As the year progresses, MaMHCA continues to serve as the leading advocate for LMHCs in Massachusetts. Our presence on Beacon Hill grows stronger as our legislation continues to build support with cosponsors and widespread support for our inclusion of Section 12 and 35 abilities. We continue to build relationships with other advocacy groups and partner on legislation and policy that will help strengthen the mental health community as a whole.

Educationally, our CEU programs have never been stronger. We have some of the most comprehensive training programs focused on standardizing Supervision that bests any other program on the market. Our presenters are top notch, and we constantly look to expand our outreach and position ourselves as leading educators of professionals in the field.

Our Licensing Exam Prep courses continue to thrive and assist dozens of individuals every cycle, being able to breathe a bit easier before their license exam date. With your ongoing support, we can continue to bring all of these exciting programs and initiatives to every-one and continue to expand on them year after year.

In addition to all of the exciting things being done in Massachusetts, we are also working on a number of programs nationally. CE Audit are Coming Fall 2017! LMHC License renewal forms will be sent out in the Fall of 2017. As many of you know, the Licensing Board conducts a random audit of Continuing Education every license renewal cycle. In recent years the Board has conducted a second cycle of audits because they found very poor CE compliance. In one recent cycle 19 LMHCS had CE violations, 18 paid fines and 1 LMHC was allowed to voluntarily surrender their license. Please let’s not have that situation occur again. Please have your 30 CEs ready for your License Renewal.

►MaMHCA provides many opportunities for LMHC members to receive CEs – through our own MaMHCA sponsored work-shops, through our Home Study Books Program, and through the list of 375+/-MMCEP Approved CE Workshops each quarter.

“Breaking Barriers” – 2017 Call for Art from the Massachusetts Office of Disability. The Massachusetts Office of Disability is accepting submissions for original two dimensional works of visual art that speaks to the theme of “Breaking Barriers” for persons with disabilities. The deadline for submissions is August 1, 2017. The call for art is open to all MA residents 18 years and older, AND, to out-of-state-students at MA colleges and universities. This will be a juried exhibition. The selected works will be displayed at an exhibition and online, social media channels, and Massachusetts Office of Disability publica-tions. The entry rules and submission information can be found at www.mass.gov/mod/art.

MaMHCA’s 11th Job and Career Fair MaMHCA’s 11th Job and Career Fair will be held on Friday, May 5, 2017 at the Dedham Holiday Inn, 9:00 a.m. to 1:00 p.m. This event is FREE for MaMHCA members. MaMHCA MMCEP Continuing Education MilestonesThe MaMHCA/MMCEP Continuing Education Program has reached a new milestone for our LMHCs with 1510 Approved CE Programs in 2016! This represents a 50% increase in the number of CE Programs approved for LMHCs in 2015 and 2014, and 2017 is on track to be an even bigger year. This means many, many more options for LMHCs for Continuing Education.

We have been working with several large teaching hospitals and medical schools to accommodate their newer formats in providing ongoing training programs for CEs. And, similarly, major national providers of on-line CE programs have become approved providers for Massachusetts LMHCs through our program. More NewsBriefs on next page

Massachusetts Attorney General Maura Healy, has set up a Hate Crimes Reporting Hotline for victims of these crimes in our state. 1-800-994-3228

“The hotline will be managed by attorneys and staff in the AG’s Office. While not every incident will be ap-propriate for legal action, the AG’s Office will be tracking reports and appropriate matters may be referred to local law enforcement or the Attorney General’s Criminal Bureau.

Any Massachusetts resident who has witnessed or experienced bias-motivated threats, harassment or violence may call the Attorney General’s Hotline at 1-800-994-3228 or fill out a civil rights complaint form at a link (on the AG’s website). Residents may also contact the AG’s Office through its social media platforms, including Facebook and Twitter.

Potential hate crimes – including bias-motivated assault, battery, and property damage – should also be reported to the local police in the first instance. Residents who fear for their immediate safety should call 911.” From AG Healy’s initial announcement

We are very pleased that MaMHCA’s 2 Bills, “An Act Relative to expanding access and safety of mental health services for [clients of] LMHCs” (SB 1109) and (HB 1061) and “An Act establishing a Behavioral Health Workforce Development Trust Fund” (HB 10620, have received their Bill Numbers and have been assigned to the Joint Committee on Mental Health and Substance Use and Recovery. Both Bills are spon-sored by Rep. Josh Cutler and Senator Joan Lovely. They have not yet received hearing dates.

