IMPORTANT NOTICE TO CLUBS AND PLAYERSThe League Council takes this opportunity to emphasise to ALL clubs and individual players the absolute necessity to both attain and retain the very highest standards of sportsmanship and behaviour at ALL times. This League is proud of its good name in sporting circles and the community, and WILL NOT TOLERATE any action which brings discredit upon it. Any club or individual player found guilty of any such offence will be dealt with in the most severe manner. Players must be fully aware that a Referee’s decision is always final and that no player – not even the team captain – is allowed to dispute any decision given by the Referee. It must also be made clear that any player cautioned or sent off on the field by a Referee will automatically be reported to the London Football Association, which will lead to the player being suspended and fined.

ThE ChAIRMAN’S MESSAGEThis coming season, 2016-17, we will commence with 33 teams who will be placed into three divisions as was the case last term. This is more than the finishing numbers last season so I think we can say that the League is going forward rather than backwards. I would also like to welcome into the League our several new teams.

We held a special meeting in the middle of last season expressing concern over the dwindling numbers and several ideas were put forward to arrest this and attract new members. 2016-17 will introduce ‘Repeated Substitution’ where up to five substitutes can be nominated at the start of the game and then players can be rotated at ‘will’ so long as the referee has been advised. Of course any player ‘dismissed’ cannot be replaced. This system has been in place in the Peter

Morrison Trophy for a few years now so it will be interesting to see if it works in the League.

I would like to make mention of our sponsors Maccabi GB for their continuing support both financially and from their personnel. We are also an affiliate and as such it makes for a very strong bond with them. The close season always involves a massive amount of preparatory work to set up the league and all your officers have been hard at work to ensure the smooth running.

Lee Silver has retired as Fines Secretary and as an appreciation of all his efforts down many years’ service he has been created a Vice-President. Jason Stein will now fill that position and we wish him well.

We are fortunate to have 100% coverage of our matches by referees and to this avail I would like to give thanks to our Referees’ Secretary Andy Myerson for his first season in that role. We look to maintaining our reputation for reasonably good discipline and hope that this is not only maintained but also improved upon. The Laws of the Game have been completely re-written and will require some explanation which Andy will be pleased to give.

You will see that, set out on the previous page, is our Mission Statement which underpins the raison d’etre for our existence. I hope that you will read and comprehend its meaning.

We always need to associate our allegiance with our brethren in Israel and pray for an everlasting peace in these continuing troubled times. I will try to visit you all during the season and look forward to meeting with you.

Finally, let me wish you all an enjoyable season and a happy and peaceful New Year.

ADVICE TO TEAM SECRETARIESIn order to attain a smooth running of the League, and at the same time to prevent your team being fined for unnecessary infringements, the following few points are set out for your guidance, but are limited due to space restraints. Please note that they have been extracted from the ‘Advice to Team Secretaries’ document sent to all Team Secretaries at the beginning of the season. Please refer to the original document and carefully read it in its entirity.• Make sure that every one of your players is properly registered and that the form and fee is sent in, in good time before the player’s first game (ie. not later than the previous Thursday midnight). It is your responsibilty to ensure that you register ‘bone fide’ members who are of the Jewish faith. The registration form now includes a paragraph as follows: ‘Anyone found to have falsified the above declaration shall have their registration cancelled immediately’. Late registrations will NOT be accepted. Please also note that the registration also covers the Peter Morrisson Trophy provided that the tick box is completed to register your player for that competition. Players, can if they wish, register for other clubs specifically fort that competition.• Please also note that a declaration needs to be made regarding ‘International Clearance’. That is for players who have, at any time in their playing career ever played in a team that competes outside of England (including Wales, Scotland and Northern Ireland). Please ensure that this is correctly answered because false/incorrect declarations will render your player inelligible – Rule 8 (a) (i). If you have any problems with this subject please contact either Adam Rynhold or David Wolff. The clearance certificate is a one time only requirement and lasts for ones entire playing career in England.• Please ensure that you familiarise yourself with the new registration website at www.full-time.thefa.com and if you are not sure of how it works then contact Adam Rynhold, Registrations Secretary. • On match days, make sure that your team arranges to meet sufficiently early, so that the game starts on time. It is better (and cheaper) to be too early than too late. Particularly in the case where artificial pitches are hired then a strict ‘time slot’ applies. • If you are the Home team, make sure that you notify the opposing Team Secretary and the Referee of all the arrangements (10(d)), not later than FOUR CLEAR DAYS; ie. the Wednesday before the game. If you tell your opponents and/or Referee to meet at a certain time on the match day, make sure that a Representative of your club is there to meet them, otherwise they may not know where to go. Even if arrangements have not been completed by the Wednesday, you should make contact with both parties to ‘keep them in the picture’. Please do not leave messages on ‘answerphones or voicemail’ without ensuring that they have been received and any instructions acted upon. If you have hired an artificial surface please advise ALL participants of footwear requirements – Rule 10 (B).• Do not forget to take a Result Sheet with you on match days. These can be printed from your computer and you will all be sent a template for this purpose. It is still a requirement of the League under rule 11(d) to exchange team sheets prior to kick off and this should be done at every match.This has not been practisied in recent years and needs now to be done on a regular basis. If you, yourself cannot be at the game, make sure somebody else takes it. Make sure that the completed sheet includes all the players (including substitutes), Team Secretaries/Representatives and that the Referee has been marked after the game. Please note that you are asked to complete the column for goalscorers. Please also ensure that the players’ registration numbers are entered at the correct place. These forms must reach the registration secretary by post within three days or alternatively they can be submitted by email or on the FULL TIME website so as to reach the Registration Secretary within two days.• Make sure you take a full First Aid Kit and fully serveable footballs with you to all games and bring them to the field of play to show to the Referee for his approval. Sponge and water, although essential, are not sufficient by themselves – you must have smelling salts, bandages, etc.• If you are the Home Team, make sure that you take four corner poles/flags of standard height (ie. 5 feet) with you to the game. These are compulsory and matches should not be commenced without them. • Ensure that your players turn out in the correct team colours, as shown in the Handbook. Shorts are just as important as shirts. Any infringement of this rule carries a fine of £5. Please also not that undershorts MUST also be the same colour as the shorts. Check your opponent’s colours well in advance of the match day; if colours clash, it is the Away Team that has to find an alternative strip.

CONSTITUTION AND RULESSTANDARD CODE OF RULESThis document contains the Standard Code of Rules developed by The Football Association for open age football. These Rules are mandatory for all Competitions at Step 7 of the National League System and below, and The FA Women’s Pyramid excluding The FA Women’s Super League.

Competitions seeking sanction must draft their Rules in conformity with this Code, putting them in the correctly numbered Rule and showing the standard headings. The mandatory element is printed in normal text and the optional elements in italics. Competitions may add to the core of the Standard Code, which is mandatory, providing the additions are approved by the sanctioning association and do not conflict with the mandatory Rules or any relevant principles and policies established by the FA. Guidance from the Sanctioning Authority should be sought in advance if there is any doubt as to the acceptability of additional Rules.

It should be noted that in many cases Rules are so printed because they are alternatives and the procedure to apply should be retained and the others omitted. In all cases where [ ] is shown the necessary name, address, number or wording to complete this Rule must be inserted.

1. DEFINITIONS1(A) In these Rules:

“Affiliated Association” means an Association accorded the status of an affiliated Association under the Rules of The FA.

“AGM” shall mean the Annual General Meeting held in accordance with the constitution of the Competition.

“Deposit” means a sum of money deposited with the Competition as part of the requirements of membership of the Competition.

“Club” means a Club for the time being in membership of the Competition and “Team” means a side from a Club especially where a Club provides more than one team in a division in accordance with the Rules.

“Competition” means the Maccabi (Southern) Football League.

“Competition Match” means any match played or to be played under the jurisdiction of the Competition.

“Secretary” means such person or persons appointed or elected to carry out the administration of the Competition.

“Contract Player” means any player (other than a player on a scholarship) who is eligible to play under a written contract of employment with a Club.

“Fees Tariff” means a list of fees approved by the Clubs at a general meeting to be levied by the Management Committee for any matters for which fees are payable under the Rules.

“Ground” means the ground on which the Club’s team(s) plays its Competition Matches.

“Management Committee” means in the case of a Competition which is an unincorporated association, the management committee elected to manage the running of the Competition and where the Competition is incorporated it means the Board of Directors appointed in accordance with the articles of association of that company.

“Match Officials” means the Referee, the Assistant Referees and any Fourth Official appointed to a Competition Match.

“Non-Contract Player” means any player (other than a player on a scholarship) who is eligible to play for a Club but has not entered into a written contract of employment.

“Officer” means an individual who is appointed or elected to a position in a Club or Competition which requires that individual to make day to day decisions.

