A. Motion to Recommend the Policy Board Approve by Resolution the Six Projectsfrom the Second Call for Congestion Mitigation and Air Quality (CMAQ) Projectsfor FFY 2020/21 and 2021/22Debbie Trujillo reported that a second call for CMAQ projects was released on April21st and five applications were evaluated in addition to a proposed regional TeleworkProgram. She highlighted one of the projects in which the City of Waterford wouldinstall a traffic signal on State Route 132 at Yosemite Boulevard and Pasadena Avenue.

*By Motion (City of Waterford/City of Hughson), and a unanimous roll call vote,the Management and Finance Committee recommended that the Policy Board approveby Resolution the six projects from the second call for Congestion Mitigation and AirQuality (CMAQ) projects for FFY 2020/21 and 2021/22.

B. Public Hearing Announcement for Draft Formal Amendment 15 to the 2019Federal Transportation Improvement Program (FTIP) – Type 5 Amendment andDraft 2020 Corresponding Conformity AnalysisDebbie Trujillo reported that there would be a Public Hearing at the Policy BoardGoToWebinar on August 19th to receive comments on the Draft Formal Amendment 15and the Draft 2020 Conformity Analysis. She stated that a 30-day public review andcomment period was underway and would conclude on August 24th at 2:00 pm. Sheprovided information on how to participate in the public hearing, and said theamendment could be viewed on the StanCOG website at www.stancog.org. She alsohighlighted one of the projects in which the City of Modesto would reconstruct theexisting roadway at Briggsmore/Carpenter Road, over State Route 99.

C. Motion to Recommend the Policy Board Approve by Resolution the FY 2020/21State of Good Repair Program Project ListEdith Robles provided an overview of the State of Good Repair Program. She statedthat staff along with the transit operators proposed that all regional funds for FY2020/21 be allocated to extend the contract with Guarantee Janitorial for the RegionalBus Shelter Cleaning Project which was initially approved by the Policy Board inDecember 2017.

*By Motion (Stanislaus County/City of Patterson), and a unanimous roll call vote,the Management and Finance Committee recommended that the Policy Board approveby Resolution the FY 2020/21 State of Good Repair Program Project List.

D. Draft 2020 StanCOG Title VI Compliance Report and the Draft 2020 LanguageAssistance Plan for Limited English Proficiency IndividualsEdith Robles provided an overview of the draft documents which had been updated.She indicated that they were required to be updated every three years and reviewed thegoals of the plans. E. FY 2018/19 Measure L Oversight Committee Annual Report and Measure LIndependent AuditsKaren Kincy stated that the Certified Public Accounting firm of Hudson Henderson hadcompleted the Measure L audits for the year that ended June 30, 2019. She reported thatthere were two findings regarding incorrect reporting by the City of Ceres and the Cityof Oakdale. She reviewed the findings and said that both cases had been corrected bythe agencies and in the StanCOG database, and that neither jurisdiction was cited forcompliance issues. She indicated that the Measure L Oversight Committee hadreviewed the audits and issued their annual report as required.

8. EXECUTIVE DIRECTOR REPORTRosa Park reported on the fiscal impacts of COVID-19 on Measure L and LocalTransportation Funds (LTF) for the year that ended on June 30th. She said the impacts wereminimal on LTF and Measure L but that the final report on State Transit Assistance (STA)funding had not yet been received. She also introduced new Principal Planner TreyWadsworth who would be working on Long-Range Planning and Measure L.

SUBJECT: Dibs Annual Report and Bike to Work Month 2020

Background

The Stanislaus region is located in the federally designated San Joaquin Valley Air Basin, which is designated as a non-attainment area. As the Regional Transportation Planning Agency and Metropolitan Planning Organization for the Stanislaus region, the Stanislaus Council of Governments (StanCOG) must satisfy the Transportation Control Measure (TCM) requirement contained in the San Joaquin Valley Air Pollution Control District’s (SJVAPCD) air quality plan.

Transportation Control Measures are defined by the Federal Transportation Conformity Rule as any action taken to adjust traffic patterns or reduce vehicle use in order to reduce air pollutant emissions. TDM programs aim at reducing dependence on motorized travel, particularly single occupancy vehicles, on the transportation network. TDM programs help to address the region’s most significant concerns, including traffic congestion, air quality, public health, dependence on fossil fuels, climate change, and greenhouse gas (GHG) emissions.

