1.0 Governor Profile Governor Sayed Fazlullah "Wahidi" assumed office as Governor of Kunar province
on November 18, 2007. Wahidi was born and raised in Nangarhar province. He
studied in education faculty from Kabul University (Afghanistan). He started his job
with the Department of Agriculture and served in the government until Daoud’s
regime was overthrown and he moved to Peshawar (Pakistan) as a refugee in 1980.
In 1981, Wahidi started his work with society Afghan doctors and health personals in
Peshawar as an office administrator, he then continued with union Afghan Mujahid
doctors from 1984 until 1986. In both of these organizations Wahidi was involved in
helping the refugees living in Pakistan as well as frequently traveling to the
independent areas of Afghanistan to assist the war torn families.
By 1993, he was forming his won Afghan-German Help Coordination Office. Beside
running the AGHCO, Wahidi was elected as the Chairman for Afghan NGO’s
Coordination Bureau (ANCB). He is also on Board of directors for International
Council of Volunteer Agency (ICVA) in Geneva. Furthermore, Wahidi had attended
various international conferences held in Tokyo, Italy and many more nations about
relief and development activities in Afghanistan.
This experience of managing organizations combined with project implementation
gives Governor Wahidi an executive presence sorely needed as Kunar works to
reform its government structures and move forward with development.

Governor Wahidi believes that, in a country like Afghanistan where the rule of Gun is
common and there is continuous interference from the neighboring countries. “Peace
and security will only come through these three strategic points: bringing people
closer to the government, implementation of relief rehabilitation and development
activities and encouraging private economy for future sustainability".

The Kunar province is divided into 15 districts --- the provincial center, Asad Abad,
Watapoor, Dara-I-Pech, Narang, Sar Kani, Mara Wara, Dangam, Bar Kunar, Shigal
Wa Sheltan, Chapa Dara, Noorgal, Sawkai, Khas Kunar, Nari and Ghazi Abad.
Kunar is home to 1.8 percent of the total population of Afghanistan. With its 413,008
inhabitants, it is the 24th most populous province in the country.
The largest share of the population, 10.9 percent lives in the district of Dara-I-Pech.
Among the remaining 14 districts, Shigal Wa Sheltan comes in second position with
8.2.3 percent of the total population, Nari third with 7.9 percent, Khas Kunar fourth
with 7.7 percent.

The large majority of the population of Kunar 95.7% lives in rural areas. AsadAbad,
the only urban centre, houses a mere 17,757 population, which represents only 0.39
percent of the total urban population of Afghanistan.

Note: Kaudina, Gujar, Kuntagal and wardik are very small tribal groups in the
Kunar Province.
4.0 Major Political Groups
4.1 Wahabis or Ahl-e-Hadith Originally a mujahideen group which was split with Hekmatyar’s Hezb-e Islami under
the leadership of Yunus Khalis. HiK was dominant in Nangarhar. Khalis died in 2005
or 2006, resulting in an internal power struggle for control of the party between
Khalis’ son Anwarul Haq Mujahid and Haji Din Mohammad. It appears that
Mohammad was successful in consolidating his control over much of the party.
4.2 Afghan Mellat National Pashtun party, led by Finance Minister Dr. Anwar Ul-haq Ahadi. Over
10,000 members in Nangarhar. Platform based on unity, security, and creating an
Islamic version of democracy. Maintains a muted, ethno-nationalist rhetoric.
4.3 Nazhat-e-Hambastagi Milli (National Solidarity Movement/National Islamic Front
Led by Pir Ishaq Gailani. Party promotes national unity, security and a national
development plan.
4.4 Hezb-e Afghanistan Naween (New Afghanistan Party/Qanuni)
Led by Mohammad Yunus Qanuni. Part of a political alliance called Jabahai Tafahim
Millie or National Understanding Front. Qanuni was the primary contender against
Karzai for the presidency. He is a Tajik who has been a mujahideen, spokesman for
Ahmed Shah Masoud, and Minister of Interior and Education. He was elected to
parliament in 2005 and was chosen to lead the Wolesi Jirga

4.5 Hezb-e Islami Gulbuddin (HIG)
Mujahideen party active since the Soviet invasion; led by Gulbuddin Hekmatyar.
Actively opposed to US-led and Afghan national forces. Politically active in Sherzad,
Surk Rod and Pachir Wa districts.

