May 2019 Pickleball is a paddle sport combining elements of badminton, tennis & table tennis. It’s played on a badminton-sized court, with paddles 2x the size as for ping pong, using a “wiffle-like” ball. Over the last 6 yrs, participation has increased by 600%, making it one of the fastest growing sports in the country. It was “invented” in 1965 by Joel Pritchard and 2 friends, when after setting up a badminton court, but not being able to find a shuttlecock, they instead, impro- vising, found a wiffle ball, lowered the net & fabricated solid paddles for play. Legend has it that the name came from the Pritchard family pet cocker spaniel, “Pickles,” who would chase the ball & run off with it, hence it was referred to as ‘Pickles’ ball.’ Pickleball was 1 st introduced on a trial basis at LF II in 2014 when the ½ basketball court was converted to a pickleball court for a 6-month test run. The success was resounding, and since, pickleball has become a permanent amenity. Currently, tennis court #3 on the upper courts has been converted to 4 pickleball courts; however the demand for pickleball play far exceeds avail- able capacity. The Board has been working with the players group in looking for a solution to increase the supply of Pickleball Courts. At their last meeting, the Board approved the commitment of Capital Funds to provide more courts, and are currently reviewing several options. Stay tuned; we will keep you posted.

A parking permit is required to park a recreational vehicle or a trailer of any type on the driveway, street, or otherwise in view of neighboring properties for a duration of more than one hour. The following permits are allowed:

• Four 1-day permits per month

• Two 2-day permits per year

• Three 4-day permits per year

• One 5-day permit per year

Please be sure to prominently display the parking permit on your trailer or RV so that it is easily visible from the street-side of the vehicle for which it is issued.

STORAGe BINS, “BAG” duMpSTeRS & MINI-duMpSTeRS • An Association permit is required for temporary use of

on-site storage bins, (i.e. “PODS”), mini-dumpsters, “ins-ta-bins”, (3 yd. to 4 yd.), and “Bag” dumpsters.

• The PODS or dumpsters must be removed within three (3) weeks, (21-days from date of delivery). If longer-term storage is needed, utilization of an off-site storage facility is required.

• Storage bins and bag dumpsters must be placed on the driveway whenever possible.

• The permit must be displayed in such a manner that it will be visible from the street-side of the storage bin, mini-dumpster, or bag dumpster for which it was issued.

duMpSTeRS (20 FOOT ‘lOW BOYS’- 20 FOOT duMpSTeRS) • An Association permit is required for temporary use of reg-

ular large roll-off or ‘low boy’ dumpsters.

• Permits for the dumpsters will be for 30-days.

• The permit must be visible from the street-side of the dumpster for which it was issued.

• Place an 18” x 18” x ¾” plywood sheet under each of the footings to prevent damage to the street.

The Sun & Sail Club’s inaugural car show was held on Sunday, March 24th on the Clubhouse grounds. Fifty different classic vintage show cars were on display to be viewed by one and all. Also offered for the pleasure of the over 500 attendees was live entertainment and delicious food. The response has been overwhelmingly positive from both members and participant, so much so that this is likely to become an annual tradition here at Sun & Sail. NOTICE OF ANNUAL MEMBERS MEETING

MONDAY, JUNE 10, 2019 – 6:00 P.M. The Annual Meeting of the Members of the Lake Forest II Master Homeowners Association is scheduled for Monday, June 10, 2019, at 6:00 p.m. at the Sun & Sail Club. The purposes of the Annual Meeting are:

I. TO ELECT SEVEN (7) MEMBERS TO THE BOARD OF DIRECTORS, using cumulative voting*, for one-year terms beginning June 11, 2019, from the following candidates:

* Cumulative voting means that each Owner may cast all 7 votes for one candidate, one for each, or any other combination, up to a total of 7 votes cast on the ballot.** denotes incumbents

II. TO VOTE ON ANY OTHER AND ALL OTHER PROPER MATTERS that may be presented for action at the meeting.

IN ORDER TO CONDUCT THE ANNUAL MEETING and elect a Board of Directors, there must be a quorum present. Initial quorum for the Annual Members Meeting is fifty percent (50%) of the Association’s

voting power (1,718 out of 3,436 votes). If quorum is not achieved, an adjourned meeting is held not less than 48 hours later, and not more than 30 days out. At an adjourned meeting, the quorum is “step-downed” to 25% (859 votes). If quorum is not reached, the election can be continuously adjourned until quorum is achieved. Without quorum, the election is abandoned.

