FY 2016-2017 Annual Report
Pima Association of Governments’ Travel Reduction Program (TRP) Annual Report contains the following information per the fiscal year 2016-17 Scope of Work EV11-0063.

Section 8 – Evaluation of Emission Benefits Section 1 – Participating Employers The number of employers participating in the TRP remained flat in 2017. At the end of the fiscal year, the TRP had 219 companies, compared to 218 employers in 2016. In 2017, 217 TRP employers submitted the Activity Inventory Report. A current list of the TRP employers is included in the Appendix. Section 2 – TRP Employer Assistance and Development TRP Staff In FY 2017, changes were made to the TRP staff. Ruth Reiman was promoted to Transportation Mobility Administrator. Ms. Reiman is responsible for administering the TRP and submitting reports to ADEQ. Outreach, training, program implementation, and business development are now the responsibility of Genine Sullivan, who was hired as the TRP Outreach Coordinator in August 2016. Ms. Sullivan and Ms. Reiman report to Mary Carter, the Director of Engagement and Partnerships. A copy of the organizational chart for this department is included in the Appendix. TRP Business Development The Town of Sahuarita joined TRP in August 2016. Caterpillar Proving Grounds joined TRP in September 2016. Living Streets Alliance joined TRP voluntarily in October 2016. A third site for C3/Customer Contact Channels joined TRP in January 2017 and another site dropped out later in the fiscal year.
TRP Recognition Program The TRP Recognition Program began in January 2014. Employers and Transportation Coordinators (TC) earn a gold, silver or bronze award by achieving one or more of the following goals:
Meeting or exceeding the Travel Reduction Ordinance (TRO) Alternative Mode Usage (AMU) goal
Achieving an increase of 2 or more percentage points in AMU vs. the last survey
Meeting or exceeding a response rate of 60 percent TCs receive a certificate of recognition and are listed on the Sun Rideshare website, as well as recognition in a half-page advertisement in the Arizona Daily Star. A copy of the January and July 2017 ads recognizing the award recipients for July to December 2016 and January to June 2017 are included in the Appendix. In FY 2017, there was one gold award, 22 silver and 77 bronze awards for a total of 100 recognized companies. This is an increase of five companies or an increase of 5.3 percent vs. FY 2016. Transportation Coordinator (TC) Training In FY 2017, the training consultants from Alexander/Carillo conducted two training sessions. The first was on Sept. 28, 2016. This was a full training session that ran for three hours. There were 33 attendees, which is one of the largest groups we’ve had for training. The consultants recommended that we have a shorter follow-up session a couple months after the first session to review the materials and have a more thorough discussion of implementation. We were not able to get that session scheduled until Feb. 8, 2017. Twelve TCs attended. Our relationship with Alexander/Carillo was terminated after the last training session in FY2017 on Feb. 8. Ms. Sullivan is now responsible for all TC training. A TRP Idea Share Breakfast was held on Jan. 25, 2017, where TCs brainstormed ways to elevate the level of engagement around alternative modes in their organizations. Transportation coordinators also committed to taking action on at least one idea to increase alternative mode usage and registered commuters. Twenty people participated in that two-hour session. Newsletters In December 2016, the quarterly mailings to TCs that included the printed quarterly newsletter, event fliers, updated maps and other relevant materials were discontinued, as well as the monthly e-newsletters that were sent to registered Sun Rideshare commuters and primary contacts at area businesses. In its place, PAG is issuing a quarterly e-newsletter to both registered commuters and TCs. The e-news issued on April 10, 2017, is included in the Appendix.
One-on-One Meetings with Employers Genine Sullivan served as the TRP Outreach Coordinator in FY 2017. She conducted 110 one-on-one meetings with TCs and other staff, 11 rideshare events and one employee presentation. Ms. Reiman conducted 17 one-on-one meetings/program introduction meetings with new TCs. TRP Task Force Meetings TRP Task Force meetings are held four times a year. All TCs are invited to attend in person or by phone. The agendas for each of the meetings held in FY 2017 are included in the Appendix. The highlights of the meetings are provided below:
July 19, 2016: Seventeen people attended or phoned in. Presentations were given on the City of Tucson’s new bike share program, the results from PDEQ’s Clean Air Survey and how the TRP Employee Survey data is used for transit planning.
Oct. 17, 2016: Seventeen people attended or phoned in. Presentations were given on the summer ozone season air quality, Sun Tran updates, and the Tucson Bike More Challenge sponsored by Living Streets Alliance.
