“Lyon: the city that says “yes” to foreign investors!”

Welcome!

Lyon: the city that says “yes” to foreign investors. Since 1974, Aderly has been drawing on all the resources at its disposal to attract, establish and support new businesses in the Lyon region. Those that help finance Aderly - in particular Lyon Chamber of Commerce, Greater Lyon and the Rhône County Council - consider it important for Lyon’s economy to attract these businesses, which are a source of wealth, innovation and jobs.

This year, 71 new businesses decided to set up in the Lyon region - a record! Behind each of these 71 projects are entrepreneurs who were attracted by lyon and the warm welcome it offered them. The “Lyon Welcome Attitude”, initiated by Eurexpo, is the attitude of the city that is open to the world, with hunger for new projects and initiatives; and has a talent for welcoming new businesses and achieving great things with them.

In Lyon, businesses from countries such as the USA, Germany, Italy and China find an unparalleled scientific and industrial environment in certain sectors, a responsible, qualified workforce, accessible networks that can give rise to fruitful partnerships and, once they have settled, an exceptional quality of life.

These businesses will create 1,800 direct jobs and probably more than 4,000 jobs altogether, including indirect positions. So yes: foreign businesses will continue to receive a warm welcome in lyon!

In 2012, 71 companies chose Lyon and were supported by Aderly when setting up their operations there.

These new companies will create 1,859 jobs over the next three years. More than 65% of the companies supported are foreign-owned.

Many different sectors are represented, but the majority of the companies (29) operate in cleantechnologies and industry’s sector, which Aderly views as priorities, hence devoting substantial resources to the sector. It should also be noted that service-sector activities alone (corporate services, banking/insurance and ICT) account for over 30 new additions. Life sciences are also well-represented, with 11 new companies set up in 2012.

other points to note: 7 new R&D centers have set up - a similar number to the previous two years - which shows how attractive the human and scientific expertise is in the Lyon region. In terms of square metres of office space allocated, the actual figure of 14,323 sq. m. is in excess of the 10,000 sq. m. target set by the bodies that fund Aderly.

Frédéric AGAROperations Director - Haier Europe Home Solutions

The Chinese group Haier, the world’s leading brand of major appliances, has set up in Caluire-et-Cuire in the north of Lyon. Haier has chosen the Lyon region as the site for its second European R&D center, which will be dedicated to its new Home Solutions division. The mission of the on-site teams is to develop a comprehensive range of heating, cooling and domestic hot water systems for the residential and commercial markets in Europe. The group has selected lyon because of the unique thermal engineering expertise and high quality, suitably skilled workforce available in the area.

With an investment of €1 million over two years, the goal is to create a total of 12 jobs here by the end of 2013.

“Our new Home Solutions division is a strategic move for the Haier Group. By setting up an R&D center in France, we will be in a position to develop products adapted to the demands and expectations of the European market”, said Frédéric AGAR, Operations Director - Haier Europe Home Solutions.

The group employs 80,000 people worldwide and achieved consolidated sales of €23.3 billion in 2011. In Europe, the “Home Solutions” division, aimed at the professional installers’, which represents €150 million of the sales.

maPeiIn 2012, Mapei, the world’s leading manufacturer of adhesives and chemical products for construction, opened a new manufacturing plant in the Plaine de l’Ain industrial park in Saint-Vulbas, which is the third in France. The group’s desire to expand was largely due to the saturation of its existing site in Haute-Garonne County. The new-generation factory with a floor space of 12,000 square meters is equipped with a highly innovative powder manufacturing machinery, capable of producing 45 tons of products per hour. Together with the warehouse and manufacturing services, quality control, logistics and maintenance, this is one of the most modern plants of the group. mapei needed aderly to help the company in its search for potential sites. The agency also contributed to staff recruitment. The project is expected to create some 50 jobs. And, lastly, Aderly took charge of communications as regards the establishment of the company.