HOMEOWNERS CAST THEIR VOTES by completing and signing their secret ballots (mailed out by May 1st), in Envelope #1, sealing it, then placing it inside Registration Envelope #2. Envelope #2 MUST BE SIGNED – if not, the ballot WILL NOT BE COUNTED. Members who choose not to vote for any of the candidates can mark their ballot as ABSTAIN, in which case their ballot can still be counted towards quorum. Ballots must be received no later than 6:00 p.m. on Monday June 10, 2019. There will be a ballot box available in the lobby of the Sun & Sail Club. You can also hand-deliver the ballot in its designated envelopes at the Annual Members Meeting on June 10, 2019, during the period of 6:00 p.m. to 6:15 p.m. The polls close at 6:15 p.m. after which ballots cannot be accepted (unless quorum fails to be met and the meeting is adjourned).

HOW TO RUN FOR THE BOARD All Lake Forest II homeowners are invited to run for the 2019-2020 Master Association Board of Directors. All seven Board seats are open. If you wish to run for the Board of Directors, but were not able to meet the March 8th deadline to have your name pre-printed on the ballot and have your candidate statement published in The Mainsheet, remember that write in candidates’ names may be entered on the secret ballot. The primary duties of the Board are to adopt the Annual Budget, monitor the financial workings of the Association, and establish policy. The Board also adopts rules, oversees the operation of the Association, and responds to the community’s needs & concerns.

BOARD CANDIDATE STATEMENTS Candidate Statements contain the opinions of the individual candidates. They are printed as submitted and have not been edited in any way for content. Statements represent the views of the candidates, and no attempt has been made to correct factual or grammatical errors or to delete incorrect charges made by candidates. The Candidates’ Statements were published in the April 2019 issue of The MAINSHEET. You can view on the LF II webpage at www.lf2.org. On the ‘Home Page’, click on the Resource Center drop down tab; after expanding Mainsheet folder, click on Click here on top line after Mainsheet available for viewing; click on April 2019 issue; go to pages 6-7. April 3, 2019 Master Board of Directors Regular Meeting – Summary Notes

The Regular Meeting of the Board of Directors of the Lake Forest II Master Homeowners Asso-ciation, a California non-profit, mutual benefit corporation, was held on Wednesday, April 3, 2019, at the Lake Forest Sun & Sail Club, 24752 Toledo Way, Lake Forest, CA 92630. Board members in attendance at Call to Order were President Jim Richert, Vice President Sonny Morper, and Directors Paul Coulter, Jolene Fuentes, Dennis Freed and Ray Melissa. Treasurer Steve Valderrama was absent. Staff members present were General Manager Alisa Woolsey, Accounting Manager Cindy Christenson, Community Services Manager Jenny Mucha, Recreation Manager Argelia Jimenez, Maintenance Manager Bud Finch and Recording Secretary Bruce Cook. The meeting was called to order by President Richert at 7:00 P.M.

COMMITTEE LIAISON REPORTS None.

RESIDENTS COMMENTS A Ranchwood resident commented that the first annual LF II Car Show, held on March 24th on the Clubhouse grounds and parking lot, was fabulous, and heard remarks that this was the best car show seen by many of the attend-ees…kudos to staff for putting it together. Also, the question was asked if assessments can be paid by credit card. Staff responded that credit card payments are accepted. Instructions how to set up are provided on the webpage at www.lf2.org on the ‘Home Page’ under Online Payment Now Available.