Jan. 23, 2017: Thirteen people attended. Presentations were given on the Regional Transportation Authority (RTA), new TRP outreach efforts, and the RTA’s Mobility on Demand Sandbox grant project.
April 10, 2017: Twenty people attended. Presentations were given on the Bike Boulevard Master Plan and Clean Cities.
Section 3 – TRP and Sun Rideshare Services Online Matching System We continue to upgrade our online matching system as new features become available. This year, we did a major overhaul of the system so that the matching system is compatible with all types of electronic devices such as tablets, smart phones and desktop computers. The system is now simpler and more accessible for all users. The video tutorial was taken down since the new system has built-in help screens.
The Sun Rideshare travel database continues to grow. In June 2017, the database reached 3,901 registrants. The average monthly records added was 63 in FY 2017, 79 in FY 2016, and 86 in FY 2015. Active commuters on file: 3,901 +6.7% Records added: 764 -19.8% Records deleted: 522 -28.8% Vanpools: 30 -3.2% Registered carpoolers: 467 +2.6% Registered vanpoolers: 258 -1.5% Registered bikers: 625 +7.6% Registered bus riders: 1,365 +9.1% Registered walkers 129 +20.6% Guaranteed Ride Home Registrations rose 7.5% to 1,780 in FY 2017. The overall cost of the program was $568, which covered 13 trips by 10 users. The cost is down 65.8 percent vs. a year ago. Vanpool Program At the end of the fiscal year, the vanpool program had 30 operating vanpools and 258 participants. The number of vanpools is down one compared to last year and the number of vanpoolers has declined by 1.5 percent. At the end of the fiscal year, there were four Raytheon
vanpools, one Miraval, seven Federal Corrections, nine Indian Health Services, eight Tohono O’odham and one Veteran’s Hospital. PAG provides a substantial subsidy for 13 vanpools, which allows commuters to have access to reliable, convenient and affordable transportation. After many years of working with area resorts and hotels, a new vanpool started at Miraval, a spa/resort, located far from transit and the City of Tucson. Transportation is always an issue for the resorts in Tucson, because of their locations and low wages. About 10 people from the housekeeping department meet at the northern transit center in Tucson and vanpool to work. The PAG subsidy along with Miraval doing a paycheck deduction made vanpooling a viable transportation option.
PAG continues to submit annual National Transit Database reports to the Federal Transit Administration. By doing this reporting, additional funding returns to the region to support transit operations and maintenance. The vanpool NTD submission is estimated to bring an additional $500,000 to the region. Section 4 – TRP and Sun Rideshare Marketing Activities Branding and Marketing Literature In FY 2017 the Sun Rideshare infomercial, Do Zombies Carpool? was used by TCs in new hire orientation and staff meetings. The video explains the benefits of alternative transportation and some of Sun Rideshare services. The number of views on YouTube was 3,487 at the end of the fiscal year, an increase of 414 views. A new Sun Rideshare video was in the works at the end of FY 2017. There were no changes to the other marketing literature and collateral. The Pima County Department of Environmental Quality conducts an annual phone survey in May/June to measure awareness and behavior change relative to clean air initiatives. In the 2017 survey Sun Rideshare awareness dropped significantly. Awareness was measured at 51 percent of respondents, which is down from 58 percent in the previous year. This was the first decrease in awareness since 2013. Rewards Program The Sun Rideshare Rewards Program continued in CY 2017 with funding from Walgreen’s. Walgreen’s provided $6,000 in gift cards. The Rewards Program provides incentives to increase alternative mode usage. Prize drawings are done each month for Sun Rideshare registrants who log their alternative mode trips in their Travel Calendar. The rules for the prize drawings change each month, so more people can participate and join at any time. Each month there is one Car Free Day where the objective is to get people to try an alternative mode for one day. In CY 2016, 740 people logged at least one trip. That is a decrease of 21.1 percent from CY 2015. On average 352 people recorded their alternative mode trips each month. Over the year, 153,023 alternative mode trips were logged and 1,058,923 pounds of pollution eliminated. In the first half of CY 2017, 459 people have logged a trip and on average 293
people are logging trips each month. Results from CY 2016 and the first six months of CY 2017 for the Rewards Program are provided in the Appendix. Refer a Friend Contest In CY 2017, a new contest was added to incentivize new registrations. There will be six prize drawings for a $25 Walgreen’s gift card. Anyone who refers a new Sun Rideshare registrant will qualify for the prize drawings. This is a low cost way to get current users to spread the word and promote Sun Rideshare to their friends and family. Sun Rideshare Promotions – Rideshare Week and Bike to Work Week The first Rideshare Week to promote transit and carpooling was held the week of Nov. 14, 2016. Radio ads for Rideshare Week began at the end of October on two local radio stations and ran for two weeks. PAG staff boarded local and express buses and the streetcar to play Transit Trivia with passengers. Prizes were given to people who answered the trivia questions correctly. Carpoolers participated in a different game and were asked to submit carpool karaoke videos to compete for prizes. The objective was to have fun using alternative modes and increase engagement and participation. The results from the first Rideshare Week were a mixed bag. We did not get any TRP companies involved in the promotion, and it is hard to know if there was increased participation. However, this promotion was a big hit on social media. The many photos posted from Transit Trivia and the carpool karaoke videos generated a lot of activity on the Sun Rideshare Facebook page and You Tube.
