Mayor`s Message It was my great pleasure and honour to represent the Town of Annapolis Royal at the 39th Annual Volunteer Appreciation Awards at the King’s Theatre. In opening remarks, I expressed the Town’s heartfelt appreciation to the volunteers, recognizing their invaluable contribution to the quality of life in our town, the county, the province, and the country - and acknowledging volunteers as Canada’s greatest natural resource. Volunteerism is community spirit in action that provides tireless support on behalf of the social and economic wellbeing of our communi-ties. Contact Town Hall to learn about municipal volunteer opportunities (committees and annual events).

Community An update from Annapolis Royal Community Assisting Relocation (ARCARe)

Although you may not have heard much from the ARCARe committee lately, a lot of work is being done behind the scenes! We are very excited to officially be re-launching ARCARe with a new team of community volunteers who are currently working to raise funds to relocate another refugee family to Annapolis Royal. Fol-lowing the great success of welcoming and resettling the Haggar family into our wonderful town, we are beginning a new journey to select another family and bring them safely to Nova Scotia. There is still an unprecedented number of displaced people around the world, and we are in an extremely fortunate position to be able to assist another family who are in urgent need.

As ARCARe prepares to offer a new home to another family, we need to establish financial capability to apply as sponsors. We are currently accepting financial contributions of any amount to support the many of the up-front hosting expenses. Please consider making a donation and/or pledge now for any amount that feels right to you. If your donation includes a pledge of payment at a later date, simply tell us the amount you wish to donate and how over the coming twelve months you would like to time the payment(s). During our last round of sponsorship, some people chose to provide a set of postdated cheques. Cheques should be made out to our official sponsoring organization, the United Church of St. George and St. Andrew (which will issue charitable donation receipts), marked “ARCARe” in the memo section at the lower left, and mailed to: ARCARe, Box 493, Annapolis Royal, CA B0S 1A0. Thank you!!

You will soon be hearing about more community fundraising events, household and clothing items that will need to be donated, and other efforts that our team will undertake over the next several months, so stay tuned! New fundraising ideas and ARCARe committee members are always welcome, so feel free to reach out anytime! To volunteer or stay informed of our efforts, please contact: [email protected].

We sincerely want to thank the past ARCARe committee members who dedicated themselves to this cause and helped to create an amazing story of a successful relocation of the Haggar family. Many community members continue to provide support to the family and assist with their continued growth and integration into our town.

Community

Lions News May is Vision Month. The Annapolis Royal Lions Club will be promoting this event by joining the Clubs of the Nova Scotia District by traveling to Canning to take part in the Lions Cavalcade for Diabetes - the leading cause of blindness. Locally, Lions activity aware-ness will be promoted by starting our campaign to replace our club road signs at the town entrances, which will be funded by a summer ticket sale. Eyeglass recycling will be promoted this month. Boxes are located at the Health Centre, nursing home and schools as well as the eye clinic. Lastly, the Club promotes the Lions Walk for Dogs on May 27th. This project funds the provision of free dogs to those in need. Service dogs include sight, hearing, diabetes, autism, and companion. The nearest walks are being held at Deep Brook and Digby.

Spring Revival

Well, Spring has finally sprung and with it brings the advent of activities throughout town. What better way to kick off the month than by taking in the breathtaking magnolias as part of the annual Magnolia Festival, hosted by the Historic Gardens and running May 1st—15th. The warmer weather also means goodbye to the Winter Farmers Market and the return of the outdoor summer Farmers Market. The final Winter Market will take place on May 12th and the Annapolis Royal Farmers & Traders Market will open for the season on May 19th. This year will also see a NEW market in town. Annapolis Brewing Company is launching the Craft Beer Farmers Market, held every Sunday in the Market Square from 10 am-2 pm.

Amphitheatre Bookings

Interested in holding your event at the amphitheatre? This scenic space is available for groups and individuals to use, free of charge. All you need to do is contact [email protected] or call 902-532-2043. You can view the online Calendar of Events at annapolisroyal.com to see if the date you want is available.

Port Royal Legion Branch #21 Events - Perpetual

Bingo – Bingo every Wednesday evening, starting at 7 pm. Please arrive early to buy ticket books. Weekly Fun Pool Tournament - Weekly 8 Ball Tournaments each Tuesday afternoon, starting at 1 pm. Just $5 to play! Drink & Draw – Do you paint, draw, quilt or are otherwise artistically gifted (or not!)? Come out for Drink & Draw at the Port Royal Legion, Branch #21 in Annapolis Royal, every Thursday night, starting at 7pm. New biweekly challenges! Every two weeks a new subject is drawn to produce in the medium of your choice (participation voluntary). (Drinking not required!). As we make our way into May, I wanted to provide you with some advice and updates on a few issues that will affect our town and citizens in the coming months. The most obvious is the increase in vehicle traffic as we move into our tourist season. The other one relates to the legalization of cannabis and new federal and provincial legisla-tion.

