PREFACE
While some liberated countries have succumbed to the scourge of
military dictatorship or the tyranny of one Party Rule, India, on the other
hand, has maintained an unbroken democratic tradition by holding 15
general elections (and scores of State and local body elections). The Indian
Constitution which came into force on 26th January 1950 provided for direct
election to Lok Sabha (and State Legislative Assemblies) on the basis of
universal adult franchise. Under the provision of Article 379 of the
Constitution, the Constituent Assembly (Legislative) became the Provisional
Parliament of India. In order to hold elections, the then Government,
headed by Pt Jawaharlal Nehru, set up an Election Commission; two major
statutes v.i.z the Representation of the People Act, 1950 and that of 1951
were passed by the Parliament.
Elected by the largest electorate in the world, India’s Parliament
reflects the hopes and aspirations of millions of its citizens. In the last sixty
years, it has grown from 370 million to 1.2 billion people today. The
composition and functioning of each Lok Sabha or the House of the People
have reflected the societal structures, stresses, urges, aspirations and
frustrations of the people. Legislation is adopted as the chief instrument of
socio-economic engineering. The cardinal functions of the Parliament are
legislation, overseeing of administration, passing of Budget, ventilation of
public grievances, discussing matters of public importance and debating
policies of national importance. The Parliament in India, is the highest
decision-making organ; it is the focal point of political power with immense
responsibility of economic and social development of the country. It is not
merely the constitutional set up of the two Houses, the offices of the
Presiding Officers and the Secretariat, but representatives of Indian adults-
men and women above the age of 18-who participate in its deliberations.
The role of elected members of Parliament, through debates and various
devices, is vital to bring about expected changes in the socio-economic,
political and legal domain of the country.

Every member of the House of the People represents not only his/her
party but more importantly the people of the constituency; by participating
in legislative activities, the members contribute to the welfare of all Indians.
Despite changes in consecutive Lok Sabha and Governments- the members
in different capacities facilitate governance; though a few contribute as
Union Ministers, yet a large number of members, besides participating in
the deliberations of the House, contribute to the functions of the Parliament
as Chairperson / Member of various Committees-permanent or adhoc.
These committees are the bodies through which MPs can interact directly
with the executive ; with due support from the Speaker they exercise their
power and perform the ‘inquisitive role' by extracting relevant information
directly from various ministries and departments, from files and records,
and by cross-examining officers, and thus the so called vocal MPs also
carryout silent and significant work. All these factors pertaining to Lok
Sabha members from Karnataka are dealt with, in brief, in the present
publication as a tribute to their valuable services to their state and the
Nation.

INTRODUCTION
The present work is an attempt to provide information about Members
of Parliament elected from Karnataka. The handy publication is intended to
fulfill the need, in compact and comprehensive form, considering the dearth
of information which is as many have felt, a pioneering attempt. The
compilation began as a mere list of Lok Sabha MPs of Karnataka from the
First Lok Sabha to the Fifteenth, which could have taken not more than one
or two months for completion. But, as the work progressed, it had to be
revised several times with additions of other related components such as,
Members elected from Reserved Constituencies and those who have been
Union Ministers. The very first list of MPs of the First Lok Sabha could be
finalized only after some kind of research; the information given in the
publication of the Lok Sabha Secretariat, the book generally consulted as an
authentic edition of Indian Parliamentary Companion- Who’s Who of
Members of Lok Sabha (First to Thirteenth Lok Sabha) could provide the
names of Members for respective Lok Sabhas only. However, subsequent to
the discussion with the officers of the Parliament Library, seperate
publications regarding each Lok Sabha were procured. The study of the
history of Karnataka, traced since 1952, i.e., the year of constitution of the
First Lok Sabha, resulted in the finding that some parts of Karnataka were
coming under the MP constituencies of the neighbouring states viz., Bombay
and Hyderabad. Thus the number of members from Karnataka listed in the
web site for the First Lok Sabha although shown 11 actually amount to 26,
if the present boundries of Reorganised Karnataka is taken into account.
The booklet delineates briefly the context, constitution and
composition of each Lok Sabha- from First to the Fifteenth. In Part II, III, IV-
lists of all the members elected from Karnataka, those elected from reserved
constituencies and Union Ministers from Karnataka are given respectively.
In Part V mention is made of those members who have made their mark in
Parliament in terms of Lok Sabhas served [1/3 of the total] and as Ministers
[1/10 of the life of Parliament so far]. In bringing out the information, every
effort is made to ensure accuracy as far as possible.