Dibs, formerly known as Commute Connection, serves San Joaquin, Stanislaus, and Merced Counties and is a TCM and Transportation Demand Management (TDM) Program. Dibs provides smart traveling tools and services, including trip planning and ride matching software; administers vanpool subsides; and promotes alternatives to driving alone by outreaching to local employers and community based organizations and developing marketing materials.

Dibs also supports Bike to Work Month, also known as National Bike Month, which is part of a nationally celebrated campaign established by the League of American Bicyclists in 1956 to “showcase the many benefits of bicycling and encourage more people to give bicycling a try.” Dibs promotes Bike to Work Month in May of each year by partnering with local agencies and employers and organizing events showcasing the benefits of biking to work.

Discussion

During Fiscal Years 18/19 and 19/20, Dibs added 505 users to its ride matching smart phone and web based application, CommuteTrack, bringing the total to 2,757 users, and added 30 vanpools to bring the total number of vanpools to 54. These efforts are estimated to have reduced greenhouse gas emissions in the Stanislaus region by approximately 85 tons over the two year period.

Dibs has also held meetings with local agencies and employers, including, but not limited to, Frito Lay, Amazon, and Blue Diamond, to educate workers on the benefits of and resources available for smart travel.

Due to the COVID-19 public health crisis and subsequent State and County restrictions on public gatherings and events, all local, in-person Bike to Work Month activities scheduled for the month of May were canceled. However, through its commute-tracking application, Dibs offered incentives and prizes to participants who tracked their commutes throughout May of 2020. Prizes included food delivery, meal kit, and bike shop gift cards. Dibs also updated its website to include tips and guidelines available to employers and employees in the region to maintain productivity and promote healthy lifestyles while working remotely.

Recommendation

Recommend Policy Board adopt by Resolution Formal Amendment 15 to the 2019 Federal Transportation Improvement Program (FTIP) Type 5 Amendment and the Corresponding 2020 Conformity Analysis.

Background

As the designated Metropolitan Planning Organization for the Stanislaus Region, StanCOG is responsible for managing a document called the Federal Transportation Improvement Program (FTIP). The FTIP is a short range, four-year, program of projects that implements the long-range Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) to accomplish improvements in mobility and air quality.

The FTIP is a financially constrained program that identifies the current and pending uses of federal and state transportation funds. Pursuant to federal legislation, no project may receive federal funding unless it is contained in an approved FTIP. The 2019 FTIP contains the entire list of transportation projects for which state and federal funds have been awarded through StanCOG, Caltrans, Federal Highway Administration, Federal Transit Administration, or other grantor agencies for Federal Fiscal Years (FFYs) 18/19 – 21/22. Occasionally, the FTIP must be amended to add or modify project descriptions or funding amounts, change program funding year, or delete existing projects.

The Federal transportation conformity regulations specify criteria and procedures for conformity determinations for transportation plans, programs, and projects and their respective amendments. The Conformity Analysis demonstrates that the criteria specified in the Federal transportation conformity regulations for a conformity determination are satisfied by the 2019 FTIP and 2018 RTP/SCS.

No comments were received.

Formal Amendment 15 to the 2019 FTIP meets all applicable transportation planning requirements per 23 CFR Part 450 and 40 CFR Part 93 and conforms to the applicable State Implementation Plans (SIPs) and included an updated Financial Plan. The Draft 2020 Conformity Analysis incorporates new 2006 24-hr PM2.5 standard conformity budgets and EMFAC2014 adjustments developed by California Air Resources Board (CARB) to account for Safer Affordable Fuel-Efficient (SAFE) Vehicles Rule impacts.

Recommend the Policy Board approve by Resolution the transfer of Public Transportation Modernization, Improvement and Service Enhancement Account (PTMISEA) program funds from the City of Ceres to the City of Modesto in the amount of $156,129.

Background

The PTMISEA program was created by Proposition 1B in 2006 as a part of a comprehensive, voter-approved transportation bond investment package. This program was designed to help advance important goals and policies, including protecting the environment and public health, conserving energy, reducing congestion, and increase mobility and accessibility. Funds are apportioned by the State Controller’s Office on an annual basis and allocations are determined in accordance with the Public Utilities Code formula distributions: 50% to Local Transit Operators based on fare-box revenue and 50% to Regional Entities based on population, similar to the existing State of Good Repair Program.