“Player” means any Contract player, Non-Contract player or other player who plays or who is eligible to play for a Club.

“Playing Season” means the period between the date on which the first competitive fixture in the Competition is played each year until the date on which the last competitive fixture in the Competition is played.

“Rules” means these rules under which the Competition is administered.

“Sanctioning Authority” means the London County Football Association Limited.

“Scholarship” means a scholarship as set out in Rule C3(a) (i) of the Rules of The FA.

“Team Sheet” means a form provided by the Competition on which the names of the players taking part in a Competition match are listed.

“The FA” means The Football Association Limited.

“Written” or “in writing” means the representation or reproduction of words or symbols or other information in a visible form by any method or combination of methods, whether sent or supplied in electronic form or otherwise.

1(B) All Clubs shall adhere to the Rules. Every Club shall be deemed, as a member of the Competition to have accepted the Rules and to have agreed to abide by the decisions of the Management Committee in relation thereto, subject to the provisions of Rule 16.

1(C) The Competition will be known as Maccabi (Southern) Football League (or such other name as the Competition may adopt). The Clubs participating in the Competition must be members of the Competition. A Club which ceases to exist or which ceases to be entitled to play in the Competition for any reason whatsoever shall thereupon automatically cease to be a member of the Competition.

1(D) The administration of the Competition under these Rules will be carried out by the Competition acting (save where otherwise specifically mentioned herein) through the Management Committee in accordance with the rules, regulations and policies of The FA.

2. NOMENCLATURE AND CONSTITUTION2(A) This Competition shall consist of not more than 100 Clubs approved by the Sanctioning Authority.

2(B) All Clubs must be affiliated to an Affiliated Association and their names and particulars shall be returned annually by the appointed date on the Form ‘D’ to the London County Football Association and must have a constitution approved by the Sanctioning Authority.

This Competition shall apply annually for sanction to the London County Football Association(s) and the constituent teams of member Clubs may be grouped in divisions.

2(C) Only one team shall be permitted from any Club to participate in the same division as another team from the same Club unless there is no viable alternative because of logistical issues and/or reasons linked to participation and geographical boundaries. The Competition will obtain the prior approval of the Sanctioning Authority in the event of a division comprising of more than one team from the same Club. This Competition will ensure that, where permission is given, teams from a Club operating in the same division are run as separate entities with no interchange of players other than via transfers of registration in accordance with these Rules.

2(D) Inclusivity and Non-discrimination

(i) The Competition and each Club must be committed to promoting inclusivity and to eliminating all forms of discrimination

(ii) Any alleged breach of the Equality Act 2010 legislation must be referred to the appropriate Sanctioning Authority for investigation.

2(E) Clubs must comply with the provisions of any initiatives of The FA which are adopted by the Competition including but not limited to, Charter Standard and RESPECT programmes.

2(F) Clubs shall not enter any of their teams playing in the Competition in any other Competitions (with the exception of FA and County FA Competitions) except with the written consent of the Management Committee.

2(G) At the Annual General Meeting or at a Special General Meeting called for the purpose, a majority of the delegates present shall have power to decide or adjust the constitution of the divisions at their discretion. When necessary this Rule shall take precedence over Rule 12.

2(H) The League shall be administered for the member Clubs by a Management Committee as referred to at Rule 4(A). The League shall be affiliated to Maccabi GB whose honorary Head of Sport shall report the League’s activities.

3. ENTRY FEE, SUBSCRIPTION, DEPOSIT 3(A) Applications by Clubs for admission to the Competition or the entry of an additional team(s) from the same Club must be made in writing to the Secretary and must be accompanied by the Entry Fee £50 set out in the Fees Tariff per team which shall be returned in the event of non-election. This fee is to be paid by 15th June in each year.

At the discretion of a majority of the accredited voting members present applications, of which due notice has been given, may be received at the Annual General Meeting or a Special General Meeting.

When Rule 12(B) is applied or a team seeks a transfer or, is compulsorily transferred to another division, no Entry Fee shall be payable.

3(B) The Annual Subscription shall be £50 per team payable on or before the Annual General Meeting of the Competition in each year or by any other date that the Management Committee decides.

3(C) In the event of any issue concerning the membership of any Club with the Competition the Management Committee may require a deposit to be paid by or on behalf of the Club on such terms and for such period as it may in its entire discretion think fit.

3(D) A Club shall not participate in this Competition until the entry fee, annual subscription and deposit (if required) have been paid.

3(E) Clubs must advise annually to the Secretary in writing by 31st July of its Sanctioning Authority affiliation number for the forthcoming season. Clubs must advise the Secretary in writing, or on the prescribed form, of details of its headquarters, officers and any other information required by the Competition.

3(F) The Management Committee shall determine by agreement with Maccabi GB from time to time, the affiliation fee to be paid by the League to Maccabi GB to effect membership of the League as an affiliated Club of Maccabi GB. This fee shall be collected from Clubs and teams who are not deemed to be in full affiliation to Maccabi GB. No such affiliation fee shall be paid to Maccabi GB by the League until after the amount has been approved by the League Council.

4. MANAGEMENT, NOMINATION, ELECTION4(A) The Management Committee shall comprise the Officers of the Competition and four Ordinary Members who shall all be elected at the Annual General Meeting together with the Maccabi GB Head of Sport (or his nominee). The four Ordinary Members shall represent the divisions of the League.

4(B) All candidates for election as Officers or Members of the Management Committee shall be nominated to the Secretary in writing, signed by the Secretaries of two member Clubs, not later than 30th June in each year. Names of the candidates for election shall be circulated with the notice of the Annual General Meeting. In the event of there being no nomination in accordance with the foregoing for any office, nominations may be received at the Annual General Meeting.

4(C) The Management Committee shall meet as and when required with no more than three calendar months between each meeting.

On receiving a requisition signed by two-thirds (2/3) of the members of the Management Committee the Secretary shall convene a meeting of the Committee.

4(D) Except where otherwise mentioned all communications shall be addressed to the Secretary who shall conduct the correspondence of the Competition and keep a record of its proceedings.

4(E) All communications received from Clubs must be conducted through their nominated Officers.

4(F) The Officers shall consist of the Chairman, Vice-Chairman, General Secretary, Registration Secretary, Fines Secretary, Referees’ Secretary, Fixtures Secretary, Treasurer and Publicity Liaison Officer.

5. POWERS OF MANAGEMENT5(A) The Management Committee may appoint sub-committees and delegate such of their powers as they deem necessary. The decisions of all sub-committees shall be reported to the Management Committee for ratification. The Management Committee shall have power to deal only with matters within the Competition and not for any matters of misconduct that are under the jurisdiction of The Football Association or affiliated Association.

5(B) Subject to the permission of the Sanctioning Authority having been obtained the Management Committee may order a match or matches to be played each season, the proceeds to be devoted to the funds of the Competition and, if necessary, may call upon each Club (including any Club which may have withdrawn during the season) to contribute equally such sums as may be necessary to meet any deficiency at the end of the season.

5(C) Each Member of the Management Committee shall have the right to attend and vote at all Management Committee Meetings and have one vote thereat, but no member shall be allowed to vote on any matters directly appertaining to such member or to the Club so represented or where there may be a conflict of interest. (This shall apply to the procedure of any Sub-Committee).

In the event of the voting being equal on any matter, the Chairman shall have a second or casting vote.

5(D) The Management Committee shall have powers to apply, act upon and enforce these Rules and shall also have jurisdiction over all matters affecting the Competition. Any action by the Competition must be taken within 28 days of the Competition being notified.

With the exception of Rules 5(I), 6(H), 10(A), 11 and 19, for all breaches of Rule a formal written charge must be issued to the Club concerned The Club charged shall be given seven days from the date of notification of the charge to reply to the charge and given the opportunity to:

(i) Accept or deny the charge;

(ii) Submit in writing a case of mitigation; or

(iii) Put their case before the Management Committee at a personal hearing.

All breaches of the Laws of the Game, or the Rules and Regulations of The FA shall be dealt with in accordance with FA Rules by the appropriate Association.

Any fines levied shall be in accordance with the Fines Tariff.

The maximum fine permitted for any breach of a Rule is £250.00 and, when setting any fine, the Competition must ensure that the penalty is proportional to the offence, taking into account any mitigating circumstances.

5(E) All decisions of the Management Committee shall be binding subject to the right of appeal in accordance with Rule 16. Decisions of the Management Committee must be notified in writing to those concerned within ten days.

5(F) More than fifty percent (50%) of its members shall constitute a quorum for the transaction of business by the Management Committee or any sub-committee thereof.

5(G) The Management Committee, as it may deem necessary, shall have power to fill in an acting capacity, any vacancies that may occur amongst their number. The Management Committee shall also have power to co-opt two additional members.