We want to thank all our members who helped with our efforts to secure co-sponsors for our bills. While the House date for obtaining co-sponsors is past, the Senate will still accept co-sponsors signing on to bills until hearing dates are set. Please check Joe’s article, Page 5 for more information.

Why Get the MaMHCA Certified Clinical Supervisor Credential?

Although the rates for the MaMHCA Certified Clinical Supervision Training Program workshops leading to the MaMHCA Certified Clinical Supervisor Credential (MaCCS) are extremely competitive, these workshops are not free. Why would someone pay for something to certify them to do something that they can do three years after obtaining an LMHC? Good question!

First – Training and continuing education in supervision studies is a requirement of being a supervisor in the LMHC license regulations! (CMR-262 8.03(4) Ethics and Standards of Practice.

Second – National trends in licensing laws regarding supervision and supervisors are increasingly including requirements for training for supervisors. (See article Below).

And so, the MaMHCA Certified Clinical Supervision Program keeps right on growing. Want to know who’s taking it and why?

Here are some people who recently began the program on why they decided to invest their time and money into the credential:

Courtney Daruszka, LMHC: “I started the MaMHCA Certified Clinical Supervision Program because I wanted to gain the necessary skills, competen-cies, and professional guidance to ensure that I am providing the most thorough and comprehensive supervision as possible in my new role

Sylvia Silva, LMHC: “I want to improve my supervisory skills by refining my knowledge on the several aspects of the work of a supervisor.

Sinead McCarthy, LMHC: “I registered for this training because I am beginning my career as a clinical supervisor for the masters and doctoral level practicum students at my organization. I feel that it is important to process my own experience as a supervisee and understand how those will shape my supervisor role development. Also, I am eager to learn the different supervision modalities to enhance my skill. There needs to be more formal regulations and trainings for supervisors to set the groundwork for future generations of clinicians to know that they can find support.”

Barbara Beebe, LMHC: “I want to gain professional growth and increased competency. I want to enhance my credibility at the same time I broaden my career opportunities by offering clinical supervision services to newly trained clinicians.”

The MaMHCA Certified Clinical Supervision Program can be started at any time after LMHC licensure, and the workshops can be taken in any order. Most people complete it within two years although some completed it in a little over a year.

Legislative Update: Joseph Weeks, LMHC, Director of Public Policy and Legislation

Greetings!

Massachusetts legislators are fully acclimated into their new roles on Beacon Hill. Bills have been assigned official numbers and directed to their respective committees and committee assignments have been doled out. This is a great time for Massachusetts constituents to begin the long and exciting advocacy process.

As you may already know, MaMHCA has filed 3 bills HD 57 “An Act Relative to Expanding Access and Safety of Mental Health Services”, which now has a bill number HB 1061, on the House side and SB 1108 on the Senate side, and “An Act Relative to Establishing a Behavioral Health Workforce Development Trust Fund” HD220, now HB 1062, and lastly, “An Act Funding the Behavioral Workforce Development Trust Fund” HB 601, formerly HD222.

All of our bills have been assigned to the Joint Committee on Mental Health, Substance Use and Recovery, Chaired by Senator Jennifer Flanagan and Representative Denise Garlick.

MaMHCA is also continuing to partner more and more with our fellow professionals through the Mental Health Coalition. Carol Trust, the Executive Director of NASW-MA has retired since our last newsletter. She has been the Chair of the Coalition for a number of years and has done a wonderful job in working for the best interest of mental health and all the providers that do the work. She was a great leader of mental health advocacy. Brian Doherty of the Mass Psychological Association (MPA) will be taking her the place as the new Chair of the Committee. Since the reorganization of the Mental Health Coalition, the groups that comprise it have made a significant effort to continue our unified efforts to work on behalf of the mental health community. MaMHCA will be making strides, continuing to partner with other advocates to increase our strength and notoriety on Beacon Hill. We look forward to continued successes within the Coalition community. For those of you who are new MaMHCA members, both NASW-MA and MPA wrote strong letters of support for our Bills last legislative session, and have pledged to do so again this session.