With the tourist season fast approaching there will be an increase in vehicle traffic, which we will monitor and act accordingly to ensure safety is a priority for you and our visitors. You can help by maintaining vigilance, patience and understanding when people may not totally abide by rules respecting pedestrian traffic – street crossings, parking, or other minor traffic flow infractions. Please call us if you have any concerns in this regard. Also, when it comes to bicycle safety, please remember to pay attention to our children who will be riding around town and

conversely, parents – please ensure your children wear a safety helmet, know the basic rules of the road, and know to be aware of their surroundings particularly when it comes to riding in or near vehicle traffic. Our hope is to have a “Bike Rodeo” at the latter part of May or early June to assist with bicycle safety for our children. Stay informed by viewing our Facebook page!

Cannabis Legalization – what does it mean? It simply means that cannabis will no longer be a criminal offence for simple possession such as personal use. What it DOES NOT MEAN is that you can sell it or buy and consume it where you like. Also, driving while impaired by alcohol or drugs remains a criminal offence. The Province of Nova Scotia has introduced the Nova Scotia Cannabis Act (NSCA details can be found using the following link: http://www.novascotia.ca/cannabis) and has made changes to the Smoke Free Places Act to expand on the current law, which will now prohibit use: in apartments – unless permitted by the owner; on or within 20 metres of a publicly owned sport and recrea-tions event or venue, located in an outdoor public space; within 9 metres of public trails; and in provincial parks or on provincial beaches, except for with the boundaries of a rented campsite. For details on the complete list of permitted and prohibited locations currently under the act and regulations please go to the following link: https://www.novascotia.ca/just/regulations/regs/sfpregs.htm.

Bill C-46: this federal bill lays out the framework for changing current legislation on how law-enforcement will deal with drug impaired driving and impaired driving where the driver has consumed both drug and alcohol. It is anticipated that the Province will also make changes to other provincial acts such as the Liquor Control Act (LCA) and the Motor Vehicle Act (MVA) to enhance our ability to deal with impaired driving. Currently, the MVA allows police to immediately suspend a driver where s/he is suspected of driving with alcohol in their system and it is expected that this will extend to drug impaired driving. These immediate suspensions will be in addition to any minimum court ordered driving prohibition if you are convicted for driving while impaired by drug and/or alcohol under the Criminal Code of Canada.

Saturday, May 12 Trout Fishing Derby at First Lake! The annual Trout Fishing Derby is being held from 10am—2pm at First Lake on May 12th. First Lake is located on Rt. 8 next to the Hwy 101 East ramp and commuter parking lot in Lequille. Open to all ages with parental supervision and free. Canoes are allowed but must be portaged to the lake as there is no access provided to motorized vehicles. Registration is on the day of the event, and prizes will be awarded for all age groups.

Looking for activities to do this spring? www.valleyconnect.ca is an online database of programs, resources, events, facilities, and trails located in the Annapolis Valley. This easily searchable online tool is a convenient way to find interesting, active things to do right here in the Valley. If you are a member of a local group, club, or organization that offers opportunities to be active, you may also submit your information to be added to the database. Low Income Tax Exemption A reminder that the deadline for the Low Income Tax Exemption is May 31st. All forms and policy can be found online at annapolisroyal.com/low-income-tax-exemption/.

Outdoor Fires

Please note the Outdoor Fires By‐law prohibits outdoor wood furnaces, outdoor fires (unless contained in an acceptable fire pit), burning general, garden and yard waste on any lands owned or occupied by such person, or on any lands within the Town. Burning permits are required from April 1st to October 15th. Visit annapolisroyal.com/outdoor-fires/.

Façade Program

It’s back….the Annapolis Royal Façade Program has returned. Property owners can apply for up to $500 to improve the façade of their building. The deadline is May 18th at 1pm. Full details and application form can be found at annapolisroyal.com/residents/annapolis-royal-facade-improvement-program/.

Hydrant Flushing Public Works will be flushing Town fire hydrants during the month of May. This may cause discolouration of water. Any questions or concerns? Call 902-532-5192 or 902-532-2043.

Batteries A reminder that Town Hall does not accept batteries. These can be disposed of at the Valley Waste Management Centre in Lawrencetown.