Eligible projects under this program include transit rehabilitation, safety or modernization improvements, capital service enhancements and/or expansions.

The final appropriation for this program was made in FY 2014/-15 and recipients have until June 30, 2023 to expend all remaining funds.

Discussion

In FY 2014/15 StanCOG received a total of $5,463,529 in PTMISEA funds for regional projects. Of those funds, the StanCOG Policy Board sub-allocated $235,500 to the City of Ceres for their Bus Shelter Improvement Project, as shown in Table 1.

The City of Ceres has continuously worked on this project and is near completion with a scheduled close out date of December 2020. However, with the recent decision to consolidate transit services with the City of Modesto, the project was put on hold. There is a total of $156,129 of unused funds for this project.

StanCOG Staff has been working with the City of Ceres, the City of Modesto, and Caltrans to determine how to expend these funds in the most efficient manner. Staff is recommending the Policy Board reallocate the funds from the City of Ceres to the City of Modesto to cover some of the following expenses as they relate to the City of Modesto and City of Ceres transit services consolidation:

- repainting of buses- purchase and installation of the automatic vehicle location (AVL) equipment on buses- purchase and installation of Token Transit on the buses, which allows riders to purchase

transit tickets using their smart phone- bus stop sign replacement- addition of surveillance equipment to the buses

The proposed project will ensure the transit services in the City of Ceres are upgraded to the same level of technology as the City of Modesto. This will make for a smooth transition and allow all MAX riders to share the same experience.

Recommend the Policy Board adopt the Safety Performance Targets for the Modesto Area Express (MAX) Transit System.

Background

On July 19, 2018, the Federal Transit Administration (FTA) published the Public Transportation Agency Safety Plan (PTASP) Final Rule, 49 CFR Part 673, which requires certain federal fund recipients to develop a safety plan. The rule applies to all transit operators who are direct recipients or sub-recipients under FTA’s Urbanized Area Formula Program (FTA Section 5307). The PTASP rule became effective July 19, 2019; however, due to the COVID pandemic, FTA has extended the compliance deadline from July 20, 2020 to December 31, 2020. Each transit operator must establish and self-certify its initial PTASP by the deadline and re-certify its plan on an annual basis thereafter.

As part of the PTASP, each transit agency must establish safety performance targets to address the safety performance measures identified in the National Public Transportation Safety Plan. The safety performance targets are included as part of the transit agencies strategies for minimizing the exposure of the public, personnel, and property to unsafe conditions.

Safety targets must be broken down by mode and address the following:

Once established, the PTASP must be submitted to the Metropolitan Planning Organization (MPO). The MPO must accept each transit operators targets or set its own for the region.

Discussion

On April 14, 2020 the City of Modesto submitted the PTASP for the Modesto Area Express (MAX), with the safety performance targets presented in Table 1. The Modesto City Council adopted the targets on April 7, 2020.

Background

As the designated Metropolitan Planning Organization (MPO) for the Stanislaus Region, the Stanislaus Council of Governments (StanCOG) programs federal and state transportation funding and ensures that those funds are being secured efficiently. Failing to meet project delivery dates for any phase of a project may jeopardize federal funding to the region.

The 2019 FTIP programmed the region's projects over a period of four federal fiscal years (FFY 18/19, 19/20, 20/21, and 21/22) and is a comprehensive list of transportation projects that receive federal funds, require a federal action, or are regionally significant. StanCOG closely monitors the status of all projects programmed in the FTIP through close communication with the local jurisdictions.

Discussion

The 2019 FTIP Monthly Project Status Report for FFY 2019/20 demonstrates that, as of August 19, 2020, the Stanislaus Region has obligated 87.32% of its FFY (October 1, 2019 through September 30, 2020) federal apportioned funding (see Attachment 1).

Background

The Measure L revenue projection per the expenditure plan is $38,000,000, annually. Measure L funds are received monthly from the State Board of Equalization (BOE). Monthly estimated allocations are made by the BOE using methodologies to estimate sales tax revenues based on past reports for the region. The actual amount for sales tax revenue is calculated in the month following the end of each quarter, at which time the BOE will deduct their administrative fees for the quarter and issue a final quarterly payment for the net amount based on the actual quarterly revenue received. Distributions made to jurisdictions for FY 2019/20 are based on receipts from August 1, 2019- July 31, 2020.