5(H) A Club must comply with an order or instruction of the Management Committee and must attend to the business and/or the correspondence of the Competition to the satisfaction of the Management Committee.

5(I) All fines and charges are payable forthwith and must be paid within 21 days of the date of notification of the decision. Any Club failing to do so will be fined in accordance with the Fines Tariff. Further failure to pay the fine including the additional fine within 14 days will result in fixtures being withdrawn until such time as the outstanding fines are paid. Any fine outstanding after 14 days will result in an additional £5.00 fine and any fine outstanding after 21 days will result in an additional £10.00 fine. If payment is not received by midnight on the Thursday prior to the following Sunday’s games and the result of the match will be dealt with in accordance with Rule 12(E).

5(J) A member of the Management Committee appointed by the Competition to attend a meeting or match may have any reasonable expenses incurred refunded by the Competition.

5(K) The Management Committee shall have the power to fill any vacancy that may occur in the membership of the Competition between the Annual General Meeting or Special General Meeting called to decide the constitution and the commencement of the Competition season.

5(L) The business of the Competition as determined by the Management Committee may be transacted by electronic mail or facsimile.

5(M) The Management Committee may organise some function for the benefit of the League funds and each team shall be responsible as the Management Committee decide.

5(N) The Management Committee may call upon each team to contribute towards the cost of printing the handbook.

5(O) All teams are obliged to take at least five handbooks at a cost to be decided by the Management Committee.

5(P) The Chairman (or in his absence, the Vice-Chairman) shall at his discretion and at any time order a special Management Committee meeting to be convened should the circumstances warrant such a meeting. Seven days’ notice shall be given for all such special meetings.

5(Q) The Chairman (or in his absence, the Vice-Chairman) shall at his discretion and at any time have the power to take action or make decisions on any matter needing immediate attention, there being insufficient time to permit the convention of a special or ordinary Management Committee for the same. Any action taken or decision made shall be reported to the Management Committee as soon as is possible thereafter.

6. ANNUAL GENERAL MEETING6(A) The Annual General Meeting shall be held not later than 31st July in each year. At this meeting the following business shall be transacted provided that at least 12 Members are present and entitled to vote:

(i) To receive and confirm the Minutes of the preceding Annual General Meeting.

(ii) To receive and adopt the Annual Report, Balance Sheet and Statement of Accounts.

(iii) Election of Clubs to fill vacancies.

(iv) Constitution of the Competition for ensuing season.

(v) Election of Vice- Presidents, Officers and Management Committee.

(vi) Appointment of Auditors.

(vii) Alteration of Rules, if any.

(viii) Fix the date for the commencement of the season and kick-off times applicable to the Competition.

(ix) Other business of which due notice shall have been given and accepted as being relevant to an Annual General Meeting.

6(B) A copy of the duly audited/verified Balance Sheet, Statement of Accounts and Agenda shall be forwarded to each Club at least fourteen days prior to the meeting, together with any proposed change of Rules.

6(C) A signed copy of the duly audited/verified Balance Sheet and Statement of Accounts shall be sent to Sanctioning Authority within 14 days of its adoption by the Annual General Meeting.

6(D) Each Club shall be empowered to send two delegates to an Annual General Meeting. Each Club shall be entitled to one vote only. 14 days’ notice shall be given of any Meeting.

6(E) Clubs who have withdrawn their Membership of the Competition during the season being concluded or who are not continuing Membership shall be entitled to attend but shall vote only on matters relating to the season being concluded. This provision will not apply to Clubs expelled in accordance with Rule 17.

6(F) All voting shall be conducted by a show of voting cards unless a ballot be demanded by at least 50% of the delegates qualified to vote or the Chairman so decides.

6(G) No individual shall be entitled to vote on behalf of more than one member Club.

6(H) Any continuing Club must be represented at the Annual General Meeting. Any Club failing to be represented in person at an Annual General Meeting and the League Council meeting shall be fined £100.00 for each such absence. All representatives shall be expected to remain for the full duration of

the meeting. Clubs failing to meet this condition without reasonable excuse shall be liable to be dealt with by the Management Committee.

6(I) Officers and Management Committee members shall be entitled to attend and vote at an Annual General Meeting.

7. AGREEMENT TO BE SIGNED7 The Chairman and the Secretary of each Club which is an unincorporated Association and two directors of each Club which is an incorporated entity shall complete and sign the following agreement which shall be deposited with the Competition together with the Application for Membership for the coming season, or upon indicating that the Club intends to compete.

“We, (A) (name) [ ] of (address) [ ] (Chairman)/(Director) and (B) (name) [ ] of (address) [ ] (Secretary)/(Director) of [ ] Football Club (Limited) have been provided with a copy of the Rules and Regulations of the [ ] Competition and do hereby agree for and on behalf of the said Club to conform to those Rules and Regulations and to accept, abide by and implement the decisions of the Management Committee of the Competition, subject to the right of appeal in accordance with Rule 16.”

Any alteration of the Chairman and/or Secretary on the above Agreement must be notified to the London County Football Association(s) to which the Club is affiliated and to the Secretary of the Competition.

8. QUALIFICATION OF PLAYERS8(A) (i) Contract players are not permitted in this Competition with the exception of those players who are registered under Contract with the same Club who have a team operating at Steps 1 to 6 of the National League System.

It is the responsibility of each Club to ensure that any player signing a registration form for that Club has, where necessary, the required International Transfer Certificate. Clearance is required for any player aged 10 and over crossing borders including Scotland, Wales and Northern Ireland.

(ii) Each Club must have at least 16 players registered seven days before the start of each playing season.

8(B) A player is one who, being in all other respects eligible, has signed a fully and correctly completed Competition registration form in ink, countersigned by an Officer of the Club and either (a) submitted to the Competition three days prior to playing and whose registration has been confirmed by the Competition prior to that player playing in a Competition Match, or (b) signed a fully and correctly completed Competition registration form in ink on a match day prior to playing, countersigned by an Officer of the Club and witnessed by an Officer of the opposing Club, and submitted to the Competition within two days of the match. The player shall not again play until the Club is in possession of the approval of the Competition. A maximum of no players may be registered in accordance with sub paragraph (B).

A bona fide member of a team is one of the Jewish faith who has completed an official registration form. The team is responsible for ascertaining the eligibility of a player to register at the time that the signing takes place. The Management Committee reserves the right to refuse or cancel the registration of any player who cannot prove he is of the Jewish faith to their satisfaction.

Any player whose registration is disputed must appear before the Management Committee and answer any questions that are raised and provide proof to the satisfaction of the Management Committee that the player is a member of the Jewish faith. Any player failing or refusing to attend such meeting will have his registration refused or cancelled until he does so.

8(C) Where a club fields more than one team in differing divisions, the team or teams from the lower division(s) may consist of no more than one player who played any part in the previous match of a team

in a higher division or in the Cyril Anekstein Cup or any other competition organised by the league. Any player who did not play any part in the previous match of a team in a higher division shall be deemed to be a floating player and shall be eligible for any team on his return.

8(D) A player having taken part in matches for any Club affiliated to any County Football Association shall not be allowed to join, be transferred to, or sign for a Club in the Competition without first proving to the officials of the intended Club that the player has discharged all reasonable financial liabilities to the previous Club or Clubs, and a Club official may not accept such player’s signature without first ascertaining whether such claims have been discharged to the satisfaction of the Club, or Clubs, for which the player last played. In the event that a player could be required to pay a proportion of a debt due under The FA Football Debt Recovery System then, whether or not the debt has been referred to the relevant County FA, the Competition must not affect the player’s registration in any way or refuse to register a transfer due to that debt being outstanding. The Competition cannot refuse to register a player for an unpaid non-footballing debt.

8(E) A fee as set out in the Fees Tariff shall be paid by each Club/team for each player registered.

8(F) The Management Committee shall decide all registration disputes.

In the event of a player signing a registration form or having a registration submitted for more than one Club, priority of registration shall decide for which Club the player shall be registered. The Secretary shall notify the Club last applying to register the player of the fact of the previous registration.

8(G) It shall be a breach of Rule for a player to:

(i) Play for more than one Club in the Competition in the same season without first being transferred.

(ii) Having signed for one Club in the Competition, sign for another Club in the Competition in that season except for the purpose of a transfer.

(iii) Submit a signed registration form for registration that the player had wilfully neglected to accurately or fully complete.

8(H) (i) The Management Committee shall have the power to accept the registration of any player subject to the provisions of clauses (ii) and (iii) below.

(ii) The Management Committee shall have power to refuse, cancel or suspend the registration of any player or may fine any player, at their discretion who has been charged and found guilty of registration irregularities (subject to Rule 16).

