Think of it instead as a package plan that simply lends predictability to your projected costs for parts and labor. You’ll need to provide accurate estimates of future flying activity, because that vari- able affects the annual fee. Recent data published by GAMA and reported by B&CA (“How the Airlines Are Selling Their Case for User Fees,” July 2007, page 46) indicate that although business aviation has become a more highly visible activity, its level of operations remains remarkably stable year on year. For planning purposes, flight department managers need access to top management’s travel plans, especially if company strategy is in play. Is this your year to make an en- tree to China or India? Knowledge of spe- cific destinations is not as critical as management’s forecast of miles, in consul- tation with the flight department. you don’t meet a minimum level of flyinghours, expect to pay a penalty. If you arepurchasing a plan for an airplane that’s nolonger under warranty, you can expect tosubmit to a visit from a representative toestimate the amount of wear and tear fromthe airplane’s use up to now and to paymore than you would for a zero-time air-craft. Insist on transferability of the plan ifyou sell the airplane.

Finally, know your own limits: If you arenot experienced in reading contracts, sit

down with your company’s general counseland review the documents that detail yourcoverage. These are complex contracts witha lot of money at stake.

Bombardier Aerospace

Smart Parts and Smart Parts Plus cover un-scheduled removals for most airframe sys-tem components such as flight deckavionics and instrumentation, air condi-tioning, hydraulics, pneumatics, electrical

systems, landing gear actuators and steer-ing systems after warranty expiration.During and after warranty, coverage appliesto tire and brake wear, flight deck lightbulbs, landing lights and most airframe sys-tem components for life-limit expiration.Expendables such as gaskets, seals and o-rings are included for the covered items.Consumables such as fuel, oil, grease, ni-trogen, oxygen and hydraulic fluids as wellas shop supplies are among the exclusions,as are expenses for any labor, APU, interiorcompletion work and engines unless en-rolled in the optional engine plan for cer-tain models. Warranty coverage duringaircraft warranty or parts warranty alwaystakes precedence for warrantable events onitems such as system components.

The main difference in the two plans isthat items such as thrust-reverser cascadesand blocker doors, door steps and naviga-tion light lenses are covered only underPlus. Also, basic Smart Parts is not trans-ferable and applies to out-of-productionChallenger models. Customers of new air-craft can test drive Smart Parts Plus for ayear and may exit with the obligation to payonly for those benefits received.

Smart Parts Engine Coverage, or SPEC,is the engine plan for General Electric’sCF34 type engines on Challenger 850, 605and 604 models as well as later Challenger601-3R aircraft following on-condition en-gine maintenance. SPEC includes labor aswell as engine components for LRU re-placement on-wing or during shop visits

(no labor cap), module repairs, engine re-pairs, lease engines under certain condi-tions, removal and re-installation of enginesincluding lease engines, transfer of QECbetween engines and lease engines, ignitors,filters, trend monitoring and on-wingscheduled borescope inspections. Shippingis also included for modules or engines re-quiring shop visit repairs. SPEC also cov-ers GE category 1 through 6 ServiceBulletins, to a specified cap, at next accessor time compliance. Customers pay forachieved life limits should life-limited partsrequire modifications or repair or completereplacement. SPEC is available to theSmart Parts Plus airframe coverage agree-ment for an additional flight hour rate.Bombardier, Lufthansa and, depending onthe nature of the work, certain BombardierAuthorized Service Facilities can performlabor for covered events. Among the exclu-sions are customer labor, FOD damage, op-tional Service Bulletins and routinepreflight or postflight inspections, lease en-gine usage during off-wing Service Bulletinwork or repairs for non-engine causedevents.

Bombardier’s newer program, SmartMaintenance Plus, covers new deliveries forcurrent production models. This programis suitable for customers dependent onBombardier Service Centers or BombardierAuthorized Service Facilities for mostmaintenance. Coverage is similar to Smart

Parts Plus but with the addition of sched-uled airframe inspection labor. At the endof the Smart Maintenance Plus term, cus-tomers convert to Smart Parts Plus. Amongthe exclusions are customer labor, consum-ables and completion work. Engine cover-age can be added with the SPEC programfor applicable models.

