The Council at its meeting held on 17 May 2005 resolved to establish the Marketing, Sponsorship and International Relations Committee as follows:- 1. Role:-

1.1 oversee and make recommendations to the Council on matters related to:-

1.1 marketing of the city, except for those matters within the purview of the Parking Committee;

1.2 initiatives to promote Perth as a tourist destination;

1.3 events held in Forrest Place and the Hay and Murray Street Malls and other Council reserves and parks;

1.4 international relations including Sister City relationships and U.S. Naval visits and the World Energy City Partnership;

1.5 the implementation of the Christmas Decorations Strategy;

1.6 the management of the Australia Day Celebrations, in accordance with the Committee’s Delegation of Authority;

1.7 street busking in the City;

1.8 use of the City’s banner and flag sites;

2. assess requests made to the Council for donations and sponsorship, with authority to approve or decline requests of $10,000 or less;

3. assess requests to waive fees associated with the hire of the City's exhibition screens in accordance with Procedure PR0720, with authority to approve or decline requests over $5,000.

DETAILS:

Section 5.12 of the Local Government Act 1995 requires the members of the Committee to elect a Presiding Member. The procedure that is required to be followed is detailed in Schedule 2.3, Division 1 of the Act which is as follows:- When the Committee elects a Presiding Member 2. (1) The office of Presiding Member is to be filled as the first matter dealt with-

(a) at the first meeting of the Committee after an inaugural election or a Section 4.13 or 4.14 election or after an ordinary elections day; and

(b) at the first meeting of the Committee after an extraordinary vacancy

occurs in the office of Presiding Member.

(2) If the first ordinary meeting of the Committee is more than 3 weeks after an extraordinary vacancy occurs in the office of Presiding Member, a special meeting of the Committee is to be held within that period for the purpose of filling the office of Presiding Member.

Chief Executive Officer to preside 3. The Chief Executive Officer (CEO) is to preside at the meeting until the office of

Presiding Member is filled. How the presiding member is elected

4. (1) The Committee is to elect a Committee member to fill the office of

Presiding Member.

(2) The election is to be conducted by the CEO in accordance with the procedures prscribed.

(3) Nominations for the office of presiding member are to be given to the CEO in writing before the meeting or during the meeting before the close of nominations.

(3a) Nominations close at the meeting at a time announced by the CEO, which is to be sufficient time after the announcement by the CEO that nominations are about to close to allow for any nominations made to be dealt with.

(4) If a committee member is nominated by another committee member the CEO is not to accept the nomination unless the nominee has advised the CEO, orally or in writing, that he or she is willing to be nominated for the office.

(5) The committee members are to vote on the matter by secret ballot as if they were electors voting at an election.

(6) Subject to Clause 5 (1), the votes cast under Subclause (5) are to be counted, and the successful candidate determined, in accordance with the procedures set out in Schedule 4.1 (which deals with determining the result of an election) as if those votes were votes cast at an election.

(7) A soon as practicable after the result of the election is known, the CEO is to declare and give notice of the result in accordance with the regulations, if any.

Votes may be cast a second time

5. (1) If when the votes cast under Clause 4 (5) are counted there is an equality of votes between 2 or more candidates who are the only candidates in, or remaining in, the count, the count is to be discontinued and the meeting is to be adjourned for not more than 7 days.

(2) Any nomination for the office of presiding member may be withdrawn, and further nominations may be made, before or when the meeting resumes.

(3) When the meeting resumes the Committee members are to vote again on the matter by secret ballot as if they were electors voting at an election.

(4) The votes cast under Subclause (3) are to be counted, and the successful candidate determined, in accordance with Schedule 4.1 as if those votes were votes cast at an election.

If 2 or more candidates receive the same number of votes so that clause 2, 3 or 4 cannot be applied, the returning officer is to draw lots in accordance with regulations to determine which candidate is elected.

COMMENTS:

The Marketing, Sponsorship and International Relations Committee is required to elect a Presiding Member. It was therefore recommended that the Marketing, Sponsorship and International Relations Committee give consideration to the election of a Presiding Member. The Acting Chief Executive Officer advised that the following nominations had been received:- Cr Limnios nominated Cr Evangel for the position of Presiding Member. Cr Evangel accepted the nomination.