(iii) The Management Committee shall have power to make application to refuse or cancel the registration of any player charged and found guilty of undesirable conduct (subject to Rule 16) subject to the right of appeal to the FA or the relevant County Football Association. Undesirable conduct shall mean an incident of repeated proven misconduct, which may deter a participant from being involved in this Competition. Application should be made to the parent County of the Club the player is registered or intending to be registered with.

(iv) For a player who has previously had a registration removed in accordance with Clause (iii) but has a registration accepted at the expiry of exclusion will be considered to be under a probationary period of 12 months. Whilst under a probationary period, should the player commit a further act of proven misconduct under the jurisdiction of the Competition (excluding standard dismissals), the Competition would be empowered to consider a further charge of bringing the Competition into disrepute.

(Note: Action under Clause (iii) shall not be taken against a player for misconduct until the matter has been dealt with by the appropriate Association, and then only in cases of the player bringing the Competition into disrepute and will in any case be subject to an Appeal to the Football Association. All decisions must include the period of restriction. For the purpose of this Rule, bringing the Competition into disrepute can only be considered where the player has received in excess of 112

days’ suspension, or 10 matches in match based discipline, in a period of two years or less from the date of the first offence).

8(I) Subject to compliance with FA Rule C2(a) when a Club wishes to register a player who is already registered with another Club it shall submit a transfer form to the Competition accompanied by a fee as set out in the Fees Tariff. Such transfer shall be referred by the Competition to the Club for which the player is registered. Should this Club object to the transfer it should state its objections in writing to the Competition and to the player concerned within three days of receipt of the notification. Upon receipt of the Club’s consent, or upon its failure to give written objection within three days, the Competition Secretary may, on behalf of the Management Committee, transfer the player who shall be deemed eligible to play for the new Club from such date or three days after receipt of such transfer.

In the event of an objection to a transfer the matter shall be referred to the Management Committee for a decision.

8(J) A player may not be registered for a Club nor transferred to another Club in the Competition after 16th March except by special permission of the Management Committee.

8(K) A Club shall keep a list of the players it registers and a record of the games in which they have played, and shall produce such records upon demand by the Management Committee.

8(L) A register containing the names of all players registered for each Club, with the date of registration, shall be kept by the Registrations Secretary and shall be open to the inspection of any duly appointed member Club representative at all Management Committee meetings or at other times mutually arranged. Registrations are valid for one season only.

In the event of a player without a written contract changing his status to that of a contract player with the same Club, another Club in the Competition or with a Club in another Competition his registration as a player without a written contract will automatically be cancelled and declared void unless the Club conforms to the exception detailed in Rule 8(A)(i).

8(M) A player shall not be eligible to play for a team in any special championship, promotion or relegation deciding match (as specified in Rule 12(A)) unless the player has played 12 games for that team in this Competition in the current season.

8(N) A player who has played for a team in the higher Division 12 times or more shall not in that season be eligible to play in a lower Division except by permission of the Management Committee. Appearances shall also include those in the Cyril Anekstein Cup.

8(O) Any Club found to have played an ineligible player in a match or matches shall have any points gained from that match or matches deducted from its record, up to a maximum of 12 points, and have levied upon it a fine of up to £40.00. The Management Committee may also order that such match or matches be replayed on such terms as are decided by the Management Committee which may also levy penalty points against the Club in default.

The Management Committee may vary this decision in respect of the points gained only in circumstances where the ineligibility is due to the failure to obtain an International Transfer Certificate or where the ineligibility is related to the player’s status.

In exceptional circumstances the Management Committee may, at its discretion, award the points available in the match in question to the opponents, subject to the match not being ordered to be replayed.

8(P) The following Clause applies to Competitions involving players in full-time secondary education:

(i) Priority must be given at all times to school and school organisations activities.

(ii) The availability of children must be cleared with the Head Teachers (except for Sunday Leagues).

(iii) To play open age football the player must have achieved the age of 16.

8(Q) Any player who owes fees of any description to any member Club, will not be allowed to join any other Club in the M(S)FL and will have his registration cancelled until all debts owed by the offending player are settled in full or to the satisfaction of all parties concerned. Any player who refuses to settle any outstanding account will have his registration cancelled sine die until all financial matters are concluded and will be reported to the relevant FA.

9. CLUB COLOURS, CLUB NAME9(A) Every Club must register the colour of its shirts and shorts with the Secretary by 30th June who shall decide as to their suitability.

Goalkeepers must wear colours which distinguish them from all other players and the Match Officials.

No player, including the goalkeeper, shall be permitted to wear black or very dark shirts.

Any team not being able to play in its normal colours as registered with the Competition shall notify its opponents the colours in which they will play (including the colour of the goalkeepers jersey) at least five days before the match.

If, in the opinion of the Referee, two Clubs have the same or similar colours, the Away team shall make the change. A Club must not delay the scheduled time of kick-off for a Completion match by not having a change of colours. Shirts must be numbered. Any infringement of the above shall make the team liable to a £5.00 fine.

9(B) Any Club wishing to change its name must obtain permission from the Sanctioning Authority and from the Management Committee. Any Club wishing to change its colours during the playing season must obtain permission from the Management Committee.

Any infringement of the above shall make the team liable to a £5.00 fine.

10. PLAYING SEASON, CONDITIONS OF PLAY, TIMES OF KICK-OFF, POSTPONEMENTS, SUBSTITUTES10(A) The Annual General Meeting shall determine the date for the commencement of the season.

10(B) All matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board.

Clubs must take all reasonable precautions to keep their grounds in a playable condition. All matches shall be played on pitches deemed suitable by the Management Committee. If through any fault of the Home team a match has to be replayed, the Management Committee shall have power to order the venue to be changed.

The Management Committee shall have power to decide whether a pitch and/or facilities are suitable for matches in the Competition and to order the Club concerned to play its fixtures on another ground.

The Home team shall be liable for the cost of the venue in all League competitions. In all cup competitions the cost of the pitch shall be shared by both competing teams to the total pitch value of £100.00. If the pitch cost is more than £100.00, then the Home team will pay the balance over and above the shared cost.

Football Turf pitches (3G) are allowed in this Competition providing they meet the required performance standards and are listed on the FA’s Register of Football Turf pitches. For Clubs playing at Step 7 and below a pitch must be tested (by a FIFA accredited test institute) every three years and the results passed to the FA. The FA will give a decision on the suitability for use and add the pitch to the Register.

The Home Club is also responsible for advising participants of footwear requirements when confirming match arrangements in accordance with Rule 10(D).

All matches shall have duration of 90 minutes unless a shorter time (not less than 60 minutes) is mutually arranged by the two Clubs in consultation with the Referee prior to the commencement of the match, and in any event shall be of equal halves. Two matches involving the same two teams can be played on the same day providing the total playing time is not more than 120 minutes.

The times of kick-off shall be fixed at the AGM and can only be altered by the mutual consent of the two competing Clubs prior to the scheduled date of the match with written notification given to the Competition at least seven days prior.

Referees must order matches to commence at the appointed time and must report all late starts to the Competition.

The Home team must provide goal nets and at least two footballs fit for play and the Referee shall make a report to the Competition if the footballs are unsuitable. In default of this a £5.00 fine shall be levied.

The recognised times of kick-offs, unless otherwise decided by the Management Committee or previously agreed between the two teams and match official shall be as follows:

Morning games: League (including double headers) or Cup – 10.00am. If a game starts between one and 15 minutes after the above times, the defaulting team(s) shall be fined £5.00. If a game starts between 16 and 30 minutes after the above time, the defaulting team(s) shall be fined £10.00.

10(C) Except by permission of the Management Committee all matches must be played on the dates originally fixed but priority shall be given to The Football Association and parent County Association Cup Competitions. All other matches must be considered secondary. Clubs may mutually agree to bring forward a match with the consent of the Fixtures Secretary.

In the case of a revised fixture date, the Clubs must be given by the Competition five clear days’ notice of the match (unless otherwise mutually agreed).

10(D) The Secretary of the Home Club must give notice of full particulars of the location of, and access to, the ground and time of kick-off to the Match Officials and the Secretary of the opposing Club at least four clear days prior to the playing of the match. If not so provided, the Away Club shall seek such details and report the circumstances to the Competition. Any team failing to comply with this rule shall be fined £10.00.

10(E) A minimum of eight players will constitute a team for a Competition match.

10(F) (i) Home and away matches shall be played. In the event of a Club failing to keep its engagement the Management Committee shall have power to inflict a fine, deduct points from the defaulting Club, award the points from the match in question to the opponents, order the defaulting Club to pay any expenses incurred by the opponents or otherwise deal with them except the award of goals. Notwithstanding the foregoing home and away provision, the Management Committee shall have power to order a match to be played on a neutral ground or on the opponent’s ground if they are satisfied that such action is warranted by the circumstances. In default of this rule a team may be fined £25 on the first occasion and the fine shall be increased progressively by an additional £5 on subsequent occasions in the season (eg. second time £30; third time £35 etc). If a team defaults in the last four games it shall be fined £50 and by an additional £10 on subsequent occasions.

