The Magnet Office is NOT responsible for lost applications.

Complete the enclosed application ONLY if you are interested in your child participating in the Magnet, PWT, or NCLB-PSC program, or if you wish to change your child from one Magnet to another.

To apply for one of the limited number of spaces, read and follow instructions on page 16, complete the application on page 17 and ensure that it is postmarked or received by the deadline of Friday, December 16, 2011 at 5:00 p.m. or you may apply online at echoices.lausd.net.

ONLY one on-time application per student will be accepted. In the event that a paper and online application is submitted for the same student, the paper application will be voided. Changes can be made to online applications until the application deadline, Friday, December 16, 2011, at 5:00 p.m.

DO NOT SUBMIT A NEW APPPLICATION,if your child is currently enrolled in a Magnet Program and wishes to continue at the same school next year.

If the child’s name was on a waiting list last year and you wish to change from one Magnet to another, or if your child will be matriculating to the next school level, a new application must be submitted for selection.

Applicants currently enrolled in one Magnet program and accepted into another will be automatically dropped from the current Magnet program.

If an applicant on a waiting list declines Magnet placement, all waiting list points are removed.

Applicants MUST be residents of the Los Angeles Unified School District (LAUSD) at the time of application and while participating in an LAUSD Magnet, PWT or NCLB-PSC program.

INTRODUCTIONSince 1977, the Los Angeles Unified School District (LAUSD) has been in the forefront of offering exciting educational choices to its residents. Two of these choices are the Magnet and Permits With Transportation (PWT) programs. From kindergarten to twelfth grade (PWT begins in first grade), your child may participate in a Court-ordered voluntary integration program while pursuing his or her academic interest in a special environment for learning. All participating students take the required course work necessary for promotion and graduation and have the opportunity to meet all requirements for entrance to the University of California and the California State Universities. These programs are choices that work—for students, parents, the community and the nation. All integration programs, including Magnet and PWT, were established by Court order to address the five harms of racial isolation:

Low Academic Achievement

Low Self-Esteem

Lack of Access to Postsecondary Opportunities

Interracial Hostility and Intolerance

Overcrowded Conditions

Authorized in the No Child Left Behind Act of 2001 (NCLB), the District offers NCLB-Public School Choice (NCLB-PSC) to parents of all students enrolled in Program Improvement (PI) schools and Schools At-Risk for PI. As required by NCLB, the California Department of Education has identified Title I schools as PI based on the school not meeting academic targets known as Adequate Yearly Progress (AYP) for two consecutive years. Students enrolled in a PI school or Schools At-Risk for PI receive the option to transfer to a non-PI school. To apply for the Magnet, PWT, or NCLB-PSC programs, complete the application on page 17 of this brochure, and see that it is postmarked or received by the deadline of Friday, December 16, 2011 at 5:00 p.m. Submit an original application only, no copies will be accepted.

MAGNET PROGRAMSMagnet programs are Court-ordered voluntary integration opportunities available to students in grades K-12, living within the LAUSD boundaries. Currently, there are 172 Magnet Programs located throughout the District. All District students, including English Learners, Special Education and Gifted/Talented are encouraged to apply.

SCHOOLS: Some Magnet programs occupy entire school sites (Full School Magnets), while others are Magnet centers located on regular school campuses with access to activities and experiences shared with the host school. Please review the following pages to determine if any of the programs fit your child’s needs. For more information regarding

an individual Magnet program, including the calendar for that school, call the principal or Magnet coordinator using the telephone numbers listed under that school’s name. For general program information, call Student Integration Services at (213) 241-4177. (See pages 5-15 for Magnet school/center information.)

ELIGIBILITY: Only gifted, high ability and highly gifted Magnets (pages 8 & 9) require specific eligibility criteria (page 7) for GATE selection. No other screening, including grades, placement tests or auditions may be used as criteria for admitting or eliminating students.

MATH/ALGEBRA: Students applying for high school math/science Magnets should have successfully completed or be prepared to take Algebra IAB. OPENINGS: The approximate number of seats available in 2012-2013 and the previous number of applications to each Magnet school/center can be found under each school name.

