qualify for funding through this grant, LEAs must collaborate with at least two community-based organizations, public agency, or other nonprofit organization. Applicants chosen for grant awards will be those agencies that show strong evidence of true collaboration with two or more community partners (e.g., the partnership is more than just one on paper).

In addition to collaboration with community partners, McKinney-Vento programs must collaborate with other education programs. Title I programs are a required partner under Title I of the Elementary and Secondary Education Act (ESEA), Section 1112 (20 U.S.C. §6312). Applicants who are unable to show a

Title I, Part A set-aside for their district will NOT be considered for funding. The set-aside must be clearly identifiable as provided specifically for the district’s homeless students to directly address needs exacerbated by or due to housing status. Complete Appendix A, “Additional Funding Match” budget form for the Title I set-aside expenditures (Page 16).

Collaboration between the McKinney-Vento program and other programs must involve more than the act of simply allocating a set-aside. Evidence should show that Title I (and other school district program staff) and the McKinney-Vento liaison mutually aid each other to identify and address specific needs of homeless students within the school district. Other education programs that must be involved as a part of the education of homeless students due to federal and state law and regulations include, but are not limited to, special education, transportation, and the National School Lunch and Breakfast Program.

Monitoring: At least once during the award period, awardees will be monitored by the NDE. Data gathered from the risk assessment could increase technical assistance and monitoring from NDE. Monitoring will focus on the progress of each grant recipient in meeting the objectives stated in the approved grant application. Monitoring will address the number and quality of services being provided to eligible participants, and will include a review of documented activities in the areas of identification, increasing academic achievement, fiscal management, program evaluation, and collaboration activities.

Programs will be monitored using a Department-approved monitoring rubric. Any awardee receiving an unsatisfactory monitoring report will be given 60 days to submit a corrective action plan and begin implementing necessary changes. Awardees receiving unsatisfactory monitoring reports that do not submit or appropriately implement corrective action plans within the timeframe specified will be denied continuation of funding for the next year.

Federal law requires that each grant recipient submit an annual performance and fiscal report for each grant program year. The annual reports are submitted to the NDE on forms provided by the NDE or electronically. Information gathered from LEA reports will be included in a reported to the United States Department of Education.

Eligible ApplicantsSchool districts, including the State Public Charter School Authority, serving students experiencing homelessness at the elementary, middle, and high school levels are eligible for this grant.

GoalsFor the fiscal years 2017-2019, the NDE has set the following goals for the McKinney-Vento Education for Homeless Children and Youths program:

(1) Promote full compliance with McKinney-Vento law;(2) Increase awareness of homelessness and its effects on schools and communities; (3) Improve quality and accuracy of data collection and reporting; (4) Increase and promote effective practices and collaboration among stakeholders; and(5) Improve training opportunities for all School District Homeless Children Liaisons and School Site

personnel.

The Department has set the following performance measures to determine progress toward meeting the four program goals listed above. The performance measures are as follows:

(1) Each year, 100% of students in Nevada School Districts experiencing homelessness will be identified and provided services and transportation, as appropriate.

(2) Each year, the percentage of students experiencing homelessness served by subgrantee districts taking the English/Language Arts Smarter Balanced Assessment Consortium Tests (SBAC) who score “below proficient” will decrease by 10%.

(3) Each year, the percentage of students experiencing homelessness served by subgrantee districts taking the Mathematics Smarter Balanced Assessment Consortium Tests (SBAC) who score “below proficient” will decrease by 10%.

Allowable Uses of FundsDistricts are encouraged to not charge indirect costs to the homeless education grant; however, it is an allowable expense.Districts may use funds to: Provide tutoring, supplemental instruction, and enriched education services that are linked to

the same content and performance established for other children and youth. Expedite evaluations of the strengths and needs of homeless children and youth, including

their needs and eligibility for programs and services (e.g., gifted and talented, individuals with disabilities, limited-English proficiency, Title I, Part A, Family Resources and Youth Services Centers, or similar state or local programs, vocational education, and school meal programs).

Provide professional development and other activities for educators and pupil services personnel to heighten their understanding and sensitivity to the needs and rights of homeless students and to the specific educational needs of homeless youth.

Refer homeless students for medical, dental, mental, and other health services. Help defray excess school transportation costs that are not otherwise provided through

federal, state, or local funding. Provide developmentally appropriate early childhood education programs that are not

otherwise provided through federal, state, or local funding. Provide programs (i.e., mentoring, summer, and before-and after-school programs) in which

a teacher or other qualified individual provides tutoring, homework assistance, and supervision of education activities.

Pay, when necessary, fees and other costs associated with tracking, obtaining, and transferring records (i.e., birth certificates, evaluations for special programs or services, and immunization, academic and guardianship records).

Educate and train the parents of homeless children and youth about available rights and resources.

Develop coordination between schools and agencies providing services to homeless students, including programs funded under the Runaway and Homeless Youth Act.