Provincial Heritage Grants The Province of Nova Scotia is offering incentives to eligible owners of registered municipal properties. Incentives include the Conservation Advice, Conservation Work Grant, and Tax Rebate. Service Nova Scotia continues to offer a provincial tax rebate for a full rebate of the provincial sales tax paid for eligible materials used for repair, improvement or restoration of the exterior of a heritage property. Special Council March 28th: MOTION #SC2018-MAR-28-02 It was moved by Councillor Kinsella, seconded by Councillor Sanford that council approve a resolution to recognize tipping fee obligations associated with the Kaiser Meadow Landfill Contract through to 2036 that takes into account the unfunded liability associated with the closure and post closure landfill reserve. Motion defeated. 1 yay, 3 nay (Councillors Sanford and Elliot, Deputy Mayor Power) MOTION #SC2018-MAR-28-03 It was moved by Councillor Kinsella, seconded by Councillor Elliot that council authorize the organics, curbside collection, transportation contracts be approved for the upcoming fiscal year only. Motion carried. MOTION #SC2018-MAR-28-04 It was moved by Councillor Kinsella, seconded by Councillor Sanford that council approve a resolution for the upcoming fiscal year to recognize tipping fee obligations associated with the Kaiser Meadow Landfil and to recognize the unfunded liability associated with the closure and post closure landfill reserve. Motion carried. MOTION #SC2018-MAR-28-05 It was moved by Councillor Kinsella, seconded by Councillor Sanford that council authorizes to allow any surpluses generated from the 2017-18 tipping/host fees for the Kaiser Meadow Landfill to be used to smooth the next five years of projected tipping and host fees. Motion carried. MOTION #SC2018-MAR-28-06 It was moved by Councillor Kinsella, seconded by Deputy Mayor Power that council approve a temporary 3 month budget for Valley Waste at 2017-18 levels subject to the following conditions: that the 2017-18 financial audit be completed prior to adoption of the 2018-19 budget; that no new expenses be incurred; and that no surplus funds be spent without prior approval from Municipal Parties. Motion carried. MOTION #SC2018-MAR-28-07 It was moved by Councillor Kinsella, seconded by Councillor Sanford that the Town of Annapolis Royal encourage Valley Waste Board of Directors to proceed with hiring a general manager. Motion carried.

Regular Council April 16th:

MOTION #C2018-APR-16-04 It was moved by Deputy Mayor Power, seconded by Councillor Kinsella that we forward our list of priorities as agreed to UNSM for their consideration. Motion carried. MOTION #C2018-APR-16-05 It was moved by Councillor Elliot, seconded by Councillor Kinsella to ratify the electronic motion #2018-03-21-01, held March 21, 2018, that the Town of Annapolis Royal sign a “Confirmation of Support” form in support of Clean Annapolis River Project’s application for their Eco Action project. In addition, that the Town provide up to 25 hours of support time a year, for a two year period, toward the Eco Action project. Motion carried. One nay vote (Deputy Mayor Power) MOTION #C2018-APR-16-06 It was moved by Councillor Kinsella, seconded by Deputy Mayor Power to move the May Council date to Tuesday, May 22, 2018 at 4pm. Motion carried. MOTION #C2018-APR-16-07 It was moved by Deputy Mayor Power, seconded by Councillor Kinsella that council approve the General Operating Budget totalling $1,971,924 with the residential tax rate remaining at $1.65 and the commercial tax rate remaining at $3.15 for the 2018/2019 fiscal year. Motion carried. MOTION #C2018-APR-16-08 It was moved by Councillor Kinsella, seconded by Councillor Elliot to approve the Capital Budget totalling $820,454 that provides for all projects outlined in the Draft Capital Budget presented for the 2018/2019 fiscal year. Motion carried. MOTION #C2018-APR-16-09 It was moved by Councillor Elliot, seconded by Deputy Mayor Power that council approve that Capital Equipment Replacement Policy for the 2018/2019 fiscal year with the updated Appendices A and B. Motion carried. MOTION #C2018-APR-16-10 It was moved by Deputy Mayor Power, seconded by Councillor Kinsella to increase the maximum pension matching contribution for eligible employees by 1% effective the pay period beginning April 16, 2018. Motion carried. MOTION #C2018-APR-16-11 It was moved by Councillor Kinsella, seconded by Councillor Elliot to make the Active Living Coordinator / Recreation position a full-time, permanent position effective April 1, 2018. Motion carried. MOTION #C2018-APR-16-12 It was moved by Councillor Elliot, seconded by Mayor Power, that the Town of Annapolis Royal supports a province wide ban of single use, plastic bags and that the Town writes a letter to the Government of Nova Scotia and copy to the Chair of Valley Waste. Motion carried. MOTION #C2018-APR-16-13 It was moved by Deputy Mayor Power, seconded by Councillor Kinsella to support the FCM Trade Show with a donation of $500. Motion carried. MOTION #C2018-APR-16-16 It was moved by Councillor Kinsella, seconded by Deputy Mayor Power to approve The Academy Condominium Corporation Declaration and provide the Town’s Consent to the registration of the Declaration, subject to addressing the outstanding concerns to the satisfaction of the CAO and Town legal counsel. Motion carried.