(ii) Any Club with more than one team in the Competition shall always fulfil its fixture, within the Competition, in the following order of precedence: ‘A’ Team, ‘B’ Team and ‘C’ Team.

(iii) Any Club unable to fulfil a fixture or where a fixture has been postponed for any reason must, without delay, give notice to the Fixtures Secretary, the Competition Referees’ Secretary, the Secretary of the opposing Club and the Match Officials.

(iv) In the event of a match not being played or abandoned owing to causes over which neither Club has control, it shall be played in its entirety on a date to be mutually agreed by the two Clubs and approved by the Management Committee. Failing such agreement and notification to the Fixtures Secretary within two days the Management Committee shall have power to order the match to be played on a named date or on or before a given date.

(v) The Management Committee shall review all matches abandoned in cases where it is consequent upon the conduct of either or both teams. Where it is to the advantage of the Competition and does no injustice to either Club, the Management Committee shall be empowered to order the score at the time of the abandonment to stand. In all cases where the Management Committee are satisfied that a match was abandoned owing to the conduct of one team or its Club member(s) they shall be empowered to award the points for the match to the opponent. In cases where a match has been abandoned owing to the conduct of both teams or their Club member(s), the Management Committee shall rule all points for the match as void. No fine(s) can be applied by the Management Committee for an abandoned match.

(vi) The Management Committee shall review any match that has taken place where either or both teams were under a suspension imposed upon them by the Association or Affiliated Association. In each case the team that was under suspension would be dealt with in the same manner as if they had participated with ineligible players in accordance with Rule 8(O) above. Where both teams were under suspension the game must be declared null and void.

10(G) A Club may at its discretion and in accordance with the Laws of the Game use five substitute players in any match in this Competition who may be selected from five players.

Except for matches played at Step 7 of the National League System a player who has been substituted himself becomes a substitute and may replace a player at any time subject to the substitution being carried out in accordance with Law 3 of the Laws of Association Football.

The Referee shall be informed of the names of the substitutes not later than five minutes before the start of the match and a player not so named may not take part in that match.

A player who has been selected, appointed or named as a substitute before the start of the match but does not actually play in the game shall not be considered to have been a player in that game within the meaning of Rule 8 of this Competition.

10(H) The half-time interval shall be of five minutes’ duration, but it shall not exceed 15 minutes. The half-time interval may only be altered with the consent of the Referee.

10(I) The Clubs taking part in fixture Competition match shall identify a team captain who has a responsibility to offer support in the management of the on-field discipline of his/her team mates.

10(J) The fixture list shall be drawn up by the Fixtures Secretary and shall be confirmed at a meeting of the Council to be held in August annually. It is the Club’s responsibility to check the fixture website regularly for updates. Should a game not take place because the website has not been checked, the offending Club(s) will be charged under Rule 10(F). No fixture shall be played on Jewish Holy Days as directed by the Council or Management Committee.

All matches shall be played on the dates originally fixed. Should a team require a postponement or a ‘closed’ week, then this request must be made in writing or by e-mail to the Fixtures Secretary at least 30 days before the date of the match in question (except in unforeseen circumstances). A maximum of two such requests per team may be made in any one season (except in unforeseen circumstances) – this request will then either be ‘accepted’ or ‘rejected’ by the Fixtures Secretary.

10(K) Both teams shall have an adequate first aid kit with them at all matches, and such kit shall be shown to the Referee prior to the commencement of the match, brought to the pitch and be available for immediate use. Team defaulting shall be fined £5.00 on each occasion.

10(L) The Home team shall provide four corner posts of standard height or over, with flags attached at the top at each match played at the team’s normal Home venue, in default of which a fine of £5.00 shall be imposed on each occasion.

10(M) Any Club refusing to play a scheduled fixture at the Away team’s ground when they cannot provide a home ground shall be charged under Rule 10(F) and (J) when such arrangements were offered by 9pm of the Saturday preceding the game and on notification at that time of the Fixtures Secretary.

11. REPORTING RESULTS11(A) The Registration Secretary must receive within two days of the date played, the result of each Competition match in the prescribed manner. This must include the forename(s) and surname of the team players (in block letters) and also the Referee markings required by Rule 13, or any other information required by the Competition. In default of this a £10.00 fine will be imposed. In the event that a team sheet is received which is either incomplete, or not received in the two days, except in matters referred to in Rule 11(D) the Council or Management Committee shall investigate any deficiency and the team found in default, will be fined £10.00. If the same team continues to commit the same offence, the Management Committee has the right to double this fine on each subsequent occasion.

11(B) The Home Club/both Clubs shall telephone/SMS/email/notify the result of each match to the appointed person by 1.30pm. Failure to do so will result in a £6.00 fine.

11(C) The match result notification, correctly completed, shall be signed by a responsible member of the Club.

11(D) Both team representatives or their nominees must exchange team sheets prior to kick-off. In default of this a £10.00 fine will be imposed.

In the event that a team sheet is received which is either incomplete, or not received in the two days, except in matters referred to in Rule 11(C) the Council or Management Committee shall investigate any deficiency and the team found in default, will be fined £10.00. If the same team continues to commit the same offence, the Management Committee has the right to double this fine on each subsequent occasion.

In default of receipt of a result sheet from any one side competing in a game, the Registration Secretary or nominee, shall require each team to deliver within three days a list of players who played in the match, including substitutes, either via email or post. Additionally the Referee and opposing team must receive the same information. In default of this, a team will be required to appear before the Management Committee.

11(E) Each team must enter the individual player registration number alongside the player’s name where indicated on the form. Failure to do so will result in a fine of £1.00 per player.

11(F) Any team found to have falsified a player’s registration details will be fined a maximum of £100.00 for each falsification.

11(G) In a double-header fixture both teams must telephone or send a text message of the results and scorers in to their respective divisional representative no later than 2.00pm on the Sunday afternoon of the game, unless otherwise directed by a member of the Management Committee. Failure to do so will result in a £6.00 fine.

12. DETERMINING ChAMPIONShIP12(A) Team rankings within the Competition will be decided by points with three points to be awarded for a win and one point for a drawn match. The teams gaining the highest number of points in their respective Divisions at the conclusion shall be adjudged the winners. Matches must not be played for double points.

In circumstances where two or more teams are equal on points team rankings shall be determined by goal difference where the goals scored against by each team shall be deducted from the goals scored by that team and the largest positive difference shall be placed the highest. In the event of the goal difference being equal the highest placed team shall be the team which has scored the most goals. In the event that two or more teams have the same goal difference and have scored the same number of

goals then the highest placed team shall be the team which has won the most matches.

In the event of the two teams still being equal the team which has the better playing record against the other team in their head-to-head Competition matches during the season will be the highest placed team.

If the records of two or more teams are still equal and it is necessary for any reason to determine the position of each then the teams affected shall play a deciding match or matches as determined by the Management Committee.

12(B) Automatic promotion and relegation shall be applied for the first two and last two teams in each Division except as provided for hereunder, subject to the provisions of Rule 2(B).

(i) Should one or more teams withdraw from any one Division after the fixtures have commenced an equal number of teams to those withdrawing in that Division shall not be automatically relegated.

(ii) Vacancies occurring after the conclusion of the season may be filled on any of the following ways:

(a) Retention of otherwise relegated team(s);

(b) Additional promotion of the next ranked team(s) from the Division below;

(c) Election.

12(C) In the event of a team not completing 75% of its fixtures for the season all points obtained by or recorded against such defaulting team shall be expunged from the Competition table.

12(D) No team finishing the previous season lower than the top two places in its respective division shall be compelled to be promoted to a higher division unless any possible request by the Council or Management Committee is subsequently accepted by the said team. Such a request shall be made in writing to the team’s representative who shall reply in writing to the General Secretary within ten days. In the absence of a reply after this duration, the Management Committee shall have the power to decide as necessary.

12(E) Any Club or team under suspension by the County FA or excluded under Rule 5(I) by the League will automatically forfeit any league match with the points awarded to its opponents or cup match due to have been played according to the published fixture list.

13. REFEREES13(A) Registered Referees (and Assistant Referees where approved by the FA or County FA) for all matches shall be appointed in a manner approved by the Management Committee and by the Sanctioning Authority.

