McKinley Avenue CNG Project Mechanical & Electrical Upgrades HVAC Systems Systems are designed for comfort control, safety operation, and are constructed and controlled to be safe for use in a facility with natural gas storage. e original two boiler heating hot water system has been replaced with an eight boiler system to allow for high efficiency operation throughout the heating season. To improve efficiency during the shoulder months, two condensing boilers are included in the system allowing for up to very high efficient operation. Gas Detection Monitoring A new gas detection monitoring system has been provided to allow for the ventilation requirements to be adjusted for energy savings while providing detection necessary to ventilate and exhaust should there be a natural gas release inside the building. System includes approximately 360 sensors located throughout the garage and maintenance facility. Sensors are an infrared technology. Building Automation System A building automation system has been provided to allow for complete control and monitoring of all equipment. System utilizes an open (BACNet) protocol allowing for flexibility and interoperability in the future. Electrical and Lighting Light Levels: Original Light Levels 10-15FC in the bus storage area and 10-30FC in the bus maintenance area. New Light Levels 25 FC in the bus storage area and 50FC in the bus maintenance areas. Electrical Load: Approximately 10.4 W/SF for the Garage and Maintenance facility. General Description of Facility COTA’sMcKinleyAvenuefacilityisa400,000squarefootfixed-routebusoperation,storageandmaintenancefacilityandhasindoorstoragecapacityfor240large40’buses.Inaddition,thefacilityhousesRadioroomoperations,theCustomerServicecallcenter,ITdatacenter,andadminis-trativeofficesforSecurity,Safety,VehicleMaintenanceandFacilityMaintenancesupportstaff.Thebuildingwascon-structedin1980andisinneedofsignificantupgradeandrenovationtobringthefacilityintoastateofgoodrepair.

Twoyearsago,COTAcommittedtoconvertingitsfleettocompressednaturalgas(CNG)vehicles.Thiscommitment,basedonbothenvironmentalandeconomicfactors,willre-sultinairqualityimprovementandsubstantialreductioninoperatingfuelcosts.Toadvancethisdecision,COTAwillconstructaCNGfuelingstation.TheMcKinleyAvenuefa-cilitywillbethesiteofCOTA’sinitialCNGfuelingstation.InadditiontoconstructingtheCNGstationCOTAwillberequiredtorenovatetheinterioroftheMcKinleyAvenuefacilitytoaccommodatethesevehicles.

Ultimately,thefacilitywillberenovatedto“likenew”con-ditionwithCNGcomplianceandanticipatedLeadershipinEnergyandEnvironmentalDesign(LEED)Silvercertifica-tion.LEEDdesignandconstructionwillresultinlowerlong-termoperatingcostsandanenvironmentallyfriendlybuilding.

InApril2013,COTAtookdeliveryofit’sfirstCNGcoach-es.Aspartofanewfive-yearcontractwithGilligCorpora-tion,COTAwillpurchaseupto30CNGbusesayear.Theaverageservicelifespanofatransitbusis12yearsanditisanticipatedthatCOTA’sentirefleetwillbeCNGbusesby2025.

Inviewoftheprojectedcostofnearly$75millionassociat-edwithacompleterenovationoftheMcKinleyfacilityandtheneedtosecurefunding,COTAhasdecidedtoapproachthisprojectinphases.InPhaseI,COTAfocusedmainlyonimprovementsofsafetyelementswhichincludedreplace-mentofall(32)busliftsandcriticalsupportequipmentinheavymaintenance.PhaseIIoftherenovationproject

beganin2012andisscheduledforcompletioninApril2013.Thetotalprojectedcostforthisphaseoftheprojectis$31,500,000.

PhaseIIrenovationsconsistofprovidingaCompressedNaturalGas(CNG)FuelingStationfortheeventualfleetconversiontoCNG-fueledbusesandnon-revenuevehicles.Therenovationelementscanbedividedintotwospecificcategories,(1)interiorrenovationstoupgradethefacilitytoreceiveCNGvehiclesand(2)CNGfuelingsystem.

The McKinley Avenue Renovation included the follow-ing:

• Additionoftheexteriorfuelingislandsthatincludesfourfuelinglanesandonebypasslane.

• AdditionofanewCNGbuildingforlineupofficeroom,futurecashroom,utilityroom,storageroom,restroomandMechanical/Electricalrooms.

• AdditionofanewCNGcompressorplant.• AdditionofanewGenerator.• Re-configuredparkingarea.• UpgradedmechanicalsystemsasrequiredbyNFPA.• Upgradedmaintenanceandbusstorageareastomeet

ClassIDivisionIIasrequiredintheNFPA30AChap-ter12andChapter8.

• Re-configuredbusrouteandadded/replacedallover-headdoors.

• Cleanedandpaintedtheroofofthemaintenanceandbusstorageareas.

CNGFueling

CNG Compressor Plant• LargestCNGstationcurrentlyinuseinOhio.• Designedforamaturefleetofupto250buses.• Buseswillfuelin5to6minutesonaverage.

Mainstationcomponents:1. Onetwintowermanuallyregenerated

desiccantCNGdryer—manufacturedbyPSBinPennsylvania.

2. Four400Hp5stagereciprocatingcompressors.Oneofthefourcompressorsisprovidedtoensureredundancyintheeventofabreakdownononecompressor.Compressorsoperatewitha20psigsuctionpressureandamaximumdischargepressureof4500psig.CompressorsblocksaremanufacturedbyArielCorporationofMountVernon,OHandpackagesfabricatedbyANGIEnergyinWisconsin.

3. Twelve5500psigASMEstoragespherescontainingatotalvolumeofapproximately140,000standardcubicfeetofCNG.StoragemanufacturedbyJWinTexas.

4. ThreehighflowCNGdispenserswithlightandheavyvehiclehoses.Thesedispensersworkwith4valvepanels(oneateachcompressor)andonestoragemountedpaneltodirecttheflowofgastooptimizefillspeed.DispensersystemmanufacturedbyANGIEnergyinWisconsin.

5. ProgrammableLogicController(PLC)basedcontrolsystemandallmotorcontrolgearishousedinaprefabricatedcontrolroom.ThissystemmanufacturedbyANGIEnergyinWisconsin.

6. StandbygeneratorandAutomaticTransferSwitchtoprovidesufficientpowertopowertwocompressorsduringanoutage.