Discussion

As of July 24, 2020, StanCOG has received $45,742,643 for FY 2019/20. The attached schedules show the status of the Measure L receipts as of July 2020. Attachment 1 provides the total monthly allocation to date as compared to the total estimated for the Fiscal Year. The year to date comparison between FY 2018/19 and FY 2019/20 reflects a decrease of Measure L revenue of $32,724. For FY 2019/20 StanCOG received $45,742,643 resulting in $7,742,643 additional funds over the projected amount of $38,000,000.

Background

The FY 2019/20 Local Transportation Fund (LTF) revenue estimate, as issued by the County Auditor-Controller, is $23,000,000. LTF funds are received monthly from the State Board of Equalization (BOE). StanCOG takes the July LTF deposit and accrues it back to June of the previous fiscal year; therefore, the first LTF deposit for the new fiscal year begins with the month of August.

Discussion

As of July 24, 2020, StanCOG has received $24,149,582 for FY 2019/20 resulting in $1,149,582 additional funds over the projected amount of $23,000,000. The attached schedule provides a ten-year overview and current year comparison of the LTF funds received. As shown in the attached schedule, as of July 2020, StanCOG has received $24,149,582 of LTF for FY 2019/20 versus $24,479,413 for FY 2018/19 resulting in a decrease of $329,832.

* Using the prior year's quarterly tax allocation as a starting point, the Board of Equalization (BOE) first eliminates nonrecurring transactions such as fund transfers, audit payments and refunds. Then BOEadjusts for growth and the state tax in order to establish the estimated base amount. BOE distributes 90 percent of the base amount to each local jurisdiction in three monthly installments (advances) priorto the final computation of the quarter's actual receipts. BOE withholds ten percent as a reserve against unexpected occurrences that can affect tax collections (for example, earthquake, fire, or othernatural disaster) or distributions of revenue such as unusually large refunds or negative fund transfers. The first and second advances each represent 30 percent of the 90 percent distribution, while thethird advance represents 40 percent.

B. ACE Ceres-Merced Extension Project UpdateKevin Sheridan provided an update on the ACE extension project. He said the EIR hadbegun and that public scoping webinars were planned for June 25 and June 30.

C. Regional Early Action Planning (REAP) Grant Program UpdateChris Jasper provided an update on the REAP program in the San Joaquin Valley. He saidan RFP had been released for a team to coordinate the San Joaquin Valley’s REAP activitiesand serve as an overall REAP Program Manager. Rosa Park indicted the RegionalHousing Needs Assessment (RHNA) was a state requirement for StanCOG to develop.

D. State Legislative UpdateGus Khouri provided an update on State legislative matters and priority bills of interest. Hesaid the State budget for FY 2020/21 had been submitted to the Governor as required byJune 15th.

E. Transit Efficiency and Innovations Study Transition Plan UpdatePhil McGuire provided an update on the progress to date and next steps to the transition planfor the Transit Efficiency and Innovations Study. He said that the City of Modesto andStanislaus County would both be considering participation in the Memorandum ofUnderstanding (MOU) at July meetings and Member Gil Esquer indicated that the City ofTurlock would be considering participation in the MOU at its next Council meeting.

F. Motion to Approve by Resolution 19-53 the FY 2020/21 Transportation DevelopmentAct (TDA) Apportionments for Transit and Other Purposes and Approve byResolution 19-54 the FY 2020/21 TDA Allocations for TransitKaren Kincy provided an overview of the TDA apportionment and allocation process. Shesaid that it was recommended that $18,000,640 be approved for transit claims and theremaining LTF funds of $5,048,960 be held in reserves for future transit use.

Transit Efficiency and Innovations Study Transition Plan UpdatePhil McGuire provided an update on the progress to date and next steps to the transition planfor the Transit Efficiency and Innovations Study. He said that the target for transition to fulltransit operation by the new Transit Joint Powers Authority was July 2021.