MaMHCA is also continuing to advocate for Medicare provider status. Nationally, AMHCA is working to restructure the legislative plan to become more focused, aggressive and active in shaping Medicare advocacy. We are currently putting together a comprehensive advocacy plan to actively have more national exposure and brand AMHCA in a way that highlights the needs of the entire country while simultaneously showcasing the impor-tant role that LMHCs can have in satisfying the national need. Please check the MaMHCA website and emails regularly to get the most up to date information regarding our efforts for LMHCs and the mental health community.

2017-18 Haberman-Williams MaMHCA Scholarship Applications Now Available David McAllister, LMHC, MaCCS, Chair Scholarship Committee

The Haberman-Williams MaMHCA Scholarship Committee is pleased to announce that the application process for the 2017-18 Haberman-Williams MaMHCA Scholarship is now open with all application materials due by May 15, 2017.

MaMHCA has awarded 9, $1000 Scholarships since the beginning of this program!

The purpose of the scholarship is to recognize a MaMHCA member who is an out-standing graduate student in mental health counseling and who exemplifies the ideal mental health counseling student through academic performance and commitment to mental health counseling.

This important recognition is accompanied with: 1. a $1,000 scholarship, 2. a one year MaMHCA membership during the scholarship year, 3. mentoring support including but not limited to licensing support services, and 4. an Annual Conference fee waiver during scholarship year.

The scholarship fund was established in 2010 by the Massachusetts Mental Health Counselor Association (MaMHCA) and is named in the honor of two people who have played integral roles in the development and success of Licensed Mental Health Counselors in Massachusetts - Berna Haberman, founder of MaMHCA and Midge Williams, long-time MaMHCA Executive Director.

The Council of Masters in Counseling Training Programs (CMCTP) Holds Third Annual Conference By David McAllister

The CMCTP celebrated its 2nd anniversary at its 3rd annual conference in San Juan, Puerto Rico from March 2-4, 2017. CMCTP was founded in 2015 in San Diego when twenty universities, supported by the Council of Counseling Psychology Training Programs (CCPTP) and the Society of Counseling Psychology (SCP), Division 17 of the American Psychological Association, came together to form CMCTP. A dynamic and growing organization, CMCTP currently has thirty-eight college and university members from Massachusetts to Alaska and Hawaii.

Twenty members, including Boston College, Boston University, and Salem State University along with 17 program representatives from across the United States, convened in San Juan in the spirit of mutual support and program advancement which led to a very successful conference. With a combination of presentations and roundtable discussions, CMCTP members engaged in discussions regarding master’s programs and outcome measures, recruitment and retention of diverse students, working with impaired students, creating a handbook for program directors, practicum/internship training, advocacy, MPCAC’s new standards for program accreditation, etc. David McAllister, a MaMHCA board member presided over the conference as his final act as president of CMCTP. Dr. Anabel Bejarano of the University Miami will serve as president and lead the organization for the next year. The purpose of the Council of Master’s in Counseling Training Programs (CMCTP) is to foster the advancement of education in Master’s level coun-selor training programs. This purpose encompasses, but is not limited to representing the interests of master’s-level counselor training programs and their students relevant to graduate and continuing education in counseling; collaborating to promote quality training and to disseminate information on the training, roles, accreditation issues, and credentialing of counselors; engaging in advocacy related to education and training, accreditation, and credentialing of counselors; and providing resources regarding education and training in counseling.

Need to report a hate crime? There may be an app for that.Excerpts from a story by Kay Lazar, Boston Globe, March 11, 2017 Nicole Bradick wants to arm people with a simple tool that can help them make sense of an utterly senseless act.Bradick, a former civil rights attorney in Maine, had been watching news of mosques vandalized, immigrants bullied, and Jewish communities enduring bomb threats. She wondered how someone who had just experienced such an unnerving incident, and who might not have much money or understanding of the law, would find help.

Later this month, a group of lawyers, Internet designers, and victims advocates will gather in Boston to work on a solution. The Boston project — to be held March 20 at Suffolk University Law School (by invitation only) — comes as a New York nonprofit tests a new app that allows users to report anti-Semitic acts from their cellphones.