PART ONE
Lok Sabha (First to Fifteenth) Constitution and Composition –
An outline
The First Lok Sabha was duly constituted in 1952 after the First General
Elections. These elections became significant as they were educative for a newly
free country in that they were to introduce to the citizens the tenets, tools and
techniques of parliamentary democracy as also their responsibilities.
With 173 million electorate and 88 million casting vote, 489 MPs were
elected—Congress 364, Socialists 12, KMPP 9, CPI 16, BJS 3, HMS 4, RRP 3,
and State Parties 32. Never before had such a large electorate exercised franchise
anywhere in the world. The record of the legislative work of the First Lok Sabha,
1952-57, both in quality and quantity compare well with that of any Parliament
in the world. The ‘Manchester Guardian’, for example, wrote on 5 June 1954;
‘’Parliamentary institutions have not had good time in Asia….All that is
happening in Asia throws a spotlight on Parliament in Delhi as one institution of
the kind which is working in an exemplary way…Pericles said that Athens was
the school of Hellas. Mr Nehru without boasting may say that Delhi is the school
of Asia’’.
The number of bills passed in the First Lok Sabha aggregated to 322
and 42.5% of the enactments related to financial matters. Legislation to use
decimal coinage and the metric system in weights and measures put the
country far ahead of many countries and made things simpler and more
rational for the generation of children and adults that followed. Socialist
pattern of society was initiated; The Imperial Bank of India was nationalized.
Parliament passed the Life Insurance Corporation Act. Subsequently Life
Insurance business was nationalized. Welfare of Industrial workers was sought
to be promoted by passing the Employees’’ Provident Fund Act, and the
Industrial Disputes [Amendment] Act. By amending the Factory Act, Parliament
prohibited the employment of women and young person’s during night in
factories. Other important legislations transacted were those in respect of the
Hindu Marriage Act, Special Marriage Act and Indian Medical Council Act. In
the political and administrative field, by far the most important legislation
during the first Lok Sabha period was the State’s Reorganization Act.

The First Lok Sabha [1952-1957], though elected by universal adult
suffrage, was a highly elitist body comprising the single largest professional
group of lawyers. Union Ministers from Karnataka were.
1. Shri K.C. Reddy - Minister of the Cabinet, Minister of Production
2. Shri D.P. Karmarkar - Minister of Cabinet Rank (but not member
of Cabinet). Minister of Commerce.
3. Shri B.N. Datar - Minister of Home Affairs.
4. Shri M.V.Krishnappa - Deputy Minister of Food & Agriculture.
5. Shri R.G. Dubey - Parliamentary Secretary to the Minister of
Production.
The Second Lok Sabha,[1957-1962], despite facing tough challenges both
from within and without, passed 316 Bills. During the sessions, the devices
such as ‘Question Hour’ and ‘Privilege Issue’ were highlighted. Prime Minister
Nehru remarked on the last day of the Second Lok Sabha; ‘’….on the whole we
have done fairly well….considering the state of the world today when every
other day we read about ‘coup de’tats’in various countries, it is surprising how
we have carried on in our normal way.’’
Some of the members of the Second Lok Sabha from Karnataka became
members of the Cabinet at the Centre;
1. Shri Dattatrya P Karmarkar, Minister of State in the Ministry of
Health.
2. Shri K. Chengalaraya Reddy, Minister of Works, Housing & Supply
3. Shri Balwantrao N Datar, Minister of State, Home Affairs
4. Shri M V Krishnappa, Deputy Minister of Food
5. Smt. Violet Alva - Deputy Minister of Home Affairs.
In the Third Lok Sabha [1962-1967], Karnataka was represented by 31
members, all from Congress except one as shown in part II. The new House
was duly constituted on 3 April, 1962. For the first time a regional party,
DMK, had entered in a big way and another party consisting of Maharajas, big
business interests and industrialists had also emerged. Law-making function
of the House was relegated next to that of discussion and approval of the
Budget although 275 Bills and Constitutional Amendment Acts were passed.

