Position

GatwickAirportistheworld’sbusiestsinglerunwayairportand,intheUK,secondonlytoHeathrowintermsofpassengerthroughput,whichwascloseto35millionin2008.Theairportisalsoanimportantpublictransporthub,withfrequentrailservicestoLondon,anddirectorconnectingrailorcoachservicestomanytownsinSouthEastEnglandandelsewhereintheUK.

Passengernumbersarecurrentlyforecasttoincreasetoaround40millionin2018,inlinewithgovernmentpolicytomakefulluseofexistingairportrunways.TheGatwickAirportInterimMasterPlan(October2006)explainsthecharacterandimplicationsofGatwick’sgrowthasasinglerunwayairportovertheperiodto2015and,for2030,outlinesscenarioswitheitheroneortworunways.

Thescaleofexistingandfutureactivityattheairportbringsappreciablebenefitstothelocal,regionalandnationaleconomies,butalsohasenvironmentalimpactsthatneedtobemitigatedand/ormanaged.

Our environmental policy

Thescaleofexistingandfutureactivityattheairportbringsappreciablebenefitstothelocal,regionalandnationaleconomies,butwealsorecognisethatouroperationhasimpactsontheenvironment,andthatthegrowthofactivityattheairporthasthepotentialtoincreasethoseimpacts.Ourenvironmentalpolicystatesthat:

Wearecommittedtominimisingtheimpactsofourgrowingbusinessontheenvironmentandlocalcommunities,throughthecontinuousimprovementofitsenvironmentalperformance.Wewillstrivetoactasresponsiblestewardsoftheenvironmentatalltimes.

ThiscommitmentisformalisedinanagreementbetweenCrawleyBoroughCouncil,WestSussexCountyCouncilandGAL.ThisagreementsetsouttheGAL’sapproachtoourenvironmentalmanagementandstewardshipinaseriesofobjectivesandcommitments.

Aproportionoftheidentifiedcommitmentstaketheformof’obligations’inalegalagreementbetweenGAL,CrawleyBoroughCouncilandWestSussexCountyCouncil.ThiswassignedinDecember2008,andcoverstheperioduntil2015.TheobligationswithintheAgreement,amongothertargets,relatetotheproduction,auditingandperiodicreviewofanumberofActionPlans,ofwhichthisisoneexample.

01 Introduction

ThisdocumentistheWaterQualityActionPlanandcoverstheyears2009-2011.Itisimportantthatactivitiesatairportsdonotcontaminatesurfacewaterrun-offormateriallyaltertheriskofflooding.Thisisbecausefloodingcanresultinpotentiallyseriousconsequencesforbiodiversity,theaquaticenvironmentandproperty.Thewaterenvironmentissubjecttostatutorycontrols,andtheEnvironmentAgency,asthestatutorybodyresponsibleforthewaterenvironment,issuesdischargeconsentsthatcontrolthevolumeandqualityofdischargesto’controlledwaters’,whichincluderiversandstreams.Dischargeconsentshavelegally-bindingtermsandconditionsregardingthequalityandquantityofeffluentdischargedtocontrolledwaters.

Ourwaterqualityobjectiveisto’manageairportassetsandactivitiestomitigateGatwickAirport’simpactonthewaterenvironment’.

Thisobjectiveissupportedby3ofthecommitmentsresultingfromtheagreementbetweenus,WestSussexCountyCouncilandCrawleyBoroughCouncilandformsthebasisofthisactionplan:

Wewillpublishawaterqualityactionplanandwillreviewitnolessfrequentlythaneverythreeyears.Theactionplanwilldescribeourapproachtothemanagementoftheairportsurfaceandfoulwaterassetsinordertoensurecomplianceswithdischargeconsentsandotherregulatoryrequirements.

WewillmaintainregulardialoguewiththeEnvironmentAgency,ThamesWaterandotherkeystakeholdersandtoensuremutualunderstandingofdrainage,floodriskandwaterqualityissuesoccurringwithin,orpotentiallyemanatingfromtheairport.