They aim to create an Internet site, and perhaps an app for a smartphone, that will help users figure out whether something they’ve experienced is considered a hate crime. The tool would also help them collect and preserve evidence, such as photos and audio, and show where to report the incident to authorities, and how to find counseling or other services….

Bradick brought her idea to … Andrew Perlman, dean of Suffolk’s law school, and the bar association, which is co-sponsoring a daylong event on March 20 dubbed a “design sprint.”

The gathering is expected to produce a prototype for a website or app by the end of the day. Then Bradick and her team hope to launch a completed product within three months. The initiative is funded by a grant from Cisco Systems, a California technology company…”

CBHI News CBHI Family Forums

As part of our ongoing quality-improvement efforts, CBHI is sponsoring a series of family forums at CSAs across the state to hear from the parents of children, and from teens or youth directly, who are receiving any CBHI service.The forums are designed to be an informal way to collect feedback about the services, to gauge areas that may need improvement, and to give par-ticipants an opportunity to have their voices heard. The forums are facilitated by the statewide coaches from the Technical Assistance Collaborative (TAC), and have been scheduled at various times and locations around the state. In order to ensure confidentiality and give participants the ability to speak freely about their experience, the individual coaches are from regions other than the location of any given forum. New Public Awareness Campaign to Launch

OBH/CBHI, in partnership with MBHP, is preparing to launch in late spring a public-awareness campaign about ESP/MCI services. Transit ads, posters, informational brochures, and social media will be used to inform MassHealth customers about the availability of emergency services as an alternative to hospital emergency rooms.

CANS Training Program Update

As many of you know, the CANS Training Program released a new training and certification website in May 2016. The new CANS training and certification includes interactive training components, videos, and additional topics that prepare CANS users (both new and advanced) for use of the CANS in practice.

Practice Profile for In-Home Therapy

In the fall of 2015, the CBHI Knowledge Center, in collaboration with MassHealth, began an extensive effort to develop a practice profile for In-Home Therapy (IHT). A practice profile as defined by the National Implementation Research Network (NIRN) is a tool for operationalizing the core compo-nents of a program or practice. It breaks down large concepts such as “engagement” into discrete skills and activities that can be taught, learned, and observed. IHT is a critically important service used by many thousands of youth and families throughout the Commonwealth, yet case reviews with the Massachusetts Practice Review (MPR) have indicated extensive opportunity for improvement in IHT. Information about the practice profile, including an archived webinar from June 2016 and a complete summary, will be published later this winter.

MaMHCA Committees Are in Full Swing!

Both our existing and new Committees are up and running and producing results. The Legislative, Membership, Awards, Safety, Licensure Support, Scholarship and Grant Committees have been hard at work meeting, working, and submitting proposals for new initiatives to the MaMHCA Board.

Here’s a quick run-down:

The Legislative Committee has been making phone calls to, and having meet-ings with legislators, helping us secure a significant number of co-sponsors for our MaMHCA Bills.

The Membership Committee has helped with a membership campaign aimed at new LMHCs, and is planning to roll out a Mentoring Program at our 11th Job and Career Fair May 5, 2017.

The Awards Committee has proposed three new award categories to highlight new achievements by our MaMHCA members. They also plan to simplify the nominating procedures and mor vigorously seek nominations.

The Safety Commitee is drafting a survey to assess the range of safety concerns of our members and aspiring LMHCs working in community agency settings.

The Licensure Support Committee continues to respond to the many requests MaMHCA recieves for help with applying for the LMHC license, especially from out-of-state and foreign-educated applicants.

The Grants Committee has identified potential grantors and is drafting docu-ments in support of our grant application to support an expansion of our MaMHCA Certified Clinical Supervision Program for mental health agencies in the community.

The Scholarship Commiittee will soon need volunteers to read scholarship applications for the 2017-2018 academic year awards.

The Referal Network Directory Committee is just getting started, as is the Diversity Committee. Now is a good time to pitch in.

You’ll be working with supportive colleagues, to bring beneficial programs and services to our MaMHCA/LMHC community. There is always more work to be done. Please join us!