There being only one nomination at the close of nominations, the Acting Chief Executive Officer declared Cr Evangel to be the successful candidate for the position of Presiding Member of the Marketing, Sponsorship and International Relations Committee. DETAILS:

The WA Business News 40 Under 40 Awards are now entering their ninth year. Sponsorship of the Awards contributes to positioning the city with the State’s leading corporate businesses and future leaders. It has, in the past, provided an excellent opportunity to network with leading businesses within the community. The request for sponsorship recognises the City’s commitment to the ongoing support of this corporate alliance. The City has developed ownership and identification with this leading professional awards and recognition program. The Awards are designed to recognise and promote young, dynamic leaders in the business community under the age of 40. Through a public nomination process, the Awards program aims to select 40 people under 40 years of age who are already leaders in their fields, which are most likely to set the State’s agenda in the next decade. Entry is through self-nomination, or by peer, client, employer or university nomination. A panel of judges will assess the nominees and select the 40 winners for 2010. The 40 Under 40 Awards primary target market is the 25 to 40 year-old business professionals. The secondary market is all other Western Australian business people. 6PR. The City has been a Civic Partner of the Awards since 2002. Judging Panel As a Civic Partner the City may nominate a representative to be considered for the panel of judges. In recent years, board members, Chief Executive Officers, directors and academics of the sponsoring companies were represented on the panel. The Chief Executive Officer has been the City’s nominee since the commencement of the awards. City of Perth Award As part of the full sponsorship benefits, the City of Perth Award may be made to one of the finalists in the 40 Under 40 Award. The City of Perth Award is given to a candidate who meets criteria set by the City. It recognises an individual’s contribution to business in the city. Relevant criteria include the following:- Business person who has successfully incorporated the unique aspects of the

city in their business.

Business person who has brought recognition to the city by way of their business enterprise.

Business person from within the city of Perth who has demonstrated excellence in business leadership.

In 2002, the Award was presented to Mr David Wartzki, the Managing Director of a Perth-based souvenir chain, Australian Reflections. Mr Wartzki owns and manages four stores in the city. He was subsequently profiled in Business News and in City News.

In 2003, the Award was presented to Ms Suzan Pervan, founding partner in Gooding Pervan Chartered Accountants based in the city. Her business growth since establishment in 1998 has taken it from an employee base of nine to 27. By recognising that Perth lacked an accounting practice that focused on privately owned business requiring more than compliance services, Ms Pervan has successfully built up a respected ‘new’ city firm that remains client focused. In 2004, the Award was presented to Ms Selina Duncalf, Chief Operating Officer, Bankwest. Ms Duncalf joined Bankwest as a human resource consultant at the age of 28 and within two years, Ms Duncalf was appointed to the senior executive team as a Chief Operating Officer. A strong believer that banking is about more than credit and managing risk and leading a team of 70 people, she has made great inroads in creating and supporting a sales and service culture within Bankwest. In 2005, the Award was presented to Ms Anne Maree Ferguson, Managing Director of the Perth Convention Bureau. Ms Ferguson has been responsible for growing the Bureau’s annual turnover almost ten-fold, a growth driven by sales, and boosting its staffing by seven. In 2006, the City of Perth Award was presented to Mr Edward Rigg, Group Managing Director of investment bank Argonaut Ltd. This business focuses on companies in the oil and gas, mining, agribusiness and contracting sectors. The award recognised the rapid growth and success of Argonaut, epitomising the vitality of business in the city at a time when the resources and contracting sectors are contributing substantially to the State’s economy. In 2007, the Award was presented to Mr Marcus Canning, Director / Chief Executive Officer (CEO) of Artrage Inc. Mr Canning took on the role of Director and Chief Executive Officer of Artrage Inc. five years ago and saved it from a failing business to become a successful, contemporary, cultural organisation that provides a significant contribution to the cultural fabric of the city of Perth. In 2008, the Award was presented to Ms Aimee Johns. Ms Johns is one of the new breed of business operators in Northbridge, opening her successful retail store ‘Keith + Lottie’ in 2004 and instigating the formation of the William Street Collective Inc., which aims to promote Northbridge’s growing creative industry businesses. In 2009, the Award was presented to Mr Colm O’Brien. In three years, Mr O’Brien has transformed a small WA based traditional publishing business into an international media company with a presence in Europe, the USA, Asia and Australia. The company performs a valuable role in informing the international business community about Western Australia’s expertise in a range of industries. Assessment of Application. The range of activities which may be considered for corporate sponsorship include:- a) awards, presentations, acknowledgement for excellence in relevant professional

fields; b) support for activities which award endeavour in community service; c) events and activities held outside the City of Perth which will increase

awareness of, and goodwill for, the City of Perth; d) support for promotional material (such as publications and films) which

positively position the City of Perth; e) support for the activities of organisations or individuals that provide positive