PUBLIC HEARING I 2019 POTENTIAL RESERVE EXPENDITURE RE: COMMUNITY SERVICE VEHICLE General Manager Woolsey reported that the Community Service Vehicles were in the Reserve Study for replacement in 2020. However, as one of the vehicles was recently involved in an accident, and deemed a total loss, the vehicle replacement schedule has been moved up to 2019. Before money can be spent on a reserve expenditure, Resolution A requires all items to be considered for purchase that year be included on a list of potential reserve expenditures, and hold a Public Hearing, to allow homeowners an opportunity to provide their comments, either pro or con. The Community Service Vehicles were not on the 2019 list approved by the Board in January of this year. Therefore, this public hearing is now being held to allow Community Services Fleet Vehicles…..$42,055.00 to be added to the 2019 Potential Reserve Expenditure List. – Action: President Richert opened the public hearing. No one presented themselves to comment on the matter. President Richert closed the public hearing.

CONSENT CALENDAR The Consent Calendar was inclusive of the following items: A) 2018-2019 Board of Di-rectors Goals (with updated status report); B) Reserve Projects Status Report; C) Approv-al of Reserve Purchases, inclusive of: 1) Dept

72 reserves in the amount of $1712.80 for an 100 AMP Electric Pedestal Meter; 2) Dept 78 reserves in the amount of $1712.80 for an 100 AMP Electric Pedestal Meter; 3) Dept 82 reserves in the amount of $1712.80 for an 100 AMP Electric Pedestal Meter; 4) Dept 68 Re-serves in the amount of $2,083.12 for 2 office computers; 5) Dept 68 Reserves in the amount of $1,374.64 for ceiling tiles for the Clubhouse; D) Minutes of the Board of Directors Meetings l March 6, 2019 Regular Meeting; E) Financials and Investment Supplement Report: Master Association l February 2019; F) Financials: Lake Forest Keys Association l February 2019; G) Approval of Prospective Liens l Recor-dation of Liens per CA Civil Code; H) Legal Update l Pending HOA Legislation; I) Quarterly Recreation Update. – Action: The Board adopted a motion to approve the Consent Calendar as submitted.

ACTION ITEMSMONEY MOVESMASTeR ASSOCIATION OpeRATING FuNdS

Accounting Manager Christenson reported on three varying issues.1. There is excess operating cash of $285,494.61 as follows:

• $179,040.66 in Assessment Contingency with Popular Community Bank

• $14,827.52 in Master Contingency with Sunwest Bank

• $48,918.62 in Legal Contingency with Sunwest Bank

• $42,707.81 in Lake Contingency with Sunwest Bank

Recommendation: LF II’s auditors have sug-gested that the amount of cash be reduced, with some of the monies to be reallocated to the Master reserve account. In consideration, the B&F Committee has recommended:

1) close the listed Sunwest Bank ac-counts;

2) reduce the Popular Community Bank account to $150,000.00, and label as generic “Contingency Fund” to cover all the above listed contingency funds;

3) reallocate the remaining $135,494.61 to Master Reserves at Wells Fargo Bank.

2. Regarding the Recreation Checking Account at Sunwest Bank:Recommendation: Move $97,000 from this ac-count to MOB Payroll account, or another ac-count as directed by the Board.3. Regarding the $150,000 Sunwest Capital CD:Recommendation: Upon the CD’s maturity on May 4, 2019, move these funds to a bank out-side of Sunwest. Action: For Items 1 & 3, the Board adopted a motion to approve the B&F Committee recom-mendation. For Item 2, the Board adopted a motion to transfer the $97,000 to the Capital Fund.