6.0 Health Department According to the public health ministry policy in every district of kunar province there is equity in the health service. Basic package of health service in kunar

In Kunar province, in all the hospital there is computerized administration system and good relationship with governor and health ministry also arrangein different necessary meeting on time Employment of female doctors five mobile clinic for returns people to kunar Appropriate vaccination program which are delivered on timely basis for example TB Construction of 14 buildings for the clinics in different district and there is also 13 new health clinics from PRT under process.

7.0 MRRD Department National Suitability Program (NSP) program started in 2004. firstlt, it started on trial
basis in five districts. Up to now 691 projects has been approved by NSP program out
of those 328 of them are completed and 363 are under process.
In this projects, include schools, water channels, small bridges, Intake and protection
wall.

Water is very necessary for everybody. The strategy of the new government is to bring people closer to the government. My role as a governor of Kunar is to be a good coordinator between the people and the government. Those people that are against the government, I am always trying to talk and convince them to come back to the government and I also assure them that they will be treated fairly. As our main enemy is external not internal and we have to focus on that.
Yes we do have capable project managers. Because of my previous involvement with NGO’s I know personally a lot of the directors in my administration and this makes things easier as all of the directors knows how I operate. Another approach that I am taking with this regards is trying to contact educated Afghans that are living abroad. Example I have a gentleman here from Australia that is helping me on range of organizational development issues and building an official website so people who have migrated from Kunar can stay in touch with the province through this site: www.kunar-gov.org. The web site is under construction currently, but we are hoping to get this running in the next two weeks.
There are many rehabilitation development projects going on in Kunar at this moment, and I appreciate the help from PRT for their quick impact and long-term

development activities. The Roads are important projects, as it will improve the economic situation in Kunar, but the bridges are the most important projects, as they bring the people in the villages together and people would also have quick access to different markets.

The governor had assured the senators that the taxpayers money is spent
appropriately. Without, the help from the people of United States the situation of this
province would have been worse in terms of security, rehabilitation and development
activities.

11.3 PRT Meeting Nanagarhar
The meeting in Nangrahar focused on Budgeting, Future Development, private economy and improving the Rule of Law in the Eastern Region.

Budgeting: Commander Preycler outlined the two main criteria to get budget for the provinces. 1) Budget to sustain daily operations, for example the number of staff that can be employed and be paid. 2) Lon term development projects and how we can improve those projects Future Development for the Easter Region: We don’t have enough money to build everything; we also don’t think long term. We need to have a vision. We need to know where we want to go. For example If we have an Airport in Jalalabad, we would be able to send good to dubai like nuts and different vegetables and sell them at premium price. Agrictulare Development Teams There would also be an Agrictulare Development Teams operating in each of the province. There main role will be carrying out capacity building programs for the farmers so they can have a better understating of different methods of plantation. Business leaves from the provinces because they don’t have appropriate electrical power. For example the Doronta Dam is 42 years old, which is also very weak. Even if its activitaed it only provide 12MW of power. In order to achieve economic growth we need a Dam where it will give us 100-150 MW of power. Power is very important, we have two Industrial Parks which are designed for 100 factories, due to lack of electercity businesses are not showing any interest. Central Government: in Kabul they should put a lot of emphasis on formulating range of projects for the province. During my presence in Afghanistan I haven’t seen the MRRD minister asw ell as the agriculture, we haven’t seen anything from them. They should coordinate. Furthermore there is no coordination between in Kabul. Coordination, should be achieved first in the centre than on the provincial level.