C. Motion to Recommend the Policy Board Provide Concurrence with and Approve byResolution the Transition Described in the Memorandum of Understanding (MOU)between the City of Ceres and City of Modesto for the Provision of PublicTransportation Services within the Ceres City LimitsKaren Kincy said that the Cities of Ceres and Modesto had entered into a MOU to allow theCity of Modesto to operate transit services within the Ceres City Limits. She said thatconcurrence and approval was required from StanCOG by Caltrans.

B. StanCOG Non-Motorized Transportation PlanChris Jasper provided an overview of the update to the Non-Motorized Transportation Plan(NMTP). He reported on the various methods used to maximize public outreach during theCOVID-19 stay-at-home orders and reviewed the plan’s next steps. He stated that the draftdocument was anticipated to be completed by the winter of 2020 and was expected to bepresented to the Policy Board in early 2021. He also encouraged the members to visit the NMTPweb page available on the StanCOG website at: http://www.stancog.org/nmtp.shtm and to alsofollow StanCOG on Facebook for further details and updates. A discussion followed andmembers had their questions answered.

C. Motion to Nominate FY 2020/21 Bicycle/Pedestrian Advisory Committee (BPAC) Chairand Vice-ChairCindy Malekos explained that it was time to select the Committee’s Chair and Vice-Chair forthe next fiscal year which was to begin July 1st.

Shestated that due to State guidelines, GoToMeetings would be held as long as the Governor’s orders werein place.

7. MEMBER REPORTSSeveral of the members stated that they have noticed that during this time of COVID-19 there hadbeen significant increase in bicycle traffic and were hoping it continued when things went to normal.The also voiced their concerns over the need of education for the new bike riders.

Charles Carroll with Caltrans District 10 reported that they were in the process of developing a district-wide Active Transportation Plan. He stated that they were transitioning into the public outreachcomponent of the plan, but because of COVID-19 they would be using web-based methods. He statedthat the plan was expected to be completed in 2021, and that there would be a comment period toreceive public and agency comments.

She reviewed the four comments and stated the overall finding was thatthere were no Unmet Transit Needs that were reasonable to meet, per the PolicyBoard’s adopted definitions, for FY 2020/21. A discussion followed and the membershad their questions answered. Member Elizabeth Claes provided comments in favor ofmore access to transportation for the isolated and elderly.

In accordance with Governor Newsom’s Executive Order N-29-20, the Stanislaus Council of Governments (StanCOG) Board Room was closed, and the Social Services Transportation Advisory Council (SSTAC) members and staff participated in this meeting via GoToMeeting. In the interest of maintaining appropriate social distancing measures, members of the public were provided the opportunity to participate in the meeting electronically and had the right to observe and offer public comment during the meeting.

A. Motion to Recommend the Policy Board Approve the FY 2020/21 TransportationDevelopment Act (TDA) Apportionments for Transit and Other Purposes andApprove the FY 2020/21 TDA Allocations for TransitKaren Kincy provided an overview of the Transportation Development Act (TDA) andState Transit Assistance (STA) funds allocation process. She stated that after allocationsfor Administration, Planning, Non-Motorized and regional projects were deducted, it wasrecommended that $18,000,640 be approved for transit claims and the remaining LTFfunds of $5,048,960 be held in reserves for future transit use.

B. Motion to Recommend the Policy Board Adopt the 2020 Public Participation Plan(PPP)Debbie Trujillo provided background information on the Public Participation Plan. Shereported that the draft document was released for a 45-day public review period thatbegan on April 1st and concluded at 3:00 pm on May 18th, and that two public hearingswere conducted via teleconference on April 14th. She stated that one comment wasreceived and that the comment and response would be included in the final PPPdocument, which would be presented to the Policy Board at their June 17th meeting.There was a brief discussion and members’ questions were answered.

C. Motion to Recommend the Policy Board Adopt the FY 2020/21 Unmet TransitNeeds Identification and Analysis ReportEdith Robles provided an overview of the Unmet Transit Needs process and reviewed thevarious outreach methods used to receive public input. She stated that StanCOG receiveda total of 71 public comments, and of those, four were identified as Unmet Transit Needs.She reviewed the four comments and stated the overall finding was that there were noUnmet Transit Needs that were reasonable to meet, per the Policy Board’s adopteddefinitions, for FY 2020/21. Chair Morales thanked Edith and StanCOG staff for theeffort that was put forward to receive public comments.