New likes: 19 new likes in November 2016, compared to 23 new likes in 12 months from Nov. 1, 2015, to Oct. 31, 2016. This is more new likes than was ever achieved with paid advertising or social media consulting.
34% of the Facebook engagement for the last 12 months occurred in November 2016.
20% of the reach on Facebook for the last 12 months occurred in November 2016.
The highest daily reach on Facebook ever achieved without paid advertising was on Nov. 21 (the day the first-place carpool karaoke video was posted).
The three carpool karaoke videos had a one week reach of 2,721 on Facebook and 520 views on You Tube.
Bike to Work Week was held the week of April 24, 2017. TRP employers were encouraged to hold some type of event at their worksites to promote bike commuting. PAG provided monetary assistance to those employers that did a bike to work promotion or event. Intuit, The Beacon Group, University of Arizona, Pima County Dept of Environmental Quality, and City of Tucson participated in Bike to Work Week. Approximately 65 commuters participated in the combined events. PAG provided grant support for refreshments for the participating TRP companies. Many of the employers offered bike safety gear to riders such as helmets and lights. Sun Rideshare brochures were available to all participants. Advertising, Digital Marketing and Social Media
We continue to use Facebook to share program information, outreach events and promotional news. We also use Facebook to feature and recognize loyal Sun Rideshare registrants and employers. Our partnership with Mrs. Green continued in FY 2017. Sun Rideshare gets occasional ads on Mrs. Green’s blogs and newsletter, as well as one podcast.
Sun Rideshare advertising for FY 2017 included three bus tail ads from July 1 to Sept. 15, 2016, two half-page ads in the Arizona Daily Star for the TRP Recognition Program, and radio advertising for Rideshare Week in late October and early November 2016. There are also posters in local Sun Tran buses for the Guaranteed Ride Home Program. Eight more vans were decaled with the Sun Rideshare logo, phone number and website.

Community Outreach PAG staff participates in various community events throughout the year. In the last fiscal year, TRP personnel participated in Cyclovia, Bike to Work Day, and Earth Day. Cyclovia is held twice a year in the spring and fall. This is a family-oriented community event where neighborhood streets are open to non-motorized traffic. People bike and walk freely along a route filled with activities and entertainment. Sun Rideshare and PAG have sponsored an activity center for the fall Cyclovia for the last three years, which allows us to promote our programs at the event and build good will and awareness through this very popular event. Sun Rideshare also hosts a free bike repair event the weekend prior to Cyclovia in a neighborhood along the route. We give out free helmets and promote upcoming events like Cyclovia. Section 5 – Employee Survey Results This report covers the Employee Survey Results for CY 2016. A summary table of the survey results for survey years 2004, 2005, 2007, 2010, 2011, 2012, 2013, 2014 and 2015 is included in the Appendix. A total of 215 employers surveyed in CY 2016. The number of employees surveyed was 120,132 vs. 132,226 in 2015, a decrease of 9.2%. The number of surveys submitted in 2016 was 61,118
vs. 57,005 in 2015, an increase of 7.2%. The response rate was 50.9%, an increase of 7.8 percentage points. The significant increase in the response rate is due in large part to the implementation of several of the recommendations resulting from a Six Sigma project. After two years of increases, alternative mode usage declined to 18.4% in 2016. That is a drop of 1.2 percentage points from 2015. The average weekly vehicle miles traveled has been flat for the last three years at 59.5 miles.