GatwickAirportwillmonitorandreportannuallyon:

•awaterchemistrymonitoringprogramme(including BiologicalOxygenDemandandChemicalOxygen Demand);•biologicalmonitoring;•compliancewithrelevantwaterqualitymanagement MDIsandlegislativerequirements;and•dischargeratesfromtheairport’smainpond(PondD).

European regulatory framework

Water Framework Directive

TheEUWaterFrameworkDirective(WFD)2000/60/ECisfocusedondeliveringanintegratedapproachtotheprotectionandsustainableuseofthewaterenvironmentonariverbasinscale.TheprincipalobjectiveswithintheWFDare:nodeteriorationinstatusand’goodstatus’intermsofbothecologyandwaterqualityforsurfacewaters,andintermsofbothquantityandqualityforgroundwaterby2015.

Itisdesignedto:

•enhancethestatusandpreventfurtherdeteriorationofaquaticecosystemsandassociatedwetlands,whichdependontheaquaticecosystems

•promotethesustainableuseofwater

•reducepollutionofwater,especiallyby’priority’and’priorityhazardous’substances(throughDaughterDirectives)

•ensureprogressivereductionofgroundwaterpollution.

Urban Wastewater Treatment Directive

AnotherECDirectivethatappliestothewastewateranddischargesgeneratedfromtheairportistheUrbanWastewaterTreatmentDirective,whichwasadoptedbymemberstatesinMay1991andtransposedintolegislationacrosstheUKbytheendofJanuary1995.Itsobjectiveistoprotecttheenvironmentfromtheadverseeffectsofsewagedischarges.Itsetstreatmentlevelsonthebasisofsizesofsewagedischargesandthesensitivityofwatersreceivingthedischarges.

Freshwater Fish Directive

TheECDirectiveonFreshwaterFishisdesignedtoprotectandimprovethequalityofriversandlakestoencouragehealthyfishpopulations.Itsetswaterqualitystandardsandmonitoringrequirementsforareasofwaterwhicharechosen,or’designated’byDefra.

In2013,thisdirectivewillberepealedundertheWaterFrameworkDirective.

Floods Directive

TheEuropeanDirectiveontheAssessmentandManagementofFloodRisks(2007/60/ECof23October2007)(theFloodsDirective)isdesignedtohelpmemberstatespreventandlimitfloodsandtheirdamagingeffectsonhumanhealth,theenvironment,infrastructureandproperty.ThiswillbebroughtintoforcebySeptember2009.Moreinformationisavailableon:

UK regulatory framework

Environmental Protection Act

TheEnvironmentalProtectionAct1990introducestheconceptofintegratedpollutioncontroltopreventpollutionfromemissionstoair,landorwater.Regulationsalsoplacea’dutyofcare’onthoseinvolvedinthemanagementofwaste,beitcollecting,disposingortreatingcontrolledwastewhichissubjecttolicensing.

Water Resources Act

TheWaterResourcesAct1991(amendedin1999andbytheWaterActin2003)setsoutregulatorycontrolsforwaterabstraction,dischargetowaterbodies,waterimpoundmentandprotectionofwaterresources.UndertheActitisanoffence’tocauseorknowinglypermit’:

•Poisonous,noxiousorpollutingmatter,oranysolidwastematter,toentercontrolledwaters;

•Anymattertoentercontrolledwaterssoastocauseoraggravatepollutionbyimpedingflow;

•Matter,otherthanpermittedtradeorsewageeffluent,tobedischargedtoasewer.

capableofbeingamaterialplanningconsideration,thattheplanningsystemplaysakeyroleindeterminingthelocationofdevelopmentwhichmaygiverisetopollution,eitherdirectlyorindirectly,andthatwherepollutionissuesarelikelytoarise,developersshouldholdinformalpre-applicationdiscussionswiththeLPA,therelevantpollutioncontrolauthorityand/ortheenvironmentalhealthdepartmentsoflocalauthorities.

Regional policies

Therearemanypiecesofregionalpolicywhichseektomanagewaterresourcesandwaterqualityandreduceanyimpactsfromthedischargesofpollutantsintothewaterenvironment.