D. StanCOG Non-Motorized Transportation PlanChris Jasper provided an overview of the update to the Non-Motorized TransportationPlan (NMTP). He reported on the various methods used to maximize public outreachduring the COVID-19 stay-at-home orders and reviewed the plan’s next steps. He statedthat the draft document was anticipated to be completed by the winter of 2020 and was

expected to be presented to the Policy Board in early 2021. He also encouraged the members to visit the NMTP web page available on the StanCOG website at: http://www.stancog.org/nmtp.shtm and to also follow StanCOG on Facebook for further details and updates. A brief discussion followed and members’ questions were answered.

E. Motion to Nominate FY 2020/21 Social Services Transportation Advisory Council(SSTAC) Chair and Vice-ChairCindy Malekos explained that it was time to select the Council’s Chair and Vice-Chairfor the next fiscal year which was to begin July 1st.

*By Motion (Member Adam Barth/Member Carla Strong), and unanimous roll callvote, the Council re-elected Stacie Morales to serve as Chair and elected Carol Bowmanto serve as the new Vice-Chair for FY 2020/21.

6. TRANSIT MANAGERS/MOVE REPORTAdam Barth with Modesto Area Express (MAX) stated that MAX was offering free rides inJune through the end of July, and that they had resumed full service. He provided informationon several new routes that would be starting in July which included the former Ceres AreaTransit route, a new route to Stockton with a stop in Manteca and the Escalon system eTrans.

Angela Swanson with MADAR stated that starting July 1, MADAR would be expanding to theCity of Ceres which would open transportation to the whole region for one fare. She providedan update on their contract with Storer Transportation, which had to be extended because of theCOVID-19 situation. She also reported that ridership was down to about 20% and that theywere only transporting one person at a time because of the health conditions of their riders.

Letty Ortiz with Stanislaus Regional Transit (StaRT) reported that they were back to fullservice and that they were offering free rides in June through the end of July.

Stacie Morales with MOVE reported that their lobby was open for appointments only and thatthe office was using minimal rotating staff. She stated that there were no ADA eligibilityappointments at the time, anyone calling in would receive 90-day full and immediateeligibility, and she reviewed safety changes being made to allow for future appointments. Shestated that their travel training was not available because the day programs and senior programswere not open at the time. She also provided information on Unite Us, a web-based referralprogram, and stated she would like to set up a webinar for the SSTAC members to attend, ifinterested.

7. CALTRANS REPORTSteven Martinez reported that in May, Caltrans honored the lives of 189 fallen highwayworkers at its 30th Annual Memorial. He stated that even though there had been less highwaycongestion during the COVID-19 stay-at-home orders, there was an 87% increase in citationsfor speeding in excess of 100 mph. He also stated that during COVID-19, Caltrans hadauthorized food trucks in State rest areas to help provide food to truck drivers and motorists, aswell as provide opportunities to food truck operators. He also provided information on a trafficadvisory and upcoming construction on State Route 99.

8. EXECUTIVE DIRECTOR REPORTCindy Malekos, on behalf of Rosa Park, thanked the members for participating in virtualmeetings, and offered assistance to anyone who may be having technical difficulties logging

into the meetings. She stated that due to State guidelines, GoToMeetings would be held as long as the Governor's orders were in place.

Arie Barnett-Lynch stated that StanCOG had been sending out a monthly newsletter to provide Stan COG updates for the members.

9. MEMBER REPORTS Carol Bowen with Catholic Charities reported that they were continuing in a reduced capacity for senior-assisted transportation but were providing rides for essential appointments and grocery shopping. She stated that they were hoping to be at full capacity within two weeks. She also provided infmmation on their senior meal delivery which provided 1,600 meals to home bound seniors in the last two months.

Mohamed Rashid with DRAIL repo1ied that they had been back in the office for two and a half weeks and were staggering staff, half in the morning and half in the afternoon. He also stated that there were no in-person appointments, and that all business was done by phone.

Carla Strong with Howard Training Center reported that their day programs were deemed non­essential and expressed her concern for their 150 clients, some of whom would not be able to return because of the new procedures that may be put in place. She stated that their kitchen and community employment were considered essential and were running with a skeleton crew. She also reported that their facility on Stratos Way had been moved and they were all at one location at Stonum Road. She also stated that next year's CrabFest Fundraiser would be held on the first weekend in February and would potentially be a drive-through event.