TRANSPORTATION: Routes and pick-up/ drop-off locations have been established for 2012-2013. No new stops will be added. For information about existing routes, contact the school’s Magnet coordinator or Transportation Services Division at (323) 342-1340. BEFORE MAKING YOUR SELECTION, determine if the closest pick-up/drop-off point is a reasonable distance from your home. NOTE: The maximum one-way riding time guideline for all students (grades Kindergarten through 12) is 90 minutes. This applies to all bus routes.

District-paid transportation may be provided for ELEMENTARY (K-5) applicants if they reside outside a two-mile radius or outside the Magnet School/center attendance boundary, whichever is further.

The eligibility distance for SECONDARY students (grades 6-12) is three miles. SECONDARY students may be provided with transportation if they reside outside a three-mile radius or outside the Magnet school/center attendance boundary, whichever is further.

PERMITS WITHTRANSPORTATION(PWT) PROGRAMPWT is a Court-ordered voluntary integration program available to residentsof the Los Angeles Unified School Districtwho live within a PWT sending schoolarea. Parents may call (213) 241-6572to verify if the applicant lives in a PWTsending area. The PWT program providesstudents with integrated experiences byplacing Hispanic, Black, Asian and OtherNon-Anglo students in integrated settingswhile providing opportunities forOther White (OW) students to attendPredominantly Hispanic, Black, Asian andOther Non-Anglo (PHBAO) schools.School assignments and availabilityare the responsibility of the District.

Provided that space continues to beavailable, PWT students may continuefrom elementary to middle to highschool without reapplying. Also, whenspace is available, the PWT program willassign siblings to the same school if anapplication is submitted. PWT studentsare enrolled in the regular school programand may take part in all programsand activities available to residentstudents. Parents are encouragedto participate in all school/communityactivities with transportation providedwithin Integration guidelines.

NCLB - PUBLIC SCHOOLCHOICE (NCLB-PSC)The District offers students who attenda Program Improvement (PI) school orSchools At-Risk for PI the opportunity totransfer to a non-Program Improvementschool. District-paid transportation isprovided, (based upon District guidelines,see page 2). In the event demand exceeds funding, priority must be given to the“lowest achieving students from low incomefamilies.”

NCLB-PSC is offered to students currently attending a Program Improvement school. Program Improvement schools eligible forNCLB-PSC are listed on page 18.

In addition, the California Department ofEducation (CDE) also designates Title 1 Schools At-Risk of being identified forPI for the next school year. These Schools At-Risk for PI are listed on page 19. Schools At-Risk for PI may or may not be eligible for the NCLB-PSC program depending on test results from Spring 2012. The list may change due to CDE data not being available at print time.

MAGNET SELECTION – Priority Point SystemThe priority point system for Magnets is based upon the Court-ordered reduction of the harms of racial isolation (see page 2). Once information on the application is verified, the District’s Information Technology Division (ITD), through a computer process, automatically assigns priority points to each applicant. Points will be assigned based on the information in the District's computer system on the date of application processing. Any Changes of Address must be made at your child’s LAUSD school of attendance before the application deadline to be considered for the Assignment of priority points.

Points Rationale

12 MATRICULATIONApplicants who have completed one level in a Magnet program and apply to continue in the Magnet program at the next level, receive 12 matriculation points. THESE POINTS DO NOT CARRY OVER AND ARE ASSIGNED FOR ONE YEAR ONLY, AT THE TIME OF MATRICULATION. Students currently enrolled in multi-level Magnet Schools (Los Angeles CES, Sherman Oaks CES, and Valley Alternative) do not receive matriculation points. Arroyo Seco Museum Science, 32nd St./USC Performing Arts and Westside Global Awareness Magnets are K-8 and receive matriculation points only at the eighth grade.

4-12 WAITING LISTApplicants who have been on a valid on-time Magnet waiting list and are not alreadyenrolled in a Magnet program will receive 4 points for the 2011-2012 school year.Applicants may also receive 4 points for each of the two consecutive previous years (2010-2011 and 2009-2010), up to a maximum of 12 points. Applicants currently enrolled in a Magnet program are not eligible to accumulate waiting list points when applying for another Magnet program.

4 PREDOMINANTLY HISPANIC, BLACK, ASIAN AND OTHER NON-ANGLO (PHBAO) SCHOOLSApplicants whose resident LAUSD school is designated as PHBAO by the District,receive 4 points. Points are not cumulative; they are assigned yearly.

4 OVERCROWDEDApplicants whose resident LAUSD school is designated as overcrowded by District criteria, and is currently sending Capacity Adjustment Program (CAP) students or is on a Concept 6 calendar, receive 4 points. Points are not cumulative; they are assigned yearly.

3 SIBLINGIf an applicant is applying to the same Magnet school/program in which a brother or sister will be continuing, he/she receives 3 points. Siblings must reside at the same address at the time of application, which must be reflected in the District’s computer system.

NOTES

Each Magnet’s openings are determined by the need to maintain a racially balanced enrollment and by available space.

Students may be contacted regarding an opening up through the first month of school. Should an applicant leave a Magnet program before completing the culminating grade, no

matriculation points will be assigned. There are no points given for submitting an application, for applying to a program for which the

applicant is ineligible, or for which the application is late. Students who apply for the same grade twice will not earn waiting list points for the previous year.

Late Applications

The deadline for late applications for the Magnet and PWT Programs is Friday, February 24, 2012. Late applicants who wish to be considered, should there be space available, need to submit a late application form to Student Integration Services, 333 South Beaudry Avenue, 25th Floor, Los Angeles, CA 90017. Late applications are NOT accepted for the NCLB-Public School Choice Program.MAGNET DIRECTORYBefore making your school selection, please call the Magnet school’s Magnet coordinator to obtain information regarding the school’s starting date, orientation meeting, tours, uniform requirements, and calendar. The boxed number in front of the school name is the school code number to be used on the application.

Also, determine if the existing school bus pick-up/drop-off point closest to your home is a reasonable distance for your child to travel each day. District-paid transportation may be provided for ELEMENTARY (K-5) applicants if they reside outside a two-mile radius or outside the Magnet School attendance boundary, whichever is further. The eligibility distance for secondary students (grades 6-12) is three miles. Secondary students may be provided with transportation if they reside outside a three-mile radius or outside the school attendance boundary, whichever is further. The following pages contain basic information about Magnet programs to assist you in making a selection for your child.

Please be aware that most openings are in the grade level listed first for the school, e.g. Elementary School (ES) - K or 1st grade; Middle School (MS) - 6th grade; High School (HS) - 9th grade.

CENTERS FOR ENRICHED STUDIES (CES)

In addition to an opportunity to attend Magnet programs focusing on the performing arts, the District is pleased to offer the opportunity for students to participate in a differentiated music program for applicants who demonstrate exceptional ability in instrumental music. Hamilton and Washington Preparatory Senior High School Magnets offer an instrumental music Magnet. Selection is based on an audition demonstrating ability in instrumental music as well as the submission of a Choices application. GIFTED/HIGH ABILITY MAGNET CRITERIA

Applicants to gifted/high ability schools/centers must be verified as meeting one of the following criteria prior to Friday, December 16, 2011.

A Demonstrate the ability to meet ALL FOUR of these critical thinking and problem solving skills in their primary language:

Explain meanings or relationships among facts, information or concepts that demonstrate depth and complexity. Formulate new ideas or solutions and elaborate on the information. Use alternative methods in approaching new or unfamiliar mathematical problems. Use extensive vocabulary easily and accurately to express creative ideas.

Your child’s teacher and the principal of the school your child is currently attending will determine if your child meets all four characteristics. OR

B Have percentile scores of 85% or above on standardized norm referencedtests in both total reading and total math. For the California Standards Test, scaled scores must be as follows: A scaled score of 445 or above in English-Language Arts grades 2-11 and A scaled score of 450 or above in mathematics, grades 2-7 or A scaled score of 450 or above in one of the following: Algebra I, II,

Geometry, Integrated Math I, II, III, High School Summative Math. OR

C Be identified as gifted by an LAUSD school psychologist in the intellectual, high achievement or specific academic ability categories.