Regional Spatial Strategy (RSS) for the South East (Regional Planning Guidance 9)

ThecurrentadoptedregionalplanningpolicyfortheSouthEastregionisRegionalPlanningGuidance9(RPG9)–thecurrentRegionalSpatialStrategyfortheSouthEast.ThiswaspublishedinMarch2001andcoverstheperiodupto2015.HoweverthispolicyistobereplacedshortlybytheSouthEastPlan-whichisafullrevisionofRPG9–tocovertheperiodto2026.

ThecurrentRSSencouragesgreaterconsiderationwhenplanningnewdevelopmenttoavoidareasatriskfromfloodingandtakeintoaccounttheavailabilityofwaterresources.TheRSSsetsoutpoliciesspecificallyreferringtomanagingfloodriskandconsideringthewatercyclewhenplanningfordevelopment1.Waterefficiencymeasuresandtheminimisationofadverseimpactsuponwaterresources,quality,regime,ecologyandgroundwaterarealsoencouraged.

TheSouthEastPlanplacesconsiderableemphasisonincreasingtheefficiencyofresourceuse,especiallynaturalresourcessuchaswater2.ThePlanprovidesdetailedpolicyguidanceforthesustainablemanagementofnaturalresources.Italsoincludespoliciesrequiringwatersupplyandqualitytobeprotected,maintainedandenhancedandalsofordemandtobemanaged(NRM1andNRM2);waterresourcedevelopmenttobepursued(NRM3);andtoensuresustainablefloodriskmanagementisachieved(NRM4).Inparticular,policyNRM1statesthatLPAsshoulddirectnewdevelopmenttoareaswhereadequatewatersupplycanbeguaranteedfromexistingandpotentialwatersupplyinfrastructure.

West Sussex Structure Plan 2001-2016

ProtectingtheenvironmentandusingnaturalresourcesandassetswiselyisoneofthecoreaimsofthisPlan.Policy

Groundwater Regulations

TheexistingGroundwaterDirective(80/68/EEC)aimstoprotectgroundwaterfrompollutionbycontrollingdischargesanddisposalsofcertaindangeroussubstancestogroundwater.IntheUK,theDirectiveisimplementedthroughtheGroundwaterRegulations1998,whichrequirethepreventionofListIsubstancesenteringgroundwaterandthecontrolofListIIsubstancestoavoidpollutionofgroundwater.WithinthecontextoftheWFD,legislationwillbeenactedinduecoursetointroducetheGroundwaterDaughterDirectivewhichwillseektopreventdeteriorationingroundwaterquality;theWFDwillreplacetheexistingGroundwaterRegulations.

Land Drainage Act

TheLandDrainageAct1991and1994placesresponsibilityformaintainingflowsinwatercoursesonlandowners.TheActgivesthelocalauthoritiespowerstoserveanoticeonlandownerstoensureworksarecarriedouttomaintainflowofwatercourses.

Flood Risk Policy (Planning Policy Statement 25: Development and Flood Risk)

PPS25setsoutthegovernmentpolicyrelatingtodevelopmentandfloodrisk.Itsaimsaretoensurethatfloodriskistakenintoaccountatallstagesintheplanningprocesstoavoidinappropriatedevelopmentinareasatriskofflooding,todirectdevelopmentawayfromtheareasofhighestrisk,andtopreventnewdevelopmentincreasingfloodriskelsewhere.PPS25shouldbeconsideredwithregardtothepotentialoperationofasecondrunwayoranyotherextensiontotheairportanditsactivities.

Inresponsetothefloodsof2007,andthefollowingPittReportontheeventsleadinguptotheflooding,thegovernmentareupdatingfloodinglegislationintooneunifyingActofParliament,asrecommendedbySirMichaelPitt.ThedraftFloodsandWaterBillisdueforconsultationinspring2009,andwillcoverallsourcesofflooding,clarifyingresponsibilityforeachfloodingsourceandfacilitatingappropriatefloodriskmanagement.TheBillwillalsoincorporateguidancefromtheDEFRApublicationsMaking Space for Water and Future Water.

