As executing agency of the Global Environment Facility (GEF), the United Nations for Industrial Development Organization (UNIDO) launched in 2015 the project entitled "Increased energy access for productive uses through small hydropower development in rural areas in Madagascar" in close collaboration with the Ministry of Environment Ecology and Sea and Forests Development (MEEMF) and the Ministry of Energy and Hydrocarbons (MEH) and their related entities. This Newsletter presents some of the major achievements of the GEF/UNIDO project for the year 2016 and forecasts for 2017.

Two members of the Ministry of Energy and Hydrocarbons of Madagascar as well as the GEF/UNIDO Project Coordinator had the opportunity to participate in the third edition of the Sustainable Energy Leadership Program (SELP) jointly organized by UNIDO and TERI University (The Energy Resource Institute), in New Delhi, India from 7 to 20 February 2016.

The program aims to familiarize participants with new policy/regulatory trends and the latest global technological

innovations in the field of energy, climate change and sustainable development. The Program consisted of technical training sessions, group discussions and field visits.

The two-week seminar was an opportunity for participants and organizers to exchange on key issues, challenges and best practices initiated in each country related to the sustainable energy sector. The Indian experience was particularly highlighted. Indeed, with more than 269 million people without access to electricity and an imperative to reduce air pollution, India is urgently implementing many sustainable energy programs. Indian researchers and government officials were pleased to share their institutional, technological and practical advances with all participants.

Finally, this mission proved to be very fruitful for the three participants from Madagascar, who were also able to meet potential partners for national projects.

KEY OBJECTIVES OF THE PROJECT

From 6 to 22 November 2015, UNIDO team participated to a visit hydroelectric potential sites in the SAVA and SOFIA Regions (north part of Madagascar) pre-identified by ADER within the framework of the Call for Project Number 01 launched in April 2015. This mission offered a good opportunity for UNIDO to accompany ADER in its procedures and to discuss with the interested private bidders in particular in order to have their point of view on the sites and localities to be connected.

A dozen hydroelectric sites had been visited. ADER and UNIDO were able to supplement their knowledge of the technical aspects of the sites, the surrounding communes and the challenges facing the private sector in this region. It was also an opportunity to establish initial contact with the authorities and the population of the localities. The month of November is particularly convenient for a visit of sites since it corresponds to the end of the low water period (dry season) and the beginning of the rainy season. River levels are at their lowest, which gives good visibility for the optimization of potential electricity production for isolated mini grid.

It has been noticed that the SAVA Region has a very large and promising potential for hydropower. Indeed, even during the low water season, the water flows recorded on the various sites are in general important. However, the difficulty of access remains a barrier for the realization of some sites as mentioned by the private sector. In addition, the SAVA region has a great potential for electricity demand, since the purchasing power of the population is very important due to the sale of agricultural products such as vanilla, coffee, rice, as well as the breeding of zebus and pigs.

The Sofia Region also offers attractive potential, especially for the localities around Antsohihy which are off the grid. However, some other pre-identified sites in the region have too low a flow rate to consider hydroelectric development at least during full year. Hybride Solar/Hydro might be considered.

The first steering committee meeting took place on January 28, 2016 in Antananarivo, at the Ministry of Energy and Hydrocarbons. This meeting marks the official launch of the project. It was an opportunity to remind the content of the project, to present the international and national project team, as well as to validate the work plan and the associated budget for the year 2016.

The committee is chaired by a representative of the Ministry of Energy and Hydrocarbons, the vice-chairmanship is held by a representative of the Ministry of Environment, Ecology and Forestry, and the secretariat is provided by UNIDO. Technical speakers are invited as observers. During this first meeting a representative of ADER (Rural Electrification Development Agency), a representative of ORE (Electricity Regulation Office) as well as a representative of BNCCC (National Climate Change Coordination Office) and two other representatives of the Ministry of Energy and Hydrocarbons were invited to participate.

Finally, the organization of this meeting allowed the Ministry of Energy and Hydrocarbons decision number 22 on the creation of a Steering Committee for rural electrification projects to emerge. The next meeting is scheduled for January 2017.

The Rural Electrification Development Agency (ADER) is a key partner in the GEF/UNIDO project. Created by decree 2002-1550, modified by decrees 2003-510 and 2011-262, ADER is a Public Administrative Establishment (EPA) affiliated to the Ministry of Energy and Hydrocarbons. Its main mission is to increase the rate of access to electricity, particularly in rural and peri-urban areas.

Since 2014, ADER has developed an approach based on the enhancement of the Indicative Regional Master Plans (PDRI) which aims at maximizing the involvement of the private sector in the definition of projects to be developed in the rural electrification sector. These plans take into account the priority

"Development Poles" identified according to socio-economic criteria and highlight the use of renewable energies, including hydroelectricity, for the electrification of the target areas under the Concession and/or Authorization scheme. In order to carry out the PDRis, ADER launched Calls for

Proposals for each region. In April 2015, ADER launched the first Call for Proposals (AP1) for SAVA, Sofia, Bongolava and Ihorombe Regions with a view to allocating concession/authorization perimeters to achieve the PDRi objectives.

UNIDO supports and follows ADER procedures for the selection of sites and operators under this AP1. The project will provide technical and financial support to selected operators for the implementation of the sites. Other partners such as GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) and KfW (Kreditanstalt für Wiederaufbau) are also supporting ADER in launching these Calls for Proposals.

NEXT STEPS 2016/2017

WRITING OF NAMA DOCUMENT RELATED TO HYDROPOWER AND WATERSHED PROTECTION. October 2016

In collaboration with the National Climate Change Coordination Office, UNIDO is preparing the drafting of Nationally Appropriate Mitigation Actions (NAMAs) related to hydropower. The initial idea is to focus the document on the thematic area of watershed protection. Indeed, given the increasing deforestation, it is becoming urgent to protect watersheds to preserve the country's water resources. A specialized consultancy firm will be recruited in early October 2016.

WRITING AN ATLAS OF POTENTIAL SHP IN VATOVAVY FITOVINANY REGION. October – December 2016

In collaboration with ADER, UNIDO is launching the establishment of a Hydroelectric Atlas for the Vatovavy Fitovinany (V7V) Region. In order to support ADER in the preparation and updating of the Indicative Regional Development Plan for the V7V region. This region presents a very important hydroelectric potential. More than 25 sites will be visited, mapped and prioritized. The final version of the Atlas should be published in 2017.

HYDROLOGICAL STUDIES FOR SELECTED AP1 SITES. Novembre 2016 – Novembre 2017

Within the framework of the Call for Proposals number 1, complementary hydrological studies must be carried out in order to specify the potential for production per site. Measure stations will be installed in the priority sites of the SAVA, Sofia and Bongolava Regions. This activity will reflect a close collaboration between ADER, GIZ and UNIDO for the development of hydropower.
