WP2 Objectives
WP2 provides the foundation for work carried out in subsequent WPs.
•WP2 provides the theoretical and regulatory analysis of the European ‘energy-only’ market model as well as of additional policy instruments such as RES-E support (to accelerate RES-E deployment) and capacity mechanisms (to mitigate the increasingly occurring generation adequacy problem).
•Then, WP2 presents the desired evolution of the different instruments and mechanisms and the future challenges of electricity market integration in general and the opportunities, challenges, and risk associated with high shares of variable RES-E deployment in particular.

Overview of Tasks
WP2 is structured into the following four tasks:
• Market failures, distortions, challenges and benefits in the European electricity market with high shares of RES-E generation
• Implementation status and market-focused diagnoses of the target model
• Empirical case study analyses emphasising the problems, challenges and implementation barriers in the very short-term, short-term and long-term electricity markets in Europe with high shares of RES-E penetration (incl. best-practise assessment worldwide)
• Expert workshop and follow-up stakeholder consultation/event

Task 2.1: Market failures, distortions, challenges and benefits in the European electricity market with

Prevailing structural market distortions in the European electricity market (reference is made to target model)
Challenges and shortcomings in existing market structures with large amounts of RES-E Integration and lack of demand side management implementation

Task 2.2: Implementation status and market-focused diagnoses of the target model

Diagnosis of the long-term energy/electricity markets and the long-term regulatory mechanisms•Long-term energy/electricity markets•Long-term security of supply mechanisms•Long-term support mechanisms for RES-E (incl. demand side management implementation)

Task 2.3: Empirical case study analyses emphasising the challenges in the electricity markets in Europe with high
shares of RES-E penetration (incl. world-wide best-practise analyses)
(Leader: 3E)
Case study analyses cover different market regions in the European electricity market (Nordel system, Central-Western European system, Iberian system) with high shares of RES-E penetration. At least 5 sub-case studies each in order to cover several important nuances of the three market regions:
•Very short-term & short-term market analysis•Long-term markets: Identification of problems and barriers for its implementation
In addition, market designs world-wide, best practices and lessons learnt are studied in Task 2.3.

Consultation Process & Stakeholder-Event: WP2 will also include a consultation of findings focused on the specific assessment of the regulatory status of the Target Model targeted to all stakeholders involved in the implementation of the Target Model. The findings of the consultation process will be discussed in a final stakeholder-event in WP2 before feeding in the results to subsequent WPs of this project. The proposed time is M12.
Task 2.4: Expert workshop and follow-up stakeholder consultation/event
(Leader: EEG)
Expert-Workshop: WP2 will include a focused interaction with regulators (ACER and national regulators) and policy makers (DG Energy, ENTSO-E) via an expert workshop. The proposed time is M6.