13(B) In the event of the non-appearance of the appointed Referee the appointed senior Assistant Referee shall take charge and a substitute Assistant Referee appointed by the competing teams. In cases where there are no officially appointed Assistant Referees, the Clubs shall agree upon a referee. An individual thus agreed upon shall, for that game, have the full powers, status and authority of a registered Referee. Individuals under the age of 16 must not participate either as a Referee or Assistant Referee in any open age competition.

13(C) Where Assistant Referees are not appointed each team shall provide a Club Assistant Referee.

13(D) The appointed Referee shall have power to decide as to the fitness of the ground in all matches and the decision shall be final subject to either in the case of a ground of a local authority or the owners of a ground, the representative of that body is the sole arbiter and whose decision must be accepted.

13(E) Subject to any limits/provisions laid down by the sanctioning Association, Match Officials appointed under this Rule shall be paid a match fee of £35.00. Assistant Referees shall be paid a fee of £17.00 to be shared by both teams.

The Away Club shall pay the Officials their fees and/or expenses before the match.

13(F) In the event of a match not being played because of circumstances over which the Clubs have no control, the Match Officials, if present, shall be entitled to expenses only. Where a match is not played owing to one Club being in default, that Club shall be ordered to pay the Officials, if they attend the ground, their full fee and expenses.

13(G) A Referee not keeping his or her engagement, and failing to give a satisfactory explanation as to their non-appearance, may be reported to the Association with which he or she is registered.

13(H) Each Club shall, in a manner prescribed from time to time by The Football Association, award marks to the Referee for each match and the name of the Referee and the marks awarded shall be submitted to the Competition on the prescribed form provided. Clubs failing to comply with this Rule shall be liable to be fined or dealt with as the Management Committee shall determine.

13(I) The Competition shall keep a record of the markings and, on the Form provided by the prescribed date each season, shall submit a summary to The Football Association/County Association.

13(J) The Referee shall submit a report form, supplied by the Competition, giving the result of the match, the number of players in each team and the time of kick-off to the appointed Secretary within two days of the match.

13(K) Referees and Assistant Referees shall be supplied, each season, with a copy of the Competition Rules free of charge.

13(L) Referees and Assistant Referees shall have undertaken a RESPECT briefing offered by the FA/County FA or the League.

13(M) In the event that any Club awards a Referee a total of less than 60 marks, an explanation must be sent in writing to the Referees’ Secretary within seven days after the completion of the match. Failure to do so will result in a £5.00 fine.

13(N) The Referee’s fee for a double-header fixture shall be £40.00 to be shared equally by both teams and paid prior to the commencement of the first match.

14. CONTINUATION OF MEMBERShIP, WIThDRAWAL OF A CLUB14(A) A Club intending, or having a provisional intention, to withdraw a team from the Competition on completion of its fixtures and fulfilment of all other obligations to the Competition must notify the Secretary in writing by 31st March each season.

14(B) The Management Committee shall have the discretion to deal with a team being unable to start or complete its fixtures for a playing season.

14(C) In the event of a member Club failing to discharge all its financial obligations to the Competition in excess of £50.00, the Management Committee are empowered to refer the debt under The FA Football Debt Recovery provisions.

15. PROTESTS AND COMPLAINTS15(A) (i) All questions of eligibility, qualifications of players or interpretations of the Rules shall be referred to the Management Committee.

(ii) Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities of the

venue will not be entertained by the Management Committee unless a protest is lodged with the Referee before the commencement of the match.

15(B) Except in cases where the Management Committee decide that there are special circumstances, protests and complaints (which must contain full particulars of the grounds upon which they are founded) must be lodged with the Secretary within seven days (excluding Sundays) of the match or occurrence to which they refer. A protest or complaint shall not be withdrawn except by permission of the Management Committee. A Member of the Management Committee who is a member of any Club involved shall not be present (except as a witness or representative of his Club) when such protest or complaint is being determined.

15(C) No protest of whatever kind shall be considered by the Management Committee unless the complaining Club shall have deposited with the Secretary a sum in accordance with the Fees Tariff. This may be forfeited in whole or in part in the event of the complaining or protesting Club losing its case. The Competition shall have power to order the defaulting Club or the Club making a losing or frivolous protest or complaint to pay the expenses of the enquiry or to order that the costs to be shared by the parties.

15(D) All parties to a protest or complaint must receive a copy of the submission and must be afforded an opportunity to make a statement at least seven days prior to the protest or complaint being heard.

(i) All parties must have received seven days’ notice of the Hearing should they be instructed to attend.

(ii) Should a Club elect to state its case in person then the Club should indicate such when forwarding the written response.

15(E) Any dispute occurring between Clubs in the Competition shall be refereed for determination by the Management Committee whose decision shall be binding upon all parties subject to Rule 16.

15(F) The Fines Secretary shall issue an ‘Imposition of Fine’ notice after having received a complaint from any of the following sources:

(i) Referee report and result sheet;

(ii) Complaints reported by members of the Management Committee;

(iii) Complaints lodged by Clubs in membership.

In the case of fines where a ceiling is to be fixed by the Management Committee the initial ‘Imposition of Fine’ notice shall be sent out at a maximum amount in order to charge the Club.

15(G) A Club shall have the right to appeal to the Management Committee against fines imposed, by lodging an appeal in writing on the prescribed form so as to reach the Fines Secretary no later than seven days after receipt of the ‘Imposition of Fines’ notice. A Club wishing to appeal against a fine in writing, shall submit a cheque for £3.00 made payable to ‘M(S)FL’ as a lodging fee, for a personal hearing the fee will be £5.00. The cheque will only be presented for payment if the Club loses the appeal. Any appeal made without an accompanying cheque will be dismissed. If an appeal is made solely to determine the appropriate level of a fine then the lodging fee will be returned.

15(H) All appeals lodged can only be withdrawn with the permission of the Management Committee.

15(I) Appeals against fines imposed shall be adjudicated by the Management Committee, or a Sub-Committee thereof, at either a personal hearing, if requested, or without a personal hearing. In cases of appeals under (i) and (iii) of Rules 15(F) and 17(E), individuals and/or Club(s) shall be entitled to request a hearing in person before the full Management Committee. This request to be lodged when requesting the appeal hearing. The decision of the Management Committee or Sub-Committee, shall be binding subject to Rules 16(A) and (D).

15(J) All other complaints shall be referred to the Council or Management Committee whose decision shall be binding subject to Rules 16(A) and (D).

15(K) In the event of a team failing to be represented at a Management Committee meeting to which they have been summoned a fine of £10.00 will be imposed.

15(L) Notice shall be given of all fines outstanding at all Council and Management Committee meetings.

15(M) When a team is awarded out of pocket expenses, ie. cost of pitch by the League, the amount due by the claimant Club will be paid by the League. The offending Club will reimburse the League within 14 days or have their fixtures cancelled until the League has been fully reimbursed.

16. PROTESTS, APPEALS16(A) All protests, claims or complaints relating to these Rules and appeals arising from a player’s contract shall be heard and determined by the Management Committee, or a Sub-Committee duly appointed by the Management Committee. The Clubs or players protesting, appealing, claiming or complaining must send a copy of such protest, appeal, claim or complaint and deposit a fee which shall be forfeited in the event of the protest, appeal, claim or complaint not being upheld, and the party not succeeding may, in addition, be ordered to pay the costs at the direction of the Management Committee.

16(B) All such protests claims complaints and appeals must be received in writing by the Secretary within 14 days of the event or decision causing any of these to be submitted.

16(C) The Management Committee shall also have power to compel any party to the protest to pay such expenses as the Management Committee shall direct.

16(D) Any appeal against a decision of the Management Committee must be lodged with the Sanctioning Authority within fourteen (14) days of the posting of the written notification of the decision causing the appeal, accompanied by a fee of £35 which may be forfeited in the event of the appeal not being upheld. A copy of the appeal must also be sent to the Secretary.

16(E) If so requested the Management Committee may arbitrate on any disputes, protests, appeals, claims or complaints between two Clubs in which event both Clubs shall send a non-returnable fee. Such arbitration shall be final and binding upon the parties to the arbitration.

17. EXCLUSION OF CLUBS OR TEAMS, MISCONDUCT, CLUBS, OFFICIALS, PLAYERS17(A) At the Annual General Meeting or Special General Meeting called for the purpose, Notice of Motion having been duly circulated on the Agenda by direction of the Management Committee, the accredited delegates present shall have the power to exclude any Club or team from membership which must be supported by (more than) two thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot. A Club which is the subject of the vote being taken shall be excluded from voting.

17(B) At the Annual General Meeting, or at a Special General Meeting called for the purpose, in accordance with the provisions of Rule 19, the accredited delegates present shall have the power to exclude from further participation in the Competition any Club whose conduct has, in their opinion, been undesirable, which must be supported by (more than) two-thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot.

