Teen on bike rams car, dies By Our Staff Reporter 18-year-old Navateja was killed when the bike he was riding had a head-on collision with a car coming from the opposite direction on Kodambakkam flyover on July 18. Witnesses told the police that Navateja was trying to overtake an MTC bus when he collided head-on with the car. He was not wearing a helmet. He suffered severe head injuries and died on way to hospital. His friend Vignesh, seated on the pillion, suffered severe injuries and was admitted to Government Royapettah Hospital. CMDA evades RTI query onillegal structures in T. Nagar

the Chennai Metropolitan Development Authority (CMDA)has declined to provide information under the Right to Informa-tion Act (RTI) on the action taken against seven other struc-tures in T. Nagar which had violated building norms.

The petitioner, B. Kannan (Secretary, T. Nagar Residents’Welfare Association), had sought details of action againstthe buildings, largely comprising textile and jewellery shopsin T. Nagar, based on an order of the Madras High Courtin 2016. According to Kannan, the CMDA had filed an affidavitin the High Court last year stating that action has been takenby issuing notices to the respective buildings and the exercisewill be completed within four weeks. The planning authoritywas directed to file a compliance report in this regard on June3, 2016, he said.

The tax system in India hasseen an overhaul with thelaunch of Goods and ServicesTax (GST) on July 1.

Under GST, there are fourtax slabs, 5%, 12%, 18% and28%, and an exempt andadditional cess category.

In terms of impact for thecommon man, some householdarticles have seen a priceincrease, while the prices ofmany others have come down.

A look at the overall impactof GST on basic householdexpenditure:

Food products will comeunder the 0-5% slab, whiletoiletries will be taxed 18%.

Groceries: while somegrocery items like milk, bread,pulses, flour, fruits andvegetables, tea, coffee andbasmati rice have been leftoutside the ambit of GST, otheritems like packaged curd,panneer, cheese, biscuits,cornflakes, shampoos, facecreams, hair oils and medicineshave become cheaper. Thingswhich have become expensive

include packaged butter,savouries and chicken to namea few.

Entertainment expenseshave come down as the tax hasbeen reduced to 28% from 30%earlier.

Cab rides: service tax on cabhire has been reduced to 5%from 6%.

T e l e c o m m u n i c a t i o nservices: DTH and cable TVcharges have become deareras these services will charge18 % GST instead of 15%service tax.

Education: Pre-school andschool education will remaintax free under GST. Collegeand higher education hasbecome dearer with 18% levyas compared to 15 % earlier.

Luxury spending: stay in 5-star hotels and eating in air-conditioned restaurants havegone up with the imple-mentation of GST. Luxuryexpenses are now taxed at 28%.

Air fares: economy class airfare has come down as the newtax regime levies 5% tax on airfare against the old rate of 9%

It is now possible to digitallylock one’s Aadhar number toprevent its possible misuse bya third party.

UIDAI has provided amechanism for the purpose.

It is first necessaryto link adesignated mobile number foreach Aadhaar number to availthis service.

Following is the procedure tolock/unlock the Aadhar num-ber.

1. Visit https://resident.uidai.gov.in/biometric-lock

2. Enter your Aadhaar num-ber

3. Enter the system-gener-ated security code/captcha

4. Receive the OTP in theAadhaar-registered mobilenumber

5. Lock your Aadhaar with aunique password

Once the number is locked,its use gets restricted and noone else will be able to authen-ticate it on any biometric de-vise without unlocking it.

UIDAI has advised every-one to avail the service from asecurity point of view asAadhaar is linked to bank ac-counts, PAN cards and is fastbecoming mandatory for vari-ous other purposes.

Passport application rules easedThe Ministry of External Affairs has announced a new set of

rules which has eased the passport application norms.Some of the important changes are as follows:1. For proof of birth, birth certificate is no longer compulsory.

An applicant can submit PAN card, Aadhar, driving license, voterID card or policy issued by public life insurance companies.

2. From now on, for minors, it is enough to mention the name ofjust one of the parents or the guardian. This makes it easier forchildren with single parents or orphans to apply for a passport.

3. Documentation has been eased as the number of annexureshas been reduced from 15 to to 9.

4. Attestation of annexes by a Notary has been dispensed withand a self declaration clause has been added to each annexure. Soit is enough if the applicant himself authenticates the annexes.

UIDAI launches ‘mAadhaar’app for android phones

The ‘mAadhaar’ app launched recently by Unique Identifica-tion Authority of India (UIDAI) enables a person to carry hisAadhaar details on his smartphone.

To use the mAadhaar app, users must have their phonenumber registered with UIDAI.

Once the process is complete, they can download their detailson the app, which will show the name, date of birth, gender,address and the individual’s photograph within the app.