Mapei’s goal is to get closer to its customers, but also to the suppliers of raw materials. This is why the company wanted to establish itself in the Lyon area so that it could cover better the western part of France. This strategic location means that transport and delivery times for the raw materials needed by Mapei to manufacture its products can be minimized. Indeed, the Lyon region offers many benefits in this respect, allowing the company to position its plant

in the immediate vicinity of the north-south highways and to take advantage of quality infrastructure and road networks.

As Mario Pallme, executive director for France, emphasizes,

“For the sake of proximity, we are already operating in Midi-Pyrénées and in the northeast. We have to cover French territory from a logistic’s point of view because transport accounts for a significant part of our costs.”The Mapei Group has 7,500 employees, 68 branches, 58 factories in 27 different countries across the five

continents and reported sales of €1.9 billion. With three production plants and a research center, the French branch, Mapei France SA, comprises 280 members of staff and €93 million of sales.

elleXAfter setting up a sales office for distributing medical equipment in Villeurbanne in May 2012, Ellex, a subsidiary of an Australian group, which specialises in the development, manufacturing and marketing of ophthalmic products designed to prevent blindness (laser and ultrasound products), decided to set up a training center and a technical center at Rilleux-la-Pape.

«This is the right time to step up our sales, expand our staff and promote our brand in Europe, for greater growth throughout the region», explains Philippe Maury, General Manager of Ellex France. ellex was supported by aderly in its search for premises and recruitment of staff. With 12 jobs expected to be created over the next three years, this new site will allow the company to strengthen its presence in France, which, with more than 5,600

ophthalmologists, is one of the biggest ophthalmology centers in the world.

adVaNced PeRFuSioN diaGNoSTicS

Incubated at the École Polytechnique Fédérale de Lausanne, Switzerland, this project is based on an innovative medical system which allows very early diagnosis of sepsis in patients in intensive care. This patented non-invasive system is based on measurement of the blood pressure in the intestine, a drop in which can create a risk of septic shock. Sepsis is the primary cause of death in intensive care, particularly when treated too late, until now, there was no system on the market that enabled diagnosis in such way.

lyon was in competition with sites in Switzerland and Germany to become the home of a new, innovative company, advanced Perfusion diagnostics, which was born from this project. Aderly was able to demonstrate the benefits of the Lyon region in terms of the advancements in medical technology and its potential market. Advanced Perfusion Diagnostics thus set up a base in Lyon’s 8th arrondissement. Aderly supported the company’s creation with the legal formalities, the search for premises, the recruitment of staff and networking with industrial and academic partners in the Lyon region.

FReSeNiuS medical caRe SmadWhat is the nature of your investment in lyon?

Fresenius Medical Care SMAD, which is an industrial subsidiary of the German group Fresenius Medical Care based in L’Arbresle, north-

west of Lyon, with 400 staff, recently benefited from two major investments of over 20 million euros, allowing it to double its production capacity, which now stands at 14 million units a year. Two new automated production lines are to be created: one for Bibags (dry dialysis concentrates) and the other one for haemodialysis machines for the treatment of kidney diseases. To accommodate this new production line, one of the main buildings has been extended and a new building, on which construction began in early 2012, is currently being completed and is due to be operational in March 2013. The new production line will occupy 1,000 sq m and SMAD plans to hire between 80 and 100 staff in 2013 (and a total of

150 in the next three years), including engineers, technicians and production operatives. SMAD, which exports 96% of its output, thus plans to continue its development, focusing particularly on the European, South American and North African markets. These lines will be the most technologically advanced in the field of medical equipment production for the treatment of kidney failure.

Why did you choose to expand your activities in the lyon region?

SMAD opened its L’Arbresle site in 1977 and became part of the Fresenius Medical Care group in 1987. The location was thus chosen a long time ago. Since then, the group has developed its operations on the site and in addition, these investments are a sign of good performance by the Fresenius Medical Care SMAD group, in terms of quality and continuous improvement, aided by a location with excellent transport links and strong support from local politicians and authorities. The L’Arbresle site, which was competing with a site in Germany and another in China, asked Aderly for help in implementing its proposed extension project in the Rhône County Council.

a strategic location for management functions

In December 2012, Bank of China, the oldest and the most international Chinese bank, opened a branch in Lyon at 1 rue de la République, ideally located between the Opera and the City Hall. It is the world’s eighth-biggest bank in terms of stock market capitalisation and second biggest lender in China.

