TI1rouchout the process of review of the State's response to children, C&YSPP became increasingly aware of the need for a more comprehensive approach to children's services, for o more conscious set of policies which do lndec-d direct the proportionate resources of the public sector town rds children and f arni.lics, anti for a sub-· stantive, effective method of coordinating programs and resources aimed at serving ch i.ldren, and finally for the need to have a centralized funnel of needs and services data which will assist the Cmnmissioners, the Governor, and the Legislature in formulating comprehensive social policy which positively 1.rnpacts children and fam:l lies.

Through both the literature, correspondence and contact with other states, one! from recommendaUons developed by national bodies such as the CWLA Education Commission of the States, Notional Council on Crime and Delinquency, National Conmdttee on State Organ1zntions of Children & Youth, and others, we e&amine<l the approaches suggested and the rnoclels adopted in other states to improVl' the organi7.i.!Uon, range of .services, and ef fee tiveness of children I s servicei;.

After considerable discussion, with consultants availnhle to us, we have arrived at the proposal which in the ju<lgE,ment of C&YSPP will best meet the need to improve the status of children's services.

I. WE RECOMMEND THAT THE LEGISLATURE ESTABLISH RY STATUTE AN OFFICE FOR CHILDREN, EXTERNAL TO EXISTING AGENCIES Hl!ICH SHALL REPORT TO llOTJl THE GOVERNOR AND DESIGNATED LEGlSLATIVE COMMITTEE (I.E., PERFORMANCE AUDIT CO~!MITTEE) AS PRESCRIJ3ED JlY THE LEGISLA11JRE. SAID OFFICE WILL RECEIVE DIRECTION FROM A STATE COUNCIL ON CHILDREtl AND SH."1LL SERVE AS A POLICY ADVISORY, MONITORING, AND PLANNING ASSISTANCE AGENCY FOR PUilLICLY SUPPORTED/ REGULATED SERVICES FOR HAINE CHILDREN.

ResponsibilJ ties:

A) Monitoring of State programs and policies which are directed at children and children's services to assure compliance with State/Federal statutory and reg­ulatory intent;

J.;) Coordination of State service plans and programs to assure compatibility with State supported allied children's services in order to maximize utilization of public funds and to increase the range of services available to children.

C) Review of pertinent State Plans developed by Depnrtments for children's services with recommendations submitted to Legislative Conrrnittee prior to submission of such plans to the Federal agencies;

D) Compilation and development of o comprehensive State Plan which will incorporate individual State agency services for children for submission to the Governor and Legislature;

E) IdentifJ.cation of service gaps and unmet needs of children for cons,fderation by the State;

F) To monitor and coorclina te State response to impending Federal Statutes and Reg­ulations and funding changes so that a more predictable, effective impact on such changes is made on behalf of Maine children;

II THERE SHALL BE JN EACH COUNTY A COUNCIL FOR CHILDREN \-IIIICII SHALL SERVE AS A LOCAL EXTENSlON OF THE STATE COUNCIL FOR CIIILDREN. SAID COUNCIL SHALL REVIEW PUBLIC SERVICES FOR ClllLDREN AND SHALL HAKE RECOMMENDATIONS FOR SERVICES TO Cl!IL!JREN INCWDING I!JENTIFICATION OF ummT NEEDS WHICH SHALL BE TRANSMITTED TO Al'PROI'IUATE STATE AGENCIES, STATE OFFICE FOR CHILDREN, GOVERNOR, LEGISLATIVE COtllHTTEE, AND OTHER APPROPRIATE llODIES AT DISCRETION OF THE COUNTY COUNCIL.

Responsibilities:

A) Councils will meet monthly to review areas of concern affecting programs for children;

B) Councils will be provided with a schedule of projected State Plans affecting children in their area for their comment and review and shall submit recommenda­tions to appropriate Departments, Office For Children, County Commissioners and other appropriate bodies;

C) Regional administrators of State programs shall meet with the Council upon re­quest Lo discuss children's services and State policies and regulations;

D) County Councils shall be authorized and encoui-aged to hold pubUc fo1·ums for identification of problems and issues affecting chiJdren and publicly supported oervices for children;

E) Area Children's Councils shall assist in dissemination of information regnrding public ~crvices for children and families; .

F) County Children's Councils shall be composed of parents, youth, reprcsentati.ves of child-serving agencies (public and private), representatives of County gov­ernment, representatives of groups and/ or i.ndividuals interested i.n public servi.ces for children; ·

G) Initial membership to Councils shall be solicited and appointed from existing groups and others by the County Legislative delegation;

Staffing Requirements

Director, Assistant Di.rector, Federal/State Liaison, Legal Counsel, Research Con­sultant, Planning Consultant, three Regional Field Staff to provide staff assistance to County Children's Councils; Office Ha nag er, two Secretaries.

Estimated Annual Cost $150,000