Online flight hour reporting for airframeand engine hours was launched fromBombardier Smart Services and is presently

in beta test with a group of customers.Expanded rollout is expected over the bal-ance of this year and into 2008. As always,Smart Services programs are based on flighthour rates paid monthly. Minimum pay-ments apply each year and typically rangefrom 300 to 350 hours depending on the air-craft model. With the completion of eachfull term customers are released from anydeficits that may apply. Surpluses are eitherrolled-over to subsequent contracts for pur-

Cessna Aircraft

The Citation ProAdvantage family providesan umbrella of maintenance protection andincludes: ProParts and ProNav for the air-frame and avionics, PowerAdvantage+,PowerAdvantage and ProIgnition for theengines, AuxAdvantage for the APU, andProTech for Service Labor (Mustang only),all delivering OEM authorized parts andservice so that your aircraft retains its value.The Citation ProAdvantage Programs pro-vide a simple predictable means for manag-ing the maintenance cost of your Citation.

Under ProParts and PowerAdvantage,new aircraft enrollment is for a term of fiveyears/3,000 hours, renewable in threeyear/1,800 hour increments. Used aircraftare subject to an enrollment inspection andfee and enrolled for a term of three years/1,800 hours, renewable.

New this year, Cessna is offeringProTech, a complete labor program for theMustang based on flight hour rates.ProTech, available in conjunction withProParts, provides coverage for all sched-uled and unscheduled maintenance includ-ing line maintenance and scheduled andunscheduled engine R&I at Cessna ownedand participating Citation authorized serv-ice centers.

Dassault Falcon Jet

Dassault launched FalconCare, a world-wide comprehensive “nose to tail” servicesupport plan for new Falcons. The pro-gram offers a fixed cost per hour paymentschedule and was developed after extensive

discussions with current Falcon operators.A six-year renewable support program

that covers scheduled and unscheduledmaintenance, FalconCare coverage includesparts and labor throughout the entireFalcon Authorized Service Center network;AOG on-site technical assistance andmandatory and recommended ServiceBulletins. Service maintenance manage-ment will eventually be included as well.

Falcon described the program as being“totally flexible.” Olivier Villa, senior vice

president of civil aircraft, explained, “We’vedesigned it so that companies that have fullystaffed maintenance departments can ob-tain a light level that complements their ca-pabilities, while customers with little or nostaff can rely on FalconCare to take care ofvirtually everything.”

GE-Aviation

OnPoint Solutions are GE’s three-year-plusservice agreements for business jet opera-

tors of the CF-34-powered BombardierChallenger and CFM-56-powered BoeingBBJs and Airbus A319CJs. Each and everyprogram is customized, configured andpriced according to the operator’s specificrequirements.

These agreements cover all scheduledand unscheduled shop visits.

OnPoint Solutions include all labor, ma-terial, component repair and engine testsnecessary to return the engine to service.Other items covered include Service

Bulletins and Airworthiness Directives upto a pre-determined maximum amount overthe life of the program, removal and instal-lation (CF34 only), guaranteed lease enginesupport, all engine LRU repair, engineLRU exchange, transportation to and fromGE’s Strother, Kan., facility, all damagedlife-limited parts, a predetermined numberof annual technician hours for any line or“hospital” shop maintenance requested bythe customer, Engine Health TrendMonitoring and program management.

Honeywell

Honeywell offers a Maintenance ServicePlan (MSP) and MSP Gold for TFE731,H T F 7000 a n d AT F 3 e ng i ne s , aChallenger Maintenance Service Plan(CMSP) for ALF502s and a CustomerService Plan (CSP) for CFE738s on behalfof CFE Co. The MSP covers routine in-spection, major periodic inspection (MPI),compressor zone inspection, unscheduledand scheduled maintenance, and ServiceBulletins.

Engine trend monitoring is required forall Honeywell engines through Jet-Care’sEngine Condition Trend Monitoring(ECTM) and spectrographic oil analysisprogram (SOAP). MSP Gold adds someadditional coverage to include routine in-

spection labor by an authorized service cen-ter, remove and reinstall (R&R) labor, roadtrips due to engine-caused AOG and ship-ping costs.

The CMSP and CSP provide the samelevel of protection that the MSP offers withonly slight differences. Scheduled MPI cov-erage includes life-limited components, re-worked parts, new parts, consumables andlabor. These same items are covered incompressor zone inspections, but rental en-gines are made available at preferred ratesduring this inspection.