As France’s second most important economic region after Paris, Lyon seemed an obvious choice for the bank. This decision was further supported by the strong history of political, economic and cultural relations between China and France, Lyon’s international profile, highly-developed banking sector, and the recent establishment of the Chinese Consulate in the Part-Dieu district.

Bank of China has benefited from Aderly’s assistance in finding the ideal location and recruiting staff for its Lyon branch. Bank of China has strategically positioned itself as a major multinational banking group that has an integrated and diversified global commercial platform, focusing on the core business of commercial banking. It provides a comprehensive range of financial services to customers across China, as well as in Hong Kong, Macao and 30 foreign countries. Bank of china owns 11,058 establishments worldwide, including 10,075 in china.

louiS dReyFuS commodiTieSLouis Dreyfus Commodities, an international group specialising in global trading of raw materials, with 38,000 employees spanning over 90 countries, set up a new office in Lyon in 2012. The Louis Dreyfus Commodities management team was assisted by Aderly and its expertise in setting up a decision making center in the Rhône-Alpes region.

For Jean-Marc Foucher, CEO, Europe and Black Sea:

«Lyon is a major international city with excellent infrastructures, making it the perfect platform where to develop our activities. Moreover, the universities and schools in the city provide us with very well-trained employees».

The agency helped the group reach its decision, move over some of its employees from other sites, and search for jobs for their partners. Louis Dreyfus Commodities currently occupies office premises in the Cité Internationale. Its activities there should grow rapidly, and its workforce is expected to comprise nearly 100 people by the end of 2013.

Miyoshi Europe recently moved its European production site from Limonest to the Lyon-Saint Priest. A leading player in the processing of specific raw materials for the cosmetics industry, this subsidiary of the Japanese group Miyoshi Kasei established a base in the Lyon region with Aderly’s help in 2003.

Nine years later, miyoshi europe employs 30 people, and at the end of 2012 it moved to a new site with nearly 3,000 sq m of workshops and warehouses and 800 sq m of offices and laboratories, built to measure at the heart of lyon-Saint Priest. This project is the tangible result of the growth of the company and its commitment to being an innovative and responsible organisation, beneffitting the cosmetics industry. In 2009, the production and distribution sites were joined by a research and development center, the main aim of which is to create new, innovative technologies capable of meeting the needs of a changing market. With its competitive real estate costs and its world-renowned research in skin modelling and chemistry, the Lyon area has been chosen by several companies like Miyoshi Europe (BASF, Gattefossé, etc.), turning it into a European cluster for processing raw materials.

Sma FRaNce

Since its creation in 2007, SMA France, a French subsidiary of SMA Solar Technology AG, the world’s biggest manufacturer of solar inverters with over 5,500 employees worldwide, has grown rapidly, seeing its workforce expand from 4 to 60 by 2011. Based in Saint-Priest, near Lyon, SMA France has swiftly established itself as the leading player on the French photovoltaic inverter market, with a dominant market share. SMA France currently has three decentralised technical support sites, in Toulouse, Aix-en-Provence and Lyon. This network will be reinforced in 2013 by the opening of a new office in Troyes.

The company has now become a key player in renewable energy in the Rhône-alpes region and throughout France. They are making an active contribution to the development of solar energy through its involvement in professional organisations, in which it holds key positions. SMA France chairs the photovoltaic inverters division of the GIMELEC consortium of electrical equipment manufacturers and is also involved in the ENERPLAN union for solar energy professionals as an administrator.

In the face of the significant slowdown in the French market since 2011, SMA France has seen a slowdown in its sales. However, the French subsidiary, which remains an important pillar of the group’s international development, has just been given commercial responsibility for French-speaking Africa. In addition, SMA France remains convinced that there are still good prospects for photovoltaic energy in France.

Furthermore, the group continues to make considerable investments in research and development and is banking on technological innovation to tailor its solutions to future energy supply needs.