The app also enables the locking and unlocking of biometricdata. With mAadhaar installed in his cell phone, there is no needfor a person to carry a hard copy of his Aadhaar card.

The app is presently available for android phones and can bedownloaded free from Google Playstore.

UIDAI had announced that the app is in its beta stage andmore features will be added in due course, including a release forIOS based Apple phones.

Tamil Cinema & Music 62One of films with the same trio produced by the same

company Chellam Talkies at the same studio was Alli Arjuna”(1935), again a slice of Hindu mythology. Directed an activefilmmaker of 1930s, now sadly forgotten, H. S. Mehta (hesigned his films as ‘H. S. Mehta MBA (USA)!), Krishnamurthyplayed the lead role of Arjuna, the hero of the epic,Mahabharatham. A footnote of Tamil film history not knownto many is P.S. Ratna Bai playing as many as four roles in thismovie! One of them was the major role of a male, no less thanLord Krishna himself!

Not surprisingly perhaps she had the lions (or is it lioness?)share of the songs. Out of the 31 songs, Ratna Bai sang ten.Curiously, there are duets sung by Ratna Bai, one as the maleLord Krishna, and the other a female!

Puzzling? Confusing? However, she sang them all right!Regretfully that gramophone disc is not available today.

Krishnamurthy sang songs in ragas Kaanada, Neelambari,Thilang, Hindustan Bhairavi, Gaula,and a ragamalika.

No print of this film has survived and few remember it today.As Krishnamurthy was popular on stage in mythological and

folktale plays, he was cast in similar roles in films too. One suchfilm was “Urvashi Saahasam” (1940) in which he was castonce again as Arjuna. The forgotten Tamil film pioneer‘Murugadasa’ (Muthuswami Iyer) and G. Ramaseshan di-rected the film. The producers promoted the film as a bonanzaof Krishnamurthy’s melodious music.

Papanasam Sivan composed the songs (both lyrics andtunes) while Bhavani K. Sambamurthi did the backgroundmusic score. A singing actor of his day, now forgotten,Sambamurthi played Narada in the film.

Out of the seventeen songs, Krishnamurthy sang seven inragas Kunthalavarali, Shankarabharanam, Abhogi, Maund,Bhimplas and Ramapriya.

Nobody remembers this film today. It is indeed a matter ofdeep regret that, in that era, no attempt was made by anybodyto preserve the films of the past. A callous neglect of ourcultural heritage!

***************The making of Naam Iruvar, the patriotic film

Around 1946, a play being staged in Madras was makingwaves. Written by a patriotic journalist named Pa.Neelakantan, it was originally titled “Thyaga Ullam” and wasrenamed as “Naam Iruvar (‘We Two’ in English) for the stage.It was put on stage by the NSK Nataka Sabha, a drama troupenamed after the celebrated movie star, comedian, cult figureand hailed as the ‘Charlie Chaplin of India,’ N. S. Krishnan.

The renowned star was arrested for his alleged involvementin the sensational Lakshmikantham Murder Case, whichshook not only south India but also other parts of India andneighbouring countries. He was then undergoing life sentenceand fighting the appeal in far way London...

With Krishnan away in prison, his star wife and comedienne,T. A. Mathuram, and NSK’s long time pal and close associateand talented stage and screen star, S. V. Sahasranamam ranthe drama troupe to keep the show running and the pot boiling.

The years of the Second World War (1939-1945) had gener-ated enormous quantities of ‘paper money’ and the Indianmoney market was flushed with easy money in circulationcausing severe inflation. It also witnessed an active under-ground market where essential commodities were being sold athigh-undisclosed prices. Besides, it gave rise to a new expres-sion ‘the black market!’. Indeed the British Indian Governmentin Delhi had to resort to severe and harsh fiscal measures tocheck the fast-trotting inflation. Demonetization of currencynotes of one hundred rupees and above was introduced as awhiplash, which stunned and benumbed the Indian rich onecool January morning!

This fiscal fist-hit which a leading Madras English dailycaptioned in large capitals as “WAR ON BLACK MARKET’was woven into the story and it provided a dramatic twist tomurder and the climax in the movie. Indeed the newspaperheadlines were shown in the movie as inserts.

Pension Payment Orders (PPO), which used to take weeksto get generated, will soon be processed in a single day. TheEmployees’ Provident Fund Organisation (EPFO) on July 18announced that it has taken measures to fast-track thisprocess.

Now, members can avail the order on the day of theirretirement on superannuation.

According to a senior official, for availing this, the contribu-tion would have to be remitted by the employer in advance, andthe member has to apply for the same 10 days prior toretirement day in order to get the benefits on the last workingday.