The events of greatest significance at this juncture were – Chinese aggression,
the demise of Prime Minister Nehru in 1964, the 1965 war with Pakistan, the
sudden demise of the second Prime Minister Lal Bahadur Shastri and the
taking over by Smt Indira Gandhi. In the new Cabinet the members included
from Karnataka were;
1. Shri K C Reddy, Minister of Commerce and Industry [1962]
2. Shri Balwantrao N. Datar, [member of the Cabinet in 1964] Minister
of State, Home Affairs
3. Shri H C Dasappa, Minister of Industry and Supply [1966]
4. Shri C M Poonacha, Minister of State, Transport and Aviation[1966]
The Fourth Lok Sabha, with the life of 3years, 9 months and 10 days
was characterized by a split in the Congress Party and the phenomenon of
defections. Those elected were; Congress-283, Swatantra-42, Jan Sangh- 35,
SSP-23, CPI- 23, CPI [M] - 19 and PSP-13. During the IV Lok Sabha 216 laws
were enacted of which 93[43%] related to financial subjects. Constitution was
amended thrice; 12 adjournments were accepted and discussed [out of over
1000 motions and 89 brought before the House]; 7 No-Confidence motions
were tabled and 5 were admitted and discussed, and there were several privilege
cases also.
Members from Karnataka also participated in these activities majority
of whom were Congressmen[Swatantra Party-5,Independent-1, PSP-29] and
four were ministers at the Centre;

2. Shri C M Poonacha, Minister of Railways
3. Shri M S Gurupadaswamy, Minister of State, Dept of Atomic Energy
4. Dr Sarojini Mahishi, Deputy Minister,Commerce
When the House was dissolved prematurely on 27 December 1970 there
were changes in the party position[5 by-elections were held]; Congress [R]-
228, Congress [O]-65, Swatantra-35, Jan Sangh-33, DMK-24, CPI-24, CPM-
19, SSP-15, UIPG-25, BKD-10, Unattached-24, and vacancies-3, total including
the Speaker-523.

In the Fifth Lok Sabha [1971-1977] Congress Party returned to its
dominant position with more than two-thirds majority. Members from
Karnataka also were all of them from Congress. The ‘Young Turks’ group within
the Congress[R] had played an important role in the implementation of
progressive policies and programmes. Congress[O] was almost completely wiped
out on this account as also on account of the popular acclaim of the leadership
of Congress[R]; Congress[O] had lost 56 of its 65 seats, Jan Sangh 23 of its 33
and SP 28 of its 35.
About 482 legislative measures were brought to the Statute Book in
the V Lok Sabha pertaining to administrative, economic and social spheres,
of these 173 related to financial matters,[as many as 19 Constitution
Amendment Bills passed] which reflects the quality and quantity of the work
accomplished.
These members from Karnataka functioned effectively;
1. Shri K Hanumanthaiya, Minister of Railways
2. Dr Sarojini Mahishi, Minister of State, Tourism and Civil Aviation
3. Shri Fakruddin H Mohsin, Deputy Minister, Home Affairs
4. Shri B. Shankaranand, Deputy Minister, Dept of Parliamentary Affairs
A proclamation of Emergency, however, by the President issued on 25
June 1975, on grounds of threatened internal disturbance was followed by 14
hour long debate. The House adopted on 23 July the resolution approving the
same and the Fifth Lok Sabha was dissolved.
When the first session of the Sixth Lok Sabha met the members were;
Congress-154, Congress [O]-3, Janata Party[ Lok Dal]- 295, CPI-7 and CPI[M]-
22.Smaller parties represented in the House were; PAWP—5, RSP-3, ML-2,
NC-2, Kerala Congress-2, MGP-1, UDF-1, DMK-1 and Ind-5. Smt Indira Gandhi
accepted the verdict gracefully; ‘’the collective judgment of the people must be
respected. My colleagues and I accept their verdict unreservedly and in a spirit
of humility.’’ Emergency was revoked; while the ruling party lost, freedom and
democracy had won.
During the Sixth Lok Sabha an amendment to the Constitution [43rd]
was enacted to revert to a 5year term for Lok Sabha and State Assemblies
instead of 6year term.; civilian awards like Bharat Ratna, Padma Vibhushan,
Padma Shri, etc, were discontinued. The Janata Government [the four political