Because it is important that businesses that set up in Lyon stay there, Aderly follows up to check that the companies it has supported in previous years remain in good health. While some of these businesses do not manage to maintain their presence in the Lyon region, others have been able to seize the opportunities offered to them to develop in the area.

here are some examples.

aderly has taken into consideration the plannings of the towns and the country-side and as a result, in 2012 further strengthened its action in support of peri-urban areas, in response to requests from the Rhône county council. aderly has got involved with the local organisations in order to aid them to achieve the previously set development initiatives.

Aderly’s operations also include the outlying areas of the Rhône County Council: the Agglomeration Community of Portes de l’Isère (CAPI) and the Plaine de l’Ain. Its commitment is to engage in promotional and economic development activities in these areas and to seek out companies that may wish to set up there. The agency also provides expertise to these areas, offering regular support in the determination of their development strategies, and playing an advisory role on the development of real estate projects. Finally, Aderly contributes to the development of the metropolitan hub, which includes the historic territories (CAPI and Plaine de l’Ain), in addition to Vienne and Saint-Etienne. The agency also contributes to the national reflections of the CNER (the national federation of economic development agencies) and its strategic vision of the role of economic development agencies in France.

The Rhône County Council, which works closing with Aderly, has asked the agency to carry out regular follow-up with the large companies established in the county’s peri-urban areas in order to help to anticipate situations such as rapid growth or crisis that may arise during their development.

Aderly has therefore implemented resources to monitor the large international groups in the region to make sure that they are supported during good and bad times. Companies with more than 30 on-site employees, funded by foreign capital and based in peri-urban areas, receive regular support by Aderly whenever it is needed.

Results: 10 possible projects detected in 2012 and 2 new businesses set up in peri-urban areas

Economic monitoring also remains a powerful tool for detecting projects. As well as adding value to the teams’ prospecting activities, this active monitoring unearthed 6 projects and gave rise to 3 new investments in the region in 2012.

Aderly shared a stand with Greater Lyon at the SIMI business real estate fair last December. This annual trade show attracts nearly 22,000 professionals each year, as well as 400 exhibitors representing the entire real-estate market and all related real-estate and business services. It gave Aderly an opportunity to promote the region’s service-sector, as well as its peri-urban areas: strategically different sites given the given between the city and the countryside. For example, Lybertec

is a 175-hectare business park for industrial and service activities located 45km north of Lyon. It is a home to several companies that are highly innovative and open to exports. At SIMI, the Projects and Territories team had personal meetings with around fifteen companies, as well as promoting Aderly’s support services in general. The show also provided an opportunity to promote the region’s Beaujolais wine, which was the theme of the reception drinks to which investors were invited.

benefited from their tailored support and follow-up during the process of searching for premises and creating the subsidiary, helping to make the project a success.

Eddyfi has the expertise, engineering capabilities and manufacturing versatility necessary to supply secure and fully-integrated customised inspection solutions that make their customers more efficient and more profitable. The experts of Eddyfi are currently developing the most powerful and reliable test instruments, scanners, probes and data acquisition and analysis software around. 50% of its revenues are generated in Europe, hence the creation of Eddyfi Europe in France in September 2012 was in order to provide an optimal response to the needs of the European market.

Providing international education is a real asset which adds to the appeal of the lyon region. at times, when competition between countries and cities to attract investors and set up long-term businesses is tougher than ever, providing a complete package for expatriate children is a proposition which sets us apart.

The majority of employees transferred by international companies, are young parents who consider schooling to be the key issue when agreeing to live abroad. For several years now, Aderly has aimed to increase the attractiveness of Lyon’s educational system by getting involved with the diverse public and private institutions, publishing a guide (downloadable from the documents heading at www.investinlyon.com) listing the institutions, from nursery to high school, which offer international education and actively participating in the survey currently being led by Greater Lyon. Last summer, Lyon Urban Community ordered a full analysis of the schooling system (number of institutions, pupils, languages taught, education practiced, etc.) which also enabled a list to be compiled to answer questions asked by businesses, international institutions (Consulates, foreign ICC, etc.) and expatriates. The survey will finally place Lyon among its French and European competitors. The objective: to define major trends to develop even higher quality international education, and to put Lyon among the top 10 European cities.

