CANDLE LIGHTING EVENT IN HONOR OF INTERNATIONAL

Every year, the Philippines honors our overseas Filipinos, the modern-day heroes in a

month-long celebration, starting in December. The festivities are not only confined on

December 18 (heralded by the United Nations as International Migrants Day), but lasts

the whole month. This is to show deep-rooted appreciation for their sacrifices working in a foreign

land, away from their loved ones, and for their laudable contributions to Philippine development.

This year, overseas Filipinos will find more reason to celebrate as 2015 marks the 25th anniversary

of the Migrant Workers Convention (MWC).

The International Convention on the Protection of the Rights of All Migrant Workers and Members

of Their Families was a landmark multilateral treaty set forth by the UN on December 18, 1990 to

provide guidelines for the protection of migrant workers and their families. The Philippines was

one of the very first countries to sign the treaty, and immediately ratify it on July 5, 1995. For the

Philippines, the Migrants Workers Convention is an important international human rights instrument,

and for Filipinos overseas, it is a historic convention which strengthens protective mechanisms for

them as vulnerable groups under the principle of equality of all persons regardless of legal stratus.

This year’s theme “#Step-it-Up_MWC25: Thinking Globally, Acting Locally” reflects the UN’s call

to stakeholders to step up advocacy efforts, and links the Philippines to a wider global campaign.

The Inter-Agency Committee (IAC) for the celebration of the MOF has lined up various events

and activities in line with the month’s theme, commemorating the MWC’s 25th anniversary. The

activities aim to bring Filipino migrants closer to each other, and to their homeland, in the spirt of

interconnectivity in an increasingly globalized day and age.

The highlights of this month’s celebration are the following activities organized by the IAC:

• National Forum on the 25th Year of the Migrant Workers Convention

• Cultural Show for Filipinos Overseas and their Families

• Migration Advocacy and Media Awarding Ceremony

• Migrant Health Fair

• Candle Lighting Activity for Filipino Migrants

• Film Showing on Migration

The yearly tradition of the month-long celebration for Filipino migrants started with President

Corazon Aquino’s issuing Proclamation No. 276 to institutionalize the commemoration. The IAC is

chaired by the Philippine Migrants Rights Watch, and co-chaired by the Commission on Filipinos

Overseas as provided for in Administrative Order No. 202. The other members and partners of the

IAC are a diverse combination of government agencies, representatives from the private sector

and the civil sector, which include the Department of Foreign Affairs, Department of Labor and

Employment, Department of Health, Department of Tourism, Department of the Interior and Local

Government, Department of Trade and Industry, Presidential Communications Operations Office,

Presidential Communications Development and Strategic Planning Office, National Commission

for Culture and the Arts, Film Development Council of the Philippines, Overseas Workers Welfare