Upon receipt of the application, the District will automatically check the applicant’s eligibility through school records.

To qualify for a highly gifted Magnet program, students who are residents of LAUSD and are currently enrolled in an LAUSD school must meet the criterion of 99.9% on an intellectual assessment administered by the LAUSD Psychological Services Branch (see page 9 for more details). Students who receive a 99.5%-99.8% are considered highly gifted applicable and may apply to a highly gifted Magnet. The Gifted/Talented Programs Office must receive identification of highly gifted status before Friday, December 16, 2011 at 5:00 p.m. Upon receipt of the application, Student Integration Services will automatically check District records for eligibility.

2012-2013 Choices | NCLB - PUBLIC SCHOOL CHOICE (NCLB-PSC)

Title I is the federal government’s compensatory education program authorized in the No Child Left Behind Act (NCLB) of 2001. As part of the NCLB, the California Department of Education (CDE) has identified the Title I schools listed below as Program Improvement (PI) based on the school not meeting Adequate Yearly Progress (AYP) targets for two consecutive years.

NCLB-Public School Choice (NCLB-PSC) gives parents whose children attend PI schools the option to transfer to a Non-PI school. District-paid transportation is provided, based upon District guidelines, (see page 2) to students who have enrolled in the NCLB-PSC program.

In the event the demand for NCLB-PSC exceeds funding, priority must be given to the “lowest achieving children from low-income families.” If your child participates in the NCLB-PSC program, your child will no longer be eligible for free tutoring through Supplemental Education Services. For NCLB-PSC information, please call (213) 241-6572. If your child is enrolled in a school listed below, he/she is eligible to apply for the NCLB-PSC program.

SCHOOLS FOR ADVANCED STUDIES (SAS)

District programs designed for students identified as gifted, highly gifted, and/or students who demonstrate superior academic achievement with appropriate documentation.

Designed to serve students by assessing their academic needs and providing instruction which meet and exceed state content standards as described in the California Education Code.

Applications for Schools for Advanced Studies are available at local district schools beginning April, 2012.

For information about SAS schools, please go online to LAUSDnet at www.lausd.net/gate, or contact the Gifted/Talented Programs Office at (213) 241-6500.

District transportation is NOT available.

CHARTER SCHOOLS

Charters are public schools of choice with a rigorous standards-based and standards-aligned curriculum authorized by LAUSD and approved by the State of California. Currently, there are 197 charter schools in LAUSD.

District transportation is NOT available.

OPEN ENROLLMENT

Schools with designated available seats will accept applications during May. In schools where applications exceed space, a random drawing will be held in June.

Coordinated by School Management Services Office as an alternative to resident schools.

Check the website, www.lausd.net, or go to any LAUSD school in May for a list of participating schools, Open Enrollement Application and the number of openings at each school, or call School Management Services at (213) 241-8044 in May.

District transportation is NOT available.

SCHOOLS AT-RISK FOR PROGRAM IMPROVEMENT (PI)*

QUICK REFERENCE FOR OTHER LAUSD PROGRAMS

The following Title I schools have been designated by the California Department of Education (CDE) as a school at-risk for being identified as Program Improvement (PI). If the school does not meet its Adequate Yearly Progress (AYP) based based on Spring 2012 academic testing, the school may be identified for PI when data is reported by CDE in Fall 2012.

The District offers NCLB-Public School Choice (NCLB-PSC) to parents of all students enrolled in a PI school with district-paid transportation provided, based upon District guidelines, (see page 2).

If you wish for your child to transfer to a Non-PI school, please submit the application for NCLB-PSC.

In the event the demand for NCLB-PSC exceeds funding, priority must be given to the “lowest achieving children from low-income families.”

Should CDE not identify your child’s school for PI, he/she will not be eligible by law for a NCLB-PSC transfer to a Non-PI school, and you will be notified accordingly.
