11-02 Active Duty Requisitions. The open requisitions on the website are not updated. We are working with the webmaster to correct this problem. We now have approved requisitions for the 11-02 cycle. Gaining commanders are responsible for slating officers and as a result, duty positions are not provided.

Pre-Command Course. Officers selected for CSL commands are required to attend designated courses in preparation for their assignment. Pre-Command Courses are now coordinated through the Force Sustainment Division Personnel Support Branch. Active Duty Backfills. Assignment Officers do not operate on a backfill system. All requisitions are a result of validated requisitions confirmed during the manning conference. If you are leaving an organization, they should work with their account manager at HRC to build a requirement to be validated during the manning conference for the appropriate assignment cycle.

ARFORGEN Expeditionary Forces. Designed as a supply-based rotational model, ARFORGEN is the structured progression of readiness over time producing trained, ready, and cohesive units. Two categories of forces exist - the Deployment Expeditionary Force (DEF) and the Contingency Expeditionary Force (CEF).

• DEF: Army General Purpose Force units assigned or allocated during the Global Force

Management and ARFORGEN Synchronization Processes and having the responsibility to execute assigned missions, designated by having a Latest Arrival Date (LAD).

• CEF: Army General Purpose Force units designated during the ARFORGEN Synchronization Process and given an Available Force Pool Date (AFPD) in order to execute a contingency mission, operational plan or other Army requirement.

Active Duty Former Battalion Commanders (FBC). We are still awaiting confirmation of selection and will contact the officer once selected. If an officer was not selected, we will wait until we have receipt from all organizations that the officer was nominated against. Most officers were nominated against more than one assignment based on the priority list provided to your assignment officer.

Active Duty Senior Service College. The next milestones for the SSC selection follows:

Mid-February 2011-Slate releasedApril-June 2011- Alternates activation begins

Active Duty Officer Retirements. Officers electing to retire should contact their assignment officer approximately twelve months out for stability. Retirements should be submitted no earlier than twelve months and no later than nine months. The installation cuts the retirement orders. Of note, once you are on retirement orders, you may not compete for promotion or command unless you submit a withdrawal. The withdrawal must follow the same process. If you are alerted of a PCS and decide to process retirement in lieu of PCS, then please understand that HRC must receive the request within 30 days of the alert. The alert is defined as “notification of an impending assignment sent by writing, voice, email, or other medium from DA or HRC assignment officials to an officer.” If an officer chooses to retire, the effective date must not be later than 6 months from the date of the alert or the first month after the officer attains 20 years AFS, whichever is later. RFOs will still be cut and if these time lines are not met, then the retirement will be extended until your new assignment. Orders will be revoked if the timeline is met. Additionally, once you choose to retire in lieu of a PCS then you may not withdraw or extend your retirement. Please refer to Chapter 6 of AR 600-8-24 for further details.

Electronic Assignment Coordination (EAC) Process. This is the process in which all Request for Orders (RFO) are cut. On average, it can take 7-10 days. There is a great deal of coordination required depending on the complexity of the orders. Exceptions, like Exceptional Family Member Program (EFMP), Married Army Couples Program (MACP), nominative assignment and SAMS utilization, all require additional coordination.

Submitting Documents to iPerms. Attached are two documents outlining procedures/responsibility for submitting documents to iPerms for inclusion in a Soldier’s OMPF. Of note is the processing time period for "Non-Board" documents - 5-7 weeks. It also emphasizes not to submit documents through several channels (causes duplicates to be filed) and clearly states that OERs/AERs are to be submitted directly to the Evaluations Branch (not their assignment branch/officer).

Your unit S1 is the first person you should contact regarding updates to your ORB. Your S1 can update most fields minus Civilian Education and Joint Credit. If you need to submit a document you can send it directly to the iPERMS office:  [email protected]. Sealed official transcripts are required for civilian education updates.

EFMP-Please ensure your EFMP is updated. When slating begins your EFMP is checked to ensure the gaining command can support your family member. We sent out a note asking that all officers ensure they have updated their EFMP. If a family member is no longer in the program, then please disenroll them. If your EFMP is not updated it will slow down your orders and if selected for command it can affect your slated location.