positioning for the City of Perth. The Sponsorship request meets criteria (a), (b), (d) and (e). The applicant must identify the markets / public who will be exposed to the sponsorship information. The markets exposed to the Awards and related publicity and events are City-based and WA business people. Cost of current sponsorship application. The City has been requested to contribute $18,000 (excluding GST) for the second year of a three year, in-principle commitment. Identification of opportunities to add value to the sponsorship. The City demonstrated a number of opportunities where value was added to this sponsorship. In 2002, the City of Perth requested that an Award in its name, demonstrating the City’s commitment to retailing, tourism and / or commerce, be included. Furthermore, added value has come from the following:- The inaugural winners were both city business operators (Mr Mark Barnaba and

Ms Manny Papadoulis) and were highly recognised in the media for their award. The winner in 2002 of the City of Perth Award, Mr David Wartzki, was profiled in

City News, highlighting the retail and tourism focus the City supports. The winner in 2003 of the City of Perth Award, Ms Suzan Pervan, was profiled

in Business News, 6PR and City News highlighting her contribution to building a new business in the city.

The winner in 2004 of the City of Perth Award, Ms Selina Duncalf, was profiled

in Business News, and on the 6PR radio station, highlighting her achievements within Bankwest.

The winner in 2005 of the City of Perth Award, Ms Anne Maree Ferguson, is the

General Manager of the Perth Convention Bureau with which the City works on a number of collaborative marketing programs.

A 40 Under 40 Award winner in 2002 was used in the City’s current TV

commercial (Ms Sally Capp, Chief Executive Officer Australian Heritage Group, located in Allendale Square).

40 Under 40 Award winners were hosted by the Chief Executive Officer at a

discussion on city direction and issues for business. The 40 Under 40 database of winners has been included on the City’s

distribution list for publications and promotional opportunities, including the Skyworks, the Annual General Meeting and the Annual Report distribution.

The 40 Under 40 Award winners have been included in the City’s Strategic

Vision workshops. The publicity generated for the 2008 winner, Ms Aimee Johns, provided

significant positive editorial for Northbridge.

The WA Business News 40 Under 40 Awards is highly successful in its objective to bring prominent young Western Australians to the forefront of business. This is proven by the calibre of sponsor partners and the confirmation of their willingness to on-going participation. As a Corporate Sponsor, the City benefits from several levels of participation, namely by way of:-

association for Elected Members and staff with fellow sponsors, their boards, Chief Executive Officers, directors, academics and senior staff;

association for Elected Members with award winners and nominees, all highly successful business people in the community;

recognition by the leading businesses and young business leaders, of the City as a direct supporter of excellence in retailing / tourism or other business by way of its own Award within the program;

media and publicity associated with the Awards.

These associations can lead to a more active and productive participation in the city and local government by significant business leaders, either now or in their future careers.

DETAILS:

The Perth’s Biggest Office Party will be held on Friday, 27 November 2009 between 5.00pm and 10.00pm in the public foyer of the QV1 property. The event is organised by CB Richard Ellis, the managing agent of the QV1 property. In its sixth year, the event organisers consider the event has become a highlight of the business community’s social calendar. The event features a licensed outdoor bar, VIP lounge, food vendors and live entertainment. Admission is ticketed and tickets must be purchased in advance. Previous charity recipients have included the Juvenile Diabetes Foundation ($5,592), Youth Focus ($6,026), Princess Margaret Hospital ($9,006), the Kanyana Wildlife Rehabilitation Centre, and the Greater Good Foundation. Assessment of Application. To be eligible for event sponsorship:- The total value of the event must exceed the cost of sponsorship. The estimated total cost of the event is approximately $109,663. The organisers have requested a cash sponsorship of $6,818 (excluding GST) or 6.2% from the City. In 2007, the total cost of the event was $73,635. Costs have increased by 50% in the past three years. The event must contribute to the achievement of one or more of the City’s marketing objectives:- to position the City of Perth as a city of regional and international significance; to increase visitation to the city; to increase economic investment in the city;