Unscheduled maintenance coverage forMSP/CSP includes all parts and labor,component rework, engine modules, LRUs,troubleshooting labor (10 hours) and ex-change engines. CMSP unscheduled main-tenance coverage is the same, except

troubleshooting labor is available onlythrough CMSP Gold.

CSP/CMSP/MSP operators can selecteither actual or estimated payment plans.Under the actual payment plan, operatorspay each month for flight hours flown dur-ing the previous month, multiplied by thehourly rate. Reporting forms are providedyearly to operators reporting off-line in-stead of via the Internet on Honeywell’s in-formation system. Credit cards areaccepted. The estimated payment plan al-lows the operator to remit payments basedon estimated monthly flight utilization.Payments may be made monthly, quarterly,semiannually or annually. At the end of theyear, the account is reconciled with the ac-tual hours flown.

JSSI(Jet Support Services, Inc.)

JSSI offers four engine programs with op-tions. JSSI Complete includes all majormaintenance (scheduled or unscheduled),life-limited components, future ADs, futureService Bulletins (both recommended andmandatory), all accessories, troubleshoot-ing labor and loaner engines.

JSSI Select is the Complete programwithout accrual for life-limited compo-nents, which are the responsibility of the

operator except in the case of unscheduledmechanical failure.

JSSI Unscheduled covers unscheduledmaintenance, accessories and life-limitedcomponents, future ADs and SBs, loanersand troubleshooting.

JSSI Term is the Complete program fora stipulated period so that an operatorcan match the contract to the period ofownership.

Options include Plus, which adds re-moval and replacement, off-site logisticalsupport, shipping, and parts and labor forroutine inspections. The R&R Option cov-ers removal and replacement on scheduledand unscheduled maintenance. The EZProgram option covers engines with lessthan 25 percent of time left until the nextscheduled visit or within 18 months of thevisit, providing a reduction to 50 percent ofthe current hourly rate, with 100 percent

JSSI coverage assistance for unscheduledfailures. JSSI/VEST is an option availablewith Complete or Select and allows opera-tors to become vested in their JSSI trust ac-counts, providing the opportunity toreceive a portion of a positive trust balanceat expiration.

JSSI Tip-to-Tail (the words “Tip-to-Tail”are a registered trademark of Jet SupportServices, Inc.) is an hourly maintenanceprogram for listed (see chart) new and in-service aircraft for a term defined in thecontract. The program covers parts and la-bor for scheduled and unscheduled mainte-nance, future mandatory SBs and ADs andmay include engines. The program doesnot accrue funds for an item scheduled tobe removed in years beyond the term. Atexpiration, a renewal will be offered that issimilar to the prior contract. Enrolling air-craft must undergo a Pre-InductionDiagnostic Survey (PIDS). Prices are air-craft specific and are based on annual uti-lization and the contract term.

Pratt & Whitney Canada

This company’s Fleet Services offers anEagle Service Plan (ESP) with four levelsof coverage: Gold, Silver, Gold Lite andSilver Lite. All cover hot section inspection,scheduled overhaul/refurbishment, un-scheduled maintenance for scheduled andbasic unscheduled events, and line replace-able units/accessory maintenance.

Gold covers all engine parts, AOG repairteam labor and travel, engine shop labor,rental engine, troubleshooting labor, re-move and install labor, and shipping. Silverexcludes R&I labor, shipping and AOGteam costs. Lite excludes coverage for ex-pired life-limited parts. Price is based on themonthly flying hours multiplied by one offour applicable rates for each of the fourplans. P&WC also offers a 10-percent dis-count for engines enrolled before 200 hours

A Fleet Management Program (FMP) of-fer s a Term Cost P lan (TCP) andMaintenance Cost Guarantee (MCG), bothcomprehensive and flexible for fleet opera-tors. The TCP offers coverage for a fixedterm. Options include LRU repair and re-placement, low-cycle fatigue component re-placement, fuel nozzle maintenance, spareengine support, on-site support and more.The TCP monthly fee is based on engineoperating hours and a rate based on base-line costs, environment, mission profile,maintenance program and condition of en-gines. The MCG plan is a not-to-exceedguarantee of engine maintenance costs.

