professional. This person will be part of the
CONFIRE Leadership Team that works cohesively to
improve customer and operational services for San
Bernardino County’s regional 9-1-1 fire and EMS
emergency communications provider.
CONFIRE is a Joint Powers Authority (JPA) located
in the city of Rialto in San Bernardino County,
California. It was established in 1990 to provide
communications, dispatch, computer
information systems support (IS) and geographic
information systems (GIS) to the CONFIRE
member and contract agencies. CONFIRE
Communications Center’s (Comm Center)
primary mission is to provide 24-hour fire, EMS
and rescue dispatch services to the agencies that
comprise the organization. These include Apple
Valley Fire Department, Big Bear Fire
Department, Colton Fire Department, Loma Linda
Fire Department, Montclair Fire Department,
Rancho Cucamonga Fire District, Redlands Fire
Department, Rialto Fire Department, Running
Springs Fire Department, San Bernardino County
Fire Department, and San Manuel Fire
Department. There are over 100 fire stations in
this area serving two million people. Comm
Center dispatches over 200,000 fire and EMS
incidents per year.
The CONFIRE Information Services Division
supports this operation and provides complete
information services to several of the CONFIRE
agencies. The CONFIRE IS Division is undertaking a $5 million upgrade of its technology infrastructure and network
to serve the expanding needs of these public safety agencies.

Overview of the Position
The Business Manager/Analyst is a key member of the CONFIRE
Leadership Team and will report to and receive overall policy
direction from the CONFIRE Director. This position will oversee all
facets of CONFIRE’s fiscal and administrative workflow. This includes
annual budget preparation, day-to-day fiscal operations,
participating in CONFIRE’s on-going Planning Process, and capital
improvement programs. The Business Manager/Analyst researches
and recommends improved fiscal procedures and processes. They
work with other CONFIRE Managers to support their programs by providing tools and guidance to assist them in their fiscal
responsibilities. The Business Manager/Analyst works with the Director to develop and monitor key metrics for measuring
fiscal performance, and coordinates year-end accrual processes and required audits for Board of Director review. Other duties
include contract and grant management, procurement, RFP and bid documentation.
CONFIRE contracts with the San Bernardino County Fire District for Human Resources and limited fiscal services. The Business
Manager/Analyst is the Liaison for CONFIRE to those entities, working with them on human resource management and certain
fiscal matters including employee group negotiations, worker’s compensation, and workplace safety initiatives. This position
participates in recruitment and hiring processes, including applicant reviews and interviews, and supervises three support
staff positions.

CONFIRE operates through a Joint Powers Agreement, thus it is an independent government agency that holds regular public
meetings that are subject to provisions of the Brown Act. The Business Manager/Analyst works with the CONFIRE Leadership
Team to develop agendas, record minutes, and complete other administrative requirements related to the management of
Special Districts. The Business Manager/Analyst works with JPA member and contract agency representatives (Fire Chiefs) on
matters related to JPA and agency business.
The Business Manager/Analyst participates in regular staff meetings providing input on all topics related to the business and
operations of CONFIRE. They will assist with drafting, establishing, revising, and implementing policies and procedures for
business operations.
In summary, this position is key to the overall success of CONFIRE. The agency has been undergoing significant change as the
mission of public safety adapts to current and future operational realities in the context of a multi-agency, regional provider
of critical infrastructure services. Limited resources necessitate thoughtful and keen insight by leaders responsible for the
delivery of these services. The CONFIRE Business Manager/Analyst is in the thick of all that happens at this progressive and

Compensation and Benefits salary (July 2017)
Compensation and Benefits up to $88,858 annual salary
In addition to a competitive salary, CONFIRE offers an excellent benefits package including:

Ideal Candidate and Minimum Qualifications
The new Management Analyst will have outstanding leadership qualities that encourage strength, stability and
credibility of the team, demonstrating a strong skill set on improving and enhancing the transparency and
responsiveness of the CONFIRE business operations. This ideal candidate will
have prior management experience in a public entity environment,
preferably within a public safety organization, having improved the
organization’s fiscal and business related operations. The
successful Management Analyst chosen to help lead this fast-paced and
robust environment will convey the vision of the organization while
providing hands-on management and leadership to inspire others to guide
CONFIRE to greater achievements through a collaborative approach in
decision-making and problem solving.
The Management Analyst will have completed a Bachelor’s Degree in Business, Accounting, Public
Administration or closely related field. They will have three (3) years of professional level administrative
experience and have above average skills in the use of modern business applications (Microsoft Office).