Section 6 – Employer Annual Plans All TRP employers were required to submit their annual plan, the Activity Inventory Report (AIR) in May 2017. The AIR is a 19-question survey submitted by the TC. Current company information is collected, as well as information regarding the company’s current and planned travel reduction activities for CY 2017. Two hundred-sixteen employers submitted a survey, an increase of .9% from last year. The number of employees was up 3.1% from a year ago, 127,856 vs. 123,926. Summary statistics are provided in the Appendix. Described below are a few of the highlights from the plans:
The percentage of companies offering adjusted work schedules decreased from 65.4% to 59.7%, the lowest level since 2006.
The number of companies disseminating rideshare information dropped slightly to 95.4%, from 97.2% in 2016. This may be one of the reasons awareness fell in 2017.
Companies offering employees subsidies for transit is flat compared to a year ago, 15.3% vs. 15.4%.
After an increase in 2016, telework is down to 29.2% in 2017. Many tech companies are now eliminating their telework programs, such as IBM, to promote more collaboration and teamwork.
A vast majority of employers (85.6%) are actively promoting the Sun Rideshare Rewards Program.
More employers now have a Wellness (69.9%) or Sustainability Team (32.4%).
Section 7 – Enforcement Activities PAG staff is responsible for managing the Employee Survey and the AIR and notifying TRP employers when they have not complied with the requirements of the TRO. A notice of non-compliance is mailed to the highest ranking local official at the workplace when the employer does not submit the AIR or the Employee Survey by the due date. An extension of 14 days is offered. If the employer does not comply after the first letter, a second notice is mailed to the highest ranking local official with a signature of receipt required. An extension of seven days is offered. If the employer has still not complied with the requirement, the TRP Task Force votes on the next actions. In all cases to date, the Task Force has voted to move the files to the appropriate jurisdiction for enforcement actions. It is then up to the jurisdiction to decide on the next steps to take and if there will be any enforcement actions or penalties. Activity Inventory Report Four employers did not submit the 2017 AIR: Cornerstone Hospital, Cox Communications, Hensley Beverage Co. and JC Penney Tucson Mall. PAG is working with Hensley Beverage after making contact with the appropriate people in the Phoenix office. The City of Tucson is sending letters to the other companies offering them an opportunity to correct. Employee Survey In 2016, a first warning letter was sent to seven companies, down from 16 in 2015, and of those seven companies, two received a second warning letter addressing noncompliance with the TRO. These companies did not submit any Employee Surveys by the due date. However, after receiving the PAG warning letters, all the companies met the requirements of the TRO and submitted the appropriate number of employee surveys. Disseminating Information The TRO requires all participating employers to disseminate rideshare information to their employees. PAG staff stresses this requirement in training and one-on-one meetings. When a company indicates on its AIR survey that it does not disseminate information, PAG recognizes this as non-compliance with the rules. Staff will call or write the TC explaining the requirements of the program and offer materials that the company can easily post at the workplace or distribute to its employees. Fortunately, this does not happen often, since the program is approaching 100% compliance with this TRO requirement. Section 8 - Evaluation of Emission Benefits
Emission benefits from the TRP are determined by calculating the miles saved as reported on the Employee Survey. Since each respondent tells us how they commute (mode used) to work and the mileage for their commute trip, we can calculate the miles saved. The mileage is then entered in the EPA MOVES model to determine the emission reductions produced by TRP participants. PAG staff updated the model and the input data used to calculate emission reductions in 2017. This changed the miles per pound of pollution from 56.3 to 69. A complete explanation on the updates to the emission calculation is provided in a memo in the Appendix. Although we can’t be sure what portion of these emission savings is directly attributable to TRP, the emission benefits of the program may be underreported using this methodology. The survey response rate was 50.9% in 2016, which means we are missing about half the employees from the TRP companies. If we assume the sample obtained is representative of the entire population, we can extrapolate the data to a 100% response rate. In addition, we are only reporting the emission savings for the commute trip, which is only 16% of people’s weekly travel time and 18% of people’s weekly travel miles. It is highly likely that many of the survey respondents also use alternative transportation for their personal travel, and their choice of modes was influenced by TRP messaging at the workplace. We are unable to capture any of those emission benefits, except for what is logged on personal travel calendars for the Rewards Program. The emission benefits for all the criteria pollutants monitored in Pima County, plus CO2, are provided in the table below. The emission factors used were the relevant rates for that year. Emission benefits were not recalculated for previous years using the current emission factor. Passenger Cars and Passenger Trucks:
