PM regrets bills stuck dueto 'impatient' opposition

Manmohan Singh Fridaysaid his great regret asprime minister was thatmany bills had not beenpassed due to the "ob-structionist" and "impa-tient" attitude of the
opposition."The obstruc-tionist role of the opposi-tion increased in recentyears. My great regret isthat many important billshave not been passed(due to the opposition'sattitude)," Singh told jour-nalists on board his spe-cial aircraft while returningfrom a five-day official visitto Japan and Thailand.
Hitting back at his re-mark, the BharatiyaJanata Party (BJP) saidhis government had failedto deliver on promises.
BJP spokespersonNirmala Sitharaman saidthe prime minister shouldexplain his record in office.
"Leave aside the BJPbeing disappointed. Tell uswhat is your record? Whyhas the prime ministerfailed to function despitethe mandate given to him,"Sitharaman said.
The prime ministersaid the opposition couldnot digest that the United
Progressive Alliance(UPA) government hadcome back to power for asecond consecutive termin May 2009."I can't tellyou how I feel about theway UPA-2 has moved.There has been a greatsense of continuity be-tween UPA-1 and UPA-2.But it is unfortunate thatthe opposition has be-come more impatient thanever before," he said.
"They never expectedthat we would win the elec-tion for UPA-1. But theywere doubly disappointedwhen we won the electionfor UPA-2. Therefore, theobstructionist role of theopposition has increasedenormously in recentyears," he said."It is mygreat regret that somevery essential business ofthe house have not beentransacted because ofthese animosities betweenthe opposition and thegovernment," he added.
BJP accuses UPAgovernment of misusing IB
New Delhi,The Bharatiya Janata
Party (BJP) Friday ac-cused the UPA govern-ment of misusing the Intel-ligence Bureau for politicalgains, saying the agencyis made to withdraw affi-davits as and when thehome minister changes.
BJP spokespersonNirmala Sitharaman saidthe party has cautionedrepeatedly that the misuseof the Central Bureau ofInvestigation (CBI) wasrampant under the Con-gress-led United Progres-sive Alliance government.
"We fear the Intelli-gence Bureau too is beingmisused by the UPA gov-ernment," she said.
Sitharaman said the IBshares critical intelligencewith the states and an out-come of such arrange-ment was witnessed onJune 15, 2004, when fourterrorists including IsharatJahan and Pranesh Pillaikilled. "The Gujarat Policeacted on IB informationabout their movements,"she said."Within a monthof that incident, theLashkar-e-Toiba (LeT)claimed Ishrat as its op-erative. However, in July2007 they declared thattheir claim was a 'journal-istic mistake' and withdrewthe same. "But in 2010,
media reported that DavidHeadley, the brain behindthe Mumbai terror attackimplicated Ishrat as a'fideyeen' of the LeT.Strangely, the National In-vestigation Agency (NIA)under the UPA govern-ment denied these mediareports," Sitharaman said.
Referring to summonsto a senior IB official by theCBI in the encounter case,she said a CBI inspectorwould now go into all thefactors leading to IB'ssharing of information withthe state police.
Siddharth Trivedi was asked to spot fix in 2012 IPLNew Delhi,
Rajasthan Royalscricketer Siddharth Trivedi,who is a prosecution wit-ness in the 2013 IndianPremier League (IPL) spotfixing scandal, was askedby several bookies to spotfix matches, a police of-ficer said Friday.
Trivedi, 30, a right-handed batsman and me-dium-pace bowler, re-vealed the information dur-ing his questioning byDelhi Police.
Trivedi, who hadplayed for Gujarat in theRanji Trophy and forRajasthan Royals in the
IPL, was questioned byDelhi Police Thursday.
"During questioning,his role in criminal activi-ties like spot fixing hasbeen ruled out. As he hadprovided several informa-tion about some fixers andplayers, he has beenmade a prosecution wit-ness," said the official.
Trivedi's statementwas noted in the Saketcourt Friday.
"Trivedi recorded hisstatement under 164 ofCriminal Procedure Codebefore a magistrate inSaket court after he wasconveyed about the pro-
cedures of recording thestatement," said the offi-cial.
"He is in a borderlinerole. We do not have evi-dence to make him an ac-cused. He is an insiderwho knows things. Wehave decided to make himprosecution witness," theofficial added.
Investigators believethat Trivedi's depositionwill make their case stron-ger.
The official said thatTrivedi, whose IPL team-mates S. Sreesant, AnkeetChavan and Ajit Chandilahave been arrested, wasoffered money for spotfixing.Trivedi was con-tacted by formerRajasthan Royals playerAmit Singh for the first timein 2010. Singh was ar-rested as a bookie in theIPL spot fixing.
During a J.P. Atray Me-morial Cricket tournamentplayed in Chandigarh inSeptember 2010, Trivediwas contacted by somebookies -- includingDeepak Kumar, who hasbeen arrested by DelhiPolice.Sunil Bhatia, an-other arrested bookie, hadalso contacted Trivedi.
"Bhatia and Kumar hadoffered him money for the2012 IPL, but he de-clined," the official said.
In 2010, Trivedi waslured with gifts like clothesand perfumes to indulge inspot fixing but he did not
act accordingly eventhough he was pursued bythem since 2010 IPL sea-son.
The bookies alsourged Trivedi to indulge inspot fixing during the 2012and 2013 editions of IPL,but he did not entertaintheir advances.
Trivedi had also re-fused to accept an invita-tion by Chandila to attenda party arranged by thebookies.
Chandila had ap-proached Bradd Hodgeand Kevin Cooper ofRajasthan Royals to at-tend the bookies' party, butthey had also rejected theinvitation.Asked whetherhe informed BCCI or anyother cricketing authoritiesabout the approaches ofbookies, the official an-swered in the negative.
NHRC notice to Haryanaover labourers' death
New Delhi, The National Human Rights Commission (NHRC)
has sought a report from the Haryana government overthe death of two labourers while cleaning a sewer lineat a factory in the state's Bahalgarh town of Sonipatdistrict."Notices have been issued to the chief secre-tary of Haryana and district magistrate of Sonipat, call-ing for a report in the matter within four weeks," anNHRC official said.The incident took place on March25 when three labourers -- Rajender, Sanjay andNaveen -- went down a sewer line to clean it. An alarmwas raised when they did not return and had to be pulledout after some time by their colleagues.