A Club whose conduct is the subject of the vote being taken shall be excluded from voting.

17(C) Any official or member of a Club proved guilty of either a breach of Rule, other than field offences, or of inducing or attempting to induce a player or players of another Club in the Competition to join them shall be liable to expulsion or such penalty as a General Meeting or Management

Committee may decide, and their Club shall also be liable to expulsion in accordance with the provisions of Clause (A) of this Rule.

17(D) The Council or Management Committee shall at any time have the power to charge a Club, team, official whose conduct has, in their opinion been objectionable. This action can only be taken for a breach of the League’s rules and not for any misdemeanour on the field of play. The party shall be required to appear before the Management Committee (or a Sub-Committee thereof) to answer the charge: The Club, team or official can be dealt with in any one or more of the following ways:

(i) A form of censure or warning.

(ii) Excluded from further participation in the Competition. In which case its entire record shall be dealt with in accordance with Rule 12(D).

(iii) Excluded from further participation in the Competition for a period of time and its results dealt with in accordance with Rule 12(E).

(iv) Relegated to a lower division of the League in the following season.

(v) Fined a sum not exceeding £100.00.

Any party failing to appear may be dealt with in absence.

18. TROPhY: LEGAL OWNERS, CONDITIONS OF TAKING OVER, AGREEMENT TO BE SIGNED, AWARDS18(A) The following agreement shall be signed on behalf of the winners of the Cup or Trophy:

“We (A) (name) and (B) (name), the Chairman and Secretary of FC (Limited), members of and representing the Club, having been declared winners of the Cup or Trophy, and it having been delivered to us by the Competition, do hereby on behalf of the Club jointly and severally agree to return the Cup or Trophy to the Competition Secretary on or before 31st March. If the Cup or Trophy is lost or damaged whilst under our care we agree to refund to the Competition the amount of its current value or the cost of its thorough repair.”

18(B) At the conclusion of the Cyril Anekstein Cup Final and the Barry Goldstein Final, the cup and 17 trophies shall be awarded to the winners and 17 trophies shall awarded to the losing finalists. Plaques shall be awarded to the Match Officials. A player sent off the field of play for misconduct in a Cup Final shall not be presented with a medal for playing in that Final; neither shall any player who wilfully refuses to attend the Presentation Ceremony to receive a medal be presented with such a medal, not, being the Captain, shall he be presented with the cup or other memento, but shall be received by his deputy. In all such cases the Management Committee shall decide subsequently whether to make any award.

18(C) The Chairman and the Treasurer shall be considered for the time being the trustees of all trophies, property and funds, and shall deal with the same according to the instructions of the Council and Management Committee.

18(D) At the Annual General Meeting subsequent to the close of the season or at another agreed time and place, the League trophies together with 17 winners trophies and 17 trophies for the runners-up shall be awarded in respect of each division of the League. The Management Committee are also empowered to make other awards if appropriate.

19. SPECIAL GENERAL MEETINGS19(A) Upon receiving a requisition signed by two-thirds (2/3) of the Clubs in membership the Secretary shall call a Special General Meeting.

The Management Committee may call a Special General Meeting at any time.

At least seven days’ notice shall be given of either meeting under this Rule, together with an agenda of the business to be transacted at such meeting. Each member Club shall be empowered to send two delegates to all Special General Meetings. Each Club shall be entitled to one vote only, as will members of the Management Committee.

Any continuing member Club must be represented at a Special General Meeting. Failure to attend will result in a £100.00 fine.

Officers and Management Committee members shall be entitled to attend and vote at all Special General Meetings.

19(B) The Chairman (or in his absence, the Vice-Chairman) shall at his discretion and at any time order a special Management Committee meeting to be convened should the circumstances warrant such a meeting. Seven days’ notice shall be given for all such special meetings.

19(C) The Chairman (or in his absence, the Vice-Chairman) shall at his discretion and at any time have the power to take action or make decisions on any matter needing immediate attention, there being insufficient time to permit the convention of a special or ordinary Management Committee for the same. Any action taken or decision made shall be reported to the Management Committee as soon as is possible thereafter.

20. ALTERATION TO RULES20 Alterations, for which consent has been given by the Sanctioning Authority, shall be made to these Rules only at the Annual General Meeting or at a Special General Meeting specially convened for the purpose called in accordance with Rule 19. Any alteration made during the Playing Season to these Rules shall not take effect until the following Playing Season.

Notice of proposed alterations to be considered at the AGM shall be submitted to the Secretary by 30th June each year. The proposals together with any proposals by the Management Committee shall be circulated to the clubs by 7th July and any amendments thereto shall be submitted to the Secretary by 14th days prior to the AGM. The proposals and proposed amendments thereto shall be circulated to Clubs with the Notice of the AGM. A proposal to change a rule shall be carried if a majority of those present entitled to vote and voting in favour.

A copy of the proposed alterations to Rules to be considered at the AGM or Special General Meeting shall be submitted to the Sanctioning Authority seven days prior to the date of the Meeting.

21. FINANCE21(A) The Management Committee shall determine with which bank or other financial institution the funds of the Competition will be lodged.

21(B) All expenditure in excess of £500.00 shall be approved by the Management Committee. Cheques shall be signed by at least two Officers nominated by the Management Committee.

21(C) The financial year of the Competition will end on 30th April.

21(D) The books, or a certified balance sheet, of a Competition shall be prepared and shall be audited annually by some suitable person(s) who shall be appointed at the Annual General Meeting.

22. INSURANCE 22 All Clubs must have public liability insurance cover of at least 10 million pounds (£10,000,000).

All Clubs shall be members of a players’ personal accident scheme. The policy cover shall be at least equal to the minimum recommended cover determined from time to time by the sanctioning Association. In instances where The Football Association is the sanctioning Association, the minimum recommended cover will be the cover required by the Affiliated Association to which a Club affiliates.

23. DISSOLUTION23(A) Dissolution of the Competition shall be by resolution approved at a Special General Meeting by a majority of three-quarters (3/4) of the members present and shall take effect from the date of the relevant Special General Meeting.

23(B) In the event of the dissolution of the Competition, the members of the Management Committee are responsible for the winding up of the assets and liabilities of the Competition.

23(C) The Management Committee shall deal with any surplus assets as follows:

(i) Any surplus assets, save for a trophy or any other presentation, remaining after the discharge of the debts and liabilities of the Competition shall be transferred only to another Competition or Affiliated Association or The Football Association Benevolent Fund or to such other charitable or benevolent object in the locality of the Competition as determined by resolution at or before the time of winding up, and approved in writing by the sanctioning Association.

(ii) If a Competition is discontinued for any reason a trophy or any other presentation shall be returned to the Donor if the conditions attached to it so provide or, if not, dealt with as the Sanctioning Authority may decide.

24. SPECIAL RULES FOR CUP COMPETITIONS AND REPRESENTATIVE MATChES24(A) The League shall run the Cyril Anekstein Cup competition which shall be open to all eligible teams and any other domestic competition at the discretion of the Management Committee, including the Barry Goldstein Trophy, which shall be run if feasible in any given season. Any player playing in one cup-tie for any Club shall be deemed to be cup-tied to that Club in the appropriate competition.

However, in the case of Clubs with more than one team players shall be allowed to move up to a higher team but shall not be allowed to move down to a lower team in later rounds. Substitutes shall not be deemed to be cup-tied unless they actually participated in a match.

24(B) The format of all competitions shall be the knock-out principle, with the exception of the Barry Goldstein Trophy, the opening round of which may be played using the ‘round-robin’ group principle, as determined at the discretion of the Management Committee. In all competitions, the draws for the various rounds shall be conducted by randomly drawing teams in turn, including the Barry Goldstein Trophy group phase, with the following exception: if the group phase is adopted in the Barry Goldstein Trophy, the subsequent knockout phase shall implement a preordained format of group winners versus group runners-up and a similar match-by-match format thereafter. All draws shall be made at Council or Management Committee meetings or at any agreed time and place designated by the Council or Management Committee.

24(C) Neutral Assistant Referees shall be appointed by the League for Semi-Final and Final rounds.

24(D) In all rounds an extra 15 minutes each way shall be played if the scores are level after 90 minutes play. If the scores are still level after extra time, then the taking of penalties will take place to decide the result. Such penalties shall proceed in accordance with FIFA rules.

24(E) A player shall not be eligible to play for a team in a cup competition unless he has been registered for the said team at least 14 days before the date of the cup tie in question. A player who signs for a Club on or after 1st February will not be eligible to play in any further cup ties for the current season.

24(F) All Rules in the Constitution apply equally to league and cup matches and to any other domestic competition that the League may introduce.

24(G) The League shall have the power to combine with any other organisation or organisations in order to promote a jointly run competition governed by an independent constitution and sanctioned by a recognised Football Association.