Refer and provide such services as violence prevention counseling to homeless students. Develop and implement activities to address the particular needs of homeless students that

may arise from domestic violence.

Provide school supplies, including supplies distributed at shelters, temporary housing facilities or other appropriate locations.

College career and readiness accessibility Provide other extraordinary or emergency assistance that enables homeless students to attend

school.

Services may be provided through programs on school grounds or in community-based settings. To the maximum extent possible, services should be provided through existing programs and mechanisms that integrate homeless individuals with non-homeless individuals. Additionally, tutoring on an individualized may be utilized to improve educational outcomes for students.

The McKinney-Vento Homeless Education Assistance Act can be accessed by visiting the U.S. Department of Education website: www2.ed.gov/programs/homeless/index.html.

Competitive Grant AwardGrants are awarded on a competitive basis. Awards for this project will range from a minimum of $20,000 to a maximum of $100,000 per year. Awards will be given for a three-year period. However, project continuation awards are dependent upon continued federal funding, and receipt of a yearly expenditure report, annual report and satisfactory monitoring outcome. Projects that fail to submit required information may be terminated at any point during the three-year grant cycle.

Grant awards for the McKinney-Vento Homeless Education Grant Program will not exceed $100,000 per year for any given year. Do not request more than the maximum amount. PROPOSALS REQUESTING MORE THAN THE MAXIMUM AMOUNT WILL NOT BE ACCEPTED. Actual award amounts (including continuation award amounts) are contingent upon the NDE’s receipt of federal funds. Grants are awarded on a competitive basis, and award ranges should NOT be considered a guarantee of funding or funding amounts. The NDE reserves the right to make all final decisions regarding funding.

Review ProcessProposals will be reviewed by teams of three using the scoring rubric provided in this application. An application receiving less than 70% of the possible points will not be funded. Please send 3 hard copies of your application for the review process to Mike Walker using the contact information provided.

School districts awarded subgrants will then enter their application into ePage.

Review CriteriaA grant review panel of three members will evaluate applications according the rubric found in appendix E. The committee will only consider applications that score 70% or higher for funding. Final funding decisions will be made by the Nevada Department of Education.

SECTION C: STATEMENT OF ASSURANCEThe undersigned provides the following assurances:

1. All LEAs, including the applicants, are required by the McKinney-Vento Assistance Act to do the following: Provide access to educational and other services for homeless children and youth so that they have the

opportunity to meet the same challenging state performance standards to which all students are held. Review and revise policies that may act as barriers to the enrollment of homeless children and youth in the

school, including policies related to transportation, immunization, proof of residency, birth certificates, guardianship, school records, and other documentation.

Determine the particular school that is in the best interest of a child to attend with compliance to the wishes of the parent(s).

Provide transportation to the school deemed in the best interest of the child. Ensure that all homeless children and youth receive free meals, textbooks, and Title I services. Pay special attention to ensuring the enrollment and attendance of homeless children and youth who are not

currently attending school. Coordinate with local social service agencies and other agencies or programs providing services to homeless

children or youth and their families to minimize educational disruption for children who are homeless. Ensure that all homeless children and youth receive placement in appropriate programs, such as Special

Education, gifted and talented, or English as a Second Language programs. 2. Services provided by funds from this grant will not replace the regular academic program, and will be designed to expand upon or

improve services provided as part of the school’s regular academic program.3. An annual performance and fiscal report will be submitted for each grant year.

4. Records and other such information as may be required for fiscal audit and project evaluation will be maintained for at least three years (EDGAR Sec. 80.42), and provided to the Nevada Department of Education as requested. Such information will include counts of students served, and staff hired and/or trained.

5. Activities conducted under this subgrant will be in compliance with all applicable Federal and State laws and regulations including those pertaining to fiscal disbursements, accounting and auditing procedures; no obligations or expenditures of funds to be received under this Title will be made before acknowledgment of this application by the Nevada Department of Education.

6. The LEA agrees that any funds not committed for expenditures by the end of the grant cycle will be returned to the Nevada Department of Education with the Final Financial, unless the LEA is approved by the Nevada Department of Education to carry the funds forward.

7. The LEA will submit the Final Financials to the Nevada Department of Education within 90 days from the end of the grant cycle. Noncompliance will result in ineligibility for future grant cycles.

8. The applicant will maintain time and effort reports for all staff paid through the grant.9. The LEA agrees to expend funds as approved by the Nevada Department of Education. If the LEA should require a budget

amendment, they will formally request one in writing BEFORE expenditures are made. If any SRCL funds are expended which have not been approved by the Nevada Department of Education, the LEA agrees all unauthorized expenditures will be returned to NDE Noncompliance may affect the LEA’s eligibility in future grant cycles or result in forfeiture of remaining funds.

10. The district liaison will attend trainings and professional development offered by the state coordinator (webinars, NAEHCY National Conference, and technical assistance trainings), and he/she will provide annual training about the McKinney-Vento Act to school staff members.
