As Interim President of the MGCC, Grigsby oversees and implements initial operations of the organization and also oversees the initial application review process for fund- ing by the MGCC. Governor Deval Patrick enacted the eco- nomic development act designed to help small businesses create jobs in part by pro- viding access to capital through the creation and $35 million capitalization of the MGCC. By creating the MGCC, businesses now have a centralized resource at the state-level that will be able to offer working capital, loan guarantees, grants and financial guid- ance -- including one-on-one mentoring services. The purpose of the Massachusetts Growth Capital Corporation is to create and pre- serve jobs at small businesses, women and minority owned businesses, and promote economic development in underserved, gateway municipalities and low- and mod- erate-income communities. At the March 1 North Shore Chamber Business Expo, the Board of Directors met with Charles Grigsby, Boston Private Bank board member and interim president of the newly formed Massachusetts Growth Capital Corporation. One by one, North Shore mayors stepped upto the podium at a North Shore Chamber ofCommerce luncheon yesterday and imploredthe Massachusetts Legislature to do some-thing about what they called dramatic andunsustainable annual rises in health carecosts.

The ballooning cost of health insurance formunicipal employees "is the most importantissue facing every city and town in the com-monwealth," Salem Mayor Kim Driscoll toldthe crowd at the Crowne Plaza North Shorein Peabody. The event was part of the NorthShore Business Expo.

North Shore Business Expo Luncheon - Mayors plead for Health Care Relief

"Rising fixed costs like health insurance andpensions are cannibalizing all the gains weget from growth," Driscoll said. "We face $1million annual increases in health insurancecosts. Think of what that does to a communi-ty. You want strong schools, nice parks andvibrant downtowns, but that quality of life isin jeopardy if we can't figure out health care."Newburyport Mayor Donna Holaday play-fully kidded her Salem counterpart, telling herto stop all the belly-aching.

"We wish we were in Kim Driscoll's positionwith an 8 percent increase" in health care,Holaday said. "We had a 16.8 percent

increase in Newburyport, which equates to $1million. How can we sustain that? We can't."In Beverly, health insurance for employeeswas $4.4 million in 1995, and back thenemployees paid only 10 percent of premiums,Mayor Bill Scanlon said. This year the citywill pay $20.9 million on insurance for pub-lic employees, even though workers are nowpaying 20 percent of the premiums.

Massachusetts enacted sweeping legislationin 2006 that has, by all measures, led to muchgreater access to health care insurance — thestate has the highest percentage of insuredresidents — but under the plan, costs havecontinued to escalate. Last month, Gov.Deval Patrick introduced a bill that wouldallow the government to have more say inhow much doctors and hospitals charge, butthere are still many unanswered questions.

"We've heard that something will happen, butwe heard that last year and the year before,"Scanlon said. "But this year, something hasgot to happen."

Peabody Mayor Michael Bonfanti saidunions, residents and state officials will allhave to make sacrifices to keep Peabody"financially stable."

In addition to health care reform, the biggesthelp that state officials could offer cities is"relief from unfunded mandates and outdatedrequirements," Bonfanti said.

The prime example of government getting inthe way happened last year when the state'sDivision of Occupational Safety, through theprevailing wage law, mandated that Peabodypay trash haulers $30 per hour — $5 per hourmore than the city had negotiated. Salem andsurrounding communities continue to pay$25 per hour for trash collectors, Bonfantisaid. The order will cost the city $1.4 millionover the life of the contract.

"Common sense would say the surroundingcommunities should be factored in," Bonfantisaid. "I guess common sense is not so com-mon. ... We need our state partners not to putunnecessary obstacles in front of us but tosupport our efforts."

Bonfanti, who announced in January that hewill not seek re-election to a sixth term thisNovember, had some parting words for hisfellow mayors.

Business Owners: ‘Slight’ Improvement In 2011While economic issues such as the cost ofhealthcare, taxes and the availability ofcredit have dominated headlines recently,Boston-area businesses' biggest concernsare somewhat more basic - namely,attracting and retaining customers.

But, local businesses are not quite readyto go on a hiring spree or spend a lot ofcash to battle competitors, according to asurvey of attendees at a Sovereign Bankeconomic outlook event this morning.

The event, co-sponsored by the BostonChamber of Commerce, invited the cham-ber members in attendance to submitanswers to pressing economic questionsvia electronic survey. A panel of localbusinessmen, including Barry Bluestone,dean of the School of Public Policy andUrban Affairs at Northeastern University,and Greg Pinto, chief investment officerof Baystate Wealth Management,