Board Information. We do not have access to expected release dates, names on the list, sequence numbers, or anticipated promotion dates. We monitor the MILPER messages for release dates. If questioned about release dates we can provide you the timeframe from previous release dates and refer you to the MILPER website: https://perscomnd04.army.mil/milpermsgs.nsf/WebFrameset?OpenFrameSet

** All promotion related issues are managed by the DA Secretariat.

Joint Policy. Joint Officer Management is governed by Title X, United States Code, Chapter 38. HRC's Joint Policy Section monitors the Army’s compliance of the statutory mandates outlined

in Chapter 38. Active Duty officers have only 12 months to apply for retroactive credit from the date they completed their joint experience assignment. Reserve Component officers have until 30 September 2013 to apply. Army officers who already possess the Additional Skill Identifier (ASI) "3L" (Joint Qualified Officer) or "3A" (Joint Duty Assignment Officers) are exempted from submitting JQS self-nomination applications for retroactive joint credit. These Army officers have fulfilled the joint experience requirement as outlined in Department of Defense Instruction (DoDI) 1300.19, Department of Defense Joint Officer Management Program, and no further benefits will result from submitting additional retroactive joint experience applications.

Definitions of “Joint Matters”. These are matters related to the achievement of unified action by multiple military forces in operations conducted across domains such as land, sea, or air, in space, or in the information environment, including matters relating to:

National military strategy Strategic planning and contingency planning Command and control of operations under unified command National security planning with other departments and agencies of the USs Combined operations with military forces of allied nations

In the context of joint matters, the term “multiple military forces” refers to forces that involve participants from the armed forces and one or more of the following:

Other departments and agencies of the United States The military forces or agencies of other countries Non-governmental persons or entities

Reserve Specific Information

Welcome and congratulations to the many fine officers that were recently selected for promotion to LTC in the Army Reserve.

Congratulations also go out to those Officers who have been selected for Senior Service College.

Definitions of the Army Reserves Components:

Active Guard Reserve (AGR) Soldiers serve full-time on Active Duty in units and organizations of the Army Reserve, or that directly support the Army Reserve.

Individual Mobilization Augmentees (IMA) Soldiers assigned to high-level headquarters where they would serve if mobilized. Most IMAs train annually for two weeks.

Individual Ready Reserve (IRR) Soldiers who may be called upon, if needed, to replace Soldiers in Active Duty and Army Reserve units. Many of the Soldiers in the IRR have recently left Active Duty and still have an Army Reserve commitment. Others have chosen to remain Active as Army Reserve Soldiers but not as a unit member or IMA.

Stand-by Reserve Personnel who maintain their military affiliation without being in the Ready Reserve (10 USC 10151) and who are subject to involuntary active duty under full mobilization (10 USC 12301a). Status Lists in the Standby Reserve: Active Status List: Reservists assigned to Standby Reserve for temporary hardship or other cogent reasons, or who have been identified as “key employees” in their civilian position. Inactive Status List: Reservists not required to remain in an active program, and who maintain their Reserve affiliation in a non-participating status.

Retired Reserve consists of approximately 715,000 Retired Soldiers from the Army (Active Army, Army Reserve and Army National Guard) who remain part of the Army Reserve family.

Troop Program Units (TPUs) are the heart and soul of the Army Reserve. These men and women typically train on selected weekends and perform annual training.

Deployment Opportunities for IRR Soldiers.

The US Army Reserve Command (USARC) is responsible for Troop Program Unit (TPU) soldiers, while the US Army Human Resource Command manages Individual Ready Reserve (IRR), Individual Mobilization Augmentee (IMA) Soldiers, and Active Guard Reserve (AGR) Soldiers.

Most US Army Reserve units are corps and theater level assets. Within the total force structure, US Army Reserve units are affiliated with Active Component (AC) units. They are "called up" by specialty to complement or assist their AC units.

IRR to WIAS (World-wide Individual Augmentation System).