parties-Cong [O], BLD, Jan Sangh and SP] tried to punish those responsible
for the ‘atrocities’ and ‘excesses’ of the Emergency period.
In this government headed by Shri Morarji Desai two ministers were
from Karnataka;
1. Shri B. Rachaiah, Minister of State
2. Shri T A Pai, Cabinet Minister
The 1977 elections had brought to power a non-Congress Government
at the Centre for the first time but the events that led to opposition unity met
with dismal failure. Soon there appeared fissures in the united group of the
ruling Janata Party leading to the resignation of the Prime Minister and his
Council of Ministers on 15 July 1979 on account of a No-Confidence motion.
Another non-Congress Council of Ministers led by Choudhary Charan Singh
was to seek a vote of confidence on 20th August prior to which a letter was
received by the Speaker informing of the resignation of the team. Thus, after a
brief life of 2years and a half the Sixth Lok Sabha was dissolved on 22 August
1979.
General Elections were held in 1980 in which six major parties contested-
the 2 Congress parties, the 2 Janata parties and the 2Communist parties. The
Congress led by Smt Indira Gandhi returned to power with overwhelming
majority. All the members from Karnataka were from Congress [I]. Those who
became ministers were;
1. Shri Veerendra Patil, Minister of Petroleum and Chemicals
2. Shri B Shankaranand, Minister of Education, and Health and
Family Welfare
3. Shri C K Jaffer Sheriff, Minister of State in the Ministry of Railways
During the Seventh Lok Sabha there were privilege issues, serious
discussions and wit and humor as well. The Constitution was amended 7
times; several procedural devices were used by the members to raise matters
of public concern. However, the House was dissolved in the shadow of the
tragic assassination of the Prime Minister Smt. Indira Gandhi on 31st December
1984 and with it ended, the life of the Lok Sabha-[4years, 11 months, 10
days.]21 days before completion of its 5year term,

The Eighth Lok Sabha was formally constituted on the same day. The
Congress Party with 3/4 majority came back to power under the leadership of
Shri Rajiv Gandhi. It had the distinction of having more than 71% graduates
or above the number of under-matriculation being 7.9%. The Lok Sabha passed
as many as 13 Constitutional Amendment Bills; Of these 10 were enacted,
the most important being those providing for disqualification of members
on grounds of defection, and reducing the voting age from 21 years to 18
years. 333 enactments were put on Statute Book of which 92 related to
financial matters. Three Subject Committees were constituted-the Committees
on Agriculture, Environment & Forests, and Science& Technology all of which
came into being with effect from 18 August 1989.
Four out of 29 members from Karnataka, [JP-5 & the rest Congress]
were included in the Council of Ministers;
1. Shri B Shankaranand, Minister of Irrigation and Power
2. Shri Veerendra Patil, Minister of Chemicals & Fertilizers and
Industry & Company Affairs
3. Shri Janardhan Poojary, Minister of State in the Ministry of Finance
4. Smt Margaret Alva, Minister of State in the Ministry of
Parliamentary Affairs
During the general elections for the Ninth Lok Sabha held on 24th & 26th
November 1989, yet another attempt was made to unite political forces on the
basis of anti-Congressism.The JP, Lok Dal [A], Lok Dal [B] and others merged
to form Janata Dal, which in turn formed a National Front including DMK,
CPI, CPM, Cong [J], AGP, and some others with seat arrangements with BJP.
One of the significant events during the IX Lok Sabha was the sudden
announcement of Prime Minister Shri V P Singh accepted the Report of Mandal
Commission, submitted about 10 years back which led to widespread protest
and violence. There was an intensified agitation for the Ram Janmabhoomi
Temple. As a result the NF government could not complete even a year in
office. Another split occurred in JD, one faction led by Shri V P Singh and
another by Shri Chandrashekhar; the latter was extended external support by
Congress. Shri C. Charan Singh became the Prime Minister and Shri LK Advani,
the leader of the Opposition. 19 Bills were passed in the IX Lok Sabha. The PM