MGBSFL CYRIL ANEKSTEIN CUP FINAL 2016 NORTH LONDON RAIDERS 2, OAKWOOD 1 at Wingate & Finchley FCA late penalty from David Dinkin helped North London Raiders retain the Cyril Anekstein Cup following a hard-fought win over Oakwood at the Abrahams Stadium in Summers Lane, Finchley. Highlights were few and far between in the first half and it looked as though the teams would go in level at the break until a corner from Ben Joseph was flicked on by Pistol for Ricky Engleman to fire home for the Raiders. Oakwood did not let their heads drop and they took the battle to NLR, finishing the half strongly. They carried on where they had left off at the start of the second half and were rewarded for a good period of pressure with an equalising goal from top-scorer Dave Woolman, who slipped his shot past the onrushing Jake Doffman. The decisive moment came in the last 10 minute when Liron Mannie broke clear, with Oakwood appealing for offside, only to be scythed down by the impressive Dale Bradman. Referee David Lazarus decided to only show Bradman a yellow card, but Dinkin kept his nerve to slot home from the spot, sending Jonny Blain the wrong way. Raiders held on comfortably in the closing stages, with Oakwood throwing Blain up for a last-minute free-kick but to no avail as ‘L’Orange’ retained the cup after an almighty battle. Played at Wingate & Finchley FC A last-minute wonder strike from Avi Korman ensured the Peter Morrison Trophy stayed firmly in the clutches of Hendon United Sports Club ‘A’ as they retained the coveted prize for the third year in a row following a war of attrition against North London Raiders ‘A’. Hendon went into the final as underdogs – in the eyes of many, including their manager David Garbacz – but they defended resiliently against the double-double champions, denying them a first-ever treble in the process. Chances were few and far between in the first 60 minutes. With extra-time looming, Hendon mounted one final attack and Seitler found Korman who sent a crackerjack of a shot arrowing into the top corner before being mobbed by his teammates. Norstar London Raiders ‘B’ won 3–2 at Wingate &

Finchley FC, Finchley

Four teams from each League were invited to compete, namely Brady Maccabi, North London Raiders, a combined Scrabble and Southgate Harmen side, and Waldaf Town from the MMFL, and Faithfold ‘B’, Hendon United ‘B’, Jewdinese and Norstar London Raiders ‘B’ from the MGBSFL.

Two ‘round-robin’ groups were contested, from which Brady Maccabi, Hendon United ‘B’, Norstar London Raiders ‘B’ and Waldaf Town qualified for the semi-finals.

NORSTAR LONDON RAIDERS ‘B’ went on to cap a brilliant season by defeating HENDON UNITED ‘B’ narrowly 3–2 in an exciting Final played at Wingate & Finchley FC on Sunday 4th May 2014. Both David Wolff and Stuart Lustigman, Chairmen of the MGBSFL and Maccabi Masters Football League respectively, agreed that the competition was a great success.

RAIDERSChigwell Athletic won on penalties after 1–1 draw at Silver Jubilee Park,

Kingsbury

Competition two was played in a knock-out format with eight teams contesting the quarter-final, four from each League. From the Masters, Brady Maccabi, Chigwell Athletic, Faithfold and North London Raiders took part. Representing the MGBSFL were Faithfold ‘B’, L’Equipe, SPEC FC and Temple Fortune.

In the quarter-final, SPEC beat Brady Maccabi 4–0, Chigwell Athletic defeated L’Equipe 4–2, Faithfold Masters eliminated Temple Fortune 2–1 and North London Raiders put out Faithfold ‘B’ 5–4 on penalties. In the semis, Chigwell drew 1–1 with SPEC, the MGBSFL’s lone representatives, and then won the penalty shoot-out 5–4, whilst North London Raiders beat Faithfold Masters 7-0. In the Final, CHIGWELL defeated NORTH LONDON RAIDERS on penalties after a close 1–1 draw at Silver Jubilee Park.

at Silver Jubilee Park, Kingsbury

The third competition was held during May 2016 and attracted 12 teams, six from each league.

Athletic Bilbaum, Catford & Bromley, L’Equipe, Los Blancos, SPEC and Redbridge Jewish Care ‘B were selected by the MGBSFL, whilst Brady Maccabi, holders Chigwell Athletic, Faithfold, Maccabi London Lions, North London Raiders and Scrabble represented the Maccabi Masters League.

In the quarters, North London Raiders beat Catford & Bromley 7–1, SPEC saw off L’Equipe 5–2, Redbridge knocked out Los Blancos on penalties after 2–2, and Scrabble beat Athletic Bilbaum 2–1. NLR drew with SPEC 2–2 but won on penalties in the semis, whilst Redbridge won 5–2 against Scrabble. One second half goal was enough for REDBRIDGE ‘B’ to defeat NORTH LONDON RAIDERS in the Final held again at Silver Jubilee Park.

The Laws of the Game: Important updates worth knowing The Laws of the Game have undergone a major rewrite for clarity and consistency. To help avoid possible confusion, the main four changes for players to know about are:

1. Kick-offs may be taken backwards or in any direction, not just forwards.

2. The restart of an indirect free-kick for a player adjudged offside (obviously in their opponent’s half) will now be awarded from the position where they became active, which may be in their own half.

3. A player who is injured as a result of a yellow or red card foul may remain on the field of play after quick assessment or treatment rather than having to leave.

4. Denying an obvious goal-scoring opportunity (DOGSO) is still normally a red card offence, but may be downgraded to a yellow card if it results in a penalty-kick (which restores the obvious goal-scoring opportunity) and the referee judges that there was a genuine attempt to challenge for or to play the ball. (Note that a red card will still be given for DOGSO offences committed outside the penalty area, all DOGSO deliberate handball offences, or DOGSO offences inside the penalty area involving holding, pushing or pulling (ie. deliberate offences).

Looking through the ‘Previous Winners’ pages, we can see Brixton Old Boys and Catford & Bromley Maccabi listed as two of the oldest clubs still playing in the MGBSFL.

But both Brixton Old Boys (as both Brixton Eagles and Brixton & Marlborough being two name changes) and Catford & Bromley (who had ‘Maccabi’ added to their name and also rejoined after missing a few seasons) have not been ever-present under the same name during the past 40 years, whilst Maccabi London Lions, apart from enduring various name changes over the years (MAL, Malex and London Maccabi Lions spring to mind) also left the League for a few years to play in non-Maccabi football.

So the distinction of participating in the League under its original name and without missing a season falls to Temple Fortune, ever-present since originally joining the M(S)FL in 1976. At the close of the 2015-16 season Temple Fortune proudly completed 40 consecutive seasons as a member club of the MGBSFL. And under the same management of its founders throughout.

This feature is dedicated to all the former clubs which have come and gone over the last 40 years, from seasonal long-serving regulars over many seasons to the fly-by-night sides

who arrived and departed so rapidly. Although several teams appear in the list even though they continued under different or modified names, to all intents and purposes the teams ‘folded’ under their former identity, hence being included in the list on the following page. For example, Athletico Neasden merged with North West Warriors to then become North West Neasden, but both former clubs have been included as separate ‘folded’ clubs.

To save you from counting all the those listed, we can report that there are 179 in total. There is little point in dividing this figure by 40 to establish an average number of clubs leaving per season because various teams were one and the same having undergone name changes. But if you WERE to eliminate duplicate names, you could get a good idea of the average withdrawals per season!

The list on page 56 serves as a tribute to the meritable commitment of many individuals who took on the exciting yet difficult challenge of entering their club into league football, only to see it demise sooner or later. Nevertheless, we honour all the undermentioned teams which have disappeared over the course of the past 40 years.

SPECIAL FEATURE: FOLDED TEAMSOver 150 clubs have come and gone since 1976, covering a period of 40 seasons. In this special feature,we pay tribute to former members of the Maccabi (Southern) Football League (as the League was originally called) and now the MGBSFL, from AC Mill hill to Zig Zag. And we applaud one particular club that has participated in every season since 1976, unchanged under the same name.

1. MEET AND GREET!Look out for your appointed Referee at the venue, greet him and show him where to change. Give him the match ball to take out onto the pitch!

2. PAY!If you’re the Away team, find the Referee and pay him his match fee before the kick-off. Don’t keep him waiting, don’t make him ask!

3. SHOW!Avoid a fine by showing the Referee an inflated match ball and a well-stocked first aid kit!

4. NOMINATE!Even with ‘roll on, roll off’ subs, you must

nominate your substitutues prior to kick-off so make sure you tell the Referee who they are. If your subs aren’t correctly

nominated they will not be permitted to play later on during the match.

5. RESPECT!Always respect the Referee. Accept his

decisions and – win or lose – end the match with a handshake!
