Planning Commission approves Rs.16,000 crore for Delhi New Delhi, The Planning Com- mission Friday raised Delhi's annual plan outlay from Rs.13,229 crore to Rs.16,000 crore -- an in- crease of 21 percent over last year."The Planning Commission has fixed Rs.16,000 crore as the size of 2013-14 Annual Plan outlay for Delhi," Chief Minister Sheila Dikshit said here after a meeting with Deputy Chairman of Planning Commission Montek Singh Aunit plan was also approved by the commis- sion which includes Rs.106 cr for Delhi Transco Limited (DTL), Rs.500 crore for Pragati Power Corporation Ltd. My great regret is that many important bills have not been passed (due to the opposition's attitude)," Singh told jour- nalists on board his spe- cial aircraft while returning from a five-day official visit to Japan and Thailand. Hitting back at his re- mark, the Bharatiya Janata Party (BJP) said his government had failed to deliver on promises. BJP spokesperson Nirmala Sitharaman said the prime minister should explain his record in office. "Leave aside the BJP being disappointed. Tell us what is your record? Why has the prime minister failed to function despite the mandate given to him," Sitharaman said. The prime minister said the opposition could not digest that the United Progressive Alliance (UPA) government had come back to power for a second consecutive term in May 2009."I can't tell you how I feel about the way UPA-2 has moved. There has been a great sense of continuity be- tween UPA-1 and UPA-2. But it is unfortunate that the opposition has be- come more impatient than ever before," he said. "They never expected that we would win the elec- tion for UPA-1. But they were doubly disappointed when we won the election for UPA-2. BJP accuses UPA government of misusing IB New Delhi, The Bharatiya Janata Party (BJP) Friday ac- cused the UPA govern- ment of misusing the Intel- ligence Bureau for political gains, saying the agency is made to withdraw affi- davits as and when the home minister changes. BJP spokesperson Nirmala Sitharaman said the party has cautioned repeatedly that the misuse of the Central Bureau of Investigation (CBI) was rampant under the Con- gress-led United Progres- sive Alliance government. "We fear the Intelli- gence Bureau too is being misused by the UPA gov- ernment," she said. Sitharaman said the IB shares critical intelligence with the states and an out- come of such arrange- ment was witnessed on June 15, 2004, when four terrorists including Isharat Jahan and Pranesh Pillai killed. "The Gujarat Police acted on IB information about their movements," she said."Within a month of that incident, the Lashkar-e-Toiba (LeT) claimed Ishrat as its op- erative. However, in July 2007 they declared that their claim was a 'journal- istic mistake' and withdrew the same. "But in 2010, media reported that David Headley, the brain behind the Mumbai terror attack implicated Ishrat as a 'fideyeen' of the LeT. Strangely, the National In- vestigation Agency (NIA) under the UPA govern- ment denied these media reports," Sitharaman said. Referring to summons to a senior IB official by the CBI in the encounter case, she said a CBI inspector would now go into all the factors leading to IB's sharing of information with the state police. Siddharth Trivedi was asked to spot fix in 2012 IPL New Delhi, Rajasthan Royals cricketer Siddharth Trivedi, who is a prosecution wit- ness in the 2013 Indian Premier League (IPL) spot fixing scandal, was asked by several bookies to spot fix matches, a police of- ficer said Friday. Trivedi, 30, a right- handed batsman and me- dium-pace bowler, re- vealed the information dur- ing his questioning by Delhi Police. Trivedi, who had played for Gujarat in the Ranji Trophy and for Rajasthan Royals in the IPL, was questioned by Delhi Police Thursday. "During questioning, his role in criminal activi- ties like spot fixing has been ruled out. As he had provided several informa- tion about some fixers and players, he has been made a prosecution wit- ness," said the official. Trivedi's statement was noted in the Saket court Friday. "Trivedi recorded his statement under 164 of Criminal Procedure Code before a magistrate in Saket court after he was conveyed about the pro- cedures of recording the statement," said the offi- cial. "He is in a borderline role. We do not have evi- dence to make him an ac- cused. He is an insider who knows things. We have decided to make him prosecution witness," the official added. Investigators believe that Trivedi's deposition will make their case stron- ger. The official said that Trivedi, whose IPL team- mates S. Sreesant, Ankeet Chavan and Ajit Chandila have been arrested, was offered money for spot fixing.Trivedi was con- tacted by former Rajasthan Royals player Amit Singh for the first time in 2010. Singh was ar- rested as a bookie in the IPL spot fixing. During a J.P. Atray Me- morial Cricket tournament played in Chandigarh in September 2010, Trivedi was contacted by some bookies -- including Deepak Kumar, who has been arrested by Delhi Police.Sunil Bhatia, an- other arrested bookie, had also contacted Trivedi. "Bhatia and Kumar had offered him money for the 2012 IPL, but he de- clined," the official said. In 2010, Trivedi was lured with gifts like clothes and perfumes to indulge in spot fixing but he did not act accordingly even though he was pursued by them since 2010 IPL sea- son. The bookies also urged Trivedi to indulge in spot fixing during the 2012 and 2013 editions of IPL, but he did not entertain their advances. Trivedi had also re- fused to accept an invita- tion by Chandila to attend a party arranged by the bookies. NHRC notice to Haryana over labourers' death New Delhi, The National Human Rights Commission (NHRC) has sought a report from the Haryana government over the death of two labourers while cleaning a sewer line at a factory in the state's Bahalgarh town of Sonipat district."Notices have been issued to the chief secre- tary of Haryana and district magistrate of Sonipat, call- ing for a report in the matter within four weeks," an NHRC official said.The incident took place on March 25 when three labourers -- Rajender, Sanjay and Naveen -- went down a sewer line to clean it. An alarm was raised when they did not return and had to be pulled out after some time by their colleagues.