Planning Policy Statement 23: Planning and Pollution Control

PPS23isintendedtocomplementthepollutioncontrolframeworkunderthePollutionPreventionandControlAct1999andthePPCRegulations2000.Itadvisesthatanyconsiderationofthequalityofland,airorwaterandpotentialimpactsarisingfromdevelopment,is

ERA4statesthatnodevelopmentshouldbepermittedinareasathighriskofflooding,andthatmeasuresmustbeprovidedtomanagesurfacewaterrunoffandreducefloodrisk,whereappropriate,throughsustainabledrainagesolutions.PolicyERA5statesthatdevelopmentshouldnotbepermittedunlessthequalityof,andwhereappropriatethequantityofwaterresourcesoftheCountywillbeprotectedand,wherepossible,enhanced.Inseekingtoprotectwater,localauthoritiesshouldcontinuetomonitorexistingandpotentialwaterpollution.

Local policies

CrawleyBoroughLocalDevelopmentFrameworkCoreStrategy(adoptedNovember2007)

TheLocalDevelopmentFrameworkencourageswaterconservation,promotesthere-useofwastewaterandprotectionofnaturalresourcesbysettingoutanumberofenvironmentalobjectives,suchastoprotectandenhancedesignatedsites,increasethebiodiversityandrangeofnaturalhabitats,enhancethevalueoftheBorough’snaturalassetsandensureallnewdevelopmentrespectsthedistinctivequalityofCrawley’sbuiltandnaturalenvironment.

Environment Agency Pollution Prevention Guidance

TheEnvironmentalAgencyhasproducedarangeofPollutionPreventionGuidanceNotes(PPGs),witheachPPGtargetedataparticularindustrialsectororactivityandgivingadviceonthelawandgoodenvironmentalpractice.ThemostrelevantPPGstotheairportactivitiesare:

Local water quality management

ForGatwickAirport,theaffectedcontrolledwatersareCrawtersBrook,GatwickStreamandtheRiverMole.Therearenogroundwatersourcesthatclassify

ascontrolledwaterswhichareaffectedbytheGatwickAirportsite.However,therearelocal,isolatedpocketsofgroundwaterwhichmayprovidepathwaysforcontaminantstomigratewithinthesiteboundary,andtheeffectsofthesemightbeimportantwhenconsideringthemobilityoflandcontaminationsources.

TherearetwocategoriesofdrainagesystemattheAirport:

Surfacewaterdrains,includinglanddrainsandmostroaddrainsanddrainsfrommostcarparkingareasandexternalpavedareas.Theseleadtocontrolledwaters,i.e.alocalriverorstream.Theymaydischargedirectlytothecontrolledwater,ortheymaytravelthereviaanintermediatestepinvolvingabalancingpondorsoakaway.DischargestothecontrolledwatersmustbewithintheconstraintsofthedischargeconsentsheldbyGatwickAirportLimited.Inthecaseofdrainsthatleaddirectlytocontrolledwaterswithoutintermediatebalancing,wemustensurethatanypotentialpollutantsmustbeminimisedandmanagedsothattheycannotenterthecontrolledwater.

Foulsewerdrainswhichleadtoanisolatedseptictankortothesewagetreatmentworks.Foulsewerdrainsthatleadtoremotecesspitsneedtobeperiodicallyemptiedfordisposaloff-sitebyalicensedwastemanagementcontractor,andWasteDutyofCareRegulationsapply(seeWasteActionPlan).DischargestothosethatleadtosewagetreatmentworksmustbewithintheconstraintsofthetradeeffluentconsentsheldbyGatwickAirportLimitedoritstenants.

Discharges to controlled waters (surface water drainage) – discharge consents

TheEnvironmentAgencyissueconsentstoregulatethedischargeofeffluentintocontrolledwaters.Itistheresponsibilityofthecompanyholdingthedischargeconsenttomakesurethateffluenttype,concentrationandvolumeiswithinthelimitsofthedischargeconsentatalltimes,andthattheycanprovideevidenceofcompliance.Theseconcentrationsandtotalvolumesofpollutantsmaydependontheflowconditions(e.g.heightofriverflow)ofthecontrolledwaterthattheyenter.

