espiritual.Luego en un

acto publico sinprecedentes, elm a n d a t a r i oreconoció laresponsabilidadhistórica delE s t a d osalvadoreño enel asesinato de

The value of agricul-tural exports rose 2.5 timesbetween 1989 and 2009,but the average hourlyearnings of U.S.farmworkers increasedonly $1.52 over the sameperiod—farmworkers havehardly benefited economi-cally from the increase inagricultural exports.

A new Economic PolicyInstitute Briefing Paper,Farm Exports and FarmLabor: Would a raise forfruit and vegetable work-ers diminish the competi-tiveness of U.S. agricul-ture?, finds that a 40 per-cent increase infarmworker earningswould only raise U.S.household spending byabout $16 a year. The re-port, by Philip Martin, aProfessor of Agriculturaland Resource Economicsat the University of Cali-fornia, Davis, also provides

Baldemar Velásquez re-leased a strong statementopposing Ohio Senate Bill5, which would “evisceratecollective bargainingrights” for employees of thestate of Ohio. Velásquez isthe president of the FarmLabor Organizing Commit-tee, AFL-CIO (FLOC), aunion representing thou-sands of migrantfarmworkers throughoutNorth Carolina and theMidwest.

Stressing the impor-tance of these basic rights,Velásquez said the billwould leave “workingpeople “powerless, with noway to affect the most basicelements of their lives.”

He notes, that while thereis a real need to address theOhio’s fiscal situation, thebill “would only make upless than three percent of thedeficit – and the cost of thesesmall gains would be borneby further marginalizationof the middle class. . . At thesame time, Ohio has refusedto consider touching the

more than $800 million intax cuts for its wealthiestcitizens and corporations.Ohio’s strategy for deficitreduction is a sham if it doesnot include stopping theseinequitable tax benefits.”

Farmworkers, a groupexcluded from the NationalLabor Relations Act, havenever had the right to col-lectively bargain and havehistorically suffered someof the worst working andliving conditions in thecountry. Pointing out thatthese two facts are not unre-lated, Velásquez said, “thedismantling of collectivebargaining for public em-ployees will be one furtherstep in marginalizing agrowing group of citizens.”

“FLOC is vehementlyopposed to this misguidedlaw as we stand in solidar-ity with our colleagues, brothers and sisters in theranks of public employ-ment, and the citizens theyserve.”

an outline of fruit, vegetableand horticultural (FVH) pro-duction in the United Statesand a discussion of the earn-ings of the immigrantfarmworkers who work onFVH farms.

Statement fromFarmworker Justice: Un-like many parts of theeconomy, labor-intensivecrops actually have a posi-tive trade balance; our pro-duce growers are not onlyselling in the United Statesbut they are also exportingto other countries.

The report shows that de-spite dramatic growth in pro-ductivity and in exports, forwhich farmworkers are partlyresponsible, farmworkershave not shared in the ben-efits. Farmworkers continueto be very poorly paid, rarelyreceiving any fringe ben-efits. The labor laws continueto discriminate against

farmworkers.There are solutions and

one of them is to payfarmworkers higher wagesand give them fringe ben-efits. Another is to more vig-orously enforce employmentlaws. As the Farmworker Jus-tice/Oxfam America report,Weeding Out Abuses (2010)showed, there are rampantviolations of the minimumwage and other rights offarmworkers even thoughagricultural employers areexempt from many labor pro-tections afforded other occu-pations’ workers.

This report shows that theimpact on consumers of sub-stantially higher wages paidto farmworkers would beminimal, and we believe mostconsumers would be willingto pay a bit more for theirfresh produce if they knewfarmworkers were beingtreated better. This reportblows away the myth that a

head of lettuce in the su-permarket will cost $3 ifwe improve farmworkers’wages, a claim we oftenhear.

Another myth is that thesmall family farmer wouldbe hurt by better treatmentof farmworkers. The real-ity is that mostfarmworkers don’t work forsmall family farms; theywork for sizeable growers. Of course this is nothingnew. Carey McWilliamswrote about the industrial-ization of agriculture in“Factories in Fields” in1939.

Dr. Aida Barrera

March 19th, 2011: Over700 attended the 18th Día dela Mujer Conference thattook place at the KelloggCenter in East Lansing,Michigan. An unforgettableday, full of workshops andeducational classes that fo-cused on education, health, politics, interpersonal rela-tionships, culture, and devel-opment, but mainly on self-empowerment for Latinas ofall ages and backgrounds.