Philipe Grillot, why have you made international development a priority for your term in office?

For two main reasons: the first is, of course, the absolute necessity of continuing to support SMEs in our area with their international development. This means convincing those that have not yet done so - and do not the means - to take the plunge, furthermore supporting those that have already had some experience of exports in implementing a real international strategy.

The second is to continue to boost the attractiveness and international profile of our city, and to continue to attract businesses, students and researchers, artists and investors.

What resources does the cci have at its disposal to promote the internationalisation of the region?

Firstly, of course, there are resources of the international division of the CCI of Lyon, which support and advise local businesses on a daily basis. Then, there is the work done by Aderly, which attracts over 60 foreign companies to Lyon each year, and the World Trade Center Lyon.

But there is also all the energy we put into making sure that the tools that the CCI manages or in which it is a stakeholder, strengthen their international dimension;

Lyon-Saint Exupéry airport, which is to strengthen its international links following the excellent early results of the route to Dubai; EM Lyon, which continues to rank in the top 10 European business schools; Eurexpo, which continues to grow and to organise international events which help boost Lyon’s appeal; not to mention CPE Lyon, a wonderful engineering school, and the world’s biggest fabric museum, which is owned by the Lyon CCI.

attracting businesses also means anchoring them in the region and keeping them loyal. you have launched an initiative to promote the recovery of struggling businesses...

With all the partners involved, chiefly the Lyon commercial court, but also accountants, auditors, solicitors, lawyers and representatives of the Rhône Chamber of Skilled Trades, we have established the REPI system. REPI, which stands for «Relais, Ecoute, Prévention, Information» («linking, listening, preventing and informing»), is the name of an office at the CCI of Lyon where business owners can, long before they get into difficulty, come and speak to attentive and listeners who know their field. This is crucial as, to remain attractive, Lyon must also be able to keep hold of the businesses that contribute to its economic dynamism.

ADERLY REPORT 2012 A WORD FROM OUR CHAIRMEN

23

Bernard Fontanel

“We are also lucky enough to be based in a strong European Metropolis that has just consolidated its position. I am delighted with the decision of Michel Mercier and Gérard Collomb to create a European Metropolis in Lyon. With nearly 2 million inhabitants, 1 million workers and strong economic potential, the Lyon Metropolitan Area will be more visible on the European scene. The whole economy of the Rhône-Alpes region will benefit from this enhanced visibility, which will add to the attractiveness of our region”, said Bernard Fontanel, President of MEDEF and another co-chair of Aderly.

Aderly’s co-chairmen Michel Mercier and Gérard Collomb announced that the “European Metropolis” which is to be created as part of the upcoming decentralisation law is most definitely good news for Aderly.

Greater Lyon, by 2014, will be taken over the powers of the County Council in its area, making it the “European Metropolis of Interest”. Early-years child services, transport, and other local public services previously managed at County level will now be administered by the Greater Lyon Urban Community. 2014 will therefore see the introduction of more coherent institutional organisational structure that is more able to meet the needs of inhabitants. The Greater Lyon Urban Community may also take on some economic responsibilities and thus be better placed to lend impetus to the area.

Today, in France and worldwide, European Metropolis are the places where wealth is created, where scientific talents, entrepreneurs, artists and creators congregate, and where cross-fertilisation occurs thanks to a host of nearby know-how.

The government has understood this and that is why it created the “European Metropolis”, a status for which Lyon was the first to apply.

Since its creation, Aderly has always adopted this European approach, expanding the scope of its promotional and inward investment activities to include Isle d’Abeau and the Plaine de l’Ain industrial park in the neighbouring counties of Isère and Ain. It has benefited greatly from the current phenomenon of “metropolisation», whereby investors choose their locations from among competing metropolitan areas, rather than countries or regions.