The Reserve will add Soldiers in high-demand jobs lessening the burden on those already in these fields and providing a more predictable deployment routine to Soldiers, their families and their employers. It is a plan that will provide greater security for the country.

IRR soldiers can now volunteer to deploy on Active Component assignments. The World-wide Individual Augmentation System (WIAS) provides the opportunity for IRRs to fill AC deployment billets wherever the Army commits forces in the world – Afghanistan, Bosnia, the Philippines, Iraq, etc. Soldiers in the Army Reserve are an integral part, providing critical support, force protection, and augmentation. No longer a “force in reserve”, the Army Reserve is a full partner across a broad spectrum of operations, from major combat operations to peacekeeping and humanitarian missions. The terrorist attacks on 11 Sept 2001 and the Global War on Terrorism have only intensified the pace of operations for the Army Reserve, reinforcing the need for constant readiness and speedy, flexible mobilization.

If you are currently an IRR Soldier and you are interested in a 12 month Active Component tour contact your Assignment Officer but first be sure the following applies to you:

- You have no flag actions- You are medically qualified and your PHA is within 1 year - There is no derogatory information in your records- Your Security Clearance is current- You have no “do not promote” OERs- You have < 5 yrs in the IRR - You have at least 24 months or more prior to your MRD- You are not currently on active duty orders

AGR Logistics LTCs Deployment Information.

If you are a Logistics AGR LTC and have deployed in support of the GWOT since 2009, send your name, rank (at the time of deployment), dates, location, and position title to MAJ Lenora Young at [email protected]. We are working on a process to improve our deployed officer tracking system, and your exact deployment dates would be very helpful in this process. We are not looking for the 365 days (TCS orders) you received; we want your dates deployed. We need this information NLT 12 Feb 2011. Thank you all for your support in helping us to help you.

Army Reserve Retirements.

There has been many questions reference Reserve Retirements (20 Year Letter).

All Reserve Component Soldiers who complete the required years of service to become eligible for retired pay at age 60 will receive written notification of that eligibility. The notification will normally be made during the year following the end of the retirement year during which the soldier became qualified

To be eligible for receipt of a Notification of Eligibility For Retired Pay At Age 60 letter, a reserve component Soldier must have completed 20 or more years qualifying service with the last 6 qualifying years as a member of a Reserve Component.

USAR soldiers (other than TPU) who have 20 years of qualifying service documented on the Retirement Points Accounting System (RPAS) will automatically receive their notification letter approximately 45-60 days following the end of the re-tirement year or correction action being posted during which the completed service is recorded in RPAS.

(Note: Troop Program Unit (TPU) personnel who do not have sufficient service documented in RPAS to generate an automated letter must work with their unit technician to document the missing service via RLAS).

Active Guard Reserve (AGR) Soldiers must request voluntary retirement upon completion of 20 years of Active Service (AS).

Verify Service

Begin checking your service documents for accuracy approximately 18 - 24 months prior to your anticipated retirement date. This allows you sufficient time to provide supporting documentation to correct your service time. Before submitting your retirement packet:

1. Verify that you have credit for all periods of service. Check your Chronological Statement of Retirement Points (AHRC Form 249-2-E). If changes are necessary, contact your Assignment Officer in writing to request calculation of your points. 2. Verify your Statement of Service - for Computation of length of Service for Pay Purposes (DA Form 1506).

Documents needed in your packet for submission:

- DA Form 4187 and 4187-1-R - Requesting Retirement - A voluntary retirement memorandum - DA Form 2339 - You must sign the form in blocks 19 and 30. Do not fill out the rest of the form.. HRC will complete the form. - DA Form 31- Request and Authority for Leave - VA Form SGLV 8286- Service Members Group Life Insurance Election & Certificate. -Ensure the form is filled out completely and witnessed. - DD Form 93 - Ensure family data is correct and updated. Form must be witnessed - Request for TDY to attend the Army Career & Alumni Program (ACAP) - For a listing of ACAP sites, visit the Army Career and Alumni Program site.

The absence of any of the above forms or improperly filled out forms will slow down the process.