to create a vibrant, energetic 24-hour city. The event organisers estimate that over 4,000 people will attend the 2009 Perth’s Biggest Office Party. The event has not increased in numbers as the venue is restricted to a limited capacity. Attendees are from businesses predominantly within the city. Originally, the event objective was based on drawing people into the city after work. In 2009, the event is being held in a private venue and the program has been extended to 10.00pm. In previous years, attendees may have visited other city venues after the close of the event however, they may now be more inclined to remain at the venue if they have purchased a ticket through to 10.00pm. The event will add vibrancy to the West End precinct. The event must take place in the public spaces of the City of Perth. The event will take place in the public foyer of the QV1 property. Entry to the venue will be restricted to ticket holders only. The event may or may not be cultural or arts based. The event is a business community activity. Preference will be given to events which provide free attendance. Entry is ticketed at a cost of $25 per person. It is expected that between 1,350 to 1,500 general admission tickets will be sold in advance of the event through Heatseeker. There is no free component to this proposal. Originally, the entry fee was a gold coin donation. Due to increasing popularity and costs, it is now presented as a ticketed event. Preference will be given to events that will be held exclusively in the city of Perth. The event is held exclusively in the city of Perth. Dates and amounts of any previous sponsorship to the applicant / event. Perth’s Biggest Office Party has been held annually since 2004. The City of Perth was acknowledged as a sponsor of the event in 2005 and 2006 due to the City’s funding of the West End Festival. The applicant must detail how they will promote the support of the City of Perth. This may be (but is not limited to) any of the following:- a) signage at the event; b) inclusion of the City of Perth crest in press advertising or any promotional

material; c) acknowledgement of the City of Perth in radio or television advertising; d) opportunities for the Lord Mayor, or their representative, to open the event or

COMMENTS:

Perth’s Biggest Office Party is in its sixth year and has been previously supported by the City. The event draws visitors into the city however, city vitality and economic impact is limited due to the event being a ticketed activity held in the grounds of QV1, which is a private venue for the duration of the event. The organisers have not indicated any expansion to the scope of the event. 2009 is the first year that the event will change from a gold coin donation to a ticketed event. Whilst 4,000 people are expected to attend, the extended program time of 10.00pm is unlikely to support visitation to other city venues. Unlike previous years, no funds raised from this event will be donated to charity in 2009. The event does not fully meet the Event Sponsorship criteria and it is therefore recommended that the request for event sponsorship be declined. Should the City wish to sponsor the event for the value of $6,818 (excluding GST), it will receive the benefits as detailed in this report.

The advertisement was published on Saturday, 3 October 2009 in The West Australian newspaper and submissions closed on Tuesday, 20 October 2009 at 2.00pm. Tenders were received from the following two companies:-

Bluegem Holdings met all requirements of the tender specification with:- demonstrated experience working with various sporting organisations;

demonstrated experience in sponsorship management for similar events;

a large range of experience in organising sporting events in public open spaces;

a comprehensive list of safety management practises implemented at various events;

providing extensive information on all criteria;

demonstrated ability to meet all specifications. Bluegem Holdings provided a comprehensive tender submission that included relevant detailed information. Scout Entertainment provided insufficient information in its tender submission. The company did not address the most important criteria to demonstrate experience and methodology in staging similar free public events in open public spaces.

The Lotterywest Board have confirmed their in-principle support for Australia Day Skyworks 2010 – 2012. An annual grant application has been submitted by the City. Lotterywest anticipate their annual support for Skyworks, including all activities during the day, would be no more than $500,000 per year. Lotterywest has indicated that it no longer wished to hold naming rights to the event and has requested that the City consult with Lotterywest before extending the naming rights opportunity to any other funding body or sponsor. Determine the location of selling points and negotiate and issue exclusive selling rights on the foreshore for food and catering, drinks, amusements, merchandise and icecreams:- The contract for Mobile Catering Services (Tender 07-09/10) was approved for Skyworks 2010, with options to renew at the City’s discretion for Skyworks 2011 and Skyworks 2012. The contract for Merchandise Services was approved for Skyworks 2009, with options to renew at the City’s discretion for Skyworks 2010 and Skyworks 2011. The City has renewed the Merchandise Services contract for Skyworks 2010 due to the acceptable performances in 2009. The re-appointed licensee is Showbiz 2001. Engage the services of appropriate consultants to undertake actions in line with Australia Day Celebrations and project budget:- Russell Lanyon has been re-appointed as co-ordinator of the Australia Day Air and Water Show components. Determine the location and number of entertainment boxes to be located on the foreshore and arrange sponsorships accordingly:- The City has received 12 bookings for Corporate Boxes for Skyworks 2010 from organisations that purchased boxes at the 2009 event. Invitations and information were distributed in July 2009. Negotiate the advertising and promotion campaign with the principal sponsors:- At its meeting held on 16 December 2008, the Council appointed Perth FM Radio Pty Ltd, trading as MIX 94.5, as the contractor to provide the radio station promotion