TRACT OpeRATING exCeSS FuNdS

Accounting Manager Christenson reported on the B&F Committee’s recommendations for the transfers of excess operating fund balances for all the departments as follows:

1. Department 70 (Forest Creek) – reallocate $10,000 for walls; reallocate $12,000 for tree trimming/removal

2. Department 73 (Indian Hills) – reallocate $4,000 for new signage

3. Department 75 (Serrano Ridge) – reallo-cate $2,900 for new signage

4. Department 78 (The Woods) – reallocate $20,500 for tree trimming/removal

Action: For Items 2, 3 & 4, the Board adopted a motion to approve the B&F Committee recom-mendation. For Item 1, the Board approved the $22,000 reallocation of excess Dept 70 oper-ating funds to “Tract Reserves” earmarked for “paseos.” CAPITAL PROJECT I PICKLEBALL COURTS General Manager Woolsey first reported on the recap of the history of pickleball at LF II. Pickleball was first discussed as a worth-while addition to the offered amenities at the Clubhouse in Nov, 2013. In Mar, 2014, the Board approved a 60-day trial period for pick-leball play, converting the half basketball court to a temporary pickleball court. With a positive response during the trial period, in June 2014, pickleball was made a permanent amenity by converting tennis court #3 on the upper courts to a shared tennis/pickleball court. Over time, the shared nature of court #3 was becoming problematic, in that the demand for playing time for pickleball was outpacing the ability of the shared court format to provide adequate amounts of time, so in July 2016, court #3 was converted to a full-time pickleball court. As the popularity of the sport has grown with ever increasing numbers of players, so has grown the demand for more space. In looking for plans to increase the number of pickleball courts to meet the growing demand, three options have been considered: 1) construction of 2 more courts adjacent to the existing court on the upper level; 2) converting existing tennis court #2 on the upper level to pickleball play; 3) construction of 8 new pickleball courts in the grassy area beyond the maintenance shed. The Pickleball Project Committee, comprised of the Capital Project Committee, the General Manager, the Maintenance Manager and 2 pickle-ball players have considered the 3 options, and because of its unique project characteristics of providing the most number of pickleball courts, having a tournament ready facility that would be an asset to the LF II amenities, and would not require the elimination of any tennis courts (court #3 would be converted back to tennis after project completion), has unanimously rec-ommended option #3 (the 8 courts beyond the maintenance shed) as the preferred option. Discussion ensued amongst the Board. A motion was made to approve Option #2 to convert court #2 from tennis to pickleball – Action: Motion failed. A motion was then made to adopt the recommendation of the Pickleball Proj-ect Committee. – Action: The Board adopted a motion to approve the expenditure of Capital Funds, in the amount of $356,545.00 + a

$25,000.00 contingency, for the construction of 8 pickleball courts beyond the maintenance shed.

DOLPHIN SWIM TEAM REQUEST l AMEND NON-MEMBER PARTICIPATION ALLOTMENT Evan Taylor, Dolphin Swim Team Presi-dent, was present to address the Board on this matter. Mr. Taylor explained that under current requirements, the Dolphins are capped at 250 participants, with no more than 20% of them (max of 50) being LF II non-members. Mr. Taylor’s concern is that each year he is not filling up the roster with LF II members, but is turning away non-member requests. He is asking the non-member participation allocation stan-dards be revised. – Action:The Board approved a revised allocation standard that now caps non-member participants to no more than 60, with the understanding that the overall cap remains at 250, and LF II members have priority over any non-member participants.

HEARING BOARD MEMBER CANDIDATE l STEVE BACKER Community Services Manager Mucha re-ported that there is an opening on The Hearing Board for an Alternate position, and the Hearing Board has recommended that Steve Backer, a longtime LF II resident, be appointed to fill this vacant position. – Action: The Board adopted a motion to approve the Hearing Board recom-mendation.

2019 ELECTION MATERIALS I BALLOT & SUPPORT BACK-UP MATERIALS General Manager Woolsey provided the Board with the final version of the Election Package, inclusive of the Ballot plus back-up material for the 2019 ANNUAL MEMBERS MEETING ELECTION. – Action: Receive & File.