tendered resignation on 6 March 1991 and the House was dissolved on
13 March 1991.
There were 28 members from Karnataka, all from Cong [I] except one
from CPI [M] and another from JD. During its life of 1 year, 7 months and
10 days the IX Lok Sabha saw enactment of 7 Constitutional Amendments
important ones being those for setting up Scheduled Castes and Scheduled
Tribes Commission, for safeguarding all land reform laws, the Prasar Bharti
Bill and National Commission for Women Bill.
The first Council of Ministers headed by Shri V P Singh relinquished
office after 11 months and 8 days on account of no-confidence on 7th November
1990; the second one headed by Shri Chandrashekhar assumed office on
10th November and tendered resignation on 6th March 1991. Union Ministers
from Karantaka during the IX Lok Sabha were ;
1. Shri M. S. Gurupaswamy, Minister of Petroleum & Chemicals.
2. Shri Basavraj Patil Anwari, Minister of State, Steel and Mines.
Notification to hold elections to Tenth Lok Sabha was issued on
18th April 1991. Shri Rajiv Gandhi was a candidate from Amethi constituency
who would be next PM. But one day after the first polling, he was brutally
assassinated on 21st May 1991. The delayed and long drawn elections turned
out to be brutal and violent. The chief contestants were the Cong [I], the BJP,
JD, JD[S] and Left parties combine. Shri P V Narasimharao became the PM; in
his Council of Ministers, five were from Karnataka;
1. Shri B Shankaranand, Minister of Petroleum and Natural Gas
2. Shri C K Jaffer Sheriff, Minister of Railways
3. Shri Siddappa B Nyamagouda, Deputy Minister, Ministry of Coal
4. Smt Margaret Alva, Minister of State in the Ministry of Personnel,
Public Grievances and Pensions.
5. Smt. Basavarajeshwari, Minister of State for Women and
Child Development
The Tenth Lok Sabha held 16 sessions. The noteworthy feature of the
Lok Sabha was the enactment of 10 Constitutional Amendments.

The Eleventh Lok Sabha was constituted on 15th May 1996 and the
5 year term was to expire on 21st May 2001. The BJP had emerged
as the single largest party followed by Cong [I]. It had the shortest tenure;
PM A B Vajpayee moved the motion of confidence in the Council of Ministers
on 27th May 1996 which, at the end of 2 day debate became infructous and he
announced his resignation. The then President Shri S D Sharma invited
Shri H D Devegowda, leader of the United Front to form government and the
new govt was formed on 12-6-1996. However, in a historic event, the motion of
confidence of Shri H D Devegowda was defeated on 11-4-1997 but the same,
moved by I K Gujaral was adopted on 22-4-1997 during the IV session of the
House. The XI Lok Sabha was dissolved on 4-12-1997, when Cong [I] withdrew
support and the PM tendered resignation.
Among the members elected from Karnataka there were four ministers
at the Centre;
1. Shri C M Ibrahim, Minister of Tourism,, Minister of Information
and Broadcasting and Minister of Civil Aviation
2. Shri R L Jalappa, Minister of Textiles
3. Shri S R Bommai, Minister of Human Resource Development,
Minister of Coal
4. Smt Savanoor R D, Minister of State in the Ministry of Planning
and Implementation.
The XI Lok Sabha saw the prime-ministership of Shri A B Vajapayee,
H D Devegowda and I K Gujaral and an all time record of representation of 28
diverse political parties;Although 61 Bills were passed,this tenure, in the
history of Indian Parliament, has the distinction of NOT passing a single
Constitution Amendment Bill.
The XII Lok Sabha was constituted on 23-3-1998 [dissolved on
26-4-1999] Shri A B Vajpayee was the PM and among the members from
Karnataka, the ministers were;
1. Shri Ananth Kumar, Minister of Civil Aviation,
2. Shri Ramakrishna Hegde, Minister of Commerce
3. Shri Babagouda Patil, Minister of State[Independent Charge],
Ministry of Rural Development.