The operator incurs its own expenses,and the total engine shop costs are recon-ciled at the end of the term against the op-erating hours and selected coverage. If thefixed rate is exceeded, the overrun costs areshared between P&WC and the customerat an agreed-upon rate.

Hawker Beechcraft

The Support Plus program was introducedin 2002 and is now available for all currentproduction Hawker and Beechcraft modelaircraft as well as the Hawker 800XP,

Beechjet 400A, Beechcraft Premier I,Beechcraft Bonanza A36 and BeechcraftBaron B58 model aircraft. The plans allowowners to select parts-only coverage or aprogram providing a more comprehensivecoverage of parts and labor.

Coverage for parts includes scheduledand unscheduled inspections, maintenanceand component removals; the more com-prehensive plan covers labor costs for thesame items through Hawker Beechcraft

Corp.’s global network of authorized serv-ice center s . Coverage for HawkerBeechcraft-issued mandatory and recom-mended Service Bulletins and Airworthi-ness Directives is included in the program.Avionics coverage is included for all modelsexcept the Beechcraft Baron and theBeechcraft Bonanza.

Typical exclusions under the program in-clude misuse, accidents, discretionary re-movals, overtime premiums, optionalService Bulletins, fuel and oil, aircraftcleaning, and daily servicing and preflightchecks.

Service for engines and APUs can be pro-vided by their respective manufacturers’programs. Extended protection is providedthrough a 60-month term in considerationof a monthly flight-hour service charge andis renewable for up to two additional termsor a maximum of 15 years on an aircraft en-rolled from initial delivery. Aircraft up to 10years old may apply for the program.

Annual minimum usage limits are set at360 flight hours per year for the Hawker4000; 300 hours for the Hawker 900XP,Hawker 850XP, Hawker 800XP andHawker 750; 250 hours for the Hawker400XP and Beechjet 400A; 200 hours forthe Beechcraft Premier I/IA; 240 hours forBeechcraft King Air models; and 100 hoursfor the Beechcraft Baron and the BeechcraftBonanza.

Contracts are transferable upon the saleof the aircraft to a new owner. Rates arebased on aircraft type, warranty status andtime in service. Efficient operators are alsoeligible to earn a Support Plus bonus. In-service aircraft require evaluation by aHawker Beechcraft Corp. authorized serv-ice center and an entry fee for accumulatedwear prior to program entry.

Rolls-Royce

Rolls-Royce offers CorporateCare forbusiness jets powered by AE3007, Tay andBR710 eng ines , and F lee t HourAgreements for Model 250-powered air-craft. Both programs provide similar serv-ices and are available to support new andin-service engines.

CorporateCare program coverage ex-tends to scheduled and unscheduled shopvisit expenses; all parts expenses (LRUsthrough line item parts) incurred duringline maintenance; engine removal and re-installation; engine transportation ex-penses; and lease engine expenses. Allapplicable Service Bulletins, mandatory orrecommended, are included as standard,both in the overhaul shop and during linemaintenance, in accordance with Rolls-Royce Engine Management Programs.Rolls-Royce has also layered certain man-

agement services into CorporateCare cov-erage — repetitive training, technical pub-lications revisions services are electronicallyprovided and Rolls-Royce monitored en-gine health services are included. Also in-cluded is Web-enabled real-time viewingof engine health monitoring data and/orthe in-shop replacement of life-limitedparts upon expiration.

CorporateCare is transferable from oper-ator to operator at no expense. Power-by-the-hour agreements for Model 250-

powered aircraft provide baseline coveragethat includes expenses for scheduled and un-scheduled requirements, line maintenancereplacement parts, life-limited part replace-ment, incorporation of Service Bulletin re-quirements, availability of unit exchange linereplaceable units and continuous spare partsreplenishment. Specific programs are tai-lored to engine family and operator needs.Model 250 operator maintenance is providedthrough specified Rolls-Royce authorizedcenters.

Williams International

This engine manufacturer offers three TotalAssurance Programs (TAP) for the FJ44:Elite, Preferred and Limited. The Eliteplan offers wide coverage; the Preferredplan is designed for operators with in-housemaintenance staff; the Limited plan is sim-ilar to the Preferred plan except it does notcover life-limited parts.