TREE PLANTING AT BAKE/JERONIMO I CITY OF LAKE FOREST General Manager Woolsey reported that in the 1990s,when Bake was extended to connect with Foothill Ranch, residents within the Lake Park West neighborhood of LF II, especially those near the intersection of Bake/Jeronimo, were concerned they would be exposed to excessive amounts of noise and light impacts from the increased traffic. With the help of the MHOA, these residents persuaded the City of Lake Forest to plant 5 pine trees along Bake Pkwy as mitigation to screen these homes from the impacts. Recently, the 5 trees died and were removed by the City, without any plans to replant and replace. These same affected resi-dents intend to take up this matter to lobby the City for tree replacement, and they are asking for support from the MHOA in their pursuit of this. – Action: The Board directed a letter be prepared to send to the City in support of the residents’ request for tree replanting along Bake at the Jeronimo intersection.

eMeRGeNCY TRee ReMOVAl I THe WOOds General Manager Woolsey reported that there are Eucalyptus trees on Association main-tained grounds in The Woods that are a hazard to life/property and require removal now, during the Eucalyptus moratorium, as opposed to waiting until the ending of the moratorium on Nov 1st of this year. A MAC has been approved for the emergency removal of the trees. Staff has recommended the expenditure of Dept 78 reserves, in the amount of $11,000.00, for the emergency tree removal. – Action: The Board adopted a motion to approve the staff recom-mendation.

2019 LF AUDIT I UPDATED FOOTNOTE Accounting Manager Christenson reported that the Audit Report was updated with revised ‘Note 13 – Legal and Contingencies’. Since the Board has already approved the Audit Report, staff is requesting the Board to authorize the Audit Report to be published and distributed with Note 13 revised. – Action: The consensus of the Board was to authorize publication and distribution of the 2019 LF Audit Report with Note 13 revised.

2019 LF KEYS AUDIT Accounting Manager Christenson reported that the B&F Committee reviewed the draft 2019 LF Keys Audit Report at their meeting of March 25, 2019. The Report reflects that the 2018 shared expenses were more than budget by $557, and, therefore, the MHOA owes one-half of the overage, or $279, to LF Keys. The B&F Committee recommended that the Board accept the 2019 LF Keys Audit Report as submitted, and submit payment to the LF Keys of $279.00. – Action: The Board adopted a motion to approve the Committee recommendation.

OPEN DISCUSSION After discussion, the consensus decision of the Board was to not hold a Candidates’ Night for Board candidates for the 2019 LF II Election.

ADJOURNMENT President Richert adjourned the meeting at 8:03 P.M., to the next scheduled Board Meeting of May 1, 2019.

The Great American Songbook refers to what many call “American Standards” which are some of the most important, influential and enduring popular and jazz songs written between the 1920s and the 1950s. Most were written for Broadway theatre or Hollywood musical films. Among the most famous composers are George Gershwin,

Cole Porter, Irving Berlin, Jerome Kern, Harold Arlen, Johnny Mercer, Richard Rodgers.

If you love the music before Rock & Roll, then this will surely include some of your favorites. The program will conclude with selections from Rodgers and Hammerstein’s musical Carousel including, “If I Loved You” and “You’ll Never Walk Alone”.

GARDEN CLUB The May 2019 Lake Forest Garden Club (LFGC) meeting will be held on Friday, May 17, 2019 at the Beach and Tennis Club, 22921 Ridge Route. The

May program speaker will be from the famous Roger‘s Gardens in Corona Del Mar. Sarah Smith will be speaking on succulents and other garden topics, so don’t miss this opportunity to be educated, enlightened and entertained. May is a big month for the LFGC. There will be cut flower ar-rangements for Mother’s Day (the next day, on Sunday, May 12th), succulent containers, planted baskets, plants for your vegetable garden and landscaping plants. There will be “Air Plants” and other unique plants. In addition there is a “Fabulous Finds” boutique with a variety of ‘must have’ items. One of the highlights of the day is the raffle. This year it will feature some unique and special items. Raffle tickets are $1 each, or for $20 you get the number of tickets from fingertip to fingertip of a pair of outstretched arms.