Discharges to foul sewers – trade effluent consents

Alldischargestofoulsewer(withtheexceptionofdischargesfromterminalbuildings’toilets,hotelsandairfieldsanitationblocks,allofwhichclassifyasdomestic-qualitysewage)requireatradeeffluentconsent,whichisagreedwiththelocalsewerageprovider(ThamesWater).Anapplicationforthismustbemadetothesewerageundertaker.Itistheresponsibilityofthecompanythatcarriesouttheactivity–andthusproducestheeffluent–toensurethattheyobtainatradeeffluentconsentthatpermitsthemtodischargethetypes,concentrationsandvolumesofeffluentinvolved.Theyshouldalsomonitortheireffluentstreamstoverifythatwhattheyareactuallyproducingremainswithintheconstraintsoftype,concentrationandvolumeasstatedwithinthetradeeffluentconsent.

De-icerandanti-icercompoundsareappliedtothesurfacesofaircraftandtohard-standingareasbothlandsideandairsideduringperiodswheretheformationoficewouldcreatehazardousconditions.Thecontainmentandmanagementoftheeffluentfromthesede-icerapplicationactivitiesisimportantasde-icerandanti-icercompoundstendtohaveahighbiologicaloxygendemand(BOD)astheybiodegrade.Itisimportantthat:

•theBODloadoftheoperationsisminimised,bycarefulchoiceofpermittedde-icingcompoundsandefficientapplicationofde-iceronlywhereitisrequired;

•whereverpossiblethede-icereffluentisusefullyrecovered;

•theremainingeffluentisfullycontainedandtreatedinaccordancewithdischargeconsents.

Allworkshopactivitiesandotherindustrial/commercialactivitiesnotlistedaboverequiredrainagetofoulsewerandacorrespondingtradeeffluentconsent.

Rainfall and surface water run-off

Giventhelargeareasofhard-standingatGatwickAirport,therateofrun-offismagnifiedduringperiodsofrainfall.Anumberofbalancingpondsarepresentwhichallowtheratesofdischargeflowtocontrolledwaterstobereducedaswellasprovidingthespaceinwhichtocontrolthequalityofthisdischargewater.Inallcases,thedischargeconsentsfordischargefromthebalancingpondsstipulatethattheeffluentshouldbe’non-injurioustofish’.Balancingpondsdoprovideafloodmitigationfunction.

Aircraft washing

Cadmiumispresentonvariousaircraftcomponentsandsmallquantitiesarefoundinwastewasterduringwashingactivities.Aircraftwashingcurrentlyoccurson-siteatthe170sstands;wenowtreatcadmiumdischargesinthewastewateron-site.Acomprehensivesuiteofsamplinghasbeenputinplacetogainaccuratereadingsofcadmiumlevelsinwastewaterandtounderstandunderwhatconditionsofaircraftwashingtheelevatedlevelsofcadmiumoccur.

Spillages

Thelargestpotentialforspillagesisoffuel,bothaviationfuelontheairfieldandgroundvehiclefuelatvariousbulkstoragesiteslandsideandairside.Protectionsystemsinplacetopreventspillagesincludespillagebundsaroundthemaintanks,pressure-tripsystemsonthedistributionmains,inspectionsofthefuelhydrantwellsandfaststopvalvesonthehydrants.Themostcommonsourceofaviationfuelspillagesisventingfromtheaircraftfueltanks,whenarapidthermalexpansionofthefuelinthewingtanksduetoachangeinambientsolarconditionsleadstoaventingfromthewingtanks.

Stand cleaning

Aircraftstandsarecleanedregularlyusingdetergentinordertoremoveoildepositsandanyloosedebriswhichwouldotherwisecausedamagetoaircraft.

Waste management

CompactorsaresituatedatlandsidelocationsintheSouthandNorthTerminals,andairsideintheSouthTerminal.Therearetwogeneralwastecompactorsontheairfield,attheCentralRecyclingPoint(CRP)andattheNorthTerminalSanitationBlock.Wherecompactorsaresited,thedrainagefromtheseareasshouldbetofoulsewerunderatradeeffluentconsent.