Excluded are such issues as foreign-ob-ject damage, corrosion and fire. In normaluse, the engine should not generate anymaintenance bills. Included are unlimitedtroubleshooting time with prior approval,shipping (including loaners), igniter plugs,start nozzles, Service Bulletins, oil, manualrevisions and loaner engines at the TAPElite rate.

HoneywellHoneywell’s Avionics Protection Plan offers the following: fullcoverage exchange and/or repair service for Honeywell-installedequipment that fails to perform under normal use and service.Customers can receive an exchange through the Exchange/Rental Program or repair of any product by Honeywell or an au-thorized dealer. No-charge loaners are available while a unit isunder repair at one of Honeywell’s Worldwide Support Centers.Normal air freight shipping costs both ways within North Americaor internationally, within the country of origin, are covered.

Payment is on an annual basis, and no buy-in fees are re-quired for entering this program. Contracts may be transferredto a new owner in the event that the aircraft is sold during theperiod of coverage. For some RF products, defective units canbe repaired on-site by an appropriately rated and authorizedHoneywell dealer or service agency. There are fixed price al-lowances for unit removal and re-installation in the aircraft whenaccomplished by an authorized Honeywell dealer or serviceagency. Specially priced plans are available for multiple aircraft(fleet). Items not covered are: any normally scheduled main-tenance activities, biennial recertification of air data sensorsand altimeters, Category II/III re-validation, priority freight,special handling, expediting charges or customs charges, bro-ker’s fees, taxes, physically damaged units, subscription serv-ices and incorporation of customer-optional modifications.

Rockwell CollinsRockwell Collins’ Corporate Aircraft Service Program (CASP)offers corporate aircraft operators maintenance for their avion-ics and cabin entertainment equipment. Rentals, exchanges,component repairs, comprehensive reliability upgrades, equip-ment removal and refit coverage are included. CASP also of-fers one consolidated annual invoice based on a forecast ofannual operating hours received at the start of the annual pro-gram and covers each aircraft for an entire year.

Key features include rental or exchange, removal and refitcoverage, comprehensive reliability upgrades, component re-pairs and no faults found, scheduled maintenance, one con-solidated annual invoice, full program portability with aircraftsale, and a discount for early enrollment.

Component repairs and No Fault Found (NFF) removals ofavionics or cabin entertainment equipment are covered withinannual CASP membership. In addition, the CASP reliabilitygrowth program provides a cost-effective long-term solution tominimize cost of ownership by maximizing service life.

Rockwell Collins has an extensive dealer network with main-tenance facilities at many of the locations used by its cus-tomers. These on-site dealers/representatives can providespecialized assistance to diagnose specific problems, removedefective components and refit a replacement component intoan aircraft. Besides the ad-vantages of fixed monthly costs based onflight hours flown, upgrades for coveredcomponents are generally included unlessthey are part of an aircraft version change.PBH contract terms for new aircraft can varydepending on the annual flight hours flown,or customer directed customization. At the

end of the initial contract term, it can ordi-narily be renewed, and there is a provisionfor early contract termination.

Bell Helicopter

Two fixed hourly rate plans are currentlyoffered. The drivetrain plan covers re-placement of life-limited parts with thecovered components, parts and labor cov-erage for compliance with mandatory bul-letins and replacement components in theevent of scheduled and unscheduled re-placement. Parts can be pre-positionedprior to scheduled overhaul to minimizedowntime. The plan does not cover laborfor R&R or troubleshooting, shipping, in-surance, customs, taxes, consumablesand/or hardware.

The airframe plan provides OEM sparesfor scheduled and unscheduled mainte-nance and includes the helicopter, optionalaccessories, engines, batteries, and standardavionics. Also covered are scheduled andunscheduled maintenance, componentoverhauls, retirement parts and mandatorybulletins. Rates include engine coverage bythe manufacturer based on engine cyclesper hour, not including labor for R&R or

troubleshooting and the coverage excep-tions listed for DriveTrain for items pricedless than $150.

Jet Support Services, Inc. (JSSI) has devel-oped JSSI Complete, Select, Unscheduledand Term engine maintenance programsthat provide flexible coverage options customized to the operator’s maintenancerequirements.