The XIII Lok Sabha was constituted on 10th October 1999 [which was
dissolved on 6th February 2004] the 5 year term of which was to expire on 19-
10-2004. The number of Bills passed during the tenure was 297 of which 14
were Constitution Amendment Bills; the important Bills passed were; the
Anti-Defection law with regard to omission of provisions relating to splits,
and the three Bills of 2000 paving way for creation of new states of
Chhattisgarh, Uttarakhand and Jharkhand.
Shri A.B. Vajpayee was the PM and in his Council of Ministers from
Karnataka were;
1. Shri Ananth Kumar,Minister of Tourism and Culture Minister of
Tourism & Culture, Minister of Urban Development and Poverty
Alleviation, Minister of Youth Affairs & Sports also held charge of
Ministry of Rural Development
2. Shri V Dhananjaya Kumar; Minister of Civil Aviation, and Tourism,
Minister of State in the Ministry of Finance; Minister of State in
the Ministry of Textiles
3. Shri V. Sreenivas Prasad; Minister of State in the Ministry of
Consumer Affairs, Food & Public Distribution
4. Shri Basanguoda Patil; Minister of State in the Ministry of Finance
and Minister of State in the Ministry of Railways
The important events during the XIII LS were the tragic death of the
Speaker Shri G M C Balayogi in a helicopter crash, the demise of the Chairman
of RS and the Vice-President Shri Krishna Kant and the terrorist attack on
Parliament on 13-12-2001.
The XIV LS was constituted on 17th May 2004 [and was dissolved on
18th May 2009] with a life of 4 years, 11 months & 10 days. During this LS, 65
resolutions were discussed, 20 were adopted and 247 Bills were passed; As
many as 327 Private Members’ Bills were introduced but none was passed.
In the Council of Ministers, under the leadership of Shri Manmohan
Singh those from Karnataka were;

Implementation ; Minister of State (Ind. Ch.) of the Ministry of
Youth Affairs and Sports and the Ministry of Overseas Indian
Affairs; Minister of State [Ind. Ch.] in the Ministry of Labour &
Employment
2. Shri K H Muniyappa; Minister of State in the Ministry of Road
Transport and Highways, Minister of State in the Ministry of
Shipping, Transport and Highways; Minister of State in the Ministry
of Railways ;
3. Shri M V Rajashekaran; Minister of State in the Ministry of
Planning.
In the present Lok Sabha i.e. the XV, Ministers from Karnataka (as on
31-3-2011) are;
1. Shri S.M.Krishna; Minister of External Affairs from 28-05-2009
to 21-01-2011 and from 21-01-2011 onwards.
2. Shri M.Veerappa Moily; Minister of Law & Justice from 28-5-2009
to 21-01-2011 & 21-01-2011 onwards.
3. Shri Mallikarjun Kharge; Minister of Labour & Employment from
28-5-2009 to 21-01-2011 & 21-01-2011 onwards.

PART TWO
Lok Sabha Members from Karnataka
Article 79 of the Indian Constitution states that there shall be a Parliament
for the Union which shall consist of the President and the two Houses to be
known respectively as the Council of States (Rajya Sabha) and the House of
People (Lok Sabha).
Subject to provisions of the Constitution, Parliament is required to make
laws to amend the Constitution as and when such a need is felt. The legislative
process begins with the introduction of a Bill in either House. The draft of the
legislative proposal, put in proper form has to be passed by both Houses of
Parliament, when assented to by the President it becomes an Act. Hence the
Members of Parliament play a vital role in the process of Bills being passed
and Constitutional Amendments being enacted. The debates and discussions
of MPs in the Parliament serve a two-fold purpose. They give an opportunity to
the government of the day to explain its policy and they enable the
representatives of the people to voice the view-points of their electors.

Union Ministers
From Karnataka
The Constitution of India, under articles 74 and 75 provides for a Council
of Ministers which is drawn from both the Houses of Parliament. Normally, a
person has to be a member of either of the Houses, to be a Minister. However,
under the Constitution there is no bar to the appointment of a person from
outside the Parliament as a Minister who is required to secure a seat in either
House within six months of his/her appointment. Instances of some of such
members are; Dr Trigunsanden in 1966, Shri Shanti Bhushan in 1977, Justice
H R Khanna and Shri S N Kakkar in 1979, Shri Arjun Singh in 1985,
Dr Manmohan Singh and Shri Sharad Powar in 1991 and Shri Arun Jaitley in
1999; incidentally, Shri P V Narasimha Rao and Shri H D Devegowda were not
Members of Parliamentat at the time of their appointment as PMs of India on
21/6/1991 and 1/6/1996 respectively.
MPs as Ministers and Members of Parliamentary Committees have
onerous duties to perform in the process of carrying out the functioning of the
Parliament – sometimes active and at times passive. Although a small
committee, the cabinet is a source of initiative in the process of legislation, yet
every action of the Council of Ministers is watched by the House which can
make or unmake a Government.