Among other renownedwomen, the Judge PatriciaPérez Fresard was present, sheis the first Latina ever electedto the Wayne County CircuitCourt and in this positionsince 1998. The HonorableJudge was one of the present-ers for a workshop about LawCareers and Minorities. Dur-ing dinner time, Judge PérezFresard shared her story andtalked about the importanceof education.

The theme this year—Build the future with yourvoice and action—made em-phasis on the ability that ev-eryone has to create the fu-ture they want. Just visualizeit, vocalize it, and put it inaction. There is no limit forwhat everyone wants to ac-complish.

This was also the messageexpressed by Dr. AidaBarrera, who was the finalkeynote speaker. Her wordsmotivated the audience andsent away the participants af-

ANN ARBOR: The Uni-versity Musical Society(UMS) presents SeptetoNacional Ignacio Piñeiro deCuba on Thursday, April 7,2011, beginning at 8 p.m. inAnn Arbor’s Hill Auditorium(825 North University Av-enue).

For more than 80 years,Septeto Nacional IgnacioPiñeiro de Cuba has reignedsupreme as the world’s fore-most champion of Cuban son,the musical heartbeat of Cuba. With a rich history firmlyrooted in the dance floor ex-plosion of son that took placein the 1920s and ‘30s, SeptetoNacional has been hailed asthe “inventors of salsa” (TheNew York Times) and “na-tional treasures” (The BostonGlobe).

In 2009, the group touredselect cities in the UnitedStates for the first time in 76years thanks to a special “cul-tural exchange” visa arrangedwith the State Department; on

ter an exciting day of learn-ing and network. Accordingto the Website of the Con-ference, “Dr. Barrera is a spe-cialist in multicultural com-munications and media stud-ies, stemming from program-ming she created and pro-duced for the Public Broad-casting Service (PBS) andNational Public Radio(NPR). Her PBS series,CARRASCOLENDAS, be-came the first network tele-vision production to addressthe needs of Latino childrenin the United States.”

Other speakers includedIsabel Montemayor andMarcelina Treviño Savala.

This year, the MaríaZavala Award was receivedby Alejandra “Ollie”Zuniga, a strong advocatefor education in Michiganand the United States. She isa native of Texas but movedwith her family to Saginawin the 1940s. Zuniga wascofounder of Saginaw’s GIForum’s annual CésarChávez Scholarship Lun-cheon, scheduled for March31, 2011, at Saginaw ValleyState University.

The Día de la Mujer Con-ference was organized by theOffice of Cultural& Aca-demic Transitions, Culturasde las Razas Unidas, Michi-gan State University and theConference Planning Com-mittee form by twenty onewomen and coordinated by

“This project is a work inprogress, but the process ofcoming up with better solu-tions is also rewarding. Wehave strong trust and work-ing relationship with the lo-cal healthcare workers, themayor of Lamay, and othervolunteer organizations.”

This year’s benefit “Tasteof Perú 2011,” includes a pre-sentation and slideshow bymedical students outliningthe project goals and chal-lenges for this year’s trip, pre-ceded by opening remarks by

Grants available for organizations thatassist farmworkers

The U.S. Department of Labor announced two grantcompetitions for the National Farmworker JobsProgram. One competition will fund organizationsthat will provide training, the other housing services,to migrant and seasonal farmworkers and theirfamilies. The National Farmworker Jobs Program helpsfarmworkers upgrade their agricultural job skills oracquire new ones in occupations that offer higherwages and more stable employment. In addition, theprogram provides supportive services such as childcare, health care and transportation. These servicesremove barriers to farmworkers beginning or remainingin training, and enable them to retain theiremployment. The housing portion of the program allowsorganizations to provide permanent housingassistance, temporary and/or emergency housingassistance, or a combination of both. Specific typesof activities allowed are defined in the solicitation forgrant applications. Typically, housing assistancegrantees provide these services in more than onestate or areas of a single state. Eligible applicants include, but are not limited to,community-based and public agencies that assistfarmworkers and their families in attaining greatereconomic stability. This competition is being conducted before thepassage of the Department of Labor’s fiscal year2011 appropriation in anticipation of funds beingmade available for National Farmworker Jobs Programgrants, but the department will not obligate any fundsfor 2011 grants until they are appropriated by Congress. Notices of both solicitations for grant applicationswill be published in the March 17, 2011 edition of theFederal Register. To view the full solicitations online, visit http://www.doleta.gov/grants/find_grants.cfm orhttp://www.grants.gov.