The creation of “European Metropolis” will further consolidate this metropolitan dynamic and equip Aderly with extra positive points to attract foreign investors.

ADERLY REPORT 2012 WORLD TRADE CENTER LYON

As a business center, World Trade Center Lyon offers long-term office space rental services for companies from or working abroad, as well as offices for one-off or occasional receptions and meeting rooms for all kinds of businesses. Entrepreneurs may use the center as the legal domicile and postal address for their businesses, thus lending prestige to their firm. A personalised bilingual telephone reception service, translation and interpreting services and a concierge service complete the range of solutions on offer. By helping entrepreneurs from the Lyon region and foreign companies in this way, World Trade Center Lyon acts as a catalyst for growth.

WoRld TRade ceNTeR lyoN iN FiGuReS:

World Trade Center Lyon is also a major component of the global network of 330 World Trade Centers spanning over 100 countries. Through its wide range of contacts, World Trade Center Lyon supports business owners in their export and internationalisation projects. In its first six months of operation, World Trade Center Lyon has been able, with the support of its partners, to promote its strengths and catch the attention of many business people.

2012 ended with an occupancy rate of 85%, with new businesses joining the center and using it as their domicile each month, and an increasing number of renowned customers using the premises for their business meetings.

Since the start of 2012, there have been regular exchanges between World Trade Center Lyon and Aderly in an effort to support companies setting up in Lyon (see the two examples opposite) and offer them advice (the Italian firm Primesail, among others). The benefits of these close links are automatically offered to companies and entrepreneurs that wish to develop their business in Lyon and the surrounding region.

BaBcoK aNd WilcoXBabcock & Wilcox Nuclear Energy Inc, which is headquartered in Charlotte, North Carolina, is the market leader in the manufacture of nuclear components and in their service maintenance. Well known for its engineering, its specialist nuclear inspections and its technological repair methods, B&W opened offices in Lyon in 2012, in the business center of World Trade Center Lyon at the top of the Tour Oxygène, in order to serve the European market better.

The company chose Lyon because of its central location in the nuclear industry and its wealth of facilities. The new offices will allow B&W to focus on the main needs of its current customers and to market its technologies and services to new customers and partners throughout Europe.

NodBoXNodbox is a high-tech company created in Sophia Antipolis which has developed a smart device using technology derived from satellites. It is an in-vehicle simulator and driving aid that optimises fuel consumption and preventive maintenance, giving the driver a better idea not only of the vehicle’s fuel consumption but also of its real CO2 and pollutant emissions: a way of saving precious fuel and limiting harmful effects to our environment. The company’s stock-in-trade is the creation of predictive knowledge and indicators for certification, understanding and optimisation.

Convinced by the presence of Lyon Urban Trucks & Bus, the favourable transport environment and the existence of major potential clients in the Lyon region, Nodbox chose Lyon for its commercial and industrial development. In 2012, the company opened its decision-making center at World Trade Center Lyon, at the heart of the Part-Dieu business district. The company’s new site in Lyon should generate 10 jobs over the next 3 years. Nodbox sought assistance from Aderly to establish links with local players and to make its entry into the Lyon market at the Truck&Bus World Forum and Solutrans trade shows in 2011.

“Aderly’s success derives from what we might call the Lyon model:• special attention to business creation, and promising fields, to begin

planting the seeds of our region’s future success,• an ability to pool the efforts of different players in order to co-

construct the territory with all stakeholders committed to the project,• an approach mobilizing all spheres of action: economic, social,

environmental and cultural.

Mobilizing all these forces is what we do when we involve our universities, our researchers and businesses in a dynamic process to create new centers of excellence.”

“Searching for and supporting new investments which create value and jobs for the Lyon region.”The plan for 2013 is part of the 2012-2014 three-year action plan and is thus in line with the actions taken in 2012, in terms of both goals and means.

in particular, it features:

a continued search for investors in the region’s two areas of excellence: life sciences and cleantechnologies;

a stronger focus on the industrial sector;

a more proactive search for investors in the service sector;

a refocusing of its international action on growth countries;

specific resources for attracting innovative projects in the creative industries.
